International Relations theory includes realist concepts of sovereign nation-states interacting in an anarchic world as they rationally determine their own national interests based upon ever-changing competition for power. In this interplay for power, nation-states may affect each other politically, economically, ideologically or militarily. This thesis focuses on effects of U.S. foreign policy and U.S. intervention in Guatemala in the time period surrounding the Guatemalan Revolution (1944-1954), with its "liberation" in 1954, and then into the early 1960s as the Guatemalan state began to be militarized. In this thesis I will answer the following question:
How did the United States affect the sovereign nation of Guatemala,
through economic policy, Cold War rationale, and military operations
and thereby contribute to and facilitate the establishment of the nature of the Guatemalan counterinsurgency state?
Through historically documented and officially acknowledged events an assessment will be made as to how these three elements singularly and also collectively influenced the internal workings of the Guatemalan state.

This thesis studies the step-by-step process of foreign policy making within the British Government from 1931 to 1939. It aims to pin-point the origin, evolution and nature of appeasement, the principal policy-makers' viewpoints and activities in policy formulating and their responsibility for encouraging the aggressive powers. In the Introduction, the subjective and objective roots of appeasement are explored, and the Author examines the reasons why it was pursued for nine years without change. Highlighting the shortcomings in the past and current research on the subject, a summary of the approaches used in the thesis is given. The First Chapter surveys policy-making during the Manchurian crisis of 1931, not only a starting point for appeasement, but also to a large extent the main reason for the European appeasement. The Second Chapter shows how the British Government appeased Mussolini in the Italo-Abyssinian conflict of 1935-36, and how appeasement in the Far East started to cause appeasement in Europe. Chapters Three, Four and Five indicate the development of appeasement policy towards Germany during 1936 - 1939, namely, how it was hatched during the Rhineland crisis of 1936, and how it was, through the Anschluss, brought to a climax at Munich in 1938. Chapter Six analyses the policy of the guarantee to Poland and of the Three Power conversations in 1939 with the observation that these represented the Chamberlain Government's efforts to change their policy within the scope of appeasement, but that appeasement led to their failure. In the Conclusion, the various arguments in favour of appeasement are criticised and lessons drawn from that disastrous age.

This thesis examines South Africa's foreign relations, viewed from a South African perspective, with the black African countries beyond southern Africa from 1961 to 1994. These relations were determined by the conflict between Pretoria's apartheid ideology on the one hand, and African continental rejection of South Africa's race discrimination policies and its exclusion from the community of African states on the other. The documentary material used primarily stems from the Department of Foreign Affairs archive in Pretoria, supplemented by research conducted in other archives. Furthermore, we conducted interviews and correspondence, and consulted the relevant primary and secondary literature. Given the main source of information, we chose to make this work a case study in Diplomatic History. In consequence, and constituting the core of the study, Chapters 3 to 6 explore the interaction between South Africa and the black African states in a chronological order. At the same time, we draw on the analytical concepts from the academic disciplines of Political Science and its derivative, International Relations, to comprehend developments more fully. We discuss the significance of the approaches from these two disciplines in both the Introduction and Chapter 2. In particular, we emphasise that this study is about Pretoria's foreign policy, involving state and non-state actors, and we suggest that the unequal status between South Africa and the other African states constitutes an inherent factor in the relationship between them. The Conclusion examines the role of the state and non-state actors in determining Pretoria's foreign relations and the relevance of the structural imbalance between South Africa and the black African states in this context.

This thesis explores the modern historical lineage of absolutism in Bahrain, and the history of challenges to absolutist state authority during the peak of British influence in the Persian Gulf, the period between the First World War to the Suez crisis of 1956. It rewrites the history of Bahrain and British colonialism in the Persian Gulf through two distinct narrative threads. First, it presents a new history of the colonial-dynastic state in Bahrain and the longer tradition of indirect rule from which its architects drew, and second, it retrieves the history of the popular movements that came to challenge it. This entails an examination of not only how colonial and dynastic authority was jointly exercised, but the ideas that justified such authority over a population conceived of as a set of cultural, and more specifically religious communities governed by their own 'custom' - the conceptual centerpiece of indirect colonial rule. Both these narrative strands constitute part of a broader history of the ideological clash between late colonial ideologies of rule and anticolonial nationalism in the twentieth-century Persian Gulf - a region that was never formally colonized, nor became the site of any successful popular nationalism. Yet both these forces exerted a profound influence on the nation-states that would emerge in the late twentieth century, especially on Bahrain. To chart that historical conjuncture, the thesis begins with the creation of the modern colonial-dynastic state in Bahrain in 1923. It ends in 1956 with the last and most important uprising in Bahrain's during the 20th century, one that was largely a revolt against the political and institutional structures that colonial reformers had established three decades earlier. At its broadest, the thesis argues that the process of state-building under indirect colonial rule in Bahrain derived from a body of colonial thought on native political life and behaviour, and particularly, on the prevention of rebellion that has its origins in mid nineteenth century North India. In Bahrain and the Persian Gulf, as elsewhere in the late colonial world, ideas about empire, the state, authority and rebellion are the intertwined threads that shaped political life and the prose of history.

This thesis examines the changes in diplomacy of China, the West, Tibet and India from 1911 to 1951, while Tibet functioned as an independent country, and during 1951 to 1959 while under Chinese control. Tibet maintained its own currency, government, armed forces and way of life until 1959. The thesis also examines the cultural shifts in the political, social and military spheres in these countries. It assumes that the general world trend in political life has been towards increasingly intolerant and extreme politics. If Tibet remains part of China with little chance of resuming independence, it is because the Chinese government and people were quicker to adopt radical Western philosophies than the Tibetans were.

As the United States led the military, economic and diplomatic response to Iraq's
invasion of Kuwait, Secretary of State James Baker was asked whether the
determined American leadership discredited the frequently asserted notion tha t
America had been toppled from its hegemonic pedestal. He responded th a t he never
believed such theories.1 To many people, Secretary Baker's assessment would seem
fairly reasonable. After all, in the previous year he--along with the rest of the worldhad
witnessed the collapse of Soviet power in Eastern Europe, the rejection of
communist controlled command economies in favour of democracy and market-based
economies, and the heralding of the 'end of the Cold War.' The obvious implication was
th a t the U.S., as the leader of the non-communist world, had 'won' the Cold War.
Furthermore, the Kuwaiti crisis was proving th a t global leadership could not be based
exclusively upon a vibrant national economy. Though endowed with flourishing
economies, Germany (or the European Community for th a t ma tte r2) and Japan
appeared incapable of assuming the mantle of world leadership. The United States,
alone, demonstrated the capability and willingness to project its military might into
the Persian Gulf to deter further Iraqi aggression and, ultimately, to eject Iraq from
Kuwait.

Dr Christian Goeschel, University of Manchester<br>This thesis focuses on the practice of cultural diplomacy in post-imperial contexts through the study of the Spanish-Latin American case (Hispano-Americanism) during the 1920s. It advances the concept of ‘spiritual empire’ to make sense of the weight of imperial legacies in multilateral international relations. It highlights the intangible and imagined nature of these legacies, and examines their use in foreign policy. It thus offers broader definitions of what is usually called ‘soft power’, with a specific emphasis on its European roots and on its intertwinement with empire and multilateralism during the interwar period, especially in the context of the League of Nations. The specific object of this inquiry is the set of practices of Hispano-Americanism developed under General Miguel Primo de Rivera’s authoritarian regime (1923-1930). Calls for closer relations between Spain and the Spanish-speaking American countries dated back to the late nineteenth century, in the form of intellectual pleas and some political projects. Only in the 1920s, however, was Hispano-Americanism built up as a relatively coherent set of diplomatic practices. Asking why these practices emerged in the 1920s in particular, the thesis explores this decade as a key moment for both empire and diplomacy. Building mostly on archival material from the Spanish administration, the League of Nations, and US public and private institutions, this research inserts Spanish diplomacy at the heart of the narrative of power politics in Europe and the Americas. The aim is not to prove that Spain actually mattered, but to use this specific case study to pose alternative questions about power in world politics. Rather than asking where power is, this thesis seeks to understand what power is and how it is fabricated. The notion of spiritual empire illustrates how the imperial logics of power resist the formal end of empires and are reused in the shape of diplomatic and administrative practices. It explains how Spanish diplomats and foreign-policy makers tried to hang on to a status of power granted by Spain’s imperial past. It also opens the way to diachronic comparisons between Spain’s Hispano-Americanism, Portugal’s politics of Lusophony, France’s politics of Francophony, or the British Commonwealth, among others.

This thesis examines how the newly-born Anglo-Italian alliance operated during World War I, and how it influenced each of Britain's and Italy's strategies. It argues that Britain was Italy's main partner in the conflict: Rome sought to make Britain the guarantor of the London treaty, which had brought Italy into the war on the side of the Allies, as well as its main naval and financial partner within the Entente. London, for its part, used its special partnership with Italy to reach three main objectives. The first was to have Rome increasingly involved in the Entente's global war, thus going beyond the national dimension of the 'fourth war of independence' against Austria-Hungary. Britain aimed in particular to complete the blockade of the Central Powers by securing the Mediterranean. This result was achieved slowly - Italy declared war on Turkey in autumn 1915 and on Germany in summer 1916 - and not without contradictions, such as Italy's persistently self-reliant trade policy. The second British goal was to keep Italy in the war when the Caporetto crisis hit: British financial, commercial and military support was crucial to restore Italian forces and morale, and allow Rome to pursue to fight. Finally, in a wider geo-political sense, Britain took advantage of its good relations with Italy to balance French influence in the Mediterranean and the Middle East. London acted as a mediator in the controversies between Rome, Petrograd and Paris, taking upon it the task of keeping the alliance together. Anglo-Italian relations worsened in 1918. Britain's leadership within the Entente declined and was gradually replaced by American leadership. President Wilson's 'politics of nationalities' produced a significant revision of the London pact: Italy felt betrayed by its main partner, Britain, and this caused a long-lasting resentment towards London which had far-reaching consequences in the post-war period.

This thesis is an investigation of how United States foreign policy was made in the context of German-American relations in the period between the two world wars. The problem under investigation is whether the United States was using a corporatist approach in dealing with the problems of Germany and ultimately Europe and whether the corporatist model is a good one for analyzing foreign policy development during this period. Corporatism, as it is used in this thesis, is defined as an organizational form which recognizes privately organized functional groups outside the United States government, which collaborate with the government to share power and make policy. In the case of foreign policy, the focus of this investigation is on the role played by autonomous financial experts, especially from the banking community.

This study demonstrates that, in the post Cold War era, US leadership becomes more crucial than ever. Through the adoption of a classical approach; a thorough case study of diplomatic efforts vis-a-vis Albania coupled with America's response to the crisis in Bosnia, highlights the weakness of US policy in the former and its outright failure in the case of the latter. Historical analysis demonstrates that recent violent nationalism in the Balkans did not suddenly erupt into violence. Instead, it remains dormant until such time that power vacuums, the result of power politics, are created. Indeed, the work seeks to show the history of Western, especially US, policy failure and short-sightedness in the region and how past trends have invoked present failures and crises which have yet to be remedied. The examination of US relations with Albania, shows that much more is required in America's efforts to ensure that democracy succeeds in Albania, and that a deeper analysis demonstrates the need for greater mutual understanding between the US and Albania. The Bosnian crisis is an example of American and Western failure which should not be repeated elsewhere in the region. By reviewing the tenets of American foreign policy, the study seeks to shed light upon the theories which have dominated current debate. The aim of such a review is to examine the trend, or trends, which have surfaced from the foreign policy debate and, specifically, whether or not these indicate the direction American foreign policy towards the region should be taking in the post- Cold War era.

There has been only limited scholarly analysis of Malawi’s foreign policy since its independence in 1964 with key texts focusing primarily on the early years of the new state. Perhaps due to its relatively small stature – economically, politically and militarily – in the region, very little attention has been paid to the factors informing Malawi’s apparently uncritical foreign policy response to the Zimbabwe crisis since it began in the late 1990s. This thesis addresses this deficit by locating its understanding of Malawi’s contemporary foreign policy towards Zimbabwe in the broader historical and contemporary context of bilateral relations between the two states and the multilateral forum of SADCC and SADC. It is argued that the Malawi’s long-standing quest for socio-economic development has forced it to manoeuvre a pragmatic but sometimes contentious foreign policy path. This was also evident until the end of the Cold War and the concomitant demise of apartheid in South Africa in the early 1990s. Malawi forged deliberate diplomatic and economic relations with the region’s white-ruled Zimbabwe (then Southern Rhodesia) and South Africa in pursuit of its national economic interests while the majority of southern African states collectively sought the liberation of the region by facilitating the independence of Zimbabwe and countering South Africa’s apartheid and regional destabilization policies. In the contemporary era, there has been a convergence of foreign policy ambitions in the region and Malawi now coordinates its regional foreign policy within the framework of SADC, which itself prioritizes the attainment of socio-economic development. However, to understand Malawi’s response to the Zimbabwe crisis only in the context of SADC’s “quiet diplomacy” mediation efforts obscures important historically rooted socioeconomic and political factors that have informed relations between Malawi and Zimbabwe and which cannot, it is argued, be ignored if a holistic understanding of Malawi’s position is to be sought. This study argues that the nature of historical ties between Malawi and Zimbabwe and the role of Malawi’s leaders in driving its long-standing quest for socioeconomic development have not only informed its overall foreign policy behaviour in the region but underpin its contemporary relations with Zimbabwe.

The thesis deals with Britain's early Cold War history and the political history of the Church of England. It mainly uses primary sources, and contributes to our growing understanding of the early Cold War, especially in its cultural/religious elements. It explores how the Church of England dealt with the development of the early Cold War in Britain. It argues that in order to understand better the Church of England's role, an account of its perspective on issues of state modernisation dating back to at least the 1930s is necessary. It was then, during a decade of authoritarianism, and especially at the Oxford Conference of 1937, that the Church' standpoint towards secularisation was established, while the transnational agenda of the ecumenical movement was also adopted and internalized by Church of England. The thesis also examines the agencies which it built and worked with: in particular the British Council of Churches and the World Council of Churches. As the Church is the Established Church, its relationship with specific government agencies, especially the British Foreign Office and the Ministry of Information also became increasingly important. The thesis reveals the Church of England's lack of autonomy in time of crisis and the importance of key individuals for the institutional leadership of the Church. Its ecumenical agenda had played an important role, but this was under pressure after the War, as a Europe-wide Christian community was increasingly challenged by 'Western Union' plans for a Cold War Western, Christian community and bloc. By 1948 the Church had been enrolled in the Cold War between East and West which was apparent in its alignment with British government policies and its withdrawn role in the ecumenical community. The thesis adds to our understanding of the Church of England's relationship to the state in these years, and contributes to the cultural dimension of the early Cold War in Britain.

This thesis principally studies the determination of UK export performance between the wars. Several improvements to the measurement of sterling's nominal and real effective exchange rate in the period are implemented, and the path of the exchange rate is related to UK and foreign exchange rate policies. The nature of competitiveness and the demand and supply mechanisms by which it may influence exports are discussed. In the light of this, and the commodity and geographical breakdown of UK exports, we suggest alternative measures of competitiveness which may appropriately be tested in econometric work. Aggregate UK export volume and price equations for the inter- war period are then estimated. Competitiveness, which is in turn influenced by the exchange rate, and the economic position of primary producing countries, are found to have had significant effects on UK export performance. Similarly specified equations are estimated for UK exports in eight industrial sectors. Distinctive characteristics of sectors may lead to substantial divergences between sectoral and aggregate behaviour. This is confirmed in further work on UK coal exports. Nevertheless, measures of the price of UK exports relative to the price of exports of other industrial countries generally give explanations of UK export performance which are superior to other competitiveness measures. A substantial statistical appendix containing data on, inter alia, UK and foreign exchange rates, trade volumes and values (with geographcial and commodity breakdown), labour costs and prices, together with the sources and methods used in their construction, is provided both for historical interest and to facilitate replication of results and further research.

This thesis is a study of the racial equality proposal at the Paris Peace Conference. It explores Japanese motivations for submitting the proposal, and the responses of the British and American governments which eventually defeated it. The thesis uses an analytical framework based on five categories of possible explanations for the proposal: immigration, universal principle, great power status, peace conference politics and bargaining, and domestic politics. The thrust of the analysis contained in the thesis is as follows. For Japan, the proposal meant three things: a means of reaffirming its great power status by securing racial equality with the western great powers in the League of Nations; a justification for Prime Minister Hara whose pro- League position was maintained by a fragile domestic consensus against sceptics in the government and the wider public; and a means of resolving Japanese immigration problems in the United States and British Dominions. But for Japan the proposal was not originally intended as a demand for universal racial equality. For Britain, the proposal was unacceptable because it meant "free immigration" of non-white immigrants into the Dominions. In particular, Australia adamantly opposed it also because of its political significance for Australian public opinion. For the United States, Wilson's determination to create the League of Nations at almost any cost led him to impose a unanimity ruling at the crucial vote on llth April 1919. Other explanations worked in the background. The proposal highlighted the importance of the link between race and great power status for Japan, Japan's insecurity concerning the League of Nations and the West, and Japan's different approach to international relations. Moreover, the failure of the proposal revealed the limits of Wilsonian idealism in that neither Britain nor the United States at that time seriously considered the possibility of universal racial equality.

British press opinion concerning the Soviet Union in the 1930s contributes to an understanding of the failed cooperation, prior to 1941, between the British and Soviet Governments. During the trial of six British engineers in Moscow in 1933, the conservative press jingoistically responded by demanding stringent economic action against the Soviet Union and possibly severing diplomatic cooperation. The liberal and labour press expected relations to improve to prevent similar trials of Britons in the future. Despite the strain in relations and ideological differences, between 1934 and 1935, Britain and the USSR worked for collective security. The quality conservative press was willing to support a closer relationship, though popular conservative newspapers remained anti-Soviet. The liberal and labour press, though hoping for more, expressed relief that Britain was improving relations with the Soviet Union. The Spanish Civil War led the conservative press to resume its non-collective beliefs and to become ideologically critical of the Soviet Union. The provincial conservative newspapers were the exceptions. Liberal and labour papers were annoyed with the British refusal to cooperate with the USSR over Spain and became disappointed by the Government's decision to support appeasement rather than collective action. While the British Government reviewed the benefits of collective security, the Moscow show trials damaged Britain's belief in the stability of the USSR. All papers realised there was something seriously wrong in the Soviet Union. The conservative press advocated avoiding cooperation with a country weakened by purging. The liberal and labour press, though concerned about the image of the USSR, realised that Britain required an East European ally and called for an improvement of existing relations. In 1939 nearly every newspaper demanded the British Government form an alliance with the USSR against Hitler's aggression and criticised both governments for wasting time. Condemnation of the Soviet Union's signing of the Nazi-Soviet pact and role in the partition of Poland was relatively limited as hope remained that Britain and the USSR would collaborate to defeat Hitler. However, the Winter War strained these hopes and led to intense press condemnation of the Soviet attack on Finland. Nevertheless, in July 1940 newspapers became interested in the emerging conflict of interests between Germany and the USSR. Despite criticism of Soviet expansion in Eastern Europe, the press accepted that Britain's security depended on the Soviet Union. All newspapers welcomed the alliance in 1941 and ignored ideological issues.

Viewed through the International Relations (IR) theories of Realism and Liberalism, the ‘Two-State’ solution is the orthodox policy for Israel and Palestine. But Israelis and Palestinians are interspersed and share many of the same resources making it difficult to create two states. So, this research critiques the aforementioned IR theories which underpin the ‘Two-State’ solution. The conclusion reached is that there ought to be new thinking on how to resolve the Israel-Palestine issue.

with national liberation movements. It is also an empirical contribution to an area of recent South African history
through interrogating Cuba’s foreign policy towards South Africa’s liberation movements from 1959 until 1994.
My starting point has been that meagre scholarship exists within the field of International Relations on this
important area of South African history and on Cuban foreign policy. Mainstream scholars have largely
overlooked relations between the Cuban state and civil society and liberation movements such as the African
National Congress, the South African Communist Party, the Congress of South African Trade Unions and
Umkhonto we Sizwe. By interrogating an ignored area of Third World foreign policy, this thesis furthermore aims
to probe into the field of International Relations and analyses of foreign policy. Applying the methodology of a
postcolonial theoretical critique, I highlight the ontological assumptions within the field that make theorising
foreign policy from states and societies in the Third World peripheral within IR, as well as render states and civil
society in the Third World as objects rather than subjects of the theoretical endeavour. The conceptualisation of
the Cold War as a mere Superpower affair, with states in the Third World as mere sites of conflict between the
Superpowers and divorced from the causal dynamics of the conflict, exemplifies the ontological assumptions that
exist within the field of International Relations theory.
I use the case study of Cuba’s foreign policy towards South African liberation movements in carrying out
a qualitative analysis of the available literature and well as conducting interviews with senior participants of
South Africa’s various liberation movements. A broad reconstruction of relations between 1959 and 1994, as well
as post-1994, reveals extensive relations between Cuba and South African liberation movements involving the
Cuban state and civil society. The findings of my research include an overview of relations between Cuba and
various liberation movements at the political and military level, as well as the role of Cuban civil society in areas
such as education and strengthening the role of women in the liberation struggle. Respondents reveal that relations
between the two spheres are not uni-directional, but in fact reveal a complex interaction in which the agency of
South Africa’s liberation movements in determining the content of relations is central.
In conceptualising foreign policy using a postcolonial theoretical framework, I look not only at the Cuban
state but also at the role of civil society in Cuba in constructing and carrying out foreign policy towards South
African liberation movements. This theoretical framework rejects a strict dichotomy between the foreign and the
domestic by looking at social forces within the state as well as the role of ideology in the making foreign policy
domestically. Lastly, the extensive relations between Cuba and South African liberation movements that my
research reveals points to possibilities for further theoretical investigations within the field of International
Relations from a postcolonial theoretical critique.<br>AFRIKAANSE OPSOMMING: Hierdie tesis is ‘n post-koloniale analise van Derde Wêreld buitelandse beleid, dit kyk na die atipiese

deskundiges hanteer tot ‘n groot mate die verhoudinge tussen staat en burgerlike samelewing van Kuba
met vryheidsbewegings soos die African National Congress, die Suid-Afrikaanse Kommunistiese Party,

Thesis (MA)--Stellenbosch University, 2012.<br>ENGLISH ABSTRACT: Soft power is more relevant now than ever before. In fact, in the current world system
it has become an important element in exercising state power and mapping out
leadership strategies. This assignment attempts to analyse the use of soft power as a
post-Cold War foreign policy strategy on the part of China. Chinese relations with the
African continent are assessed to prove the increasing rate at which China has
expended trade and diplomatic relations in the past two decades, and to determine the
degree to which soft power is contributing to China’s prospects of a harmonious rise
to a position of global power.
China’s foreign policy is ideologically underpinned by nationalism and confucianism.
This stance is based on the need to protect and promote the economic and social
stability of the state, as well as to secure a sound diplomatic identity in the
international arena. For this reason, China has expanded economic interests abroad,
particularly, looking upon Africa as a source of mutual development and investement,
economic cooperation and an enhanced network for trade. This has lead to the growth
of ‘soft’ ties between the Chinese nation and many African states, through the
provision of aid, diplomatic cooperation on policy issues and the sharing of cultural
values and institutional norms. In this way, China has been able to promote the
perception of a peaceful rise to power and make a valuable contribution to the
Chinese goal of constructing a harmonious world.
Concluding a thorough analysis of China’s foreign policy behaviour it is determined
that China-Africa relations are based, at least in part, on soft power, as a means to
gain increased international influence. This is contended by the likeness between the
behaviour advocated by soft power theory and that of Chinese interaction with
African states. Furthermore, this partnership can be understood as a potential global
shift towards multilateralism and the belief in an emerging international order that
organised by regionalised powers that cooperate with each other on international
platforms. The theory of constructivism, particularly its emaphasis on the roles of
ideas, identities and institutions, is a valuable perspective to consider in approaching
this discussion of China as a peacefully emerging global power.<br>AFRIKAANSE OPSOMMING: ‘Sagtemag’ is nou meer relevante vandag as ooit tevore. Dit is inderdaad ‘n
belangrike element in die uitoefening van staat mag en leierskap strategieë in die
huidige wêreld. Hierdie werkstuk poog om die gebruik van sagte mag te ontleed as ‘n
buitelandse beleid strategie op die deel van Sjina sedert die einde van die Koue
Oorlog. Sjinese verhoudings met Arika word geassesseer om te bewys die
toenemende tempo waarteen diplomatieke betrekkinge in die afgelope twee dekades

Thesis (PhD)--Stellenbosch University, 2012.<br>ENGLISH ABSTRACT: This study is an historical analysis of the American policy of Constructive Engagement and serves as a comprehensive review of that policy, its ideological foundation, formulation, aims, and strategies. This study also serves as a detailed assessment of the policy’s ties to the South African Total National Strategy.
Constructive Engagement, according to the Reagan Administration, was designed to lend American support to a controlled process of change within the Republic of South Africa. This change would be accomplished by encouraging a “process of reform” that would be accompanied by American “confidence building” with the apartheid regime. Before this process could begin, however, the region had to be stabilized, and the conflicts within southern Africa resolved. With the assistance of American diplomacy, peace could be brought to the region, and South Africa could proceed to political reform within the Republic.
In reality, the most important aims of Constructive Engagement were to minimize Soviet influence within the Frontline States of southern Africa and remove the Cuban combat forces from Angola. These goals would be largely achieved by supporting and encouraging the South African policy of destabilizing its neighbours, called the Total National Strategy. This alignment inexorably led to a situation in which global policy issues eclipsed regional concerns, thereby making the United States a collaborator with the apartheid regime. Consequently, South Africa was allowed to continue its program of apartheid while enjoying American encouragement of its policy of regional destabilization, particularly its cross-border attacks into Angola and Mozambique. The U.S. support for the apartheid government offered through Constructive Engagement made the policy vulnerable to criticism that the apartheid regime’s “experiment with reform” was not a move toward liberalizing the Republic’s political system but that it was tailored to deny citizenship through the establishment of Bantustans, a point that provided ammunition to domestic opponents of Constructive Engagement.
For a time, U.S.-South African cooperation was effective; the Frontline States were grudgingly forced to accept Pretoria’s regional hegemony. However, dominance of the Frontline States did not improve the security of the South African state. The African National Congress had not been defeated and was determined to make the Republic ungovernable. Furthermore, by the late-1980s, Pretoria could not dominate southern Africa and Angola, Mozambique, and Zimbabwe, which, although crippled from years of war, appeared poised to reassert themselves in the region. For South Africa, the Total National Strategy had failed, and coexistence with its neighbours would be a necessity. Without a powerful apartheid regime with which to reduce communist influence in southern Africa, the Reagan Administration abandoned Constructive Engagement.<br>AFRIKAANSE OPSOMMING: Hierdie studie is ’n historiese analise van die Amerikaanse beleid van Konstruktiewe Betrokkenheid en dien as ’n omvattende oorsig van dié beleid, sy ideologiese grondslag, formulering, oogmerke en strategieë. After Japan invaded Manchuria in 1931, both Japan and China sought the support of America. There has been a historical assumption that, starting with the hostilities in 1931, the Japanese were maligned in American public opinion. Consequently, the assumption has been made that Americans supported the Chinese without reserve during their conflict with Japan in the 1930s.
The aim of this study is to question the accuracy of that assumption in the case of Portland, Oregon. An analysis of newspapers and print material specifically focusing on Japan and China from before the conflict reveal that the general American opinion of Japan by 1931 had shifted from admiration to suspicion and fear. The American view of China, meanwhile, had shifted from contempt to pity. When Japan invaded China, both countries lobbied for support via books, articles, and public speakers. By analyzing the speeches and publications available, this study finds that the Japanese argued for security and economic benefit, while the Chinese argued for liberty and justice.
In Portland, the public opinion was strongly supportive of Japan before the 1930s, and Japan's hostilities toward China did not immediately change the opinion. Instead, an analysis of The Oregonian, the Portland City Club, and a student summit at Reed college reveal that the opinion in Portland was far more forgiving of Japan than the general American outlook. Portlanders focused on how to ease the tensions between Japan and America, even supporting Japanese calls for an Asian League of Nations headed by Japan.
Further complicating the discourse in Portland was the issue of communism. Portland -- and the Pacific Northwest in general -- had been very involved with socialism in the period before the First World War. After the war, support for socialism had diverged into support for communism, for those who remained radicals, and vehement distrust of communism, for those who did not. The tension between these two groups led to outbursts of violence that left a mark on the memories of the people of the Northwest. Those who supported communism remembered the slights, which would lead them to support the Bolsheviks in the 1930s. Those who distrusted communism remembered the real threat that communism represented.
When the Japanese began their propaganda against China, one of their strongest claims was that the Chinese could not hold back the tide of communism, and that only Japan was properly prepared to do so in East Asia. This claim brought up old fears in the Portland populace, most of whom did not support communism. Thus, Japanese claims of working to prevent the communist threat, coupled with the assertion of an economic boon, helped maintain a more favorable view of Japan in Portland. Following the 1937 attack on Nanking, however, Japanese action was deemed reprehensible and Portland began to turn against Japan.
By profiling the public opinion of Portland toward Japan in the 1930s, this study adds to the growing body of research on the complexities of the relationship between America and Japan during the twentieth century.

Lazaro Cardenas (1934-1940) did more than any other president to fulfill the goals of the Mexican Revolution of 1910, by nationalizing the oil industry, establishing rural schools, distributing an unprecedented amount of land to peasants, and encouraging the organization of workers. To gain international support for this domestic reform programme, the Cardenas government promoted these accomplishments to other Latin American nations. I argue that Cardenas attempted to attain a leadership position in inter-American relations by virtue of his pursuit of social and economic justice in domestic and foreign policy. I investigate the Cardenas government's projection of a Revolutionary image of Mexico and evaluate its reception in Latin America. In doing so, this dissertation expands the analysis of foreign policy to show that Mexico's relations with its Latin American neighbours were instrumental in shaping its foreign relations. I argue that the intersections between culture and diplomacy were central to this process.

The postwar transformation of the international environment has caused economic issues to become a main source of contention among industrial states. The trade imbalance between Japan and its trading partners became a major source of conflict. Reciprocity of access and opening the market of Japan became the main point of debate and the major issue affecting relations between Japan and the United States. While the distinction between the domain of domestic and international politics increasingly is blurred, different domestic political economies create bilateral political and economic conflict. The structure and politics of intercorporate groups or vertical keiretsu are a major feature of Japan's industrial structure and political economy. This case study examines how vertical keiretsu in the automobile and home electric appliance industries affect the Japanese political economy and international trade. A political economy approach focuses on the political context of economic phenomena by analyzing both political and economic variables. Case studies of keiretsu were used in order to gain an understanding of Japan's political economy. A number of propositions or assumptions about the political economy and the dynamics of keiretsu were examined in these studies. It was found that vertical keiretsu influences the industrial sector, trade, and foreign policies in Japan. Japan's industrial policies cannot fully be understood without taking keiretsu into consideration. Scholars have not yet fully considered vertical keiretsu as major actors in the Japanese political process. Their political influence on industrial policies has largely been overlooked. Vertical keiretsu in the automobile and home electric appliance industries were found in the case studies to have been shaping industrial policies since the early post war years. Findings about the nature of Japan's political economy help to explain the conflictive bilateral relationships between Japan and the United States. The findings also show that understanding political economies of nations is increasingly important as the world economy grows and greater trade interaction is imminent.

This study examines Churchill's struggle during the summer of 1940 to preserve Britain's naval superiority worldwide, through the neutralization of the French fleet and by securing the active participation of the United States. Sources consulted included autobiographies of the participants, especially those by Churchill, Reynaud, Baudouin, and Weygand, document collections, and British and American official histories. This study is organized to give a chronological analysis of Churchill's efforts from 10 May to 2 September 1940, ending with the United States' acceptance of the destroyers-for-bases agreement. This act committed them to shared strategical responsibilities with Great Britain. The thesis concludes that Churchill's efforts in this period laid the foundation for later Allied victory.

The majority of studies on Japan’s role in Africa have focused on the economic aspect, while Japan’s aid relationship with Africa remains a relatively underexplored area of enquiry. This thesis aims to contribute to the study of Japanese-African relations by focusing on the role of aid in Japan’s involvement with the continent. The research question focuses on the evolution of Japan’s aid relationship with sub-Saharan Africa and the factors that have shaped this relationship. The study is qualitative and exploratory in nature and makes use mostly of secondary sources. Theoretically, the study analyses the aid relationship with reference to three sources of motivation for the provision of aid, namely economic, political and moral rationales. The findings of this study highlight the fact that, before 1990, Japan’s aid relationship with Africa was motivated by all three rationales. From an economic perspective, aid served as security for resources from Africa especially after the oil crisis of 1973. From a political perspective, Japan’s aid relationship served a number of objectives that changed over time. The study highlights these changes, suggesting that, from a political perspective, Japan’s aid in respect of Africa initially served to play a critical role in the Western camp in its anti-communist struggle on the continent. It was also used to curb criticism directed at Japan by African countries for its pro-Pretoria policy.
After 1990, Japan’s aid relationship with Africa from political perspective served Japan’s ambition to be recognised as a political power, most importantly to receive the support from Africa that would allow Japan to secure a permanent seat on the United Nations (UN) Security Council. From an economic perspective, it served to secure strategic natural resources for Japan that would sustain its growing economy and help to achieve its ambition of attaining global economic supremacy. From a moral perspective, the aid relationship served to promote a development path for Africa similar to that experienced in Japan’s Asian neighbourhood. Japan’s aid relationship with sub-Saharan Africa can be explained from a realist perspective, since the country’s national interests played a key role in the distribution of aid in this region. It has been important for Japan to maintain its momentum regarding global economic prominence and influence and for it to try to secure a permanent seat on the UN Security Council. By distributing aid to Africa, it has hoped to improve its chances of achieving its economic ambition and importantly its elevation to the Security Council. The study thus suggests that political ambitions have been the primary motivating factor in the distribution of aid in sub-Saharan Africa.
The areas for further investigation, as highlighted by the findings of this study, are as follows: Japan’s aid relationship with Africa remains a relatively new area of inquiry and more research could therefore be done given the available data. The study also highlights the political perspective as the primary motivating factor for Japan’s aid relationship with Africa. This served Japan’s ambitions of being recognised as a global political player that would find its greatest expression in securing a permanent seat on the UN Security Council with the assistance of African nations. Future studies could investigate whether Japan has managed to achieve its global political ambition and whether African countries played a significant role in this process. Finally, future studies could study the effectiveness of the TICAD process and whether Japan’s non-Western approach to development remains a popular model.<br>AFRIKAANSE OPSOMMING: Die hulpverhouding tussen Japan en Afrika het sedert die Tweede Wêreldoorlog ontvou. Die studie van Japan se rol in Afrika het tot dusver grootliks op die ekonomiese aspek gekonsentreer, terwyl Japan se hulpverlening aan Afrika’n betreklik onderontginde studieveld bly. Hierdie tesis wil tot die studie van Japan-Afrika-betrekkinge bydra deur op Japan se hulpverlening aan die vasteland te konsentreer. Die navorsingsvraag handel oor die ontwikkeling van Japan se hulpverhouding met Afrika suid van die Sahara, en die faktore wat hierdie verhouding gevorm het. Die studiemetodologie is kwalitatief en verkennend, en maak hoofsaaklik van sekondêre bronne gebruik. Wat teorie betref, ontleed die studie die hulpverhouding aan die hand van drie motiverings vir hulpverlening, naamlik ekonomiese, politieke en morele beweegredes. This project seeks to include the historical significance of women in the Foreign Service and subsequently the United States Department of State between 1942 and 1964. Using the life and experience of Margaret Parx Hays, one of fewer than three hundred female foreign service officers before 1960, this study explores the importance of examining women at the "ground level." This narrative examines the life of Hays at several different duty stations and her experience navigating a male-dominant workplace congruent to the political and diplomatic missions of each stations. Hays was stationed in Buenos Aires, Argentina (1942-1945); Bogota, Columbia (1945-1947); Rio de Janeiro, Brazil (1948-1950); Washington D.C., U.S. (1951-1954; 1959-1962); Manila, Philippines (1954-1956); Mexico City, Mexico (1956-1958); and Hong Kong, China (1962-1964). Throughout the deployment at each station, Hays was confronted with major political events in her duty station's history or in the intersection of American foreign and domestic policy. Through the use of Hays's archived collection of personal papers, including letters and newspapers, this thesis presents a more representative story about women and about the Department of State as a larger whole than previous scholarship that has ignored how gender affected diplomatic history.

This PhD examines the role of British intelligence in Anglo-American relations during the period of American neutrality in the First \Vorld \Var. Unbeknownst to the Americans, British intelligence began to intercept and decrypt virtually all American diplomatic telegrams between Washington and U.S. diplomatic outposts throughout Europe. Although several studies of Anglo-American relations in this period exist, none consider British intelligence's role. Providing an analysis of the relevant cod.es and cryptographical developments during the war, the thesis traces British intelligence's progress in deciphering these various diplomatic codes and offers an analysis of the distribution and use of this intelligence material. Through an exploration of this intelligence aspect, this thesis challenges existing interpretations of British and American policy in this period. A crucial conflict at the heart of British policy-one missed by previous historians-existed over the importance of the United States. Presaging America's international role later in the twentieth centu1y, many of Britain's leaders came to seriously doubt that, without the United States, the war remained winnable at all. Yet these officials contended with a second, powerful faction that remained wedded to outmoded ideas of America's limited relevance on the global stage and that refused to accept the existence of practical limits to British power. This conflict play~ out in several areas of British policy-over diplomatic, military, financial, and political affairs. Intelligence, however, provea a favoured weapon. Intercepted communications, sometimes ripped from their context, caused serious but spurious paranoia that the Americans were collaborating with Germany. Previous scholars, however, by ignoring the weapon, have failed to see the battle. Until it entered the war, American policymakers worked t:u:elessly to achieve a peaceful settlement. Previous historians have entirely dismissed the significance of these efforts, casting them as well-intentioned but futile. In reality, however, those British leaders who understood Britain's dependence on the United States tended to favour these proposals as a useful way of ending an unwinnable war that was bleeding the country d17- This PhD makes a significant contribution to the history of British intelligence, British policy, and American diplomacy during the period of American neutrality during the First World War.

This thesis undertakes to apply some of the insights from postcolonial criticism to understand the history of Christianity in Japan, focusing on key Christian thinkers in the period since Japan’s national isolation ended in the mid 19th century. It studies these theologians' interaction with the the Bible as a “canonical”text in the Western civilisation, arguing for a two-way connection between Japan’s reception of Christianity and reaction to the West. In particular, it considers the process through which Christianity was employed to support or criticise Japan’s colonial discourse against neighbouring Asian countries. In this process, I argue that interpretation of the Bible was a political act, informed not simply by the text itself, but also by the interpreter’s positionality in the society. The thesis starts by reviewing the history of Christianity in Japan. The core of the thesis consists of three chapters, each of which considers the thought of two contemporaries. Ebina Danjo (1866-1937) and Uchimura Kanzo (1861-1930) were two first-generation Christians who converted to Christianity through missionaries from the United States, and responded to Japan’s westernisation and military expansion from opposite perspectives. Kagawa Toyohiko (1888-1960) and Yanaihara Tadao (1893-1961) spoke about the country’s situation in the years preceding the Asia-Pacific War (1941-1945), and again reached two different conclusions. Nagai Takashi (1908-1951) and Kitamori Kazo (1916-1998) were Christian voices immediately after the war, and both dealt with the issue of suffering. Each chapter explores how the formation of their thoughts was driven by their particular historical, economic, and social backgrounds. The concluding chapter outlines Christian thought in Japan today and deals with the major issue facing Japanese theology: cultural essentialism.

The EU’s Trade Relations with China (1975-2008): <p>A Linkage Power at Work?<p><p>(Summary)<p><p>The central aim of this thesis is to improve our understanding of the EU’s power, in particular in its external trade relations/negotiations. Our hypothesis is that the EU is a distinctive kind of linkage power, defined as an actor relying on linkage as a crucial modus operandi in its external relations. We explored how, to what extent and in which distinctive ways the EU is such a linkage power. <p>Our analysis was based on three logically interrelated concepts – power resources, linkage and linkage power. Linkage refers to a leveraging strategy, with an aim of packaging relevant power resources, so as to increase leverage in bargaining, or more generally attain a policy objective. I identified seven types of linkages that the EU used: political-economic issue linkage, economic-economic issue linkage, conditionality, contextual linkage, linkage with a third party, cognitive linkage and synergistic linkage. Linkage can hardly work without proper power resources. The latter, as Dahl (1970) defined, refers to all the resources-opportunities, acts, objects etc – that an actor can exploit in order to affect the behaviour of another. So, linkage is a bridge between power resources and impacts – meaning affecting or changing the behaviour of another party. By putting linkage and power together, we created a new term – “linkage power”, referring to a power based on linkages. The EU, the US, China or any other power can all be such labelled, though these actors may diverge in power resources, linkage strategies and the variables affecting linkage effectiveness. When applying such an analytical framework to the EU, we gave particular attention to the implications of the EU’s sui generis nature on its linkage power.<p>Our case study is the EU’s trade relations with China (1975-2008), which were punctuated by two critical historical junctures – the Tian’anmen Square Incident in 1989 and the EU-China Textile Crisis in 2005. In 1975, The EEC’s successful strategy by linking political issues (Europe-China balancing the Soviet Union and recognising China’s sovereignty over Taiwan) with economic issues (signing the EEC-China Trade Agreement) played a crucial role in securing the establishment of diplomatic relations between the EEC and China. Different types of linkages were then applied to the EEC’s negotiations with Beijing on the 1978 Trade Agreement and the 1979 textile agreement, which effectively prompted the Chinese side to agree to the EU’s terms.<p>Immediately after the 1989 Tian’anmen Square Incident, the EC imposed economic sanctions with an aim of coercing China to accept Western world’s human rights conditions. This linkage did not last long or pay off due to divergent political and economic interests among the Member States and the EC’s institutional handicaps (foreign policy competence was largely in the hands of Member States, collective foreign policy action was non-binding), and soon de-linked.<p>Having realised that confrontational approach did not work well, the EC/EU and its Member States started to change their China policies in 1993-95. The period of 1993-2004 witnessed the EC/EU’s power through partnership. The strategic partnership was seen as a complex of different pairs of issue linkages, ranging from political-strategic issues to economic and human rights issues. The partnership, once established, had fostered new linkages and consolidated old ones. China’s WTO accession was seen as a once-in-a-century opportunity for the EU to exercise linkage through conditionality, so as to extract market access concessions from the Chinese side. Moreover, by linking with China could the European Commission garnered international support for advancing the Galileo project within the Union and ward off some of the US pressure in 2003. <p>The Year 2005 was singled out since an unprecedented trade row on textiles broke out, confronting the EU against China’s export prowess resulting from globalisation and China’s WTO accession. Linkages were used as a predominant strategy to help the EU to persuade and press the Chinese side firstly accept voluntary export restrictions and then share the burden of allowing the blocked textiles in European ports to be released. In 2006-08, the trade deficit problem emerged, coupled with a series political spats between Europe (France and Germany) and Beijing on the Tibet issue. As the EU-China honeymoon was over, the Commission toughened its approach towards China. Although linkage was again used to redress the trade deficit, its effects were not satisfactory, as the EU power resources were eroded. <p>Our conclusions are (1) linkage is a crucial modus operandi in the EU’s internal bargain and its external relations with China; (2) Linkage was generally effective vis-à-vis China, but with variations, either over time or across different linkage types; (3) The EU is a sui generis linkage power, resulting from its institutional characteristics and heterogeneity of interests among the Commission and Member States. We find that the EU’s increased institutionalisation (both regional and bilateral) and competences generally facilitated its use of linkage strategies. The EU’s sui generis structure and its internal interest divergences have mixed implications on its linkage effectiveness. On one hand, the EU’s linkage power was weakened accordingly. But on the other, the Commission could tactically make use of some Member State government’s row with Beijing and advance its own economic agenda (such as the EU-China High-level Economic and Trade Dialogue, HED). Moreover, our research also confirmed Andrew Moravcsik’s argument that issue linkage is more easily made within an issue-area than across issue-areas. But we differ from him on the reason behind that. We find that this was largely attributable to the EU’s pillar structure and competence divisions. <p>The theoretical contributions include: (1) Linkage power provides a distinctive prism to look into the EU’s concrete strategies in internal bargains, and external commercial negotiations. Linkage serves as a crucial strategy for the EU to handle its relations with a far-abroad country like China, including establishing diplomatic relations, negotiating trade deals, forging strategic partnerships and holding high-level dialogue. (2) Giving some insights to the EU’s actorness. We find that the EU, though institutionally not a unitary actor, was somehow able to present its power to the extent like a sovereign state on some occasions using linkage strategies. (3) Contributing to the understanding of the EU’s means to spread its governance model. We find that the EU’s norm-setting goals have often been achieved through non-normative ways – such as interest exchange and trade-off, and other deliberate ways of persuasion and even coercion, mainly based on linkage. (4) Shedding light on the interactions between the Commission and the Member State governments and on the Commission’s autonomy in external trade relations. <p> Two future directions of research have been identified: (1) comparative studies: the EU’s linkage practices vis-à-vis the US, Russia and middle powers, or other actors’ linkage strategies vis-à-vis China; (2) post-Lisbon linkage strategies used by the EU. <p><br>Doctorat en Sciences politiques et sociales<br>info:eu-repo/semantics/nonPublished

Le travail de recherche intitulé :«La Belgique et l’Afrique centrale, diversification ou néocolonialisme ?Dynamique de la coopération belge au Cameroun et dans ses anciennes colonies (1960-1990) » s’interroge sur la mise en œuvre et le déploiement de la coopération belge en Afrique centrale principalement au Cameroun. Il développe cette politique au Cameroun sous un regard global des intérêts belges dans son pré carré c'est-à- dire dans ses anciennes colonies dans le contexte de guerre froide et de construction européenne. C’est également le contexte de la mise en place du marché commun, de la signature des accords de Yaoundé entre la CEE et EAMA (Etats Africains et Malgaches Associés). Les aspects analysés prennent aussi en compte la France autre ancienne métropole de la région.<p>Cette thèse insiste sur les éléments de mise en place et les fondements de la politique étrangère de la Belgique en Afrique centrale. Elle analyse sa présence depuis la colonisation du Congo, du Ruanda-Urundi et développe le processus de mutation de la Belgique dans la sous-région à la faveur des indépendances. Cette accession à la souveraineté des territoires leur attribuait le statut d’acteur de la communauté internationale. L’adaptation de la Belgique à cette nouvelle donne l’oblige à étendre son espace de captation d’intérêts par l’établissement des relations diplomatiques avec de nombreux pays de la région parmi lesquels le Cameroun. Le choix du Cameroun comme pays d'appui à la politique belge dans la région en dehors de ses colonies est le fait de nombreuses justifications que cette thèse démontre. <p>Ce travail insiste sur les rapports politiques entre le Cameroun et la Belgique notamment les éléments expliquant la coopération diplomatique et politique entre le Cameroun et la Belgique. Celle-ci était basée sur un soutien mutuel dans la lutte contre les mouvements rebelles procommunistes au Cameroun et au Congo dans les années 60. Cet ouvrage développe l'organisation de l’action conjointe de la Belgique et du Cameroun dans la lutte contre le communisme en Afrique centrale principalement au Congo en période de guerre froide, les éléments prouvant le soutien de la Belgique au Cameroun dans sa lutte contre les activistes nationalistes de l’UPC et réciproquement, les actions montrant la collaboration et la compréhension du Cameroun envers la Belgique dans la gestion des conflits d’après indépendance au Congo, au Rwanda et au Burundi. <p>De plus, cette thèse évoque la dynamique de la politique étrangère de la Belgique à partir de 1965 dans la région. Dans cette section marquée par l’arrivée de Mobutu au pouvoir et le coup d’Etat de Micombero au Burundi, ce travail détaille les éléments qui justifient le renforcement des relations politiques entre le Cameroun et la Belgique après 1965 par l’analyse du contexte national et international de mise en place de cette politique après 1967. Un contexte marqué par la réélection d’Ahmadou Ahidjo et le renforcement de son pouvoir et le départ du socialiste Paul-Henri Spaak, remplacé par le démocrate-chrétien Pierre Harmel. Ce dernier instaure une nouvelle politique dite de diversification et de distanciation envers le régime de Mobutu. Le constat est que cette diversification a profité au Cameroun, devenu progressivement un partenaire privilégié de la Belgique dans la région après la visite officielle d’Ahidjo de 1967 à Bruxelles. <p>Ce travail analyse les rapports qu’entretenaient la Belgique et le Cameroun dans les organisations internationales en rapport avec la situation interne de son pré-carré d’Afrique centrale, notamment les circonstances du soutien de la candidature du Zaïre à l’entrée dans l’Union Douanière et Economique d’Afrique Centrale (UDEAC) et plus tard dans la création de l’Union Economique d’Afrique Centrale (UEAC) en 1969. Le soutien mutuel des candidatures belges et camerounaises dans les instances internationales à partir des années septante, les incidences de l’entrée du Royaume-Uni de Grande Bretagne et l’Irlande du Nord au sein de la Communauté Economique Européenne (la convention de Lomé I) sur la politique étrangère belge menée par Renaat Van Elslande, les implications de la zaïrianisation sur les relations belgo-zaïroises, l’arrivée au pouvoir de Juvénal Habyarimana au Rwanda et la renégociation des accords d’indépendance entre le Cameroun et la France. La Belgique et ces pays souhaitaient une approche plus consensuelle des grandes questions internationales, notamment le nouvel ordre économique international, le conflit du proche orient, la question de la décolonisation des territoires portugais d’Afrique centrale, la généralisation des conflits armés et des assassinats politiques.<p>La présence militaire belge en Afrique centrale est un fait colonial. Un rappel nécessaire de cette présence militaire depuis la période coloniale nous a permis de nous interroger sur la gestion difficile du devenir de ces soldats après les indépendances du Congo, du Rwanda et du Burundi, notamment pendant la crise Katangaise. Ces difficultés rencontrées au Congo poussent la Belgique à trouver des dérivatifs pour se désengager militairement au Ruanda-Urundi après l’indépendance en 1962. La visite officielle de juin 1967 d’Ahmadou Ahidjo en Belgique marque le début d’une intense coopération militaire entre la Belgique et le Cameroun. Les deux pays coopèrent pour la livraison du matériel de guerre par la Fabrique d’Herstal à Liège, et dans la formation les officiers camerounais en Belgique. Plusieurs facteurs justifiant cette coopération avec le Cameroun sont énumérés dans cette thèse. De plus, ce travail retrace l’implication de la Belgique dans les guerres du Shaba et ses initiatives en faveur d’une paix globale dans la région autour les années 80. <p>Le troisième grand axe de cette thèse développe la présence de la Belgique en Afrique centrale dans le cadre de la Communauté Economique Européenne. Après avoir expliqué l'historique et l'évolution du FED, nous avons exploré le poids de la présence belge au sein du Fond Européen de Développement par rapport à la France et les autres Etats de la CEE pour constater sa faiblesse dans cette institution contrôlée par la France l’Allemagne. Ce qui justifie son choix de renforcer la coopération bilatérale dans la région. Enfin, ce thèse insiste sur ces relations économiques bilatérales de la Belgique en Afrique centrale, principalement au Cameroun en comparaison avec les anciennes colonies pour voir l'influence de la Belgique au Cameroun, au Congo, au Rwanda et au Burundi depuis les indépendances jusqu'aux années nonante. <p><p><br>Doctorat en Histoire, art et archéologie<br>info:eu-repo/semantics/nonPublished

This is a study of the foreign and domestic policies of the USSR as they pertain to its war-readiness, as well as the degree to which these policies presumably opened the door to the European conflagration and, in 1941, to the Nazi-Soviet war. Topics to be discussed include: (1) the crash industrialization of the Soviet Union and industrial war preparations from 1928--41; (2) the development of Soviet military doctrine before and after 12 June 1937; (3) a critical re-examination of the popularly accepted reasons for the devolution of the Soviet armed forces; and (4) Soviet foreign policy from 1937--41. The chronological end of the paper (1941) is followed by a brief epilogue discussing the evident success of the Soviet industrialization program by reference to Soviet industrial performance during the Nazi-Soviet war. Furthermore, the epilogue will challenge the popular depiction of the German invasion as an effortless, seamless advance into the Soviet heartland.

Thesis (MA)--Stellenbosch University, 2002.<br>ENGLISH ABSTRACT: The purpose of this study is to determine how the role and identity of the Nonaligned
Movement (NAM) changed during and after the Cold War. The demise of the
Movement in the post-Cold War era, predicted by some scholars, is discussed.
This study examines whether the Movement merely offered an alternative grouping
during the Cold War. The issue that becomes evident with respect to the Cold War is
to show the terror it brought about and how the Third World became the battleground
of the Superpowers.
The question as to what extent the role played by the Movement defused the Cold
War is investigated. It is shown that the Movement sent emissaries to Washington
and Moscow to resolve the German Crisis in 1961 and to reduce the arms race.
A historical overview of the Movement is offered, which determines the role of Afro-
Asianism in the birth of the Nonaligned Movement. It is explained that the 1955
Bandung conference gathered leaders from independent African and Asian states -
with different foreign policies - which created energies that in the following years
greatly affected Third World politics and the shaping of nonalignment. This study
traces also the role of different gatherings of the Movement up to the Durban Summit
of 1998. At issue are also participating countries in the 1961 Belgrade Summit, which
are described, as well as the growth of the Movement's membership.
Different goals of the Movement are examined. Some, like nuclear disarmament, the
right to self-determination, peaceful coexistence, and the right for the Palestinians to a
homeland, were adopted during the Cold War and still remain valid. Others, like
protection of the environment, and the struggle for human rights, were implemented
during the post-Cold War era. The détente allowed the Movement to launch a New
International Economic Order. An attempt is made to show the failure and success of
the Movement in this respect.<br>AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om te bepaal hoe die rol en identiteit van die
Onverbonde Beweging (NAM) tydens en na die Koue Oorlog verander het. Die
ondergang van die Beweging in die na-Koue Oorlogse era soos deur sommige kenners
voorspel is, word ook ondersoek.
Die studie het probeer vasstelof die Beweging 'n alternatiewe groepering tydens die
Koue Oorlog teweeg gebring het. Die kwessie met betrekking tot respect tot die Koue
Oorlog bewys dat terreur meegebring word en hoe die Derde Wêreld die slagveld van
die Supermoondhede gemaak het.
Daar word ook gepoog om vas te stel tot watter mate die Beweging 'n rol gespeel het
in die ontlonting van die Koue Oorlog. In die verband word onder andere verwys na
die Beweging se pogings om die Duitse Krisis (1961) te ontlont en die wapenwedloop
te beëindig deur die stuur van afgevaardigdes na Washington en Moskou.
In 'n historiese oorsig van die Beweging word die rol wat 'n Afro-Asiatiese
gevoel/gees in die stigting van die Onverbonde Beweging gespeel het, ondersoek.
Die studie toon aan hoe die Bandung Konferensie van 1955 leiers van onafhanklike
state van Afrika en Asië, wat uiteenlopende buitelandse beleidsrigtings gehad het,
bymekaar gebring het. Hierdie uiteenlopendheid het 'n dinamika geskep wat Derde
Wêreldse politiek en die aard van onverbondenheid wesenlik beinvloed het in die jare
na die Konferensie. Verskeie byeenkomste van die Onverbonde Beweging tot en met
die Durbanse spitsberaad (1998) word ontleed. Die samestelling en verloop van die
spitsberaad in Belgrado in 1961 en die groei in die lidmaatskap van die Beweging
kom onder andere onder die loep. Verskeie van die Beweging se doelwitte wat tydens die Koue Oorlog beslag gekry het
en steeds geldig is, word onder die soeklig geplaas. Kernkrag ontwapening, die reg
op selfbeskikking, vreedsame naasbestaan en die Palestyne se reg op 'n eie
staat/tuisland is voorbeelde in die verband. Ander doelwitte van die beweging wat
veral in die na-Koue Oorlogse era geimplementeer is, soos die bewaring en
beskerming van die omgewing en die stryd om menseregte, word ook ondersoek. Die
loodsing van 'n Nuwe Internasionale Ekonomiese Orde deur die Beweging wat deur
die détente van die na-Koue Oorlogse era moontlik gemaak is, word ook bespreek en
die sukses en mislukking daarvan geëvalueer.

This thesis discusses the British government's decision to maintain colonial rule in Hong Kong beyond 1997 between 1967 and 1979. After the 1967 riots, the Labour and Conservative governments started considering the negotiation of Hong Kong's future in the 1980s. Their views on Hong Kong's future evolved from the Labour's uncertainty, to Conservative's optimism, and finally to Labour's attempts to erase the 1997 deadline and to retain Hong Kong as a colony permanently. Factors taken into their considerations included Cold War, decolonisation, China's policies on Hong Kong, and Britain-Hong Kong relations. Both Labour and Conservative insisted on preserving British sovereignty over disputed colonies such as Hong Kong, the Falkland Islands and Gibraltar regardless of the worldwide decolonisation. Besides, their eagerness to contain Communism and maintain Britain's international status, and Hong Kong's strategic and psychological value in Cold War outweighed the deficiencies of Britain-Hong Kong relations and China's unpredictable policies. Therefore, Labour and Conservative governments intended to run Hong Kong as a colony perpetually rather than decolonise it as did in other colonies. To achieve this goal, the British government adopted a reform-oriented colonialism. It empowered the Hong Kong government to deliver social reforms to improve the colony's living standard, which were used to prepare a colony's decolonisation. After the 1967 riots, although Governor David Trench implemented this colonial idea regarding Hong Kong's future, he remained as a housekeeper and only looked for the short term. Succeeding Trench in 1971, Murray MacLehose established a responsive colonial administration and delivered the Conservative's long-term strategy--to widen the living standard between Hong Kong and China--to deter China from recovering the territory. Notable reforms were on government-people relations, housing, education, social welfare and medical and health services. By 1974, the Labour government followed and modified this strategy to justify British colonial rule in Hong Kong domestically and internationally. In this process, Hong Kong was able to design its social reforms, to counter Britain's interests and to reshape its relations with Britain into a partnership. Yet Britain delegated Hong Kong to do so only to remain ultimate control rather than decolonised it. In other words, delegation of power and improvement of living standard were Britain's tools to retain its colonial rule in Hong Kong perpetually. Colonialism and decolonisation were thus interrelated.
