Full textThe efficiency of the representations to work in the dynamic socio-space ones and their crystallization through a strong imagery constitute with our direction a fertile object of research to understand the urban fact. Our reflection relates to the imagery of two districts to Annaba, Kouba and the Allemands, respectively representative of the collective units carried out within the framework of the Plan of Constantine in 1958 and the ZHUN in the years 1980. Identity constructions which are attached there are largely related to the urban history and in the conditions of their settlement, the first shelters mainly executives, technicians, the second reflects a kind of space proximity between the same type of population and the disaster victim coming from the slums and medina. Thus, we consider that to seize the contrasted imagery characterizing these spaces, would give access logics the base, as well of the urban actions initiated by the authorities, as modes of appropriation of the populations of these districts through their residential route, their mobilities, their uses, their social interactions and their relations at the city

Full textAt the cross-road of the colonial history and immigration history in France, this PHD thesis proposes to address under a new angle the role of the Italians in the colonisation and settlement of the cities of Algerian western coastline, through the case of Annaba. It is based on a corpus of sources gathered in France (Paris, Aix-en-Provence, Toulon, Marseille), Italy (Rome, Puglia, Sardinia) and Algeria (Annaba, Constantine). A first axis is dedicated to the study of migration policies adopted in both sides of the Mediterranean Sea during the 19th century, which aimed at regulating and controlling the growing circulation between Italy and Algeria. The second axis deals with the modalities of settlement of Italians in Annaba. Through a socio-quantitative study, the specificities of the settlement and integration of foreigners are studied from an urban and colonial perspective. The third axis addresses the status of the Italians in the Algerian colonial society of the inter-war period. It enables to place back Algeria in the African policy of the liberal and fascist Italy, and furthermore in the relationships between Italy and France in Maghreb

It has been established during, the colonial period. At the independance in 1962, the content of the system, its logic and aims were not redefined. The health service was based on the curative action and was not adapted to the nature of the habitants. The most important problems relected to the health of the population were caused by the interaction of many other sectors, and the neglect of the preventive action. Taday the health system has proven to be very despite and inefficient. The high volume of money invested in this branch to improve its impacts. Investment in the healt service increased drasticaly over manu years to reach the rate of 6,5% of the g. D. P. In 1990. It has appeared that a new way for this system was needed, to reach a better level of health, through a deep analytical research

Full textTo encourage actions in favour of renewable energies, in 2011, the Algerian government launched "program to develop renewable energies and promote energy efficiency”, which described it as ambitious. To decode the stakes of this energetic public policy, especially in terms of polity, we have mobilized the “public governance” approach as well as “stakeholdertheory”. The reception of this “policy” in terms of projects is reflected in two dimensions. The first dimension led us to construct a typology of the projects deployed. The second dimension allowed us to construct a typology of the influence strategies implemented when this public policy was appropriated in large and small projects. They would have to be characterized with the assumption that they would be of a very different nature between the two types of projects observed. We found that large companies, at the local level, use rather similarly limited strategies. On the other hand, small local companies combine several influencing strategies that demonstrate a form of strategic creativity

Full textIn recent decades, the Algerian city has undergone profound transformations of its territory territories following a rampant urbanization, a growing mobility, a socio-spatial recomposition and a diversification of the collective and individual stakes. The recomposition of these urban, central and peripheral territories is subject to housing standards and urban planning rules, which have a universal dimension and apply to all urban fabrics. These norms and rules are aimed at the realization of a share of individual housing estates and other areas of collective housing to respond to a housing crisis and relocate the inhabitants of old unhealthy and degraded fabrics. However, it does not seem to exist in the regulatory texts, or in the proposed developments, willingness to take into account the urban particularities, but most of the major Algerian cities have particular urban fabrics whose morphology, typology and practices do not conform to subdivision or collective sets. Worse still, the process and the relocation operations evolve without any consultation between the different actors of the project. The example of the city of Annaba has made it possible at the same time to "reverse" the relocation plans of developers and the ideals they convey and to reveal the gap between the representations of relocators and relocated. This is essentially linked to a climate of ignorance and mutual mistrust. The collaboration between these two actors remains very limited. The causes are multiple and would be at the origin of the current (devalued) image of the city and the spatial and social expressions often opposite to the basic urban project. The nature of the relocations carried out, from a traditional urban housing with its codified and assimilated rules of use, to a standard collective type of housing, can provoke problematic reactions on the social level (neighborhood report) and / or on the spatial (appropriation of public spaces, delimitation of private spaces). Changing their spatial horizon, sometimes social, these townspeople reformulate their ways of seeing the city, but divert an operation of urbanism unilaterally scaffolded by the developers. Behind all this architectural expression and / or urban, individual and / or collective, in the form of spatial and / or social response, lies the peculiarities of a traditional fabric that loses its effectiveness, its contribution, as well as its identity. The inhabitants try to reproduce (reformulate) certain practices essentially coming from the traditional medina, other times center of social life important. It remains to be seen what impact these new forms of social and spatial responses will have on new developments and their urban aspects

Full textIn this research, we study the process of recent changes that taken place in the Touat’s space and society, changes that affect the oasis ecosystem and lead to a new relation between city/country represented in the city of Adrar and his agricultural development. These changes are projected in one way or another on the oasis’s agricultural land and the ksour’s space, where the oasis is engaged in a large-scale economic and social openness. Therefore, it is experiencing strong population pressure that resulted from the recent increase of its population. These mutations are largely supported by state policy. The state plans will draw a new landscape of Sahara. In a n effort to create a territorial equity, the Saharan cities all have basic functions (education, health and administration) plus the planned housing programs, collective and individual similar to the north. Furthermore, given the richness of his basement, the Sahara is expected to contribute to the country’s food independence. To this end, land reforms were introduced specifically to encourage the Sahara to adopt a new enhancement and move to new production techniques and irrigation. The main purpose of our study is to know: how far the state was able to redesign the space and the Saharan society? And to what degree these changes have affected the traditional habitat, the small food production and vernacular irrigation methods. And finally, did the state reached to control and verify the new forms of Saharan land?

Full textThis dissertation examines the political implications of harga in Algeria. Literally translated, harga means “burn”. In the Maghreb dialects, the term has come to describe a specific form of migration. Harragas (literally “those who burn”) are those who try to leave their home country without a passport or visa, on small boats, risking their lives. This dissertation uses Albert Hirschman’s model of “Exit, Voice and Loyalty” in order to stimulate reflection and explore the link between exit (emigration) and voice (protest). Drawing from a wide variety of sources – semi-structured interviews with harraga and their family members, observations of trials, newspaper articles, cultural products (movies, novels, paintings, etc.), political speeches, legal texts and policy papers – this dissertation documents the causes of migration and the emigration patterns from Algeria of harraga. It also studies the publicization and politicization process of harga in Algeria. Last, it analyzes the policies implemented by the Algerian government to limit harga. Harragas are trapped in the margins of a corrupt and unequal socio-economic system that offers no prospects of improvement. They cannot leave the country legally because of the restrictive policies implemented by the destination states. Therefore, they try to leave Algeria on small boats, risking their lives. Harragas do not leave in silence. Many newspaper articles and cultural products talk about harragas, who are referred to as undeniable proof that there is something wrong in Algeria. The Algerian authorities are deemed responsible for the departure of these young Algerians and are criticized for the repressive policies implemented as a response to harga. Domestic and international factors influence Algerian migration policy. Domestically, the policy is a response to the criticism that harga provoke. Full textOur work consists of a comparative sociolinguistic analysis of the contexts, methods of integration and implementation of Berber language teaching in Algeria (from 1995 to 2015) and Morocco (from 2003 to 2015) following changes to institutional linguistic policies.These changes were brought in, over quite a short period of time (a decade), to regulate and/or anticipate social pressure in favour of the introduction of Berber in state schools. The examination of each of the three contexts consists of : a descriptive and an analytical angles. Departing from the empirical observation of the existence of points of convergence and divergence between the two countries in this “new Berber education policy”, we describe the structuration of teaching, the choices in relation to which language to teach, its standardisation, its graphic codification, as well as the objectives and didactic techniques implemented. This description confirms and discerns the continuities and discontinuities between the two states’ experiences and language policies. Our objective has been to seek out a sociolinguistic signification to this differentiated education. Diverse sources and materials resulting from fieldwork in the two countries are analysed with the aim of creating a transdisciplinary evaluation in light of conceptual work developed in the field of Berber studies, namely “peripheral” sociolinguistics, « language planning » and institutional tools. The interrogation of synchronic and diachronic data allows us to identify the essential points of convergence and divergence between the two States and to affirm the institutionalised nature of the minoration of the Berber language

Plans and codes of investments have been its major means of action. The crisis of the eighties clearly revealed the limitations of the entrepreneurial state and of administered economy. The negative aspects have to be numereous. Hence a drastic change of attitude and aprogressive withdrawal of the state. However this desetatisation does not go without difficulties, because the private sector is still too weak to replace the state as to investments. Thus the role of the state. Should be changed. It should rely on a partnership between state & private companies and on adequate incitements

Full textThis Ph.D dissertation about the theatrical life in Algeria between 1946 and 1962 aims at answering the following questions: what sort of theatrical community managed to develop in Algeria in the context of the gradual disintegration of France’s colonial power? To what extent was it shaped by the political issues and national identity stakes which characterised cross-Mediterranean flows in the aftermath of World War II until Algeria’s independence? After the Liberation, France’s cultural life started renewing. A project of decentralisation was launched to democratise drama and bring it to the general public, led by deputy director of Performing Arts and Music at the Ministry of Education Jeanne Laurent. However France’s overseas territories, and more specifically Algeria, were kept aside of this set of reforms. Between 1946 and 1962, Algeria moved from the status of a colony of refuge – which hosted the French sovereignty during the Occupation – to that of an insurrectionary imperial territory. Cultural life and political and military events were interwoven in this territory which was subjected to the contradictions inherent to its hybrid position as both a national and a colonial space. Therefore this dissertation lies at the heart of three facets of history – political, colonial and cultural history. It is thus organised around three axes of research, aiming at depicting colonial Algeria’s theatrical scene, questioning the existence of a cultural policy dedicated to the Algerian territory, and analysing the politicisation of drama in Algeria in the final years of France’s colonial domination

Full textIn the subject of politic linguistic and educational, the Algeria was confronted with the problems of orientation choices. With one part, the educational system was found to face different political and ideological problems and with other side, the different communities were searched to assert themselves in a favorable international trade company and hostile to certain practices that reduce threatening to languages, cultures while inducing new social behaviors. To account for its problems, two questions were asked: “How the successive governments have managed the diversity of languages in the educational system? What were their ideologies?” To answer these questions an overview of the linguistic landscape within and outside the educational system, notably under the impetus of the work of the Europe council has been developed. To identify the public opinion, a quantitative study conducted by us focuses on attitudes and the social representations that respondents in multilingualism. This will allow a glimpse of the real and concrete perspective for a multicultural multilingual education in the future

Full textIrregular migrations towards and from Algeria are an important phenomenon of the African and Euro-African migration systems. Subsaharans and Algerians exiled represent an undeniable stake in the Algerian domestic and foreign policies. Exiled are vicims of repression, exploitation and of hard living conditions; but, they also are actors of their lives thanks to shunning strategies of borders, a strong solidarity and thanks to the formation of new forms of belonging. This work analyses the subtle dialectics between exiled and political, judicial and economic structures which frame their actions. The reification of exile as a lived experience lays on political images of the exiled, on the predation their victims of, and on the arbitrary derogation to the principle of political asylum. But, this process ends in the reification of the exiled and their bodies, inside the migrant communities or in their relation to the institutions. Beyond the judicial or sociological traditional categories, the notion of exile offer an insight into the lived experience of the individuals in a world that denies them any sort of recognised status, which is all the more true in their country of origin. Against the reification of the exiIed, the struggle takes different forms from the communal solidarity to sociopolitical mobilisation. In a critical perspective, we defend the hypothesis that the reification of exile and of the exiled does not prevent the development of political protesting identities

Full textThe principal aim of our thesis is to assess the impact of national program of upgrading on the competitiveness of Algerian Enterprises which have adopted and finalized this kind of program. To do this, we have applied two approaches in order to evaluate the impact of the upgrading; it is the univariate and multivariate approach. In the first approach, we have utilized three methods, namely: parametric test of Student and the nonparametric test of Wilcoxon, in addition a simple regression model. While the second approach apply a multiple regression model. Besides, the empirical analysis involves panel data of a sample of 67 Algerian enterprises observed during the period 1997 to 2008. Our thesis is composed of four chapters. The first chapter aims to introduce the theoretical sub-foundation useful for understanding the competitiveness while the upgrade strategies are stated in the second chapter. The third chapter presents upgrading strategies adopted in Algeria, and finally the last and fourth chapter presents the methodology and the results of the empirical evaluation of the upgrade program of the competitiveness of Algerian Enterprises

The Maghreb countries are thus in search of a new model of governance more opened, more transparent and more responsible.The budgetary reform falls under the context of an in-depth reform of the States of the Maghreb through the budgetary intensifying of the control and the modernization of the public administration, in particular of its financial and managerial ways of managing as well at the central level as decentralized by the recourse to the multiannual programming (CDMT), the globalisation of the appropriations, the contractualisation and budgetary devolution.For that purpose, the budgetary reform conditions a strong political will and a permanent administrative piloting. Full textOff the beaten track, under the singular perspective of the "in-between", the present thesis seeks precisely to understand the development of Algerian educational policy and higher education, between autonomy and dependence (in-between) relative to external injunctions. It discusses how higher education has been built through its history, discussing the weight of the past over the present by identifying influences from regimes, events and components from Middle Eastern countries, France and Russia, having, ultimately, marked the Algerian educational policy that has failed to find its anchor and is therefore always looking for benchmarks to the detriment of the overall quality of education in Algeria.While the colonial period is behind us, there is still in Algerian society a feeling of dependence on the metropolis and its many practices, reminiscent of a past difficult to forget. The practice of French on the territory and in the teaching environment (in particular) plays a key role in this state of affairs. The past is therefore firmly rooted in people's minds, although there is a strong emancipatory will of individuals who are searching for their roots and an Algerian modernity. And, we should also note that the Algerian society is plural in many ways. At the social, cultural, but also political levels, it is characterized by multiple influences, the most prominent of which are Maghrebi, Oriental and French. This plurality has made it difficult for successive regimes to position themselves singularly in many sectors of activity, often promoting inadequate projects.References to the past in the field of education have a great influence on the actions taken, sometimes to the detriment of very complex truths of the Algerian case. This higher education, in a plural Algeria, thus also suffers from an "in-between" at the political, institutional and individual levels (those who make the laws, those who put them in place and those who work with them on a daily basis). In other words, these three levels seem to be frozen between a will and an important need for autonomy and a dependence that can be perceived as legitimate.Under the prism of the continuous training and the validation of acquired experience (VAE), two objects of current debates in the Algerian society, I will tackle the difficulties met in the deployment, the management and the organization of training devices in the country. However, it is not a matter of simply dealing with the continuous training of teachers, based on their testimony (collected during my research), but using it as social agents and markers of a history expressing relationship between the political, the institutional and the individual. It is also a question of highlighting how the influences coming from elsewhere are implemented by these three levels.To do this, a qualitative survey conducted on the basis of in-depth semi-structured interviews, an original approach using the biographical current, allowed me to collect testimonies essential to our understanding of the phenomenon treated in my thesis. Full textThe export of EU norms to regulate gas markets and transnational infrastructure has become the leitmotif of EU external energy policy in the neighbourhood. This thesis unpacks the underlying energy policy challenge of the EU, before analysing its approach to ensure energy security towards Azerbaijan and Algeria and examining the Union’s transformative influence. The major question of the research is: How and to which extent can the EU export its energy norms and policies towards both strategic neighbouring suppliers of natural gas, which represent least likely cases of EU external energy governance? The analytical framework sheds light on the limits of major rationalist and constructivist institutionalist explanations in accounting for convergence with EU energy norms and addresses them by drawing on insights from diffusion studies and the decentring framework. Relying on qualitative document and data analysis as well as extensive fieldwork and 85 interviews carried out with EU, Azerbaijani and Algerian officials as well as representatives of energy companies in Brussels, Baku, and Algiers, the research accounts for a varying degree of convergence as the result of an unstable and conflictual process. Examining energy cooperation with the EU, domestic energy sectors and major infrastructure projects within six case studies, the analysis sheds light on EU norm export from a bottom-up perspective of neighbouring public actors. The thesis broadens the scope of existing studies by factoring in geopolitical and market-based constraints and influences, which often outweigh EU coercion and depicts that EU external energy governance can only be sustainable, if it is ‘decentred’

The Algerian hospital system consists mainly of the following elements; the public authorities (the state and the social security organizations), the establishments of health and population (the diseased).The existing relationships between the different hospital actors are the relationships between the state and public establishments of health and the relationships between the latter and the diseased.The hospital institution encounters a multitude of difficulty to meet the request of users regarding the health care delivery. The rigid relation, which exists between the state and the establishment of public health, has engendered constraints in different domains (organization, financing and management) which led to a dysfunction of the public health establishment. Before these constraints, it is urgent to undertake the necessary reforms.The contractualization is an effective procedure of changes support; it is a part of means to achieve the objectives of the hospital reform. Moreover, the improvement procedures of quality are strongly incited by the accreditation perspective. Furthermore, when we hope to realize the evaluation of actions in order to carry out the reforms, we are confronted by the information issue

Full textThis doctoral dissertation explores, from a subjective point of view, the illegal migration experiences of young Algerians aged under thirty. This phenomenon, which primarily results from personal choice and individual decisions, intrinsically linked to the context of their departure, is analyzed within the framework of a collective social configuration which is engaged in a process of difficult and selective illegal mobility. From the perspective of comprehensive sociology, this research analyzes the social bond that ties, in time and space, migrants involved in illegal migration networks, in order to approach, through their backgrounds and experiences, their organizational and survival strategies in France. The purpose of this research is therefore is therefore to analytically evaluate the strength of the social networks underlying illegal migration and illegal migrants' ability to act in the context of increasingly restrictive migration. Thus, the analysis of social bonds in the process of illegal migration process sheds light on the ways in which the interweaving and adjustments of social bonds, assembled in relationships of solidarity and reciprocity, ensure invisibility and survival. Finally, young Algerians' experience of illegal migration, which is primarily an experience of individual emancipation, autonomization and up-ward social mobility, is a challenge for European migration policies that are at odds with the logic of illegal migrants

Full textFrance's policy towards the EEC has been mostly considered from an essentially political perspective, despite the fact that the Rome Treaty had primarily sought to establish an economic union between the member states. This doctoral dissertation seeks to fill that gap by studying France's EEC policy between 1956 and 1969 from an economic angle. During this period, there was a clash between various economic models for Europe, and it is misleading to solely reduce it to a competition between protectionism and Free-trade. The debate opposed two visions of Europe, one based on competition policy and the other on Industrial Policy, a debate that is still relevant today. This thesis examines not only the French decision-making process and its flaws, but also the institutionnal model of the EEC. The latter's technocratic dynamic proved both a source of strength and of weakness, since it fostered the "democratic deficit" that is very clear today

Full textThis study takes up the history of the French repatriated settlers from Algeria, between 1954 and 2005. Adopting the social history point of view, it brings to light the way the Algerian born French have built their migratory project. In particular, it surveys their appreciating of the Algerian independence war and the way it was a source of distress for them. In the second part, we move on to the social regulations the State set up in order to welcome, integrate and pacify the repatriates. Beside the investigation of 400 laws, the study compares the social and professional routes of 10500 repatriates who settled in the Seine and Puy-de-Dôme departments. It also analyses how administrative rules, aiming specifically at integrating the repatriates, were created ex-nihilo. Eventually, the third part shows how these French people became "pied-noirs", and how the State evolved from compensation policies during the 1970s, toward the idea of a moral redress on behalf of the nation

Full textThe Algerian coastline is characterized by rich natural resources which offer important economic potential. Nonetheless, this part of the country finds itself victim of its own success and have to face a multitude of problems, especially the over-exploitation of its resources which have been amplified by a massive urbanization that is accelerated more and more, but also by pollution and a deterioration of the coastal areas. Moreover, and to best answer the numerous incoherencies that result from these multiple problems that hit the Algerian coastline, the state has to take necessary measures to find a right balance between the use of this space and its preservation. The thorough analysis of the institutional and legal framework put in place by the Algerian public authorities, proves the existence of a real inadequacy in terms of coastal governance, as well as incomplete judicial texts with regards to coastal preservation and development. The primary challenge of the government is to redress these shortcomings, by putting in place an integrated and global management policy of the coast that will allow a balanced and sustained development of this space
