Abstract Das Projekt, die Garnisonkirche in Potsdam wiederaufzubauen, geht auf die Initiative des Bun-deswehroffiziers Max Klaar und der Traditionsgemeinschaft Potsdamer Glockenspiel zu¬rück, die der Stadt Potsdam 1991 einen Nachbau des Glockenspiels der Kirche schenkte und dann erfolgreich für die Wiederaufbauidee warb. Nach anfänglicher Ablehnung wandte sich die evangelische Kirche dem Projekt im Jahr 2000 zu. Innerkirchlichem Protest zum Trotz entschied man sich bald mit Rücksicht auf mögliche Spender für eine äußerlich weitgehend originalgetreue und bruchlose Rekonstruktion. 2017 erfolgte die Grundsteinlegung für den Nachbau des Kirchturms. Das Projekt wird inzwischen überwiegend aus Bundesmitteln finanziert und spaltet bis heute die Potsdamer Stadtgesellschaft.

Im Rahmen einer Germanistischen Institutspartnerschaft unterstützt der Deutsche Akademische Austauschdienst (DAAD) diese Hochschulkooperation. Das ermöglicht neben der gemeinsamen Betreuung von Promotionsstudierenden flankierende Maßnahmen wie Forschungsaufenthalte in Potsdam und Gastseminare von Potsdamer Hochschulkräften des Instituts für Germanistik in Teheran. Die Projektpartner erläutern in ihrem Beitrag die Inhalte und die unterschiedlichen Herausforderungen dieser Kooperation jeweils aus ihrer Sicht.

Abstract:
Developing sustainable, carbon-neutral, and climate-resilient districts seems to be particularly challenging with respect to historic city centers. However, barriers posed by legal requirements for historical buildings are counterbalanced by opportunities because historic cities have not undergone urban modernization and did not embrace the concept of functional cities, which nowadays impedes urban sustainability transformations. Thus, this paper focuses on the relationship between cultural heritage, urban sustainable development, and climate policy. We study continuity and change in the mid-sized UNESCO World Heritage cities Potsdam (Germany) and Bern (Switzerland). These matching forerunner cities share many characteristics, which enables them to transfer policies and jointly create new solutions for common problems. We find that national context matters, but we also identify functional equivalents like referenda and active citizen participation. Despite many similarities, Potsdam is ahead of Bern with respect to the institutionalization and integration of climate mitigation and adaptation. The comparative analysis (interviews and document analysis) identifies innovations that can be transferred between the two cities (e.g., Potsdam’s integrative climate policy or Bern’s efforts to become a role model for stakeholders and citizens). Moreover, the challenge to coordinate heritage management and climate governance offers chances for cooperation between matching cities like Bern and Potsdam.

Abstract In 1968, the ruling Socialist Unity Party demolished Potsdam’s Garnisonkirche (Garrison Church). This article analyses the way in which the demolition of the Garnisonkirche opened up a spectrum of reflections on the meaning of the Prussian and Nazi pasts in the GDR and the ways it ought to be mediated through the urban landscape. Using petitions sent by everyday citizens to the local political authorities as well as debates within the SED itself, this article demonstrates how the public discussion about the demolition of the church navigated the many problems posed by Potsdam’s ‘burdened’ past in its urban spaces. While a number of individuals believed that this history could be transcended through the construction of a ‘new’ Potsdam, others believed that effectively handling the recent past required a direct confrontation with its architectural symbols.

Das Narrativ der schönen und großartigen Stadt wird gebrochen durch Proteste, die sich seit mehreren Jahren gegen den Abriss der sozialistischen Leitbauten und für eine alternative, vielfältige, demokratische Entwicklung der Innenstadt für Alle einsetzen. Der Beitrag skizziert die Durchsetzung der Rekonstruktion der Stadtmitte als preußisches Disneyland, in der diese Alternativen marginalisiert und historische Brüche auslöschend eine feudale Stadtordnung rekonstruiert wird. Eingebunden als Akteure des Protests verknüpfen die Autoren verschiedene Perspektiven der Kritik: sie zeigen Hintergründe und Kontexte der lokalen Wiederaufbau-Allianz, die sich in planerischen und politischen Entscheidungsprozessen durchsetzen konnten.

It is one of the longest, almost uninterrupted series of recordings of the Earth's magnetic field. Data users frequently emphasise the high quality of the data and their significance for geomagnetic base research. Very well known outstanding geomagnetism scientists, such as Max Eschenhagen, Adolf Schmidt, Julius Bartels, Gerhard Fanselau and Horst Wiese, directed the observatories during their existence. This paper describes the history of the Potsdam Observatory, which was in operation from 1890 until 1928.

We present the Potsdam photographic plate library at the Leibniz Institute for Astrophysics Potsdam. It includes plate archives, data from plate index catalogues and extracts from astronomical logbooks, as well as digitized plate images and interfaces for accessing all the available information. The plate index catalogues and the digitized images of the Potsdam astronomical photographic plates are prepared according to the standards of the Wide-Field Plate Database and German Astrophysical Virtual Observatory. The high-resolution digitization of the plates (in standardized FITS file format), the low-resolution plate previews (in TIFF and JPEG file format), as well as suitable digitization of the catalogues, logbooks, and relevant scientific research papers (in JPEG and TIFF) are made using commercial flatbed scanners.

The Arctic provides one of the most striking signatures of climate change impacts. Accelerated loss of sea ice extent and thickness, loss in biodiversity, changing atmospheric circulation patterns, and melting permafrost portray only a few aspects of a rapidly changing Arctic. In recognition of the inter-, multi-, and trans-disciplinary (Keil 2015) discussions, tools, mechanisms, and implementation strategies necessary to address these challenging and pervasive issues of this century, the first Potsdam Summer School, entitled ‘Arctic in the Anthropocene’, took place in June–July, 2014. The summer school was coordinated by the Institute for Advanced Sustainability Studies (IASS), the Alfred Wegener Institute Helmholtz Centre for Polar and Marine Research (AWI), the GFZ German Research Centre for Geosciences, the Potsdam Institute for Climate Impact Research (PIK), and the University of Potsdam, in conjunction with the city of Potsdam. The principal vision of the summer school was to eliminate disciplinary language barriers, and to foster communication amongst individuals trained in law and international relations, public health, and science, with the goal of extending an integrated science-policy dialogue for the benefit of humanity, the planet that we inhabit, and for which we share a collective responsibility.

The Potsdam Group is a Cambrian to Lower Ordovician siliciclastic unit that crops out along the southeastern margins of the Ottawa graben. From its base upward, the Potsdam consists of the Ausable, Hannawa Falls, and Keeseville formations. In addition, the Potsdam is subdivided into three allounits: allounit 1 comprises the Ausable and Hannawa Falls, and allounits 2 and 3, respectively, the lower and upper parts of the Keeseville. Allounit 1 records Early to Middle Cambrian syn-rift arkosic fluvial sedimentation (Ausable Formation) with interfingering mudstone, arkose, and dolostone of the marine Altona Member recording transgression of the easternmost part of the Ottawa graben. Rift sedimentation was followed by a Middle Cambrian climate change resulting in local quartzose aeolian sedimentation (Hannawa Falls Formation). Allounit 1 sedimentation termination coincided with latest(?) Middle Cambrian tectonic reactivation of parts of the Ottawa graben. Allounit 2 (lower Keeseville) records mainly Upper Cambrian quartzose fluvial sedimentation, with transgression of the northern Ottawa graben resulting in deposition of mixed carbonate–siliciclastic strata of the marine Rivière Aux Outardes Member. Sedimentation was then terminated by an earliest Ordovician regression and unconformity development. Allounit 3 (upper Keeseville) records diachronous transgression across the Ottawa graben that by the Arenigian culminated in mixed carbonate–siliciclastic, shallow marine sedimentation (Theresa Formation). The contact separating the Potsdam Group and Theresa Formation is conformable, except locally in parts of the northern Ottawa graben where the presence of localized islands and (or) coastal salients resulted in subaerial exposure and erosion of the uppermost Potsdam strata, and accordingly unconformity development.

Abstract:
Although semantic segmentation of remote-sensing (RS) images using deep-learning networks has demonstrated its effectiveness recently, compared with natural-image datasets, obtaining RS images under the same conditions to construct data labels is difficult. Indeed, small datasets limit the effective learning of deep-learning networks. To address this problem, we propose a combined U-net model that is trained using a combined weighted loss function and can handle heterogeneous datasets. The network consists of encoder and decoder blocks. The convolutional layers that form the encoder blocks are shared with the heterogeneous datasets, and the decoder blocks are assigned separate training weights. Herein, the International Society for Photogrammetry and Remote Sensing (ISPRS) Potsdam and Cityscape datasets are used as the RS and natural-image datasets, respectively. When the layers are shared, only visible bands of the ISPRS Potsdam data are used. Experimental results show that when same-sized heterogeneous datasets are used, the semantic segmentation accuracy of the Potsdam data obtained using our proposed method is lower than that obtained using only the Potsdam data (four bands) with other methods, such as SegNet, DeepLab-V3+, and the simplified version of U-net. However, the segmentation accuracy of the Potsdam images is improved when the larger Cityscape dataset is used. The combined U-net model can effectively train heterogeneous datasets and overcome the insufficient training data problem in the context of RS-image datasets. Furthermore, it is expected that the proposed method can not only be applied to segmentation tasks of aerial images but also to tasks with various purposes of using big heterogeneous datasets.

Abstract:
In international regimes research, one of the most important questions is how effective regimes are in delivering what they were established and designed to achieve. Perhaps the most explicit and rigorous formula for measuring regime effectiveness is the so-called Oslo-Potsdam solution. This formula has recently been criticized by Oran Young, himself one of the founding fathers of regime analysis. The present article reviews and responds to his critique and provides several extensions of the Oslo-Potsdam solution. Our response may be summarized in three points. First, we recognize that difficult problems remain unsolved. Second, we argue that for some of the most profound problems there is no escape; we need to engage in counterfactual reasoning, and we need some notion of the “best” solution achievable (such as the “collective optimum”).
