Abstract:
This chapter examines the role that public policy initiatives—specifically anti-poverty transfers—have played in the reduction of poverty and inequality in Brazil. A number of anti-poverty initiatives are considered in turn, and not just the widely known Bolsa Familia conditional cash transfer program. The analysis establishes that such transfers—including conditional cash transfers—have proved surprisingly effective, even helping to tackle long-standing income inequality. It is recognized that explicit anti-poverty initiatives were not the only drivers of the reduced incidence of poverty and inequality: factors such as growth and improved access to labor markets also played a role. However, progress is now threatened by the recent economic and political crisis.

Abstract:
Child poverty has been a focus of UK policy since then Prime Minister Tony Blair’s 1999 commitment to eradicate it within a generation. Significant reductions in child poverty were achieved from 2000–10. However, despite the 2010 Child Poverty Act enshrining this commitment into law, two factors threaten progress: the 2008 global financial crisis which shifted policy focus to national debt reduction rather than poverty reduction, and the shift from a Labour government to a Conservative-led coalition in 2010 and a Conservative majority government since 2015. Austerity, positioned as a necessary response to the crisis, has become the dominant economic policy. Public spending cuts have disproportionately impacted children and families. This chapter draws on nationally-representative data from the UK to explore trends in child poverty and deprivation, 2007/8–2013/14. While child poverty rates are yet to increase substantially, the vulnerability of children to future economic shocks is highlighted as a cause for concern.

The disappearance of Rwanda’s forests and attendant change in climatic conditions prompted the government to explore clean energy alternatives such as biogas. Unlike at any other time in Rwanda’s history, more and more Rwandans in rural areas are becoming owners of cattle because of the Government of Rwanda’s agricultural direct assistance and poverty reduction programme known as Girinka. This chapter focuses on the various strategies employed by the government of Rwanda in achieving increased biogas use among the rural poor Girinka beneficiaries who use cow dung for their domestic biogas plants. Conditions necessary for successful implementation of clean energy pro-poor reforms in rural communities are explored.

Abstract:
The Millennium Development Goals (MDGs), endorsed by 189 governments at the Millennium Summit, propose a concerted global effort to reduce the incidence of severe poverty and many of its most serious manifestations over a twenty-five-year period. The MDGs offer crucial insights into the politics of poverty and poverty reduction in international affairs. Their political dimensions can be analyzed in terms of agency, the nature and limits of accountability, the use and manipulation of quantitative goals for political ends, the dangerous illusion that MDG objectives can be accomplished in large part by mobilizing more development assistance, and the MDGs’ distinctly apolitical approach to the structural causes of poverty. The MDG initiative should be situated in three ongoing streams of debate and discussion: the debate over the relative priority of growth and of human development for poverty reduction; the tension between the assertion of rights and the enunciation of donor-driven goals as the political engine of poverty reduction; and the debate over the roles of markets and of state direction and regulation. While the MDGs concentrate on increasing aid flows to reduce the incidence of poverty and its manifestations, international trade and finance arrangements too often impede rapid progress. This is evident in water privatization, trade rules, and anti-retroviral medicines for HIV/AIDS patients. A way forward is to integrate the MDGs more deeply with human rights guarantees. Donors, for example, must take seriously the 2002 Draft Guidelines for the application of human rights to poverty reduction strategies.
