Abstract:
Abstract Indonesia, an archipelagic nation with most of its electrical power produced by steam power plant. The distribution of electrical power is done through the main island to the smaller island, by means of according to Ministry of Energy and Mineral Resource is done through a submarine cable. In the study case area, Untung Jawa-Tanjung Pasir sea, the most appropriate cable laying platform is a barge. A barge is not equipped with the propulsion system and considering the cable laying operation requirement, barge given condition, environmental disturbances, the barge must be equipped with portable dynamic positioning thruster. An azimuth thruster is the proposed way to overcome this problem. The research done shall determine the barge’s necessary engine and propeller to fulfil its need. Using ship manoeuvring equation, the required thrust of the barge for surge, sway, and yaw are 274.36 kN, 289.21 kN, 3292.67 kNm respectively. To produce the required forces and moment, the researcher utilizes Cummins KTA38 (634 kW) diesel engine, Masson Marine gearbox (5.542:1), and Ka4-70 Nozzle 24 with the diameter of 1.6 m and P/D value of 1.06. In the free running condition, the barge will run with the speed of 3.52 m/s or 6.85 knots.

It is the key factor that the barge adjustment of large-scale structures’ ro-ro ship when the structure moves onto the barge. Generally, the common method on-site shipment is manual measurement which is a waste of time and labor power, at the same time, Barge adjustment is inaccurate and can not fundamentally solve the problem of the stability and real-time adjustment of the barge. In this paper, these questions are discussed based on the auto barge adjustment centralized in the computer, sensor and other technologies. In the process of ro-ro ship, the automatic computer control has been analyzed which makes the barge adjustment more timely, accurate and ensures real-time stability and accuracy of barge adjustment. Depending on the specific project case, it proves the feasibility and effectiveness of this method.

Abstract:
ABSTRACT When the towboat Girard Lewis lost power on the Arkansas River Navigation System, it drifted into a railroad bridge near Pine Bluff, Arkansas. Upon impact, it lost the two oil barges it was pushing; one barge floated downstream and was impaled by icebreakers on U.S. Army Corps of Engineers Lock and Dam No. 4. The resulting damage to the barge caused a major discharge (8,000 barrels) of No. 6 fuel oil, which affected industrial and recreational uses of the river and threatened sensitive environmental areas, including the White River National Wildlife Refuge. The discharger accepted responsibility for salvage of the damaged barge but not for containment and cleanup of the spilled oil. Consequently, the U.S. Environmental Protection Agency initiated a federal removal project using the oil pollution response fund authorized under the Clean Water Act. A coordinated effort among at least seven federal and state agency representatives on site was carried out over 25 days. Special problems were encountered and resolved involving unusually high river flow, large amounts of debris, use and effectiveness of various oil recovery devices, barge salvage operations, closure of the navigation system to traffic, protection of environmentally sensitive areas, and levels of cleanup of shorelines and locks and dams. The project was effectively carried out over 60 miles of affected river at a cost of $372,000, with a minimum of environmental and real property damages. It was the worst pollution incident that has occurred on the Arkansas River Navigation System.

<p>The operation of dust suppressor and dust collector was operating semi-manually by pressing the power button on the local panel during the initial unloading of coal material from the barge or stockpile, where local operators manage several large areas. This research is carried out on the implementation of Automatic Dust Detector for Dust Suppression operational at Paiton Unit 9 power plants with the aim of increasing the efficiency of operator and equipment performance. We use House of Quality (HOQ) as a determinant of the priority scale for technical response to be implemented, namely the addition of an Automatic Dust Detector. The results obtained showed a decrease in the calculation of the dust suppression operating time, i.e. from 5 hour 54 minutes to 5 hour 6 minutes, from 1005,36L/barge to 869,04L/barge for water consumption, and 1L/barge to 0,86L/barge for chemical use. Furthermore, the implementation of the Automatic Dust Detector can significantly increase efficiency at least 15% from operating time difference. </p>

Abstract:
International trade is continuously rising, leading to an increase in the flow of goods passing through transportation hubs, including air and sea. In addition, the aging fleet of inland vessels necessitates renewal through the construction of new vessels, presenting opportunities for the adoption of modern transport technologies. Autonomous barges can transport bulk and containerized cargo between the central port of a specific region and smaller satellite ports, enabling the dispersal of goods over a wider area. Equipping autonomous barges with advanced sensors, such as LIDAR, computer vision systems that operate in visible light and thermal infrared, and incorporating advanced path finding and cooperation algorithms may enable them to operate autonomously, subject only to remote supervision. The purpose of this study is to explore the potential of autonomous electric propulsion barges in inland waterway transport. Given the increasing demand for efficient and sustainable transport solutions as a result of various new policies, which have set new ambitious goals in clean transportation, this study aims to develop a proposition of an electric propulsion hybrid drive inland waterway barge, and compare it to a conventional diesel-powered barge. The methodology involves the creation of a simulation model of an inland waterway class IV electric barge, equipped with advanced sensors and autonomous control systems. The barge’s navigation is managed through a multi-agent system, with evolutionary algorithms determining a safe passage route. This research also utilizes a proprietary networked ship traffic simulator, based on real inland vessel recorded routes, to conduct the autonomous navigation study. The energy consumption of the barge on a route resulting from the ship traffic simulation is then examined using the mathematical model using the OpenModelica package. As a result of the study, the proposed hybrid propulsion system achieved a 16% reduction in fuel consumption and CO2 emissions, while cutting engine operation time by more than 71%. The findings could provide valuable insights into the feasibility and efficiency of autonomous electric propulsion barges, potentially helping future developments in inland waterway transport.

Abstract:
Abstract PLTU Nagan Raya is currently experiencing a sedimentation issue in the jetty area, which has resulted in a decrease in barge loading capacity from 3,000 MT/trip to 1,400 MT/trip. This situation has hindered the ability of barges to dock properly at the jetty, thereby disrupting plant operations. This research aims to design and develop a mini dredger ship utilizing the Parent Design Approach method as a technical solution to address the shallowing, necessitating dredging actions. The decision to implement a mini dredger is based on its capability to operate under the jetty without interrupting ongoing operations. The dimensions of the mini dredger ship are 5 × 3 meters, and it is equipped with a Suction Head (Hs) measuring 6 meters, a Discharge Head (Hd) of 15 meters, and a Flow Rate of 50 m3/hour. Additionally, it features a 6-inch pipe and a robust 34 HP diesel engine to power the suction pump, allowing for the efficient extraction of sand material through the suction pipe, which is then discharged via the exhaust pipe. The design has been developed using the SolidWorks application. This mini dredger is expected to effectively mitigate silting, restore barge loading capacity to 3,000 MT/trip, and ensure uninterrupted operations in the Nagan Raya PLTU jetty area.

Abstract:
AbstractThis paper investigates the use of neural networks (NNs) for the problem of assigning push boats to barge convoys in inland waterway transportation (IWT). Push boat–barge convoy assignmentsare part of the daily decision-making process done by dispatchers in IWT companiesforwhich a decision support tool does not exist. The aim of this paper is to develop a Neural Network Ensemble (NNE) model that will be able to assist in push boat–barge convoy assignments based on the push boat power. The primary objective of this paper is to derive an NNE model for calculation of push boat Shaft Powers (SHPs) by using less than 100% of the experimental data available. The NNE model is applied to a real-world case of more than one shipping company from the Republic of Serbia, which is encountered on the Danube River. The solution obtained from the NNE model is compared toreal-world full-scale speed/power measurements carried out on Serbian push boats, as well as with the results obtained from the previous NNE model. It is found that the model is highly accurate, with scope for further improvements.

Abstract:
The foundations of offshore wind power can be classified as floating, tripod, jacket, monopile, or gravity-based, depending on the support type. In the case of tripod- and jacket-type supports, the structures require precise construction. There are two main methods for installing substructures: post- and pre-piling. The post-piling method involves moving the completed substructure to the site and fixing it to the seabed by inserting a pile into the leg pile and driving it, allowing it to be constructed without special off-shore equipment; however, the construction period is long. Contrarily, the precision of foundation installation can be improved by installing a pre-piling template, which is special equipment that serves as a basic structure, on the seabed in advance, and subsequently inserting substructures. This study presents a new type of underwater pre-piling template and method for achieving optimal construction environment conditions. Construction precision was analyzed based on the wave condition, current speed, winch speed, wave direction, and current direction while the under-water template was anchored to the seabed. It was found that the wave conditions, winch speed, and vessel type had a significant influence. The results obtained considering the Douglas sea scale show that precise construction could only be achieved within Grade 2 for general barge ships, while jack-up barge ships could be used even at Grade 3 or higher. The higher the winch speed, the more stable construction becomes possible, and jack-up barges show greater constructability than general barges.

Full text
Abstract:
Ancient Maya iconography primarily depicted elite individuals in idealized states of being and rationalized their power and authority through ideological concepts and otherworld beings. This study aims to reexamine previous assumptions made concerning the Quadripartite Badge. This motif is examined based on iconographic associations and contexts, as well as temporal and spatial distributions. The dataset was created from currently identified examples of the Quadripartite Badge, although only a select group is extensively examined. The spread of this motif is demonstrated through time and its spatial dispersals are noted for their political consequences. Indicating the liminal status of its user, the Badge is frequently placed in scenes of transformation, accompanying rites of passage. It is also established that as elite women became more prominent, women from Tikal and Calakmul circulated this iconography through marriage alliances, as seen in the number of newly 'arrived' women carrying the Badge. Other iconographic associations of the Badge revealed strong ties with the Maize God and the cyclical nature of agriculture. For the continuation of the maize cycle and renewal of universal forces, sacrifice was required; the completion of ritual sacrifice was demonstrated through the depiction of the Quadripartite Badge. This one expression of power simultaneously validated earthly and otherworldy authority, ensuring the continuation of the cosmos and the perpetuation of the sun and maize cycles.<br>M.A.<br>Masters<br>Anthropology<br>Sciences<br>Anthropology

Abstract:
Nowadays a regulatory framework regarding the pollutant emissions abatement, both at international and local level, significantly interests the maritime sector. To comply with the latest environmental rules, a new approach to ship design and a renewed way to operate the ship are need both in navigation and in harbour. This PhD Thesis aims to investigate on the positive features offered by the LNG fuel, more eco-friendly than the traditional marine fuel oils. In the first part of the research, the performance comparison between two marine engines, fuelled by natural gas and diesel oil respectively is reported. Two different simulation codes, one for each engine, validated by means of geometrical and performance data provided by the manufacturer have been developed to extend the comparison to the whole working area of the examined engines. In the second part of the research, a LNG-repowering study of a cruise ferry is presented. The study is enhanced by the investigation on possible Waste Heat Recovery (WHR) systems aiming at the reduction of Green House Gas (GHG), pollution, and money saving. A computational code has been developed to carry out the sizing and to analyse the energetic performance and economical aspects of the several examined WHR layout systems. The more eco-friendly layout for the considered ship is proposed to comply with in force rules. The third part of the PhD Thesis is focused on studying some maritime technical solutions for the electric energy generation and delivery to ships moored in port, by means of LNG fuelled generators installed on board a floating unit. Two different scenarios, regarding the LNG supply chain, are considered and some options for producing cleaner electric energy are then investigated. The reference area examined in this study is the old port of Genoa, where the traffic of both passenger and cargo ships takes place. The analysis is carried out by means of a MATLAB numerical code to calculate the most important features of the floating unit, as dimensions and weights and the most significant characteristics of the electric generation equipment, as the average load factor, fuel consumption and energy cost. From an economical point of view, the externalities costs abatement, thanks to the technical solution proposed are investigated. The study also focuses on the estimation of governmental incentives to promote and sustain the use of the proposed power supply barge, resulting into a fully positive technical solution.

Abstract:
United Nations peacekeeping has been distinguished as a bringer of peace and stability to countries plagued by war and insecurity. However, reports since the 1990s of sexual exploitations by peacekeeping personnel have tainted these accomplishments. At the same time as these reports started to surface there was an internal development within the UN where the security discourse went from being state focused to being focused on securing the population’s security and health. This new trend was established in the United Nations Development Programme in 1994 as Human Security and laid the ground for the structure of the peacekeeping operations. This study asks the question how these exploits can occur in a discursive context where the population’s welfare and health is the reference of intervention. By examining the following representative cases: the Democratic Republic of Congo (DRC) and the Central African Republic (CAR), it can be seen how human security expresses a discursive reproduction of two different kinds of power: biopower and sovereign power. Through an analysis of the discourse in documents relating to the interventions it can be seen how these expressions of power creates a contextual environment where the sexual exploitations can take place.

Accordingly, data centers are the main suppliers of computing service and cloud-based computing services provide a new paradigm for the offer and consumption of these computing resources. A substantial motivator for using cloud computing is its pricing model, which enables to charge the customer only for the resources he used, thus adopting a pay-as-you-use cost model. Among cloud-based computing services, the service type Infrastructure-as-a-Service (IaaS) is the one mostly used by companies that would like to outsource their computing infrastructure. The IaaS service, in most cases, is offered through virtual machines. This paper revisits the cost models used by data centers and analyses the costs of supply of virtual machines based on IaaS. This analysis identifies that electricity represents a considerable portion of this cost and that much of the consumption comes from the use of processors in virtual machines, and that this aspect is not considered in the identified cost models. This paper describes the Virtual Power Model, a cost model based on energy consumption of the processor in cloud-based, virtual machines in IaaS. The model is based on the assumptions of energy consumption vs. processing load, among others, which are proven through experiments in a test environment of a small data center. As a result, the Virtual Power Model proves itself as a fairer pricing model for the consumed resources than the identified models. Finally, a case study is performed to compare the costs charged to a client using the cost model of Amazon for the AWS EC2 service and the same service charged using the Virtual Power Model.<br>A terceirização dos serviços de computação tem passado por evoluções constantes nos últimos anos em função do contínuo aumento na demanda por recursos computacionais.

The presente study of the literary work of José Saramago, a portuguese writer, reveals a profound criticism to the structure of power in modern society, as well as, its politics. The hereby presented reading of the novel Ensaio sobre a cegueira, which was published in 1995, intends to perform an interpretative approach based on the studies of the Italian philosopher Giorgio Agamben Reading of the state of emergency. His work follows the studies of the French philosopher Michel Foucault regarding the power devices used by society to create a specific sort of life which is designed according to political purposes. Abstract:
The complex philosophy of Giorgio Agamben summons us to review the crisis of the existing political-juridical models and the on-going governmental security rationale, which, based on a pre-oriented administration of fear, aims at eliminating those somehow non-adapted, as well as to join a defence towards a new political ontology beyond the tradition of sovereignty and law. Through the confront of semantically distinct definitions of life and its relation with the sovereign power, including under a biopolitical normalizing society, emerges the protagonist of Agamben`s work, the bare life. A life that is not a modern phenomena but the original activity of the sovereign power, that is, a life exposed to death that can be found either in the pólis or the civitas - in the form of homo sacer or in the modern totalitarianism as well as the democracy that we live in. A life that is permanently subject to death and, founded on an inclusive exclusion relation, that is, a relation of abandonment, exposes the real social bound. The state of exception links life and law, violence and norm. The law is applied through its own withdrawal: the force-oflaw exercised in the state of exception does not posit nor conserve the law, but conserves it through its suspension and posits it through the exception. A place where factum and ius are brought into conjunction and homines sacri are freely produced, a space where traditional political categories such as right and left, public and private, loses clearness and intelligibility. A zone of indistinction materialized in the camp, either of refugees or concentration camps or those in full force and effect and yet unnamed. The camp is the contemporary political paradigm and this is the era in which the exception becomes the rule. The way out to deactivate such relation is to profane, a political task in search for a new form-of-life that abolishes any remembrance of theological sovereign politics and law and that reflects a coming community able to turn inoperative the biopolitical machine producer of bare life: a new community that thinks beyond sovereignty, the sovereign band and the law itself. A community composed of singularities, with no identity nor properties or destinies, but pure potentiality. A community free of means in search for an end, but solely a community of pure means without ends.

Thus, Agamben historically reports the zone of indifference from institutes of Roman law that produced the stoppage of the law and therefore a legal loophole. Given this finding, Agamben correlates such institutes to the state of contemporary Exception, which is, in fact, permanent, put that in this vacuum, standard and life are connected by force-in-law, which applies, diapplying. Will point out that Agamben begins his argument by examining the political power and its relation to biological life (zoé), analysis of biopower and the movement of inclusive exclusion of biological life in the field of politics and law. Then, we stress that the political work of Giorgio Agamben records the infamous debate between Carl Schmitt and Walter Benjamin, about the sovereign power, from which it extracts the state of permanent exception and the field are paradigms of contemporary politics - like Auschwitz , "homo sacer" and "Muselmann - legitimized by the founding violence of law, the considerations discussed here is done on biopolitics, bare life, the state of exception and force of law, whose solution, for Agamben, is a new form of life, achieved by the desecration, which reflects a community coming, endowed with the ability to disable biopower mentioned, creator of a-bando-ned, and not necessarily linked to the law. In conclusion, upon the concepts and profanation inoperosidade the proposed Agamben turns out something totally new, since this community requires that comes a new ethos, a new use, a shutdown of the old use, rendering them inoperable, since being any will be neither a people united by their similarities (aryans, africans, indians) or divided groups or subgroups, shredded by differences singularity without identity, common and absolutely exposed, the actual path of contemplation of the evangelicmessage of zoé aiónios, of eternal life<br>Este trabalho tem por objetivo a investigação acerca do Estado de Exceção à luz das obras de Giorgio Agamben, no sentido de um instrumento capaz de, pelo direito, deter a vida e os direitos a ela inerentes pela sua própria suspensão, em espaço vazio de direito, uma zona de anomia.

Abstract:
Abstract A “remake” of C. Wright Mills’ The Power Elite, this book charts patterns of elite domination amid paradigmatic changes in the structuring of U.S. social institutions and political life since the postwar period that lay bare the essentially corrupt and authoritarian nature of neoliberal capitalism and the power elites behind it. Driven by an inexhaustible pursuit of profits and wealth accumulation, power elites of the last half century conceived of and imposed a new form of global capitalism that has positioned the “free market” as an ultimate political and cultural authority. In the process, they have suppressed policies and rules, social movements, and political organizations that might impede profitability and exacted an unspeakable toll on human and planetary life. Similar to Mills, The New Power Elite elucidates the means through which today’s elites accumulate wealth and power, including the subordination of military and governmental systems, media and culture, and labor, finance, and production to “market imperatives.” It departs from Mills, however, in accounting for major transformations in the political geography of corporations and labor, the rise of finance capital, and role of U.S. imperialism in the structuring of global capitalism. And, unlike Mills, the book argues that while the American State, mass media, and cultural institutions can still operate as a sites of contestation, political, military, and cultural institutions today should not be considered as autonomous from market forces, as their principal function is to serve the interests of capital and operate on its behalf.

AbstractToday Hindutva has become hegemonic to the extent that Muslims not only have to fear for their way of life but also for their own bare lives. The election of Narendra Modi as prime minister is a sign of the changes that have occurred from the Rashtriya Swayamsevak Sangh (RSS)-led Hindutva campaigns of the 1980s to the firm grip on government by the BJP-RSS today. Analyses of ‘the success of India’s democracy’ (Kohli, The Success of India’s Democracy. Cambridge: Cambridge University Press, 2001; Banerjee, Why India Votes. New Delhi: Routledge, 2014) never seem to take fully into account the importance of religion and religious divisions. This chapter attempts to address the consequences of the rise to power of Hindu civilizational nationalism.

Abstract:
This chapter explores how the royal barge procession, one of Thailand’s most historic cultural events, came to represent both the deep Thai past and the modern Thai nation. With a specific focus on the early Cold War, during a period where power was being openly contested amongst Thailand’s elite, the chapter identifies how the materiality of the barges presented both challenges and opportunities. Certainly, as historic artefacts, the barges promised to secure narratives of authenticity and political legitimacy. Yet, as this chapter illustrates, for the barge procession to be of genuine value to the Thai state, it would first have to be reconciled with the contemporary forces that were determining the course of Thai nation building; namely, the integration of Thailand into a world order based in the United States, and the reorganisation of Thai society around new class arrangements.

Abstract:
Handling unpredictable attack vulnerabilities in self-proclaiming secure algorithms in WSNs is an issue. Vulnerabilities provide loop holes for adversary to barge in the privacy of the network. Attacks performed by the attacker can be active or passive. Adversary may listen to the sensitive information and exploit its confidentiality which is passive, or adversary may modify sensitive information being transferred over a WSN in case of active attacks. As Internet of things has basically three layers, middle-ware layer, Application layer, perceptron layer, most of the attacks are observed to happen at the perceptron layer in case of both wireless sensor network and RFID Tag implication Layer. Both are a major part of the perceptron layer that consist a small part of the IoT. Some of the major attack vulnerabilities are exploited by executing the attacks through certain flaws in the protocol that are difficult to identify and almost complex to identify in complicated bigger protocols. As most of the sensors are resource constrained in terms of memory, battery power, processing power, bandwidth and due to which implementation of complex cryptosystem to keep the data being transferred secure is a challenging phase. The three main objectives studied in this scenario are setting up the system, registering user and the sensors via multiple gateways. Generating a common key which can be used for a particular interaction session among user, gateway and the sensor network. In this paper, we address one or more of these objectives for some of the fundamental problems in authentication and mutual authentication phase of the WSN in IoT deployment. We prevent the leakage of sensitive information using the rabin cryptosystem to avoid attacks like Man-in-the-middle attack, sensor session key leakage, all session hi-jacking attack and sniffing attacks in which data is analyzed maliciously by the adversary. We also compare and prove the security of our protocol using proverif protocol verifier tool.

Abstract Polarization measurements were conducted over a 21-year period on bare and coated steel "H" pilings 6 inch by 6 inch by 30 feet (15.2 cm by 15.2 cm by 9.1 m) installed in seawater. A DC power source was used to shift from the corrosion potential of each pile to -0.85V. The amount of potential shift was recorded as δV. The current (δI) required to shift the potential was measured, and a nonlinear pseudoresistance (δV/δI), called the Cathodic Protection Index (CPI), was calculated. The CPI was compared with the coating condition of the steel pilings as determined visually using ASTM standards. Results of these tests will be presented and discussed.

Abstract The pre-synthesized Ni-20Cr nano-crystalline powder was deposited on K21590 boiler steel by cold-spray process. Nano-crystalline Ni-20Cr powder was synthesized by the investigators using ball milling. The nano-structured coating was developed using cold-spray process with an average coating thickness of 200 µm and microhardness of 600 HV having porosity &amp;lt; 1.5%. The high-temperature oxidation behavior of bare and coated samples was studied under cyclic conditions at 900°C for 50 cycles. The kinetics of oxidation was established using weight change measurements for the bare and the coated boiler steel. Various characterization techniques such as X-ray Diffraction (XRD), Scanning Electron Microscopy Energy Dispersive Spectroscopy (SEM/EDS) were used to analyze the oxidation products. The coating was found to offer excellent oxidation resistance and successful in reducing the weight gain of the steel by 71 %.

Abstract:
DP crane barges operate in close proximity to FPSO (Floating Production Storage and Offloading) during lifting operations. This operation is critical since small variations of the relative position may result in collision between the bodies or large motion of the lifting load. The hydrodynamic interactions between the units are an important effect that must be considered in the analysis of those operations. The interactions are an intricate problem that cannot be modeled analytically in an appropriate way. Hence, experimental and numerical tools are applied for the definition of the environmental conditions for a safe operation or the optimal relative positioning between the vessels. A research project conducted by Petrobras in cooperation with Brazilian universities aims to develop and to validate numerical tools for aiding the design and analysis of the DP lifting operations. They are based on dynamical time-domain simulations of the operation and can be used for predicting several parameters of the operations. The experimental tests that will be used for validating this numerical model, concerning the DP performance when the crane barge is close to a FPSO, are presented in this paper. The tests were conducted in an ocean basin using the model of a moored FPSO and the DP crane barge. The station keeping ability (relative motion) and the performance of the propulsive subsystem of the DP crane barge (power and thrust utilization parameters) are measured. Several relative positions and wave conditions were considered.

Full text
Abstract:
Compared with the land-based nuclear power plant, the operating conditions of offshore nuclear power plant (ONPP) are much more complicated. For example, the barge-mounted platform malfunction, which is as important as the natural events and human events, should be considered in the plant safety analysis,. As a result, a two dimension operating condition coupled with barge and reactor status should be considered in the development of relevant power plant operating procedures. On the other hand, the beyond design basis hazards induced by the combination of unique and unanticipated external events of ONPP may lead to a blind area to both traditional and two dimension procedures mentioned above. Due to the insufficiency of existing operating condition and relevant procedures to tackle with the above events mentioned, an expanded operation strategy, namely the beyond design basis hazards and the extended ultimate response measures, is developed, Injecting sea water into reactor pressure vessel directly after primary system depressurized and venting the containment when necessary, formed the basis of ultimate response measure, which was proposed by Taiwan Power Company after Fukushima Accident. Considering the offshore and barge-mounted features, the ultimate response measure can be extended to include sea water injection into steam generator indirectly through secondary side passive residual heat removal lines and reactor cabin flooding by sea water through Kingston valves, to rebuild a newly, hierarchical one. Finally, the extended ultimate response measures, provided mainly for the plant command staff and operators, are analyzed utilizing thermal-hydraulic integral computer code preliminarily, to prove the effectiveness of the system configuration and operating strategy. It is concluded that injecting sea water into steam generator can remove the decay heat effectively, and the sensitivity study shows that operator intervention is good enough in accident mitigation.

Abstract:
Special station-keeping requirements must be defined for a safe operation of a DP pipe-laying and crane barge. When a pipe is being laid in shallow waters, small displacements of the launching ramp may induce large forces on the pipe or even to deviate it from the defined route. Offshore crane operations are performed in close proximity with other vessel or platform, and large loads are transported in a pendulum configuration. Again, a precise positioning of the barge is required, in order to avoid unsafe relative motions, as well as keep the load being transported on a stable position. Due to these special DP requirements, it has been shown in the present work that a simple static analysis of the DP System is not adequate in this case. Dynamic effects related to wind gusts, slow drift forces, propellers response, DP filtering and time-delay must be considered since the initial stages of DP specification. The common approach of considering an amount of 20% extra power to compensate for dynamic effects may underestimate the necessary power. A fully non-linear dynamic simulator was then used to carry out a complete analysis of the barge. Thrust utilization capability plots were obtained for the DP design environmental condition, considering the occurrence of a single failure. After that, an analysis of the environmental conditions in the Brazilian waters was carried out, and a comprehensive set of more than 1700 conditions were obtained. Dynamic simulations were then used to define the operational window of the barge as well as the estimated downtime for each operation. The barge is also able to operate in a DP-mooring assisted mode. The simulations were used to define under which operational and environmental conditions that such mode must be used.

Tyson, Paul. Sovereignty and Biosecurity: Can we prevent ius from disappearing into dominium? Mέta | Centre for Postcapitalist Civilisation, 2021. http://dx.doi.org/10.55405/mwp3en.

Full text
Abstract:
Drawing on Milbank and Agamben, a politico-juridical anthropology matrix can be drawn describing the relations between ius and bios (justice and political life) on the one hand and dominium and zoe (private power and ‘bare life’) on the other hand. Mapping movements in the basic configurations of this matrix over the long sweep of Western cultural history enable us to see where we are currently situated in relation to the nexus between politico-juridical authority (sovereignty) and the emergency use of executive State powers in the context of biosecurity. The argument presented is that pre-19th century understandings of ius and bios presupposed transcendent categories of Justice and the Common Good that were not naturalistically defined. The very recent idea of a purely naturalistic naturalism has made distinctions between bios and zoe un-locatable and civic ius is now disappearing into a strangely ‘private’ total power (dominium) over the bodies of citizens, as exercised by the State. The very meaning of politico-juridical authority and the sovereignty of the State is undergoing radical change when viewed from a long perspective. This paper suggests that the ancient distinction between power and authority is becoming meaningless, and that this loss erodes the ideas of justice and political life in the Western tradition. Early modern capitalism still retained at least the theory of a Providential moral order, but since the late 19th century, morality has become fully naturalized and secularized, such that what moral categories Classical economics had have been radically instrumentalized since. In the postcapitalist neoliberal world order, no high horizon of just power –no spiritual conception of sovereignty– remains. The paper argues that the reduction of authority to power, which flows from the absence of any traditional conception of sovereignty, is happening with particular ease in Australia, and that in Australia it is only the Indigenous attempt to have their prior sovereignty –as a spiritual reality– recognized that is pushing back against the collapse of political authority into mere executive power.

A set of experiments was conducted to expose different types of energized electrical cords for lamps, office equipment, and appliances to a developing room fire exposure. All of the cords were positioned on the floor and arranged in a manner to receive a similar thermal exposure. Six types of cords commonly used as power supply cords, extension cords, and as part of residential electrical wiring systems were chosen for the experiments. The non-metallic sheathed cables (NMB) typically found in residential electrical branch wiring were included to provide a link to previous research. The basic test design was to expose the six different types of cords, on the floor of a compartment to a growing fire to determine the conditions under which the cord would trip the circuit breaker and/or undergo an arc fault. All of the cords would be energized and installed on a non-combustible surface. Six cord types (18-2 SPT1, 16-3 SJTW, 12-2 NM-B, 12-3 NM-B, 18-3 SVT, 18-2 NISPT-2) and three types of circuit protection (Molded case circuit breaker (MCCB), combination Arc-fault circuit interrupter (AFCI), Ground-fault circuit interrupter (GFCI)) were exposed to six room-scale fires. The circuit protection was remote from the thermal exposure. The six room fires consisted of three replicate fires with two sofas as the main fuel source, two replicate fires with one sofa as the main fuel source and one fire with two sofas and MDF paneling on three walls in the room. Each fuel package was sufficient to support flashover conditions in the room and as a result, the impact on the cords and circuit protection was not significantly different. The average peak heat release rate of the sofa fueled compartment fires with gypsum board ceiling and walls was 6.8 MW. The addition of vinyl covered MDF wall paneling on three of the compartment walls increased the peak heat release rate to 12 MW, although most of the increased energy release occurred outside of the compartment opening. In each experiment during post flashover exposure, the insulation on the cords ignited and burned through, exposing bare conductor. During this period the circuits faulted. The circuit protection devices are not designed to provide thermal protection, and, thus, were installed remote from the fire. The devices operated as designed in all experiments. All of the circuit faults resulted in either a magnetic trip of the conventional circuit breaker or a ground-fault trip in the GFCI or AFCI capable circuit protection devices. Though not required by UL 1699, Standard for Safety for Arc-Fault Circuit-Interrupters as the solution for detection methodology, the AFCIs used had differential current detection. Examination of signal data showed that the only cord types that tripped with a fault to ground were the insulated conductors in non-metallic sheathed cables (12-2 NM-B and 12-3 NM-B). This was expected due to the bare grounding conductor present. Assessments of both the thermal exposure and physical damage to the cords did not reveal any correlation between the thermal exposure, cord damage, and trip type.

Abstract:
Most AC powered equipment at pipeline stations and at motorized valve sites isrequired, by code, to be electrically grounded to one or more ground electrodes. These grounding systems are normally electrically bonded to the AC power distribution grid, which can be quite extensive. Piping, either intentionally or inadvertently, is often connected to the AC electrical grounding grid in pipeline stations. Grounding grid conductors are usually bare and composed of copper or tinned copper, and ground rod materials can consist of a wide variety of metals such as copper-clad steel, carbon steel, stainless steel, galvanized steel, and galvanic anode alloys of zinc and magnesium. The interconnection of these grounding materials to the piping can increase the current requirements of the cathodic protection system, distort the current distribution pattern and complicate the accurate measurement of the pipe potentials. Benefit: The primary objective of this research project was to assess the impact of various types of grounding materials on the performance and testing of cathodic protection systems. The two major issues in this regard were the effects on current requirements and the accuracy of pipe-to-soil potential measurements. In addition, some related issues investigated as follows:the electrical resistance of each groundrod-to-earth was to be measured to determine whether or not there were any changes in the resistance-to-earth as a result cathodic polarization;the potential of galvanized steel was to be measured with increasing zinc consumption to determine if there is a well defined relationship between potential and zinc consumption; the National Electrical Code (NEC) was to be reviewed with respect to the insertion of AC coupling/DC isolating devices in series between the piping and the electrical grounding network. The results of this investigation were intended toprovide information to design more effective cathodic protection facilities for piping in pipeline stations having electrical grounding systems, anddetermine whether or not the resistance of the electrical grounding system increases as a result of receiving cathodic protection, andrecommend pipe-to-soil potential survey techniques to maximize measurement accuracy in the presence of an AC grounding grid, andevaluate the use of DC isolators/AC couplers to interconnect the piping to either the secondary or primary AC grounding system.
