Abstract:

Preachers in Restoration England carved out a space for the expression of political counsel and criticism towards those in power. Using sermons at the court of Charles ii (1660–1685), this article shows how they intervened in questions of ecclesiastical policy and how they supported and shaped the representation of monarchy through moral criticism. It puts forward the thesis that the official preachers of the Church of England were not merely voices of admonishment but active participants in political discourse. Der Aufsatz untersucht, wie sich Prediger im England der Restaurationszeit Raum für die Äußerung von politischem Rat und Kritik erarbeiteten. Am Beispiel von Predigten am Hof Karls II. (reg. 1660–1685) wird gezeigt, wie durch Predigten in (kirchen-)politische Debatten eingegriffen wurde und wie sie durch moralische Kritik bestimmte Repräsentationsarten des Königtums unterstützen und gleichzeitig mitgestalteten. In dieser Hinsicht sind, so die These des Aufsatzes, gerade die Prediger der anglikanischen Staatskirche nicht nur Wächter und Mahner, sondern direkte Akteure in der politischen Debatte.

Abstract:

Der Beitrag geht der Frage nach, auf welche Weise in der ungarndeutschen Literatur zwischen 1974 und 1989/90 Elemente der staatlichen politischen Propaganda sowie des Widerstandes gegen die bestehenden Verhältnisse erschienen. Bei eingehender Betrachtung wird klar, dass sich die ungarndeutsche Literatur zwar weitgehend von der Politik ferngehalten hat, es jedoch durchaus Beispiele für beide Grundpositionen gibt, wobei diese beiden schon zur Zeit des Neubeginns der ungarndeutschen Literatur in den 1970er Jahren vorhanden waren. Rückblickend lässt sich allerdings konstatieren, dass die politische Zensur ihre Hauptaufgabe, nämlich die Verhinderung des Entstehens politisch unliebsamer Werke, mit großer Effektivität verwirklicht hat.“Keine Angst, ruski Soldat charascho!” The literature of Germans in Hungary between political propaganda and resistance 1974–1989/90The study deals with the question, how in the years between 1974–1989/90 elements of political propaganda and – on the other hand – of resistance in the literature of the germans in hungary occured. This literature tried to avoid political themes as goog as possible, but there are examples for both tendencies in it, which can be find even at the time of the rebirth of the literature of the germans in Hungary in the 1970ies. Looking back one can assume, that the political censorship in this era fulfilled its task in a very effective way: the prevention of the creation of politically critcal works.

Legal matters connected with the dissolution of Masonic associations in the Second Polish RepublicThe author presents abrief overview of the importance of Freemasons in the political life of the Second Polish Republic. He then discusses the background and circumstances of the issuance by the President of Poland of adecree dissolving Masonic associations on 22 November 1938. Next he carries out adetailed legal analysis of the document, comparing it to the bill on fighting Freemasonry submitted in parliament by the MP Wacław Budzyński. He concludes with reflections on fighting political views, especially of opposition groups, by means of instruments under criminal law. That such instruments are used is evidence, according to the author, of the weakness of the political system in agiven country.Rechtliche Aspekte der Auflösung der Freimaurerverbände in der Zweiten Polnischen RepublikDer Autor stellt in dem Beitrag zuerst eine kurze Charakteristik der Bedeutung der Freimaurer im politischen Leben der Zweiten Polnischen Republik dar. Dann bespricht er den Hintergrund und die Umstände der Herausgabe durch den Präsidenten der Polnischen Republik am 22. November 1938 des Dekrets über die Auflösung der Freimaurerverbände. Danach kommt seine eingehende rechtliche Analyse, im Vergleich zu dem Projekt des Gesetzes über die Bekämpfung der Freimaurerei, das der Abgeordnete Wacław Budzyński dem Sejm vorgelegt hat. Die Überlegungen werden mit Reflexionen über die Bekämpfung politischer Ansichten, insbesondere der oppositionellen Gruppierungen, mit Hilfe strafrechtlicher Instrumente zusammengefasst. Werden diese Instrumente ergriffen, zeugt das nach Meinung des Autors von einer Schwäche des politischen Systems in dem gegebenen Staat.

Zusammenfassung: Der Antiextremismus geht davon aus, dass die Gefahren der Demokratie an den Rändern des politischen Spektrums zu finden sind, und hat damit große Wirkmächtigkeit. Dies betrifft die innere Sicherheit ebenso wie Bildungsdebatten. Allerdings ernten der Antiextremismus in öffentlichen Debatten und die Extremismustheorie in der Wissenschaft immer wieder Kritik: Dient der Extremismusansatz tatsächlich dem Demokratieschutz oder schützt er bestehende Macht- und Herrschaftsverhältnisse, indem er Politikangebote, die von der politischen Mitte abweichen, diskreditiert? Für ein Verständnis des Antiextremismus fragt der Beitrag nach seinen Ursprüngen, Grundannahmen und Defiziten. Außerdem werden seine Einflüsse auf bildungspolitische Entscheidungen und Inhalte politischer Bildung betrachtet. Schließlich wird diskutiert, inwiefern der Antiextremismus sinnvoller Bestandteil von Bildung in einer und für eine Demokratie sein kann.Abstract: The anti-extremism discourse assumes that the dangers posed to democracy are to be found only at the edges of the political spectrum, and has thus become very influential both in relation to domestic security issues and to debates concerning education. However, this dicourse is repeatedly criticized in academia and public debates: Does its approach to “extremism” indeed serve to protect democracy, or does it, rather, protect existing power relationships by discrediting policies that deviate from the political centre? In order to understand the anti-extremism discourse, this article investigates its origins, basic assumptions and deficits. It also examines its influences on educational policy decisions and the content of political education. Finally, it discusses to what extent engagement with this discourse can contribute towards sound political education in a democratic context.

Abstract:

Zusammenfassung Vor dem Hintergrund einer zunehmenden Politikverdrossenheit und des aufkommenden Rechtspopulismus werden mögliche Ursachen der Entstehung antidemokratischer Haltungen überprüft. Vorgestellt werden quantitative Befunde einer empirischen Überprüfung im Rahmen eines Forschungsprojekts im Berliner Bezirk Marzahn-Hellersdorf. Hinsichtlich soziodemografischer Daten entsprechen die Befunde den Erwartungen: Menschen, die der Demokratie distanziert gegenüberstehen, haben häufiger Erfahrungen mit Arbeitslosigkeit im Vergleich mit Zufriedenen. Gleichgültigkeit und Distanz gegenüber der Demokratie ist eher bei Menschen mit niedrigen Bildungsabschlüssen zu finden. Bei Gutverdienern und der Mittelschicht überwiegen eindeutig positive Grundhaltungen gegenüber der Demokratie, bei Geringverdienern halten sich positive und negative Haltungen nur noch die Waage. Insofern muss die soziale Frage in der politischen Debatte wieder auf die Tagesordnung. Überraschend sind die Befunde hinsichtlich autoritärer Haltungen und menschenfeindlicher Einstellungen: es sind nicht die Demokratie-Distanzierten, sondern eher die Unpolitischen, welche solche Haltungen an den Tag legen. Daraus ergeben sich wichtige (sozial-)politische Befunde für die Praxis und die politische Bildung. Abstract: Causes for the Development of Antidemocratic Attitudes. Selected Quantitative Findings On the background of increasing disenchantment in politics and increasing right wing populism possible causes for antidemocratic attitudes are examined. In the paper quantitative findings of an empirical research project in the Berlin district of Marzahn-Hellersdorf are presented regarding the causes of such attitudes. Concerning socio-demographical factors the results correspond with the expectations. People that are distant towards democracy have more experiences with unemployment as compared with people that are satisfied with democracy. Indifference or distance towards democracy can more often be found among people with a lower educational level. Among higher earners and middle-class people positive attitudes towards democracy prevail. Poor earners are split in positive and negative attitudes towards democracy. These findings underline the neeed that the social question must get more importance in political discussions. Surprising were the findings concerning authoritarian and inhumane (racist) attitudes: it is less the democracy distant and to a much bigger extent the unpolitical people that are prone to such attitudes. This implies important findings for practical (social) politics and for civic education.

Abstract:

Abstract Hobbes’ theory of political education and its impact on his political thought has received relatively little attention. Existing contributions rarely extend beyond Hobbes’ political philosophy to analyze how he understood education to work in the first place. This article aims to fill in the gap by first reconstructing Hobbes’ understanding of the mechanism of teaching and learning. Tracing the continuities and developments of the concept from the Elements of Law (1640) to Behemoth (1668) in the first section, the second half sketches the theory of political education and its importance to the central issue of Hobbes’ political thought, the generation of sustained political stability. The core question turns out to be: Is teaching the truth in political matters compatible with political stability? The article argues that while those who answer the question in the negative provide insufficient textual evidence, those who affirm it are hard pressed to describe a content of political education that could be politically effective.

ZusammenfassungConnected and automated driving is one of several emerging mobility trends that will fundamentally impact the use and design of public spaces in the coming decades. The uptake of transportation network companies (TNCs), such as Uber, has shown that a greater use of shared modes adds more vehicles to the road and shifts pickup and drop-off locations onto the street, i.e., increasing activity at the curb (Larco 2018: 50; Erhardt et al. 2019). Similar effects were caused by recent waves of dockless micromobility options, such as free-floating bikes or e-scooters, which temporarily led to congested sidewalks and increased spatial demands in public space (Polis 2019).

Abstract:

AbstractExtrapolating from List (Das nationale System der politischen Ökonomie. Cotta, Stuttgart, 1841), we explain the paradox of China: A poor country can experience tumultuous growth precisely by exporting more capital on balance than it imports. More growth can be created in developing countries by their running current account surpluses vis-à-vis the OECD plus China region. Public debt in the OECD plus China region would have then to be managed in such a way that full employment is preserved despite the current account deficit. Such a strategy would be beneficial for both groups of countries. For the time being, this is a utopian proposal. Realizing it would mean yet another restructuring, in addition to that associated with digitalization. The opposition of those who could lose their jobs as a result will ensure that this sort of reorientation of global trade policy will remain politically unfeasible for a long time still.

ZusammenfassungEine der größten Herausforderungen für die Entwicklung von automatisierten und vernetzten Fahrzeugen (avF) ist es zur Zeit, Bewegungen von anderen Verkehrsteilnehmenden vorauszusehen (Kahn 2018, Mingels 2019). Der ehemalige CEO von Renault-Nissan-Mitsubishi, Carlos Ghosn, wird in Bezug auf Radverkehr und die fortschreitende Automatisierung von Kraftfahrzeugen (Kfz) mit den Worten zitiert: „One of the biggest problems is people with bicycles […], [they] don’t respect any rules usually […] from time-to-time they behave like pedestrians and from time-to-time they behave like cars“ (Reid 2018). Diese Aussage verdeutlicht die Konflikte, die durch ein Aufeinandertreffen zweier sowohl im Antrieb als auch in der Fahrweise stark abweichender Verkehrsmittel entstehen können.
