Chapter 8 focuses on the United Arab Emirates (UAE), led by Mohamed bin Zayed, and its newly assertive power projection strategy that includes establishment naval and military bases on the Red Sea, in the chokepoints of the Bab al-Mandab one of the most important global shipping lanes and the Gulf of Aden and its littoral territory—the arid nations of Djibouti, Eritrea, and Somalia to achieve dual geostrategic and economic goals including the acquisition of operational and management rights over ports and economic zones. The theoretical framework used in this chapter to asses foreign policy change employs simultaneous levels of inquiry taking into account regional and systemic effects, domestic influences, and the role of leadership adding to the literature on international relations and the Middle East in two distinct ways (1) by addressing understudied theoretical questions concerning foreign policy change in small states and (2) exploring the nature and motivations of the emerging trend of securitizing waterspace and shipping lanes in the Middle East.

This chapter explains the historical wellsprings and national interests that motivate China’s increasingly ambitious global policies including the Belt and Road Initiative. It discusses how Chinese security concerns, especially those related to Xinjiang, along with broader strategic aims lead Beijing to play a greater role in continental Eurasia. There China’s involvement tends to start with economic and trade relations, but in recent years (and especially under the leadership of President Xi Jinping), China has moved from “keeping a low profile” to “striving for achievement” in ways that stray from “non-interference.” To accomplish its global aims, China is developing new tools of economic statecraft, security, and diplomacy. These are described in detail, including the Asian Infrastructure Investment Bank, the China International Development Cooperation Agency, a modernized military with greater power projection capabilities, the port facility in Djibouti, private security contractors, the China Global Television Network, and new technologies for political repression.

Eritrea is located in North-East Africa and includes the Dahlak Archipelago and other islands along the Red Sea coast. It is bordered by Sudan, Djibouti, and the Red Sea, with a coastline of 1,200 kilometres (km) and land size of 117,598 km. The estimated population of Eritrea is 5.7 million. Asmara is the capital and lies on the Eritrean railway and a major road junction. It has an international airport situated just outside Asmara and its port is situated on the Red Sea at Massawa. The largest city in Eritrea is its capital, Asmara, with a population of over 563,000 people. The main business hours are Monday to Thursday between 0800 and 1200, and 1400 until 1800, and on Friday from 0700 until 1130, and 1400 to 1800. Banking hours are 0800 until 1600, with closure between 1100 and 1400, and on Saturdays from 0800 until 2300. The official currency is the Eritrean Nakfa (ERN).
