Full textOur research focuses on the particular history of the Catholic Church in Togo at the beginning of its evangelisation. It involves finding the originality and method of pastoral work of the first German missionaries, and especially to see how they managed, despite the confrontations between the motivations of the pastoral ideal and those of colonial interests and local resistances, to implement Christianity in this country. The Church of Togo was disrupted by the consideration of the national identity of the missionaries. The Great War of 1914-1918 was a perfect illustration. Could this emerging Church endure the passage between these two following missionary institutes : German SVD (Société du Verbe Divin) standed by the sisters SSpS (Servae Spiritus Sancti) one side, and another side, French SMA (Société des Missions Africaines) standed by the sisters NDA (Notre-Dame des Apôtres) due to political and nationalist claims? The papal authority was not indifferent to this issue. The Recovery of evangelization by the missionaries SMA and the religious NDA – all French – was a hesitating approach. But on 21 January 1921, the Holy Seat, after many negotiations and consultations, entrusted the task of Togo mission to SMA and NDA missionary. Will they be accepted by the natives expecting with nostalgy the return of the previous ones (SVD and SSpS), who have opened their minds to the Christian faith, and with whom they were close to? Will trust be present in their hearts towards these new missionaries whose nationality is that of the new occupants who expelled their beloved German pastors, divided the country and are imposing a new language?

Full textThe cultural policies usually refer to the action of the State. This thesis is about analysing the role of the municipalities in the local cultural dynamics. The cultural system is composed of three different agents: the political, economical and social actors whose close collaboration generates a specific cultural environment. The political actor is however the core of our analysis because it triggers off a certain number of changes which modify the functioning of the local cultural system. The main political changes concern the municipalities which are at the root of a cultural policy which becomes an identify stake, a factor of influence and prestige, an object of communication. The territorial collectivities henceforth stand as actors which develop a cultural policy which is independant of the State. .

Full textThis dissertation is based on a research about the historical situation of the syrian middle euphrates and low khabur valleys, during the twelft-ninth centuries bc. The area is considered settled only by half. Nomadic aramaic tribes, and occupied by an assyrian colonial administration. The analysis of the archaeological evidence and of the anthropological models of the settlements in the area has shown the presence of a local urban society. A study of the cuneiform text and of the iconography of a basalt stele dated at the beginning of the minth century, found in 1948 in tell ashara, the ancient city of terqa, shows that it is not the product of a strongly assyrian-influenced milieu, as previously assumed, but a creation of the local community. The iconography of the stele and the literary characteristics of the text show the relationship of this local culture with middle and late bronze age syrian civilisation, with the western semitic world but also with hittie and hurrian southern anatolia. Its roots are anyway in the classical mesopotamian urban culture. If this area must be considered the homeland of aramaic civilisation, then it means that aramaic society is not as just-settled, half-nomandic and tribal oriented as it is supposed usually to be. The local community of the middle euphrates owns a highly developed classical urban culture, and it is organised by a complex social structure in which the steppe-people are also integrated. The identification of this historitical and cultural background can be useful for a better understanding of the formation of aramaic states from the ninth century on

It is the first study over a long length on the political life in Cilaos, last municipality born on the French island of Reunion in 1965. On this specific territory, that is the “circus” of Cilaos, the political actors have a key role for its development. In this site, where ramparts form a political arena, all the blows are allowed (fraud, unlikely alliance, favoritism). It is so an ideal laboratory for a study of the evolution of its local elections (and its morals) and of the socio-economic development by these actors. One of them is a play major of this game of powers, dubbed the "Lion", Irénée Accot. He works in the political emancipation of his municipality in front of his city-mother Saint-Louis. Full textThis thesis focuses on the diversity of local authorities in China, who are found between traditional centralizing tendency and autonomist innovative evolution. The central authorities in China still carry most of the powers of the state and overlap powerfully to local authorities. However, even if they are under the control of central authorities, local authorities have now acquired competences in multiple areas, such as economy, social sector, urban planning, culture, environment and sport. Local authorities thus represent today real centers of power that covets politicians during political events. But unlike in France, local authorities are presented in China in the context of the communist regime. However, as in France, the decentralization and deconcentration policy represents a challenge for public policy development. In this regard, the local level has changed status: it aims to become a decisive level of government corporations. This thesis is for French legal professionals and aims to explain the decentralized China also the legal and political developments which led to the current situation. Especially since the latest thirty years, that local authorities become having more and more space in the political, administrative and legal life of China. The thesis not only presents essentially the constitutional framework of decentralization in China, but also exposes the practical dimension of its operation. As are seen changes in the status of autonomous levels, their legal and political capacity and the degree of autonomy, both from the perspective of decentralization as deconcentration. The local regime in China has extremely diverse manner in both a chronological and diachronic dimension. This diversity of local authorities is demonstrated through both parts of the thesis

Full textThe involvement of local public authorities in health care is studied between the end of the 1970s and 1914. Specifically, the law of 15 February 1902 is examined as it was applied and practised in the French department of the Isère. With that law the central power strengthened its authority in the area of public health and imposed a new body legislation tant affected not only individuals but also the other levels of government. The manner in which the local authorities reacted to this new government policy is investigated. The Isère represents a particularly interesting case in that the public authorities already embarked on modernisation of the health care system. In 1879 the department and city authorities of Grenoble began to implement their own plans for the reform of their public health institutions. These plans were called into question in the wake of the law of 1902, which reflected the desire of the central power to establish a new administrative model for health care based on an interventionist model that relied more heavily on a professional bureaucracy. Application of the new law created numerous strains between the central power and the Isère authorities. At the same time, the law was undeniably beneficial to local health services, as it provided them with greater financial resources, increased the availability of medical specialists and broadened their remit. Nonetheless the learning process in the transition to a more interventionist model of health care administration was not an easy one, and health institutions were obliged to consult closely an continuously with elected representatives, medical professionals and the local population
