Abstract:
The study is set out to analyze organizational communication at South African Port Operations (SAPO), Port Elizabeth. The analysis was based on the four formal flows of communication in an organization, which are upward communication, downward communication, horizontal communication and diagonal communication. The study was also meant to provide suggestions on how to improve communication at SAPO, Port Elizabeth especially with regard to the above mentioned flows. The literature review looked at the four different flows of communication which occurs in the organization. From the review, one can conclude that in order for an organization to function properly communication is needed to co-ordinate all the activities towards an organization’s goals. The empirical research was carried out using mainly qualitative methods of data collection. Focus group interviews were used as a method of gathering information. The sample was drawn from employees who are working for SAPO, the sample was drawn from various levels of authority within the company. The findings have revealed that there are various flows of communication at SAPO, but there needs to be improvement particularly with upward, horizontal and diagonal communication. The research also revealed that downward communication has more formal channels.

Abstract:
The purpose of this study is to derive a method for estimation of costs and benefits of implementing Port Collaborative Decision Making (Port CDM), and to apply this method to the Port of Gothenburg. By using the Port of Gothenburg as a case study, conclusions can be drawn regarding the economic viability of Port CDM in one of Scandinavia‟s largest ports. This study considers two major sources of benefits that are hypothesized to result from transitioning to collaborative port operations: improved possibilities for speed optimization prior to arrival in port due to increased predictability in estimated berthing times, and shortened service times due to increased possibility for planning and resource optimization by port service providers.The estimation of impacts is based on one month‟s traffic data in the Port of Gothenburg. Predictability of estimations is analyzed to determine the benefit potential of Port CDM. The estimated cost savings for cargo vessels can be divided into 5 categories: bunker, emission, time, manning and capital cost savings. The costs of implementing and maintaining Port CDM are estimated with values from relevant previous research.The results of this study indicate that the implementation of Port CDM in the Port of Gothenburg is a profitable investment, for the shipping industry and for society as a whole. The estimated annual net benefit is 27.3 million euros. A sensitivity analysis using alternative unit valuations for emissions, as well as low and high estimations of the effectiveness of Port CDM, indicates that the economic viability of the project is robust under all assumptions considered.

Abstract:
This research develops a computer simulation method for federating an Arena© port operations model and a VISSIM© roadway network operations model. The development of this method is inspired by the High Level Architecture (HLA) standard for federating simulations, and incorporates several elements of the HLA principles into its design. The federated simulation model is then tested using a time-lag experiment to demonstrate the presence of feedback loops between federated model components wherein changes to input parameters of one model during runtime can be shown to affect the operational performance of the other model. This experiment also demonstrates how several initial transient phase and steady state operating characteristics of the federated system can be determined from the federation output data. The results indicate that the method developed in this study is capable of capturing the dynamic interaction of two models in federated simulation. It is shown that feedback loops can exist between two models in federated simulation. Most notably, the federation output shows that increased traffic volume in the roadway network model influences the accumulation of containers in the port terminal queue of the port model. The federation output also shows that increased container volume leaving the port terminal model affects both port and road truck utilization, as well as the total number of port trucks in the roadway network model. Challenges and future directions for research in federating transportation-related simulations are also presented.

Abstract:
The rapid economic growth of Taiwan has been paralleled by an increase in marine. traffic in the port of Keelung. The increase has been evolutionary and, prior to this study, has lacked the benefit of supporting research necessary to ensure no loss in navigational efficiency. The study uses eclectic methodologies to: identify the nature of marine traffic at Keelung; assess the associated risks; and identify measures needed to reduce risk and increase navigational efficiency. For contextual purposes the study reviews current marine traffic operations at Keelung against the background of geographical constraint and environmental conditions. Radar survey and extensive sampling of professional opinion indicate that existent traffic control measures are both inadequate and open to contravention. Casualty analysis further identifies areas of concern where navigation risk has been shown to exist In particular the traffic separation scheme, introduced in 1990; has been found inadequate and lack of movement control reduces navigational efficiency. Use of visual simulators, at Taiwan Ocean University and University of Plymouth, provided a unique opportunity to compare present marine traffic operations against a modified model. The modified model incorporated limited vessel traffic service functions and channel markers, neither of which exist at present in the live situation. Most significantly the experiment has enabled evaluation of the difference between Taiwanese and foreign ship masters when handling ships in the port approaches. Analysis of ship's tracks, and subjects' perceptions, concludes that provision of channel markers and sequence control greatly simplifies the operation and reduces risk. The need to widen the traffic lanes by reducing the separation zone between inward and outward lanes is identified. The study shows that navigational safety and efficiency at Keelung can be improved through the introduction of small changes to operation and working practices, The study provides the basis for a programme of continuing work necessary to maintain or further improve standards once the recommendations of the study have been implemented.

Abstract:
One of the primary modes for pollutants to reach the human body is through their release into the atmosphere and dispersion in the nearby areas. This makes air emissions one of the important components of an environmental assessment. They are frequently of interest to the people living in the vicinity of the site. The analysis carried out in this research provides a framework for atmospheric dispersion modeling of air pollutants using AERMOD, the United States Environmental Protection Agency (US EPA) approved regulatory model, for modeling port related emissions. There are various sources of emissions from the ports, however for this study, emissions from roadways, small equipment, and marine related sources are considered. AERMOD was used to estimate ambient pollutant concentrations of selective criteria pollutants such as NOx, SO2, CO and PM10 from a hypothetical port.

Abstract:
The work focuses on a particular section of the intermodal chain of freight transportation, which is the link between rail and sea transportation modes and happens in the maritime port area. Among this field, the study deals with the management of rail operations, called here rail shunting operations, that have to be performed in the port area. Two optimization problems arises in this context. The first concerns the scheduling of the rail shunting operations, here called Port Rail Shunting Scheduling Problem (PRSSP). The second deals with the re-scheduling of the same operations in case of unpredictable events, here called Port Rail Shunting Re-Scheduling Problem (PRSRP). After a literature overview on the concerning studies, we concentrate on an innovative way to use the well known space-time networks as solution approach structure for both the above mentioned problems. The innovative structure has been called operation-time-space network and is deeply analyzed in a dedicated chapter. A network flow model based on an operation-time-space network for solving PRSSP has been developed. It has been tested using random generated instances providing good results. The same model has been extended in order to solve PRSRP and it has been tested giving good results as well. Finally, the models have been used to solve the real case of a port area located in Italy in order to test the applicability of the developed models to a real context. The tests have been executed using real data and provided good results confirming the possibility to apply the proposed approach in similar real problems.

Abstract:
Many smaller ports in Cornwall and Devon (CAD) are situated in environmentally sensitive habitats and generate benefits for stakeholders and local communities. Such ports are often embedded in tourist based economies. Increasing environmental legislation is placing a strain on the resources of smaller ports making compliance a threat to profitability and thus the future of some ports and local economies. Over-reliance on environmental management systems (EMS) across the ports industry has predominated over the importance of holistic sustainability. This project develops and disseminates a port sustainability management system (PSMS) in CAD, assisting ports to plan marine and maritime operations more sustainably, to facilitate mitigation of potential risks, to increase knowledge and awareness of port sustainability, and to promote the adoption of a proactive stance towards sustainable port management. A constructivist philosophy suited a multiple methods research design which included ethnographic content analysis (ECA), statistical verification of qualitative coding, nine scoping interviews, and eight semi-structured interviews during the main phase of data collection. The seven Harbour Masters (HMs) in this phase represented all port governance types found in the UK. Charmaz’s grounded theory (GT) methodology guided the collection and analysis of primary data between August 2012 and February 2013 to create new theory using an inductive constructivist approach. Validation by fifteen of the thirty local HMs during industry testing revealed numerous advantages and benefits of deploying PSMS which is estimated to generate £50,000 worth of benefits per port annually, and £3,865,005 for the 15 participating ports over 5 years. A new model of smaller port sustainability has emerged. PSMS has eleven pillars of sustainability which underpin the spectrum of port operations. Within this model, each pillar is equally important in contributing to the overall sustainability of a port, and neglect of one could jeopardise sustainability overall and potentially cause a chain reaction with other pillars.

The research problem addressed in this study was aimed in assisting the management of Bridgestone/Firestone, Port Elizabeth plant, in selecting an appropriate process for the formulation of an operations strategy. The author embarked on a literature survey to gain understanding of the challenges that are occurring in the market environment. The theories and techniques around operational strategies were extensively researched in an effort to effectively and efficiently assist the management of Firestone in achieving a competitive advantage over rival competitors. Other areas of focus include the content, development, principles and concepts in developing an operations strategy. The author details the process of the formulation of an operations strategy as well as the discussion of four models/procedures deployed in organisations that would enhance strategy formulation. It is evident from the findings of the empirical study that a high percentage of the respondents “agree” that the strategy deployed within Bridgestone/Firestone, Port Elizabeth plant is appropriate, yet an alarmingly high percentage believe it to be “ineffective.

Ces dernières années, le contexte concurrentiel a démontré la nécessité de réformer la politique portuaire française. C’est ainsi que la réforme portuaire issue de la loi n°2008-660 du 4 juillet 2008 a créé les grands ports maritimes. Le modèle du « landlord port », autrement dénommé port propriétaire/aménageur, a été consacré en France. Le grand port maritime voit ses activités recentrées sur ses missions régaliennes, ses missions d’exploitation ayant été transférées aux opérateurs privés portuaires. Face aux contraintes domaniales, issues du droit administratif, les grands ports maritimes ont dû valoriser leur domaine portuaire en attirant les investisseurs privés et en développant leurs activités avec leur « hinterland ». Le partenariat public/privé est donc la solution pour améliorer la compétitivité des grands ports maritimes. Si du point de vue juridique, l’autorité portuaire est en position « dominante » par son rôle décisionnaire d’attribution d’espaces portuaires aux différents opérateurs, du point de vue économique, le rapport de force est inversé au profit des opérateurs. Il est donc indispensable de parvenir à équilibrer ces visions dans le respect du libre jeu de la concurrence<br>These last years, the competitive context demonstrated the necessity of reforming the French port policy. This is how the port reform stemming from the law n°2008-660 of July 4th, 2008 created the Major seaports. The model of landlord port was recognized in France. The Major seaport sees its activities refocused on its kingly missions, its missions of operation having been transferred to the port private operators. In front of state property constraints, stemming from the administrative law, the Major seaports had to value their port domain by attracting the private investors and by developing their activities with their «hinterland». The public / private partnership is thus the solution to improve the competitiveness of the Major seaports. If, from the legal point of view, the port authority belongs in «dominant» position by its decision-making role of allocation of port spaces to the various operators, from the economic point of view, the balance of power is inverted for the benefit of the operators. It is thus essential to succeed in balancing these visions in the respect for the free play of competition

The factors of transformation of the territory are evaluated due to degradation and also considering prospects directed for this territory; this area with high economic potential due to improvement and discovery in 2007 of the salt layer in the Santos basin, provide scenarios defined for future changes. The proposal is the hinterland, located between the town and the water and is used as logistical warehouse of the transfer goods and movement of economic amounts. It is noticeable in this process the role of different agents in local transformations, thus it was possible to consider and compare strategic actions in other global ports, models possibilities of the transformation and territorial integration, the "hub-port's". The strategic actions in economy, governance, sustainability and urbanity are defined as inducing scenarios applied in the port territory, urbanized and pleasant and not only in a territory of logistics infrastructure.<br>Ao pesquisar as estratégias projetuais para a transformação do território do Porto de Santos, a tese coloca a hinterlândia - zona entre terras - como uma oportunidade de reconfiguração territorial em Santos, gerando maior urbanidade, e não apenas infraestruturas portuárias. A avaliação das condicionantes de transformação do território, por um lado devido à sua degradação, e por outro, considerando-se as perspectivas ora colocadas para aquele território - área esta com alto potencial econômico em função do avanço e do descobrimento em 2007 da camada de sal na Bacia de Santos - proporcionam cenários concretos para mudanças futuras. O recorte proposto é a hinterlândia, localizada entre a cidade e as águas, utilizada como entreposto logístico de transferência de mercadorias e de circulação de montantes econômicos globais. É perceptível no processo, a atuação de diversos agentes de transformações locais, o que leva a considerar e comparar ações estratégicas de outros portos globais, como modelos de possibilidades de transformações de um território, os hub-port s, portos concentradores . As ações estratégicas em economia, governabilidade, sustentabilidade e urbanidade são definidas como indutoras de panoramas aplicadas no território portuário, urbanizado e aprazível e não simplesmente um território de infraestruturas logísticas.

Le chargement/déchargement des conteneurs et leurs stockages provisoires dans le port est la plus importante et complexe tâche dans les terminaux portuaires. Elle est fortement liée au routage des grues de quai et son coût augmente considérablement surtout en absence d’une gestion efficace du terminal. Dans ce travail, nous étudions le problème de stockage des conteneurs (PSC). Il appartient à la catégorie des problèmes NP-difficiles et NP-complets. PSC consiste à déterminer un plan d’arrangement des conteneurs destinés à l’import et à l’export dans le port qui minimise les remaniements ultérieurs lors de leur transfert vers le bateau, camion ou train. En effet, le temps d'attente des camions des clients, le temps de transfert des grues de quai et le temps nécessaire au chargement/déchargement du navire sont avantageusement réduits. PSC est généralement étudié en considérant un seul type de conteneur. Cependant, plusieurs types de conteneurs sont utilisés dans les ports maritimes (dry, réfrigérés, toit ouvert,...). En outre, le problème de stockage de conteneurs peut être traité de façon statique ou dynamique (date d’arrivée et de départ des conteneurs incertains).L’objectif de cette thèse est de résoudre le PSC statique et le PSC dynamique pour un seul et plusieurs types de conteneurs en utilisant deux métaheuristiques : l’algorithme génétique, la recherche harmoniquePour vérifier la performance de chacune des approches proposées, une étude comparative des résultats générés par chaque méthode ainsi que celle de l’algorithme LIFO est établie<br>The loading and unloading of containers and their temporary storage in the container terminal are the most important and complex operation in seaport terminals. It is highly inter-related with the routing of yard crane and truck and their costs increased significantly especially without an efficient terminal management. To improve this process, an efficiency decision for the container storage space allocation must be taken.In this thesis, we studied the container storage problem (CSP). It falls into the category of NP hard and NP complete problems. CSP consists on finding the most suitable storage location for incoming containers that minimizes rehandling operations of containers during their transfer to the ship, truck or train. In fact, the wait time of customer trucks, the transfer time of yard crane and the Ship turnaround time are advantageously reduced.Generally, this problem is studied considering a single container type. However, this does not stand the problem under its real-life statement as there are multiple container types that should be considered, (refrigerated, open side, empty, dry, open top and tank). Often, containers arrive at the port dynamically over time and have an uncertain departure date (ship delayed, a ship down, delayed arrival of customer trucks…). Indeed, CSP must be studied in dynamic aspectThe objective of this thesis is to study Static CSP for a single and various container type and dynamic CSP for ONE and several container types and to propose solutions for each of them. Genetic algorithm and Harmony Search algorithm are used to solve these problems and we compare the results of each approach with the LIFO algorithm

Local political and economical liberal transformations that took place by the beginning of 90 s had seen Estate assets being given to private investments (both in agricultural and port operations). As a result, this new institutional environment allowed the occurrence of hybrids corporate structures to coordinate logistical sugar and alcohol-ethanol exports from inland facilities to the Santos port. The main question is how this adaptation interferes on infrastructural and operational logistics management derived from new transactions within international sugar mayor traders. The main units of analysis are: i) São Paulo s state sugar producers (industrial plants) and port logistics providers; ii) port logistics providers and food trading companies. Results shall foster the comprehension on logistical process and relations amongst the three main actors across the sugar plantsport facilities chain. There are three goals to be achieved: i) identify the total extent of logistical domain across sugar s distributional channels via port of Santos; ii) how logistical assets and processes are developed or provided within those actors; iii) describe the difference among Santos port operations service providers, in relation value-added competitive basis. Theoretical framework blends logistics and supply chain management with foreign trade prospects as a guideline to collect data and empirical evidences. This works object is the São Paulo sugar plants-port of Santos facilities logistics chain.<br>Esta dissertação trata dos aspectos logísticos da cadeia terrestre e portuária de escoamento do açúcar paulista pelo Porto de Santos. A problemática desta pesquisa considera as transformações políticas e econômicas resultantes da desregulamentação do setor sucroalcooleiro, datadas do início da década de 90, e da concessão dos serviços portuários na metade daquela década. Este novo ambiente institucional possibilitou a ocorrência de novas formas organizacionais para a coordenação das operações logísticas para exportação de commodities sucroalcooleiras (açúcar e álcool) pelos portos brasileiros. Estudos multi-casos de cunho qualitativo compõem a estratégia de pesquisa. As unidades de análise são compostas pelos seguintes pares: i) terminais portuários açucareiros e a indústria sucroalcooleira paulista; ii) terminais portuários e as trading companys agrícolas que operam no mercado internacional de commodities. Os resultados servirão para a descrição dos processos e a análise das relações envolvidos naquela cadeia logística, conforme: i) formas de relacionamento entre os atores centrais, segundo as transações na cadeia de escoamento do açúcar; ii) processos logísticos, considerando o grau de controle sobre os recursos e competências (se desenvolvidos internamente ou terceirizados); iii) operações logísticas nos terminais açucareiros santistas, segundo as diferenças na prestação de serviços que agreguem, ou não, valor à carga embarcada. HMS Industrial networks is a company that offers communication solutions for automation systems. There exists an abundance of different industrial network technologies and HMS manufactures gateways that translate and allow communication between the different networks.The multiplicity of network technologies introduces problems when it comes to monitoring the processes in an automation system. It is desirable to be able to access the process data through a single network technology and this is what OPC UA is used for. Briefly, OPC UA can be described as an interface for exchange ofprocess data in automation systems. HMS has noticed a rising trend in the interest for OPC UA and therefore wants to investigate the possibility to use OPC UA on their platform, the Anybus X-Gateway. The goal of this thesis has been to port an OPC UA stack, provided by the OPCfoundation, to the HMS operating system running on an Anybus X-Gateway. The port has been successful and has been verified by unit tests and a test application. Thus, a first step towards a complete OPC UA product has been taken. Further, the thesis presents a theoretical summary about real-time operating systems to explain their function and usage.

Operational Research and Optimization are fundamental disciplines which, for decades, provided the real-world with tools for solving practical problems. Many such problems arise in container ports. Container terminals are important assets in modern economies. They constitute an important means of distributing goods made overseas to domestic markets in most countries. They are expensive to build and difficult to operate. We describe here some of the main operations which are faced daily by decision makers at those facilities. Decision makers often use Operational Research and Optimization tools to run these operations effectively. In this thesis, we focus on seaside operations which can be divided into three main problems: 1- the Berth Allocation Problem (BAP), 2- the Quay Crane Assignment Problem (QCAP), 3- the Quay Crane Scheduling Problem (QCSP). Each one of the above is a complex optimization problem in its own right. However, solving them individually without the consideration of the others may lead to overall suboptimal solutions. For this reason we will investigate the pairwise combinations of these problems and their total integration In addition, several important factors that affected on the final solution. The main contributions of this study are modelling and solving of the: 1- Robust berth allocation problem (RBAP): a new efficient mathematical model is formulated and a hybrid algorithm based on Branch-and-Cut and the Genetic Algorithm is used to find optimal or near optimal solutions for large scale instances in reasonable time. 2- Quay crane assignment and quay crane scheduling problem (QCASP): a new mathematical model is built to simultaneously solve QCASP and a heuristic based on the Genetic Algorithm is developed to find solutions to realistic instances in reasonable time. 3- Berth allocation, quay crane assignment and quay crane scheduling problem (BACASP): an aggregate model for all three seaside operations is proposed and to solve realistic instances of the problem, an adapted variant of the Genetic Algorithm is implemented.

Esta dissertação apresenta uma análise prospectiva da operação ferroviária na Baixada Santista, levando-se em consideração a infra-estrutura atualmente disponível, as características operacionais vigentes e possíveis cenários futuros para um melhor aproveitamento da alternativa ferroviária. O método proposto constou da caracterização da operação ferroviária, identificação das variáveis intervenientes e coleta e análise de dados. A partir daí foi utilizado o software de simulação em linguagem ARENA para a construção de um modelo representativo da operação ferroviária, o qual foi validado para as condições operacionais atuais. Com esse modelo, foram gerados cinco cenários alternativos, que levaram em consideração tanto mudanças na operação ferroviária, quanto aumento na demanda de trens por dia. A análise dos resultados mostra que as alterações na configuração operacional, propostas em alguns dos cenários, são viáveis e que o sistema responde de forma satisfatória. Em relação ao incremento na demanda este é viável até certo ponto, a partir do qual a capacidade de alguns recursos compromete a operação de todo o sistema.<br>This research presents a prospective analysis of the railroad operation in the Baixada Santista, considering the currently available infrastructure, the effective operational characteristics and possible future scenarios for a better exploitation of the railroad alternative. The proposed method consisted of the characterization of the railroad operation, identification of the intervening variables and data collection and analysis. The simulation software ARENA was used to construct a representative model of the railroad operation and was validated for current operating conditions. Five alternative scenes were generated considering changes in the railroad operation and increases in the demand of trains per day. The analysis of the results shows that the alterations in the operational configuration in some of the scenes are feasible and the system answers in a satisfactory way. Increments in demand are also feasible up to a certain level where the capacity of some resources compromises the operation of the system.

Patient safety is a primary concern of members of the surgical team. Professional nurses working in the operating room play a vital role in the safety of the patients from the moment the patient enters the operating room to the discharge of the patient to the unit. Quality nursing care is of the utmost importance and therefore it is the responsibility of a professional nurse to ensure patient safety during the peri-operative period. Team work and good communication in the operating room are essential in order to ensure patient safety. Nursing care practices related to patient safety should be a key aspect to consider in rendering care to the surgical patient and professional nurses should perform their duties to the best of their ability despite lack of resources and shortage of staff. The main purpose of the study was to explore and describe nursing care practice related to patient safety in the operating room at hospitals in the Nelson Mandela Metropolitan area. Once this was established recommendations on how to enhance nursing care practice related to patient safety in the operating room were made. This study is based on a quantitative, explorative, descriptive and contextual design. Convenient sampling was used in this study. Data were collected by means of a self-administered questionnaire. Descriptive and inferential statistics were used to analyse the data. Ethical considerations were adhered to and the findings of the research will be disseminated appropriately. Recommendations based on the findings that emerge from the data, as well as the literature review, will be offered to enhance nursing care practice related to patient safety in the operating room.

This leads to the outcomes that channel is not wide enough to allow ships to traverse in two-way manner. This is the reason why one-way channel are commonly seen in most ports over the world. One-way traverse highly restricts the accessibility of channel. The accessibility restriction is not a matter of channel itself, but it influences the performance of whole port. Projects in relation with facility planning or operations analysis should not ignore the effects coming from one-way channel. However, the impacts resulting from one-way channel has not earned attention so far. This study construct a simulation program to simulate the operations of one-way channel of port of Kaohsiung. The simulation program arm to analyze the effects, resulting from accessibility restriction of one-way channel, on the waiting time for berthing. Factors that influence ships’ traverse in and out of port of Kaohsiung such as demand pattern of berthing, berth types, quantity, and specifications, tugboat quantity and specifications, and regulatory mechanism of channel operations are taken into consideration. Ship waiting time for entry into a port is a foundamental index of port planning. If take it as the criterion to evaluate with vs. without taking consideration of channel and tug operations. For the study target, the 2nd zone of port of Kaohsiung 2005, the without case renders lower ship waiting time then the with case by 1.2 hours. The amount of under-estimate of ship waiting time is getting larger as the number of ship increases. When the number of ships becomes 1.5 times of the base year, the under-estimate of ship waiting time increases up to 4.36 hours. The simulation program also is capable of analyzing the operational consequence resulting from different composition of tugboats by size and quantity. It is a useful tool for the decision of the install of tugboats.

Taiwan’s free trade port zones have been implemented for more than ten years. It originally aimed to enhance Taiwan’s port throughput and promote free trades in order to stimulate Taiwan’s economics. There are 7 free trade port zones so far run in Taiwan. However, the performance of such a policy still faces certain difficulties and needs some effective measures to improve it. Many researches have focused their efforts on the functions of the free trade port zones, or those bench mark port review, etc. This thesis, however, intends to explore the overall issues concerning the implementation of Taiwan’s free trade port zones, the measures for improving cargo flow, the deregulation of customs procedures, the taxation and foreign direct investments, other relevant issues such as single window for processing free trade port zone issues, etc. This thesis aims to systematically provide certain suggestions relating to the above difficulties for future improvement measures.

碩士<br>銘傳大學<br>電子工程學系碩士班<br>98<br>A dual-port antenna, composed of a shorted square-ring slot antenna and a planar monopole antenna, is proposed to operate in the two frequency bands of global positioning system (GPS) and ultra-wideband (UWB). The design strategy for the proposed antenna follows two steps. First, the shorted-ring slot antenna fed by a coaxial cable is etched on the top surface of the FR4 substrate in order to radiate circularly polarized (CP) wave in the frequency band of GPS. Second, a planar monopole antenna fed by a Microstrip line, which is responsible for operation in UWB, is constructed on the bottom surface of the FR4 substrate. To reduce the coupling coefficient S21 as far as possible, we adopt two necessary steps. One is that the vertical planar monopole antenna is located in the center region of the bottom surface. The other is that the Microstrip line is placed in the specific region, the reverse side of which is grounded. The measured data for center frequency, impedance bandwidth, axial-ratio’s (AR’s) center frequency, and AR’s bandwidth in the band of GPS are 1.525 GHz, 0.32 GHz (21.5%), and 1.59 GHz, and 80 MHz (5.0%), respectively. As for UWB, experimental results show that the return loss S22 is below -10 dB between 3.3 GHz and 10 GHz. The antenna gain in GPS is 4.74 dBic and those in UWB are between 4.4 and 5.8 dBi. Moreover, the measured coupling coefficient S21 is below -14 dB between 1 GHz and 10 GHz, which implies that the proposed antenna can operate independently in the bands of GPS and UWB. To increase antenna gains, a cavity and a reflector are added to block back-side radiation. Experiment results show that both cases can effectively enhance antenna gains. However, the reflector case achieves better results than the cavity cases. For cavity Backed dual-port antenna, the measured center frequency, impedance bandwidth, axial-ratio’s (AR’s) center frequency, and AR’s bandwidth in the band of GPS are 1.605 GHz, 1.5 % 1.575 GHz, and 0.6 %, respectively. As for UWB, experimental results show that the return loss S22 is below -10 dB between 3 GHz and 10 GHz. The antenna gain max in GPS is 5.25 dBic. Moreover, the measured coupling coefficient S21 is below -13 dB. When the dual-port antenna is equipped with a reflector, the measured impedance bandwidth and AR’s bandwidth in the band of GPS are 17.1 %, and 2.64 %, respectively. As for UWB, experimental results show that the return loss S22 is below -10 dB between 3.28 GHz and 10 GHz. The antenna gain max in GPS is 7.57 dBic. Moreover, the measured coupling coefficient S21 is below -14 dB.

Efficiency of operation is the major concern of most shipping companies. Aside from facilities and equipments, efficiency of ports operation must also depend on management. In this thesis, I propose that the electronification of operation procedures and information exchange is the key to efficient management and the building of a new business model. In this paper, I use Kaohsiung Port as my case of study. Employing Inter-Organizational system structure analysis, I will first analyze the business challenges Kaohsiung faces as well as providepossible response strategies. Through methods of management and support of information technology, how can we create a more competitive organization? Secondly, through interviewing different shipping companies, I will know to what degree the management and information exchange has been electronified.I propose that a new information platform must be built up to fasten operation and improve ports logistic issues. In this thesis, I will show that single service platform of ports operation, electronification of management and the establishment of new e-business model of operation can help to make ports operation more efficient and therefore enhance capacity for competition. Based on this model of management, I will conclude that this strategy can also be applied to ports with similar structure.

Keelung port has been an important high value cargoes’ access point because of its location close to Taipei city area-a national economic and political center, and big hinterland with many indusatrial products, rich resources and huge population. Keelung port was once ranked the 13th position of world biggest container port, which played an important role for the nation’s economic growth in the past. However, in recent years, facing the strong competition from ports of neighboring countries and the rise of mainland China's ports, Keelung port’s container shipments declined from over 200 million TEU to the current 1.6 million TEU; that situation is seemingly hard to reverse. Although restriction of direct cross-strait shipping between Taiwan and China was lifted since December 2008, Keelung port Keelung has not benefited from the increase of container traffic. Therefore, Keelung port must find some business strategies to cope with the severe challenges of the future. Since Keelung port is the nation’s important gateway connecting to foreign countries; it has been provided both passenger and cargo transport services in the early stage of the national development. In recent years, passenger shipping services become more popular due the prosperity of tourism and cruise ship’s tour. Surrounded by the sea and with a mild climate, Taiwan is having good conditions for the development of tourism industry. In addition, the government has also listed the “tourists doubling plan” in the “2008 National Development Plan”. Therefore, the major purpose of this study is to investigate the issues confronted by Keelung port to operate the passenger compartment, which including: the overall planning and future development plans, domestic passenger shipping services, cross-strait direct ferry services, as well as international cruise ships moored at the Keelung port and strategic plans of TIPC (Taiwan International Port Corporation). Through a literature review, statistical data analysis, SWOT analysis and personal interview, this study analyzes those collected materials and concludes some possible proposals for improving the operation of passenger compartment in the port. The results derived from this study suggest the following business strategies for port of Keelung, which including (1) to redesign stevedoring rate rationalization program for international and cross-strait passenger ships, (2) to actively develop the international cruise home port scheme, (3) to enhance the service quality for international, domestic and cross-strait passenger shipping services, (4) to improve the port’s hardware facilities and CIQS clearance facilities, and (5) to develop yacht terminal. It is expected that results of this study will contribute to the improvement of operations of passenger cmpartment in Keelung port.

This study will use simulation software ARENA to look into the harbor tugboat operation. Although it’s just simply a day to day operation since the harbor port started operation, we still need a so called performance indicator to evaluate the harbor tugboat utilization, effectiveness of man power scheduling and the waiting status of the ships, simulation is a proper tool to tackle this issue. We collect the historic ship flow data from Port of Kaohsiung on January 2011 and run the designated program as re-produce simulation and random simulation. An enclosed harbor need to set Entrance Control as all the ships have to pass through the narrow water channel one at a time, like the airport runway. The result of random simulation shows that the daily average waiting time caused by entrance control is 1.66 minutes per ship for that month (approximately total 166 minutes per day). Our major concern of the ship waiting is that caused by not enough harbor tugboats during the peak hour; yes it’s a tradeoff between costs (harbor tugboats and crew member) and service quality (waiting time). We have plotted a cost versus waiting time curve via simulation, assume the tolerance threshold of total waiting time is no more than 24 minutes per day, the random simulation incorporate tugboat re-choose (horse power) gives us the tugboat configuration as 2/5/6/3(2/3/4/2), total 16 harbor tugboats not include spare tugboats. Dynamic change of daily ship flow and its type make constant configuration not enough to cover the overall need of tugboats, we recommend to add flexible shift and to incorporate temporary peak hour support. As long as we can use simulation tool to forecast upcoming need of tugboats and possible surge, by applying some special rule of working hour restriction enforced by law, we can easily achieve our goal. Scheduling suitable working shift according to the ship flow, not only effectively improve the ship waiting, but also reduce the operating cost and eliminate unnecessary idle of the tugboats and crew member.

Some of the major constraints identified in the study related to poor infrastructure, operations and levels of services; lack of maintenance, availability of rolling stock, locomotives and cargo stacking space. However, over-huge traffic on the hinterland transportation results in lots of problems including air pollution and traffic jam etc. The purposes of the study are to find out the problem part of the truck logistics in the port. Besides, through the solving methods referred from foreign port authorities, the study tries to propose the advice to the port participants. This study simulated the work flow of the container truck by the model of the queuing theory. With two case-corporations data, the study calculated the average waiting time for each truck in Kaohsiung port. Finally, we found out the proper utilization of the gates in order to adopt different smart port logistics tactics in the port by sensitivity analysis method so as to propose the apposite suggestions to the terminal operators. The study found out three results. First, the most serious time waste of the truck operation in the port occurs at the part of the gate. The truck wastes too much time waiting for serviced that accounts 38% of total operational time. Then, with the two cases of the terminal data, we found that different modes of operation in the terminal have their advantage and disadvantage. Finally, the study propose two smart port logistics, “terminal gate appointment system” and “logistics information platform”. This study found that it is better to adopt terminal gate appointment system while the terminal’s utilization keeps excessively high. On the contrary, it is better to adopt logistics information platform while the terminal’s utilization keeps on the good level.

According to the literature, however, most ports of which the operations lack the quality assurance methods that are based on the scientific-based techniques. This may cause problems in cost minimization and resources optimization. Different from traditional quality assurance approaches, the scientific-based ones focus on customer satisfaction, capable of transferring customer needs into quantitative quality aims to be achieved. By of data collections, current quality level and the improvement needed can be appreciated explicitly. Thus, the application of such scientific-based quality assurance techniques to the port industry will enable the quality port operations to be improved and controlled in a systematical way. This study establishes a quality assurance framework based on Six Sigma that is capable of achieving customer satisfactions. The Six Sigma approach is such a quality assurance technique that is based on statistical theories. By understanding customer needs, the Critical to Quality (CTQ) can be established and incorporated into business strategies. Many industries, both in Taiwan and other countries, have benefited from such an approach in terms of quality improvements of products and services provided. Therefore, the technique has the potential for quality improvements in the port industry if applied. The methodology established includes steps of define, measure, analysis and control that will subsequently verified and validated using a case study of a container terminal stationed in Keelung Harbor. It is expected that the framework proposed and the case study demonstrated will introduce the quality assurance concept for the port industry.

The dissertation sets out to identify the reasoning behind why there has been a decline in bunker callers to the port of Durban at a time when there has been an increase in shipping activity and other ports around the world have experienced rapid growth in their bunker markets. It was first necessary to establish that there has been a fall off, what the economic impact of the fall off was and then to analyse the current operational procedure and the strengths and weaknesses of the port. The ports of Singapore and Gibraltar are looked at as they are two ports where bunkering has grown over the period Durban has seen a decline. The SWOT analysis of Durban takes into account the survey that was conducted by IBIA to ascertain what were perceived to be the main factors behind South African ports losing bunker business The type of ship that calls at Durban for bunkering and what is the most common voyage route are identified. It was found to be a handy size ship with the last port of call being a South American port. The cost for the voyage and the port call at Durban are calculated to work out the maximum time the ship should be at Durban from arriving outside to once again sailing. It is found to be twelve hours. The relationships of the parties to the bunker operation are analysed to see where it would be possible to introduce efficiencies to the supply chain and how to reduce the overall port stay to under twelve hours. Over an above this the port costs are reviewed as there are areas where discounting could be introduced to once more encourage owners to call A major stumbling block to the whole process is the unreliability of supply with the port being unable to provide bunkers 11% of the time. The authors use a multi-product model that represents port operations with three variables: mooring, stevedoring, and warehousing. A Fourier cost function is used to calculate several cost indicators. The sample covers monthly data in 1997-2001. By analyzing the cost indicators obtained, it is found that both individual operations and all of the operations together as a whole exhibit significant economies of scale and scope. Moreover, the presence of excess capacity in stevedoring and warehousing have been detected, as well as a presence of cost complement between mooring and stevedoring. Port operations cannot improve economic efficiency with perfect competition. On the contrary, the government should design economically reasonable regulations. Because port operations can not improve economic efficiency by market mechanism, port operations should be regulated by a proper authority in order to effectuate maximum social welfare.

This study not only discusses navigation safety during vessel's entering/departure, but also accesses the importance of key factors about navigation safety at harbours by GRA and questionnaire with the view between users and servers. In addition, we provide the ways of improvement by analysis satisfaction of port operators for the safe navigation at harbours. This research takes Port of Taichung for example and shows “VTS device functions and services” is the most important factor affecting the navigation safety. Taiwan International Ports Corporation, LTD. priority to improve the situation, first is “The impact on fishing and work boats of the fairway”, the second is “Quantity of tugs” and “Professional and technical services of VTS”. The important factors about the navigation safety of Taichung Port are “Fishing boats effect of the fairway”, “The communication quality of VTS”, “The communication between VTS and pilots”, “The situation about traffic control of VTS”, “Other work boats take avoiding action” and ”VTS staff replied the questions of the professional level of ships” etc.. abstract: Every year, more than 11 million maritime containers and 11 million commercial trucks arrive to the United States, carrying all types of imported goods. As it would be costly to inspect every container, only a fraction of them are inspected before being allowed to proceed into the United States. This dissertation proposes a decision support system that aims to allocate the scarce inspection resources at a land POE (L-POE), to minimize the different costs associated with the inspection process, including those associated with delaying the entry of legitimate imports. Given the ubiquity of sensors in all aspects of the supply chain, it is necessary to have automated decision systems that incorporate the information provided by these sensors and other possible channels into the inspection planning process. The inspection planning system proposed in this dissertation decomposes the inspection effort allocation process into two phases: Primary and detailed inspection planning. The former helps decide what to inspect, and the latter how to conduct the inspections. A multi-objective optimization (MOO) model is developed for primary inspection planning. This model tries to balance the costs of conducting inspections, direct and expected, and the waiting time of the trucks. The resulting model is exploited in two different ways: One is to construct a complete or a partial efficient frontier for the MOO model with diversity of Pareto-optimal solutions maximized; the other is to evaluate a given inspection plan and provide possible suggestions for improvement. The methodologies are described in detail and case studies provided. The main purpose of our paper discusses the risk factors influencing the safety of terminal operation. The risky areas include the shipside operation area, container stacking area and empty container operation area. Based on recognizing resource of the risk, we can realize the problem in the operating processes and measure the loss frequency as well as loss severity. To the end in this paper, we will establish the strategy to decrease the accidence and the operating cost in order to implement efficiently the risk management of the industry. This study is aimed at examining issues and concerns that relate to women in the maritime sector in South Africa and to determine the perceptions of employees, both males and females towards women in the maritime sector and women in management in general policies and programmes aimed at eliminating gender discriminatory practices are critically appraised. It examines international contributions, which are used to make comparative analysis with South African Port Operations and National Port Authority. Durban has been chosen because it is one of the biggest Maritime cities in the Southern Hemisphere and in the African continent. Women have been disproportionately represented in the higher management structures previously. This study therefore assesses how these past imbalances can be addressed; so that women can best enter and succeed in this sector, especially those who currently hold senior positions. The impact that gender equity practices have on human resources planning is examined. The study uses two broad research methods: the primary data analysis and the critical review of literature. A mail survey technique was undertaken with 60 subjects randomly selected. A stratified random sample was used to determine both male and female perceptions. Data was analysed using SPSS programme. Theoretical perspectives relevant to women and management concerns are summarised, that is, the psychological tradition, culturally biased perspective, the entitlement/empowerment framework, the bargaining approach and the feminist political economy perspective. As disclosed by the Port of Melbourne Corporation in 2015, full import containers significantly outnumber full export containers in the port of Melbourne, indicating that the port has become a major import container location experiencing acute pressures to manage the disequilibrium in trade flows. The report further points to increased container volumes through the port of Melbourne over the decade 2005-2015 – an increase of 650,000 twenty-foot containers. This growth in port-related containerised volumes creates capacity constraints in landside transport infrastructures and container parks’ facilities resulting from increased truck movements in and around the port of Melbourne. As specified by the Australian Competition and Consumer Commission in 2011, these capacity constraints at container parks resulted from random truck arrivals patterns, which caused depots to alternate periods of low truck traffic activity with periods of excess demand that generated major delays. Also, transport carriers often arrived at container parks to be notified of the unavailability of stocks to attend to empty collections, that is, futile trips occurred on a regular basis. In this line, previous industry studies had noted in as early as 2004 and 2005 the need to implement a vehicle booking system with a view to deliver superior visibility and thus operational gains for the empty-container supply chain in an effort to address the capacity challenges already experienced in and around the port of Melbourne. This thesis examines the proposition that the adoption of information technology is central in integrating and thus streamlining container chain operations resulting in superior supply chain efficiency. For this purpose this research will explore, in a detailed case study, the adoption of the Containerchain portal by some of the empty-container parks in the port of Melbourne. In particular, this thesis seeks to shed light on the impacts this web-based application is having on the integration of chain activities and operational chain efficiency given differentiated empty-container parks and empty-container chains.

In this research we attempted several modifications to microstrip ring/loop antennas to design multi-frequency antennas through systematic approaches. Such multi-frequency antennas can be useful while building compact terminals to operate at multiple wireless standards. One of the primary contributions was the use of a capacitive feed arrangement that enables simultaneous excitation of multiple concentric rings from an underlying transmission line. The combined antenna operates in the same resonant bands as the individual rings and avoids some of the bands at harmonic frequencies. A similar feeding arrangement is used to obtain dual band characteristics from just one ring, with improved bandwidth. This is made possible by widening two adjacent sides of a square ring antenna symmetrically, and attaching an open stub to the inner edge of the side opposite to the feed line. Use of fractal segments replacing the side with the stub also results in a similar performance. Use of fractal geometries has been widely associated with multi-functional antennas. It has been observed from the parametric studies that, the ratio of the resonant frequencies can range from 1.5 to 2.0. This shows some flexibility in systematically designing dual-band antennas with a desired pair of resonant frequencies. An analysis technique based on multi-port network modeling (MNM) has been proposed to accurately predict the input characteristics of these antennas. This approach can make use of the ordered nature of fractal geometries to simplify computations. Several prototype antennas have been fabricated and tested successfully to validate simulation and analytical results.

Mainland China’s attraction as an investment locale for large-scale enterprises will doubtlessly have a great impact on Taiwan’s port economic development. Such a phenomenon will speed up Mainland China’s economic development but will result in a feeble constitution in Taiwan’s port development. To cope with this situation, the ROC government should take additional efforts to improve Taiwan’s port management environment, upgrade Taiwan’s industrial production, and realize it as an Asia-Pacific Transshipment Center at an earlier date so as to provide a better investment environment in Taiwan. In addition, port ability has greatly relationship with international logistics ability, the port ability is influenced by the market situation of international ocean transportation, at the same time, the development of port management and logistics activities will be dependent on the performance of international economics. The purpose of this paper is aimed to figure out the existing issues of Taiwanese port management systems, and to discover the alternatives based on comparative analysis approaches among Taiwan straits.
