Abstract:
This paper presents partial results of a survey on the profile of Geographical Indication Lace Embroidery Associations in northeastern Brazil and Portugal. Geographical Indications value and protect traditional products linked to a particular locality, while making positive contributions to the local economy. Handicraft production associations in Brazil, which have obtained the geographical indication seal, add many artisans who derive their families' livelihoods almost exclusively by selling the products. In Portugal the process is different and the certification is individual for the artisan and the pieces. This study aimed to characterize the profile of the members of the Renda Irlandesa, Renda Renascença e Bordado Filpe associations in northeastern Brazil with Geographical Indication seal and the lace of Tibaldinho, Bilro and Lenço dos Namorados in Portugal. The work started with bibliographic research that preceded the field research and Doctoral Sandwich in Portugal. In the bibliographic research were used articles, theses, dissertations available in the online bases of CAPES periods. The Sandwich Doctorate was conducted between November 2018 and March 2019 and the field research in Brazil was conducted from May to June 2019, and data were collected through a semi-structured questionnaire.

Abstract:

Abstract:
Abstract This special issue brings together a collection of case studies that examine the making of speakerhood as experienced by migrants in Spain and Portugal. It focuses on moments in the life course of speakers as they navigate across transnational contexts where they face various linguistic demands. This involves being confronted with the norms, requirements and the values that define who is considered to be a speaker of the “language” or “languages” of the receiving community and being assessed in accordance with a given measure, that is, a canon of speakerhood in a particular community. The findings reveal the complexity of linguistic appropriation and the fundamental inclusive and exclusive nature of the making of a speaker in a world characterized by ambivalent historicities and uncertain investment outcome. The special issue allows critical questioning of notions such as nativeness and new speakerness through a theoretical and political engagement with speakerhood, and to interrogate what it means for whom to navigate linguistically and socially in receiving societies where personhood remains solidly attached to speakerhood.

Abstract:
Large forest fires have repeatedly affected Europe, in particular the Mediterranean countries. It is now crucial to continue the effort to feed the several layers of prediction models and understand how wildfire spreads in order to develop modern preventative and mitigation methods. The present study evaluates the performance of Sentinel 5-P TROPOMI for the monitoring of carbon monoxide (CO) and methane (CH4) during extreme fire events in Portugal, focusing on the Monchique (2018) and Vila de Rei/Mação (2019) wildfires, which devastated 27,154 ha and 9249 ha, respectively. The spatial distribution and trend of CO and CH4 prior to, during, and following the fire event were accessed and linked with in situ data in a qualitative and quantitative exploration. Large CO plumes were observed with CO columns exceeding 4.5 × 1018 and 6 × 1018 molecules/cm2 on 21 July 2019, and 7 August 2018, respectively. CO distribution profiles after consecutive digital processing steps showed the ability to follow CO fluctuations according to the fire spread. Furthermore, statistically significant differences were found between CO emissions inside and outside the burning area in both fire events. Finally, the CO2 estimated through CO column data presented an emission of 7.6 × 1019 molecules/cm2 for the uppermost emission day on 7 August 2018. Although CH4 monitoring is still unwavering to draw exact conclusions, the CO patterns during extreme fire events show promising and consistent data when compared with in situ data.

Abstract:
Abstract The Senior Universities (US) in Portugal are socio-educational organisations, of non-formal education, officially recognised by the Resolution of the Council of Ministers nº 76/2016. According to the National Network of Senior Universities (RUTIS), there were 330 US in Portugal with a total of 45,000 senior students in 2019. Since the beginning of the US, computer education has been one of the most sought after topics for seniors. In 2018, 62% of students attended a course related to Information and Communication Technologies (ICT). This teaching has gone through three phases in the US that we will present. In the study carried out by the author to 1,016 senior students from all over the country, it was possible to conclude that the frequency of the US contributed a great deal to diminish digital illiteracy and that it is in the older and less literate public that these contributors are more visible. It was also possible to realise that most US students have smartphones and laptops and understand the evolution that the use of computers has had in the US.

Abstract:
The influence of the alcohol industry, also known as “corporate political activity” (CPA), is documented as one of the main barriers in implementing effective alcohol control policies. In Portugal, despite an alcohol consumption above the European average, alcohol control does not feature in the current National Health Plan. The present research aimed to identify and describe the CPA of the alcohol industry in Portugal. Publicly-available data published between January 2018 and April 2019 was extracted from the main websites and social media accounts of alcohol industry trade associations, charities funded by the industry, government, and media. A “Policy Dystopia” framework, used to describe the CPA strategies of the tobacco industry, was adapted and used to perform a qualitative thematic analysis. Both instrumental and discursive strategies were found. The industry works in partnership with health authorities, belonging to the national task force responsible for planning alcohol control policies. Additionally, it emphasizes the role alcohol plays in Portuguese culture as a way to disregard evidence on control policies from other countries. This paper presents the first description of CPA by the alcohol industry in Portugal and provides evidence for the adoption of stricter control policies in the country.

Abstract:
Electricity production through renewable energy sources, such as wind energy, is dependent on the variability of weather conditions. Thus, this work aimed to assess the wind resource available and the wind energy potential (WEP) during recent December months (the three years 2017, 2018, 2019). These winters were characterized by the occurrence of high-impact storms. To understand the effect of the strong winds associated with the passage of the storms during these months, we used 10 m wind components (10-m U and V wind components). The fields were extracted at 00, 06, 12, and 18 UTC (6-hourly data) for the 2017, 2018, and 2019 December months over a geographical sector that covers the Iberian Peninsula (IP) region (35° N–45° N; 10° W–4° E) and compared to climatological values for the 1981–2010 period. The obtained results showed an increase of wind intensity of up to 1.2 m·s−1 in IP during December 2017 and 2019 and a decrease of 1.2 m·s−1 in December 2018 when compared with the respective climatology for the 1981–2010 period. This increase corresponded to an increase in the corresponding WEP. Therefore, our results agreed with the values of the wind energy produced during the analyzed months for the two countries, Portugal and Spain. Finally, it is notable that the highest values of wind energy production occurred on the days of the storms’ passage through the IP.

Abstract:

Full text
Abstract:
Introduction: The frequency in detection of azole-resistant Aspergillus fumigatus isolates has increased since 2010. In Portugal, the section Fumigati is one of the most frequent, and resistant strains to have been found in clinical and environmental contexts. Although several cryptic species within the Fumigati section show intrinsic resistance to azoles, one factor driving (acquired) resistance is selective pressure deriving from the extensive use of azoles. This is particularly problematic in occupational environments where high fungal loads are expected, and where there is an increased risk of human exposure and infection, with impact on treatment success and disease outcome. The mechanisms of resistance are diverse, but mainly associated with mutations in the cyp51A gene. Despite TR34/L98H being the most frequent mutation described, it has only been detected in clinical specimens in Portugal. Methods: We analyzed 99 A. fumigatus isolates from indoor environments (healthcare facilities, spas, one dairy and one waste sorting unit) collected from January 2018 to February 2019 in different regions of Portugal. Isolates were screened for resistance to itraconazole, voriconazole and posaconazole by culture, and resistance was confirmed by broth microdilution. Sequencing of the cyp51A gene and its promoter was performed to detect mutations associated with resistance. Results: Overall, 8.1% of isolates were able to grow in the presence of at least one azole, and 3% (isolated from the air in a dairy and from filtering respiratory protective devices in a waste sorting industry) were pan-azole-resistant, bearing the TR34/L98H mutation. Conclusion: For the first time in Portugal, we report environmental isolates bearing the TR34/L98H mutation, isolated from occupational environments. Environmental surveillance of the emergence of azole-resistant A. fumigatus sensu stricto strains is needed, to ensure proper and timely implementation of control policies that may have a positive impact on public and occupational health.

Abstract:
IntroductionIntestinal microbiota is arising as a new element in the physiopathology of cardiovascular diseases. A healthy microbiota includes a balanced representation of bacteria with health promotion functions (symbiotes). The aim of this study is to analyse the relationship between intestinal microbiota composition and arterial stiffness. Methods and analysisAn observational case—control study will be developed. Cases will be defined by the presence of at least one of the following: carotid-femoral pulse wave velocity (cf-PWV), Cardio-Ankle Vascular Index (CAVI), brachial ankle pulse wave velocity (ba or ba-PWV) above the 90th percentile, for age and sex, of the reference population. Controls will be selected from the same population as cases. The study will be developed in Primary Healthcare Centres. We will select 500 subjects (250 cases and 250 controls), between 45 and 74 years of age. Cases will be selected from a database that combines data from EVA study (Spain) and Guimarães/Vizela study (Portugal). Measurements: cf-PWV will be measured using the SphygmoCor system, CAVI, ba-PWV and Ankle-Brachial Index will be determined using VaSera device. Gut microbiome composition in faecal samples will be determined by 16S ribosomal RNA sequencing. Lifestyle will be assessed by food frequency questionnaire, adherence to the Mediterranean diet and IPAQ (International Physical Activity Questionnaire). Body composition will be evaluated by bioimpedance.Ethics and disseminationThe study has been approved by ‘Committee of ethics of research with medicines of the health area of Salamanca’ on 14 December 2018 (cod. 2018-11-136) and the ’Ethics committee for health of Guimaraes’ (Portugal) on 15 October 2019 (ref: 67/2019). Abstract:
Land and climate are strongly connected through multiple interface processes and climate change may lead to significant changes in land use. In this study, high-resolution observational gridded datasets are used to assess modifications in the Köppen–Geiger and Worldwide Bioclimatic (WBCS) Classification Systems, from 1950–1979 to 1990–2019 in Portugal. A compound bioclimatic-shift exposure index (BSEI) is also defined to identify the most exposed regions to recent climatic changes. The temporal evolution of land cover with vineyards and olive groves between 1990 and 2018, as well as correlations with areas with bioclimatic shifts, are analyzed. Results show an increase of CSa Warm Mediterranean climate with hot summer of 18.1%, followed by a decrease in CSb (warm summer) climate of −17.8%. The WBCS Temperate areas also reveal a decrease of −5.11%. Arid and semi-arid ombrotypes areas increased, conversely humid to sub-humid ombrotypes decreased. Thermotypic horizons depict a shift towards warmer classes. BSEI highlights the most significant shifts in northwestern Portugal. Vineyards have been displaced towards regions that are either the coolest/humid, in the northwest, or the warmest/driest, in the south. For oliviculture, the general trend for a relative shift towards cool/humid areas suggests an attempt of the sector to adapt, despite the cover area growth in the south. As vineyards and olive groves in southern Portugal are commonly irrigated, options for the intensification of these crops in this region may threaten the already scarce water resources and challenge the future sustainability of these sectors.

Abstract:
The circulation in estuaries promotes the transport of organisms, nutrients, oxygen and sediments. Simultaneously, the mixture of fresh and salt water leads to variations of the physicochemical and biological components of the region. Therefore, it is important to further understand the hydrodynamic patterns of an estuary as one of the bases to understand the whole dynamic of these systems, ecologically important regions that must be preserved. However, little is known about the hydrodynamics of some estuarine systems. In order to bridge the knowledge gap about the Sado estuary, sampling was conducted with the purpose of evaluating some circulation patterns of the estuary and classifying it according to the stratification of the water column. The campaigns were conducted to collect monthly data on the intensity and direction of the currents, and on the temperature and salinity of the water column, between September 2018 and September 2019. The data indicated that water circulation in the Sado estuary, occurred through the two main navigation channels (North and South), according to the tidal regime. Both the temperature and the salinity were homogeneous along the water column, revealing little stratification. The analysis suggests possible hydrodynamic changes of the estuary in the past years.

Abstract:

Abstract:
The Alqueva reservoir (South of Portugal) in the Guadiana river basin constitutes the most important water resource in southern Portugal for domestic and agricultural consumption. We present a methodology developed to characterize spatial and temporal variations of Secchi depth and diffuse attenuation coefficient (both related to dissolved/suspended particles and to water transparency), using high spatial resolution satellite images from Sentinel-2 Multi-Spectral Instrument (MSI). Empirical relations between satellite retrievals of surface reflectances and in situ measurements of water parameters were defined and applied to the entire reservoir for spatial and temporal analysis in the period July 2017–June 2019, useful in the identification of microalgae blooms and rapid variations in water characteristics, which allowed us to differentiate five zones. Water estimates with lower transparency and higher attenuation of radiation were found in the northern area of Alqueva reservoir during the months characterized by higher water temperatures, with Secchi depth monthly averages near 1.0 m and diffuse attenuation coefficient near or above 1.5 m-1. Satellite retrievals of water with greater transparency in the reservoir were obtained in the southern area in months with low water temperature and atmospheric stability, presenting some monthly Secchi depth averages above 3 m, and diffuse attenuation coefficient below 0.8 m-1. January 2018 presented great transparency of water with a Secchi depth of 7.5 m for pixels representing the 95th percentile and diffuse attenuation coefficient of 0.36 m for pixels representing the 5th percentile in the Southern region.

Abstract:
Sarcoptic mange is globally enzootic, and non-invasive methods with high diagnostic specificity for its surveillance in wildlife are lacking. We describe the molecular detection of Sarcoptes scabiei in non-invasively collected faecal samples, targeting the 16S rDNA gene. We applied this method to 843 Iberian wolf Canis lupus signatus faecal samples collected in north-western Portugal (2006–2018). We further integrated this with serological data (61 samples from wolf and 20 from red fox Vulpes vulpes, 1997–2019) in multi-event capture–recapture models. The mean predicted prevalence by the molecular analysis of wolf faecal samples from 2006–2018 was 7.2% (CI95 5.0–9.4%; range: 2.6–11.7%), highest in 2009. The mean predicted seroprevalence in wolves was 24.5% (CI95 18.5–30.6%; range: 13.0–55.0%), peaking in 2006–2009. Multi-event capture–recapture models estimated 100% diagnostic specificity and moderate diagnostic sensitivity (30.0%, CI95 14.0–53.0%) for the molecular method. Mange-infected individually identified wolves showed a tendency for higher mortality versus uninfected wolves (ΔMortality 0.150, CI95 −0.165–0.458). Long-term serology data highlights the endemicity of sarcoptic mange in wild canids but uncovers multi-year epidemics. This study developed and evaluated a novel method for surveying sarcoptic mange in wildlife populations by the molecular detection of S. scabiei in faecal samples, which stands out for its high specificity and non-invasive character.

Abstract:
PurposeThe paper aims to discuss the tensions between rock and pop genres at Rock in Rio, the most significant music festival in Brazil (which also has had international editions in Portugal, Spain and the USA), analyzing the construction and consolidation of Rock in Rio as a rock-related brand and mapping the disputes, negotiations and controversies between rock and pop music fans.Design/methodology/approachThe authors analyze those facts from a framework composed by discussions about musical genres (Frith, 1996; Blacking, 1995), social constructions about rock and pop, as well as debates about taste as performance (Hennion, 2007) on digital platforms. The corpus consists of 58 posts published between 2018 and 2019 in the period prior to Rock in Rio 2019, analyzed qualitatively.FindingsBy recalling the history of Rock in Rio, the authors demonstrate that the discourses and strategies involving the festival are contradictory, which reflects on disputes about the meanings of festivals on social media. A diverse set of controversy was found, such as discussions about the artists' authenticity as well as arguments that refer to the social constructions linked to certain musical genres.Originality/valueThe paper analyzes the Rock in Rio music festival from a perspective that is not observed very often, offering insights about the relevance of music genres as mediators of the perception of the festival as a brand and the controversies involving fans and anti-fans.

Abstract:
The Anatomy of the State, Rothbard (2018), American economist and had his article published by the Mises Institute in 2012. Translated and adapted into Brazilian Portuguese by Leandro Augusto Gomes Roque & Fernando Fiori Chiocca. The book is structured in 7 chapters totaling 50 pages. The book is an abstract and illustrative reading of a typical “anatomical” and “physiological” organizational of the state. In order to carry out this work, a survey of the staked work was carried out. The methodology followed the Raposo (2019) process as a basis. Brito e Cunha (2015) apud Bardin (2009). n each page exposes arguments and substantiates its ideals in an expository way to criticize the roots of pro-state thinking. The book exposes the empirical and well-known argument in which it states that the state "is us", that "we are the government". It is generally an efficient form of wealth production, as it requires little effort, even though it is parasitic. Refuting the concept of collectivity of the State. This excerpt concludes by stating that the State is eminently authoritarian, and in its essence corresponds to the sum of the political forces of wealth production, while the private ones, yes, are characterized by the use of the economic means of wealth production.

Abstract:
Direct Normal Irradiance (DNI) predictions obtained from the Integrated Forecasting System of the European Centre for Medium-Range Weather Forecast (IFS/ECMWF) were compared against ground-based observational data for one location at the south of Portugal (Évora). Hourly and daily DNI values were analyzed for different temporal forecast horizons (1 to 3 days ahead) and results show that the IFS/ECMWF slightly overestimates DNI for the period of analysis (1 August 2018 until 31 July 2019) with a fairly good agreement between model and observations. Hourly basis evaluation shows relatively high errors, independently of the forecast day. Root mean square error increases as the forecast time increases with a relative error of ~45% between the first and the last forecast. Similar patterns are observed in the daily analysis with comparable magnitude errors. The correlation coefficients between forecast and observed data are above 0.7 for both hourly and daily data. A methodology based on a new DNI attenuation Index (DAI) was developed to estimate cloud fraction from hourly values integrated over a day and, with that, to correlate the accuracy of the forecast with sky conditions. This correlation with DAI reveals that in IFS/ECMWF model, the atmosphere as being more transparent than reality since cloud cover is underestimated in the majority of the months of the year, taking the ground-based measurements as a reference. The use of the DAI estimator confirms that the errors in IFS/ECMWF are larger under cloudy skies than under clear sky. The development and application of a post-processing methodology improves the DNI predictions from the IFS/ECMWF outputs, with a decrease of error of the order of ~30%, when compared with raw data.

Abstract:
Purpose The purpose of this paper is to understand the main perceived impacts of overtourism in Portugal and the reactions of tourism stakeholders in the main Portuguese cities, especially the host. Design/methodology/approach This study uses a qualitative approach, based on the analysis of news published in Portuguese newspapers between March 2018 and March 2019, applying Bardin’s (2011) content analysis and matching with the theory as proposed by Laville and Dionne (1999). Findings The study reveals that the main perceived impacts are the evictions and transformation of old residence into short-term rentals (e.g. Airbnb) and small hotels, besides other impacts such as garbage in the streets, gentrification, loss of security and others. Research limitations/implications The study considered the period of one year, being a limitation of analysis for contexts within that period, as well as the possible partiality of how the context of overtourism is dealt by newspapers. Practical implications This study seeks to understand the context of overtourism and its perception by the hosts and aims to present a basis of tourism planning for public and private sector stakeholders, in order to provide a better visit experience to the tourist, without losing the hosts’ quality of life. Originality/value Studies using newspapers as sources of data are rare. The newspapers are considered local witnesses; therefore, they bear important information for several purposes, not just for tourism but for other realities or contexts.

Abstract:
Antimicrobial resistance (AMR) is an urgent and complex problem worldwide, exacerbated by the frequently inappropriate use of antibiotics. The purpose of this study was to survey the levels of knowledge and awareness about antibiotic use and stewardship, among human and veterinary health professionals or students in Portugal, and the associations between antibiotic knowledge factors and socio-professional groups. In cross-sectional survey design, a total of 449 online structured questionnaires were completed in 2018–2019. The statistical analysis was performed dividing the respondents into four groups, A (undergraduate students), B (PhD students and researchers), C (lecturers), and D (technicians and other occupation). Among all respondents, 17% (n = 75) revealed some gap in knowledge about antibiotic resistance and the antibiotics that should be administered for different infection types (bacterial, viral, or fungal). Of the 159 pet owners among the respondents, only half had administered antibiotics to their animal and 64% (n = 102) knew that veterinary prescription is mandatory when administering antibiotics to animals. All groups statistically agreed that the AMR is a major public health problem and the antibiotics should be administrated for bacterial infections and used until the whole pack has been finished (p = 0.00). As expected, only groups B and C demonstrated a higher level of knowledge to recognize the antibiotic name and their active ingredient than undergraduate students (p = 0.00). About the antibiotic use on pets, only group B was statistically significant to no used antibiotics on their pets (p = 0.00). However, groups A, C, and D were statistically significant for the knowledge about the mandatory veterinarian prescription and groups C and D were significantly statistics for fully aware of the transmission of bacteria between animals and humans. In conclusion, in matters related to AMR, the behavior, education, and training of the general public and health professionals, including those who prescribe antibiotics for humans and animals, need to be improved.

Abstract:
Several solutions and city planning policies have emerged to promote climate change and sustainable cities. The Sharing Cities program has the ambition of contributing to climate change mitigation by improving urban mobility, energy efficiency in buildings and reducing carbon emissions by successfully engaging citizens and fostering local-level innovation. A Digital Social Market (DSM), named Sharing Lisboa, was developed in Lisbon, Portugal, supported by an application (APP), enabling the exchange of goods and services bringing citizens together to support a common cause: three schools competing during one academic year (2018/2019) to win a final prize with the engagement of school community and surrounding community. Sharing Lisboa aimed to promote behaviour change and the adoption of energy-saving behaviours such as cycling and walking with the support of local businesses. Participants earned points that reverted to the cause (school) they supported. A total of 1260 users was registered in the APP, collecting more than 850,000 points through approximately 17,000 transactions. This paper explores how the DSM has the potential to become a new city service promoting its sustainable development. Furthermore, it is crucial for this concept to reach economic viability through a business model that is both profitable and useful for the city, businesses and citizens, since investment will be required for infrastructure and management of such a market.

Abstract:
Background:Long-term use of hydroxychloroquine (HCQ) is very common in patients with lupus erythematosus. It has been associated with wide-ranging benefits and it is generally well tolerated1. However, long-term use (i.e. > 5 years) and high-dose HCQ (i.e. > 5 mg/kg/day) are both considered to be risk factors for developing HCQ retinopathy2.Advances in our understanding of HCQ retinopathy has led to changes in the recommendations for HCQ dosing and retinopathy screening1-3. The latest EULAR guidelines for the management of systemic lupus erythematosus (SLE)4recommend a maximum HCQ dose of 5 mg/kg/day and ophthalmological screening at baseline and annually after 5 years of HCQ treatment. Objectives:To assess whether recent EULAR guidelines regarding HCQ dosing and retinopathy screening are affecting prescription patterns and screening frequencies in Europe. Methods:Patients in Europe were given the opportunity to complete the online European Survey for Lupus Patients (ESLP) initiated by LUPUS EUROPE. The survey was promoted on social media from the 26thof June – 11thof July 2019. The survey consisted of 29 questions. Each participant was asked, among other things, to report their body weight (kg), daily HCQ dose and if they have received baseline screening and/or regular eye examinations. Results:The online survey was completed by 2938 lupus patients from 36 countries. The majority were female (86.5%) and diagnosed with SLE (85.7%). The daily HCQ dose (mg/kg) was available from 1678 patients (57.1%). The median ± IQR HCQ dose was 4.3 ± 2.5 mg/kg/day with a median treatment duration of 7 years (IQR: 3 – 14).The recommended daily HCQ dose of 5 mg/kg was exceeded by 618 patients (36.8%). Low HCQ dose (≤ 4 mg/kg) was reported by 769 patients (45.8%). In addition, 284 out of 1786 patients (15.9%) reported they skipped HCQ once a week or more often. Nevertheless, only 8.7% of patients reported that they were more likely to skip HCQ than other medication. Patients from Belgium, Israel, France and Portugal reported the highest HCQ dosages. In contrast, patients from Spain reported the lowest HCQ dosages (Figure 1).Figure 1.HCQ dose (mg/kg/day) reported by patients (• median HCQ dose). PRT: Portugal, POL: Poland, NLD: Netherlands, ITA: Italy, ISR: Israel, GRC: Greece, FRA: France, FIN: Finland, ESP: Spain, DEU: Germany, CHE: Switzerland, BEL: Belgium. Moreover, 935 out of 1137 patients diagnosed in the past 10 years (82.2%) reported that they have received an ophthalmological screening at baseline. Lastly, 1167 patients reported long-term use of HCQ (i.e. ≥ 5 years). Only about 64% of them (n=748) reported that they receive regular eye examinations (i.e. at least once every year). Conclusion:Studies have suggested that prescription patterns in the USA and UK were already affected by guidelines regarding HCQ dosing1. We show large inter- and intra-country variations of HCQ dosing in Europe. Additionally, most centers fail to follow recent recommendations4regarding annual screening of retinopathy in case of long-term HCQ use.More research is needed to assess the clinical efficacy of low-dose HCQ and to confirm whether proper screening modalities are being employed as recommended by recent guidelines2-4.References:[1]Jorge A et al. Abstract:

Abstract:
Background: A microbiological analysis of samples taken from hands of food handlers and utensils/crockery in food service units was used to assess the risk of food contamination. We aimed to assess indicators of microbiological contamination in different food service units. Methods: We used data for an official inspection proposal (2018–2019) in different food service units serving a district in Northeast Portugal. We showed the proportion of positive samples for each microorganism assessed in samples taken from hands and kitchen utensils/crockery. Results: Out of 471 samples taken from hands of food handlers, 26.8% (n = 126) were classified as “unsatisfactory” due to the presence of at least Escherichia coli, Staphylococcus aureus and/or total and fecal coliforms. Such a proportion varied according to the type of food service unit with a higher proportion being observed in Canteens (40.0%) and in Retirement Home/Day Care Centers (37.8%). More than one third of 649 samples taken from kitchen utensils/crockery were classified as “unsatisfactory” (n = 181; 27.9%) or “bad” (n = 49; 7.6%). There were significant differences in these proportions across food service units, with a higher proportion of “unsatisfactory” samples being observed in Fishmongers and Butcher Shops/Charcuteries (50.0% and 45.1%, respectively), while a higher proportion of “bad” samples was observed in both Pastry/Bakery and Fishmonger establishments (33.3%), followed by Butcher Shops/Charcuteries (14.1%). Conclusions: Our results emphasize the need of awareness of hygiene practices among food handlers of different food service units, particularly in Fishmongers, Pastry/Bakery establishments and Butcher Shops/Charcuteries, highlighting the need of a periodic hygienic evaluation.

Abstract:
Background:Patients with laboratorial or clinical manifestations suggestive of antiphospholipid syndrome (APS) but not fulfilling the classification criteria [1] constitute a challenge in clinical practice. Objectives:To establish a comparison between patients with “non-criteria” versus those with definite APS on the frequency of clinical manifestations, prescribed therapies and reported outcomes. Methods:A systematic review of observational studies comparing “non-criteria” with definite APS patients was performed searching 4 electronic databases. Data was extracted on clinical manifestations, therapies and outcomes. Studies were analyzed globally and, where possible, grouped under four potential “non-criteria” APS subsets. Random-effects meta-analyses were performed. Results:Fourteen studies were included, assessing a total of 3,238 participants (Table 1). In the meta-analysis, no difference was detected in the frequency of arterial events or thrombosis recurrence between “non-criteria” and definite APS. However, a lower frequency of venous events was observed in “non-criteria” patients (risk ratio [RR]=0.9; 95%CI 0.7-1.0; p-value=0.047, I2=0%; Q Cochran p-value=0.226). Regarding obstetric morbidity, no difference was observed in most outcomes, but previous history of intrauterine growth restriction was less frequent (RR=0.7; 95%CI=0.6-0.9; p-value=0.003, I2=0%; Q Cochran p-value=0.228) and the risk of prematurity in followed pregnancies lower in “non-criteria” patients. There was no significant difference in treatment frequency between groups, except for less use of hydroxychloroquine in “non-criteria” APS (RR=0.7; 95%CI=0.5-0.9; p-value=0.007, I2=46.5%; Q Cochran p-value=0.642). There was no significant difference in the risk of fetal loss between groups either with or without treatment (Figure 1). It should be noted that significant heterogeneity was observed in some outcomes across the studied categories. Most studies focused on “seronegative” and “incomplete laboratory” APS.Table 1.Description of studies included in the systematic review.Author, year (reference)Number of PatientsDefinite APSNC-APS(global)Mekinian, 2012 [2]2553Rodriguez-Garcia, 2012 [3]8767Conti, 2014 [4]2524Ofer-Shiber, 2015 [5]126117Mekinian, 2016 [6]8396Omar, 2018 [7]3030Signorelli, 2017 [8]7713Fredi, 2018 [9]8581Litvinova, 2018 [10]4117Alijotas-Reig, 2019 [11]1000640Ferreira, 2020 [12]1521Liu, 2020 [13]19290Li, 2020 [14]3494Lo, 2020 [15]1224Abbreviations – APS: Antiphospholipid Syndrome; NC-APS: Non-criteria antiphospholipid syndrome. Conclusion:This review suggests an absence of marked differences in most of the evaluated variables regarding clinical manifestations, treatment and outcomes between “non-criteria” and definite APS. Abstract:
Feminist movements are currently asserting themselves by the capacity of involvement and aggregation of activists and the public identified with the feminist cause, who have in common both the struggle for women's rights and the spaces where they create existence and attribute dimension to that struggle: digital social networks. The purpose of this article is to understand the communication strategies, supported by dialogue, that underlie this aggregation and sharing of meaning when it comes to feminism and its close connection with the fight for gender equality, the end of gender violence or the eradication of racism. Based on the theoretical review on networked PR (Grunig, 2009; Kent, 2017), networked dialogue (Theunissen & Wan Noordin, 2011; Smith & Taylor, 2017; and networked feminism (Fullagar, Parry and Johnson, 2019; Keller, Mendes & Ringrose, 2018; Araüna, Willem & Tortajada, 2019; Yang, Uysal & Taylor, 2017), we applied content analysis (Bardin, 2006) to publications and digital interactions on two Portuguese feminist platforms. Thus, in an adaptation of the model proposed by Lane and Kent (2018) - Dialogic Engagement Interaction - this exploratory study analyzes the dialogical involvement of Coletiva and INMUNE - Instituto da Mulher Negra de Portugal. The analysis results, however, shows a low level of dialogical involvement between organizations and their audiences and, consequently, a reduced collective force to stop online hate clusters with increasing protagonism and with highly technological and effective modus operandi. Thus, the outcomes indicate that the two platforms analyzed do not apply communication strategies through dialogue, limiting exchanges between the organization and the public to the classic top-down communication option, summarizing the practice of dialogical involvement in social digital media to the publication unidirectional content and openness to comments and other reactions. As for the hypotheses raised, only one of them was validated, taking into account that 1) there was no significant dialogical involvement in the content analysis of the two feminist platforms, and 2) although we were unable to verify in the content analysis of the two feminist platforms, the theoretical review validated the idea that online anti-feminist and hate clusters can be fought by online anti-feminist and anti-hate clusters with the same effectiveness in spreading messages as the former. And here, the networked PR must take the strategic and tactical leadership of the action. This work also proposes a model for the analysis of dialogical involvement in digital social networks based on the broader initial proposal of Lane and Kent (2018). The model we propose comprises six categories: 1) existence of comment(s), sharing(s) and / or emoji(s); 2) existence of comment(s) and answer(s); 3) existence of dialogue (with the five dialogical principles: mutuality, propinquity, empathy, risk and commitment; see in Kent, 2017).; 4) existence of freedom to choose the theme and the dialogical flow (when both parts – public and organization – are given freedom to choose the topic and flow of dialogue); 5) without agenda or manipulation (when there is no intention to put issues on the agenda, essentially, those that indicate manipulation); and 6) rhetorical (when a persuasion strategy is applied by both parts participating in the dialogue).

Abstract:

Abstract:
The experienced view of stakeholders is a very valuable tool to build inclusive and reliable maritime spatial planning (MSP). Within this context, the present work assesses the potential and limitations for a further sustainable development of fishing and aquaculture activities, considering the Portuguese North Region as case study. The official strategies and legal framework drafted by Portugal in MSP issues were initially reviewed, with the corresponding management objectives identified. Official statistical data were used to show the current situation of regional fishery and aquaculture, while the perceptions of involved groups were collected by a methodology based in a multi-stakeholder survey and subsequent workshop. Taking into account the regional circumstances defined by a decreased fishing production (decline of 45.9% during the period of 2012–2019) and scarce aquaculture weight (≤1% in terms of national production in 2018), the stakeholders brought to light great difficulties on the part of public administration to implement official management objectives. The stakeholders also considered that conflicts between maritime activities are almost inexistent at present, even though they predicted future disagreements when new players intend to use maritime space. A positive response about a successful future for aquaculture was obtained from every group surveyed, although the specialized stakeholders pointed out severe limitations for a further development of both off-shore and extensive coastal aquaculture modalities. In conclusion, it seems evident there is the need for a fluent collaboration with the regional fishing stakeholder, particularly promoting synergies involving small scale fleets, in order to avoid future potential conflicts. Against the challenges and limitations posed by the aquaculture industry, promoting the intensive cultivation of high commercial value fish and new interest local species, when conducted under sustainable practices that add value to the harvested product, would be an interesting strategy to implement in our case study.

Abstract:

Abstract:
Currently the productivity of some European cropping systems is maintained artificially by increasing production factors like mineral fertilizers or pesticides in order to mask the loss of productivity resulting from soil quality degradation. Green manures are known as a good alternative to the use of mineral fertilizers and pesticides. They are an important source of nitrogen and reduce significantly weed invasion. Nevertheless, the literature providing a precise quantification of total nutrients available for plants after incorporation of leguminous species cultivated in Portugal is scarce. This lake of knowledge’s makes farmers worried about hypothetic productivity loss, making them to use excessive complementary amounts of mineral fertilizer. Providing farmers with tools to calculated accurately the reduction of mineral fertilizer will increase their gain and avoid environmental pollution by nutrients lixiviation. Under the scope the international H2020 SoilCare project, a study was conducted during the winter and spring of 2018–2019 at Baixo Mondego valley in Central Portugal, where the main land use is the monoculture of irrigated corn. The nutrient uptake was determined for 5 species of legumes: pre-inoculated Pea (Pisum sativum L.); Yellow Lupin (Lupinus luteus), Red Clover (Trifolium pratense); Balansa Clover (Trifolium michelianum); Arrowleaf Clover (Trifolium vesiculosum) and a control (natural vegetation). For each treatment, we determined total dry matter yield for leguminous and weeds, macronutrients uptake (N and P Total, K, Na, Ca, Mg, S) and micronutrients uptake (Cu, Zn, Fe, Mn). Combining soil analyses, theoretical main crop needs in nutrients (short cycle grain maize) and mineralization rates, we calculated the precise amendment needed to obtain the expected yield of maize in what concerns the macronutrient. The production of total dry matter (leguminous and weeds) was very similar for the 5 treatments e.g., about 7 ton/ha. Nevertheless, considering leguminous production, the higher dry matter yields was obtain for the Arrowleaf Clover and the lower for the Red Clover respectively 5.5 and 3.5 ton/ha. The Macronutrient content (N,P,K) of the leguminous ranged between 22.9 and 28.0 g/kg for N, 2.4 and 3.1 g/kg for P and 12.1 and 31.5 g/kg for K. The Yellow Lupin presented the higher values of N, the clovers the higher values of P and K. The total quantity of macronutrients incorporated in the soil was in average 152 kg/ha for N, 20 kg/ha for P and 170 kg/ha for K with the higher quantities for Arrowleaf Clover. We considered a mineralization coefficient of 0.5 for N and 0.6 for P during the first year and a nutrient extraction of 280 kg/ha of N, 50 kg/ha of P and 245 kg/ha of K, for a production yield of 12 t/ha of corn grain. After correction of plant needs following the soil analyses results, we determinate an optimized fertilization rate of 180-40-0, were the green manure supplies about 35%, 25% and 100% of the NPK extraction of the grain maize.

Abstract:
Introduction. The relevance of the study is caused by the spread of participatory budgeting practices in Russia and abroad. In 2017 the joint project ‘Development of initiative budgeting in the Russian Federation’ of the Ministry of Finance of the Russian Federation and the World Bank has been launched. More than 50 Russian regions are involved in this project today. In March 2018 the need to develop citizen engagement was reflected in state program of the Russian Finance Ministry ‘Public Finance Management and Regulation of Financial Markets’. Since citizen participation in the budget process is still new, scholars and practitioners take interest in foreign experience, in particular, in the mechanisms used in European countries. Portugal is of a particular interest because the only nationwide practice of participatory budgeting is being implemented there.Materials and methods. The article is based on the comparative historical analysis and case-study method. Academic articles, thematic books and monographs, official websites of the state and local authorities of Portugal, specialized online-participation portals, reports of foreign experts at the Moscow Financial Forum 2018 were involved as sources. The author also relied on oral information received from the representatives of the Branding and Communication Department of Lisbon during an in-person meeting at the City Hall in June, 2018.Results. The historical and political context of the development of modern mechanisms of direct democracy in Portugal was identified. The nationwide program, national programs of school and youth participatory budgeting are analyzed. The specificity of the projects, the target audience and the results within each of the directions are described. Special attention is paid to the city of Lisbon, in which several crowdsourcing and participatory practices are implemented.Discussion and conclusions. The most original approaches that are interesting from the point of view of the procedures used for engaging citizens or specifics of local issues that are presented for discussion in the framework of participatory practices are identified.

Abstract:
Background:Burden of care might be highly dependent of specific characteristics of the disease (Lee et al., 2019). Uncertainties remain about factors that influence burden of care in Parkinson Disease (PD).Aim:To identify a list of ICF-related domains identified by caregivers of older patients with PD.Methods:Caregivers of people with PD were recruited in Portugal Parkinson Foundation, if they take care of someone with PD older than 65 yrs, and for more than 6 hours/day. A focus group was video recorded, based on the following questions: Can you please tell us how did you spent your day before you're a caregiver; there are any differences in your daily routine now? How do you feel or think when you're caring for a relative? Can you tell us if there is any kind of daily activity more pleasant or more embarrassing? Verbal interactions during focus group were transcribed and codified using International Classification of Functioning and Disability (ICF) domains. Results:Seven caregivers (5 females; 40-73 yrs; 5 were spousal) were enrolled. Thirty-six caregivers’ references were about body functions and structures (91.67% - mental functions: “I feel tired…it is a constant monotony”); fifty-seven references were about activities and participation (“I need to assist him with bathing”; “when he wants to standing from his favourite chair, he always need help…and his body is very stiff”);eleven references were about environmental factors, mostly about medication and family/health professionals assistance.Discussion:Our results demonstrated that caregivers are worried about their mental health and routine preservation, which is in accordance with previous studies in this topic (Tessitore et al.,2018). However, new caregivers’ perceptions were found in our study, which are very specific domains in PD: body motion rigidity and medication for patients’ psychomotor agitation. A previous study stated that control of mental symptoms in PD are the most powerful predictors of caregivers' burden (Hooker et al., 2000), but do not consider the importance of Parkinson’s motor symptoms. Conclusion:Burden of care in PD is mostly associated with the need of preservation in daily routines, but also with management of mental and motor symptoms in PD.

Abstract:
Myxomatosis was detected in Iberian hares (Lepus granatensis) in Portugal, October 2018, following its emergence in Spain 3 months earlier. Here, we describe the epidemiological, molecular and anatomo-histopathological data of the first two cases. Myxoma virus DNA was detected in the eyelids, nose and perineal region in both hares. It was also detected in the lungs of hare 1 and in the spleen and liver of hare 2. The genomic insertion identified in strains from Spain was confirmed in both strains suggesting a common origin for the Iberian viruses. Gross lesions in hare 1 included palpebral oedema and conjunctival mucopurulent discharge, common in both forms of the disease in rabbits. Hare 2 presented eyelid thickening with small diffuse nodules. Histopathology of the eyelids showed extracellular myxoid matrix in hare 1 and purulent dermatitis in hare 2. Both animals exhibited good body condition, suggesting a short course of the disease and higher virulence of the virus towards the Iberian hare.

Abstract:
Based on the findings of the current study, policymakers must take a hard look at the media and themselves, because the world can no longer blame the subprime mortgage industry for causing the Global Financial Crisis of 2007 and 2008. The public must demand answers from the media and policymakers explaining how an economic crisis that could have been avoided resulted in the collapse of the global economy. The lack of evidence supporting the theory of a financial bubble and a real estate bubble called for further investigation of factors leading to the Global Financial Crisis of 2007 and 2008. Evidence presented from data analysis in Walters (2018) suggested no financial bubble existed in developed or developing countries around the world, preceding the Global Financial Crisis of 2007 and 2008. Based on data analysis in Walters (2018) the evidence also suggested, the lasting effect of economic policies in response to the Global Financial Crisis of 2007 and 2008 for both developed and developing countries around the world, had no significant impact on the financial sector but pointed to a lack of economic growth. The findings raised significant questions about the existence of a real estate bubble in both developed and developing countries. Evidence from data analysis presented in Walters and Djokic (2019) suggested the existence of a real estate bubble in the United States real estate market preceding the Global Financial Crisis of 2007 and 2008 was a false conclusion. Data analysis in Walters (2019) resulted in, 0.989 Adjusted R-square, 194.041 Mean Dependent Variable, 5.908 Square Error of Regression, 488.726 Sum-of- Square Residual, and 0.00000 Probability (F-statistic), for correlation between the independent variable representing advancement in technology, and the dependent variable representing home purchase price in the United States preceding the Global Financial Crisis of 2007 and 2008. The findings in Walters (2019) concluded the rapid increase in home purchase price in the United States real estate market, was due to increased demand for homes from the adaptation of advancement in technology in the real estate and mortgage industries. The current study expanded the investigation of the growth in home purchase price to fifteen developed countries around the world, building on the findings of previous research by the current researcher. The researcher in the current study concluded, the existence of significant and near-perfect correlation in many cases, between the dependent variable representing growth in home purchase price, and the independent variable representing advancement in technology. The analysis was based on data analyzed from fifteen developed countries around the world, which was collected between 1990 and 2006. The data analysis included home purchase price data from, Canada, United Kingdom, Denmark, Finland, France, Italy, New Zealand, Sweden, Netherlands, Australia, Ireland, Belgium, Norway, Spain, and Portugal. Data preceding the Global Financial Crisis of 2007 and 2008 were analyzed in the current study. The researcher in the current study concluded the existence of overwhelming evidence suggesting advancement in technology was responsible for the rapid increase in home prices in developed countries around the world preceding the Global Financial Crisis of 2007 and 2008. The result of data analysis in the current study provided further confirmation of the accuracy of former Federal Reserve Board Chairmen, Alan Greenspan and Ben Bernanke 2005 assessment which concluded, the occurrence of a real estate bubble developing was impossible due to the Efficient Market Hypothesis, before reversing course subsequent their assertion in 2005 (Belke & Wiedmann, 2005; Starr,2012). The result of the current study provided additional evidence supporting Eddison Walters Risk Expectation Theory of The Global Financial Crisis of 2007 and 2008. The result from data analysis also confirmed the need for the adaptation of Eddison Walters Modern Economic Analysis Theory. As a result of the findings in the current study, the researcher concluded the development of a real estate bubble is impossible where there exists real estate price transparency, as is the case in most developed and developing countries. The researcher presented Walters Real Estate Bubble Impossibility Price Transparency Theory based on the findings. False information of a real estate bubble and predictions of a real estate crash disseminated through the mainstream media and social media can be a destructive force with a disastrous effect on the economy around the world. The failure by the media to hold themselves and policymakers to a higher standard resulted in the Global Financial Crisis of 2007 and 2008. The result of the failure by the media was a worldwide economic crisis and the Great Recession that followed the Global Financial Crisis of 2007 and 2008. Lessons learned from the Global Financial Crisis of 2007 and 2008 can assist in preventing another economic crisis in the future.
