The number of poorness in East Java was influencing to economics growth and people prosperities.
 Spatial regression is analyzing of regression model to identification factors that comes with location. Djuraidah and Wigena (2012) says that factor of poorness for SAR model are inversed to poorness percentage.
 In this paper will talk about factors that is influencing East Java poorness using level of education. Where the level od education is composed by elementary school (X1), middle school (X2), high school (X3), and vocational school (X4). Using Queen Continguity dan software R, we will analyze spatial regression using SAR and SEM model to get best model. And we will know that SAR model for poorness of East Java is:

In many types of development project, direct provision of benefit to ‘the poor’ is a central goal. But how effectively is pro-poorness achieved? We report an independent ex-post evaluation of the pro-poorness of the World Bank-financed Programme d'assainissement des quartiers périurbains de Dakar (PAQPUD) sewerage project in Dakar, Senegal; we also review ex-post evaluations of previous donor-funded sewerage projects in African cities. We conclude that Dakar was a questionable location for major donor funding, given that this city's sanitation status is already much better than that of most African cities. If we accept the location, the Dakar PAQPUD project was more genuinely pro-poor in intention than most similar previous projects; however, many difficulties arose at implementation, and within the intervention areas, many of the poorest households did not benefit. In view of these results and our review findings, we argue that planners need to pay greater attention to household-level targeting: i.e. to ensuring that the poorest households will actually connect to the system. There is also a clear need for independent assessment of pro-poorness at ex-post evaluation. It is important to evaluate outcome through consultation not only with beneficiaries, but also with non-beneficiaries within the project's universe of intervention, and to investigate why non-beneficiaries have not benefited.

The coal bed methane resources distribution of Handan - Fengfeng Mining area has the features of "richness in the midland and north while poorness in the south, and richness in the east while poorness in the west. Through the analysis of the geological factors causing the above phenomena, we get that: the coal metamorphism and hydrogeological condition are the major controlling factors, the former controls the north and south difference of coal bed methane resources distribution from the two aspects covering gas-generated quantity and adsorption capacity, while the latter controls the east and west difference of coal bed methane resources distribution; syncline and good cap rock conditions are necessary conditions for coal bed methane enrichment, but not the reason for causing the difference of coal bed methane resources distribution.

The theoretical object to that dissertation is the comprehension of the relation between the government of Maranhão State and indigenous people. It was made the map of the conceptions of de poorness from the project trying to identify in what measure those conceptions contemplate the cultural diverseness of indigenous people. It is also analysed the relation between the perspective of the combat to the poorness associate to the tenable development used in the en forcement of the PCPR Ma. The theoretical mention of the research is inspired in the perspective of the postcolonial studies developed by cry authors like: Escobar (1996) Mignglo (2003) and Lander (2005). I tried to understand the poorness like representation according to Sousa s approach (2001). It also realized a fieldwork in the indigenous village from Escavaldo, from indigenous people Ramkokamekra/ Canela objecting to understand as it has related to the electrical energy, result of the PCPR Ma. Specifically trying to understand the cause of the choice in electrical energy as communal subproject of the combat to the poorness.<br>Esta dissertação faz uma análise do Projeto de Combate à Pobreza Rural (PCPR-MA) executado pelo Governo do Estado do Maranhão, no período entre 1998 e 2004, e a sua aplicação buscou apreender as relações entre o Governo do Estado do Maranhão e os povos indígenas. Procurou mapear as concepções de pobreza do Projeto, procurando identificar em que medida essas concepções contemplam as diversidades culturais dos povos indígenas. Analisa também a relação entre a perspectiva do combate à pobreza associado ao desenvolvimento sustentável, utilizada na execução do PCPR-MA. A análise está inspirada perspectiva dos estudos pós-coloniais , desenvolvida por autores como: Escobar (1996), Mignolo (2003) e Lander (2005). Toma como campo empírico as relações dos Canela com a eletrificação de sua aldeia, subprojeto do PCPR-MA.

This research focused on the period between 1997 to 2007, that covers two mandates of the municipal govern and, a third one, in course, all under the command of the PT Partido dos Trabalhadores. It intended to analyze the programs and projects driven to the young population of the city, standing out the Street Education Unit, considering some outstanding historical facts in the country. It was verified that, besides the implement of the Estatuto da Criança e do Adolescente ECA, since 90 s, some of the programs and projects implemented in Vitória da Conquista, although objects of important awards, dispute significance with others, deactivated or useless. This led to the reflection about the focused or compensatory perspectives, as well as about the conflicts of competences between governmental spheres. The analysis aimed to detach a tendency, toughen up in ages of economic politics driven by the neoliberal ideology, from which public politics and social programs are mainly directed to the results of the administration of poorness<br>Esta dissertação teve por objetivo analisar o cotidiano e as trajetórias de crianças e adolescentes em situação de rua, bem como as políticas públicas municipais em Vitória da Conquista (Bahia). A pesquisa centrou-se no período de 1997 a 2007, que corresponde a dois mandatos do governo municipal e, um terceiro, em curso, todos sob o comando do PT Partido dos Trabalhadores. Voltou-se para análise de programas e projetos dirigidos à população infanto-juvenil do município, destacando-se a Unidade de Educação de Rua, levando-se em conta alguns marcos históricos do país. Verificou-se que, mesmo com a implantação do Estatuto da Criança e do Adolescente ECA, desde os anos 1990, alguns dos programas e projetos implementados em Vitória da Conquista, embora objetos de premiações importantes, disputam significado com outros, desativados ou inoperantes. AbstractThis chapter examines the concept of the poor image in relation to a contemporary, critical art education. Coined by Hito Steyerl in 2009, the term describes digital, sometimes poorly resolved image copies, which are proliferating on the internet, often deprived of any context or image information. These new visual forms are accompanied by a shift in the way images are used and reflected, which in turn is central to post-internet art education. The article examines the term poor image and, in a second step, situates it in a contemporary teaching practice. In doing so, the author investigates its performative potential and speculates on how pictorial poorness may lead to pedagogical richness.

Abstract:
The paper focuses on regional and geographic features of pro-poor growth in African countries. The concept of pro-poor growth interconnects and examines mutual relationships between income growth, income poverty and income inequality. Using the World Bank’s income data, we calculate and interpret indicators of pro-poor growth for individual African countries. Then we analyze the results in terms of African regionalization and we investigate possible associations between pro-poor growth categories and selected geographic factors such as location, population size or population density. We show that higher pro-poorness of growth is typical for countries of Northern and Western Africa. The results also indicate that some of the geographic factors are significantly associated with pro-poor growth across African countries.

We believe that income divide among countries due to globalization, growing poorness and increasing unemployment aroused a necessity for social values to create on economical base. In this context arising economical and social issues bring some new responsibilities upon international institutions, governments, NGO’s, and firms. Social entrepreneurship concept is among these responsibilities. This concept is particularly important for firms that are placed in intersection of private and third sector and other institutions adopting market-based methods. Social entrepreneurism that focusing on social missions affect all the decisions how to capture and evaluate opportunities in all the dimensions of life. Social entrepreneurs who are motivated by social bearings rather than solely making profits are present in social and cultural aspects of life in addition to presence in the market. In this study social entrepreneurism producing more economic and social value than its traditional counterpart is about to be examined in Turkish context with two awarded cases. First is SineMASAL (Cine-Tale) social entrepreneurship that aims to embrace all the rural kids with artistic fields including the cinema. This entrepreneurship particularly aims to provide country kids who have limited access to social and economical life with some opportunities that would help them to have a better future, at least to support them having a positive attitude towards potentialities. Another one is the e-Hastam (My e-Patient) entrepreneurship that matches physicians and patients on virtual platform where everybody could benefit from actual health information and activities.
