Abstract:
Little research has explored the gender dimension of political actors who have emerged in response to the erosion of Western mainstream parties after the Great Recession. This article analyzes the case of Podemos, a party inspired by the protest movement Indignados, which has disrupted the Spanish two-party system in only two years. Through the analysis of its leadership’s discourse, I expose the constitutive friction between Podemos’ commitment to “new” alternative practices and the “feminization of politics,” and the reproduction of “old” and “masculinized” politics through a competitive rationale. I characterize this rationale with four features that underlie a dominant masculine party culture: (1) emphasis on winning and aggressive strategy, (2) adversarial style and internal confrontation, (3) hierarchy based on intellectual authority, and (4) charismatic masculine leadership. I suggest that this originates from a populist notion of empowerment and political power that relies on a patriarchal and dominant understanding of successful politics.

AbstractThis article deals with the Italian working-class attitude to vote right-wing, seen in a long-term perspective, in particular in the northern and more industrialized regions. It stresses the fact that the left-wing parties reached their largest majority among working-class voters only for a short period. The end of the long cycle of factory conflicts of the 1970s on the one side, and the crisis of the “local political subcultures”—Catholic and Communist—in mediating the relationship between the working class and the central State on the other, marked the outbreak of a new political phenomenon: the establishment of the Lega Nord party in the 1980s. This party has been able to shift progressively from identity-based claims and secessionist proposals to xenophobia and the demand that a priority be accorded to Italian workers on the labour market. In the most recent years workers’ support for the Lega Nord has been contended by a new populist competitor, the Five Star Movement, whose ability to intercept a widespread “working-class malaise” will be tested in years to come.

Party systems all over Europe are becoming more unstable, as new parties win representation. Many of these parties have few members and little or no presence ‘on the ground’ and they tend to present themselves as an alternative to the old, corrupt, and/or incompetent elites. But are they really? In this article I investigate how the parliamentary elites of new parties differ from the elites of more established parties, using the 2020 election as a point of departure. Slovakia is a particularly interesting case, because since 1992, at least one new party has entered parliament in every election bar one. I find that new and/or populist parties are not necessarily much more representative, but most of them do represent an alternative to the established elite in some respect. Strikingly, genuinely new parties not only have younger legislators, but also literally represent a new generation: the generation of the party leader. However, as new parties grow older, so do their parliamentary elites. In leadership-dominated parties the composition of the party leader’s inner circle clearly matters for candidate selection and hence, for the social bias of the parliamentary elite. Finally, the idiosyncratic nomination practice of OĽaNO, the new prime minister’s party, is part of the reason for the party’s relative social pluralism, as well as for high turnover, ideological diversity and low party loyalty.

In November of 2003, I received an e-mail from Diana, a 26 year old Hungarian Ph.D.-student of archaeology and Egyptology. She is also interested in gender studies, she wrote me, especially in the cult of female goddesses. She also sent me the article on this topic that she had recently published in the very mainstream Hungarian journal of religious studies, theReview of History of the Church. In this article, she refers to articles published in English, French, German and Italian, quoting sources in Latin and in Ancient Greek. In the e-mail, Diana asked for my help to give suggestions about literature on re-interpreting the role of women in religion because she was familiar with my work on populism, religion and gender. Before the reader starts believing that I am using this very precious occasion to celebrate the developing communication between two generations of female scholars in Hungary, I would like to continue the story with a police report issued on the 23 June in 2004. In this police report, it was announced that, posters announcing a meeting of the so-calledGroup of Hungarian Futurehad been placed on the main boulevard of Budapest Arrow Cross. As is well known, the Arrow Cross was the Hungarian Nazi Party before and during World War II. The Group which is so concerned about the so-called Hungarian Future has 27 members and the founder of this group is Diana.

Contemporary democracies face a trend toward the diffusion of the representational void left by under- legitimized political parties (Mair 2013). The essential functions of traditional political parties to organize and articulate political conflict and societal interests have been challenged both from the inside of the party system, by the emergence of populist habits of newcomers, and from the outside, by the progressive erosion of old political culture and corresponding increasing of hostility feeling. Intermediaries organizations of political and economic interests usually push their demands toward political actors in order to shape policy choices. What can happen when the traditional party system suffers from de- legitimation? In this paper, I will try to understand the level of concern of interest organizations toward the progressive detachment of civil society from political actors, in order to define if the risk of a void of representation is perceived as real and contingent. Thanks to a new original European dataset (the Comparative Interest Groups Survey), the analysis shows that different types of interest groups perceive the void to be real and with a possible impact on their activities and their own survival. As expected, in the regression model, differences emerge between countries with a traditional strong interests’ system and countries where groups activities are usually barely regulated. The results support the idea that the distance between civil society and political representatives should be considered a prominent focus of contemporary social and political investigation in order to understand the challenge for democratic life and the possible strategy of reaction.

This paper contains a comparative analysis of the presentation of the national identity of Spain and Germany by the far-right populist parties Vox España and Alternative für Deutschland. It shows how each party views national identity as being in a serious crisis arising from the betrayal by old-line parties which has led to the increased influence of the EU, the consequent reduction of national sovereignty, a deleterious impact on their own and on European culture, and a harmful influence on the family. The parties repudiate many of the provisions of the EU treaties. They are equally opposed to the presence of Islam in Christian Europe, viewing it as a menace to values shared by all European nations. These analyses lead to an examination of the performance of crisis by means of deliberate provocation and the use of electronic media. It shows how these parties from very different parts of Europe share remarkably close positions and use the technological achievements of the twenty-first century to attack the late-twentieth-century political and social achievements of the European Union in order to replace them with the nineteenth-century idea of the distinct ethno-cultural nation fully sovereign in its own nation-state.

Abstract:
A relatively broad support enjoyed by the populist and nationalist parties and movements (AfD, National Democratic Party of Germany, PEGIDA), as well as a higher rate of hate crimes in the eastern part of the Federal Republic of Germany raise a question on the nature of nationalism in this region. The present paper examines the causes of widespread xenophobic and nationalist sentiments in the ‘new’ federal states. To this end, the authors address a wide range of social-political and psychological factors, focusing on the historical roots and causes of the recent rise of nationalism in East Germany. Particularly, the authors show that the right-wing parties took advantage of popular frustration caused by the collapse of the East German economy after the country’s reunification and massive unemployment by putting all the blame on migrants. Nevertheless, the causes of growing xenophobia in East Germany were far from being solely economic. For example, the authors underline the role of the politics of memory in the GDR and primarily the approaches of its leaders to the issues of the Nazi past and their attempts to draw on the country’s history to shape a new national identity. However, the failure of the state to provide an unbiased view on the national history, rigid official ideology and its alienation from the popular demands have led to the growing nationalism in the GDR. Besides, a number of other aspects is pointed out which have also fostered xenophobic sentiments in this part of the country. Unlike West Germany which started to accept labour migrants from Italy, Turkey and Yugoslavia back in 1950s, the GDR saw few foreigners and contacts between them and local population were limited. As a result, the paper not only helps to create a more detailed image of the East German nationalism but also to identify the underlying causes of the growing popularity of right-wing populist parties and movements in the FRG, most notably, the unfinished process of the country’s reunification and structural imbalances between the ‘old’ and the ‘new’ federal states.

In the past few years, UNESCO World Heritage status has become more popular in Indonesia. Many cities are trying to get their sites inscribed on this prestigious list. This ambition has made some city governments take major efforts in revitalizing their heritage sites. Semarang with its famous Old Town -formerly a trading hub during the Dutch colonial period, is jumping on the bandwagon. UNESCO World Heritage is based on the 1972 Convention which accompanied by its operational guidelines. This convention set the standards on what kind of site could be listed as a world heritage and how a state party should manage and nominate their property accordingly. Critics have argued that the standards are Eurocentric, both in terms of the site selection and the management. In a developing country like Indonesia, heritage preservation has its own discourse. People were skeptical about the benefit of preserving heritage mainly because it seemed to only entertain the needs of the elites, professionals, and academics. That is why the approach towards heritage preservation in a city like Semarang has shifted to become more populist, which apparently has its backlash. The approach strives to preserve heritage sites and buildings while at the same time provide social and economic advantages for the community through tourism. However, this approach has turned heritage conservation into careless beautification projects that might have gone too far from UNESCO standards for world heritage. This paper will answer why it seems unrealistic to pursue this title considering the ongoing social and economic issues. It will also tell what heritage preservation practice and policy are lacking thus making the site management failed to meet the standards of the 1972 Convention. In a broader sense, this paper will examine what are the odds and challenges for developing countries in nominating their sites as World Heritage, especially in the era of mass tourism.

Yugoslavia, once an advanced country in market reforms, was one of the least transformed countries in Eastern Europe in the nineties. Such a situation was caused by the civil war, policy of the Milosevic?s regime and international sanctions. The resistance of the ruling conservative forces made it impossible to establish an adequate reform policy. Thus, the transition stopped short halfway. The situation has radically changed only since the autumn of 2000, after Milosevic?s downfall, when after the gradual lifting of international isolation, economic and political reforms were given a new stimulus, and the country could start the process of European integration. This article is an attempt to give an overview of the transition of the Yugoslav economy in the last ten years or so. The growth rate of Yugoslavia?s GDP is compared not only with that of its neighbouring countries, i.e. other former socialist countries of South-Eastern Europe (Albania, Bosnia and Herzegovina, Bulgaria, Macedonia, and Romania) but also with that of other transition economies in Central and Eastern Europe, including the Commonwealth of Independent States. A particular attention is given to the role of research and development (R&D) in Yugoslavia in the nineties as compared to Croatia, Slovenia, and the United States. The structural changes in the Yugoslav economy during the past decade are analysed together with property relations as well as the issues concerning small and medium-sized enterprises (SMEs). At the sectoral level, it is the performance of manufacturing and agriculture that is separately explored. In relation to this, wage formation and relative wage levels in Yugoslavia?s manufacturing are viewed regarding the country?s international competitiveness and wider characteristics of globalising world economy. In analysing the role of external sources in the Yugoslav economy, the problems of foreign trade, external indebtedness, and attraction of foreign direct investment (FDI) are emphasized together with the economic assistance rendered to the FRY by the European Union. Regarding the important indicator of openness, i.e. the share of exports and imports in GDP, a comparison is made between Yugoslavia, on one hand, and Croatia, Slovenia, the European Union, and the United States, on the other. The economic policy of Milosevic?s regime is contrasted with that of the new democratic government that came to power after the events in October 2000. Stabilisation, liberalisation, privatisation, and institutional reform are considered giving particular attention to the experience of the member republics of the Yugoslav federation: Serbia and Montenegro. The author comes to the following conclusions: in transition countries stabilisation, liberalisation, and privatisation cannot be successful without carrying out a comprehensive, deep reform of the system of political institutions that along with creation of conditions for establishment of democracy and its strengthening also enables building of a modern and efficient market economy. This complicated and often contradictory process could come across serious obstacles if the old state and party nomenclature in power retains the command economy without planning, and under demagogical, nationalistic, and populist slogans gets involved in wars even taking the risks of being put under international isolation. However, such an outdated economic system characterised by autarchy can only temporarily exist and hinder the unravelling of market reforms in the epoch of globalisation.

Abstract This article scrutinizes the relationship between collective nostalgia and populism. Different populist figures utilize nostalgia by referring to their country's ‘good old’ glorious days and exploiting resentment of the elites and establishment. Populists instrumentalize nostalgia in order to create their populist heartland, which is a retrospectively constructed utopia based on an abandoned but undead past. Using two original datasets from Turkey, this study first analyzes whether collective nostalgia characterizes populist attitudes of the electorate. The results illustrate that collective nostalgia has a significantly positive relationship with populist attitudes even after controlling for various independent variables, including religiosity, partisanship, satisfaction with life and Euroscepticism. Secondly, the study tests whether nostalgic messages affect populist attitudes using an online survey experiment. The results indicate that Ottoman nostalgia helps increase populist attitudes. Kemalist nostalgia, however, has a weak direct effect on populist attitudes that disappears after controlling for party preference.

Abstract:
I There is a new whiteness in South Africa. The Vryheidsfront Plus is critical to this whiteness. A predominantly Afrikaner political party with few seats in the national parliament, the Vryheidsfront Plus (“Freedom Front Plus” or “VF+”) uses technology—in particular, the Internet and the Front’s website—to construct a particular brand of post-apartheid whiteness. It must be pointed out, however, that this power to harness new technology in formal politics is limited to major political parties and organisations—black and white—but not to a populist organisation like the radically redistributionist Landless People Movement. After all, South Africa is, in 2006, a nation where only five percent of the population—”harnessing” that fifteenth century technology, “movable type”—can afford to regularly purchase books for anything more than academic study. VF+ politicos, using new technology available to some but not to others, actually create a politics centred around racial “cyborgs”—“cybernetic organisms”. Technologies giving rise to the VF+’s racial cyborgs bring about a race and racism dynamic and hybrid enough to make race and racism appear to nimbly change form. Technologies, like the Internet, not only allow the Vryheidsfront Plus to construct a post-apartheid whiteness in which whites are a beleaguered minority, technology enables the VF+ to construct a post-apartheid state led by black supremacists. So, as the VF+ uses technology, whiteness looks like the new blackness, privilege comes across as the new disadvantage, and multiracial democracy seems to be the new apartheid. Cyborg qualities marking the Vryheidsfront Plus’ race and racism can be interestingly situated next to Donna Haraway’s “cyborg”. Haraway imagines a cyborg freeing human bodies from modern supremacies. This freedom arrives, according to Haraway, because cyborg existence deconstructs binaries (e. g., white-black, masculine-feminine, heterosexual-homosexual) fundamental to the old racism, patriarchy, and heterosexism, as well as old strategies deployed to fight these supremacies. Or, as Haraway’s post-embodiment manifesto reads, the cyborg replacing the old modernist body “is about transgressed boundaries, potent fusions and dangerous possibilities which progressive people might explore as one part of political work” (154). The VF+ cyborgs, though, are not quite Haraway’s superheroes. Unlike Haraway’s cyborg forging socialist transformation, VF+ cyborgs facilitate the “freeing” of an “oppressed” minority still enjoying apartheid privileges. Critiques of Haraway, as offered by Lisa Nakamura, for example, seem apt. Specifically, according to Nakamura, “cybertypes” emerge online, not anything like freedom, not anything “which progressive people might explore”. Nakamura’s “cybertypes”—a technologically inflected version of “stereotypes”—exist as new modernist tools used by whites in order to make sense of and to rewrite post-conditions (e. g., post-apartheid) in which the preeminence of whiteness and white privilege are questioned (3-4). II The Vryheidsfront Plus’s arrival on the South African political scene materialised as the Front “cybertyped” itself, and others. The party—online for users to access worldwide—traced Afrikaner whiteness to the arrival of South Africa’s first Dutch settlers in 1652 making Afrikaners “Africans”, not “settlers”. “The struggle over the past centuries was a struggle for freedom, liberty, self-determination and independence in our own Republic”, as the Front constructed Afrikaners and their history, 1652 to the present. This was a struggle against British colonial “conquest”. Afrikaners fleetingly won their struggle, according to the Front’s online history, with the declaration of two Afrikaner republics in the mid-nineteenth century, only to see freedom disappear after the South African War, 1899-1902, also known as the Anglo-Boer War. Afrikaners suffered during the War; according to the Front’s website, nearly 28,000 (22,000 children under 16) Afrikaners died in concentration camps run by the British (“Historical Background” 1-3). Apartheid as state policy was intended to reestablish Afrikaner autonomy, and freedom. In its e-newsletters as well as in other online documents, an Afrikaner political party like the VF+ had to reinvent itself as a racial minority in a multiracial and democratic South Africa. So, VF+ members declared their desire “to establish a fair and legitimate dispensation for Afrikaners in South Africa” in which language and cultural rights would be guaranteed. The electronically-posted manifesto of the VF+ culminated when the authors stated the ultimate desire of the VF+: “To attain freedom for the Afrikaner in a territory of his own”. Articulating their desire, Front leaders called for an Afrikaner “homeland” (their term) which would be more than the pseudo-states created during apartheid. VF+ leaders went so far as to present a hypertext link to a map demarcating boundaries of an Afrikaner “homeland” which, unlike the black “homelands” chiseled out by the apartheid state, would include prime coastline, fertile farmland, and significant mineral wealth (“Policy of the Freedom Front”). VF+’s construction of Afrikaners as multicultural advocates of a new apartness was intriguing, given the transnational history of whiteness, and the history of Afrikaner whiteness in particular. Accessing VF+ multiculturalism proved as easy as pointing and clicking through the multilingual VF+ website. (The site is in Afrikaans with, after a click of a mouse on the VF+ homepage, English, French, Russian, Setswana, Spanish, Zulu and German translations.) The current leader of the VF+, Pieter Mulder, used the text of a 2003 parliamentary speech posted on the VF+ website to brandish VF+ multiculturalism. Mulder pointedly asked whether or not diversity is a “curse” or a “blessing”. He concluded that it is a “blessing”. But the VF+ “blessing”, as understood by Mulder, went beyond the “Westminster and British political models” also advocated, according to Mulder, by the post-apartheid state. Mulder contended that British citizenship ideals “tend to simplify politics to individual citizens that must be moulded into a nation”. “I am not only an individual but I am also part of a community”, said Mulder. Against British ideals, Mulder presented a position that, he argued, dismissed Britain’s “simplistic solutions” because British ideals “always ignore diversity, ignore communities and try to assimilate instead of to accommodate” (Mulder, “President’s Budget Vote Debate”). In this vein, Pieter Mulder, made use of technology to post a passionate 2005 speech—downloadable and streamable to MP3—on freedom and hate after apartheid. Mulder, echoing a sentiment made potent during the anti-apartheid struggle, rhetorically asked whether South Africa belonged to all who live in it. Mulder’s answer was “no” because whites do not equally share in post-apartheid freedoms. Black racist hate directed at whites caused this inequality to foment, according to Mulder. Black racist hate, especially in the form of hate speech but also in the form of affirmative action, preceded the normalisation of black threats towards Afrikaners as well as the murders of Afrikaner farmers and their families, according to Mulder. Hate persisted, according to Mulder, because of the racist speech of some ANC leaders. Yet, Mulder asserted, “Whites are accused of racism while blacks can do no wrong”. Quoting an ANC Youth League official, Mulder said, ‘“When a black person says he does not like white people, that is not racism; that is prejudice. Blacks have no capacity to be racist; they can only respond to it”’. Mulder pointedly asked whether threats to South African Indians and the murder of rural whites was “prejudice, or racism” (Mulder, “Listen to Pieter Mulder”). III VF+ politicking, here, is problematic. On the one hand, Front leaders use their webbed discourse to express an outlook underestimating social and economic disparities underlying black-on-white violence in rural areas. Specifically, VF+ representatives deny material disparities separating blacks and whites, blame negative black perceptions of whites largely on the rhetoric of the ANC leadership, fail to acknowledge that there is white-on-black violence in rural areas and misrepresent the relationship between the pace of land redistribution and rural violence. On the other hand, though, the murder of whites in rural areas and on farms in particular is not a myth, and it impinges on the right of a minority to be free. This makes it possible, and necessary, to make some observations about freedom, hate, and fronts after apartheid. Freedom is constructed just as its meaning is contested. And technology doesn’t make freedom inevitable; technology makes freedom even less clear and certain. The Digital TurnMuch of the 19th century disappeared from public view during the 20th century. Historians recovered what they could from archives and libraries, with the easy pickings-the famous and the fortunate-coming first. Latterly, social and political historians of different hues determinedly sought out the more hidden, forgotten, and marginalised. However, there were always limitations to resources-time, money, location, as well as purpose, opportunity, and permission. 'History' was principally a professionalised and privileged activity dominated by academics who had preferential access to, and significant control over, the resources, technologies and skills required, as well as the social, economic and cultural framework within which history was recovered, interpreted, approved and disseminated.Digitisation and the broader development of new communication technologies has, however, transformed historical research processes and practice dramatically, removing many constraints, opening up many opportunities, and allowing many others than the professional historian to trace and track what would have remained hidden, forgotten, or difficult to find, as well as verify (or otherwise), what has already been claimed and concluded. In the 21st century, the SEARCH button has become a dominant tool of research. This, along with other technological and media developments, has altered the practice of historians-professional or 'public'-who can now range deep and wide in the collection, portrayal and dissemination of historical information, in and out of the confines of the traditional institutional walls of retained information, academia, location, and national boundaries.This incorporation of digital technologies into academic historical practice generally, has raised, as Cohen and Rosenzweig, in their book Digital History, identified a decade ago, not just promises, but perils. For the historian, there has been the move, through digitisation, from the relative scarcity and inaccessibility of historical material to its (over) abundance, but also the emerging acceptance that, out of both necessity and preference, a hybridity of sources will be the foreseeable way forward. There has also been a significant shift, as De Groot notes in his book Consuming History, in the often conflicted relationship between popular/public history and academic history, and the professional and the 'amateur' historian. This has brought a potentially beneficial democratization of historical practice but also an associated set of concerns around the loss of control of both practice and product of the professional historian. Additionally, the development of digital tools for the collection and dissemination of 'history' has raised fears around the commercialised development of the subject's brand, products and commodities. This article considers the significance and implications of some of these changes through one protracted act of recovery and reclamation in which the digital made the difference: the life of a notorious 19th century professional agitator on both sides of the Atlantic, John De Morgan. A man thought lost, but now found."Who Is John De Morgan?" The search began in 1981, linked to the study of contemporary "race riots" in South East London. The initial purpose was to determine whether there was a history of rioting in the area. In the Local History Library, a calm and dusty backwater, an early find was a fading, but evocative and puzzling, photograph of "The Plumstead Common Riots" of 1876. It showed a group of men and women, posing for the photographer on a hillside-the technology required stillness, even in the middle of a riot-spades in hand, filling in a Mr. Jacob's sandpits, illegally dug from what was supposed to be common land. The leader of this, and other similar riots around England, was John De Morgan. A local journalist who covered the riots commented: "Of Mr. De Morgan little is known before or since the period in which he flashed meteorlike through our section of the atmosphere, but he was indisputably a remarkable man" (Vincent 588). Thus began a trek, much interrupted, sometimes unmapped and haphazard, to discover more about this 'remarkable man'. "Who is John De Morgan" was a question frequently asked by his many contemporary antagonists, and by subsequent historians, and one to which De Morgan deliberately gave few answers. The obvious place to start the search was the British Museum Reading Room, resplendent in its Victorian grandeur, the huge card catalogue still in the 1980s the dominating technology. Together with the Library's newspaper branch at Colindale, this was likely to be the repository of all that might then easily be known about De Morgan.From 1869, at the age of 21, it appeared that De Morgan had embarked on a life of radical politics that took him through the UK, made him notorious, lead to accusations of treasonable activities, sent him to jail twice, before he departed unexpectedly to the USA in 1880. During that period, he was involved with virtually every imaginable radical cause, at various times a temperance advocate, a spiritualist, a First Internationalist, a Republican, a Tichbornite, a Commoner, an anti-vaccinator, an advanced Liberal, a parliamentary candidate, a Home Ruler. As a radical, he, like many radicals of the period, "zigzagged nomadically through the mayhem of nineteenth century politics fighting various foes in the press, the clubs, the halls, the pulpit and on the street" (Kazin 202). He promoted himself as the "People's Advocate, Champion and Friend" (Allen). Never a joiner or follower, he established a variety of organizations, became a professional agitator and orator, and supported himself and his politics through lecturing and journalism. Able to attract huge crowds to "monster meetings", he achieved fame, or more correctly notoriety. And then, in 1880, broke and in despair, he disappeared from public view by emigrating to the USA.LostThe view of De Morgan as a "flashing meteor" was held by many in the 1870s. Historians of the 20th century took a similar position and, while considering him intriguing and culturally interesting, normally dispatched him to the footnotes. By the latter part of the 20th century, he was described as "one of the most notorious radicals of the 1870s yet remains a shadowy figure" and was generally dismissed as "a swashbuckling demagogue," a "democratic messiah," and" if not a bandit … at least an adventurer" (Allen 684). His politics were deemed to be reactionary, peripheral, and, worst of all, populist. He was certainly not of sufficient interest to pursue across the Atlantic. In this dismissal, he fell foul of the highly politicised professional culture of mid-to-late 20th-century academic historians. In particular, the lack of any significant direct linkage to the story of the rise of a working class, and specifically the British Labour party, left individuals like De Morgan in the margins and footnotes. However, in terms of historical practice, it was also the case that his mysterious entry into public life, his rapid rise to brief notability and notoriety, and his sudden disappearance, made the investigation of his career too technically difficult to be worthwhile.The footprints of the forgotten may occasionally turn up in the archived papers of the important, or in distant public archives and records, but the primary sources are the newspapers of the time. De Morgan was a regular, almost daily, visitor to the pages of the multitude of newspapers, local and national, that were published in Victorian Britain and Gilded Age USA. He also published his own, usually short-lived and sometimes eponymous, newspapers: De Morgan's Monthly and De Morgan's Weekly as well as the splendidly titled People's Advocate and National Vindicator of Right versus Wrong and the deceptively titled, highly radical, House and Home. He was highly mobile: he noted, without too much hyperbole, that in the 404 days between his English prison sentences in the mid-1870s, he had 465 meetings, travelled 32,000 miles, and addressed 500,000 people. Thus the newspapers of the time are littered with often detailed and vibrant accounts of his speeches, demonstrations, and riots.Nonetheless, the 20th-century technologies of access and retrieval continued to limit discovery. The white gloves, cradles, pencils and paper of the library or archive, sometimes supplemented by the century-old 'new' technology of the microfilm, all enveloped in a culture of hallowed (and pleasurable) silence, restricted the researcher looking to move into the lesser known and certainly the unknown. The fact that most of De Morgan's life was spent, it was thought, outside of England, and outside the purview of the British Library, only exacerbated the problem. At a time when a historian had to travel to the sources and then work directly on them, pencil in hand, it needed more than curiosity to keep searching. Even as many historians in the late part of the century shifted their centre of gravity from the known to the unknown and from the great to the ordinary, in any form of intellectual or resource cost-benefit analysis, De Morgan was a non-starter.UnknownOn the subject of his early life, De Morgan was tantalisingly and deliberately vague. In his speeches and newspapers, he often leaked his personal and emotional struggles as well as his political battles. However, when it came to his biographical story, he veered between the untruthful, the denial, and the obscure. To the twentieth century observer, his life began in 1869 at the age of 21 and ended at the age of 32. His various political campaign "biographies" gave some hints, but what little he did give away was often vague, coy and/or unlikely. His name was actually John Francis Morgan, but he never formally acknowledged it. He claimed, and was very proud, to be Irish and to have been educated in London and at Cambridge University (possible but untrue), and also to have been "for the first twenty years of his life directly or indirectly a railway servant," and to have been a "boy orator" from the age of ten (unlikely but true). He promised that "Some day-nay any day-that the public desire it, I am ready to tell the story of my strange life from earliest recollection to the present time" (St. Clair 4). He never did and the 20th century could unearth little evidence in relation to any of his claims.The blend of the vague, the unlikely and the unverifiable-combined with an inclination to self-glorification and hyperbole-surrounded De Morgan with an aura, for historians as well as contemporaries, of the self-seeking, untrustworthy charlatan with something to hide and little to say. Therefore, as the 20th century moved to closure, the search for John De Morgan did so as well. Though interesting, he gave most value in contextualising the lives of Victorian radicals more generally. He headed back to the footnotes.Now FoundMeanwhile, the technologies underpinning academic practice generally, and history specifically, had changed. The photocopier, personal computer, Internet, and mobile device, had arrived. They formed the basis for both resistance and revolution in academic practices. For a while, the analytical skills of the academic community were concentrated on the perils as much as the promises of a "digital history" (Cohen and Rosenzweig Digital).But as the Millennium turned, and the academic community itself spawned, inter alia, Google, the practical advantages of digitisation for history forced themselves on people. Google enabled the confident searching from a neutral place for things known and unknown; information moved to the user more easily in both time and space. The culture and technologies of gathering, retrieval, analysis, presentation and preservation altered dramatically and, as a result, the traditional powers of gatekeepers, institutions and professional historians was redistributed (De Groot). Access and abundance, arguably over-abundance, became the platform for the management of historical information. For the search for De Morgan, the door reopened. The increased global electronic access to extensive databases, catalogues, archives, and public records, as well as people who knew, or wanted to know, something, opened up opportunities that have been rapidly utilised and expanded over the last decade. Both professional and "amateur" historians moved into a space that made the previously difficult to know or unknowable now accessible.Inevitably, the development of digital newspaper archives was particularly crucial to seeking and finding John De Morgan. After some faulty starts in the early 2000s, characterised as a "wild west" and a "gold rush" (Fyfe 566), comprehensive digitised newspaper archives became available. While still not perfect, in terms of coverage and quality, it is a transforming technology. In the UK, the British Newspaper Archive (BNA)-in pursuit of the goal of the digitising of all UK newspapers-now has over 20 million pages. Each month presents some more of De Morgan. Similarly, in the US, Fulton History, a free newspaper archive run by retired computer engineer Tom Tryniski, now has nearly 40 million pages of New York newspapers. The almost daily footprints of De Morgan's radical life can now be seen, and the lives of the social networks within which he worked on both sides of the Atlantic, come easily into view even from a desk in New Zealand.The Internet also allows connections between researchers, both academic and 'public', bringing into reach resources not otherwise knowable: a Scottish genealogist with a mass of data on De Morgan's family; a Californian with the historian's pot of gold, a collection of over 200 letters received by De Morgan over a 50 year period; a Leeds Public Library blogger uncovering spectacular, but rarely seen, Victorian electoral cartoons which explain De Morgan's precipitate departure to the USA. These discoveries would not have happened without the infrastructure of the Internet, web site, blog, and e-mail. Just how different searching is can be seen in the following recent scenario, one of many now occurring. An addition in 2017 to the BNA shows a Master J.F. Morgan, aged 13, giving lectures on temperance in Ledbury in 1861, luckily a census year. A check of the census through Ancestry shows that Master Morgan was born in Lincolnshire in England, and a quick look at the 1851 census shows him living on an isolated blustery hill in Yorkshire in a railway encampment, along with 250 navvies, as his father, James, works on the construction of a tunnel. Suddenly, literally within the hour, the 20-year search for the childhood of John De Morgan, the supposedly Irish-born "gentleman who repudiated his class," has taken a significant turn.At the end of the 20th century, despite many efforts, John De Morgan was therefore a partial character bounded by what he said and didn't say, what others believed, and the intellectual and historiographical priorities, technologies, tools and processes of that century. In effect, he "lived" historically for a less than a quarter of his life. Without digitisation, much would have remained hidden; with it there has been, and will still be, much to find. De Morgan hid himself and the 20th century forgot him. But as the technologies have changed, and with it the structures of historical practice, the question that even De Morgan himself posed – "Who is John De Morgan?" – can now be addressed.SearchingDigitisation brings undoubted benefits, but its impact goes a long way beyond the improved search and detection capabilities, into a range of technological developments of communication and media that impact on practice, practitioners, institutions, and 'history' itself. A dominant issue for the academic community is the control of "history." De Groot, in his book Consuming History, considers how history now works in contemporary popular culture and, in particular, examines the development of the sometimes conflicted relationship between popular/public history and academic history, and the professional and the 'amateur' historian.The traditional legitimacy of professional historians has, many argue, been eroded by shifts in technology and access with the power of traditional cultural gatekeepers being undermined, bypassing the established control of institutions and professional historian. While most academics now embrace the primary tools of so-called "digital history," they remain, De Groot argues, worried that "history" is in danger of becoming part of a discourse of leisure, not a professionalized arena (18). An additional concern is the role of the global capitalist market, which is developing, or even taking over, 'history' as a brand, product and commodity with overt fiscal value. Here the huge impact of newspaper archives and genealogical software (sometimes owned in tandem) is of particular concern.There is also the new challenge of "navigating the chaos of abundance in online resources" (De Groot 68). By 2005, it had become clear that:the digital era seems likely to confront historians-who were more likely in the past to worry about the scarcity of surviving evidence from the past-with a new 'problem' of abundance. A much deeper and denser historical record, especially one in digital form seems like an incredible opportunity and a gift. But its overwhelming size means that we will have to spend a lot of time looking at this particular gift horse in mouth. (Cohen and Rosenzweig, Web).This easily accessible abundance imposes much higher standards of evidence on the historian. The acceptance within the traditional model that much could simply not be done or known with the resources available meant that there was a greater allowance for not knowing. But with a search button and public access, democratizing the process, the consumer as well as the producer can see, and find, for themselves.Taking on some of these challenges, Zaagsma, having reminded us that the history of digital humanities goes back at least 60 years, notes the need to get rid of the "myth that historical practice can be uncoupled from technological, and thus methodological developments, and that going digital is a choice, which, I cannot emphasis strongly enough, it is not" (14). There is no longer a digital history which is separate from history, and with digital technologies that are now ubiquitous and pervasive, historians have accepted or must quickly face a fundamental break with past practices. However, also noting that the great majority of archival material is not digitised and is unlikely to be so, Zaagsma concludes that hybridity will be the "new normal," combining "traditional/analogue and new/digital practices at least in information gathering" (17).ConclusionA decade on from Cohen and Rozenzweig's "Perils and Promises," the digital is a given. Both historical practice and historians have changed, though it is a work in progress. An early pioneer of the use of computers in the humanities, Robert Busa wrote in 1980 that "the principal aim is the enhancement of the quality, depth and extension of research and not merely the lessening of human effort and time" (89). Twenty years later, as Google was launched, Jordanov, taking on those who would dismiss public history as "mere" popularization, entertainment or propaganda, argued for the "need to develop coherent positions on the relationships between academic history, the media, institutions…and popular culture" (149). As the digital turn continues, and the SEARCH button is just one part of that, all historians-professional or "amateur"-will take advantage of opportunities that technologies have opened up. Looking across the whole range of transformations in recent decades, De Groot concludes: "Increasingly users of history are accessing the past through complex and innovative media and this is reconfiguring their sense of themselves, the world they live in and what history itself might be about" (310). Abstract:
1. Guy Debord in the Land of the Long WeekendIt’s the weekend – leisure time. It’s the interlude when, Guy Debord contends, the proletarian is briefly free of the “total contempt so clearly built into every aspect of the organization and management of production” in commodity capitalism; when workers are temporarily “treated like grown-ups, with a great show of solicitude and politeness, in their new role as consumers.” But this patronising show turns out to be another form of subjection to the diktats of “political economy”: “the totality of human existence falls under the regime of the ‘perfected denial of man’.” (30). As Debord suggests, even the creation of leisure time and space is predicated upon a form of contempt: the “perfected denial” of who we, as living people, really are in the eyes of those who presume the power to legislate our working practices and private identities.This Saturday The Weekend Australian runs an opinion piece by Christopher Pearson, defending ABC Radio National’s Stephen Crittenden, whose program The Religion Report has been axed. “Some of Crittenden’s finest half-hours have been devoted to Islam in Australia in the wake of September 11,” Pearson writes. “Again and again he’s confronted a left-of-centre audience that expected multi-cultural pieties with disturbing assertions.” Along the way in this admirable Crusade, Pearson notes that Crittenden has exposed “the Left’s recent tendency to ally itself with Islam.” According to Pearson, Crittenden has also thankfully given oxygen to claims by James Cook University’s Mervyn Bendle, the “fairly conservative academic whose work sometimes appears in [these] pages,” that “the discipline of critical terrorism studies has been captured by neo-Marxists of a postmodern bent” (30). Both of these points are well beyond misunderstanding or untested proposition. If Pearson means them sincerely he should be embarrassed and sacked. But of course he does not and will not be. These are deliberate lies, the confabulations of an eminent right-wing culture warrior whose job is to vilify minorities and intellectuals (Bendle escapes censure as an academic because he occasionally scribbles for the Murdoch press). It should be observed, too, how the patent absurdity of Pearson’s remarks reveals the extent to which he holds the intelligence of his readers in contempt. And he is not original in peddling these toxic wares.In their insightful—often hilarious—study of Australian opinion writers, The War on Democracy, Niall Lucy and Steve Mickler identify the left-academic-Islam nexus as the brain-child of former Treasurer-cum-memoirist Peter Costello. The germinal moment was “a speech to the Australian American Leadership Dialogue forum at the Art Gallery of NSW in 2005” concerning anti-Americanism in Australian schools. Lucy and Mickler argue that “it was only a matter of time” before a conservative politician or journalist took the plunge to link the left and terrorism, and Costello plunged brilliantly. He drew a mental map of the Great Chain of Being: left-wing academics taught teacher trainees to be anti-American; teacher trainees became teachers and taught kids to be anti-American; anti-Americanism morphs into anti-Westernism; anti-Westernism veers into terrorism (38). This is contempt for the reasoning capacity of the Australian people and, further still, contempt for any observable reality. Not for nothing was Costello generally perceived by the public as a politician whose very physiognomy radiated smugness and contempt.Recycling Costello, Christopher Pearson’s article subtly interpellates the reader as an ordinary, common-sense individual who instinctively feels what’s right and has no need to think too much—thinking too much is the prerogative of “neo-Marxists” and postmodernists. Ultimately, Pearson’s article is about channelling outrage: directing the down-to-earth passions of the Australian people against stock-in-trade culture-war hate figures. And in Pearson’s paranoid world, words like “neo-Marxist” and “postmodern” are devoid of historical or intellectual meaning. They are, as Lucy and Mickler’s War on Democracy repeatedly demonstrate, mere ciphers packed with the baggage of contempt for independent critical thought itself.Contempt is everywhere this weekend. The Weekend Australian’s colour magazine runs a feature story on Malcolm Turnbull: one of those familiar profiles designed to reveal the everyday human touch of the political classes. In this puff-piece, Jennifer Hewett finds Turnbull has “a restless passion for participating in public life” (20); that beneath “the aggressive political rhetoric […] behind the journalist turned lawyer turned banker turned politician turned would-be prime minister is a man who really enjoys that human interaction, however brief, with the many, many ordinary people he encounters” (16). Given all this energetic turning, it’s a wonder that Turnbull has time for human interactions at all. The distinction here of Turnbull and “many, many ordinary people” – the anonymous masses – surely runs counter to Hewett’s brief to personalise and quotidianise him. Likewise, those two key words, “however brief”, have an unfortunate, unintended effect. Presumably meant to conjure a picture of Turnbull’s hectic schedules and serial turnings, the words also convey the image of a patrician who begrudgingly knows one of the costs of a political career is that common flesh must be pressed—but as gingerly as possible.Hewett proceeds to disclose that Turnbull is “no conservative cultural warrior”, “onfounds stereotypes” and “hates labels” (like any baby-boomer rebel) and “has always read widely on political philosophy—his favourite is Edmund Burke”. He sees the “role of the state above all as enabling people to do their best” but knows that “the main game is the economy” and is “content to play mainstream gesture politics” (19). I am genuinely puzzled by this and imagine that my intelligence is being held in contempt once again. That the man of substance is given to populist gesturing is problematic enough; but that the Burke fan believes the state is about personal empowerment is just too much. Maybe Turnbull is a fan of Burke’s complex writings on the sublime and the beautiful—but no, Hewett avers, Turnbull is engaged by Burke’s “political philosophy”. So what is it in Burke that Turnbull finds to favour?Turnbull’s invocation of Edmund Burke is empty, gestural and contradictory. The comfortable notion that the state helps people to realise their potential is contravened by Burke’s view that the state functions so “the inclinations of men should frequently be thwarted, their will controlled, and their passions brought into subjection… by a power out of themselves” (151). Nor does Burke believe that anyone of humble origins could or should rise to the top of the social heap: “The occupation of an hair-dresser, or of a working tallow-chandler, cannot be a matter of honour to any person… the state suffers oppression, if such as they, either individually or collectively, are permitted to rule” (138).If Turnbull’s main game as a would-be statesman is the economy, Burke profoundly disagrees: “the state ought not to be considered as nothing better than a partnership agreement in a trade of pepper and coffee, callico or tobacco, or some other such low concern… It is a partnership in all science; a partnership in all art; a partnership in every virtue, and in all perfection”—a sublime entity, not an economic manager (194). Burke understands, long before Antonio Gramsci or Louis Althusser, that individuals or social fractions must be made admirably “obedient” to the state “by consent or force” (195). Burke has a verdict on mainstream gesture politics too: “When men of rank sacrifice all ideas of dignity to an ambition without a distinct object, and work with low instruments and for low ends, the whole composition [of the state] becomes low and base” (136).Is Malcolm Turnbull so contemptuous of the public that he assumes nobody will notice the gross discrepancies between his own ideals and what Burke stands for? His invocation of Burke is, indeed, “mainstream gesture politics”: on one level, “Burke” signifies nothing more than Turnbull’s performance of himself as a deep thinker. In this process, the real Edmund Burke is historically erased; reduced to the status of stage-prop in the theatrical production of Turnbull’s mass-mediated identity. “Edmund Burke” is re-invented as a term in an aesthetic repertoire.This transmutation of knowledge and history into mere cipher is the staple trick of culture-war discourse. Jennifer Hewett casts Turnbull as “no conservative culture warrior”, but he certainly shows a facility with culture-war rhetoric. And as much as Turnbull “confounds stereotypes” his verbal gesture to Edmund Burke entrenches a stereotype: at another level, the incantation “Edmund Burke” is implicitly meant to connect Turnbull with conservative tradition—in the exact way that John Howard regularly self-nominated as a “Burkean conservative”.This appeal to tradition effectively places “the people” in a power relation. Tradition has a sublimity that is bigger than us; it precedes us and will outlast us. Consequently, for a politician to claim that tradition has fashioned him, that he is welded to it or perhaps even owns it as part of his heritage, is to glibly imply an authority greater than that of “the many, many ordinary people”—Burke’s hair-dressers and tallow-chandlers—whose company he so briefly enjoys.In The Ideology of the Aesthetic, Terry Eagleton assesses one of Burke’s important legacies, placing him beside another eighteenth-century thinker so loved by the right—Adam Smith. Ideology of the Aesthetic is premised on the view that “Aesthetics is born as a discourse of the body”; that the aesthetic gives form to the “primitive materialism” of human passions and organises “the whole of our sensate life together… a society’s somatic, sensational life” (13). Reading Smith’s Theory of Moral Sentiments, Eagleton discerns that society appears as “an immense machine, whose regular and harmonious movements produce a thousand agreeable effects”, like “any production of human art”. In Smith’s work, the “whole of social life is aestheticized” and people inhabit “a social order so spontaneously cohesive that its members no longer need to think about it.” In Burke, Eagleton discovers that the aesthetics of “manners” can be understood in terms of Gramscian hegemony: “in the aesthetics of social conduct, or ‘culture’ as it would later be called, the law is always with us, as the very unconscious structure of our life”, and as a result conformity to a dominant ideological order is deeply felt as pleasurable and beautiful (37, 42). When this conservative aesthetic enters the realm of politics, Eagleton contends, the “right turn, from Burke” onwards follows a dark trajectory: “forget about theoretical analysis… view society as a self-grounding organism, all of whose parts miraculously interpenetrate without conflict and require no rational justification. Think with the blood and the body. Remember that tradition is always wiser and richer than one’s own poor, pitiable ego. It is this line of descent, in one of its tributaries, which will lead to the Third Reich” (368–9).2. Jean Baudrillard, the Nazis and Public MemoryIn 1937, during the Spanish Civil War, the Third Reich’s Condor Legion of the Luftwaffe was on loan to Franco’s forces. On 26 April that year, the Condor Legion bombed the market-town of Guernica: the first deliberate attempt to obliterate an entire town from the air and the first experiment in what became known as “terror bombing”—the targeting of civilians. A legacy of this violence was Pablo Picasso’s monumental canvas Guernica – the best-known anti-war painting in art history.When US Secretary of State Colin Powell addressed the United Nations on 5 February 2003 to make the case for war on Iraq, he stopped to face the press in the UN building’s lobby. The doorstop was globally televised, packaged as a moment of incredible significance: history in the making. It was also theatre: a moment in which history was staged as “event” and the real traces of history were carefully erased. Millions of viewers world-wide were undoubtedly unaware that the blue backdrop before which Powell stood was specifically designed to cover the full-scale tapestry copy of Picasso’s Guernica. This one-act, agitprop drama was a splendid example of politics as aesthetic action: a “performance” of history in the making which required the loss of actual historical memory enshrined in Guernica. Powell’s performance took its cues from the culture wars, which require the ceaseless erasure of history and public memory—on this occasion enacted on a breathtaking global, rather than national, scale.Inside the UN chamber, Powell’s performance was equally staged-crafted. As he brandished vials of ersatz anthrax, the power-point behind him (the theatrical set) showed artists’ impressions of imaginary mobile chemical weapons laboratories. Powell was playing lead role in a kind of populist, hyperreal production. It was Jean Baudrillard’s postmodernism, no less, as the media space in which Powell acted out the drama was not a secondary representation of reality but a reality of its own; the overheads of mobile weapons labs were simulacra, “models of a real without origins or reality”, pictures referring to nothing but themselves (2). In short, Powell’s performance was anchored in a “semiurgic” aesthetic; and it was a dreadful real-life enactment of Walter Benjamin’s maxim that “All efforts to render politics aesthetic culminate in one thing: war” (241).For Benjamin, “Fascism attempts to organize the newly created proletarian masses without affecting the property structure which the masses strive to eliminate.” Fascism gave “these masses not their right, but instead a chance to express themselves.” In turn, this required “the introduction of aesthetics into politics”, the objective of which was “the production of ritual values” (241). Under Adolf Hitler’s Reich, people were able to express themselves but only via the rehearsal of officially produced ritual values: by their participation in the disquisition on what Germany meant and what it meant to be German, by the aesthetic regulation of their passions. As Frederic Spotts’ fine study Hitler and the Power of Aesthetics reveals, this passionate disquisition permeated public and private life, through the artfully constructed total field of national narratives, myths, symbols and iconographies. And the ritualistic reiteration of national values in Nazi Germany hinged on two things: contempt and memory loss.By April 1945, as Berlin fell, Hitler’s contempt for the German people was at its apogee. Hitler ordered a scorched earth operation: the destruction of everything from factories to farms to food stores. The Russians would get nothing, the German people would perish. Albert Speer refused to implement the plan and remembered that “Until then… Germany and Hitler had been synonymous in my mind. But now I saw two entities opposed… A passionate love of one’s country… a leader who seemed to hate his people” (Sereny 472). But Hitler’s contempt for the German people was betrayed in the blusterous pages of Mein Kampf years earlier: “The receptivity of the great masses is very limited, their intelligence is small, but their power of forgetting is enormous” (165). On the back of this belief, Hitler launched what today would be called a culture war, with its Jewish folk devils, loathsome Marxist intellectuals, incitement of popular passions, invented traditions, historical erasures and constant iteration of values.When Theodor Adorno and Max Horkheimer fled Fascism, landing in the United States, their view of capitalist democracy borrowed from Benjamin and anticipated both Baudrillard and Guy Debord. In their well-know essay on “The Culture Industry”, in Dialectic of Enlightenment, they applied Benjamin’s insight on mass self-expression and the maintenance of property relations and ritual values to American popular culture: “All are free to dance and enjoy themselves”, but the freedom to choose how to do so “proves to be the freedom to choose what is always the same”, manufactured by monopoly capital (161–162). Anticipating Baudrillard, they found a society in which “only the copy appears: in the movie theatre, the photograph; on the radio, the recording” (143). And anticipating Debord’s “perfected denial of man” they found a society where work and leisure were structured by the repetition-compulsion principles of capitalism: where people became consumers who appeared “s statistics on research organization charts” (123). “Culture” came to do people’s thinking for them: “Pleasure always means not to think about anything, to forget suffering even where it is shown” (144).In this mass-mediated environment, a culture of repetitions, simulacra, billboards and flickering screens, Adorno and Horkheimer concluded that language lost its historical anchorages: “Innumerable people use words and expressions which they have either ceased to understand or employ only because they trigger off conditioned reflexes” in precisely the same way that the illusory “free” expression of passions in Germany operated, where words were “debased by the Fascist pseudo-folk community” (166).I know that the turf of the culture wars, the US and Australia, are not Fascist states; and I know that “the first one to mention the Nazis loses the argument”. I know, too, that there are obvious shortcomings in Adorno and Horkheimer’s reactions to popular culture and these have been widely criticised. However, I would suggest that there is a great deal of value still in Frankfurt School analyses of what we might call the “authoritarian popular” which can be applied to the conservative prosecution of populist culture wars today. Think, for example, how the concept of a “pseudo folk community” might well describe the earthy, common-sense public constructed and interpellated by right-wing culture warriors: America’s Joe Six-Pack, John Howard’s battlers or Kevin Rudd’s working families.In fact, Adorno and Horkheimer’s observations on language go to the heart of a contemporary culture war strategy. Words lose their history, becoming ciphers and “triggers” in a politicised lexicon. Later, Roland Barthes would write that this is a form of myth-making: “myth is constituted by the loss of the historical quality of things.” Barthes reasoned further that “Bourgeois ideology continuously transforms the products of history into essential types”, generating a “cultural logic” and an ideological re-ordering of the world (142). Types such as “neo-Marxist”, “postmodernist” and “Burkean conservative”.Surely, Benjamin’s assessment that Fascism gives “the people” the occasion to express itself, but only through “values”, describes the right’s pernicious incitement of the mythic “dispossessed mainstream” to reclaim its voice: to shout down the noisy minorities—the gays, greenies, blacks, feminists, multiculturalists and neo-Marxist postmodernists—who’ve apparently been running the show. Even more telling, Benjamin’s insight that the incitement to self-expression is connected to the maintenance of property relations, to economic power, is crucial to understanding the contemptuous conduct of culture wars.3. Jesus Dunked in Urine from Kansas to CronullaAmerican commentator Thomas Frank bases his study What’s the Matter with Kansas? on this very point. Subtitled How Conservatives Won the Heart of America, Frank’s book is a striking analysis of the indexation of Chicago School free-market reform and the mobilisation of “explosive social issues—summoning public outrage over everything from busing to un-Christian art—which it then marries to pro-business policies”; but it is the “economic achievements” of free-market capitalism, “not the forgettable skirmishes of the never-ending culture wars” that are conservatism’s “greatest monuments.” Nevertheless, the culture wars are necessary as Chicago School economic thinking consigns American communities to the rust belt. The promise of “free-market miracles” fails ordinary Americans, Frank reasons, leaving them in “backlash” mode: angry, bewildered and broke. And in this context, culture wars are a convenient form of anger management: “Because some artist decides to shock the hicks by dunking Jesus in urine, the entire planet must remake itself along the lines preferred” by nationalist, populist moralism and free-market fundamentalism (5).When John Howard received the neo-conservative American Enterprise Institute’s Irving Kristol Award, on 6 March 2008, he gave a speech in Washington titled “Sharing Our Common Values”. The nub of the speech was Howard’s revelation that he understood the index of neo-liberal economics and culture wars precisely as Thomas Frank does. Howard told the AEI audience that under his prime ministership Australia had “pursued reform and further modernisation of our economy” and that this inevitably meant “dislocation for communities”. This “reform-dislocation” package needed the palliative of a culture war, with his government preaching the “consistency and reassurance” of “our nation’s traditional values… pride in her history”; his government “became assertive about the intrinsic worth of our national identity. In the process we ended the seemingly endless seminar about that identity which had been in progress for some years.” Howard’s boast that his government ended the “seminar” on national identity insinuates an important point. “Seminar” is a culture-war cipher for intellection, just as “pride” is code for passion; so Howard’s self-proclaimed achievement, in Terry Eagleton’s terms, was to valorise “the blood and the body” over “theoretical analysis”. This speaks stratospheric contempt: ordinary people have their identity fashioned for them; they need not think about it, only feel it deeply and passionately according to “ritual values”. Undoubtedly this paved the way to Cronulla.The rubric of Howard’s speech—“Sharing Our Common Values”—was both a homage to international neo-conservatism and a reminder that culture wars are a trans-national phenomenon. In his address, Howard said that in all his “years in politics” he had not heard a “more evocative political slogan” than Ronald Reagan’s “Morning in America”—the rhetorical catch-cry for moral re-awakening that launched the culture wars. According to Lawrence Grossberg, America’s culture wars were predicated on the perception that the nation was afflicted by “a crisis of our lack of passion, of not caring enough about the values we hold… a crisis of nihilism which, while not restructuring our ideological beliefs, has undermined our ability to organise effective action on their behalf”; and this “New Right” alarmism “operates in the conjuncture of economics and popular culture” and “a popular struggle by which culture can lead politics” in the passionate pursuit of ritual values (31–2). When popular culture leads politics in this way we are in the zone of the image, myth and Adorno and Horkheimer’s “trigger words” that have lost their history. In this context, McKenzie Wark observes that “radical writers influenced by Marx will see the idea of culture as compensation for a fragmented and alienated life as a con. Guy Debord, perhaps the last of the great revolutionary thinkers of Europe, will call it “the spectacle”’ (20). Adorno and Horkheimer might well have called it “the authoritarian popular”. As Jonathan Charteris-Black’s work capably demonstrates, all politicians have their own idiolect: their personally coded language, preferred narratives and myths; their own vision of who “the people” might or should be that is conjured in their words. But the language of the culture wars is different. It is not a personal idiolect. It is a shared vocabulary, a networked vernacular, a pervasive trans-national aesthetic that pivots on the fact that words like “neo-Marxist”, “postmodern” and “Edmund Burke” have no historical or intellectual context or content: they exist as the ciphers of “values”. And the fact that culture warriors continually mouth them is a supreme act of contempt: it robs the public of its memory. And that’s why, as Lucy and Mickler’s War on Democracy so wittily argues, if there are any postmodernists left they’ll be on the right.Benjamin, Adorno, Horkheimer and, later, Debord and Grossberg understood how the political activation of the popular constitutes a hegemonic project. The result is nothing short of persuading “the people” to collaborate in its own oppression. The activation of the popular is perfectly geared to an age where the main stage of political life is the mainstream media; an age in which, Charteris-Black notes, political classes assume the general antipathy of publics to social change and act on the principle that the most effective political messages are sold to “the people” by an appeal “to familiar experiences”—market populism (10). In her substantial study The Persuaders, Sally Young cites an Australian Labor Party survey, conducted by pollster Rod Cameron in the late 1970s, in which the party’s message machine was finely tuned to this populist position. The survey also dripped with contempt for ordinary people: their “Interest in political philosophy… is very low… They are essentially the products (and supporters) of mass market commercialism”. Young observes that this view of “the people” was the foundation of a new order of political advertising and the conduct of politics on the mass-media stage. Cameron’s profile of “ordinary people” went on to assert that they are fatally attracted to “a moderate leader who is strong… but can understand and represent their value system” (47): a prescription for populist discourse which begs the question of whether the values a politician or party represent via the media are ever really those of “the people”. More likely, people are hegemonised into a value system which they take to be theirs. Writing of the media side of the equation, David Salter raises the point that when media “moguls thunder about ‘the public interest’ what they really mean is ‘what we think the public is interested in”, which is quite another matter… Why this self-serving deception is still so sheepishly accepted by the same public it is so often used to violate remains a mystery” (40).Sally Young’s Persuaders retails a story that she sees as “symbolic” of the new world of mass-mediated political life. The story concerns Mark Latham and his “revolutionary” journeys to regional Australia to meet the people. “When a political leader who holds a public meeting is dubbed a ‘revolutionary’”, Young rightly observes, “something has gone seriously wrong”. She notes how Latham’s “use of old-fashioned ‘meet-and-greet’campaigning methods was seen as a breath of fresh air because it was unlike the type of packaged, stage-managed and media-dependent politics that have become the norm in Australia.” Except that it wasn’t. “A media pack of thirty journalists trailed Latham in a bus”, meaning, that he was not meeting the people at all (6–7). He was traducing the people as participants in a media spectacle, as his “meet and greet” was designed to fill the image-banks of print and electronic media. Even meeting the people becomes a media pseudo-event in which the people impersonate the people for the camera’s benefit; a spectacle as artfully deceitful as Colin Powell’s UN performance on Iraq.If the success of this kind of “self-serving deception” is a mystery to David Salter, it would not be so to the Frankfurt School. For them, an understanding of the processes of mass-mediated politics sits somewhere near the core of their analysis of the culture industries in the “democratic” world. I think the Frankfurt school should be restored to a more important role in the project of cultural studies. Apart from an aversion to jazz and other supposedly “elitist” heresies, thinkers like Adorno, Benjamin, Horkheimer and their progeny Debord have a functional claim to provide the theory for us to expose the machinations of the politics of contempt and its aesthetic ruses.ReferencesAdorno, Theodor and Max Horkheimer. Abstract:
IntroductionFor over five years, Romanians have been using their bodies in public spaces to challenge politicians’ disregard for the average citizen. In a region low in standards of civic engagement, such as voter turnout and petition signing, Romanian people’s “citizenship of the streets” has stopped environmentally destructive mining in 2013, ousted a corrupt cabinet in 2015, and blocked legislation legalising abuse of public office in 2017 (Solnit 214). This article explores the democratic affordances of collective resistive walking, by focusing on Romania’s capital, Bucharest. I illustrate how walking in protest of political corruption cultivates a democratic public and reconfigures city spaces as spaces of democratic engagement, in the context of increased illiberalism in the region. I examine two sites of protest: the Parliament Palace and Victoriei Square. The former is a construction emblematic of communist dictator Nicolae Ceaușescu and symbol of an authoritarian regime, whose surrounding area protestors reclaim as a civic space. The latter—a central part of the city bustling with the life of cafes, museums, bike lanes, and nearby parks—hosts the Government and has become an iconic site for pro-democratic movements. Spaces of Democracy: The Performativity of Public Assemblies Democracies are active achievements, dependent not only on the solidity of institutions —e.g., a free press and a constitution—but on people’s ability and desire to communicate about issues of concern and to occupy public space. Communicative approaches to democratic theory, formulated as inquiries into the public sphere and the plurality and evolution of publics, often return to establish the significance of public spaces and of bodies in the maintenance of our “rhetorical democracies” (Hauser). Speech and assembly, voice and space are sides of the same coin. In John Dewey’s work, communication is the main “loyalty” of democracy: the heart and final guarantee of democracy is in free gatherings of neighbors on the street corner to discuss back and forth what is read in the uncensored news of the day, and in gatherings of friends in the living rooms of houses and apartments to converse freely with one another. (Dewey qtd. in Asen 197, emphasis added) Dewey asserts the centrality of communication in the same breath that he affirms the spatial infrastructure supporting it.Historically, Richard Sennett explains, Athenian democracy has been organised around two “spaces of democracy” where people assembled: the agora or town square and the theatre or Pnyx. While the theatre has endured as the symbol of democratic communication, with its ideal of concentrated attention on the argument of one speaker, Sennett illuminates the square as an equally important space, one without which deliberation in the Pnyx would be impossible. In the agora, citizens cultivate an ability to see, expect, and think through difference. In its open architecture and inclusiveness, Sennett explains, the agora affords the walker and dweller a public space to experience, in a quick, fragmentary, and embodied way, the differences and divergences in fellow citizens. Through visual scrutiny and embodied exposure, the square thus cultivates “an outlook favorable to discussion of differing views and conflicting interests”, useful for deliberation in the Pnyx, and the capacity to recognise strangers as part of the imagined democratic community (19). Also stressing the importance of spaces for assembly, Jürgen Habermas’s historical theorisation of the bourgeois public sphere moves the functions of the agora to the modern “third places” (Oldenburg) of the civic society emerging in late seventeenth and eighteenth-century Europe: coffee houses, salons, and clubs. While Habermas’ conceptualization of a unified bourgeois public has been criticised for its class and gender exclusivism, and for its normative model of deliberation and consensus, such criticism has also opened paths of inquiry into the rhetorical pluralism of publics and into the democratic affordances of embodied performativity. Thus, unlike Habermas’s assumption of a single bourgeois public, work on twentieth and twenty-first century publics has attended to their wide variety in post-modern societies (e.g., Bruce; Butler; Delicath and DeLuca; Fraser; Harold and DeLuca; Hauser; Lewis; Mckinnon et al.; Pezzullo; Rai; Tabako). In contrast to the Habermasian close attention to verbal argumentation, such criticism prioritizes the embodied (performative, aesthetic, and material) ways in which publics manifest their attention to common issues. From suffragists to environmentalists and, most recently, anti-precarity movements across the globe, publics assemble and move through shared space, seeking to break hegemonies of media representation by creating media events of their own. In the process, Judith Butler explains, such embodied assemblies accomplish much more. They disrupt prevalent logics and dominant feelings of disposability, precarity, and anxiety, at the same time that they (re)constitute subjects and increasingly privatised spaces into citizens and public places of democracy, respectively. Butler proposes that to best understand recent protests we need to read collective assembly in the current political moment of “accelerating precarity” and responsibilisation (10). Globally, increasingly larger populations are exposed to economic insecurity and precarity through government withdrawal from labor protections and the diminishment of social services, to the profit of increasingly monopolistic business. A logic of self-investment and personal responsibility accompanies such structural changes, as people understand themselves as individual market actors in competition with other market actors rather than as citizens and community members (Brown). In this context, public assembly would enact an alternative, insisting on interdependency. Bodies, in such assemblies, signify both symbolically (their will to speak against power) and indexically. As Butler describes, “it is this body, and these bodies, that require employment, shelter, health care, and food, as well as a sense of a future that is not the future of unpayable debt” (10). Butler describes the function of these protests more fully:[P]lural enactments […] make manifest the understanding that a situation is shared, contesting the individualizing morality that makes a moral norm of economic self-sufficiency precisely […] when self-sufficiency is becoming increasingly unrealizable. Showing up, standing, breathing, moving, standing still, speech, and silence are all aspects of a sudden assembly, an unforeseen form of political performativity that puts livable life at the forefront of politics […] [T]he bodies assembled ‘say’ we are not disposable, even if they stand silently. (18)Though Romania is not included in her account of contemporary protest movements, Butler’s theoretical account aptly describes both the structural and ideological conditions, and the performativity of Romanian protestors. In Romania, citizens have started to assemble in the streets against austerity measures (2012), environmental destruction (2013), fatal infrastructures (2015) and against the government’s corruption and attempts to undermine the Judiciary (from February 2017 onward). While, as scholars have argued (Olteanu and Beyerle; Gubernat and Rammelt), political corruption has gradually crystallised into the dominant and enduring framework for the assembled publics, post-communist corruption has been part and parcel of the neoliberalisation of Central and Eastern-European societies after the fall of communism. In the region, Leslie Holmes explains, former communist elites or the nomenklatura, have remained the majority political class after 1989. With political power and under the shelter of political immunity, nomenklatura politicians “were able to take ethically questionable advantage in various ways […] of the sell-off of previously state-owned enterprises” (Holmes 12). The process through which the established political class became owners of a previously state-owned economy is known as “nomenklatura privatization”, a common form of political corruption in the region, Holmes explains (12). Such practices were common knowledge among a cynical population through most of the 1990s and the 2000s. They were not broadly challenged in an ideological milieu attached, as Mihaela Miroiu, Isabela Preoteasa, and Jerzy Szacki argued, to extreme forms of liberalism and neoliberalism, ideologies perceived by people just coming out of communism as anti-ideology. Almost three decades since the fall of communism, in the face of unyielding levels of poverty (Zaharia; Marin), the decaying state of healthcare and education (Bilefsky; “Education”), and migration rates second only to war-torn Syria (Deletant), Romanian protestors have come to attribute the diminution of life in post-communism to the political corruption of the established political class (“Romania Corruption Report”; “Corruption Perceptions”). Following systematic attempts by the nomenklatura-heavy governing coalition to undermine the judiciary and institutionalise de facto corruption of public officials (Deletant), protestors have been returning to public spaces on a weekly basis, de-normalising the political cynicism and isolation serving the established political class. Mothers Walking: Resignifying Communist Spaces, Imagining the New DemosOn 11 July 2018, a protest of mothers was streamed live by Corruption Kills (Corupția ucide), a Facebook group started by activist Florin Bădiță after a deadly nightclub fire attributed to the corruption of public servants, in 2015 (Commander). Organized protests at the time pressured the Social-Democratic cabinet into resignation. Corruption Kills has remained a key activist platform, organising assemblies, streaming live from demonstrations, and sharing personal acts of dissent, thus extending the life of embodied assemblies. In the mothers’ protest video, women carrying babies in body-wraps and strollers walk across the intersection leading to the Parliament Palace, while police direct traffic and ensure their safety (“Civil Disobedience”). This was an unusual scene for many reasons. Walkers met at the entrance to the Parliament Palace, an area most emblematic of the former regime. Built by Communist dictator, Nicolae Ceaușescu and inspired by Kim Il-sung’s North Korean architecture, the current Parliament building and its surrounding plaza remain, in the words of Renata Salecl, “one of the most traumatic remnants of the communist regime” (90). The construction is the second largest administrative building in the world, after the Pentagon, a size matching the ambitions of the dictator. It bears witness to the personal and cultural sacrifices the construction and its surrounded plaza required: the displacement of some 40,000 people from old neighbourhood Uranus, the death of reportedly thousands of workers, and the flattening of churches, monasteries, hospitals, schools (Parliament Palace). This arbitrary construction carved out of the old city remains a symbol of an authoritarian relation with the nation. As Salecl puts it, Ceaușescu’s project tried to realise the utopia of a new communist “centre” and created an artificial space as removed from the rest of the city as the leader himself was from the needs of his people. Twenty-nine years after the fall of communism, the plaza of the Parliament Palace remains as suspended from the life of the city as it was during the 1980s. The trees lining the boulevard have grown slightly and bike lanes are painted over decaying stones. Still, only few people walk by the neo-classical apartment buildings now discoloured and stained by weather and time. Salecl remarks on the panoptic experience of the Parliament Palace: “observed from the avenue, [the palace] appears to have no entrance; there are only numerous windows, which give the impression of an omnipresent gaze” (95). The building embodies, for Salecl, the logic of surveillance of the communist regime, which “created the impression of omnipresence” through a secret police that rallied members among regular citizens and inspired fear by striking randomly (95).Against this geography steeped in collective memories of fear and exposure to the gaze of the state, women turn their children’s bodies and their own into performances of resistance that draw on the rhetorical force of communist gender politics. Both motherhood and childhood were heavily regulated roles under Ceaușescu’s nationalist-socialist politics of forced birth, despite the official idealisation of both. Producing children for the nationalist-communist state was women’s mandated expression of citizenship. Declaring the foetus “the socialist property of the whole society”, in 1966 Ceaușescu criminalised abortion for women of reproductive ages who had fewer than four children, and, starting 1985, less than five children (Ceaușescu qtd. in Verdery). What followed was “a national tragedy”: illegal abortions became the leading cause of death for fertile women, children were abandoned into inhumane conditions in the infamous orphanages, and mothers experienced the everyday drama of caring for families in an economy of shortages (Kligman 364). The communist politicisation of natality during communist Romania exemplifies one of the worst manifestations of the political as biopolitical. The current maternal bodies and children’s bodies circulating in the communist-iconic plaza articulate past and present for Romanians, redeploying a traumatic collective memory to challenge increasingly authoritarian ambitions of the governing Social Democratic Party. The images of caring mothers walking in protest with their babies furthers the claims that anti-corruption publics have made in other venues: that the government, in their indifference and corruption, is driving millions of people, usually young, out of the country, in a braindrain of unprecedented proportions (Ursu; Deletant; #vavedemdinSibiu). In their determination to walk during the gruelling temperatures of mid-July, in their youth and their babies’ youth, the mothers’ walk performs the contrast between their generation of engaged, persistent, and caring citizens and the docile abused subject of a past indexed by the Ceaușescu-era architecture. In addition to performing a new caring imagined community (Anderson), women’s silent, resolute walk on the crosswalk turns a lifeless geography, heavy with the architectural traces of authoritarian history, into a public space that holds democratic protest. By inhabiting the cultural role of mothers, protestors disarmed state authorities: instead of the militarised gendarmerie usually policing protestors the Victoriei Square, only traffic police were called for the mothers’ protest. The police choreographed cars and people, as protestors walked across the intersection leading to the Parliament. Drivers, usually aggressive and insouciant, now moved in concert with the protestors. The mothers’ walk, immediately modeled by people in other cities (Cluj-Napoca), reconfigured a car-dominated geography and an unreliable, driver-friendly police, into a civic space that is struggling to facilitate the citizens’ peaceful disobedience. The walkers’ assembly thus begins to constitute the civic character of the plaza, collecting “the space itself […] the pavement and […] the architecture [to produce] the public character of that material environment” (Butler 71). It demonstrates the possibility of a new imagined community of caring and persistent citizens, one significantly different from the cynical, disconnected, and survivalist subjects that the nomenklatura politicians, nested in the Panoptic Parliament nearby, would prefer.Persisting in the Victoriei Square In addition to strenuous physical walking to reclaim city spaces, such as the mothers’ walking, the anti-corruption public also practices walking and gathering in less taxing environments. The Victoriei Square is such a place, a central plaza that connects major boulevards with large sidewalks, functional bike lanes, and old trees. The square is the architectural meeting point of old and new, where communist apartments meet late nineteenth and early twentieth century architecture, in a privileged neighbourhood of villas, museums, and foreign consulates. One of these 1930s constructions is the Government building, hosting the Prime Minister’s cabinet. Demonstrators gathered here during the major protests of 2015 and 2017, and have walked, stood, and wandered in the square almost weekly since (“Past Events”). On 24 June 2018, I arrive in the Victoriei Square to participate in the protest announced on social media by Corruption Kills. There is room to move, to pause, and rest. In some pockets, people assemble to pay attention to impromptu speakers who come onto a small platform to share their ideas. Occasionally someone starts chanting “We See You!” and “Down with Corruption!” and almost everyone joins the chant. A few young people circulate petitions. But there is little exultation in the group as a whole, shared mostly among those taking up the stage or waving flags. Throughout the square, groups of familiars stop to chat. Couples and families walk their bikes, strolling slowly through the crowds, seemingly heading to or coming from the nearby park on a summer evening. Small kids play together, drawing with chalk on the pavement, or greeting dogs while parents greet each other. Older children race one another, picking up on the sense of freedom and de-centred but still purposeful engagement. The openness of the space allows one to meander and observe all these groups, performing the function of the Ancient agora: making visible the strangers who are part of the polis. The overwhelming feeling is one of solidarity. This comes partly from the possibilities of collective agency and the feeling of comfortably taking up space and having your embodiment respected, otherwise hard to come by in other spaces of the city. Everyday walking in the streets of Romanian cities is usually an exercise in hypervigilant physical prowess and self-preserving numbness. You keep your eyes on the ground to not stumble on broken pavement. You watch ahead for unmarked construction work. You live with other people’s sweat on the hot buses. You hop among cars parked on sidewalks and listen keenly for when others may zoom by. In one of the last post-socialist states to join the European Union, living with generalised poverty means walking in cities where your senses must be dulled to manage the heat, the dust, the smells, and the waiting, irresponsive to beauty and to amiable sociality. The euphemistic vocabulary of neoliberalism may describe everyday walking through individualistic terms such as “grit” or “resilience.” And while people are called to effort, creativity, and endurance not needed in more functional states, what one experiences is the gradual diminution of one’s lives under a political regime where illiberalism keeps a citizen-serving democracy at bay. By contrast, the Victoriei Square holds bodies whose comfort in each other’s presence allow us to imagine a political community where survivalism, or what Lauren Berlant calls “lateral agency”, are no longer the norm. In “showing up, standing, breathing, moving, standing still […] an unforeseen form of political performativity that puts livable life at the forefront of politics” is enacted (Butler 18). In arriving to Victoriei Square repeatedly, Romanians demonstrate that there is room to breathe more easily, to engage with civility, and to trust the strangers in their country. They assert that they are not disposable, even if a neoliberal corrupt post-communist regime would have them otherwise.ConclusionBecoming a public, as Michael Warner proposes, is an ongoing process of attention to an issue, through the circulation of discourse and self-organisation with strangers. For the anti-corruption public of Romania’s past years, such ongoing work is accompanied by persistent, civil, embodied collective assembly, in an articulation of claims, bodies, and spaces that promotes a material agency that reconfigures the city and the imagined Romanian community into a more democratic one. The Romanian citizenship of the streets is particularly significant in the current geopolitical and ideological moment. In the region, increasing authoritarianism meets the alienating logics of neoliberalism, both trying to reduce citizens to disposable, self-reliant, and disconnected market actors. Populist autocrats—Recep Tayyip Erdogan in Turkey, the Peace and Justice Party in Poland, and recently E.U.-penalized Victor Orban, in Hungary—are dismantling the system of checks and balances, and posing threats to a European Union already challenged by refugee debates and Donald Trump’s unreliable alliance against authoritarianism. Abstract:
A rhetoric of freedom characterises much of the literature dealing with online communities: freedom from fixed identity and appearance, from the confines of geographic space, and from control. The prevailing view, a combination of futurism and utopianism, is that the lack of order in cyberspace enables the creation of social spaces that will enhance personal freedom and advance the common good. Sherry Turkle argues that computer-mediated communication allows us to create a new form of community, in which identity is multiple and fluid (15-17). Marcos Novak celebrates the possibilities of a dematerialized, ethereal virtual architecture in which the relationships between abstract elements are in a constant state of flux (250). John Perry Barlow employs the frontier metaphor to frame cyberspace as an unmapped, ungoverned territory in which a romantic and a peculiarly American form of individualism can be enjoyed by rough and ready pioneers (“Crime” 460). In his 1993 account as an active participant in The WELL (Whole Earth ‘Lectronic Link), one of the earliest efforts to construct a social space online, Howard Rheingold celebrates the freedom to create a “new kind of culture” and an “authentic community” in the “electronic frontier.” He worries, however, that the freedom enjoyed by early homesteaders may be short lived, because “big power and big money” might soon find ways to control the Internet, just as they have come to dominate and direct other communications media. “The Net,” he states, “is still out of control in fundamental ways, but it might not stay that way for long” (Virtual Community 2-5). The uses of order and disorder Some theorists have identified disorder as a necessary condition for the development of healthy communities. In The Uses of Disorder (1970), Richard Sennett argues that “the freedom to accept and to live with disorder” is integral to our search for community (xviii). In his 1989 study of social space, Ray Oldenburg maintains that public hangouts, which constitute the heart of vibrant communities, support sociability best when activities are unplanned, unorganized, and unrestricted (33). He claims that without the constraints of preplanned control we will be more in control of ourselves and more aware of one another (198). More recently, Charles Landry suggests that “structured instability” and “controlled disruption,” resulting from competition, conflict, crisis, and debate, make cities less comfortable but more exciting. Further, he argues that “endemic structural disorder” requiring ongoing adjustments can generate healthy creative activity and stimulate continual innovation (156-58). Kevin Robins, too, believes that any viable social system must be prepared to accept a level of uncertainty, disorder, and fear. He observes, however, that techno-communities are “driven by the compulsion to neutralize,” and they therefore exclude these possibilities in favour of order and security (90-91). Indeed, order and security are the dominant characteristics that less idealistic observers have identified with cyberspace. Alexander Galloway explains how, despite its potential as a liberating development, the Internet is based on technologies of control. This control is exercised at the code level through technical protocols, such as TCP/IP, DNS, and HTM, that determine disconnections as well as connections (Galloway). Lawrence Lessig suggests that in our examination of the ownership, regulation, and governance of the virtual commons, we must take into account three distinct layers. As well as the “logical” or “code” layer that Galloway foregrounds, we should also consider the “physical” layer, consisting of the computers and wires that carry Internet communications, and the “content” layer, which includes everything that we see and hear over the network. In principle, each of these layers could be free and unorganized, or privately owned and controlled (Lessig 23). Dan Schiller documents the increasing privatization of the Net and argues that corporate cyberspace extends the reach of the market, enabling it to penetrate into areas that have previously been considered to be part of the public domain. For Schiller, the Internet now serves as the main production and control mechanism of a global market system (xiv). Checking into Habbo Hotel Habbo Hotel is an example of a highly ordered and controlled online social space that uses community and game metaphors to suggest something much more open and playful. Designed to attract the teenage market, this graphically intensive cartoon-like hotel is like an interactive Legoland, in which participants assemble a toy-like “Habbo” character and chat, play games, and construct personal environments. The first Habbo Hotel opened its doors in the United Kingdom in 2000, and, by September 2004, localized sites were based in a dozen countries, including Canada, the Unites States, Finland, Japan, Switzerland and Spain, with further expansion planned. At that time, there were more than seventeen million registered Habbo characters worldwide with 2.3 million unique visitors each month (“Strong Growth”). The hotel contains thousands of private rooms and twenty-two public spaces, including a welcome lounge, three lobbies, cinema, game hall, café, pub, and an extensive hallway. Anyone can go to the Room-O-Matic and instantly create a free guest room. However, there are a limited number of layouts to choose from and the furnishings, which must be purchased, have be chosen from a catalog of fixed offerings. All rooms are located on one of five floors, which categorize them according to use (parties, games, models, mazes, and trading). Paradoxically, the so-called public spaces are more restricted and less public than the private guest quarters. The limited capacity of the rooms means that all of the public spaces are full most of the time. Priority is given to paying Habbo Club members and others are denied entry or are unceremoniously ejected from a room when it becomes full. Most visitors never make it into the front lobby. This rigid and restricted construction is far from Novak’s vision of a “liquid architecture” without barriers, that morphs in response to the constantly changing desires of individual inhabitants (Novak 250). Before entering the virtual hotel, individuals must first create a Lego-like avatar. Users choose a unique name for their Habbo (no foul language is allowed) and construct their online persona from a limited selection and colour of body parts. One of two different wardrobes is available, depending on whether “Boy” or “Girl” is chosen. The gender of every Habbo is easily recognizable and the restricted wardrobe results in remarkably similar looking young characters. The lack of differentiation encourages participants to treat other Habbos as generic “Boys” or “Girls” and it encourages limited and predictable conversations that fit the stereotype of male-female interactions in most chat sites. Contrary to Turkle’s contention that computer mediated communication technologies expose the fallacy of a single, fixed, identity, and free participants to experiment with alternative selves (15-17), Habbo characters are permitted just one unchangeable name, and are capable of only limited visual transformations. A fixed link between each Habbo character and its registered user (information that is not available to other participants) allows the hotel management to track members through the site and monitor their behavior. Habbo movements are limited to walking, waving, dancing and drinking virtual alcohol-free beverages. Movement between spaces is accomplished by entering a teleport booth, or by selecting a location by name from the hotel Navigator. Habbos cannot jump, fly or walk through objects or other Habbos. They have no special powers and only a limited ability to interact with objects in their environment. They cannot be hurt or otherwise affected by anything in their surroundings, including other Habbos. The emphasis is on safety and avoidance of conflict. Text chat in Habbo Hotel is limited to one sixty-one-character line, which appears above the Habbo, floats upward, and quickly disappears off the top of the screen. Text must be typed in real time while reading on-going conversations and it is not possible to archive a chat sessions or view past exchanges. There is no way of posting a message on a public board. Using the Habbo Console, shorter messages can also be exchanged between Habbos who may be occupying different rooms. The only other narratives available on the site are in the form of official news and promotions. Before checking into the hotel, Habbos can stop to read Habbo Today, which promotes current offers and activities, and HabboHood Happenings, which offers safety tips, information about membership benefits, jobs (paid in furniture), contest winners, and polls. According to Rheingold, a virtual community can form online when enough people participate in meaningful public discussions over an extended period of time and develop “webs of personal relationships” (Virtual Community 5). By restricting communication to short, fleeting messages between individual Habbos, the hotel frustrates efforts by members to engage in significant dialogue and create a viable social group. Although “community” is an important part of the Habbo Hotel brand, it is unlikely to be a substantial part of the actual experience. The virtual hotel is promoted as a safe, non-threatening environment suitable for the teenagers is designed to attract. Parents’ concerns about the dangers of an unregulated chat space provide the hotel management with a justification for creating a highly controlled social space. The hotel is patrolled twenty-four hours a day by professional moderators backed-up by a team of 180 volunteer “Hobbas,” or guides, who can issue warnings to misbehaving Habbos, or temporarily ban them from the site. All text keyed in by Habbos passes through an automated “Bobba Filter” that removes swearing, racist words, explicit sexual comments and “anything that goes against the “Habbo Way” (“Bad Language”). Stick to the rules and you’ll have fun, Habbos are told, “break them and you’ll get yourself banned” (“Habbo Way”). In Big Brother fashion, messages are displayed throughought the hotel advising members to “Stay safe, read the Habbohood Watch,” “Never give out your details!” and “Obey the Habbo way and you’ll be OK.” This miniature surveillance society contradicts Barlow’s observation that cyberspace serves as “a perfect breeding ground for both outlaws and new ideas about liberty” (“Crime” 460). In his manifesto declaring the independence of cyberspace from government control, he maintains that the state has no authority in the electronic “global social space,” where, he asserts, “[w]e are forming our own Social Contract” based on the Golden Rule (“Declaration”). However, Habbo Hotel shows how the rule of the marketplace, which values profits more than social practices, can limit the freedoms of online civil society just as effectively as the most draconian government regulation. Place your order Far from permitting the “controlled disruption” advocated by Landry, the hotel management ensures that nothing is allowed to disrupt their control over the participants. Without conflict and debate, there are few triggers for creative activity in the site, which is designed to encourage consumption, not community. Timo Soininen, the managing director of the company that designed the hotel, states that, because teenagers like to showcase their own personal style, “self-expression is the key to our whole concept.” However, since it isn’t possible to create a Habbo from scratch, or to import clothing or other objects from outside the site, the only way for members to effectively express themselves is by decorating and furnishing their room with items purchased from the Habbo Catalogue. “You see, this,” admits Soininen, “is where our revenue model kicks in” (Shalit). Real-world products and services are also marketed through ads and promotions that are integrated into chat, news, and games. The result, according to Habbo Ltd, is “the ideal vehicle for third party brands to reach this highly desired 12-18 year-old market in a cost-effective and creative manner” (“Habbo Company Profile”). Habbo Hotel is a good example of what Herbert Schiller describes as the corporate capture of sites of public expression. He notes that, when put at the service of growing corporate power, new technologies “provide the instrumentation for organizing and channeling expression” (5-6). In an afterword to a revised edition of The Virtual Community, published in 2000, Rheingold reports on the sale of the WELL to a privately owned corporation, and its decline as a lively social space when order was imposed from the top down. Although he believes that there is a place for commercial virtual communities on the Net, he acknowledges that as economic forces become more entrenched, “more controls will be instituted because there is more at stake.” While remaining hopeful that activists can leverage the power of many-to-many communications for the public good, he wonders what will happen when “the decentralized network infrastructure and freewheeling network economy collides with the continuing growth of mammoth, global, communication empires” (Virtual Community Rev. 375-7). Although the company that built Habbo Hotel is far from achieving global empire status, their project illustrates how the dominant ethos of privatization and the increasing emphasis on consumption results in gated virtual communities that are highly ordered, restricted, and controlled. The popularity of the hotel reflects the desire of millions of Habbos to express their identities and ideas in a playful environment that they are free to create and manipulate. However, they soon find that the rules are stacked against them. Restricted design options, severe communication limitations, and fixed architectural constraints mean that the only freedom left is the freedom to choose from a narrow range of provided options. In private cyberspaces like Habbo Hotel, the logic of the market rules out unrestrained many-to-many communications in favour of controlled commercial relationships. The liberating potential of the Internet that was recognized by Rheingold and others has been diminished as the forces of globalized commerce impose their order on the electronic frontier. Abstract:
Introduction One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney, is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Abstract:
One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). The twentieth was, from one perspective, the democratic century — a span of one hundred years which began with no fully functioning democracies in existence anywhere on the planet (if one defines democracy as a political system in which there is both universal suffrage and competitive elections), and ended with 120 countries out of 192 classified by the Freedom House think tank as ‘democratic’. There are of course still many societies where democracy is denied or effectively neutered — the remaining outposts of state socialism, such as China, Cuba, and North Korea; most if not all of the Islamic countries; exceptional states such as Singapore, unapologetically capitalist in its economic system but resolutely authoritarian in its political culture. Many self-proclaimed democracies, including those of the UK, Australia and the US, are procedurally or conceptually flawed. Countries emerging out of authoritarian systems and now in a state of democratic transition, such as Russia and the former Soviet republics, are immersed in constant, sometimes violent struggle between reformers and reactionaries. Russia’s recent parliamentary elections were accompanied by the intimidation of parties and politicians who opposed Vladimir Putin’s increasingly populist and authoritarian approach to leadership. The same Freedom House report which describes the rise of democracy in the twentieth century acknowledges that many self-styled democracies are, at best, only ‘partly free’ in their political cultures (for detailed figures on the rise of global democracy, see the Freedom House website Democracy’s Century). Let’s not for a moment downplay these important qualifications to what can nonetheless be fairly characterised as a century-long expansion and globalisation of democracy, and the acceptance of popular sovereignty, expressed through voting for the party or candidate of one’s choice, as a universally recognised human right. That such a process has occurred, and continues in these early years of the twenty-first century, is irrefutable. In the Gaza strip, Hamas appeals to the legitimacy of a democratic election victory in its campaign to be recognised as the voice of the Palestinian people. However one judges the messianic tendencies and Islamist ideology of Mahmoud Ahmadinejad, it must be acknowledged that the Iranian people elected him, and that they have the power to throw him out of government next time they vote. That was never true of the Shah. The democratic resurgence in Latin America, taking in Venezuela, Peru and Bolivia among others has been a much-noted feature of international politics in recent times (Alves), presenting a welcome contrast to the dictatorships and death squads of the 1980s, even as it creates some uncomfortable dilemmas for the Bush administration (which must champion democratic government at the same time as it resents some of the choices people may make when they have the opportunity to vote). Since 9/11 a kind of democracy has expanded even to Afghanistan and Iraq, albeit at the point of a gun, and with no guarantees of survival beyond the end of military occupation by the US and its coalition allies. As this essay was being written, Pakistan’s state of emergency was ending and democratic elections scheduled, albeit in the shadow cast by the assassination of Benazir Bhutto in December 2007. Democracy, then — imperfect and limited as it can be; grudgingly delivered though it is by political elites in many countries, and subject to attack and roll back at any time — has become a global universal to which all claim allegiance, or at least pay lip service. The scale of this transformation, which has occurred in little more than one quarter of the time elapsed since the Putney debates of 1647 and the English revolution first established the principle of the sovereignty of parliament, is truly remarkable. (Tristram Hunt quotes lawyer Geoffrey Robertson in the Guardian to the effect that the Putney debates, staged in St Mary’s church in south-west London towards the end of the English civil war, launched “the idea that government requires the consent of freely and fairly elected representatives of all adult citizens irrespective of class or caste or status or wealth” – “A Jewel of Democracy”, Guardian, 26 Oct. 2007) Can it be true that less than one hundred years ago, in even the most advanced capitalist societies, 50 per cent of the people — women — did not have the right to vote? Or that black populations, indigenous or migrant, in countries such as the United States and Australia were deprived of basic citizenship rights until the 1960s and even later? Will future generations wonder how on earth it could have been that the vast majority of the people of South Africa were unable to vote until 1994, and that they were routinely imprisoned, tortured and killed when they demanded basic democratic rights? Or will they shrug and take it for granted, as so many of us who live in settled democracies already do? (In so far as ‘we’ includes the community of media and cultural studies scholars, I would argue that where there is reluctance to concede the scale and significance of democratic change, this arises out of continuing ambivalence about what ‘democracy’ means, a continuing suspicion of globalisation (in particular the globalisation of democratic political culture, still associated in some quarters with ‘the west’), and of the notion of ‘progress’ with which democracy is routinely associated. The intellectual roots of that ambivalence were various. Marxist-leninist inspired authoritarianism gripped much of the world until the fall of the Berlin Wall and the end of the cold war. Until that moment, it was still possible for many marxians in the scholarly community to view the idea of democracy with disdain — if not quite a dirty word, then a deeply flawed, highly loaded concept which masked and preserved underlying social inequalities more than it helped resolve them. Until 1989 or thereabouts, it was possible for ‘bourgeois democracy’ to be regarded as just one kind of democratic polity by the liberal and anti-capitalist left, which often regarded the ‘proletarian’ or ‘people’s’ democracy prevailing in the Soviet Union, China, Cuba or Vietnam as legitimate alternatives to the emerging capitalist norm of one person, one vote, for constituent assemblies which had real power and accountability. In terms not very different from those used by Marx and Engels in The German Ideology, belief in the value of democracy was conceived by this materialist school as a kind of false consciousness. It still is, by Noam Chomsky and others who continue to view democracy as a ‘necessary illusion’ (1989) without which capitalism could not be reproduced. From these perspectives voting gave, and gives us merely the illusion of agency and power in societies where capital rules as it always did. For democracy read ‘the manufacture of consent’; its expansion read not as progressive social evolution, but the universalisation of the myth of popular sovereignty, mobilised and utilised by the media-industrial-military complex to maintain its grip.) There are those who dispute this reading of events. In the 1960s, Habermas’s hugely influential Structural Transformation of the Public Sphere critiqued the manner in which democracy, and the public sphere underpinning it, had been degraded by public relations, advertising, and the power of private interests. In the period since, critical scholarly research and writing on political culture has been dominated by the Habermasian discourse of democratic decline, and the pervasive pessimism of those who see democracy, and the media culture which supports it, as fatally flawed, corrupted by commercialisation and under constant threat. Those, myself included, who challenged that view with a more positive reading of the trends (McNair, Journalism and Democracy; Cultural Chaos) have been denounced as naïve optimists, panglossian, utopian and even, in my own case, a ‘neo-liberal apologist’. (See an unpublished paper by David Miller, “System Failure: It’s Not Just the Media, It’s the Whole Bloody System”, delivered at Goldsmith’s College in 2003.) Engaging as they have been, I venture to suggest that these are the discourses and debates of an era now passing into history. Not only is it increasingly obvious that democracy is expanding globally into places where it never previously reached; it is also extending inwards, within nation states, driven by demands for greater local autonomy. In the United Kingdom, for example, the citizen is now able to vote not just in Westminster parliamentary elections (which determine the political direction of the UK government), but for European elections, local elections, and elections for devolved assemblies in Scotland, Wales and Northern Ireland. The people of London can vote for their mayor. There would by now have been devolved assemblies in the regions of England, too, had the people of the North East not voted against it in a November 2004 referendum. Notwithstanding that result, which surprised many in the New Labour government who held it as axiomatic that the more democracy there was, the better for all of us, the importance of enhancing and expanding democratic institutions, of allowing people to vote more often (and also in more efficient ways — many of these expansions of democracy have been tied to the introduction of systems of proportional representation) has become consensual, from the Mid West of America to the Middle East. The Democratic Paradox And yet, as the wave of democratic transformation has rolled on through the late twentieth and into the early twenty first century it is notable that, in many of the oldest liberal democracies at least, fewer people have been voting. In the UK, for example, in the period between 1945 and 2001, turnout at general elections never fell below 70 per cent. In 1992, the last general election won by the Conservatives before the rise of Tony Blair and New Labour, turnout was 78 per cent, roughly where it had been in the 1950s. In 2001, however, as Blair’s government sought re-election, turnout fell to an historic low for the UK of 59.4 per cent, and rose only marginally to 61.4 per cent in the most recent general election of 2005. In the US presidential elections of 1996 and 2000 turnouts were at historic lows of 47.2 and 49.3 per cent respectively, rising just above 50 per cent again in 2004 (figures by International Institute for Democracy and Electoral Assistance). At local level things are even worse. In only the second election for a devolved parliament in Scotland (2003) turnout was a mere 48.5 per cent, rising to 50.5 in 2007. These trends are not universal. In countries with compulsory voting, they mean very little — in Australia, where voting in parliamentary elections is compulsory, turnout averages in the 90s per cent. In France, while turnouts for parliamentary elections show a similar downward trend to the UK and the UK, presidential contests achieve turnouts of 80-plus per cent. In the UK and US, as noted, the most recent elections show modest growth in turnout from those historic lows of the late 1990s and early Noughties. There has grown, nonetheless, the perception, commonplace amongst academic commentators as well as journalists and politicians themselves, that we are living through a ‘crisis’ of democratic participation, a dangerous decline in the tendency to vote in elections which undermines the legitimacy of democracy itself. In communication scholarship a significant body of research and publication has developed around this theme, from Blumler and Gurevitch’s Crisis of Public Communication (1996), through Barnett and Gaber’s Westminster Tales (2000), to more recent studies such as Lewis et al.’s Citizens or Consumers (2005). All presume a problem of some kind with the practice of democracy and the “old fashioned ritual” of voting, as Lewis et al. describe it (2). Most link alleged inadequacies in the performance of the political media to what is interpreted as popular apathy (or antipathy) towards democracy. The media are blamed for the lack of public engagement with democratic politics which declining turnouts are argued to signal. Political journalists are said to be too aggressive and hyper-adversarial (Lloyd), behaving like the “feral beast” spoken of by Tony Blair in his 2007 farewell speech to the British people as prime minister. They are corrosively cynical and a “disaster for democracy”, as Steven Barnett and others argued in the first years of the twenty first century. They are not aggressive or adversarial enough, as the propaganda modellists allege, citing what they interpret as supine media coverage of Coalition policy in Iraq. The media put people off, rather than turn them on to democracy by being, variously, too nice or too nasty to politicians. What then, is the solution to the apparent paradox represented by the fact that there is more democracy, but less voting in elections than ever before; and that after centuries of popular struggle democratic assemblies proliferate, but in some countries barely half of the eligible voters can be bothered to participate? And what role have the media played in this unexpected phenomenon? If the scholarly community has been largely critical on this question, and pessimistic in its analyses of the role of the media, it has become increasingly clear that the one arena where people do vote more than ever before is that presented by the media, and entertainment media in particular. There has been, since the appearance of Big Brother and the subsequent explosion of competitive reality TV formats across the world, evidence of a huge popular appetite for voting on such matters as which amateur contestant on Pop Idol, or X Factor, or Fame Academy, or Operatunity goes on to have a chance of a professional career, a shot at the big time. Millions of viewers of the most popular reality TV strands queue up to register their votes on premium phone lines, the revenue from which makes up a substantial and growing proportion of the income of commercial TV companies. This explosion of voting behaviour has been made possible by the technology-driven emergence of new forms of participatory, interactive, digitised media channels which allow millions to believe that they can have an impact on the outcome of what are, at essence, game and talent shows. At the height of anxiety around the ‘crisis of democratic participation’ in the UK, observers noted that nearly 6.5 million people had voted in the Big Brother UK final in 2004. More than eight million voted during the 2004 run of the BBC’s Fame Academy series. While these numbers do not, contrary to popular belief, exceed the numbers of British citizens who vote in a general election (27.2 million in 2005), they do indicate an enthusiasm for voting which seems to contradict declining rates of democratic participation. People who will never get out and vote for their local councillor often appear more than willing to pick up the telephone or the laptop and cast a vote for their favoured reality TV contestant, even if it costs them money. It would be absurd to suggest that voting for a contestant on Big Brother is directly comparable to the act of choosing a government or a president. The latter is recognised as an expression of citizenship, with potentially significant consequences for the lives of individuals within their society. Voting on Big Brother, on the other hand, is unmistakeably entertainment, game-playing, a relatively risk-free exercise of choice — a bit of harmless fun, fuelled by office chat and relentless tabloid coverage of the contestants’ strengths and weaknesses. There is no evidence that readiness to participate in a telephone or online vote for entertainment TV translates into active citizenship, where ‘active’ means casting a vote in an election. The lesson delivered by the success of participatory media in recent years, however — first reality TV, and latterly a proliferation of online formats which encourage user participation and voting for one thing or another — is that people will vote, when they are able and motivated to do so. Voting is popular, in short, and never more so, irrespective of the level of popular participation recorded in recent elections. And if they will vote in their millions for a contestant on X Factor, or participate in competitions to determine the best movies or books on Facebook, they can presumably be persuaded to do so when an election for parliament comes around. This fact has been recognised by both media producers and politicians, and reflected in attempts to adapt the evermore sophisticated and efficient tools of participatory media to the democratic process, to engage media audiences as citizens by offering the kinds of voting opportunities in political debates, including election processes, which entertainment media have now made routinely available. ITV’s Vote for Me strand, broadcast in the run-up to the UK general election of 2005, used reality TV techniques to select a candidate who would actually take part in the forthcoming poll. The programme was broadcast in a late night, low audience slot, and failed to generate much interest, but it signalled a desire by media producers to harness the appeal of participatory media in a way which could directly impact on levels of democratic engagement. The honourable failure of Vote for Me (produced by the same team which made the much more successful live debate shows featuring prime minister Tony Blair — Ask Tony Blair, Ask the Prime Minister) might be viewed as evidence that readiness to vote in the context of a TV game show does not translate directly into voting for parties and politicians, and that the problem in this respect — the crisis of democratic participation, such that it exists — is located elsewhere. People can vote in democratic elections, but choose not to, perhaps because they feel that the act is meaningless (because parties are ideologically too similar), or ineffectual (because they see no impact of voting in their daily lives or in the state of the country), or irrelevant to their personal priorities and life styles. Voting rates have increased in the US and the UK since September 11 2001, suggesting perhaps that when the political stakes are raised, and the question of who is in government seems to matter more than it did, people act accordingly. Meantime, media producers continue to make money by developing formats and channels on the assumption that audiences wish to participate, to interact, and to vote. Whether this form of participatory media consumption for the purposes of play can be translated into enhanced levels of active citizenship, and whether the media can play a significant contributory role in that process, remains to be seen. There are those who dispute this reading of events. In the 1960s, Habermas’s hugely influential Structural Transformation of the Public Sphere critiqued the manner in which democracy, and the public sphere underpinning it, had been degraded by public relations, advertising, and the power of private interests. In the period since, critical scholarly research and writing on political culture has been dominated by the Habermasian discourse of democratic decline, and the pervasive pessimism of those who see democracy, and the media culture which supports it, as fatally flawed, corrupted by commercialisation and under constant threat. Those, myself included, who challenged that view with a more positive reading of the trends (McNair, Journalism and Democracy; Cultural Chaos) have been denounced as naïve optimists, panglossian, utopian and even, in my own case, a ‘neo-liberal apologist’. (See an unpublished paper by David Miller, “System Failure: It’s Not Just the Media, It’s the Whole Bloody System”, delivered at Goldsmith’s College in 2003.) Engaging as they have been, I venture to suggest that these are the discourses and debates of an era now passing into history. Not only is it increasingly obvious that democracy is expanding globally into places where it never previously reached; it is also extending inwards, within nation states, driven by demands for greater local autonomy. In the United Kingdom, for example, the citizen is now able to vote not just in Westminster parliamentary elections (which determine the political direction of the UK government), but for European elections, local elections, and elections for devolved assemblies in Scotland, Wales and Northern Ireland. The people of London can vote for their mayor. There would by now have been devolved assemblies in the regions of England, too, had the people of the North East not voted against it in a November 2004 referendum. Notwithstanding that result, which surprised many in the New Labour government who held it as axiomatic that the more democracy there was, the better for all of us, the importance of enhancing and expanding democratic institutions, of allowing people to vote more often (and also in more efficient ways — many of these expansions of democracy have been tied to the introduction of systems of proportional representation) has become consensual, from the Mid West of America to the Middle East. The Democratic Paradox And yet, as the wave of democratic transformation has rolled on through the late twentieth and into the early twenty first century it is notable that, in many of the oldest liberal democracies at least, fewer people have been voting. In the UK, for example, in the period between 1945 and 2001, turnout at general elections never fell below 70 per cent. In 1992, the last general election won by the Conservatives before the rise of Tony Blair and New Labour, turnout was 78 per cent, roughly where it had been in the 1950s. In 2001, however, as Blair’s government sought re-election, turnout fell to an historic low for the UK of 59.4 per cent, and rose only marginally to 61.4 per cent in the most recent general election of 2005. In the US presidential elections of 1996 and 2000 turnouts were at historic lows of 47.2 and 49.3 per cent respectively, rising just above 50 per cent again in 2004 (figures by International Institute for Democracy and Electoral Assistance). At local level things are even worse. In only the second election for a devolved parliament in Scotland (2003) turnout was a mere 48.5 per cent, rising to 50.5 in 2007. These trends are not universal. In countries with compulsory voting, they mean very little — in Australia, where voting in parliamentary elections is compulsory, turnout averages in the 90s per cent. In France, while turnouts for parliamentary elections show a similar downward trend to the UK and the UK, presidential contests achieve turnouts of 80-plus per cent. In the UK and US, as noted, the most recent elections show modest growth in turnout from those historic lows of the late 1990s and early Noughties. There has grown, nonetheless, the perception, commonplace amongst academic commentators as well as journalists and politicians themselves, that we are living through a ‘crisis’ of democratic participation, a dangerous decline in the tendency to vote in elections which undermines the legitimacy of democracy itself. In communication scholarship a significant body of research and publication has developed around this theme, from Blumler and Gurevitch’s Crisis of Public Communication (1996), through Barnett and Gaber’s Westminster Tales (2000), to more recent studies such as Lewis et al.’s Citizens or Consumers (2005). All presume a problem of some kind with the practice of democracy and the “old fashioned ritual” of voting, as Lewis et al. describe it (2). Most link alleged inadequacies in the performance of the political media to what is interpreted as popular apathy (or antipathy) towards democracy. The media are blamed for the lack of public engagement with democratic politics which declining turnouts are argued to signal. Political journalists are said to be too aggressive and hyper-adversarial (Lloyd), behaving like the “feral beast” spoken of by Tony Blair in his 2007 farewell speech to the British people as prime minister. They are corrosively cynical and a “disaster for democracy”, as Steven Barnett and others argued in the first years of the twenty first century. They are not aggressive or adversarial enough, as the propaganda modellists allege, citing what they interpret as supine media coverage of Coalition policy in Iraq. The media put people off, rather than turn them on to democracy by being, variously, too nice or too nasty to politicians. What then, is the solution to the apparent paradox represented by the fact that there is more democracy, but less voting in elections than ever before; and that after centuries of popular struggle democratic assemblies proliferate, but in some countries barely half of the eligible voters can be bothered to participate? And what role have the media played in this unexpected phenomenon? If the scholarly community has been largely critical on this question, and pessimistic in its analyses of the role of the media, it has become increasingly clear that the one arena where people do vote more than ever before is that presented by the media, and entertainment media in particular. There has been, since the appearance of Big Brother and the subsequent explosion of competitive reality TV formats across the world, evidence of a huge popular appetite for voting on such matters as which amateur contestant on Pop Idol, or X Factor, or Fame Academy, or Operatunity goes on to have a chance of a professional career, a shot at the big time. Millions of viewers of the most popular reality TV strands queue up to register their votes on premium phone lines, the revenue from which makes up a substantial and growing proportion of the income of commercial TV companies. This explosion of voting behaviour has been made possible by the technology-driven emergence of new forms of participatory, interactive, digitised media channels which allow millions to believe that they can have an impact on the outcome of what are, at essence, game and talent shows. At the height of anxiety around the ‘crisis of democratic participation’ in the UK, observers noted that nearly 6.5 million people had voted in the Big Brother UK final in 2004. More than eight million voted during the 2004 run of the BBC’s Fame Academy series. While these numbers do not, contrary to popular belief, exceed the numbers of British citizens who vote in a general election (27.2 million in 2005), they do indicate an enthusiasm for voting which seems to contradict declining rates of democratic participation. People who will never get out and vote for their local councillor often appear more than willing to pick up the telephone or the laptop and cast a vote for their favoured reality TV contestant, even if it costs them money. It would be absurd to suggest that voting for a contestant on Big Brother is directly comparable to the act of choosing a government or a president. The latter is recognised as an expression of citizenship, with potentially significant consequences for the lives of individuals within their society. Voting on Big Brother, on the other hand, is unmistakeably entertainment, game-playing, a relatively risk-free exercise of choice — a bit of harmless fun, fuelled by office chat and relentless tabloid coverage of the contestants’ strengths and weaknesses. There is no evidence that readiness to participate in a telephone or online vote for entertainment TV translates into active citizenship, where ‘active’ means casting a vote in an election. The lesson delivered by the success of participatory media in recent years, however — first reality TV, and latterly a proliferation of online formats which encourage user participation and voting for one thing or another — is that people will vote, when they are able and motivated to do so. Voting is popular, in short, and never more so, irrespective of the level of popular participation recorded in recent elections. And if they will vote in their millions for a contestant on X Factor, or participate in competitions to determine the best movies or books on Facebook, they can presumably be persuaded to do so when an election for parliament comes around. This fact has been recognised by both media producers and politicians, and reflected in attempts to adapt the evermore sophisticated and efficient tools of participatory media to the democratic process, to engage media audiences as citizens by offering the kinds of voting opportunities in political debates, including election processes, which entertainment media have now made routinely available. ITV’s Vote for Me strand, broadcast in the run-up to the UK general election of 2005, used reality TV techniques to select a candidate who would actually take part in the forthcoming poll. The programme was broadcast in a late night, low audience slot, and failed to generate much interest, but it signalled a desire by media producers to harness the appeal of participatory media in a way which could directly impact on levels of democratic engagement. The honourable failure of Vote for Me (produced by the same team which made the much more successful live debate shows featuring prime minister Tony Blair — Ask Tony Blair, Ask the Prime Minister) might be viewed as evidence that readiness to vote in the context of a TV game show does not translate directly into voting for parties and politicians, and that the problem in this respect — the crisis of democratic participation, such that it exists — is located elsewhere. People can vote in democratic elections, but choose not to, perhaps because they feel that the act is meaningless (because parties are ideologically too similar), or ineffectual (because they see no impact of voting in their daily lives or in the state of the country), or irrelevant to their personal priorities and life styles. Voting rates have increased in the US and the UK since September 11 2001, suggesting perhaps that when the political stakes are raised, and the question of who is in government seems to matter more than it did, people act accordingly. Meantime, media producers continue to make money by developing formats and channels on the assumption that audiences wish to participate, to interact, and to vote. Whether this form of participatory media consumption for the purposes of play can be translated into enhanced levels of active citizenship, and whether the media can play a significant contributory role in that process, remains to be seen.
