Namibian ports are state-owned and have fallen behind in terms of port reform The ports are increasingly pressurised by port users and even more so by shipping lines for infrastructure investment and technological advancement without any guarantee of return on investments. Increased competition amongst ports as well as a shift in the balance of power to port users, demands of Namibia to review its port governance and ownership structure to ensure that the country remains responsive to the changing global marketplace contribute to these pressures. This study deals with the complexities associated with port reform and port competition. The paper presents a synthesis of literature on port governance models and port reform. In addition, this paper also presents an analysis of the port choice decisions made by port users and reviewed port reform case studies of two African ports. Drawing from the lessons in case studies, it is clear that various options of port reform have emerged over the years, each with its own strengths and weaknesses. The study further shows similarities in the objectives of port users when choosing a port but applying different strategies to achieve their objectives.

Abstract:
Many smaller ports in Cornwall and Devon (CAD) are situated in environmentally sensitive habitats and generate benefits for stakeholders and local communities. Such ports are often embedded in tourist based economies. Increasing environmental legislation is placing a strain on the resources of smaller ports making compliance a threat to profitability and thus the future of some ports and local economies. Over-reliance on environmental management systems (EMS) across the ports industry has predominated over the importance of holistic sustainability. This project develops and disseminates a port sustainability management system (PSMS) in CAD, assisting ports to plan marine and maritime operations more sustainably, to facilitate mitigation of potential risks, to increase knowledge and awareness of port sustainability, and to promote the adoption of a proactive stance towards sustainable port management. A constructivist philosophy suited a multiple methods research design which included ethnographic content analysis (ECA), statistical verification of qualitative coding, nine scoping interviews, and eight semi-structured interviews during the main phase of data collection. The seven Harbour Masters (HMs) in this phase represented all port governance types found in the UK. Charmaz’s grounded theory (GT) methodology guided the collection and analysis of primary data between August 2012 and February 2013 to create new theory using an inductive constructivist approach. Validation by fifteen of the thirty local HMs during industry testing revealed numerous advantages and benefits of deploying PSMS which is estimated to generate £50,000 worth of benefits per port annually, and £3,865,005 for the 15 participating ports over 5 years. A new model of smaller port sustainability has emerged. PSMS has eleven pillars of sustainability which underpin the spectrum of port operations. Within this model, each pillar is equally important in contributing to the overall sustainability of a port, and neglect of one could jeopardise sustainability overall and potentially cause a chain reaction with other pillars.

O Título desta tese também poderia ser: elementos e subsídios a um modelo de gestão e automação dos portos brasileiros. Isto porque o objetivo inicial era propor um modelo de gestão e automação dos processos portuários e esperava-se que a implantação do sistema ocorresse em tempo curto. O modelo que se desejava só estaria pronto depois de implantado e em operação, validando-o. Esse novo cenário possibilitaria a redução de custos logísticos e a utilização racional da malha de transportes, com o incremento da cabotagem e navegação interior, utilizando a Tecnologia da Comunicação e Informação para racionalização dos processos e simplificação das atividades dos agentes públicos e privados. Tal modelo proposto pode ser explicado pela necessidade em se obter um modelo que alcance a melhoria das operações portuárias, considerando o cenário tecnológico internacional, com o incremento da automação, no qual a tendência é a disseminação da troca eletrônica de dados (EDI). Experiências bem sucedidas nesse sentido podem ser constatadas em território nacional, como o sistema Supervia Eletrônica de Dados (SED), utilizado nos Portos de Santos e Rio de Janeiro. Deve ser considerada a avaliação da proposta do modelo SISPORTOS, desenvolvida pelo Departamento de Programas de Transportes Aquaviários (DEPTA), mais abrangente. Apesar de não implantado e não validado pela comunidade portuária, o modelo é apresentado a fim de subsidiar novas iniciativas e submetê-lo à prova. O foco desta tese é direcionado ao sistema de gestão portuária, sobretudo em relação àqueles que dependem do relacionamento entre os agentes, privados ou públicos, nos diversos âmbitos (municipal, estadual e federal).
This monograph could also be called by: elements and subsidies to a model of management and automation of the Brazilian ports, because its initial objective was to propose a model of the port processes. There was an expectation that the implantation of the system would occur in a short time. However, the desired model would only be ready after its implantation and being in operation. This new scene would make possible the reduction of logistic costs and the rational use of the mesh of transports, with the increment of the cabotage and inland navegation, using the Technology of the Communication and Information for rationalization of the processes and simplification of the activities of the public and private agents. Such model can be explained by the necessity of the improvement of the port operations, considering the international scenario of technology, with the increment of the automation , in which the trend is the dissemination of the electronic exchange of data (EDI Successful experiences in this direction can be evidenced in domestic territory, as the Supervia Electronic of data system (SED), used at the Ports of Santos and Rio de Janeiro. The evaluation of the model SISPORTOS proposal must be considered: it has being developed by the Departmento de Programas de Transportes Aquaviários (DEPTA). In spite of not being implanted and not being validated by the port community, the model is presented in order to subsidize new initiatives and to submit it the test. The focus will be given in the system of port management, over all in relation to that they depend on the relationship between the agents, private or public, in the diverse scopes (municipal, state and federal).

This report proposes a strategy for the development Port Alfred situated on the south east coast of the Province, South Africa. of cape The proposed development strategy takes cognisance of the importance of integrating development harmoniously with the environment. The study is not related to any particular development proposal but is rather a guide to future development and the identification of potential environmental hazards. Moreover, it could serve as a set of guidelines for land use planning and management at the urban scale anywhere in South Africa. The evaluation methods used are adapted from widely acceptable analysis techniques and include a combination of both the matrix and the overlay or "sieve" method which graphically analyses physical attributes. The study eminates from the Port Alfred Municipality's concern that demand for development could destroy the town's environmental quality and historical character which are seen as major tourist attractions. The report is divided into two sections, the first being to acquaint the reader with the area, it's constraints and potential. section 1 critically evaluates the existing physical, socio-economic and cultural environments of the town. The second part of the report (Section 2), combines the analysis of the physical and socio-economic environments into an Urban structure Plan and management proposals which provide a basis for the spatial management and control of future land use development proposals. The management proposals are based on the Integrated Environmental Management procedure advocated by the council for the Environment which is adapted to suit local conditions and includes the use of a three stage "proposal call" system which is seen to ensure an equitable balance between the demand for development, public participation and conservation of the town's biotic and abiotic environments. The "proposal call" system has been successfully employed in the United states of America for some years and was adopted by the cape Town city council in 1985 for disposing of council-owned land in a manner most acceptable to itself and the community. By combining both the principle of Integrated Environmental Management and the "proposal call" system Port Alfred should be assured of a future planning strategy which will both enhance development and promote environmental conservation thereby assuring the maintenance of environmental quality.

At Transnet National Ports Authority (TNPA), disagreement existed in terms of the role of human resources in performance management, which resulted in different role expectations and perceptions, often leading to conflict. An overview of existing literature reviewed that performance management was mostly presented from the view of line management, and that the role of human resources was not well defined. The purpose of this study was therefore to clarify the role of human resources in performance management, and with specific application at Transnet National Ports Authority. The purpose of performance management in Transnet is to influence each employee to perform optimally in his/her position by ensuring that each employee understands his/her role in the performance management process. A very important aspect of performance management is that it does not entail one activity only; it is part of the employee development life cycle in which the employee agrees with the manager on the expected performance of tasks, evaluation standards, tools required and important dates when performance will be formally discussed. The objectives of the study were achieved by means of a literature review. Following the literature review interviews were conducted with the Group Performance Manager, a line manager and a human resources practitioner at TNPA to get their views of performance management at TNPA and specifically of the role of human resources in performance management. The interviews, in addition to the literature study, also served as a basis for a survey questionnaire, which was used to probe the views of line iv management and human resources practitioners at TNPA on the role of human resources in performance management. The results of the interviews and the survey showed that performance management was not applied as a continuous and developmental process at TNPA, and that it was often perceived as punitive. The results also indicated that human resources at TNPA should be well versed in the use of the score card method and apply quality assurance in performance management. Recommendations were made for the role of line management and the role of human resources in performance management at TNPA, as well as for the relationship between the two parties.

Abstract:
The incidence and consequences of adolescent substance abuse for the health and well-being of adolescents, their significant others and society at large, have become an increasing concern. The early onset of substance use further enhances the potential for addiction, thus emphasizing the need for early identification and intervention. The literature and practice observations suggest that parental management, which includes parenting practices such as parental monitoring, clear rules about substance use and the modelling of protective, constructive behaviours, protects adolescents from the onset of substance use and interrupts the adolescent’s progression to substance abuse. This qualitative study aimed to explore and describe parental management of adolescent substance abuse in the Nelson Mandela Metropole. An exploratory- descriptive and contextual research design was employed in this study. Furthermore, non-probability purposive sampling, in conjunction with snowball sampling techniques, was employed to recruit parents who have or continue to manage their adolescents (between the ages of 13-18 years) substance abuse and the associated impact that it has of on the family in the past year. Semi-structured individual interviews were conducted with ten parents, and data collection ceased upon reaching data saturation. The generated data was analysed using thematic data analysis. The trustworthiness of the research process and the findings was enriched by engaging in a variety of data verification strategies. The following main themes emerged from the data analysis process: Participants’ perspective of adolescent substance use in their community; Participants’ experiences of their own child’s substance use; Impact of substance use on the family system; Participants’ perspective of their role in managing adolescent substance use; and, Participants’ support needs in relation to adolescent substance use. The findings contribute to a greater understanding of what parents require to effectively prevent and/or manage substance abuse by their adolescent children. The findings furthermore recommend preventive interventions at both primary and secondary level.

Due to scarce financial resources, over-stretched budgets, pressures for service delivery and the dynamic nature of local government, asset management plays a key strategic role in enhancing local municipal functionality and efficiency. Asset management is the management of physical assets, infrastructure, and immoveable assets. It is an evolving discipline that is enhanced by the understanding of asset conditions and performance. It improves decision-making within local government. Every year, local government announces millions of Rands’ worth of assets that are unaccounted for and that go missing in annual reports. It was the purpose of this study to assess the asset management function at the Nelson Mandela Bay Municipality (NMBM). The aim is to improve the management of moveable assets by investigating the following variables: strategic management of assets, knowledge management, governance, leadership, the impact of corruption and skills management. The approach to the study is a qualitative research paradigm with a case study methodology and an interview as a research instrument. The sample chosen comprised people from the top level of municipal management down to municipal asset controllers. The two forms of data that were collected in the study were primary data and secondary data. Primary data was collected from municipal workers and collated together for analysis purposes. Secondary data was gathered from library sources such as journals, books, conference papers, government acts, municipal policies and local newspapers. This data informed the interview questions. The interview strategy was chosen as the best way to conduct the empirical part of this research and was guided by an interview guide. The study found that there are operational defects in the way asset management is organised. This makes the function seem unimportant. The results also indicated a lack of staff members and skills shortages; such as management and computer skills. Indications are that theft, negligence, corruption and carelessness negatively impact the management of assets. Recommendations include the filling of vacant posts, tightening of internal controls, providing the necessary training and improving the asset management. The study makes a contribution to the current body of knowledge.

Ports are the backbone of the economy of countries endowed with shorelines and they spearhead foreign trade through the importation and exportation of goods to and from their domestic markets. The newly constructed Port of Ngqura will be the outlet for exports of semi-finished and finished goods produced in the Coega IDZ and will also receive raw material to be processed. Its position at the center of the world’s main trade routes, equidistant from American, European and the Pacific Rim regions makes the Coega IDZ the ideal location for any manufacturer adding value to raw materials, components and producing goods bound for the world markets. Traditionally the ports have been developed and operated by the government enterprises. Recently all these are changing in many countries all over the world, with more private participation in the development and operations of the ports. This evolution has entrusted Port Authorities in taking control over port planning, broad regulation of shipping and port operations, applying conventions, laws and rules. South Africa is no exception to these winds of change, hence the adoption of the new port bill in managing all ports in the country. The Port of Ngqura will then serve as a benchmark for all other ports, with a new management structure which will help the port to be efficient. The study addresses the model for the efficient strategic management of the Port of Ngqura. The model looks into placing the Port of Ngqura ahead of its competitors through efficiency in port management and operations. Efficient ports are catalysts, facilitators and attractors of international sea borne trade. Competitive efficiency is achieved by employing the best suited port equipments, facilities and technology to cater for customer’s needs and requirements. A successful port must be able to constantly adopt new roles in order to cope with the ever changing market environment.

ENGLISH ABSTRACT: Strategic management and planning is essential to local government. It provides the framework against which the quality of life of the community and economic development are supported by local government. The strategic plan is the framework used to determine whether local government supports the National Government's objectives in respect of the Reconstruction and Development Program and complies with the requirements of the legislation in respect of local government. The purpose of the research is a critical evaluation of the Port Elizabeth Municipality (PEM) strategic planning process. The aim is firstly to determine whether the PEM Strategic Plan is in compliance with the requirements of the Integrated Development Plan as prescribed by legislation, and secondly to determine whether both the PEM strategic planning process and the integrated development planning process are in compliance with the academic literature requirements of the conventional strategic planning process. The evaluation results in the formulation of conclusions and recommendations in respect of deficiencies that affect the success or failure of the PEM Strategic Plan. The research demonstrates that the determination of meaningful strategies in order to satisfy a specific objective is critical for the successful implementation of the PEM Strategic Plan. The deficiencies that were identified during the implementation phase of the PEM Strategic Plan, confirm the necessity of having in place an appropriate organisational structure and culture that supports the strategies. The research also indicates the necessity of having frequent and thorough communication of implementation results, human resource management and the buy-in and acceptance of the strategic process by motivated staff in order to promote the achievement of the vision and the mission statement of PEM.
AFRIKAANSE OPSOMMING: Strategiese bestuur en beplanning is van kardinale belang vir plaaslike owerhede. Dit verskaf die raamwerk waarvolgens die lewensgehalte van die gemeenskap verhoog en ekonomiese ontwikkeling deur die plaaslike owerheidsektor bevorder word. Die strategiese plan dien as die metingsraamwerk waarvolgens bepaal word of plaaslike owerhede die doelwitte van die nasionale regering se Heropbou en Ontwikkelingsprogram ondersteun en aan die vereistes van die wetgewing, wat daarop van toepassing is, voldoen. Die doel van die navorsing is 'n kritiese evaluasie van die Port Elizabeth Munisipaliteit (PEM) strategiese beplanningsproses. Eerstens word bepaal of die PEM Strategiese Plan voldoen aan die vereistes van die Geintegreerde Ontwikkelingsplan soos wat deur die " wetgewing voorgeskryf word, en tweedens of beide die PEM strategiese beplanningsproses en die geintegreerde ontwikkelingsbeplanningsprosesse voldoen aan die akademiese vereistes verbonde aan die konvensionele strategiese beplanningsproses. Die evaluasie lei tot die maak van gevolgtrekkings en aanbevelings ten opsigte van die leemtes en probleme wat die sukses of mislukking van die PEM Strategiese Plan beinvloed. Die navorsing toon dat die bepaling van verstaanbare strategiee, ten einde 'n spesifieke doelwit te bereik, van uiterste belang is vir die suksesvolle implementering van die PEM Strategiese Plan. Abstract:
Cashmere Forest is currently a production forest comprised of mostly radiata pine (c.85%), Douglas fir (c.5%) and some non plantation areas. The Port Hills Park Trust Board (PHPTB) is interested in purchasing Cashmere Forest for the purpose of creating a public forest park environment where forestry, indigenous biodiversity, recreation and the environment are goals of sustainable management. For this purpose this draft forest management (DFM) plan has been prepared. The preparation of the Cashmere DFM plan comprised three main components: 1. An economic analysis of the current plantation component of Cashmere Forest. 2. Preparation of a draft forest management plan which encompasses the management of plantation and non plantation areas. 3. Preparation of a geographic information system (GIS) for Cashmere Forest. Economic analysis evaluated clearfell, coupe (2 to 5 ha), and a mixture of coupe and continuous canopy management (CCM) as harvesting scenarios. The coupe CCM mix was recommended for implementation primarily as it best suited long term management goals for Cashmere Forest Park while also returning modest value (NPV $561, 966). Normal cashflow analysis was also used to analyse cashflow over the first thirty years of operation from 2007. Under coupe/CCM, accrued profit does not become permanently positive until around 2019 due to initial infrastructure costs. Accrued revenue culminates at around 4 million after 30 years. This figure may drop following implementation of high pruning, alternative growth models and indigenous restoration. The Cashmere DFM plan begins with the 200 year vision which sees a Forest Park ecosystem that achieves production, environmental, ecological and recreational goals appropriate to its Port Hills location. Production forestry is practiced through the selective harvesting of a range of naturally regenerated exotic and restored indigenous species. Landscape, soil and water resources are sustainably managed through the retention of a mixed forest canopy. The forest park has been significantly augmented with indigenous flora and fauna typical of the Port Hills and ecologically significant areas are managed specifically for their indigenous biodiversity. Park recreational users are enjoying ongoing utilisation of a unique Canterbury landscape. Plantation forest management involves coupes of between 2 to 5 ha which will be harvested with cable or ground based systems with areas split approximately 50:50 between the two. Cable harvesting will be carried out with a swing yarder system with ground based operations carried out with track skidders. CCM will be carried out on a trial basis in three compartments. Re-establishment of plantation areas will aim towards occupying around 58% of Cashmere Forest, comprised of areas of radiate pine 65%, radiata pine/eucalypt 24%, Douglas fir/eucalypt 5% and Alternative species 6%. Non plantation areas are identified as either bluff, track or clearing. Within each area there may be one or more vegetation type including tussock grassland, mixed shrubland, rock association and any mixture of the three. It is proposed that the non plantation area will eventually increase to include riparian buffers 31%, restored native 55%, bluff 10% and track 4% areas, reflecting the long term vision of increased native areas in Cashmere Forest. Monitoring of forest operations, restoration, recreation and management progress will be integral to the successful implementation of the Cashmere DFM plan. A database of information will be created to allow periodical reviews of processes and predictions and reconciliation of costs and revenues associated with the management of Cashmere Forest. Periodical reviews will also be undertaken by an independent management advisory group who can liaise with the project manager of Cashmere Forest Park to discuss issues and aid planning and ensure the successful establishment of this unique park resource.

Dans de nombreux réseaux, la régulation efficace du transfert d'énergie entre les sous-systèmes de production, de stockage et d'utilisation demeure un sujet difficile à traiter. Dans cette thèse on a proposent une nouvelle stratégie pour atteindre cet objectif, ainsi que sa mise en œuvre. Le dispositif est appelé routeur d'énergie dynamique (RED), parce que, contrairement à la pratique actuelle, l'asservissement de l'écoulement de puissance se fait sans s'appuyer sur des hypothèses stationnaire. Une hypothèse clé pour le bon fonctionnement du RED est que la dissipation du système est négligeable. Toutefois, en présence de pertes en ligne le RED initial n'est plus opérationnel, car il est base sur l'hypothèse clé de non dissipation des interconnections. Dans ce travail, un nouveau RED prenant en compte la présence de pertes est proposé. Des preuves de l'amélioration des performances sont présentées en simulation comme en expérimentation. Un complément de ce travail a été réalisée sur l'estimation des paramètres d'une pile à combustible du type Polymer Exchange Membrane (PEM) dans le but de concevoir un estimateur convergeant sur un grand domaine (convergence globale). Ce dernier utilise des principes d'immersion et d'invariance développés récemment dans la théorie des asservissements
Efficient regulation of the energy transfer between generating, storage and load subsystems is a topic of current practical interest. A new strategy to achieve this objective, together with its corresponding power electronics implementation, was recently proposed in this thesis work. The device is called dynamic energy router (DER) because, in contrast with current practice, the regulation of the direction and rate of change of the power flow is done without relying on steady–state considerations. A key assumption for the correct operation of the DER is that dissipation in the system is negligible. Unfortunately, in the presence of dissipation the original DER ceases to be operational. In this thesis a new DER that takes into account the presence of losses is proposed. Simulation and experimental evidence of the performance improvement with the new DER are presented. As a complement of this work a global convergent estimator of parameters of Polymer Exchange Membrane Fuel Cell (PEMFC) was designing by using the principles or “Immersion and Invariance” recently reported in control theory

The purpose of this study is to investigate how changes in fueling strategy in the second cycle of engine operation influence the delivered charge fuel mass and engine out hydrocarbon (EOHC) emissions in that and subsequent cycles. Close attention will be paid to cycle-to-cycle interaction of the fueling strategy. It is our intent to see if residual fuel from each cycle has a predicable influence on subsequent cycle's charge mass and EOHC emissions. The fast flame ionization detector is employed to measure both in-cylinder and engine out hydrocarbon concentrations for various cold start strategies. The manufacturer's original fueling strategy is used as a starting point and is compared to a "in-cylinder fuel air ratio (Phi) [approx.] 1" case (a fueling strategy that results in an in-cylinder concentration of approximately stoichiometric for each of the first five cycles) and to a number of cases that are chosen to illustrate cycle-to-cycle mixture preparation dependence on second cycle fueling. Significant cycle-to-cycle dependence is observed with the change in second cycle. A fueling deficit in cycle two has a more pronounce effect on future cycles delivered charge mass than a fueling surplus while a fueling surplus in cycle two has a more pronounce effect on future cycles charge mass than a fueling deficit.

Abstract:
This study focused on exploring and finding the ideal performance management system suitable for the South African Broadcasting Corporation by establishing an understanding of employees’ experiences and perceptions of the previous and a proposed performance management systems and their value to SABC employees. This was done by eliciting how employees see, make sense of and interpret their everyday experiences of performance management systems, in order to develop a more suitable inclusive performance management system. A qualitative study was used to seek answers to the research questions. A focus group interview was selected for data collection. The data was analysed according to guidelines indicated and proposed by Creswell (1998:147-148). The researcher made use of convenience sampling to select 45 participants in 5 groups for the focus groups. One group consisted of managers/supervisors, and the other four groups were employees from four different business units. Participants were guaranteed confidentiality. Credibility, transferability, dependability and conformability were used as the main components in the model, to determine the truth-value of the study. Findings indicated that there was a fair understanding of the previous performance management system but there had been poor implementation of the system. The participants concurred that the previous performance iv management systems in the organisations were not adding any value to their lives. They pointed out that there was no reward in place for high performers and no action taken for non-performers, and this impacted negatively on how implementation was perceived and experienced. The recommendations are that the revised performance management system should have a stronger emphasis on effective management, monitoring, feedback and reward. Furthermore, the system should close the current gaps of reward for high performance and correction of low performance. It was further concluded that for a performance management system to be effective, it should incorporate updated job descriptions, performance measures and standards, as well as evaluator training and guidelines for improvement, employee input, compensation and/or rewards.

The study is about evaluating supervisor performance at Transnet Port Terminals (TPT) and the impact it has in the business world in general. The aim of the study was to evaluate the quality of supervisors at Transnet Port Terminals (TPT) in the Eastern Cape. The sample size of 43 supervisors working at TPT from different departments like operations, planning, key accounts and procurement participated in the study. The sampled supervisors are between the ages of 20 and 59 years and was composed of females and predominantly males. The data was gathered through a questionnaire that was designed particularly to address the lack of quality of supervisory support at TPT. The response from respondents were tied to themes that were constructed, which are: (a) organisational goals; vision and management competencies; (b) communication; (c) performance cycle-setting of goals; (d) supervisor/supervisee performance conversation; and (e) supervisory development programme. The literature gathered and deliberated on in the literature review emanate from different authors in the form of books, journals and treatises. The empirical results were linked to theories gathered from different authors. Research findings were used to curb the issues identified, which will be beneficial to both TPT and its employees. The recommendations were submitted to the company to look at developing an in-house supervisory programme, capacity building internally and creating platforms for effective communication.

Abstract:
The research employs an adaptive cross-disciplinary research strategy in an industrial example to address port facilities’ inability to assess whether their security systems are efficient. The research combines a twin-pronged approach of first, adapting Markowitz (1952) theory of portfolio selection from the field of finance to maritime port security to examine each port facility’s security systems as a portfolio; and secondly, through portfolio optimization to construct the optimum theoretical portfolio of security systems drawn from a number of different port facilities owned by Dubai Ports World. The research builds on the existing literature and proposes new definitions of security, port security, port security risk and port security risk management. The research also develops a model of port security risk based on Willis et al’s (2005) definition of terrorist risk. Furthermore, the research builds on the work of Gleason (1980) and examines terrorist attacks on ports and on shipping in ports between 1968 and 2007 and shows, using the Kolmogorov-Smirnov test, that they follow a Poisson distribution. The contribution which the research makes is in terms of adapting Markowitz (1952) theory to the port security environment; and the modelling and measurement of the impact of the introduction of new port security technology, changes in background port security threat levels and for the planning of port security in Greenfield sites. Furthermore, the adaptive approach of the research is generalisable to all nodes in the supply chain and is not limited to port facilities alone.

The media and the Government have voiced their feelings against micro-lenders, which they refer to as “abomashonisa”. The cry has been that they enslave the poor making their lives unbearable. The fact of the matter is that it is not only the poor who find themselves slaves to the micro-lenders. The educated with better paying jobs than the poor, including teachers are also micro-lending clients. This prompted the researcher to investigate the financial management competencies of teachers. Although teachers are better paid than the poor, the manner in which they conduct their financial affairs will determine whether they live like the poor or not. Even for the poor, poor financial management skills is one of the important factors that cause them to be enslaved by micro-lenders. To meet the dissertation’s aims a literature study focusing on the origin and the development of micro-lending in South Africa and the financial management acumen of teachers in South Africa, was conducted. An empirical study was then undertaken to investigate the financial management competencies of teachers in Port Elizabeth. Based on the information obtained from the literature study and the results from the empirical survey, various recommendations and conclusions were made.

When maintaining and configuring systems for Automatic Meter Reading (AMR) it is important to have access to powerful tools for on-site management of the connected metering devices. These tools include mobile phone applications which allow system operators to directly manage the devices through the physical interfaces they expose. This thesis report explores and describes the implementation of an application, the problems and choices which arose while developing it, like choice of platform and communication protocols. The result is an Android application that is capable of setting up communication variables on the metering devices and reprogram them with new firmware, amongst many other features.

O fenômeno da globalização provocou maior integração entre as nações influenciando o fluxo de comércio e de capitais de forma a intensificá-los. Nesse contexto, os portos figuram como importantes elementos de desenvolvimento econômico do país por serem as principais portas de entrada e saída do fluxo do comércio internacional, tornando-se estratégicos para o crescimento econômico local. Dessa forma, torna-se importante para o setor que os portos sejam eficientes e competitivos, seja nos aspectos das operações portuárias como nos custos das operações. Isso porque as tarifas portuárias, juntamente com outros fatores operacionais e geográficos, são fundamentais no processo de escolha do porto pelos seus clientes. Apesar disso, pouco se tem pesquisado acerca do desempenho econômico-financeiro dos portos e seus impactos no custo das operações portuárias, levando a processos de tomada de decisão sem boas bases de informação a respeito da economicidade das operações, como por exemplo, as decisões de formação das tarifas portuárias. Adicionalmente, isso dificulta a tomada de decisões sobre os processos e melhoria contínua como forma de melhorar o posicionamento competitivo. Este trabalho apresenta a proposição de um modelo de gestão econômico-financeira para portos, apoiado nas estruturas conceituais existentes na literatura e aplicado em uma Autoridade Portuária. O modelo é composto de quatro fases com base no conceito do ciclo PDCA (Plan-Do-Check-Act): i) planejamento (Plan) – onde acontece o alinhamento dos objetivos com o Plano Mestre do porto; ii) desenvolvimento (Do) – onde é realizada a estratificação do porto em processos que são analisados e avaliados em sua economicidade pela implementação de um modelo de custeio baseado em atividades (Activity-Based Costing); iii) controle (Check) – onde são construídos indicadores para controle e avaliação dos processos e; iv) avaliação (Act) – onde as informações geradas são avaliadas para tomada de decisão e possibilitam a revista ao modelo para uma revisão se necessário. Esse modelo foi aplicado parcialmente em uma Autoridade Portuária, sendo implementadas a primeira e a segunda fase, em função do tempo disponível e necessidades específicas da organização. Durante a aplicação foi possível analisar e avaliar os processos portuários do porto em estudo, identificando as potenciais oportunidades de melhoria capazes de reduzir os custos das operações e a possibilidade de implementar processos mais eficazes, contribuindo assim, no posicionamento competitivo do porto.
The globalization phenomenon boosted to greater integration among nations and intensified flow of trade and capitals. In this context, ports appear as country’s important economic development elements because they are main gateways for international trade flow, becoming strategic for local economic growth. Thus, it is important for the sector that ports be efficient and competitive, both in the aspects of port operations and the operations costs. That is because the ports tariffs, along with other operational and geographic features, are fundamental to clients in the process of choosing a port. Despite this, there is little research about the ports’ economic-financial performance and its impact in port operation costs, leading to decisions-making without information about operation cost-benefit ratio, for example, the establishment port tariffs. Additionally, this makes decision-making difficult considering the process and the continuous improvement as ways to competitiveness improve. This research shows an economic-financial management model proposition to the ports, based on the literature conceptual structures and applied a Port Authority. The model is composed of four phases according to the PDCA cycle (Plan-Do-Check-Act): i) planning (Plan) — where the goals are aligned to the Port Master Plan; ii) development — where the processes are stratified, analyzed and assessed of cost-benefit ratio by an Activity-Based Costing model; iii) control (Check) — where indicators to control and to assess of the processes are created and; iv) assess (Act) — where the information is assessed to decision-making enabling us to review the model. The model was partially applied a Port Authority and had the first and second phases implemented, given the time availability and the organization specific needs. During the application, it was possible to analyze and evaluate the port processes identifying potential opportunities for improvement capable of reducing the costs of operations and the possibility of implementing more efficient processes in the competitive positioning of the port.

This study was intended to provide an analysis of the merger process of the Port Elizabeth Technikon on the basis change management models available according to theory. Before this discussion could ensue, it became necessary that the concept of change management be defined in detail so as to create a common basis of understanding in dealing with the change management models. There are various models that considered for discussion, namely the Lewin’s change model, the Hayes and Hyde’s change model, the Cummings and Worley’s change model and the Anderson and Anderson’s change process model. It was established that all available change models were based on the works of the Lewin’s change model. It was the Anderson and Anderson model that was found to more comprehensive in term of the various consideration it brought forward to the change manager or changing organization for consideration. Following the discussion on change models, a discussion of the research methodologies available followed. A survey methodology was decided to be appropriate for this study. An e-mail postal survey was decided as the appropriate process. The beauty of the e-mail postal survey was that it combined the benefits of personal and postal surveys. The Anderson and Anderson change model was used as a basis for devising questions in the questionnaire. The empirical study revealed that communication, consultation and resistance to change were not dealt with appropriately and as such staff morale had been greatly sacrificed. Be that as it may, it suffices to say that there is still chance to make things right. Top management needs to strengthen communication, consultation and feedback mechanisms. Secondly top management needs to establish a training and coaching program and a system for identifying and rewarding best performance. Opportunities for celebrating short-term victories should not be passed on since these enhance a sense of success and victory. The organization also needs to develop a system for harnessing new learning that will inform new ways of doing things which will become the cornerstone of the new culture.

Abstract:
The World Health Organisation (WHO) declared tuberculosis (TB) a global emergency, and this infectious disease remains a health threat by being the leading cause of death amongst adults (Naidoo, Dick & Cooper, 2008:55). In 2005, South Africa was ranked seventh in the world for having the highest TB rate and the lowest TB success rate in the world. As a professional nurse involved in the tuberculosis programme at a clinic in the Nelson Mandela Bay Municipality at local government level for approximately three years, the researcher observed that the morale of professional nurses who provide TB services appeared to be low. They also appeared to be frustrated because they feel that they are not winning the battle with regard to the TB epidemic in their communities irrespective of their efforts to try and curb the spread of the disease. The extent of the workload per person also appeared to add to the low morale and frustration of the professional nurses rendering TB health services because they feel that they are unable to manage everything. The objectives of the study were therefore to explore and describe how professional nurses experienced the management of health services being rendered to TB patients in Sub district B of the Nelson Mandela Bay Municipality (NMBM) in order to make recommendations that could be used by the district manager to address the research findings. The research study was based on a qualitative, explorative, descriptive and contextual research design. The research population consisted of all professional nurses who worked in the TB services of Sub district B. Non-probability, purposive sampling was used to select the participants for the study. Seven in-depth and three follow-up interviews were conducted before data saturation was achieved. The data gathered during the interview process by the researcher were transcribed and coded by an independent coder using Tech’s model for data analysis. Ethical considerations were adhered to throughout the research study. The aspect of trustworthiness according to Guba’s model was implemented in the research study and included credibility, applicability, consistency and neutrality. iii One theme, two sub themes and categories were identified relating to the diverse experiences expressed by the participants relating to the management of health services being rendered to TB patients. The experiences expressed by the professional nurses included both negative and positive experiences. The negative experiences expressed by the participants were for example, a lack of resources as hampering adequate service delivery, a concern regarding the number of staff contracting TB due to a lack of infection control measures, a difference in conditions of service between the two local authorities and the DOTS supporters as being a threat to patient confidentiality. The positive experiences expressed by the participants included experiences relating to job satisfaction in rendering TB health services, the DOTS supporters as being supportive to the staff, the TB meetings serving as an appropriate platform for problem solving and the audits conducted by managers as being remedial. The study concludes with recommendations made with regard to the areas of nursing practice, education and research.

Waste management is a growing concern in rapidly urbanizing developing countries and Haiti is noexception. Excessive amounts of improperly discharged waste endangers unique tropical environment, appears to bea reason of fast spread of epidemic diseases, increases risk of floods during the hurricane season and contributes toclimate change. Due to various historical, economic, natural and socio-political reasons, public sector of Haitianstate is not able to provide decent waste management service. Public-private partnerships are a highly-advocateddevelopmental tool for involvement of private sector in delivery of public service, relocation of stress fromgovernment budgets, privatization and decentralization. The study was conducted in order to suggest an option ofPublic-Private Partnership project that would suit the context of Haiti. In compliance with the principles ofsustainable development and in order to increase energy self-sufficiency, waste-to-energy approach is considered asa suitable option for waste management delivery. Public-Private Partnership is understood as a social system,models of partnership are created with the use of system theory approach. Theoretical base is complemented withthe concept of PPP and Waste Management Theory. This descriptive single case-study is a examining the choice oftechnology for energy recovery from waste, degree of privatization and general problematic issues that might occurduring the implementation of the project in the context of Haiti. Small-scale anaerobic digestion through concessioncontracting with service providers was picked up as the most favorable option after the analysis of surveys amongqualified experts, local citizens and literature review on the matter. It was also concluded that lack of publicmanagement capacity is a major obstacle for implementation of public-private partnership for waste management inthe context of Haiti.

Conflict is evident in many spheres of life, however this study concentrated more specifically on conflict relating to organisations. Organisational conflict is seen “as any social collectivity, organisations such as private sector companies, government departments, schools and universities, non-governmental organisations, and political parties all experience internal conflict in varying degrees” (Bradshaw, 2008: 22). Each individual coming into a workplace has created his or her own set of challenges especially in the brutal arena of business. Conflict has destructive and productive qualities that can diminish or elevate processes within an organization (Stone, 1999). If it is not harnessed properly or dealt with in the correct manner, it can damage the reputation of a business; resulting in its downfall and this in turn contaminates and affects peripheral businesses associated with the organisation downstream. This study explored the following key aspects: Background of organisational conflict and its management; Background of the organization; Whether these two areas mentioned above can work together to create a cost effective and efficient outcome when dealing with conflict. The research adopted a mixed method approach with predominant focus on qualitative research methodology. The main focus of this study was conflict management within organisations and to probe and determine whether companies see the need to employ the field of conflict management as a strategy in times of fluctuating dispositions. It is evident that the organisation may not be fully aware or make use of alternative conflict resolution strategies and that the main causes of conflict can be eliminated such as poor communication, ill-defined job descriptions and objectives and differing of opinions. The need to employ alternative methods of conflict management may be emphasised by looking at the costs that conflict produces and the use of limited vital resources and the loss of human capital.

This treatise examines the discursive management of homework practices in three primary schools in Nelson Mandela Bay. Grade four is focused on as it is hoped that at this stage of their schooling, the learners are receiving homework and are familiar with the concept. The three schools are from differing social, historical, political and economic backgrounds. The schools chosen are a former model C school, a ‘Coloured’ school and a ‘Township’ school. These three diverse schools have been selected to identify the dominant Discourses that inform the homework practices. The eventual effect of these Discourses on the learners is also included. The material and personal effects on the learners is discussed. The prevalent Discourses on homework in the model C school, work to produce disciplined subjects who are able to ‘self govern’ and thereby succeed in society. At school’s B and C the dominant Discourses are of a deficit nature. These discursively position the learners as victims and subjects who are unable to manage their academic and private selves, as a result of their circumstance. While the staffs at schools B and C appear to be well intentioned, this abovementioned deficit model is perpetuated by their talk. These principals and teachers need to become aware of the power that their discursive formations contain and the impact thereof. A qualitative methodology is adopted in this study. Three different methods of data collection are employed in order to promote triangulation and thereby increase the validity of the findings. Discourse and Critical Discourse analysis provide the tools with which to analyse and draw conclusions from the gathered data.

Since the study on the Port Alfred/Kenton-on-Sea/Boknes linefishery by Hecht and Tilney (1989) there have been substantive changes to the linefish management environment in South Africa. Using the Port Alfred linefishery as a model, the aim of this study was to evaluate the effectiveness of the linefish management regulations that were implemented by Marine and Coastal Management (MCM) since 1992, and to assess the behaviour and 'status' of the fishery in response to these changes. Changes to both the licensing structure and catch regulations have had a significant effect on the functioning of many aspects of the Port Alfred linefishery (fishing effort, catch composition, cpue) as well as on the structure of the fishery and its socio-economic profile. Overall commercial cpue decreased from 1985 to 1998. Since 1998 there has been a significant increase in cpue (from 2.3 Kg.fisher⁻¹ hour⁻¹ to a peak of 4.8 Kg.fisher⁻¹.hour⁻¹ in 2005. This was attributed to good catches of geelbek, particularly in 2005, 2007 and 2008 (during these years geelbek contributed an average of 35% to the total landings in comparison to a mean contribution of II % between 1985 and 2004). However, size spectra analysis suggests that the increase in overall cpue since 1998 misrepresents the actual status of the fishery. If geelbek is excluded from the analysis on the grounds that it is the only species in the fishery that is highly migratory, susceptible to recruitment fluctuations and it does not contribute to the catches on a year round basis, then the results suggest that the fishery is still in a declining phase despite the 80% reduction in commercial effort and numerous stricter catch regulations (e.g. size/bag limits). Furthermore, the cpue of silver kob, which has been the "mainstay" species of the fishery, has consistently declined over the last 23 year period (from 1.69 Kg.fisher⁻1 .hour1 in 1986 to 0.86 Kg.fisher⁻1.hour⁻1in 2007). The substantial reduction in commercial effort in the fishery from 33 vessels in 2001 to 13 in 2002 resulted in a shift from commercial to recreational fishing. The number of active commercial vessels in Port Alfred alone decreased from 29 in 1989 (Hecht 1993) to four in 2008. During the same timeframe, the number of regularly active recreational vessels had almost doubled (16 in 1989 to 26 in 2008). Despite the greater number of recreational boats in the fishery they only landed approximately half the average yearly tonnage of the commercial vessels (21,5 and 44,7 tonnes,annum-I , respectively) between 2006 and 2008, This was ascribed to the differences in catch regulations for the two sectors, Furthermore, it was speculated that increasing operating costs and narrowing profit margins have contributed to lower levels of compliance in both the commercial and recreational sectors since 2006, For example, 16% of silver kob landed during 2006-08 were under the minimum size, Despite the changes made to the regulations since 1998 and the 60,6% reduction In legislated commercial effort in the fishery between 2001 and 2002 it was concluded that the fishery has continued to decline, Except for the good recruitment of geelbek (which may be due to regulatory changes made in 1992) the changes in the management environment have had no measurable positive effect on this fishery, It is recommended that commercial effort should not be allowed to increase beyond the current number of active boats, that there should be an area restriction on all commerciallinefish vessels, that the current recreational bag limit for silver kob should be re-assessed, there should also be a concerted and nationally funded effort to educate recreational anglers about the merits of catch and release, and the frequency of catch inspections of both sectors should be increased,

1.1 MAIN PROBLEM A major concern in South African schools, especially in the disadvantaged areas, is the absence of effective leadership. Problems such as a lack of planning, an absence of vision, unfair resource allocation and feelings of uncertainty indicate a lack of meaningful leadership within the schools (Sterling and Davidoff, 2000:5). South Africa currently lacks a coherently explicit policy for the in-service training of school leaders. Until recently there has been no literature specifically addressing the problems school leaders face in black schools, no black professional organization for black school leaders, few opportunities for the discussion of ideas between departments, and few opportunities for training both before and after taking up a leadership position (Taylor and Tsukudu, 1995:111). The types of skills needed by School Management Teams(SMTs) for the effective management of schools depend on factors such as the needs of individual senior management members, the schools, the education system, the existing expertise of SMT members and their previous training. The purpose of skill development is to help develop and improve both the individual and the team performance of leaders responsible for managing schools in order to improve the functioning of schools(Mashinini and Smith,1995:133-135). In a growing number of developed and developing countries, a need for the more effective management of schools is becoming more important. Good management is regarded as essential if resources, both human and material, are to be used to maximum benefit so that schools make a valuable contribution to the economic and social well-being of societies (Taylor and Tsukulu, 1995:108). According to Sterling and Davidoff (2000:3), South African education is in a process of reconstruction and change. For those involved in education, the context feels unstable and at the point of delivery, the school, pressure is experienced. In addition to these problems, the socio-economic conditions result in many learners expecting not to be employed after completing their studies. This contributes to a feeling of despondence and demotivation amongst learners, which is often expressed in absenteeism, and a lack of commitment to their own education. Since 1996, reports by people in educational authority have confirmed a need for proper management training for managers in the South African educational system. In the past managers have been appointed to managerial positions such as head of department (HOD), deputy principal and principal without proper prior training. They have had to learn through trial and error and have made mistakes in the process. This situation is considered as neither inductive nor productive to a culture of teaching and learning (Deventer and Kruger, 2003:62). A study conducted by Steyn (1998:131-137) concluded that in the new South African dispensation, principals need to work closely with their first line managers in order to perform their 2 functions effectively. Steyn is of the opinion that a participative orientation in schools will be more effective than a centralized hierarchical orientation. The picture described above concerning the South African system and problems currently faced by teachers depicts a difficult environment which will not change overnight and one which requires effective intervention measures. This leads to the following problem, which will be addressed by this research. What management development skills do SMTs need to enhance their ability to manage schools effectively?.

This thesis examined the manifestations of the various forms of racism in a South African institution of higher learning, the Nelson Mandela Metropolitan University (NMMU). The study further attempted to confront racism from the perspective of finding ways in which human relations of a diversified higher education population could be improved. As the issue at hand in this study relates to racism, critical race theory (CRT) was explored in an attempt to understand different perceptions and ways of dealing with racial inequality. CRT recognizes the complexities of racism and the construction of race as a way of justifying political, economic and social inequality (Stovall, 2006:247). This understanding played a role in making sense of perceived racial discrimination which is also connected to gender, age and social class. CRT conceptual tools, such as stories and counter stories featured strongly in the data collection process. Understanding the relationships of power, race and racism, as advocated by CRT, was vital in the process of analyzing data, reporting on the findings, and the proposed recommendations. The empirical data and literature provided insight in the design of a ‘Wheel of Humanity’ which serves as a succinct portrayal of ideas that can work in nurturing acceptable, to better, human relations. The study revealed that Meta-stereotypes influenced the perceptions of racist attitudes, behaviours and practices. As much as overt forms of racism were reported as minimal, subtle and implicit forms still exist, and are aggravated by the ‘culture of power’ that is taken for granted. The success of initiatives designed for the purposes of going beyond race, and adopting a humane approach in instilling the principles of ubuntu, depends on changing attitudes and preconceived ideas.

As the business environment is increasingly subjected to fast changing forces which include increased competition, the pressure for quality and advanced technology, innovation, and an increase in the pace of doing business, the demands on employees have grown equally dramatically. It is therefore essential to develop strategies for managing stress to give employees the required additional energy to handle particularly difficult and stressful work situations. It is important that organisations provide the assistance and support on the issue of stress as part of their proactive approach to managing employee health and safety, by drawing up contingency plans, and to have the necessary infrastructure to deal with such problems. This study investigates the strategies that can be implemented in organisations to reduce stressful situations affecting employees. The information gleaned from the literature and empirical studies enabled the development of a model for stress management in the workplace.

A diversificação e o crescimento de atividades envolvidas no sistema portuário, devido ao crescimento econômico e à expansão do comércio exterior, determinam o aumento de geração de resíduos sólidos nestes ambientes, os quais necessitam de um manejo diferenciado por apresentarem riscos à saúde pública e ao equilíbrio do ecossistema local. Assim, a pesquisa apresenta como objetivo diagnosticar o gerenciamento dos resíduos sólidos em ambiente portuário considerando a atual Legislação Ambiental pertinente, a partir do estudo de caso do Porto do Recife, localizado às margens dos rios Capibaribe e Beberibe na parte centro-leste da capital de Pernambuco (PE). Como metodologia adotou-se a pesquisa exploratória, por meio de pesquisa bibliográfica e a pesquisa descritiva, por meio de pesquisa de campo. Como resultados apresentam-se as atividades envolvidas na geração de resíduos sólidos, os tipos de resíduos gerados, os procedimentos adotados no manejo destes resíduos e as dificuldades encontradas no gerenciamento de resíduos sólidos. O Porto do Recife caracteriza-se como um exportador de granéis sólidos e movimenta em média quase dois milhões de toneladas por ano. Uma vez que o Brasil possui os quadros institucional e regulatório complexos sobre o gerenciamento de resíduos sólidos em ambiente portuário, encontraram-se aspectos dessa estrutura regulatória que refletem negativamente na efetividade de tal gerenciamento. Concluiu-se que: (a) há necessidade de revisão/aprimoramento da Legislação; (b) há ausência/insuficiência de estruturas de gerenciamento de resíduos sólidos provenientes das atividades portuárias; e (c) há necessidade de capacitação dos recursos humanos. Entende-se, portanto, que a necessidade de alinhamento do quadro regulatório está diretamente relacionada ao alinhamento do quadro institucional associada a uma atualização e compatibilização dos conteúdos das diferentes normativas, o que aparece como oportunidade de criar uma nova (e única) regulamentação sobre o tema, que contemple os diversos aspectos da peculiaridade portuária e os diferentes olhares das Instituições envolvidas. Da mesma forma, é necessária às boas práticas do gerenciamento a capacitação dos recursos humanos e a modernização de equipamentos utilizados para garantir a eficiência das atividades portuárias.

The Barents area has vast natural resources that are for the most part still untapped. Global warming and improvements in technology have recently made it easier to access those resources. This has created growth in the areas of production and business life. High level of health, safety, environment and quality management enables Finland to compete efficiently in the growing market for the novel logistics solutions. The University of Oulu has created the HSEQ Assessment Procedure in cooperation with large companies and their interest groups. The Assessment Procedure is originally created for process industry and offers benefits like comparable data on the assessed company’s management, reduction of overlapping external audits and spreading of know-how along and between supply chains. So far it has been used mainly in the process industry. This thesis studies it’s applicability for a network of port operators. The study explores the HSEQ Assessment Procedure, its use and main principles. A review of related Finnish and international legislation and the functions of ports were performed. The empirical part of research is based on three port operators of one Finnish port. Their level of health, safety, environment and quality management was evaluated and compared with the requirement level of the Assessment Procedure. As a result it can be noted that the HSEQ Assessment Procedure can be well adapted to be used in port companies and its implementation could be beneficial. This means that further research of the applicability of the Assessment Procedure is encouraged. Having been tested on the port operations, the Assessment Procedure can be utilized for the other business areas. Thus the Assessment Procedure could even become a nationwide practice
Barentsin alueella kuten muillakin arktisilla alueilla on valtavat suurelta osin vielä hyödyntämättömät luonnonvarat. Ilmaston lämpeneminen ja teknologian kehitys ovat viime aikoina mahdollistaneet pääsyn noihin luonnonvaroihin. Sen myötä alueen tuotannollinen ja kaupallinen elämä on kasvussa. Suomi on yksi kilpailijoista kasvavien logististen tarpeiden ratkaisuja vertaillessa. Maan etuna kilpailussa on sen tunnetusti korkeatasoinen terveys-, turvallisuus-, ympäristö- ja laatujohtaminen. Oulun yliopisto on kehittänyt yhteistyössä suurten yritysten ja näiden sidosryhmien kanssa HSEQ-palvelutoimittajien arviointimenetelmän. Menetelmän etuina ovat vertailukelpoinen tieto arvioitavien yritysten johtamisen tasosta, samansisältöisten ulkoisten auditointien väheneminen ja tietotaidon leviäminen toimitusketjuja pitkin ja niiden välillä. Menetelmää on käytetty tähän mennessä lähinnä prosessiteollisuudessa. Tässä diplomityössä tutkitaan sen sovellettavuutta satama-alan yritysten arviointiin. Tutkimuksessa perehdyttiin HSEQ-arviointimenetelmään ja sen käyttöön ja periaatteeseen. Myös siihen aihepiirien suomalaiseen ja kansainväliseen lainsäädäntöön sekä satamien toimintaan perehdyttiin kirjallisuustutkimuksen avulla. Empiirinen tutkimus suoritettiin tutustumalla kolmeen samassa satamassa toimivan yritykseen. Niiden terveys-, turvallisuus-, ympäristö- ja laatujohtamista arvioitiin laadullisten haastattelujen avulla ja vertailtiin tuloksia HSEQ-arviointimenetelmän käytön vaatimuksien tasoon. Myös menetelmän käyttöönoton tuomia muutoksia arvioitiin. Tulokseksi saatiin, että arviointimenetelmä on hyvin sovellettavissa myös satama-alan yrityksiin ja sen käyttöönotosta voitaisiin saada hyötyjä satamissa toimivissa yrityksissä. Tuloksesta voidaan päätellä, että menetelmän soveltamista tulisi tutkia vielä laajemmalti. Sen käytön sopiminen satama-alalle tukee olettamusta sen mahdollisesta soveltuvuudesta myös muiden alojen yrityksiin, jolloin sen hyötyjä voitaisiin levittää laajalti suomalaiseen yritystoimintaan. Näin menetelmästä saatettaisiin kehittää jopa maanlaajuinen käytäntö

Abstract:
This research proposes a risk management framework and develops generic risk-based decision-making, and risk-assessment models for dealing with potential Hazard Events (HEs) and risks associated with uncertainty for Operational Safety Performance (OSP) in container terminals and maritime ports. Three main sections are formulated in this study: Section 1: Risk Assessment, in the first phase, all HEs are identified through a literature review and human knowledge base and expertise. In the second phase, a Fuzzy Rule Base (FRB) is developed using the proportion method to assess the most significant HEs identified. The FRB leads to the development of a generic risk-based model incorporating the FRB and a Bayesian Network (BN) into a Fuzzy Rule Base Bayesian Network (FRBN) method using Hugin software to evaluate each HE individually and prioritise their specific risk estimations locally. The third phase demonstrated the FRBN method with a case study. The fourth phase concludes this section with a developed generic risk-based model incorporating FRBN and Evidential Reasoning to form an FRBER method using the Intelligence Decision System (IDS) software to evaluate all HEs aggregated collectively for their Risk Influence (RI) globally with a case study demonstration. In addition, a new sensitivity analysis method is developed to rank the HEs based on their True Risk Influence (TRI) considering their specific risk estimations locally and their RI globally. Section 2: Risk Models Simulations, the first phase explains the construction of the simulation model Bayesian Network Artificial Neural Networks (BNANNs), which is formed by applying Artificial Neural Networks (ANNs). In the second phase, the simulation model Evidential Reasoning Artificial Neural Networks (ERANNs) is constructed. The final phase in this section integrates the BNANNs and ERANNs that can predict the risk magnitude for HEs and provide a panoramic view on the risk inference in both perspectives, locally and globally. Section 3: Risk Control Options is the last link that finalises the risk management based methodology cycle in this study. The Analytical Hierarchal Process (AHP) method was used for determining the relative weights of all criteria identified in the first phase. The last phase develops a risk control options method by incorporating Fuzzy Logic (FL) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to form an FTOPSIS method. The novelty of this research provides an effective risk management framework for OSP in container terminals and maritime ports. In addition, it provides an efficient safety prediction tool that can ease all the processes in the methods and techniques used with the risk management framework by applying the ANN concept to simulate the risk models.

The Port Hills Land Clearance Programme is the undertaking of the demolition of all built structures from the Crown’s compulsory acquired 714 residential red zoned properties. These properties are zoned red due to an elevated life risk as a result of geotechnical land uncertainty following the 2011 Canterbury Earthquakes.

The purpose of this single case study was to investigate the variables that determine the perceived success of the costing management of Mandela Bay Development Agency Projects (MBDA). Eleven propositions namely Strategic Planning, Stakeholders, Procurement Processes, Contracts, Design Management, Implementation Management, Internal Regulatory Structures, Outside Advice, Human Behaviour, Risk Management and Governance Structure, were identified that could influence costing management of MBDA projects. By using qualitative research methods, the MBDA was compared with three other agencies with similar mandates, by means of four semi-structured interviews, in order to identify similarities and differences between the organisations in terms of costing management. The results of nine in-depth interviews with MBDA project role players, with open ended questions about the participants’ views on the factors that influence costing management, were used to discover themes that were overlooked in the proposed model of perceived success of costing management of MBDA projects. Most of the propositions as per the proposed model for the perceived success of costing management of MBDA projects were confirmed to have a positive relationship to the costing management of MBDA projects. The model was revised after the results were presented to include two ante-ceding variables that were overlooked in the literature review, but emerged from the data namely Funding Model and Compliance to Legislation. The identification of the additional variables namely Team Dynamics (replacing Human Behaviour) and Planning Model are important aspects to be considered in relation to the costing management of MBDA projects. With the focus on good governance and the MBDA’s good record of clean and unqualified audits, it is to be noted that the performance of government projects is usually measured against progress and expenditure and not necessarily against the value for money and the quality of the completed project.

This paper concerns itself with decreasing milk consumption in the Port Elizabeth area and how the marketing mix influences marketing decisions. Personal interviews were conducted in different supermarkets to investigate consumer perceptions of milk, the brand purchased and how consumers use milk. The study indicated that people purchasing milk were very price conscious. Respondents showed almost no brand loyalty. However, respondents indicated that they were aware of the health benefits of drinking milk, although most used milk predominantly to whiten their tea and/or coffee. A comparison of the findings of this study to those of Geils (1981) and Hanekom (1990) indicates that the milk industry has the same problems in 1999 as it did in 1990 and in 1981. Findings reflect the unhealthy perception people have about milk. Many regard it as a child’s drink and others perceive it as fattening. Decreasing consumption figures indicate that there has been little effort or success from the dairy industry to change consumer perceptions of milk. Figures indicate that consumption of milk may be close to zero in 2015, if marketers of dairy companies do not improve the image of milk. However, a considerable amount of investment by overseas companies in Port Elizabeth dairies may increase marketing activities in the future. This paper begins with an overview of the major competitors in the Port Elizabeth area, highlighting their strengths and weaknesses. The importance of selecting the appropriate market mix for milk is discussed by explaining each mix element, namely, product, distribution, promotion and price. Distribution involves the delivery of the perishable product to outlets in the shortest space of time after production. Careful and efficient planning of refrigerated warehousing, transport and delivery services all indirectly contribute to the freshness and quality of milk. Promotion is one of the most important elements that can be used to change consumer perceptions of milk. It is necessary to select the correct message for the specific target group when advertising. The well-known concept of a Project Manager managing an I.T. project in relative isolation is no longer a viable option for organisations that are running numerous projects simultaneously. Due to the enormous costs and risks involved in many of these projects, there needs to be a means to ensure success. This has led to the establishment of the concept of a Project Management Office (PMO). An autonomous business unit that is responsible for managing all projects within an organisation. The need for a Project Management Office (PMO) to effectively manage multiple projects is becoming more and more accepted worldwide. The benefits of a PMO are well documented, but whether these benefits will apply to organisations within the NMM area needed to be investigated. A detailed analysis of the benefits of Project Management and in particular a PMO, have been investigated by means of a literature study. An investigation into the effectiveness of PMO’s in South Africa in general, was conducted by means of a survey targeted at a group of I.T. Project Managers located in all the major centres. A further survey was conducted among local I.T. managers to determine their current level of success and their expectations for the future. When reviewing the expectations of local I.T. management against the performance of Project Managers that are currently operating within PMOs, it is clear that organisations within the NMM area are in need of PMO’s and would certainly benefit from their establishment.

The aim of the research was to critically assess and investigate the current solid waste management methods and practices of households and in an urban area in the Nelson Mandela Bay Municipality (NMBM) Bluewater Bay, Port Elizabeth. In order to achieve the research objective, the following sub-research objectives/questions need to be considered: 1. What is the level of awareness and understanding of the waste management principles (avoid, reduce, recycle and dispose) in Bluewater Bay households? 2. How do households handle and manage solid waste in Bluewater Bay? 3. What is the Nelson Mandela Bay Municipality doing to raise awareness regarding waste problems and waste management? 4. What information is disseminated to the public to keep them informed regarding waste management? 5. What incentives and support for the reduction, reuse and recycling of waste does the Nelson Mandela Bay Municipality offer? Fifty households were sampled for the case study and the study employed qualitative research methods consisting of a three-prong approach, the first was the questionnaire for Bluewater Bay residents, the second was semi-structured interviews for relevant Nelson Mandela Bay Municipality officials, and the third was a review of existing national documents pertaining to waste management legislation including national and international literature. The findings of the study show that there is an awareness of waste management principles in the study area and that residents are willing to participate in sustainable waste management activities. Some are already taking part out of their own free will, even though the conditions are not conducive and the environment is not enabling. There is community awareness about waste management principles in the area and a lack of information regarding waste management in general. Residents are willingto avoid, reduce, recycle and dispose of waste sustainably. They find it important but the necessary facilities are not available. The municipality does not provide that in the area. The research also made recommendations in order to realise the implementation of integrated waste management techniques and principles in the area.

Wildlife ranching is recognized as one of the important agricultural industries in South Africa, with hunting being the primary segment of the game industry. Hunting is an essential part of wildlife management and it contributes significantly to the conservation of biodiversity and to the economy. Despite this, the social acceptability of hunting is often questioned and negative attitudes towards hunting within the larger society may become a potential threat to the hunting industry. This may jeopardize the effective management of game and have a negative impact on conservation and the economy. This study is an empirical investigation of the attitudes of the economically active public in Port Elizabeth towards hunting. The objectives of this study are to investigate the nature and extent of the public's attitudes towards hunting, as well as to identify factors influencing the public's attitudes towards hunting. The study commenced with the establishment of a theoretical framework, based on a literature study on the psychology of human perceptions and attitudes towards hunting. The theoretical framework was then used to develop the empirical component of the study. A survey was conducted amongst a statistically representative sample of the economically active public in Port Elizabeth during 2009. The data was collected by means of personal interviews and self-administered questionnaires were used as the survey instrument. The study found that the economically active public in Port Elizabeth generally holds favourable attitudes towards hunting, with only a small proportion of the population wanting to ban hunting. The belief that hunting endangers wildlife was the most prominent reason for opposing hunting. Negative attitudes towards hunting were largely based on incorrect beliefs regarding hunting. The extent of a person's knowledge of hunting and exposure to hunting, as well as a person's social ties had a significant influence on their attitudes towards hunting.

Effective leadership is one of the most important factors that influence the performance of an organisation. Effective leadership together with supervision are similar in terms of their influence of others towards achieving the goals of the organisation. Therefore, effective leadership and supervision are principal activities through which organisational goals and objectives are achieved. The main objectives of this study are firstly to evaluate the leadership effectiveness of production supervisors at Lennon and Intramed. Secondly, to suggest recommendations to management to improve or eliminate shortcomings in the leadership effectiveness of the production supervisors at Lennon and Intramed. In this way, a contribution to the overall leadership effectiveness of the production supervisors at Lennon and Intramed is achieved. In order to achieve the said objectives, the following methodology was employed: Firstly, guidelines for effective leadership were identified by means of evaluating existing literature and theory. This was achieved by critically examining existing leadership theories and models. The major contributions, disadvantages, and advantages of each of these theories and models were evaluated which resulted in the list of guidelines for effective leadership. Secondly, the pharmaceutical industry and the theory surrounding supervision were critically examined and discussed. Attention was given to the pharmaceutical industry in South Africa, with special reference to Lennon and Intramed. The theory of supervision was examined with special focus on the skills, functions, power, and responsibilities of the supervisor. Thirdly, a postal questionnaire was used to gather the required empirical information. The response obtained from the questionnaire was critically evaluated against the guidelines for effective leadership and effective supervision, and the results were graphically represented in a company leadership profile. Lennon and Intramed were evaluated separately, and the major differences and similarities between the two organisations were critically evaluated. Lastly, the main findings and recommendations were formulated in order to remedy the shortcomings that were identified. The following recommendations may lead to more effective leadership among production supervisors at Lennon and Intramed: It is necessary that this study be made available to the supervisors at Lennon and Intramed, as it will give them insight into the theory of leadership and what effective leadership is about. It will furthermore give the supervisors an insight into the way that their subordinates view their leadership behaviour and effectiveness. It is further recommended that the information from this study be made available through sensitisation sessions where the necessary information is presented to a group or individual supervisors. Leadership training and development is required as it can make a meaningful contribution to equip supervisors with the necessary leadership skills to practise effective leadership. This leadership training and development can be done by means of short courses presented by a formal training institution, or by a suitably qualified in-house presenter. The last recommendation to leadership effectiveness involves the implementation of a performance management system and incentive scheme to further motivate and drive the supervisor’s leadership behaviour towards effective leadership.

Abstract:
This thesis aims to develop a new way for port authorities to predict, analyse and make decisions in Port State Control (PSC) inspections. Under the New Inspection Regime (NIR), it is necessary to not only figure out the influence of new regime to the PSC system, but also provide some technical tools capable of predicting the inspection results and supporting the decision-making of port authorities when regulating the inspection policy. The study consists of analysis from multiple perspectives, both qualitative and quantitative. The risk factors influencing the inspection results and the decision-making of port authorities under NIR are identified through the practical inspection records and related literature. The Paris Memorandum of Understanding (MoU) offers the historical inspection records within the region of Europe and the North Atlantic basin, reflecting different conditions in different periods. Given the different inspection system since 2011, port authorities require a brand new perception of the new inspection regime to estimate the inspection results, and further make decisions when making their own inspection policy. To achieve the objective, an incorporation of two types of models that have proved popular and superior is applied in this study. One is the risk assessment model of Bayesian network (BN), the other is the decision-making model of game theory. The BN models in this research utilize a data-driven approach called Tree Augmented Naïve (TAN) learning to derive the structure of the models. Based on the inspection reports collected from Paris MoU, two BNs that represent the situations of Paris MoU inspection system in different periods are constructed. Company performance, the new indicator, is viewed as one of the important factors influencing the inspection results for the first time and considered in the models. The BN model after the implementation of NIR can serve as the prediction tool for estimating inspection results under dynamic situations. Additionally, a comparative analysis between two models is conducted to clarify the influence on PSC inspection system brought by NIR. When constructing the non-cooperative strategic game model between port authorities and ship owners under NIR, the BN model outcomes play a crucial role in this process, highlighting the novelty of this model. Through the analysis and calculation on the payoff matrix, a Nash equilibrium solution representing the theoretical optimal inspection rate for port authorities is obtained. To validate the feasibility and practical significance of the game model, an empirical study is conducted. The statistics are quantitative and collected from different sources, i.e. Basic vessel information from the World Shipping Encyclopaedia (WSE), casualty information from IMO and Lloyd's Register of Shipping, PSC Inspection records from Paris MoU online inspection database, and the estimated value of different cost types from Drewry Shipping Consultants Ltd. The empirical study illustrates the insights of the optimal inspection policy for port authorities (i.e. with the increase of punishment severity, the optimal inspection rates experience a decreasing trend whatever the vessel condition), as well as providing suggestions for them when formulating the optimal inspection policy under various situations. Based on the BN model and the strategic game model after the implementation of NIR, the thesis eventually proposes a decision-making framework for port authorities to prioritise and select the strategies under different situations. The six-step framework incorporates a risk assessment approach and decision-making approach to provide a novel way to rank the candidate options of port authorities in terms of their resources, which enables decision-makers to find optimal strategies to improve the performance of the PSC inspection system under dynamic business environments. In general, this thesis provides important insights for port authorities to ensure that optimal inspection actions are taken to improve safety at sea in a cost effective manner. The two technical tools (i.e. the dynamic prediction tool for inspection results & the optimal inspection strategy), and the decision-making framework proposed in this project are helpful for port authorities within the Paris MoU region when regulating their inspection policy under NIR. Meanwhile, the comparative analysis in this study further clarifies the influence of NIR on new inspection system from different angles for the first time, demonstrating the introduction and implementation of NIR is a wise and positive decision.
