Abstract:
The Dallas-Monmouth area, located in the west-central Willamette Valley, Oregon, consists of Tertiary marine and volcanic bedrock units which are locally overlain by alluvium. The occurrence of groundwater with high salinities has forced many rural residents to use public water supplies. Lithologic descriptions from driller's logs, geochemical (INAA), and x-ray diffraction analyses were used to determine alluvial facies distribution, geochemical and clay mineral distinctions among the units, and possible sediment sources. Driller's log, chemical and isotopic analysis, and specific conductance information from wells and springs were used to study the hydrogeologic characteristics of the aquifers and determine the distribution, characteristics, controlling factors, and origin of the problem groundwaters. Three lithologic units are recognized within the alluvium on the basis of grain-size: 1) a lower fine-grained unit; 2) a coarse-grained unit; and 3) an upper fine-grained unit. As indicated by geochemical data, probable sediment sources include: 1) Cascade Range for the recent river alluvium; 2) Columbia Basin plutonic or metamorphic rocks for the upper fine-grained older alluvium; and 3) Siletz River Volcanics from the west for the coarse-grained sediment of the older alluvium. The Spencer Formation (Ts) is geochemically distinct from the Yamhill Formation (Ty) and the undifferentiated Eocene-Oligocene sedimentary rock (Toe) with higher Th, Rb, K, and La and lower Fe, Sc, and Co concentrations. The clay mineralogy of the Ty is predominantly smectite (86%) while the Ts contains a more varied clay suite (kaolinite, 39%; smectite, 53%; and illite 8%). The Ty and Toe are geochemically similar, but are separated stratigraphically by the Ts. The Siletz River Volcanics is distinct from the marine sedimentary units with higher Fe, Na, Co, Cr and Sc concentrations. The Ty and Toe are geochemically similar to volcanic-arc derived sediments while the Ts is similar to more chemically-evolved continental crust material. Wells that encounter groundwater with high salinities (TDS>300 mg/1): 1) obtain water from the marine sedimentary bedrock units or the older alluvium; 2) are completed within zones of relatively low permeability (specific capacities ~5 gpm/ft); and 3) are located in relatively low-lying topographic settings. The poor quality waters occurring under these conditions may be due to the occurrence of mineralized, regional flow system waters. Aquifers of low permeability are less likely to be flushed with recent meteoric water, whereas upland areas and areas with little low permeability overburden are likely zones of active recharge and flushing with fresh, meteoric water. The most saline waters sampled have average isotopic values (6D = -6.7 ° / 00 and 60 = -1.7 ° / 00 ) very near to SMOW, while the other waters sampled have isotopic signatures indicative of a local meteoric origin. The Br/Cl ratios of most (10 of 14) of the waters sampled are within 20% of seawater. A marine connate origin is proposed for these waters with varying amounts of dilution with meteoric waters and water-rock interaction. The problem waters can be classified into three chemically distinct groups: 1) CaC12 waters, with Ca as the dominant cation; 2) NaCl waters with Na as the dominant cation; and 3) Na-Ca-Cl waters with nearly equal Na and Ca concentrations. The NaCl and CaC12 waters may have similar marine connate origins, but have undergone different evolutionary histories. The Na-Ca-Cl waters may represent a mixing of the NaCl and CaC12 waters.

Abstract:
The purpose of this study is to identify the grant writing policies and practices of the fifteen municipalities in Polk County, Florida having a population less than 25,000, compare these findings qualitatively, and to present the data in a form usable by any city in Polk County so each city can make any needed adjustments to their grant writing strategy that will increase their success of grant funding. This study is needed now because smaller cities are continuing to feel the effects of the recession, a slumping housing market, and a reduction of real estate property values which means lower tax revenue. City managers and staff need to sharpen their grant writing skills to maximize the success of their grant applications. Both quantitative and qualitative research methodology were used in this study. The quantitative research data was gathered with the aid of a survey sent to each city manager of the selected cities. The qualitative research data consists of follow-up interviews with the fifteen city managers. Fourteen of the fifteen cities responded and all returned surveys were 100% complete. The results of the survey include respondent demographics, a lengthy discussion of each city's attitudes and history with grant application and administration, and the training level of staff involved in grant writing. The chapter goes on to analyze and discuss the policy of local elected officials regarding grants and concludes on the topic of challenges facing Polk County municipalities and possible solutions that may increase their grant writing success. The final chapter brings the study to a conclusion with a summary and a review of the findings from the survey. Several recommendations are offered that, if implemented, could increase the success rate cities are currently achieving with grant applications. Several implications are offered of possible outcomes if no changes are made, and finally, specific areas of future research and study are discussed.

Abstract:
Flooding has become a problem of national proportion and many scholars have started to take note of the human impacts in this area. This study will focus on the social vulnerability framework in tandem with the environmental justice theoretical frameworks being applied to Polk County Iowa so that information can be added to the body of works within a Midwestern U.S. context. This research will contribute to the current geographical knowledge in natural hazards, environmental justice, and vulnerability to flood hazards. Taking into consideration the scarcity of county or sub-county studies in the Midwest U.S. measuring spatial tendencies in hazards vulnerability, this thesis is fitting. This study examines Polk County Iowa for social vulnerability factors present today to the natural disaster of flooding and then looks longitudinally back to 1990 to see if similar individual variables were also prominent historically. This study utilizes block group census level data and creates from it a social vulnerability index (SoVI) following Cutter et al. (2003). The study then used FEMA flood risk level boundaries and the 100-year floodplain to create a comparison of vulnerability of higher flood risk areas and lower risk areas to see if exposure to flood prone areas coincides with an increase or decrease in social vulnerability. Findings of statistical tests and the bivariate choropleth map of the study area suggest that Polk County exhibits a spatial vulnerability paradox, where the persons most socially vulnerable do not necessarily always preside in the source area for flooding. Interestingly enough the study suggests that risk capable and risk resilient populations live in some of the most physically risky places. An examination of specific individual vulnerability factors from the present and historically in 1990 give the same picture of spatial paradoxical vulnerability, leading many variables to be inconclusive. However, four variables (QFAM, QMOBILE, QEXTRACT, and AVGTRVL) did show correlation to prolonged historical disenfranchisement within the flood boundaries. It is crucial to take this information and widen the spatial location of risk from the present immobile boundary set forth and perpetuated by government entities, to a realistic flexible range of spatial locations that consider historical cultural forces and formulate new mitigation policies from these understandings. This thesis further highlights the need to use multiple interdisciplinary methods to understand what is happening within our space, place, and time. This thesis adds to the ever-growing literature in social vulnerability, and environmental justice but in a U.S. Midwestern context instead of a U.S. coastal context to a flood hazard situation.

Abstract:
The extraction and distillation of pine sap for the naval stores industry reached its apex of production in the early decades of the twentieth century. Post-emancipation, the industry employed African American labor in the long leaf pine forests of the southeastern United States under a system of debt peonage that replaced the master-slave dynamic with a similar circumscriptive construct. Laborers rented company housing and were paid in scrip, a monetary system that limited their purchase of the basic goods of subsistence to the company commissary at inflated prices, resulting in an endless cycle of debt. Despite the oppressive circumstances of debt peonage labor, African Americans developed venues known as “jook joints” for the expression of agency through leisure. The jook was a structure where laborers congregated on weekends to socialize, dance, drink, gamble, and fight. The Polk County, Florida turpentine camp of Nalaka was in operation from 1919 until 1928. In 1942, the Nalaka site, and thousands of surrounding acreage, were purchased by the United States Government for use as an Air Force training range in anticipation of US involvement in World War Two. Although no structures survive, artifact scatters from the 1920s remain in situ. No known records exist to document the spatial arrangement of the structures at Nalaka. This study reconstructs the layout of the camp based upon artifact provenience, secondary ethnographic sources, and historical documents, to determine whether or not Nalaka supported a jook joint, and if so, where was its location.

Abstract:
Although mosquito monitoring systems in the form of dry-ice bated CDC light traps and sentinel chickens are used by mosquito control personnel in Polk County, Florida, the placement of these are random and do not necessarily reflect prevalent areas of vector mosquito populations. This can result in significant health, economic, and social impacts during disease outbreaks. Of these vector mosquitoes Culex nigripalpus, Culex erraticus, Coquillettidia perturbans, and Aedes vexans are present in Polk County and known to transmit multiple diseases, posing a public health concern. This study seeks to evaluate the effect of Land use Land cover (LULC) unique features and precipitation on spatial and temporal distribution of Cx. nigripalpus, Cx. erraticus, Cq. perturbans, and Ae. vexans in Polk County, Florida, during 2013 and 2014, using negative binomial regression on count data from eight environmentally unique light traps retrieved from Polk County Mosquito Control. The negative binomial regression revealed a statistical association among mosquito species for precipitation and LULC features during the two-year study period, with precipitation proving to be the most significant factor in mosquito count numbers. The findings from this study can aid in more precise targeting of mosquito species, saving time and resources on already stressed public health services.

Instrumental Neutron Activation Analysis was used for this study of stonewares collected from the site of the Buena Vista/Oregon Pottery Company (1866-1890). The results show significant chemical signatures in the samples tested. Thorium/ytterbium and thorium/chromium ratios within their respective ranges of variation demonstrate a relative conformity among all samples of Buena Vista ceramics.

Syfte Studien syftar till att klarlägga hur stavisättningen och stakfasen påverkas vid användandet av en böjd jämfört med en rak stavdesign vid stakning i hög hastighet på rullskidor på rullband. Följande frågeställningar har undersökts:  Leder en böjd stavdesign till att stavisättningen sker längre fram?  Leder en böjd stavdesign till att stakfasens absoluta längd förändras?  Leder en böjd stavdesign till att stakfasens relativa längd förändras? Metod Tio manliga längdskidåkare (ålder 25,3 ± 5,1 år, kroppslängd 182,1 ± 8,6 cm, kroppsvikt 78 ± 6,5 kg) deltog i studien. Forskningspersonerna genomförde ett Vmax-protokoll stakning på rullskidor på rullband, med rak såväl som med böjd stavdesign. Rörelsedata samlades in och analyserades för att fastställa eventuella skillnader i stavisättning, stakfas, återförandefas och total cykeltid. Resultat En signifikant skillnad kan påvisas gällande stavisättning, där en böjd stavdesign leder till en stavisättning längre framför bindningen jämfört med en rak stavdesign. Ingen signifikant skillnad kan påvisas rörande stakfasen, återförandefasen eller total cykeltid. Slutsatser Studiens visar att stavspetsens rörelsebana flyttas vid nyttjande av en böjd stavdesign i riktning framåt. Dock påverkas inte stakfasen, återförandefasen eller total cykeltid, vilket innebär att stakfasens längd, i absoluta såväl som relativa termer, är densamma vid stakning med rak och böjd stavdesign.
Purpose statement The purpose of the study is to examine how the pole plant and pole phase are affected by using a pole of curved, compared to straight, design for double poling at high speed on roller skis at a treadmill. The following research questions have been examined:  Does a curved pole design result in a pole plant further forward?  Does a curved pole design result in a change in the absolute length of the pole phase?  Does a curved pole design result in a change in the relative length of the pole phase? Methodology Ten male cross country skiers (age 25,3 ± 5,1 years, height 182,1 ± 8,6 cm, BW 78 ± 6,5 kg) took part in the study. The test subjects performed a Vmax-test double poling on roller skis on a treadmill, with straight and curved poles. Movement data was collected and analysed to examine potential differences regarding pole plant, pole phase, recovery phase and total cycle time. Results A significant difference was found regarding the pole plant, as a curved pole design resulted in a pole plant further forward compared to a straight design. No significant difference was found related to the pole phase, recovery phase or total cycle time. Conclusion The study shows that the path of the pole tip is moved forward when using poles of a curved design. There is no change in the pole phase, the recovery phase or the total cycle time, thus the length of the pole phase, absolute as well as relative, is unaffected by pole design when double poling.

Abstract:
The purpose of this study was to determine whether increased pole stiffness corresponds with higher measures of upper body power in competitive cross-country skiers. Fifteen elite/college level cross-country ski racers (8 men, 7 women) tested UBP on a custom-built double-poling ergometer. Ski poles tested were two models of the same brand with different factory-specified stiffness ratings. Subjects underwent three 10 s UBP tests (W10, W) and one 60 s UBP test (W60, W) for each pole type. UBP measures were defined as the average power output over the length of each test. Video recordings of the 10 s and 60 s tests were analyzed with digital imaging software to determine the maximum bend angle for each pole type. Ergometer and kinematic measures were compared by ski poles tested (stiff vs. less stiff) using a multivariate RMANOVA (α=0.05).

Abstract:
This study considers industrial society and development in the East Tennessee Copper Basin from the 1890s through World War II; its main focus will be on the primary industrial concern, Tennessee Copper Company (TCC 1899), owned by the Lewisohn Group, New York. The study differs from other Appalachian scholarship in its assessment of New South industries generally overlooked. Wars and increased reliance on organic chemicals tied the basin to defense needs and agricultural advance. Locals understood the basin held expanding economic opportunities superior to those in the surrounding mountains and saw themselves as participants in the nation’s industrial and economic progress, and a vital part of its defense. The study upends earlier scholarship contending local industrial concerns acted proactively to challenges from farmers harmed by industrial pollution; investigation shows firms hesitated to initiate new production processes and manipulated local elections. Partisan developments woven amid all this underscore errors in assuming ancient regional affinity for Republicans. Confederate heritage gave Democrats an historic advantage that fractured before New Deal progressivism and expanding basin Republican power. Markets forced basin firms to merge and embrace technological change affecting working people’s relationships, forcing workers to improve skills or settle for low-skill jobs. Excepting TCC managers and supervisory staff, provincialism ruled; suspicions and competitiveness among workers grew as most miners lived a few scattered villages and most managers and craftsmen settled in the basin’s “Twin-cities” district. Early union efforts collapsed before union mismanagement, rational management and a company union based upon Sam Lewisohn’s ideals. Management managed to wrest control of its industrial relations despite the effects of Depression and the New Deal’s empowerment of workers. Workers’ infighting, reflecting neighborhood demographics and ideological differences, benefitted TCC; it convinced locals TCC could best protect industrial peace. The submissive AFL union installed fit of ownership’s nationally recognized program for industrial relations reliant on federal power. After competition crippled local industry, locals continued their reliance on government: to investigate the medical consequences of extraction work and coordinate environmental restoration. Recent regional anti-government populism makes the basin’s peculiar historic reliance on federal help engaging.

Abstract:
Civil rights have long been an important focus of historical scholarship. As the United States continues to grapple with issues of racism and the complicated legacy of the Civil Rights Movement, it is imperative that a variety of perspectives are incorporated into scholarship on the subject. Traditional scholarship on the subject has focused on the large organizations, individuals, marches, and activities that have come to characterize the Civil Rights movement. This study seeks to integrate the perspectives of a case study population, African Americans in San Luis Obispo, California, to assess the ways in which African Americans away from large population centers were able to participate in the Civil Rights movement. This study draws primarily on contemporary newspapers, NAACP records, and government documents to assess the relationship between the local civil rights movement and its national counterpart. Civil rights activities at California Polytechnic State University, San Luis Obispo also reveal important instances of discrimination and exclusion on campus. Research has shown that, despite relative isolation and a miniscule population, African Americans in San Luis Obispo experienced similar discrimination, isolation, and economic exclusion as their urban and rural counterparts throughout the nation. They also attempted to bring attention to their plight using nationally established organizations and tactics. Though African Americans in San Luis Obispo met with limited success, their previously undocumented struggle has revealed a population determined to fight for their rights. The continuity between the experiences of African Americans throughout the country renders a more complete understanding of racism in the United States.

Abstract:
Poly- och perfluorerade ämnen, även kallad PFAS, har både globalt och i Sverige upptäckts i höga halter i mark samt i yt-och grundvatten de senaste åren. Kemikalierna är svårnedbrytbara och studier visar på att de bland annat är reproduktionsstörande hos djur. Källorna till utsläpp av PFAS är många, men något som uppmärksammats den senaste tiden är fluorvallor som används inom längdskidåkning. I den här studien undersöks hur användningen av skidvalla innehållande PFAS påverkar ett område samt hur dessa ämnen sprids. För att undersöka detta har tidigare mätningar utförda i anslutning till längdskidspår använts, för att se hur spridningen skett vid dem samt vilka koncentrationer som kan påträffas.  Mätningarna var utförda vid skidspår i Oslo, Trondheim, vid Vasaloppet samt vid en tävling i Maine, USA. För att visualisera var i Sverige påverkade områden skulle kunna finnas gjordes dessutom en karta där orter togs ut på två olika sätt. Skidvalla bidrar till att orsaka högre lokala koncentrationer av PFAS, och kan få en stor påverkan i de områden där mycket skidåkning pågår. Samtidigt är det svårt att dra tydliga slutsatser då det finns fåtal studier och många diffusa källor som kan bidra till spridningen av PFAS.
Per- and polyfluoroalkyl substances (PFAS) are man-made chemicals used for their water, grease, and dirt repellent properties. Today these substances are widespread due to their ability to spread through both air and water. PFAS are long-term persistent and have hazardous environmental impact. Among others, affecting the reproduction of animals and has been shown to accumulate in the food chain. One product containing PFAS that has recently gained attention is fluorinated ski wax, due to the ban imposed on fluorinated ski wax by the International Ski Federation (FIS) from the season 2021/2022.  To investigate how the use of ski wax containing PFAS spreads and affects the environment at areas with cross-country skiing, results from previous studies have been analyzed. The previous studies were located at cross-country ski areas in Oslo and Trondheim in Norway, Maine in the USA and at the location of the Swedish competition Vasaloppet. A map has also been made to visualize where in Sweden there might be areas who have been contaminated with per- and polyfluoroalkyl substances by the use of ski wax. To find the locations for these areas two different methods have been used.  The results of the previous studies shows that the use of fluorinated ski waxes gives higher local concentrations of PFAS at the locations of cross-country ski areas that are frequently used. However, it is still difficult to draw clear conclusions about how big the spread of PFAS contamination is, since the substances can be found in many different products and are easily spread. In the future there is a need for more studies and investigation to reach clearer conclusions. In addition, there is a need for more tests around different ski areas to see the impact that competitions have, but also how everyday skiing affects the spread of PFAS.

Courts of Accounts have been overseeing public policies through perform audits examining the performance of programs, and also, in parallel and additionally, through traditional compliance audits of isolated administrative acts and budgetary aspects. Its importance notwithstanding, it is possible to observe that such control measures have reduced effectiveness for, in good measure, two reasons: a) still relatively distant and less synergistic relationships between control agencies, overseen administration and society; b) impossibility of, without support of proper tools, analyzing the vast universe of relevant data thay is now being registered due to technological advances. For these reasons, this research analyses the outline and characteristics of possible applications of Govtechs, technological solutions based in post-gerencialism models of public management and in the state of art of informational systems, for the control public policies by Courts of Accounts. Likewise, possible perspectives of integration between interested parties in public policies control are also examined. The conclusion is that, if the matter of full public sharing of data bases is overcome, GovTechs are powerful solutions to integrate action between agents and to data analysis, including by artificial intelligence, with the potential of increase the effectiveness of control measures, especially in the context of a society with increasing complex and sophisticated technologies.
Os Tribunais de Contas v?m realizando controle de pol?ticas p?blicas mediante auditorias operacionais focadas em avaliar o desempenho de programas, e tamb?m, paralelamente e complementarmente, pelas tradicionais auditorias de conformidade de atos administrativos isolados e de aspectos or?ament?rios. Apesar de sua import?ncia, ? poss?vel observar que tais a??es de controle ainda apresentam uma efetividade reduzida por, em grande parte, duas quest?es: a) rela??es relativamente distantes e pouco sin?rgicas entre ?rg?os de controle, entes fiscalizados e sociedade; b) impossibilidade de, sem ferramentas adequadas, analisar o vasto universo de dados relevantes que passaram a ser registrados com o avan?o tecnol?gico. Diante disso, esta pesquisa examina os contornos e caracter?sticas de poss?veis aplica??es das GovTechs, solu??es tecnol?gicas baseadas em modelos colaborativos e dial?gicos de Administra??o P?blica e no estado da arte dos sistemas informacionais, para o controle de pol?ticas p?blicas por Tribunais de Contas. Igualmente, s?o examinadas perspectivas de integra??o entre os atores interessados no controle de pol?ticas p?blicas. Charakterisierung des Zytokinprofils in Erwachsenen mit einer latenten oder aktiven Tuberkulose in einem hoch endemischen Gebiet Die Tuberkulose (TB) stellt mit rund 2 Milliarden Infizierten weltweit ein globales gesundheitliches Problem dar. Während die große Mehrheit der infizierten Personen in der Lage sind die Krankheit zu kontrollieren, entwickelt sich bei ungefähr 10 % die aktive Form der TB aus. Der zugrunde liegende immunologische Prozess für diese Verteilung ist bis heute nicht bekannt und im Fokus dieser Arbeit. Das adaptive Immunsystem spielt eine entscheidende Rolle in der Immunabwehr gegen Mycobacterium tuberculosis (M. tuberculosis), dem Erreger der TB. Hierbei sind besonders CD4+ T-Zellen für die erfolgreiche Eingrenzung der Erkrankung verantwortlich. Im Vorfeld konnte bereits mehrmals eine Assoziation zwischen polyfunktionalen CD4+ T-Zellen und einem Schutz gegen verschiedenste Krankheitserreger gezeigt werden. Im Rahmen dieser Doktorarbeit wird versucht die Frage zu beantworten, ob eine erhöhte Frequenz von polyfunktionalen CD4+ T-Zellen auch gegen die Ausbildung einer aktiven TB schützen kann. Zur Bearbeitung dieser Fragestellung wurde das TH1 Zytokinprofil von Patienten mit aktiver TB untersucht und mit dem von gesunden latent infizierten Probanden (LTBI) verglichen. Desweiteren wurden die TB Patienten während der antimikrobiellen Therapie begleitet um Änderungen im Zytokinprofil von CD4+ T-Zellen beobachten zu können. Im Rahmen dieser Arbeit wurde zum ersten Mal die simultane Expression der vier TH1 Zytokine IFNg, TNFa, IL-2 und GM-CSF mit Hilfe der multifarben Durchflusszytometrie untersucht. Nach antigenspezifischer Stimulation konnten sowohl in unbehandelten und behandelten Patienten mit aktiver TB ein großer Anteil an multifunktionale Gedächtnis-T-Zellen nachgewiesen werden, die alle vier Zytokine gleichzeitig exprimierten. Bemerkenswerterweise konnte diese Population ebenfalls in LTBI gezeigt werden. Nach den ersten zwei Monaten der Therapie war der Anteil an multifunktionalen T-Zellen signifikant erhöht welches auf einen positiven Einfluss dieser Zellen auf die Behandlung hinweist. Um detaillierte Information über das Expressionspotential von CD4+ T-Zellen zu gewinnen wurden PBMCs mit einem Superantigen inkubiert. Hierbei unterschied sich das Zytokinprofil zwischen den beiden Studiengruppen signifikant und veränderte sich ebenfalls unter Therapie. Während die Expression von IFNg in TB Patienten niedriger war als in LTBI, war die Frequenz von TNFa, IL-2 und GM-CSF-positiver CD4+ T-Zellen signifikant höher in Patienten mit aktiver TB. Zusammenfassend ist zu sagen, dass sowohl in TB Patienten vor und nach Therapie, als auch in LTBI, multifunktionale CD4+ T-Zellen nachgewiesen werden können. Ein Unterschied in der Frequenz konnte dabei nicht festgestellt werden. Daher kann ein Zusammenhang zwischen der Existenz von multifunktionellen CD4+ T-Zellen und einem Schutz gegen eine mögliche Reaktivierung von der latenten zu der aktiven TB nicht beschrieben werden.
Characterization of the cytokine profile in adults with latent and active tuberculosis from a high endemic country Tuberculosis (TB) is a global health problem with ~2 billion infected people worldwide. The vast majority of infected individuals is able to control TB, while only ~10% develop active disease. The immunologic correlates determining the protection against reactivation of the latent form of active TB remain elusive. The adaptive immune system plays an important role in the response against Mycobacterium tuberculosis (M. tuberculosis), especially CD4+ T cells are crucial for efficient containment of the pathogen. Since polyfunctional CD4+ T cells have been associated with protection against various pathogens, the question was raised if higher frequencies of polyfunctional CD4+ T cells can be linked to protection against reactivation of active TB. To address this the TH1 T cell cytokine profile of active TB patients was analyzed and compared with healthy latently infected individuals (LTBI). Furthermore TB patients were followed up under anti-microbial therapy to monitor changes in the cytokine pattern expressed by CD4+ T cells. Hereby, for the first time, the simultaneous expression of four TH1 cytokines, IFNg, TNFa, IL-2 and GM-CSF, was investigated using multi color flow cytometry. After antigen-specific stimulation multifunctional memory T cells (CD45RO+) co-expressing IFNg, TNFa, IL-2 and GM-CSF were strongly represented in both treated and untreated TB patients. Interestingly, this proportion of polyfunctional memory T cells was also found in LTBI. After the first two months of drug treatment the proportion of antigen-specific polyfunctional T cells was significantly increased, indicating a positive impact of these cells during therapy. To gain detailed information about the potential of CD4+ T cells to produce cytokines we incubated PBMCs with a superantigen. In this case the profile was significantly different between these two groups and it changed during therapy. While the expression of IFNg was significantly lower in CD4+ T cell of TB patients in comparison to LTBI, the expression of TNFa, IL2 and GM-CSF showed significant higher frequencies in memory T cells of TB patients. To conclude, upon antigen stimulation, polyfunctional memory T cells are found in TB patients pre- and post therapy as well as in LTBI. A difference in the frequency between active TB patients and LTBI could not be detected and therefore a correlation with protection against reactivation from the latent to the active form of TB cannot be drawn.

The objective of this study was to determine the influence of market type and sampling time on Salmonella and Listeria prevalence and microbiological quality of 540 beef, pork, and whole chicken samples collected in 6 supermarkets (SM), 6 indoor markets (IM), and 6 open markets (OM) at opening (T0) and 4 h after the opening (T4) in Vietnam. Salmonella and Listeria prevalence ranged from 30.4 to 71.0% and 56.6 to 99.9 %, respectively, in beef, pork, and chicken in Vietnam. Aerobic bacteria counts ranged from 10.5 to 11.6 log CFU/g, whereas, E. coli and coliform counts ranged from 7.2 to 11.4 log CFU/g in beef, pork, and chicken in Vietnam. E. coli counts were influenced by the interaction of market type and sampling time in beef and pork. Market characteristic data that were considered relevant to microbiological safety of fresh meat and poultry products were collected for individual samples.

The following study proposes an analysis of the politic process which the brazilian constitutional justice faces, emphasizing the Supremo Tribunal Federal . For that purpose, we start by examining the intimate relationship between Politics and Law, in view of the most recent social systems theories, so that the political system is distinguished by the exclusiveness of using the physical force, intending to make coletive tying decisions, and the juridical system as a congruent generalization of the expectations towards the rules and principles, brought together under an interdependence by which both gather legitimacy and effectiveness. In this manner we can notice the political effects of the constitutional interpretation conducted by Judges as well as by other juridical professionals, because these ones decrease the overload of expectations which are pointed to the Judicature. Constitutional interpretation is democratized since the participative democracy arises and stablishes a permanent state of awareness around the exercise of power and favours the preservation of the pluralism (counter-majoritary principle) where we can find the origin of the democratic nature of constitutional courts, once, in most cases, their members are not elected by the people. After that, we analyse the historical posture of the Supremo Tribunal Federal as a constitutional court in Brazil, so we can realize the attempts to make it vulnerable to the appeals of governability and economical aims, agains which this court somehow has resisted, stressing its particularities. At the end, it s concluded that even the so-called acts of government, whose judiciary control is mostly repelled, are subjected to a constitutional analysis, last frontier to be explored by the Supremo Tribunal Federal in its role of exposing our republican Constitution
O presente estudo prop?e uma an?lise do processo de politiza??o que enfrenta a justi?a constitucional brasileira, com destaque para o Supremo Tribunal Federal. Para isso, parte-se da perscruta??o acerca da rela??o de intimidade entre Pol?tica e Direito, sob a ?tica das mais recentes teorias dos sistemas sociais, para caracterizar o sistema pol?tico pela exclusividade do uso da for?a f?sica dirigida ? fun??o de tomar decis?es coletivamente vinculantes, e o sistema jur?dico como generaliza??o congruente de expectativas normativas, dentro de uma interdepend?ncia voltada ? legitima??o e efetividade de ambos os sistemas. Gateway communities are the towns, cities, and communities that border public lands such as national and state parks, wildlife refuges, forests, historic sites, wilderness areas, national forests, and other public lands. They offer scenic beauty and a high quality of life that attracts millions of Americans looking to escape traffic congestion, fast tempo and uniformity of cities and suburbs. Gateway communities provide food, lodging, and business for Americans on their way to public lands. They serve as portals to public lands and therefore play an important role in defining the park, forest, or wilderness experience for many visitors. Their beauty, high quality of life, and economic benefits do not come easy. Gateway communities face challenges related to managing growth and development, providing economic prosperity, and preserving their character and sense of place. Parksville, TN is located in extreme southeast Tennessee and is a gateway community to the Cherokee National Forest and the Ocoee River, one of the premier whitewater rivers in the eastern United States. Many rural gateway communities, like Parksville, lack planning and growth strategies. For this reason, among others, they are particularly vulnerable to haphazard growth and development that threaten their economic potential as well as their character and sense of place. The struggles, problems, opportunities, and solutions for gateway communities are explored in this thesis to determine planning and design mechanisms applicable to Parksville. The product of this thesis is a master plan for growth and development as well as conservation and preservation. Embedded in the plan are strategies and mechanisms to build upon and improve the local economy and safeguard natural, cultural, and historic resources. “Proactive Stewardship Planning” is suggested as a useful term to accomplish these ideals.

In this study, poly(3,4-thylenedioxythiophene): poly(styrenesulfonate) (PEDOT:PSS) and carbon black (CB) are be used as counter electrodes (CE) in the dye sensitized solar cell (DSSC). In order to replace the conventional platinum (Pt) electrodes, we modify PEDOT:PSS thin film by the sulfation treatment. We can divide our experiment into two main parts: (1) the optimization of PEDOT:PSS CEs fabrication process, (2) PEDOT:PSS compose with CB as CE. By using the sulfation treatment to remove the PSS- to increase the PEDOT:PSS CE's conductivity and redox ability, We hope to improve the effective surface area of the CE and electrolyte contacts through the PEDOT:PSS and CB composites. In our results, when the CB mixing ratio at 14.04%, the fill factor (FF) can enhance from 42.21% to 66.61%, and efficiency can reach 6.99%. After sulfation treatment, the devices have high performance of Short-Circuit Current Density (JSC) of 17.74 mA/cm2、FF of 64.69%, and the efficiency of 8.55%. Furthermore, we also improve the performance of devices by the pretreatment of CB, increasing the activity and purity, and enhancing the JSC and shunt resistance of device at high CB mixing ratio, the efficiency of 7.87% at 18.71% CB mixing ratio, and the devices after sulfation treatment has the highest efficiency of 8.82% at 0.23% CB mixing ratio. The results are almost closed to the Pt device efficiency of 9.01%.

Abstract Our country stroke the path of democratic politics by enforcing the local election since 1950,but we merely imitated electoral system of Japan,America,and so forth due to each incomplete electoral system at the initial stage. However ﹐there are still many problems failed to operate normally in practical application of electoral affairs arising from our exceptional national conditions. Hence,our Public Officials Election and Recall Law experienced several amendments though decades, and resulted two Election Laws,〝President & Vice-president Election and Recall Law,〞and 〝Public Officials Election and Recall Law.〞 Notwithstanding ,there is still a great deal of system in the process of amending laws based on the consequence produced by the negotiation and compromise of political parties,but not the trend of the negotiation and Compromise of political parties,but not the trend of the public will completely. Therefore,on the contrary some system become incompatible with abiding customs of the real society after amending laws. The most conspicuous side effects of amendment are that〝Qualification conditions of residence period〞of the candidate and voter was amended from 6 months to 4 months in September 1994,resulting in that a candidate can change the household register within fleeting 4 months,and cause the problem of bogus population,which is still cannot be solved efficiently; 〝The legend of valid vote and invalid vote〞was amended that the marking position of the valid vote should be on the 〝Marking Column〞causing numerous invalid votes when transacting the 11th president & Vice-president Election in 2004,and brought the incessant conflict of 〝Invalid Election〞 of President & Vice-president Election. This shows that the trait of a democratic county is the democratic electoral system,and whether the electoral system of a country conforming to the national conditions of the country is the key of being heading for democracy. This study is to discuss and figure out problems with respect to Election Laws and practical operation process extensively,and further classify these problems to design a poll. The targets are the staff of district offices and household registries of Kaohsiung City,and expect to find out problems,and discuss the cruxes by these experienced staff. At last,examine the problems and propose improvements through percentage analysis and cross analysis after finishing the poll.

The aim of this study was to investigate the aerobic plate counts (APC) and Salmonella contamination on pork carcasses during processing, transportation and selling in retail marketplace. Pork carcasses were collected from large and small abattoirs, packing plant and marketplaces. To determine the APC and Salmonella, the surfaces of jowls, belly and ham of pork carcass were sampled. Shoulder region of worker’s clothing, iron railings of truck and cutting boards used in meat retail booths were also examined. All samples were collected from northern and northeastern areas of Taiwan. The number of pork carcasses included 90 samples from three large abattoirs, 60 from two small abattoirs, 60 from two retail marketplaces, 30 from one packing plant, 10 from shoulder region of clothing , 10 from iron railings of truck , and 10 from cutting boards. Results have shown that the APC were 3.62, 2.69, 5.21, 2.25, 3.22, 5.48 and 5.64 log CFU/cm2 respectively. APC on pork carcass sold in marketplace were significantly higher (P<0.05) than those from other sampling places. APC on pork carcass from small abattoirs and packing plant were significantly lower than those from any other sampling places. Detection of Salmonella were 10 % (3/30), 0 (0/20), 35 % (7/20), 0 (0/10), 0 (0/10), 40 % (4/10) and 50 %(5/10) respectively for large abattoirs, small abattoirs, marketplaces , packing plants, shoulder region of clothing , iron railings of truck and cutting boards. The average APC of jowls, belly, and ham from all sampling places were 3.67, 3.69, and 3.59 log CFU/cm2 respectively. Poor sanitation of marketplace and cutting board used in meat booth were responsible for the high contamination of APC and Salmonella on pork carcasses.

Dye-sensitized solar cells (DSSCs) have the advantages of simple process, high efficiency, and low cost. DSSCs have been investigated extensively due to their various features and merits for applications in renewable energy. However, Pt is an expensive metal element and may limit the DSSC applications.As such, replacing the expensive Pt with other materials having the required electrochemical properties for the counter electrode will be much welcome. There are two parts in this thesis. First, a conductive polymer poly(o-methoxyaniline) (POMA) doped with an organic acid, 1S-(+)-camphorsulfonic acid (CSA), was used to fabricate counter electrodes for dye-sensitized solar cells, and the effects of POMA doped with various weight ratios of CSA on the efficiency of DSSCs were investigated. The electrodes of POMA-CSA exhibited with increased surface roughness, increased crystallinity, and decreased impedance. The characteristics of DSSCs based on POMA-CSA electrodes were analyzed using J-V, IPCE, and EIS measurements. The experimental results reveal that the POMA-CSA(16%) electrodes exhibited the optimal electrode characteristics. The DSSC based on POMA-CSA(16%) CE reached an efficiency of 8.76%, which was higher than that of DSSCs with platinum CE. Second, Covalent bond–grafted soluble poly(o-methoxyaniline)- –functional graphene oxide (POMA-FGO) nanocomposite materials were prepared and doped with 1S-(+)-camphorsulfonic acid as counter electrodes for realising dye-sensitised solar cells. DSSCs with the POMA-FGO and POMA-FGO-CSA CEs exhibited substantially reduced interfacial impedance, which may be attributed to dual improvement from the well-dispersed FGO and the doping effect of CSA. Therefore, the efficiency levels of the DSSCs fabricated with the POMA-FGO CEs were higher than those of the DSSCs fabricated with the POMA CEs. When CSA was doped with the CEs, the efficiency of the DSSC was further enhanced. In particular, the efficiency of a DSSC based on the POMA-FGO (0.5%)-CSA (16%) CEs reached 8.81%, which was higher than that of a DSSC with a conventional platinum electrode. Therefore, POMA-FGO-CSA–based CEs can serve as a potential alternative to expensive platinum CEs.

In recent years, dye-sensitized solar cells (DSSCs) exhibit with an exciting development especially in improving the energy conversion efficiency and reduce costs. As traditional platinum counter electrode is expensive, the commercialization of a low-cost DSSC is limited. Therefore, we are hoping to develop graphene-based cost-effective counter electrode materials to replace platinum. The studies of this thesis are divided into two parts: First, we used graphene and the macrocyclic manganese complex to develop a new composite material, which was applied to the counter electrode of DSSCs. In our study, various hybrid materials were made from graphene oxide and macrocyclic manganese complex with different ratios. The as-prepared hybrid materials were characterized by FTIR, XRD, XPS and TEM. As a result, macrocyclic manganese complex reacted with graphene oxide can effectively guiding the metal complex distributed uniformly on the surface of graphene. The properties of devices were analyzed by CV, IPCE, EIS and J-V curve. As a result, the counter electrode fabricated with the GO/Mn (1:10) hybrid material had a better redox behavior for I3- and exhibited the lowest impedance. Comparison with the same devices structure, the device efficiency based on GO/Mn (1:10) counter electrode reaching for 7.47 %, which is better than the Pt counter electrode with efficiency for 7.11 %. The results prove that using the materials of macrocyclic manganese complex hybrid with graphene could successfully apply for the counter electrodes of DSSCs. It is also the first case to form a composite material of a macrocyclic manganese complex with graphene and used to the counter electrodes of dye-sensitized solar cells. Second, the graphene/macrocyclic manganese complex was sintered at a different temperatures and added to poly (3,4-ethylenedioxythiophene) (PEDOT) to form a composite, which is applied to the counter electrode of the DSSCs. After high-temperature sintering, the manganese nanoparticles formed on the surface of reduced graphene oxide, which abbreviates as rGO/Mn. The rGO/Mn nanocomposite would increase the active sites for electrocatalyst of triiodide electrolyte and is expected to improve the efficiency of the PEDOT counter electrodes. The rGO/Mn materials were characterized by TEM, SEM, FTIR and TGA. As a result, under high temperature, the macrocyclic structure can be destruct, and the manganese nanoparticles deposited on the surface of rGO. Observation from SEM, the PEDOT/rGO/Mn materials have a continuous surface morphology. The surface roughness of the PEDOT materials was analysis by AFM. As a result, adding rGO material could improve the surface roughness of PEDOT. PEDOT composite material showed the uniform dispersion of manganese nanoparticle in PEDOT polymer matrix as observation of TEM images. The properties of devices were analyzed by CV, IPCE, EIS and J-V curve. As a result, the counter electrode fabricated with the PEDOT/rGO/Mn-300 material had a better redox behavior for I3-, with a more reversible redox behavior, and the lowest impedance. Comparison the various devices, the device efficiency based on PEDOT/rGO/Mn-300 counter electrode reaching for 7.85 %. This result confirms that the PEDOT/rGO/Mn-300 electrode can replace the Pt electrode of the DSSCs.

Part 1 Poly taurine nano gold film has been fabricated on glassy carbon electrode (GCE) and ITO using cyclic voltammetry. Fabricated poly taurine nano gold film modified GCE has been successfully employed for the detection of arsenic in lab analysis and real drinking water sources like mineral water, spring water and tap water samples etc. The poly taurine nano gold film modified GCE successfully detects the arsenic in the linear range of 6 to 28 µM with the detection limit of 0.46 µM in lab samples. Also, the proposed film successfully detects the arsenic in drinking water sources like spring water samples (1 and 2) in the linear range of 10 to 34 µM with a detection limit of 0.91 µM, 5to 28 µM with a detection limit of 0.58 µM, respectively. Part 2 Composite films of graphene-content TiO2 were deposited on indium tin oxide (ITO) substrates by spin coating at room temperature and applied as working electrodes of dye-sensitized solar cells (DSSCs). Field emission scanning electron microscope (FE-SEM) and atomic force microscopes (AFM) measurements show that a uniform graphene is formed around the TiO2 particles and mapping of the porous TiO2 layer that the graphene distribution is uniform throughout the layer. The amount of dye absorption is increased with increase in the content of graphene and Cyclic Voltammetry (CV) measurement show a gradual increase in the oxidation current. With an optimum content of graphene (1 wt%) involve in TiO2 film, a 15% improvement in the cell efficiency (from 6.86 to 5.98%) is achieved. Part 3 Nanostructured iodine films with controlled the thickness which from 0 to 100 sweep-segments have been successfully grown on PEDOT/ITO glass substrates using the cyclic voltammetry (CV) method at room temperature. The formation mechanism of the iodine-PEDOT film is monitored by CV techniques, UV-visible spectroscopy, alternating current (AC) impedance spectroscopy, scanning electron microscopy (SEM) and atomic force microscopy (AFM). It is found that the accumulation of nanostructured iodine-PEDOT on both the scattered and compact layers simultaneously increased the reactive interface, which supports charge transfer at the interface and resistance that hinders electronic transport in the film. With an optimum iodine thickness of 50 sweep-segments on PEODT CEs, a 19.5% improvement in the cell efficiency (from 4.1 to 19.5%) is achieved.

The Abstract This diploma thesis discusses three lawsuits at the period of normalization, when participants were sued and later sentenced for provocation and denigration of the Czechoslovak Socialistic Republic and its representatives during their theatre activity or improvisation with theatrical elements. The first from three lawsuits had been taking place during 1971 and 1972 in Ostrava. There was a parody of the novel called Son polka by Valentin Katajev put on stage in the Waterloo Theatre in 1969. The production was banned after several repetitions. Some participants were involved in producing the Tramp magazine which was unwanted and watched by the state authority. There was and editorial board organized by this magazine like a tramp party where besides other songs Son polka's songs were sung. Shortly after those events the members from the Waterloo Theatre: Petr Podhrázký, Ivan Binar, Josef Frais, Petr Ullmann, Edvard Schiffauer a Tomáš Sláma were arrested and sentenced to jail. The second case took place in Kroměříž in 1974. A group of friends led by an amateur puppeteer Emil Hauptmann had staged an improvised presentation during the Hostýn pilgrimage.
