Full textThis thesis is grounded in the context of post-'89 Europe and in anticipation of Poland's accession to the European Union. The thesis examines Poland's "return to Europe", in particular the new cultural relations it has developed since 1990 with Germany and France. The thesis also explores the political cooperation that the three countries have undertaken both bilaterally and trilaterally within the Weimar Triangle framework since 1991, and which has grown to include other spheres, notably cultural and educational. The thesis' central theme, that of culture in Poland, is initially examined from historical, political, social and self-identificatory points of view. The question of bilateral and trilateral cultural cooperation finishes the study of culture in Poland, and compells the author to make use of several disciplines - historic, political, economic and sociology - in order to bring to light the real motivations and agendas at stake. In effect, the past permits us to not only better understand the present state of relations and social perception among the three countries, but also to measure the political and socio-cultural accomplishments of the Weimar Triangle project. In presenting the evolution of these social and cultural representations, the author emphasizes that more needs to be done, in other Western countries as well as in France and Germany, to promote a better understanding of Poland and other countries in Central and Eastern Europe. The study of France's and Germany's cultural and linguistic presence in Poland demonstrates on the one hand the different conceptions that these two countries have of culture, but on the other hand reveals that these competing instruments of cultural policy are creating positive sentiments, are promoting foreign language study, and are giving Europe a more human face

Full textThe subject which is being discussed during the present doctorate treats of the relations between poland and its two principal neighbours, germany and russia during the decade which preceeded the second world war, precisely from 1930 to 1939. Are being analyzed the polish representations and images of germany and post-revolutionnary russia through the writings of the polish newspapers of that period; the newspapers controlled by the government as well as the ones of the principal oppositional parties. The polish discours treating the representations of its two neighbours (being analyzed through the press and through the writings of the polish litterature of that time) tented at first to fix the barriers which separated poland from a kind of reality it conidered strange and alien. Apart from this primary function the images of the others tried to position poland in relation to this alien reality; they contributed considerably to the definition of what was understood as a specificity of the polish culture and national identity. The points of friction of these representations are numerous and they refer to the images of russia and germany on one hand and the polish national caracter on the other. Among the problems manifested in relation to the polish discours of its neighbours, we find the political and cultural connection poland had with europe on one side and with what is being considered as the east or orient on the other side. Poland understands itself as being an active part of europe, of the west and of the christian civilisation. Germany, although it is being considered as a social entity and a part of that same europe poland feels connected to, is nonetheless perceived as an alien body cutting the european continent in half. The existence of russia is regarded by poland as being an abyss swallowing poland and the polish national and cultural identity in its immense asiatic vastness

Full textThe objective of my PhD thesis is to analyse historical commissions in the processes of rapprochement in Poland. Two cases studies are selected: the Polish-German school book commission and the Polish-Russian group for difficult matters. This work relies on two main sources:a series of interviews and research conducted in the archives. Other sources are complementary to this main corpus: participatory observations, analysis of political discourses, opinion polls and themedia.From one part to another, the points of view differ, or even oppose themselves. Historians then lookfor, according to Ricoeur, a narrative which could favour rapprochement. This dialogue on history matches exactly with what is asked for the historical commissions. Then, why are these commissions created ? how do they work and why do they continue to function ? The first hypothesis assumes that these commissions are created in an objective of rapprochement, or even reconciliation. The second one assumes that their functioning – and its continuation – depends on three variables:context, mandates, actors. My thesis is structured on five points. The first three parts concern each of the three variables cited:context, mandates, actors. The fourth part relates to the spheres of influence of the commissions and the debates they induce: politics and religion, public debate, scientific debate. The last partfocuses on the projects of the commissions: the common book or the centres for dialogue on the Polish-Russian side, the common historical schoolbook on the Polish-German one

Full textThis PhD thesis analyses the German political foundations as actors of both foreign policy and transnational party cooperation. As party related, publicly financed organisations the German foundations may be considered as brokers between different institutional fields and this position is their main resource. At first the conditions of foundations’ emergence in the post-war Germany are analysed: the beginnings of the German Foreign policy during the Cold War, the interministerial struggles for the definition of the development policy. Analysing the intrication of public and private actors in the conduct of the Foreign policy allows studying the legitimating of this policy at the administrative level, such as the construction and strategic use of the NGO image by the foundations. The case study of foundations’ involvement in Poland during the transformation process throws new light on usual approaches of “democracy assistance”, as an interactive perspective is proposed. Moreover, observing foundations’ action as mediators to the transnational party cooperation during the EU enlargement allows studying the mechanisms of party affiliation preceding the accession of new member states. Thus, socialisation forums and transnational norm dynamics are revalorised, which goes beyond the conditionality framework dominating the enlargement studies

Full textThe main objective of this research project is to analyse “The influence of EU member states upon the European Neighbourhood Policy: A comparative analysis of Germany, France and Poland with their respective regional concepts and modes of interaction in the European decision-making process”. Hence, it firstly studies the European and regional identities of these selected EU member states. Secondly, it focuses on their different regional concepts – the European Ostpolitik of Germany, the Mediterranean Union of France and the Eastern Partnership of Poland – and their modes of interaction – according to the assumptions of rational choice or sociological institutionalism - during the European negotiations taking place between 2006 and 2009. Thirdly, it considers the effects of this debate upon the ENP taking into account also ongoing discussions in the broader European context of deepening and widening the EU, of models of differentiated integration and the question of a European foreign policy. Combining the theories of constructivism, new institutionalism and Europeanisation and being based on a methodological triangulation of discourse analysis and expert interviews, this research project comes to the conclusion that besides the analysis of the interaction between the European and the national level (new institutionalism), the study of the interaction among the EU member states is important. Hence, Europeanisation as a theoretical approach including not only the mechanisms of uploading and downloading but also of crossloading needs to be further developed, for instance by differentiation into forced and voluntary crossloading elaborated in this research project
