Abstract:
ABSTRACTTheological education should take full account of the context in which it operates and authors share a commitment to a broadly defined liberation theology which takes the experience of the poor as its starting point. Focus is on the College of the Transfiguration in Grahamstown, a city with an unemployment rate of over 50 percent. The College supports not only theological education but also integrates ministerial and spiritual formation. The political context of South Africa has influenced the shape of theology even though students come from many other places. The contextualization thrust of the theology is shaped by a commitment to Outcomes Based Education. Anglican studies curriculum is shaped by this method and aims for a capacity to describe such things as Anglican identity, polity and beliefs. This is carried out in the absence of any sustained robust discourse on Anglican identity in the Anglican Communion.

Abstract:
South African local government is plagued by financial mismanagement and poor governance, resulting in widespread failure to realize socio-economic rights. One of the key mechanisms envisaged by the Constitution to address municipalities in crisis is provincial intervention in terms of s 139. However, although this mechanism is frequently used, its results have been underwhelming. This article discusses a recent case in which the Eastern Cape High Court, Grahamstown ordered the dissolution of the Makana Municipal Council as part of a provincial intervention. The article unpacks the law governing s 139 interventions and, drawing on the Makana example, questions the efficacy of provincial interventions. Further, a number of factors are identified which must be taken into consideration in order to maximise the chances that a provincial intervention might succeed. These include whether mandatory or discretionary intervention is appropriate; when the dissolution of a municipal council is an appropriate component of an intervention; the relationship between provincial intervention, stable governance and political influence; and the timing, funding and institutional arrangements of an intervention. The article concludes by highlighting the important role that community activism can play in catalysing intervention, but draws attention to the fact that such action can be dangerous for the activists involved.

Abstract:
This paper discusses two distinct political mobilisations of October 2015 in Grahamstown, Eastern Cape Province, South Africa. Student protests against racial, class-based, and gender-based oppression coincided with xenophobic violence in the city. These events demonstrated both challenges to and continuity with the long history of politics in Grahamstown, a history marked by the contestation and control of space, race, and citizenship. The paper argues for the continued relevance of these themes to thinking about contemporary South African politics. By considering together the two events of October 2015, we can interrogate aspects of colonial political continuities in post-1994 South Africa which variously influence mass protest action for democratic opening, anti-democratic violence, and state responses to both.

Not long after I joined the Wits Law Clinic in January of 1997, I was seconded by our Director to attend a workshop hosted by Rhodes University Law Clinic in Grahamstown. The workshop was to be presented by the Association of University Legal Aid Institutions, or AULAI as it is commonly known. As a new recruit to our law clinic I barely knew of the existence of other university law clinics in South Africa, let alone a national association of law clinics. No-one at our clinic bothered to inform me what the workshop was all about, and I, being only concerned really with the adventure of travelling to a beautiful part of the Eastern Cape, never bothered to ask. So, I set off to Grahamstown in blissful ignorance of the events that were to follow, events that, as it turned out, shaped my involvement with law clinics in South Africa.

Abstract:
<p>The purpose of this article is to examine the socio-demographic differences between entrepreneurs at National Arts festivals in South Africa. Language, and specifically Afrikaans, English and African languages, was used as the dependent variable. The Klein Karoo National Arts Festival (KKNK) in Oudtshoorn and the Grahamstown National Arts Festival (GNAF) are the two largest arts festivals in South Africa. The research was conducted by means of a questionnaire survey (N=500). The data from KKNK and GNAF were combined and factor analyses were applied to determine the role and attributes of entrepreneurs. Cross-tabulation analyses were used to illustrate the comparison of language with socio-demographical variables (marital status, qualification, province, family business, personal attributes, business premises and resourcefulness) and the role and attributes of entrepreneurs. In addition, the association of language with independent variables was examined by means of one-way ANOVA for the three language groups. Abstract:
This thesis attempts to understand the concepts of social capital and social networks within the South African government’s current policy on “human settlements”. It considers the association between social networks, social capital and social cohesion, community development and improved general quality of life. The thesis also explores the possibility and challenges of using social capital and social networks amongst low income urban communities as a viable strategy against poverty and for the development of sustainable human settlements. The thesis will examine the nature and form in which informal social networks function in a low income urban community in South Africa and the benefits that arise from these. The thesis particularly looked at informal social security networks in the form of savings clubs/stokvels and burial societies as well as other informal social networks such as religious associations and neighbourhood social support groups. The study discovered that in light of the high unemployment rate, high poverty levels and increasing urban economic pressures, most low income households cannot access or rely on social networks as a means of survival but on grants and wages. Social security networks are only accessible to those who can afford monthly membership contributions thereby excluding the poorest of the poor. For those who can afford to be members of social security networks, the benefits are limited and they do not adequately address household needs. The study also showed how those who cannot afford to be members of social security networks still have access to some sort of communal social support. Neighbours stand out as valuable in this regard. However, the casual neighbourhood support networks are not ‘resource rich’ mainly due to, the inability of people to donate and reciprocate. Religious networks are mainly identified with emotional, psychological and spiritual well-being, providing friendship, comfort and advice but these benefits are only provided to members only in their time of need. The theoretical understanding of social networks producing social capital which is seen as being beneficial to the poorest of the poor is questioned, as the results show the inequalities and divisions that exist within informal social networks themselves. On the other hand, all the social networks considered in this thesis have managed to contribute towards strengthening neighbourly relations, trust, building community identity and promoting values of ubuntu- sharing and caring for one another which in the long-run benefits the community, both members and non-members alike.

Abstract:
The focus of this study was on the experiences of a small sample of local women who are HIVpositive and are living in poverty. The researcher was interested in exploring the psychological and social experiences of these women using Interpretive Phenomenological Analysis. This research aimed at giving these women a voice to express their first-hand, personal accounts of living with HIV in poverty. Data was analysed for meaningful units, which were interpreted inductively and hermeneutically, and categorised into super-ordinate themes. Six themes within the participants' experiences of living with HIV were determined, namely: (I) experiences of diagnosis, (2) disclosure experiences, (3) stigma, (4) ARV experiences, (5) experiences of social support and (6) poverty. This research found that after an HIV-positive diagnosis, most women experience a variety of emotional reactions. These reactions however seem to change overtime into positive acceptance of the HIV diagnosis. Most of the women in this study preferred to use partial disclosure than to fully disclose their HJV-positive status openly to families, friends and to their community. Reasons for not using full disclosure included fear of discrimination and stigma, which included a fear of being rejected or being blamed for their status and a fear of losing relationships. It was also evident from the findings that most of the women had experienced stigma directly and therefore partial disclosure was used as a coping mechanism to protect the self from further harm. It was also revealed that stigma not only has a negative impact on disclosure but also on social support and ARV experiences. Because ofHIV-related stigma, lack of social support was a struggle that almost all the women in this study had experienced. Lack of understandings about their medication also had a negative impact of the ARV experiences. Stigmas along with poverty are the major struggles that HIV -positive women have to deal with in their day to day living. The findings of this study reveal a need for further research in this experiential area as well as campaigns and education around issues such as stigma, medication, and emotional difficulties associated with HIV.

Abstract:
The aim of this oral history study is to explore the ways in which constructions of gender have brought women to the point where they now bear most of the burden of responsibility in their relationships with men and for the wellbeing of children. This study speaks into the gap of the undocumented history of women's lived experience as told by women themselves. It is a generational study which charts the transformations and coping strategies of women in Xhosa households since the 1940s. The study found that the familial burdens related to women's sexuality and fertility, raising of children and financial responsibilities in a time of HIV / AIDS have increased. Teenage pregnancies, the discipline of children, HIV / AIDS and the ever present aspects of poverty are major issues these women face. The stress of day to day demands on their lives precluded them the opportunity to reflect on the underlying causes and historical roots of their circumstances. Little understanding of the gendered order of their lives was expressed by the respondents. The use of feminist methodology authenticated the women's stories as they produced knowledge of their lived experience. The interview questions raised awareness of the gender bias underlying much of their struggles at home.

Abstract:
Poverty among individuals, households or communities is not a static condition. There are many factors which contribute to its causes and depth. In South Africa the economic gaps imposed by the previous apartheid government aggravated economic inequalities and caused considerable disparities, which has resulted in high unemployment rates. Inequalities were also manifest in the neglect of infrastructural and service provision as well in the effective absence of independent governance among some race group. This led to a call for pro-active initiatives by the post-1994 democratic government to remedy the living condition of the previously disadvantaged people. As part of its poverty relief drive the South African government has embarked on a series of developmental initiatives in bringing infrastructure related services to the poor and to reduce the enormous prevailing backlog, with the aim of increasing community participation, improving service delivery and promoting the upliftment of the lives of poor people through the medium of local governance. This study investigated the Integrated Development Planning, which has been undertaken in Grahamstown in the Makana Municipality in the Eastern Cape to respond to the prevailing poverty and underdevelopment among the poor communities. Relying on their developmental mandate to initiate and co-ordinate all development activities within their area of jurisdiction through the IDP, the Makana Municipality has drawn up a development strategic plan in conjunction with the local communities and with other stakeholders and organisations to identify and assess development backlogs within the communities with the aim of addressing such backlogs. This study revealed from the interviews conducted with some municipal personnel and questionnaires administered to sampled residents of Grahamstown that some faces of poverty, such as unemployment and lack of access to some of the most basic of infrastructure such as, sanitation facilities, water, electricity, formal house, education, security and recreation facilities are apparent in Grahamstown. However, the Makana Municipality through, the IDP has achieved some notable feats in the provision of providing some of the basic amenities such as water, housing, electricity and sanitation albeit at a slow rate. The mechanism of delivery is hampered by bureaucratic settings within government and the ambiguity attached to some of the projects. The service and infrastructural developments targeted towards the poor and the involvement of communities in the affairs of the local government might be seen as a partially panacea for poverty alleviation in South Africa. However the capacity of the local governments to effectively carry out this developmental challenge assignment might be a new twist in the developmental challenge facing local governments in South Africa. The thesis provides an overview of the Makana Municipality IDP and the degree to which is serving as one mechanism to address poverty in the Grahamstown urban area

Abstract:
The aim of this research project was to assess and compare cardiovascular disease (CVD) risk in black males and females from an urban, working population in the Makana (Grahamstown) region of the Eastern Cape, South Africa. Two-hundred and ninety one individuals (males: n = 143, females: n = 148) with a mean age of 42.6 (±8.1) years were voluntarily recruited from the greater urban Makana (Grahamstown) area. Eight Cardiovascular disease (CVD) risks were assessed: stature and mass were obtained in order to calculate body mass index (BMI) (mass/stature2). Obesity, defined as a morphological risk, was classified according to the World Health Organisation (WHO) BMI criteria (BMI>30kg.m-2), as well as according to measures of waist circumference (WC) and body composition. Hypertension, hypercholesterolemia and type II diabetes, were grouped as cardiovascular (CV) risks. Hypertension was defined as a blood pressure greater than 140/90mmHg (JNC-7); hypercholesterolemia, as total cholesterol greater than 6.2mmol.L-1 (NCEP); and type II diabetes, as total glucose greater than 12mmol.L-1 (WHO). Physical activity, diet, tobacco use, and alcohol consumption and dependence were grouped as lifestyle-related risks. These were assessed by means of self-reporting through the use of various validated questionnaires. Finally, self-reporting of obesity, hypertension, hypercholesterolemia and type II diabetes was assessed, in addition to perception questions on individuals’ perceived body shape and size (Ziebland figures). Self-reported and perceived responses were then compared to actual measures. Females were significantly (p<0.001) heavier than the males (92.7kg compared to 72.1kg) and had significantly (p<0.001) higher BMIs than their male counterparts (37.6kg.m-2 compared to 25.7 kg.-2). They also recorded significantly (p<0.001) higher waist circumference (WC) values and had significantly (p<0.001) higher percentage and total body fat. Significantly (p<0.001) more females were obese (81%) compared to males (17%). While a higher percentage of males (25 % compared to 22%) presented with stage I hypertension (≥140/90mmHg, <160/95mmHg), significantly (p<0.05) more females (14% compared to 8%) presented with stage II hypertension (>160/95mmHg). The prevalence of hypercholesterolemia at a high level of risk (>6.2mmol.L-1) was relatively low (2.1 % of males, 3.4% of females), but notably more participants (22% of males and 26% of females) presented with the condition at a moderate level of risk (>5mmol.L-1). Type II diabetes was the least prevalent CV risk factor, with no males and only 3% of females presenting with the condition. Males consumed significantly (p<0.05) more in terms of total energy intake (9024 vs. 7234 kJ) and were significantly (p<0.05) more active (3315 compared to 2660 MET-mins.week). A significantly (p<0.05) higher percentage of males smoked (51.1% compared to 3.4%), consumed alcohol (73.4% compared to 46.6%) and were alcohol dependent (40% compared to 33.5%). Both males and females tended to be ignorant of their health status, with both samples under-reporting obesity, hypertension and hypercholesterolemia, while over-reporting type II diabetes. Furthermore, obesity was significantly (p<0.05) underestimated, with both male and female individuals perceiving themselves to be notably smaller than they actually were. Physical activity and diet were important determinants of CVD risk in this black urban sample of individuals. Obesity, in particular central adiposity, was the most notable risk (particularly in females), followed by hypertension (particularly in males). Although some risks presented at a moderate level of risk, a clustering of risk factors was evident in both samples, with 12.6% and 41.2% of males and females presenting with two risk factors, and 2.8% and 8.1% of males and females respectively presenting with three risks.

Abstract:
This study in local history describes socio-economic developments in Grahamstown between 1918 - 1945, and analyses the extent to which these developments mirrored trends in the macrocosm. During these years the city failed to become ndustrialised, but enhanced her reputation as an eminent educational centre. Despite being financially handicapped, the City Council undertook large public works schemes for the provision of essential services, such as electricity and an adequate supply of water. In addition a water-borne sewerage scheme was introduced, and roads were repaired and tarred. The influx of a large number of poor rural Blacks into the urban area placed a considerable strain on the city's health services, and housing projects had to be implemented. Local political affiliations and race relations are examined against the background of national developments, especially the growing entrenchment by the State of the policy of segregation. Attention is also devoted to the impact upon the community of international political crises. The cultural and sporting pursuits, as well as the entertainments enjoyed by Grahamstonians, are investigated; and a picture of the local "mentalite" is presented.

Abstract:
This study set out to investigate Grocott’s Mail journalists’ appropriation of information and communication technologies in news-gathering and processing using the social shaping of technology as a theoretical lens. It mainly focuses on digital ICTs that journalists use in news-gathering and processing including the Internet, electronic mail, and mobile telephony. Grocott’s Mail is a small-scale newspaper based in Grahamstown, South Africa. Using qualitative research method and the case study as its sub-method, the research reveals that Grocott’s Mail journalists’ appropriation of ICTs involves various opportunities and challenges in news-gathering and processing. In terms of the state of the existing technological infrastructure, the study reveals that since it embraced the digital ICTs in 2003, Grocott’s Mail boasts an adequate ICT infrastructure for a small-scale African newspaper with 30 PCs and one laptop, and professional software for 28 permanent employees. On the other hand, the research reveals serious constraints with the existing ICTs: a huge need for staff training and capacity building to fully utilise the ICTs, and the need to look for ways of raising funds to either upgrade or replace the existing ICTs. Grocott’s Mail journalists use the Internet to do background research on news stories, to verify the accuracy of information, and to check competition across other media. These are the merits of the Internet in news-gathering and processing. On the other hand, there are specific unintended consequences of the Internet such as wasting the company’s working time, and its use leading to lazy/press release journalism. Informants unanimously indicate that the main problems of the Internet are heavy dependence on other online news-sources and wasting time on online entertainment. In terms of using email in news-gathering, the research finds email technology as having advantages such as being a tool of flexibility and speed, a tool for email interviews, and as a technology that promotes participatory journalism. On the other hand, challenges related to email include its limitations because of what interviewees view as its supplementary and small-scale use because of its low contextual richness as opposed to face to face interviews. In terms of cellular telephony, the study finds that regardless of the ubiquity of cell phones and cell phone networks, they have not yet been deployed in news-gathering and processing due to various constraints. These are cell phones not being a big factor in reporting, lack of a proper funding and refunding scheme, prevalence of negative attitudes towards cell phones, and lack of a business model. Thus, cellular phones seem to have little or no relevance in news-gathering and processing at Grocott’s Mail presently.

Abstract:
This thesis is an investigation into the socio-economic constraints that influence the decisions of tuberculosis sufferers in the health seeking process and therapeutic management of tuberculosis in Grahamstown, the Eastern Cape. It is shown that structural violence influences experiences and perceptions of tuberculosis at all levels. Management of tuberculosis in the formal health sector is explored at local levels and related to national and global strategies of health care. The role of health workers, and particularly voluntary health workers, is explored and it is shown that they work within a context of growing burden of sickness and co-infections and a lack of government commitment to deal with increasing TB and HIV incidences. Kleinman’s notion of explanatory models is explored and it is evident that although knowledge of the aetiology of tuberculosis is well-known to patients and general members of the communities, they are nevertheless victims of increased stigmatisation and marginalisation as a result of illness. The importance of social support in curing tuberculosis is explored using Janzen’s concept of therapy managing groups. Social capital is a fundamental component in adhering to biomedical therapy, but is commonly weak among the structurally poor. The availability of temporary social grants for people living with TB influences health seeking behaviour. In a context of structural poverty the sick are faced with what Nattrass terms “perverse incentives”, having to choose between the right to health and the right to social security, both guaranteed in the South African Constitution, for him/herself and dependants. Although adherence to biomedical therapy is essential in curing tuberculosis, it is shown throughout this thesis that ignoring wider structural causes of disease limits the patient’s ability to get well. The ethnography shows that the right to health is a social and economic right which is not the reality for most South Africans.

Abstract:
Adolescent sexual health has been identified as a significant health and development problem facing South Africa. Limited amounts of research on sexual interactions have been undertaken, with information on adolescents’ romantic relationships being particularly scarce. Qualitative research needs to foster an understanding of the dynamics of sexual interactions in specific settings, and with emphasis in the past on cognitive health psychology models, very little is thus known about how adolescents negotiate and make sense of their sexual experiences. This highlights the need to investigate the complexities of human sexuality in a contextual manner. In response, this study explores the lived experiences of four young black women as they negotiate their agency and sexuality in a local context. By way of in-depth qualitative interviews, which were analysed for recurrent themes using interpretative phenomenological analysis, this project examines the participants’ experiences regarding sex, relationships, communication, sexual health care, as well as HIV and pregnancy prevention. The results reveal that communication about sexuality in the participants’ homes was limited if not absent altogether. When seeking sexual health care, they found clinic nurses to be judgemental and rude. Regarding sexuality and HIV education, the participants stressed the need for outside educators to teach in more practical ways to increase efficacy. In their dating relationships, most participants revealed their boyfriends had a great deal of influence over their sexual initiation. Unwanted pregnancy surfaced as a greater fear than HIV in their accounts due to pressure to finish their education and attain well-paying jobs in the future. The participants felt unable to stop their boyfriends’ infidelity and had limited agency when facing sexual demands. Their accounts revealed that they negotiate their agency in an atmosphere of coercion and the threat of rape. However, areas of agency included their consistent condom use even when facing pressure to have unprotected sex, and their active accessing of sexual health services for hormonal contraception. These insights serve to better inform sexual and reproductive health education and intervention programmes for young women. Moreover, educators, researchers and programme developers alike may gain useful insights from the personalised accounts derived from this study.

Abstract:
Despite the many changes that have occurred in South Africa since the end of apartheid, there are still residual effects of it, as is evidenced in the disparity of living conditions between different racial groups. It is also evident that there are differences in the work tasks and working conditions of nurses working in different work environments. This project looks at how living conditions as well as working conditions interactively affect the health, subjective well-being, and work ability of nurses. Questionnaires were completed by, and interviews were conducted with nurses from Settlers Hospital and seven municipal clinics within Grahamstown (n=152). The participation rate was approximately 71%. The questionnaires included self-report, forced-choice questions regarding basic demographics of the nurses, work conditions, living conditions, subjective satisfaction levels, as well as a simplified version of the Nordic Questionnaire of Musculoskeletal Strain (Kuorinka et al., 1987), and the Work Ability Index (WAI) (Tuomi et al., 2006). The questionnaires were translated into Afrikaans and IsiXhosa. One-on-one interviews were conducted with the participants, in order to obtain a 24-hour dietary recall, an indication of physical activity levels, as well as measurements of stature, mass, waist girth and hip girth. Factor analysis was performed to identify common variance from amongst the variables, while canonical correlations examined the interaction between the sets of factors. It was found that variables relating to demographic factors, living conditions, and working conditions were closely linked to each other. Factors from each of these groups were associated with life, health, and job satisfaction, anthropometric measures, musculoskeletal strain, and WAI scores. Satisfaction levels appeared to be largely determined by socioeconomic status, while anthropometrics, WAI scores, and levels of musculoskeletal strain were associated with levels of smoking and drinking, race, age, stature, position and tenure.

Swell events show a large variety of configurations when they arrive at sites off West Africa after generation and propagation of waves across the Atlantic Ocean. Within the West Africa Swell Project (WASP JIP), these different configurations have been described and discussed and the ability of numerical models to reproduce faithfully their properties has been assessed from comparisons with in-situ measurements. During the austral winter months, swells approach West African coast from the south to south-westerly direction. These swells are generated by storms in the South Atlantic mainly between 40°S and 60°S. But during austral summer, north-westerly swells are also observed coming from North Atlantic. Typical situations of superposition of these different swells are illustrated in the paper. In spite of a poor overlapping between numerical and in-situ measurements databases at the time of the WASP project, and of reduced durations of measurement campaigns, comparisons between in situ measurements and hindcast models permitted identification of the limitations of the different numerical models available. Three sites have been used for this study, one in the Gulf of Guinea with directional Waverider and Wavescan buoys, a second one off Namibia with a directional Waverider and one last instrumented with two wavestaffs off Cabinda (Angola). In addition, the existence of infra-gravity waves in shallow water measurements has been investigated.

Introduction. Research participant recruitment is challenging – especially in vulnerable, stigmatised, high security, poorly demarcated contexts and contexts with diverse and interchangeable job labelling and poorly centralised reporting infrastructures. Cold case investigators in South Africa is an example of the latter. Method. Scoping literature review of information behaviour and other disciplines to note challenges and solutions in research participant recruitment. Analysis. Brief review of challenges noted in research methodology textbooks and applied thematic analysis mapped to problems and correlating solutions for research participant recruitment (various disciplines including information behaviour). Results. There are many challenges and solutions noted across disciplines including information behaviour e.g. job confidentiality, poor context demarcation, diverse and interchangeable job labels for the same context. Solutions reported include exploring related job/role labels, snowball sampling, non-intrusive social media methods. Conclusion. Based on experience with information search heuristics we suggest an additional novel approach for information behaviour research (and other) participant recruitment; a South African cold case investigator information behaviour study serves as exemplar to demonstrate how search heuristics can be used to identify potential research participants and solicit referrals for research participant recruitment.

The World Bank Development Report (2000) findings show that at the macro level the most effective anti poverty policies are those that achieve equity through redistribution whilst simultaneously enhancing the efficiency of the markets used by poor people. It also found that even if markets work, poor people need assistance to overcome the obstacles that prevent them from freely accessing markets on an equal basis with other business groups. Investment in infrastructure and modern technologies such as ITC’s may break down some of the barriers of access such as physical remoteness and are cited by the World Bank as a potential solution to creating market access. However there is little existing research that examines this scenario at the micro level. This paper uses a case study- the Rural Women's Association (RWA) of Sekhuhkuneland, Northern Province, South Africa to examine if E- commerce can enable access to markets in a impoverished, under resourced rural location. This paper has 5 parts: Part 1 consists of the background and rationale for this study, Part 2 focuses on the education, business acumen and gender issues. Part 3 discusses the current market environment. Part 4 discusses possible business models that can integrate e-commerce in its implementation. Part 5 provides the research questions and the methodology for this study. The final discussion in this study provides us with a viable e- commerce model that could be used in a rural setting and could provide greater economic development for this community.

The COVID-19 challenge is unprecedented; its scale still is not fully understood. Universities in the South Africa do have plans in place to continue the academic year in 2021 but have no idea to what extent education will resume to normal face to face activity. Although the future is unpredictable, given the uncertainty in the epidemiological and economic outlooks, universities have to ensure quality and sustainability for the medium and long-term implications for teaching, learning, the student experience, infrastructure, operations, and staff. Amongst the range of effects that COVID-19 will have on higher education this year, and possibly into future years, admission arrangements for students is one of the biggest. It is also one of the most difficult to manage because it is inherently cross sector, involving both schools and higher education. There is no template in any country of how to manage education during the pandemic. However, there are major concerns that exist, in particular, regarding the impact on learners from low income and disadvantaged groups. Many are vulnerable and cannot access the digital platform. Post 1994, the South African government placed emphasis on the introduction of policies, resources and mechanisms aimed at redressing the legacy of a racially and ethnically fragmented, unjust, dysfunctional and unequal education system inherited from apartheid. Many gains were made over the past two decades especially, in higher education, two of which were access and funding for the disadvantaged students to attend university. However, the pandemic in 2020 disrupted this plan, causing the very same disadvantaged students to stay at home without proper learning facilities, poor living conditions or no access to devices and data. The paper argues that the tensions and challenges that dominated the Covid-19 digital educational reform have resulted in a significant paradigm shift focused on out of classroom experiences as expressed in the new ways of teaching and learning and possibly leaving certain groups of students behind. Consideration is given to three broad areas within higher education in South Africa. Firstly the current dilemma of teaching and learning, secondly, the access or lack thereof to the digital platform and challenges facing students, and the thirdly, the issue of admission to higher education. All three areas of concern represent the degree to which we face educational disruption during the pandemic.

The schooling system plays a significant role in teaching basic literacy skills such as reading and writing, yet students from al schooling backgrounds find it challenging to uphold an acceptable standard of academic writing in higher education in comparison with their advantaged peers. The fact that universities have adopted English as the medium for teaching and learning purposes makes it difficult for students to demonstrate the ability to write in their own words, as they are second or third language speakers. Student success at institutions of higher learning depends largely on the adequate mastery of reading and writing skills required by the discipline. The article assesses the academic writing skills of final year education students completing their studies at a University of Technology in South Africa. Thisstudy was necessitated by the realisation that students at both undergraduate and post-graduate level are struggling to express themselves through writing in the academic language which is critical for them to succeed at university. The article draws on a writing process skills questionnaire administered to fourth year students and English lecturers in the Department of Education and Communication Sciences. General academic writing conventions such as organisation, development, building an argument, grammar, and spelling were examined through an academic essay. The results highlight the poor writing skills and lack of mastering of academic writing skills of students.

In 2018, the world population is around 7.6 billion, 4.2 billion in urban settlements and 3.4 billion in rural areas. Of this total, according to UN-Habitat, 3.2 billion of urban inhabitants live in southern countries. Of them, one billion, or nearly a third, live in slums. Urban poverty is therefore an endemic problem that has not been solved despite all initiatives taken to date by public and private sectors. This global transformation of our contemporary societies is particularly challenging in Asia and Africa, knowing that on these two continents, less than half of the population currently lives in urban areas. In addition, over the next decades, 90% of the urbanization process will take place in these major regions of the world. Urban planning is not an end in itself. It is a way, human and technological, to foresee the future and to act in a consistent and responsible way in order to guarantee the wellbeing of the populations residing in cities or in their peripheries. Many writers and urban actors in the South have criticized the inadequacy of urban planning to the problems faced by the cities confronting spatial and demographic growth. For many of them the reproduction of Western models of planning is ineffective when the urban context responds to very different logics. It is therefore a question of reinventing urban planning on different bases. And in order to address the real problems that urban inhabitants and authorities are facing, and offering infrastructures and access to services for all, this with the prospect of reducing poverty, to develop a more inclusive city, with a more efficient organization, in order to make it sustainable, both environmental than social and economic. The field work carried out during recent years in small and medium-sized cities in Burkina Faso, Brazil, Argentina and Vietnam allows us to focus the attention of specialists and decision makers on intermediate cities that have been little studied but which are home to half of the world's urban population. From local diagnoses, we come to a first conclusion. Many small and medium-sized cities in the South can be considered as poor cities, from four criteria. They have a relatively large percentage of the population is considered to be poor; the local government and its administration do not have enough money to invest in solving the problems they face; these same authorities lack the human resources to initiate and manage an efficient planning process; urban governance remains little open to democratic participation and poorly integrates social demand into its development plans. Based on this analysis, we consider it is imperative to renovate urban planning as part of a more participatory process that meets the expectations of citizens with more realistic criteria. This process incorporates different stages: an analysis grounded on the identification of urban investment needed to improve the city; the consideration of the social demands; a realistic assessment of the financial resources to be mobilized (municipal budget, taxes, public and international external grants, public private partnership); a continuous dialogue between urban actors to determine the urban priorities to be addressed in the coming years. This protocol serves as a basis for comparative studies between cities in the South and a training program initiated in Argentina for urban actors in small and medium sized cities, which we wish to extend later to other countries of the South
