Introduction: The objective of this study is to identify the number of anaesthesiologists working in Portugal and to monitor the national activity of this medical specialty by comparing it with a similar Census performed in 2014.Material and Methods: Observational cross-sectional study. Data related to the month of May 2017 was collected from Anaesthesiology departments of 53 Portuguese public institutions from a total of 86 hospitals.Results: The Census registered 615 127 surgical procedures (3.4% more than in 2013), 84.1% of which on a non-emergent basis, and 49.6% day case surgery (6.1% more than in 2013). Moreover, 89 608 procedures were performed outside the operating rooms (19.0% less than in 2013), 282 944 were anaesthetic clinics (1.3% more than in 2013) and 112 183 were chronic pain evaluations (13.1% more than in 2013). In addition, 51 380 labour analgesia were performed for delivery (14.3% more than in 2013) corresponding to 70.5% of all deliveries occurring in the Obstetric department of Portuguese public hospitals in 2016 (5% more than in 2013). A total of 1280 Anaesthesiologists were identified (2.1% more than in May 2014), corresponding to a ratio of 12.4 per 100 000 inhabitants (it was 12.0 in May 2014). Together with the 262 anaesthesiologists that work exclusively in the private system, we found a total sum of 1542 anaesthesiologists indicating a ratio of 15.1 per 100 000 inhabitants (it was 13.9 in 2014).Discussion: We predict that the identified deficit of 541 anaesthesiologists in the Portuguese National Health Service should bereduced by two thirds until 2023. The reduction of the shortage of anaesthesiologists will allow an increase in human resource capacity in Anaesthesiology.Conclusion: Even though there was a slight increase in the ratio of Anaesthesiologists per inhabitant in 2017 compared to 2014, Portugal maintains a shortage of Anaesthesiologists.

The paper presents an upgrade of the strategic management model for economic development, the Feitoria Prime Market Model (Feitoria Model), developed by Botelho & Kulishov (2018) which has an innovation: the incorporation of the concept of competitiveness of products in markets, the Most-Favored Nation Tariff (MFN Tariff). The Feitoria Model identifies new markets for companies to increase the number of markets to place their product portfolio. Feitoria Model is based on the comparative advantage concept of Ricardo (1817) and incorporates economic and political dimensions in order to avoid unstable economies and the MFN tariff in order to compare the competitiveness of products in multiple markets. The study presents the bilateral trade opportunities, Portugal – Poland and Portugal – Ukraine. The methodology presented below is configured confronting the potential trade to effectively verified among the countries and uses a trade database 2013 – 2017 period extracted from the UN COMTRADE free database.

AbstractIn theory, if a new idea offers a good solution for a current problem and is properly widespread, then there is an ongoing brokering process, and, at a certain moment in time, an innovation is no longer considered as such. In the present study, we examine the case of the Montado, an agro-silvo-pastoral system in southern Portugal, to reflect on when and how innovations become custom. Integrating data from 2013 and 2017, we identified innovative initiatives that, if expanded, could reverse the current decline of the Montado system. We categorized the identified innovations as 1) social and institutional, 2) regulations and policies, 3) products and markets, and 4) farming techniques and management practices. Innovation is deemed necessary for the preservation of the Montado, yet initiatives that have existed for over 20 years are still considered innovative and an exception to the rule. At least since 2013, innovationbrokering processes have been attempted, leading us to question why these innovations are not becoming custom. By examining categories of innovations, we suggest that for innovations to become custom, changes in social and institutional arrangements need to be reinforced by regulations and policies that support changes in products and markets as well as by the adoption of new farming techniques and management practices. We conclude by suggesting a research agenda that starts aligning the evolution of the Montado system with the desired future as soon as possible.

Both the fourth industrial revolution (Industry 4.0) and its embedded technology diffusion exponentially progress and grow in terms of technical change and socioeconomic impact. The aim of this study was the evaluation of research and development efficiency in the public and private sectors in EU countries. The Data Envelopment Analysis (DEA) methodology, within which the slack-based model was applied, was used to achieve this aim. The Malmquist index (MI) was used to calculate changes in research and development efficiency during 2010/2013 and 2014/2017. The results present a decrease in total Research and Development (R&D) productivity in public and private sectors for an average of EU countries (28). However, Spain, Slovenia, and Portugal (in the public sector), and Ireland and Romania (in the private sector) revealed an increase of a total R&D productivity during 2010/2013 and 2014/2017 that was primarily influenced by an increase of technical efficiency (catch-up effect). Similarly, the results confirm the differences in R&D efficiency in private and public sectors in the European countries. The study’s results also provide a valuable platform for creators of national strategic and innovative investment and educational plans, and creators of relevant policies and create a platform for national and international benchmarking indicators.

ABSTRACT Objective: To characterize the experiences of undergraduate students of the School of Nursing of the University of São Paulo (EEUSP) who participated in international mobility programs between January 2011 and July 2017. Method: Exploratory, descriptive study with quantitative approach. Of 68 reports, only 38 (56%) were considered valid and were submitted to descriptive statistical analysis. Data were categorized in general, institutional, academic and cultural aspects and cost of living. Results: The main destination was Portugal and the years with most participation were 2012 and 2013. The mean stay was six months and the students took a mean of three to four courses. The main funder was the university of origin. Conclusion: Academic activities were limited to theoretical and practical courses, with little insertion in research. There is a need to increase investment in learning other languages and to expand partnerships with larger centers of foreign education and research.

This study analyzes the productive structure of Portugal in the period 2013–2017, using indicators of localization and specialization applied to 308 Portuguese local authorities. From an empirical approach using a threshold model, the following indicators are used: (i) localization quotient; (ii) specialization coefficient; (iii) Theil entropy index; (iv) rate of industrialization; and (v) the density of establishments by business size. The selected period 2013–2017 is due to the available data concerning firms located per local authority, and the choice of threshold model is justified through the possibility of assessing the non-linear effects of specialization and diversification on productivity, considering, in simultaneous terms, different regimes per business size. Estimation of the threshold model identified a positive, statistically significant relation between industrialization and productivity. Similarly, the terms of interaction between exports and diversification, and between the former and higher education institutions, shows a catalyzing effect of productivity. In addition, the most specialized micro-firms affect productivity significantly and positively, while the least specialized have the opposite effect. Small, less specialized companies have a significant and negative effect on productivity, contrasting with less specialized, medium-sized companies, which affect productivity positively. For large firms, the impact on productivity is negative for both high and low levels of specialization, reinforcing the need to fill existing gaps in strategic diversification, as well as the vertical and horizontal integration of the activities of production chains with high value added.

The objective of this research is to comparatively analyze the performance of two generations of children (as first generation of immigrants) attending primary and secondary education in different geographical areas, evaluated in different decades but with equivalent age brackets. Two samples of 169 immigrant school populations in Portugal, with fair immigration criteria, were evaluated for the same verbal reasoning and auditory discrimination tasks in different periods (cohort 1—2001–2009 and cohort 2—2013–2017). The aim is to verify if age remains a differentiating variable of the performance and acuity, as maintained by the critical period hypothesis. That performance referring to two samples evaluated in second language decoding tasks, in different periods. Additionally, to evaluate the emergence of other factors that explain proficiency, cognitive and linguistic discrimination behaviors of two generations of immigrant students in Portugal. The results contribute to a new direction in the analysis and intervention for school groups that are highly diverse in terms of mother tongue and nationalities. The data point to a greater divergence of performance and difficulties not according only to the disparity of ages, but considering the nationality (country of origin and respective educational system). It is also clear, despite just the difference of a decade, how subjects are changing their immigration routes and their cognitive and social development.

A partir de um estudo etnográfico desenvolvido em Coimbra, Portugal, durante os anos 2013 a 2017, que teve como sujeitos as relações estabelecidas entre pessoas idosas e seus territórios de vivência e maior permanência e frequência, este artigo propõe uma reflexão acerca do cuidado. Historicamente, o cuidado tem pontuado relações fortemente hierárquicas, envolvendo vulnerabilidades e desigualdades sociais, econômicas, etárias e de gênero. Esta hierarquização tende a fragilizar os sujeitos que, dependendo da relação estabelecida, encontram-se na posição de quem é cuidado ou, inversamente, de quem cuida. Por outro lado, as abordagens acadêmicas a respeito do cuidado têm privilegiado as questões relativas ao trabalho, nomeadamente ao trabalho doméstico e à prestação de serviços educativos, de saúde ou estéticos. As reflexões aqui sugeridas pretendem aprofundar a temática do cuidado enquanto ethose práxispossíveis e necessárias, que atravessam as relações sociais e que tenham como ponto originário, dialético e de encontro os territórios de proximidade.

Neste sentido, buscamos com este artigo, esboçar uma visão holística da (re)construção da cultura e património, nessa dinâmica de patrimonialização dos Caminhos Portugueses a Santiago de Compostela, num registro sincrônico da percepção, relação e ação para com este património pelas comunidades onde ele está inserido, as ações das organizações envolvidas e também as motivações, visões e interpretação das pessoas que realização a esta rota de peregrinação, registro de todo o trajeto de peregrinação, locais de frequentados e das demais atividades comumente realizadas pelas pessoas que realizam a rota Medieval do Caminho de Santiago Português.

Apesar de não ser um dos indicadores mais aplicados no estudo da qualidade da informação financeira, a liquidez tem grande importância para a gestão na medida em que demonstra a saúde financeira das empresas e sendo aplicada em vários contextos pode ter diferentes finalidades desde decisões de investimento até avaliação da capacidade da empresa em pagar dividendos. Com o objetivo de entender as implicações da liquidez na qualidade da informação financeira, no presente estudo, a liquidez será empiricamente testada com a gestão dos resultados (Earnings Management). Sabendo que a fonte primária de toda e qualquer informação financeira das empresas é a contabilidade que visa o reporte dos resultados, Earnings Management é o indicador que avalia a qualidade dos mesmos calculando o nível dos acréscimos não resultantes da atividade normal da empresa, designados por discricionários. Recorrendo a uma amostra das empresas cotadas nacionais com observações desde 2013 até 2017 e com dados da contabilidade retirados da base de dados Thomson Reuters Datastream, o presente estudo permite concluir que existe uma correlação negativa entre a liquidez e a qualidade da informação providenciada pelas empresas, ou seja, baixa liquidez aumenta o nível de Earnings Management.<br>Although it is not one of the most applied indicators for the study of the quality of financial information, the liquidity ratio has a big importance in showing the financial performance of companies, while being used in a wide range of contexts and with different purposes, from investment decisions to assessing the company’s ability to pay dividends. Aiming to capture and understand the liquidity implications in the quality of financial information, in the present study, the liquidity ratio will be empirically tested within the Earnings Management. Taking into consideration that the primary source for every type of financial information is accounting, which seeks to report the company results, Earnings Management is the metric that assesses and evaluates the quality of the disclosed results. This is done by calculating the level of accruals not resulting from the real activity of the company, described as discretionary. According to observations made from 2013 to 2017, collected from a sample of national listed firms and with accounting data collected from Thomson Reuters Datastream, the present study allows us to conclude that there is a negative correlation between liquidity and the quality of information provided by companies, which means that low liquidity increases the level of Earnings Management.

Abstract:
This study focuses on the way firms’ dividend policy is influenced by earnings management. The discretionary accruals methodology defended by Dechow et al. (1995), Kasznik (1999) and Kothari et al. (2005) is applied to measure earnings management. In order to add new lines of research on this matter, the study includes an in-depth analysis of the way both constructs relate to each other in different ownership contexts. The empirical study relies on an innovative set of 4,258 listed and non-listed Portuguese companies, representing a panel of around 20 thousand observations distributed over the period 2013-2017. The results demonstrate a positive statistically significant relationship between earnings management and dividend policy in the twelve methodologies considered. It is also predicted that the effect of earnings management on dividend policy is more pronounced in firms with a majority shareholder (more than 50% of share capital) as opposed to firms with non-concentrated ownership, and in firms with a majority corporate shareholder in contrast to companies with an individual/familiar ownership. In the case of the sample that faces taxpaying and nontaxpaying firms, the results about the effect of earnings management on dividend policy are relevant but present a contrary signal between each other. The divergence in terms of the relationship signal is surprising and may inspire future researches on this specific field.<br>Este estudo assenta na forma como a política de dividendos das empresas é influenciada pelas práticas de gestão de resultados. Para a mensuração destas mesmas práticas é utilizada a metodologia de accruals discricionários defendida por Dechow et al. (1995), Kasznik (1999) e Kothari et al. (2005). Com vista a adir novas perspetivas de pesquisa, este estudo contempla uma análise aprofundada sobre a forma como os dois construtos se relacionam entre si em diferentes contextos de propriedade acionista. O estudo empírico inovador baseia-se num conjunto de 4.258 empresas portuguesas cotadas e não cotadas, representando um painel de cerca de 20 mil observações distribuídas ao longo do período 2013-2017. Os resultados demonstram uma relação positiva estatisticamente significativa entre a gestão de resultados e a política de dividendos nas doze metodologias consideradas. Prevê-se também que o efeito da gestão de resultados na política de dividendos seja mais pronunciado em empresas com um único acionista maioritário (mais de 50% do capital social) em oposição a empresas com propriedade não concentrada e em empresas cujo acionista maioritário seja, também ele, uma empresa por contraste com entidades detidas por indivíduos/ famílias. No caso de uma amostra que confronta empresas pagadoras e não pagadoras de imposto sobre o rendimento, os resultados referentes ao efeito da gestão de resultados na política de dividendos são relevantes, pese embora apresentem um sinal contrário entre si. A divergência ao nível do sinal da relação é surpreendente e pode inspirar futuras pesquisas sobre esse campo de estudo.

Abstract:
It is known that the Modernism greatly influenced the way people use spaces, the car use was prioritized, changing the function of the street from a meeting space (human scale – Gehl, 2010) to a passage space (motor scale). It is in this context that this paper aims to present the aspects that interfere in the walkability with focus on different urban morphologies. For this purpose, the study was applied to three neighbourhoods of Lisbon (Portugal) with different morphological characteristics: Graça (organic mesh), Campo de Ourique (regular mesh) and Telheiras (contemporary mesh) and then for the analysis methodological were applied their respective axial maps – derived from the Space Syntax Theory (Hillier and Hanson, 1984). The findings show that, as some authors (Hillier and Hanson, 1984; Handy, 1996; Holanda, 2002; Medeiros, 2013) state, there are differences in performance between different urban forms. According to Jacobs (2000) and Gehl (2010), modern spaces or those that suffer the influence of modernism have morphological elements that repel people, which make the space almost desert, without life. Therefore, it is concluded that depending on the morphological characteristics present in the space there will be more or less life. In other words, the greater segregation between the morphological elements, lower the presence of people in public space.

Abstract:
The increasing advance of the new technologies applied in the retail market, make it common to sell products without the personal contact between seller and buyer, being the registration and payment of the products made in electronic equipment of self-checkout. The large-scale use of these devices forces the consumer to participate in the service process, which was previously done through interaction with the company's employees. The user of the self-checkout system thus performs all the steps of the purchase, from weighing the products, registering them and making the payment. This is seen as a partial employee, whose participation or performance in providing services can be used by the company to improve the quality of its operations (KELLEY, et al 1993). However this participation does not always satisfy the user, and may cause negative experiences related to usability failures. This article presents the results of the evaluation by the users of the self-checkout system. The data were collected in Portugal through a questionnaire to 400 users. The study analyzes the degree of satisfaction regarding the quality and usability of the system, the degree of motivation for its adoption, as well as the profile of the users. Analysis of the sample data reveals that users have basic or higher education and use new technologies very often. They also have a high domain of the system and an easy learning of its use. The reason for using self-checkout instead of the traditional checkout is mainly due to "queues at checkout with operator" and "at the small volume of products". In general, the sample reveals a high degree of satisfaction with the service and with quality, however, in comparative terms, self-checkout is not considered better than operator checkout. The evaluation of the interaction with the self-checkout was classified according to twenty-six attributes of the system. The analysis identifies five groups with similar characteristics, of which two have low scores. "Cancellation of registered articles", "search for articles without a bar code", "manual registration", "bagging area", "error messages", "weight sensor" and “invoice request "are seven critical attributes of the system. The results indicate that the usability analysis oriented to the self-checkout service can be determinant for the user-system interaction. Abstract:
RESUMO A sociedade atual vive em um contexto tumultuoso, sendo comum as pessoas viverem de forma mais estressadas, se alimentando mal e convivendo cada vez menos com as pessoas, perdendo oportunidades de fazer e manter relacionamentos pessoais. Como este estilo de vida está saturado, gerando problemas de saúde aos indivíduos, existem diversos estudos que comprovam a tendência de que as pessoas buscarão um melhor aproveitamento do seu tempo, com um maior contato com a natureza, dando valor ao seu próprio bem-estar, prestando mais atenção no que consome e em como consome, assim como a valorização do prazer de estar em um meio social. Nesse contexto, o objetivo deste trabalho é contribuir por meio da visão sistêmica e do design, o incentivo e a prática da filosofia Slow Food, e dessa forma, promover a preocupação com uma saudável forma de alimentação e a ação colaborativa entre as pessoas, em que um indivíduo possa cooperar com o outro, resgatando o convívio e socialização. Assim, pretende-se atuar em pequenas unidades urbanas externas, como prédios, condomínios, praças e avenidas com intuito de criação de um artefato que motive a prática dessa filosofia, assim como impulsione também as práticas colaborativas nestes locais, buscando a integração social e desenvolvimento econômico e ambiental, atendendo os princípios da sustentabilidade e o desenvolvimento local. O método de pesquisa usado é descritivo, em que se observou e analisou as situações e relações dos indivíduos, tanto de forma individual quanto as relações em sociedade. Os instrumentos escolhidos para coleta de dados foram o questionário, entrevistas e observações abertas, feitas informalmente ao decorrer das entrevistas. Neste trabalho integrou-se dois métodos de projeto, a ferramenta HCD/IDEO (Human Centered Design - Design Centrado no Ser Humano), usado como base, com técnicas para o entendimento dos desejos e necessidades da comunidade estudada e o Guia de projeto NASDesign/UFSC (Núcleo de Abordagem Sistêmica do Design/Universidade Federal de Santa Catarina), dividido em três fases: Sentir, Agir e Realizar, como complementação. Ao final, conclui-se que o modelo físico do produto proposto atende uma lista de requisitos divididos em três grande grupo: requisitos de produto, referentes à forma, materiais e texturas do objeto; requisitos do usuário, referente a necessidade entendida a partir do tipo de ambiente em que o produto está, e de como ele está sendo usado e aos requisitos do contexto de uso, que consiste nas necessidades do usuário observado durante a pesquisa.Palavras Chaves: design de produto, slow food, sustentabilidade.
