Abstract:
Celem artykułu jest zbadanie, czy partnerstwo publiczno-prywatne (PPP) jest szansą, czy zagrożeniem dla sektora ochrony zdrowia w Polsce, który boryka się z niedoborem środków finansowych na odtworzenie przestarzałej i wyeksploatowanej infrastruktury. Badanie przeprowadzono na podstawie analizy case study (n = 15) projektów PPP realizowanych w sektorze ochrony zdrowia (w Wielkiej Brytanii n = 5; w Portugalii n = 5 i w Polsce n = 5) oraz indywidualnych wywiadów pogłębionych (n = 32) z partnerami publicznymi i prywatnymi realizującymi projekty PPP, w tym w sektorze ochrony zdrowia w Polsce (n = 2), a także rozmów przeprowadzonych w ramach panelu ekspertów z przedstawicielami: partnerów publicznych i prywatnych, świata nauki, instytucji wspierających rozwój PPP w Polsce i z reprezentantami firm doradczych. PPP jest uznawane przez wielu naukowców za sprawdzoną i efektywną metodę realizacji inwestycji w sektorze ochrony zdrowia. W literaturze przedmiotu nie brakuje jednak głosów krytycznych pod adresem PPP. Pomimo toczącego się sporu, w Europie w latach 2012–2016 podpisanychzostało w sektorze ochrony zdrowia ponad 60 umów PPP, w modelu DBFO/DBFM, o wartości powyżej 10 mln euro. W Polsce mamy tylko jedną taką umowę PPP o wartości powyżej 10 mln zł, w modelu DBFOM, która jest w fazie realizacji (budowy). Tym niemniej odpowiedź na pytanie: czy PPP jest szansą, czy zagrożeniem dla sektora ochrony zdrowia w Polsce, nie jest jednoznaczna. Większość realizowanych na świecie projektów PFI/PPP w sektorze ochrony zdrowia jest obecnie w fazieeksploatacji/utrzymania, a tylko nieliczne uległy już zakończeniu. Tak więc nie jest jeszcze możliwe oszacowanie całkowitych kosztów cyklu życia wybudowanej w PFI/PPP infrastruktury, np. szpitali. Wyniki audytów projektów PFI/PPP realizowanych w sektorze ochrony zdrowia w Wielkiej Brytanii czy Portugalii również nie pozwalają na jednoznaczną odpowiedź na to pytanie. Mimo tych wątpliwości, w obliczu rosnącego zadłużenia podmiotów publicznych i wygaszania środków unijnych po 2020 r.,jedynym źródłem doinwestowania sektora ochrony zdrowia w Polsce może być właśnie współpraca pomiędzy partnerami publicznymi i prywatnymi w ramach PPP.

Abstract:
Purpose – The nature and characteristics of critical success factors (CSFs) that influence success on public private partnership (PPP) arrangements on different project typologies vary between countries and regions. Studies confirm the lack of success on PPP approach on public housing project (PHP). The main challenge to PPP-PHP success has been identifying, analysing, categorizing and matching CSFs that are likely to influence the PPP-PHP outcome. The purpose of this paper is to identify the CSFs that influence PPP-PHP delivery in Ghana. This is premised on the theoretical implications that understanding the factors that influence the success on PPP-PHP projects is critical. Design/methodology/approach – By adopting a 16 CSFs from literature and using a questionnaire survey, the factors that are critical to success on PPP-PHP approach in Ghana were identified. The questionnaires were administered on participants that have been involved in PPP-PHPs in Ghana. Findings – The results revealed six CSFs that are critical towards success on PPP-PHPs in Ghana. The results also do not show significant variability in the agreement by the public and private stakeholder. Practical/implications – The findings present useful lessons for parties in PPP-PHPs in Ghana to focus their attention to engender the needed atmosphere towards successful delivery in Ghana in the formulation of policies, decision frameworks and delivery strategies. Originality/value – The study presents a critical success model that is applicable to PPP-PHP delivery in Ghana and potentially to other developing countries with similar socio-economic, political and organizational characteristics especially in Sub-Saharan Africa. It also affirms the fact that CSFs are contextual to project typologies and that different project types will reveal CSFs with varying significance in ranking. The findings should help in the development of efficient frameworks and policies for successes on PPP-PHPs in Ghana.

Abstract:
Urban redevelopments in recent years tend to follow a pragmatic market‐led partnership approach with involvement of both public and private sectors. However, it has been evidenced that this approach suffers from a number of deficiencies. These include over‐reliance on private investments which make the project vulnerable to financial risks and over‐emphases on creating a place of opportunity rather than improving the social environment in the deprived areas. This paper proposes an approach encompassing Cost‐Benefit Analysis (CBA) and Option Pricing concepts (OP) into urban renewal projects which is considered more appropriate for urban redevelopment appraisal. The approach is applied for appraising the bust‐boom saga of the London Docklands redevelopment to demonstrate the importance of the inclusion of social costs and benefits in the evaluation and the strategic value of operating options. Furthermore, key factors for an urban redevelopment project are also identified from the analyses which are considered crucial for the success of the project. Urbanistiniai pertvarkymai pastaraisiais metais dažniausiai vykdomi laikantis pragmatine rinka pagristos partnerystes nuostatos, būdingos tiek viešiesiems, tiek privatiems sektoriams. Tačiau buvo irodyta, kad šis būdas turi nemažai trūkumu. Tai susije su pernelyg dideliu pasitikejimu privačiomis investicijomis, del kuriu projektas susiduria su finansine rizika, bei pernelyg pabrežiamu galimybiu sukūrimu, o ne socialines aplinkos pagerinimu skurdžiuose kvartaluose. Šiame darbe siūloma i urbanistinius atnaujinimo projektus itraukti kaštu ir naudos analize (CBA) bei pasirinkčiu kainodaros (OP) metodika, kuri laikoma tinkamesne urbanistiniams pertvarkymams ivertinti. Abstract:
Hong Kong has been one of the early jurisdictions to adopt Public Private Partnership (PPP) model for delivering large public infrastructure projects. The development of this procurement approach in Hong Kong has followed an intricate path. As such, it is believed that there are a number of areas which are interesting to unveil. As part of a comprehensive research study looking at implementing PPPs, interviews with experienced local industrial practitioners from the public sector were conducted to realize their perspective on the topic of procuring public works projects. Amongst these interviews, fourteen were launched government officials and advisers. The interview findings show that the majority of the Hong Kong and Australian interviewees had previously conducted some kind of research in the field of PPP. Both groups of interviewees agreed that “PPPs gain private sector's added efficiency/expertise/management skills” when compared to projects procured traditionally. Also, both groups of interviewees felt that projects best suited to use PPP are those that have an “Economic business case”. The interviewees believed that “Contractor's performance” could be used as key performance indicators for PPP projects. A large number of critical success factors were identified by the interviewees for PPP projects; two of these were similar for both groups of interviewees. These included “Project objectives well defined” and “Partnership spirit/commitment/trust”. Finally it was found that in‐house guidance materials were more common in the organizations of the Australian interviewees compared to the Hong Kong ones. This paper studies the views of the public sector towards the topic of PPPs in Hong Kong and Australia, which helps to answer some of the queries that both academics and the private sector in these jurisdictions are keen to know. As a result the private sector can be more prepared when negotiating with the public sector and realise their needs better, academics on the other hand are provided a wider perspective of this topic benefiting the research industry at large. Santrauka Honkongas vienas pirmuju idiege viešojo ir privataus sektoriaus partnerystes modeli vykdant stambius visuomeninius in‐frastruktūros projektus. Jo pletra Honkonge buvo sudetinga. Yra gana daug sričiu, kurias būtu idomu aptarti. Kaip sudetinio viešojo ir privataus sektoriaus partnerystes igyvendinimo tyrimo dalis atlikta vietiniu pramonininku iš viešojo sektoriaus apklausa del viešuju darbu pirkimu perspektyvu. Tarp apklaustuju buvo keturiolika vyriausybes pareigūnu ir patareju. Apklausos rezultatai parode, kad daugelis respondentu iš Honkongo ir Australijos yra anksčiau atlike tyrimus viešojo bei privataus sektoriaus partnerystes srityje. Abi respondentu grupes sutiko, kad viešojo ir privataus sektoriaus bendradarbiavimo projektai yra pranašesni efektyvumu, kompetencija ir valdymo gebejimais, lyginant su tradiciniais pro‐jektais. Taip pat abi respondentu grupes nurode, kad viešojo ir privataus sektoriaus partneryste labiau tinka verslo eko‐nominiu projektu atveju. Respondentai mano, kad svarbiausias viešojo ir privataus sektoriaus partnerystes projektams yra rangovus apibūdinantis rodiklis. Respondentai išskyre daug viešojo ir privataus sektoriaus partnerystes projektu kritiniu sekmes veiksniu. Du iš ju yra bendri abiem apklaustuju grupems. Tai gerai apibrežti projekto tikslai ir bendradarbiavimo dvasia, isipareigojimai, tarpusavio pasitikejimas. Galiausiai nustatyta, kad vidaus valdymas yra paprastesnis Australijos apklaustose organizacijose, lyginant su Honkongo respondentais. Šiame straipsnyje nagrinejamas viešojo sektoriaus požiūris i viešojo ir privataus sektoriaus partneryste Honkonge ir Australijoje. Tyrimas gali padeti atsakyti i klausimus, kylančius tiek akademiniame, tiek privačiame sektoriuje. Tad privatus sektorius gali geriau pasiruošti deryboms su viešuoju sektoriumi, geriau suprasti ju poreikius. Moksliniam sektoriui suteikiamos platesnes šios srities tyrimu perspek‐tyvos.

In last few decades, many governments have been using Public Private Partnership (PPP) as a tool to provide infrastructure and public services. Most of PPP projects achieved the objectives whereas, a few are underachieved. Besides, prior literature does not provide robust definition of success for PPP projects. Although, project management literature defines the general definition of project success and explains success as variable. However, due to the distinct nature of PPP projects there is a need to redefine the PPP project success. Therefore, this study aims to provide robust definition of the success of PPP project based on distinct nature of PPP project. To achieve the objective, this study has adopted phenomenological research method and conducted semi-structured interviews. Thematic analysis has been carried out by using ATLAS-ti 8.0 to arrange interviews’ data. Based on interviews, arrangements of two types of PPP projects, Build Lease Maintain and Transfer (BLMT) and Lease Maintain and Transfer (LMT) have been explained that leads to the development of the success criteria for PPP projects. The results reveal that one of the dimensions of success i.e. preparing for future is not valid to measure success for PPP projects.

Purpose This paper focusses on external stakeholders’ perspective of stakeholder management in public–private partnerships (PPP) projects within the context of developing countries where public opposition to PPP projects is prevalent. The purpose of this paper is to identify the key enablers to PPP projects’ success from the perspective of external stakeholders. Design/methodology/approach Data were collected from two case studies via semi-structured interviews in two PPP project locations in Nigeria. In total, 14 external stakeholders comprising community leaders, trade unionists and human right activist participated in the research. Findings Five key enablers of external stakeholder management were identified. These are as follows: the choice of project location; transparency of the internal stakeholders; timing of stakeholder engagement; knowledge of PPP; and relationship with internal stakeholders. Originality/value External stakeholders’ perspective of stakeholder management in PPP projects within the context of developing countries new to PPP has been established. The practical implications of the five enablers can be used by policy makers and industry professionals to ensure effective stakeholder management of PPP projects.

Abstract:
Governments worldwide are keen to encourage PPP schemes, however PPP is not a foolproof business. Many local governments and private investors have suffered severe or trying experiences. In this research, 10 case studies were conducted to identify the obstacles and difficulties for successful implementation of PPP projects from the perspective of government guarantees. These PPP projects include two water supply plants, two sewage treatment plants, two power supply plants, two highway projects, and two bridge projects. The findings obtained indicate that the local governments are familiar with “the type of guarantees” to provide to the private investor but they are unsure of the “amount” that should be given. Many PPP projects have therefore been heavily criticized for over benefiting the private investors as the government provides them with too many guarantees. The inappropriate guarantees offered by the government are regarded as one of the root causes of PPP projects’ failure. The lessons learned are valuable for determining appropriate government guarantees for future PPP projects and broadening the opportunities for infrastructure development with PPP procurement model.

Abstract:
The subject of this diploma thesis is PPP projects in healthcare. The thesis is focused on assessment of relevance of PPP projects securing public services in the healthcare sector in the Czech Republic. It is intended to assess whether PPP projects are a suitable instrument for securing public services in the healthcare sector and if so, under what conditions and to what extent. The first part of this thesis inquires into the definition of public private partnership and PPP projects in a strict sense and describes individual types of PPP projects. Second part defines in more detail the legal and institutional framework for implementation of PPP projects and discusses the current status of PPP projects in the Czech Republic. Third part analyses in detail the assessment instruments for PPP and guidelines for such assessment concerning projects in healthcare. Fourth part is focused on analysis of implementation of PPP projects abroad and fifth part evaluates PPP projects in healthcare implemented in the Czech Republic. Sixth part reviews this actual experience and findings concerning PPP projects in healthcare. The conclusion summarises results of the assessment.

Abstract:
The thesis deals with the economic evaluation of the appropriateness or inappropriateness in securing the construction and operation of community infrastructure projects. It particularly assesses the economic advantages and disadvantages of the construction and subsequent operation of a kindergarten in the village of Kamenný Újezd, both in the form of classic public contracts, and as a PPP project. The work is based on the real costs as the above mentined project has already been realised. At the same time, this work marginally addresses the demographic curve and municipalities in this context, the fact that the community could predict the shortage of places in the kindergarten well in advance, and resolve the situation in another way. Performing an economic analysis found that in this particular case the form of PPP does not seem economically advantageous, since it does not provide a value for money to make this form more profitable for the municipality than a conventional public contract.

Abstract:
The Diploma thesis is dealing with the usage of the private-public partnerships in the form of PPP projects. The main aim of this work is an evaluation of the PPP method whilst providing the public good as one of the main tools of financial projects from the public sectors. The thesis is briefly introducing the principles of public sector, its role and functions along with securing public good and their financing. The first part discusses the history of PPP projects, its characteristics and typology, as well as various advantages and disadvantages compared to traditional public contract model. The analytical part is dedicated to the implementation of the private projects and to public partnership in Czech Republic. The pilot projects are the D3 motorway and judicial complex in Usti nad Labem. Foreign projects are represented by M1/M15 motorway in Hungary and its comparison with the D3 motorway. The main section of the analytical part then focuses onto the analysis of the PPP projects, in terms of their effectiveness, financial aspects and the overall merits. In particular, a critical stance on the subject guarantees its objective evaluation. The conclusion of the thesis is evaluated whether it has indeed an effective method as it's sometimes called.

The term PPP can be understood as a cooperation of public and private sector. The principal aim of cooperation is to ensure public infrastructure and services. First part of thesis characterizes coutries of Visegrad Four, explains principles and benefits of PPP and informs about main countries and sectors in which PPP projects are realized. The core of the thesis is the fourth chapter which analyzes and evaluates V4 coutries on the basis of several criteria (legislation, institutional support, methodics and realized projects) and attempts to find out if those criteria influence the implementation and number of PPP projects in V4. Final part points out that PPP projects can be helpful for states in times of financial crisis to finance services or infrastructure if they do not have enough money.

Diploma thesis deals with the implementation of the public private partnership concept in Czech Republic. Its primary aim is to highlight risks of the PPP concept. Thesis describes theoretical and practical risks of the concept and concludes that the threat of risks is much more significant when the PPP concept is implemented in insufficiently suitable environment. In the practical part the thesis finds an answer to the question whether the PPP concept is suitable for implementation in the Czech Republic. By analyzing the legal and institutional environment and factors such as public procurement, corruption, transparency and public finances, the thesis demonstrates that under current conditions the implementation of the PPP concept is not suitable in Czech Republic. Conclusions are confirmed by analysis of PPP concept implementation. Finally, the thesis pronounces recommendations about the future application of the PPP concept in Czech Republic.

Abstract:
The aim of this thesis is to determine the benefits of road infrastructure projects implemented in cooperation between the public and private sectors. The thesis analyses this type of projects that have been realized in Germany. The first chapter briefly characterizes the environment which the projects were implemented in. It also discusses the legislation that governs the issue. On the basis of knowledge obtained from the analysis the projects implemented in cooperation between the public and private sectors are compared with the projects carried out in conventional way. Finally, results are summarized and lead to the conclusion that cooperation between the public and private sector in road infrastructure projects has a future and can be beneficial for other European countries including the Czech Republic.

The EU has been promoting the use of PPPs in order to accelerate the development of the Trans-European Transport Network (TEN-T) for ensuring economic, social and territorial cohesion and increasing accessibility throughout the Union. To encourage the use of PPPs, the European Commission has put several financing mechanisms at the disposal of the Member States, including a series of innovative financial instruments developed along with the European Investment Bank. The Bank has in turn played a major role in the promotion and financing of PPPs across the EU. The paper undertakes a review of the main financial instruments developed by the EU that are available to PPPs so as to determinate to what extent the European financial support has been channelled to road projects under that scheme in Spain. On the basis of the results obtained, a multiple regression model has been developed to analyse whether the PPP projects which enjoyed the financial support of the European Union tend to be significantly more successful from an economic point of view. A general agreement on how to measure success is necessary, which may be achieved by the definition of Performance Objectives (POs) of the project. Further statistical evidence, often labelled Key Performance Indicators (KPIs), may be employed to ensure that the actual progress is at par with the targeted. Determination of appropriate POs and KPIs is important for successful performance management. Numerous studies have been conducted worldwide to identify a desirable set of POs and KPIs in PPPs.

<p>Public Private Partnerships (PPPs) are being frequently used today to offer large infrastructure projects in the Western Balkan. In a small country like Albania, today there are more than 170 infrastructure PPPs, counted mainly in hydropower and road sector. Their application aims to provide funds to reduce the existing gap between the available budget and public expenses, expand investments in infrastructure as a major drive of economic development, improve the quality of services and the efficiency of project delivery, optimize resource utilization, commercial valuation of public assets and achieve optimal risk allocation.</p><p>The purpose of this paper is to study and review the application of PPPs for large infrastructure projects, highlighting lessons learnt from Albanian approach. The focus will be on implementation framework and risk management. The study uses a combined approach: questionnaire survey- targeting the applied PPPs in Albania- to identify the main risks encountered and their allocation preferences, and case study approach to investigate the phenomena within its real-life context. Three case studies are chosen: Mother Teresa Airport Terminal, as a representative of infrastructure project, in its operation phase; ASHTA HPP, as representative of a PPP in hydro energy, in its operation phase; Devolli HPP, as a hydropower concession, in its construction phase. Observations and documentation review-aimed to identify the phases and procedures, and semi structure interviews- aimed to identify the main risks, their allocation and treatment, are used.</p><p>The findings of the study are organized in three parts: First, the qualitative study identified the mostly used PPPs, their main risks and allocation preferences. Secondly, the case study review and third, lessons learned for future applications, such as the need for lifecycle value for money analysis on procurement methods, unsolicited proposals implications, lack of negotiation phase contractual cost implication, lack of social assessment requirement.</p>

In the last decade, civic crowdfunding has proved to be effective in generating funds for the provision of public projects. However, the existing literature deals only with citizen's with positive valuation and symmetric belief towards the project's provision. In this work, we present novel mechanisms which break these two barriers, i.e., mechanisms which incorporate negative valuation and asymmetric belief, independently. For negative valuation, we present a methodology for converting existing mechanisms to mechanisms that incorporate agents with negative valuations. Particularly, we adapt existing PPR and PPS mechanisms, to present novel PPRN and PPSN mechanisms which incentivize strategic agents to contribute to the project based on their true preference. With respect to asymmetric belief, we propose a reward scheme Belief Based Reward (BBR) based on Robust Bayesian Truth Serum mechanism. With BBR, we propose a general mechanism for civic crowdfunding which incorporates asymmetric agents. We leverage PPR and PPS, to present PPRx and PPSx. We prove that in PPRx and PPSx, agents with greater belief towards the project's provision contribute more than agents with lesser belief. Further, we also show that contributions are such that the project is provisioned at equilibrium.

Implementation of alternative service delivery arrangements contributed to a rethinking of the public sector’s capacity as the public service provider. The public-private partnerships became part of the life of modern economics as the tool which enables the state or local government to carry their competences in a time that is ambitious to increase public need and decrease public expenditure. The goal of our paper (case study) is to present a set of analytical data comparing of public private partnership and traditional public procurement of public lighting reconstruction projects at the municipal level in Slovakia. This study uses a quantitative approach to investigate the research question. The study analyzes the original collected survey data from our own research in 14 Slovak municipalities. The analysis does not allow drawing normative conclusions about the desirability of PPP as a procurement method as it focuses only on construction costs, without being able to quantify its impact on life-cycle costs and benefits. Ideally, the relative costs and benefits of PPPs should be evaluated over the entire project lifecycle, from start of construction through operations and maintenance to the end of the contract period. However, most projects are either still under construction or in the early stages of operation and most available information relates to the construction phase.

This paper discusses the main issues concerning sovereign fiscal and financial risks from public–private partnerships (PPPs) with a focus on contingent liabilities (CLs). It is based on the presentations and discussions that took place during the XI Annual Meeting of the Group of Latin American and the Caribbean Debt Management Specialists (LAC Debt Group), held in Barbados in August 2015. The main issues discussed include PPP risks assessment, institutional framework for PPP risk management, and accounting and reporting of CLs generated by PPPs. Six country cases (Chile, Colombia, Costa Rica, Honduras, Suriname, and Turkey) are presented to illustrate experiences with different degrees of development regarding the management of risks and CLs related to PPPs. The document concludes that PPP risk management should encompass the whole lifecycle of a PPP project, risks need to be identified and CLs must be estimated and monitored, and the institutional capacity of governments to evaluate and manage PPP risks plays a central role in the successful development of PPP contracts. Although institutional capacities in this regard have improved in recent years, estimations of CLs involved in PPPs are not regularly performed, and there is still room for improvement on the assessment, measurement, registration, budgeting, and reporting of risks and CLs related to PPPs.

• Renewable energy (RE) projects in Indonesia usually have IRR between 10% and 15% and PP around 6 to 30 years • Attractive return usually could be found in large scale RE projects, although there are numerous other factors involved including technology developments, capacity scale, power purchasing price agreements, project locations, as well as interest rates and applied incentives. • Crowdfunding (CF) has big potential to contribute to the financing of RE projects especially financing small scale RE projects. • P2P lending usually targeted short-term loans with high interest rates. Therefore, it cannot be employed as an alternative financing for RE projects in Indonesia. • Three types of CF that can be employed as an alternative for RE project funding in Indonesia. Namely, securities, reward, and donation-based CF. In addition, hybrid models such as securities-reward and reward-donation could also be explored according to the project profitability. • Several benefits offer by securities crowdfunding (SCF) compared to conventional banking and P2P lending, as follows: (1) issuer do not need to pledge assets as collateral; (2) do not require to pay instalment each month; (3) issuer share risks with investors with no obligation to cover the investor’s loss; (4) applicable for micro, small, medium, enterprises (MSMEs) with no complex requirements; and (5) there is possibility to attract investors with bring specific value. • Several challenges that need to be tackled such as the uncertainty of RE regulations; (1) issuer’s inability in managing the system and business; (2) the absence of third parties in bridging between CF platform and potential issuer from RE project owner; (3) the lack of financial literacy of the potential funders; and (4) lastly the inadequacy of study regarding potential funders in escalating the RE utilisation in Indonesia.

The Smart Energy Design Assistance Center assessed the administrative, technical, and economic aspects of feasibility related to the procurement and installation of photovoltaic solar systems on IDOT-owned buildings and lands. To address administrative feasibility, we explored three main ways in which IDOT could procure solar projects: power purchase agreement (PPA), direct purchase, and land lease development. Of the three methods, PPA and direct purchase are most applicable for IDOT. While solar development is not free of obstacles for IDOT, it is administratively feasible, and regulatory hurdles can be adequately met given suitable planning and implementation. To evaluate IDOT assets for solar feasibility, more than 1,000 IDOT sites were screened and narrowed using spatial analytic tools. A stakeholder feedback process was used to select five case study sites that allowed for a range of solar development types, from large utility-scale projects to small rooftop systems. To evaluate financial feasibility, discussions with developers and datapoints from the literature were used to create financial models. A large solar project request by IDOT can be expected to generate considerable attention from developers and potentially attractive PPA pricing that would generate immediate cash flow savings for IDOT. Procurement partnerships with other state agencies will create opportunities for even larger projects with better pricing. However, in the near term, it may be difficult for IDOT to identify small rooftop or other small on-site solar projects that are financially feasible. This project identified two especially promising solar sites so that IDOT can evaluate other solar site development opportunities in the future. This project also developed a web-based decision-support tool so IDOT can identify potential sites and develop preliminary indications of feasibility. We recommend that IDOT begin the process of developing at least one of their large sites to support solar electric power generation.
