Abstract:
The issues of setting goals, planning and forming a system of indicators of the effectiveness and efficiency of the penal system are considered. The criteria for determining the goals-tasks that are adequate to the public goals of the system are justified. Quantitative indicators corresponding to the criteria were developed, based on the contribution of the criminal justice System to reducing the socio-economic losses of society from recidivism. The contribution of the system is determined by changes in the criminal potential of convicted persons during the period of serving a sentence under a court sentence. Criminal potentials are estimated by predictive values of the aggregate of three groups of characteristics of the criminal potential of convicts, determined by the stages of the cycle of recidivism. The practical results of the use of sound methods and developed tools are based on the use of a significant amount of empirical data on the institutions of the criminal justice system and its systematic expert and statistical analysis. The monograph is a generalization and development of the works carried out by the authors during 2012-2017 in the process of preparing masters of Management for the penal system. It is intended for managers and specialists of the bodies and institutions of the Criminal Justice System, researchers, teachers of higher educational institutions who train specialists for law enforcement agencies.

Abstract Because of the long-standing Canada-United States lumber trade dispute and the current pressure on the world's forests as a renewable energy source, much attention has been directed toward the modelling of international trade in wood products. Two types of trade models are described in this book: one is rooted in economic theory and mathematical programming, and the other consists of two econometric/statistical models--a gravity model rooted in theory and an approach known as GVAR that relies on time series analyses. The purpose of the book is to provide the background theory behind models and enable readers to easily construct their own models to analyze policy questions, whether in forestry or another sector. Examples in the book illustrate how models can be used to say something about a variety of issues, including identification of the gains and losses to various players in the North American softwood lumber business, and the potential for redirecting sales of lumber to countries outside the United States. The discussion is expanded to include other products besides lumber, and used to examine, for example, the effects of log export restrictions by one naton on all other forestry jurisdictions, the impacts of climate policies as they relate to the global forest sector, and the impact of oil prices on forest product markets throughout the world.

This chapter highlights the scale dependence of biodiversity change over time and its consequences for arguments about the instrumental value of biodiversity. While biodiversity is in decline on a global scale, the temporal trends on regional and local scales include cases of biodiversity increase, no change, and decline. Environmental change, anthropogenic or otherwise, causes both local extirpation and colonization of species, and thus turnover in species composition, but not necessarily declines in biodiversity. In some situations, such as plants at the regional scale, human-mediated colonizations have greatly outnumbered extinctions, thus causing a marked increase in species richness. Since the potential influence of biodiversity on ecosystem function and services is mediated to a large degree by local or neighborhood species interactions, these results challenge the generality of the argument that biodiversity loss is putting at risk the ecosystem service benefits people receive from nature.

Abstract Redistribution of the transport current in a superconductor affected by paramagnetic shields provides a possibility of strongly overcritical states and a drastic reduction of AC losses in thin superconductor films and tubes. Such superconductors subject to para- or diamagnetic shielding are studied by means of the potential theory and the critical state model when carrying a transport current or exposed to an external magnetic field. Analytical results are obtained for a number of shielding geometries and confirmed by numerical solutions. It is shown that using magnetostatic-electrostatic analogies allows consideration of paramagnetic shielding configurations of arbitrary shapes and magnetic permeabilities by means of common finite-element solvers to enhance the dissipation-free transport currents in superconductors and reduce AC losses in them. Furthermore, using the generalized London theory, the penetration of magnetic flux into magnetically shielded bulk superconductors is studied and the enhancement of the Bean-Livingston barrier is established.

Intussusception, or telescoping of bowel, is an abdominal emergency. It is typically seen in children younger than 3 years of age with the highest incidence occurring at ages 5 to 9 months. It is paramount that this diagnosis be made as early as possible, within a 24-hour window, in order to prevent significant morbidity and mortality. Presenting signs and symptoms include but are not limited to abdominal pain, vomiting, diarrhea, and a palpable sausage shaped mass on abdominal exam. Given the potential for gastrointestinal fluid losses dehydration is a significant risk; thus it is important to be able to adequately replace fluids in a patient at risk for hypovolemia.

This chapter explores variations in dispute outcomes in investment treaty arbitration. Building on the literature on political institutions, the study places the theoretical importance of actor information about the rules of the game and the resources of the participants at the centre of analysis. Such information shapes the strategy of the players and their relative ability to compete successfully, establishing the basis for hypotheses about variations in dispute outcomes. Drawing on the universe of known disputes, the analysis relies on statistical models and data capable of addressing concurrently the full range of potential dispute outcomes rather than particular categories of wins and losses. States do not just win or lose treaty-based investment disputes; disputes can also be concluded by decisions to discontinue arbitral proceedings and by settlements negotiated between states and investors prior to an arbitral award. Consistent with theoretical expectation, the findings indicate that dispute outcomes vary in response to the evolution of the system of dispute settlement over time, sector of investment, and access to international legal expertise, thereby underlining the pivotal role of information flows in investment dispute settlement.

This chapter seeks to explain why most people prefer to have a health insurance plan. Two types of uncertainty give rise to the demand for financial protection: people do not know if they will ever come to need healthcare, and they do not know the full financial implications of illness. Health insurance would take away—or at least reduce—such financial uncertainties associated with future illnesses. A model is presented to show the so-called welfare gain from health insurance. This is followed by an investigation into the potential efficiency losses of health insurance, due to excess demand for services. In the last section, a different efficiency problem is discussed: when people have an incentive to signal ‘false risks’, this can lead to there being no market for insurance contracts which reflect ‘true risks’.

After its introduction, continuous renal replacement therapy (CRRT) has found widespread acceptance amongst physicians taking care of critically ill patients. Various modalities (haemofiltration, haemodialysis, haemodiafiltration) are used. As for all types of renal replacement therapy, a good functioning vascular access is an absolute requirement. Whether CRRT is to be preferred over intermittent haemodialysis remains a matter of debate, but haemodynamic instability and risk of cerebral oedema are generally considered indications for CRRT. Whereas under-dosing should certainly be avoided, increasing the dose over an actually delivered effluent flow of 20–25 mL/kg/hour does not appear to improve outcome.One of the major drawbacks of CRRT is the requirement for continuous anticoagulation. Citrate anticoagulation is gaining popularity and represents a valuable alternative, especially in patients with bleeding risk. Other potential complications of CRRT include thermal, nutrient, and drug losses, and acid–base and electrolyte disturbances.

The Netherlands are among the most secular countries in Western Europe, with the proportion of those without religious affiliation now accounting for more than 60% of the Dutch population. The chapter addresses three questions. First, why did the power of religious and church ties weaken disproportionately in the Netherlands in comparison to other Western European countries, despite the fact that rates of participation were once above average? Second, why was the Catholic Church more strongly affected by this decline than the liberal Dutch Reformed Church? Third, can an increase in the importance of a highly individualized—Christian or non-Christian, or syncretistic—religiosity be observed that compensates for these losses by the churches? To answer these questions, the chapter refers to so-called pillarization, the ambivalent consequences of the Second Vatican Council, and the remarkable vitality and potential for conflict within the shrunken segment of religious orientations and practices in the Netherlands.

During the years from the mid-seventeenth to the end of the eighteenth century, the Spanish empire exhibited increasing economic diversity and robustness and maintained its dominant position among European empires in the Americas without serious challenge, notwithstanding Spain's eclipse as a military power in Europe and maritime power on the seas. In size alone, Spain's possessions in the Americas dwarfed those of any other colonising nation and indeed, despite some losses in the Caribbean, were growing both in territorial extent and in the size and density of populations. Spanish America loomed large in the Atlantic world, and its peripheries in particular fell within the orbit of other nations that increasingly participated in and profited from its potential both as a market, especially for African slaves and manufactured goods, and as a producer of desirable raw materials. This article discusses the history of the Spanish Atlantic during the years 1650–1780, focusing on its population growth, reorganisation and reform of the region, and colonial revolts.

Sugar-sweetened beverage excise taxes are an effective evidence-based noncommunicable diseases (NCD) prevention policy. Along with tobacco and alcohol excise taxes, they are a tool to attain the Sustainable Development Goals, and are recommended by the World Health Organization to modify behavioral risk factors associated with obesity and NCDs, as featured in the WHO Global Action Plan. Taxes on sugar-sweetened beverages have been described as a triple win for governments, because they 1) improve population health, 2) generate revenue, and 3) have the potential to reduce long-term associated healthcare costs and productivity losses. Taxation of sugar-sweetened beverages has been implemented in more than 73 countries worldwide. In the Region of the Americas, 21 PAHO/WHO Member States apply national-level excise taxes on sugar-sweetened beverages and seven jurisdictions apply local sugar-sweetened beverage taxes in the United States of America. While the number of countries applying national excise taxes on sugar-sweetened beverages in the Region is promising, most of these taxes could be further leveraged to improve their impact on sugar-sweetened beverages consumption and health. This publication provides economic concepts related to the economic rationale for using sugar-sweetened beverage taxes and the costs associated with obesity; key considerations on tax design including tax types, bases, and rates; an overview of potential tax revenue and earmarking; evidence on the extent to which these taxes are expected to impact prices of taxed beverages, the demand for taxed beverages, and substitution to untaxed beverages; and responses to frequent questions about the economic impacts of sugar-sweetened beverage taxation.

Atmospheric emissions urgently need to reduce for natural gas to fulfill its potential role in the energy transition to achieve the Paris Agreement on climate change. This paper establishes the magnitude and trends of flaring and venting in oil and gas operations, as well as their emissions and impact on air quality, health, and climate. While global flaring and venting comprise 7.5 per cent of natural gas produced, their combined impact on health and climate (in terms of Social Cost of Atmospheric Release) accounts for 54 per cent. Many low- and middle-income countries are economically dependent on oil and gas production. Most premature deaths from air pollution in 2016 were in developing countries. Most natural gas losses and emissions are avoidable. If all natural gas flared and vented globally is captured and brought to market, it could supply annually more than the total South and Central America gas consumption, plus all of Africa’s power needs. If 75 per cent of these volumes are captured, it provides an additional natural gas sales value of US$36 billion per annum (assuming an average gas price of US$4/MMBtu).

Where does Extreme Liberal Cynicism—so common in academic and popular culture—come from, and is it capable of solving the problems it identifies? A Critique of Liberal Cynicism: Peter Sloterdijk, Judith Butler, and Critical Liberalism identifies the motivations and resources within liberal cynicism and their potential for overcoming its pernicious extremes. Will Barnes describes Extreme Liberal Cynicism as a product of mourning, guilt, and the experience of powerlessness stemming from the trauma of holding liberal investments in a world in which these investments are vulnerable to ideological critique and seem to have failed. Extreme Liberal Cynicism seeks invulnerability through disavowing the efficacy of its constitutive ideals achieved via a reified hopelessness that eclipses trauma, guilt, and disempowerment leaving the cynic unhappy, alienated, hostile, obstinate, delusional, and desperate; thus, it is a failing self-defense mechanism. Barnes argues that although Extreme Liberal Cynicism is rationally unjustifiable and intrinsically harmful, it also contains the impetus for a reappropriation of its complex desires and losses. This adjustment could compel the extreme cynic to maintain a moderate critical liberal cynicism committed to critiquing and reinvigorating its constitutive ideals of freedom, equality, and justice, and thereby contribute positively to progressive politics.

Meanwhile, average Americans lost 8.8 million jobs and $19.2 trillion in household wealth, with the crisis’ impacts still reverberating throughout society. Moving beyond the popular narrative that the rich simply play by different rules, Incentivizing Injustice focuses not on the potential perpetrators, but on the powerful prosecutors deciding who faces charges and who goes home with a fine. In the years leading up to the financial crisis, the Justice Department experienced embarrassing losses and moved a deluge of resources away from everything else to fund post-9/11 counterterrorism. White-collar federal prosecutors found themselves working in an overly-cautious and under-funded institution. At the same time, the lure of defense firms had grown much stronger, offering million-dollar partnerships. Prosecutors had every incentive at this time to improve their image by obtaining big fines with banks through settlements, rather than risking complicated litigation, but at what cost to American justice and trust in the rule of law?

This book offers the first quantitative long-term historical analysis of the migratory, winter, and breeding avifaunas of any New York City natural area—Van Cortlandt Park and the adjacent Northwest Bronx—and spans the century and a half from 1872 to 2016. Only Manhattan’s Central and Brooklyn’s Prospect Parks have published even lightly annotated cumulative species lists, last updated in 1967, and the most recent book addressing the birdlife of the New York City area was published more than 50 years ago. Addressed are the 301 Bronx, New York City and New York City area species known to have occurred within the study area, plus another 70 potential additions. These are contrasted with their status in adjacent Riverdale, the entire Bronx, Central and Prospect Parks, New York City, plus Long Island, Westchester, and Rockland Cos. The history of the 123 known study area breeding species are tracked from 1872—only 20 years after Audubon’s death in Manhattan—complemented by unique quantitative breeding data from Van Cortlandt Park censuses from 1937 to 2015. Gains and losses of breeding species are tracked and discussed as an expanding New York City inexorably extinguished unique habitat, offset only slightly by addition of two large reservoirs. Comparisons are provided with analogous data from heavily monitored Central and Prospect Parks. The tradeoffs in attempting to managing an urban park area for mass recreation at the same time as conserving its natural resources are highlighted.

Abstract:
The book explores how older people experience physical or sensory disability, taking a critical approach to gerontology. It also draws on critical disability studies, aspects of medical sociology and lifecourse studies. The book is informed by an empirical study with two groups rarely considered together in empirical or theoretical work – people first experiencing disability with ageing and people ageing with long-standing disability. Despite the fact that older people experiencing impairment are rarely considered ‘disabled’, the book shows that study participants could feel disabled by a range of factors including inaccessible environments and disablist interactions with others, as is the experience of disabled people generally. Often experienced in combination with losses of intimates, this can represent a challenge to a sense of value and meaning in life. Older people can also respond dynamically, engaging in challenging processes of interpretation and reinterpretation that are underappreciated in dominant understandings of later life lived with disability as a residual category encompassed in concepts such as ‘fourth age’. The book argues that the extent to which constructions of ageing and of disability, and the social devaluation of each, are intertwined and linked to fears of human vulnerability means that these issues would benefit from approaches that address them across the life span. It points to areas of scholarship offering potential for conversations across the fields of ageing and disability, arguing for an engagement with disability in older age as a personal, embodied, social, cultural, political and socio-economic phenomenon.

This chapter explores biodiversity offsetting as a tool used to achieve “no net loss” of biodiversity. Unfortunately, no-net-loss offsetting can be—and often is—unintentionally designed in a way that inevitably results in ongoing biodiversity decline. Credit for offset sites is given in proportion to the assumed loss that would happen at those sites if not protected, and this requires clear baselines and good estimates of the risk of loss. This crediting calculation also creates a perverse incentive to overstate—or even genuinely increase—the threat to biodiversity at potential offset sites, in order to generate more offset “credit” that can then be exchanged for damaging actions elsewhere. The phrase “no net loss,” when used without an explicit frame of reference and quantified counterfactual scenario, is meaningless, and potentially misleading. Conservation scientists have a core role in interpreting, communicating, and improving the robustness of offset policy.

Throughout history and especially during contemporary times, presidential rhetoric sets the foreign policy tone not only for Congress but mainly for the American public. Consequently, US foreign policy is actively marketed and spun to the American public. This book describes the marketing strategy of the War on Terror and how that strategy compelled public opinion towards supporting the spread of the War on Terror from Afghanistan to Iraq. The author investigates how President George W. Bush's initial framing of the September 11th attacks provided the platform for the creation of long term public support for the War on Terror and established early public support for U.S. action in Iraq. Mining public opinion data and nearly 1500 presidential speeches over a four year period, the book argues that presidential framing of threats and losses, not gains, contributed to public support for war in Afghanistan, war in Iraq, and President Bush's successful reelection campaign. President Bush's initial framing of the terrorist threat was introduced immediately after the September 11th attacks and reinforced throughout the Afghanistan invasion. During this time period, presidential threat framing established the broad parameters for the War on Terror and enabled the president to successfully market a punitive war in Afghanistan. Second, the president marketed the strategy of preemptive war and led the country into the more costly war in Iraq by focusing on the potentially global threat of terrorism and the proliferation of Weapons of Mass Destruction. President Bush's previous war rhetoric was repackaged into a leaner, more focused format in which the Iraq war became part of the War on Terror, resulting in increased support for the president and a successful reelection campaign. Finally, the author examines the withdraw vs. surge in Iraq debate bringing the book up to date. The book shows the influencing potential of presidential spin and of risky foreign policy in the Middle East, and presents a systematic analysis of how a president effectively pursued a marketing strategy that continues to show an enduring ability to influence public support. Even two years after the Iraq invasion, 52% of Americans believed that the U.S. should stay in Iraq until it is stabilized. This finding bypasses agenda setting explanations, which prescribes issue salience amongst the public for only one year. The large speech database available with the study will also be an added benefit to scholars seeking to teach undergraduate and graduate level qualitative research methods.

This chapter is concerned with coagulopathic and non-coagulopathic bleeding in the perioperative period, after trauma, and spontaneously, as a result of hematologic and other disease. The initial assessment and management of all potentially bleeding patients is to stop any obvious bleeding through mechanical first aid measures, then address airway or breathing compromise, and obtain intravenous (or intraosseous) access. Obvious external hemorrhage is easily identified, but most patients with bleeding emergencies who are already hospitalized will have occult blood loss. Physical examination should identify signs of shock and identify or exclude potential bleeding locations. This chapter will cover initial assessment and management, laboratory and bedside testing, as well as disease-specific therapies in the context of rapid response team (RRT) calls.

This contribution reflects on the role of tradition-building in international law, the implications of the recent ‘turn to history’ and the ‘presentisms’ discernible in the history of international legal thought. It first analyses how international legal thought created its own tradition in the nineteenth and twentieth centuries. These projects of establishing a tradition implied a considerable amount of what historians would reject as ‘presentism’. Remarkably, critical scholars of our day and age who unsettled celebratory histories of international law and unveiled ‘colonial origins’ of international law were also criticized for committing the ‘sin of anachronism’. This contribution therefore examines the basis of this critique and defends ‘presentism’ in international legal thought. However, the ‘paradox of instrumentalism’ remains: The ‘better’ historical analysis becomes, the more it loses its critical potential for current international law. At best, the turn to history activates a potential of disciplinary self-reflection.

Clinicians and researchers have previously focused on the neurologic and psychiatric aspects of Huntington’s disease (HD). However, it is becoming evident that many neurodegenerative disorders are also complicated by pathology in tissues outside the brain. Although many clinical features of HD can be ascribed to neuronal loss and dysfunction, there is accumulating evidence indicating a role for the pathology of non-neuronal tissues in the disease process. Mutant huntingtin is expressed throughout the body and may induce pathology in parallel in both the brain and other organs. Insights into peripheral pathology in HD have the potential of improving knowledge of key pathogenic mechanisms. This chapter describes peripheral manifestations of HD, including weight loss, muscle wasting, and cardiac dysfunction, and discusses how these might constitute targets for drug treatment as well as offering disease modeling systems and potential sources of biomarkers.

With accelerating obesity and chronic disease rates worldwide, weight loss has emerged as a central concern in medical and public health efforts to improve health. Managing weight is also a very personal concern for many individuals in their effort to conform to thin social body norms in countries like the United States. Surgical weight-loss techniques (bariatric surgeries) currently are the most effective means to lose massive weight quickly, but they are not uncontroversial. This book reflects four years of ethnographic study by three anthropologists, listening to and learning from patients undergoing bariatric surgeries in a large hospital system in the US. The key theme of this book is “weight” as a physical, emotional, and social phenomenon. Extreme weight can be a trigger for prejudice, stigma, and rejection in the United States today, and the transformation of people’s bodies in the wake of surgery and weight loss is potentially physically and socially profound. By focusing on what happens before, during, and after bariatric surgery, this book examines the complex ways in which body weight now defines many aspects of daily US life. It also highlights the work people are willing to do to meet difficult-to-achieve social expectations.

Both of these senses are interdependent together providing the sensation of flavour of food and drink, but dysfunction of one may be misinterpreted as an abnormality of the other. Although loss of either sensation is rarely a major handicap, they are essential to detect noxious odours, such as smoke or gas, and to avoid spoiled food or potential poisons. Their loss could, therefore, have serious consequences. In addition, loss of smell or taste may indicate serious intracranial or systemic disease.
