Abstract:
The subject of this diploma thesis is PPP projects in healthcare. The thesis is focused on assessment of relevance of PPP projects securing public services in the healthcare sector in the Czech Republic. It is intended to assess whether PPP projects are a suitable instrument for securing public services in the healthcare sector and if so, under what conditions and to what extent. The first part of this thesis inquires into the definition of public private partnership and PPP projects in a strict sense and describes individual types of PPP projects. Second part defines in more detail the legal and institutional framework for implementation of PPP projects and discusses the current status of PPP projects in the Czech Republic. Third part analyses in detail the assessment instruments for PPP and guidelines for such assessment concerning projects in healthcare. Fourth part is focused on analysis of implementation of PPP projects abroad and fifth part evaluates PPP projects in healthcare implemented in the Czech Republic. Sixth part reviews this actual experience and findings concerning PPP projects in healthcare. The conclusion summarises results of the assessment.

Abstract:
The thesis deals with the economic evaluation of the appropriateness or inappropriateness in securing the construction and operation of community infrastructure projects. It particularly assesses the economic advantages and disadvantages of the construction and subsequent operation of a kindergarten in the village of Kamenný Újezd, both in the form of classic public contracts, and as a PPP project. The work is based on the real costs as the above mentined project has already been realised. At the same time, this work marginally addresses the demographic curve and municipalities in this context, the fact that the community could predict the shortage of places in the kindergarten well in advance, and resolve the situation in another way. Performing an economic analysis found that in this particular case the form of PPP does not seem economically advantageous, since it does not provide a value for money to make this form more profitable for the municipality than a conventional public contract.

This thesis is focused on the Public Private Partnership and obstacles inhibiting its development in the Czech Republic. The goals of this paper include specification of the Public Private Partnership subject, analysis of the current situation of PPP projects in the Czech Republic and identification of the most important obstacles to its usage in the Czech Republic. This thesis can serve as the starting point for obtaining general knowledge about Public Private Partnership. Moreover, this paper mentions information about current state of PPP projects in Europe and the Czech Republic. Based on the interviews with experts on PPP and the relevant literature which was researched, the final part of this thesis is dedicated to the discovered barriers to development of PPP in the Czech Republic.

Abstract:
The Diploma thesis is dealing with the usage of the private-public partnerships in the form of PPP projects. The main aim of this work is an evaluation of the PPP method whilst providing the public good as one of the main tools of financial projects from the public sectors. The thesis is briefly introducing the principles of public sector, its role and functions along with securing public good and their financing. The first part discusses the history of PPP projects, its characteristics and typology, as well as various advantages and disadvantages compared to traditional public contract model. The analytical part is dedicated to the implementation of the private projects and to public partnership in Czech Republic. The pilot projects are the D3 motorway and judicial complex in Usti nad Labem. Foreign projects are represented by M1/M15 motorway in Hungary and its comparison with the D3 motorway. The main section of the analytical part then focuses onto the analysis of the PPP projects, in terms of their effectiveness, financial aspects and the overall merits. In particular, a critical stance on the subject guarantees its objective evaluation. The conclusion of the thesis is evaluated whether it has indeed an effective method as it's sometimes called.

This thesis deals with economic impacts of the application of the Public-Private Partnerships in the Czech Republic. Public-Private Partnerships are the newest form of the cooperation between public and private sector in delivering of public goods. The theoretic part of the thesis comes close to the fundamental aspects of the Public private partnerships and their characteristics, to the reasons of participation of the subjects in the projects, to the forms of Public-Private Partnerships, their phases and to the differences between government contracts and Public-Private Partnerships. The second chapter deals with the legislation of the Public-Private Partnerships in the European Union, Czech Republic and chosen countries. The analytic part of the thesis deals with economic aspects of the Public-Private Partnerships, their advantages, disadvantages, benefits and potential risks. The aim of the thesis is to discuss presented advantages and disadvantages of the Public Private Partnerships and its possible impacts of the application in the Czech Republic.

The diploma thesis is concerned with the problems of PPP projects (Public Private Partnership) in the countries of Visegrad Four. The term PPP can be understood as a cooperation of public and private sector. The principal aim of cooperation is to ensure public infrastructure and services. First part of thesis characterizes coutries of Visegrad Four, explains principles and benefits of PPP and informs about main countries and sectors in which PPP projects are realized. The core of the thesis is the fourth chapter which analyzes and evaluates V4 coutries on the basis of several criteria (legislation, institutional support, methodics and realized projects) and attempts to find out if those criteria influence the implementation and number of PPP projects in V4. Final part points out that PPP projects can be helpful for states in times of financial crisis to finance services or infrastructure if they do not have enough money.

Abstract:
Diploma thesis deals with the implementation of the public private partnership concept in Czech Republic. Its primary aim is to highlight risks of the PPP concept. Thesis describes theoretical and practical risks of the concept and concludes that the threat of risks is much more significant when the PPP concept is implemented in insufficiently suitable environment. In the practical part the thesis finds an answer to the question whether the PPP concept is suitable for implementation in the Czech Republic. By analyzing the legal and institutional environment and factors such as public procurement, corruption, transparency and public finances, the thesis demonstrates that under current conditions the implementation of the PPP concept is not suitable in Czech Republic. Conclusions are confirmed by analysis of PPP concept implementation. Finally, the thesis pronounces recommendations about the future application of the PPP concept in Czech Republic.

Abstract:
The aim of this thesis is to determine the benefits of road infrastructure projects implemented in cooperation between the public and private sectors. The thesis analyses this type of projects that have been realized in Germany. The first chapter briefly characterizes the environment which the projects were implemented in. It also discusses the legislation that governs the issue. On the basis of knowledge obtained from the analysis the projects implemented in cooperation between the public and private sectors are compared with the projects carried out in conventional way. Finally, results are summarized and lead to the conclusion that cooperation between the public and private sector in road infrastructure projects has a future and can be beneficial for other European countries including the Czech Republic.

Abstract:
The diploma thesis deals with the concept of Public private partnerships in the Czech Republic. Specifically it focuses on healthcare and social services. At first we introduce the partnership between the public and private sector in general. We inform about its forms, risks, advantages and disadvantages. We concentrate on legislative and institutional environment in the Czech Republic. The fundamental contribution of the thesis can be seen in monitoring of individual realized and unrealized projects. There we make effort to find common factors of their realization. The main aim is to answer the question whether PPP projects are appropriate tool for solving the situation in the health sector. The results show that the state PPP projects are not appropriate instrument to address investment in the current conditions. On the contrary better management is seen at municipalities especially in social services. PPP projects can not be seen as means of solving long-term problems in the health sector in the Czech Republic. In conclusion we give recommendation regarding application of the concept of PPP in the healthcare or the social services in this country.

Abstract:
This dissertation examines the possibility of private sector involvement in financing the Czech prison system. In the Western World, this form of provision has now become common practice. The paper explores the possibilities of both full and partial participation of the private sector in the provision of one of the restrictive services that in the Czech Republic are delivered exclusively by the state. The theoretical section discusses different alternatives regarding the financial provision through public-private partnerships (PPP projects). These are viewed as part of a wider and comprehensive area of public contracting. Due to the absence of this form of provision in the Czech Republic, all information regarding this alternative has been sourced from foreign prison systems where private forms of prison service have a long tradition (e.g. the concept of privatization by Charles Logan). The findings are then applied and compared with the foundations of the Czech prison system (whose primary role is security and specialist provision) with respect to the economic efficiency of the whole system. A case study is presented which outlines different projections regarding operating costs in a sample of three American prisons with the aim to compare the estimated and real costs depending on the form of provision, i.e. by state or through private management. The research section of the dissertation uses data from the Feasibility study of building a private prison in the Czech Republic. Using calculated values, CBA analysis is employed to evaluate three possible alternatives of financing the construction of a private prison. To evaluate the costs, the following methods were used: the Public Sector Comparator, the DBFO model (Design -- Build -- Finance -- Organize) and the BOT model (Build -- Organize -- Transfer) which primarily utilizes the work potential of prisoners in relation to the increase of return on investment in penitentiary provision. The results of the BOT model showed that the mere existence of participation of a private partner in the Czech prison system can be beneficial as it introduces an important element of competition and basic principles of market economy into the system. However, greater efficiency can only be achieved provided that a more efficient system of settlement of outstanding debts of prisoners is employed. This requires a more sophisticated policy for employing prisoners.

The diploma thesis deals with the topic of the Private-Public-Partnership (PPP) projects, as a tool for mutual financing of the public projects by private sector. Its main goal is to confirm or disprove the hypothesis, that the PPP projects are more effective form of the financing of the public projects and solve the problem of the debt trap into which countries entered in last decades. The thesis also defines the problem of the PPP project, their advantages and disadvantages and possible risks, analyses their usage in the Czech Republic and compares the experiences from the Great Britain in first two decades of the 21st century. The theoretical part of the thesis copes with the topic of financing of the projects of public sector and PPP projects. The descriptive and comparative methods will be used. In the practical part of the thesis will be performed the comparison of the chosen projects by synthetic analysis and the recommendation for the Czech Republic will be formulated based on the findings.

This thesis is dedicated to modern management approaches to Public Sector organizations with a special focus on projects of Public Private Partnership. This topic is one of the latest issues not only in the Czech Republic but also in numerous European countries. The public sector and its organizations are going through total modernization in these countries. This results in higher quality and more effective Public Services for citizens. I view this problem from 2 perspectives and ask the following questions which reflect the main hypothesis of this thesis: which modern approaches (tools, methods) are the most often used (intended to be used) including their contributions to higher quality and more effective management of organizations of municipalities in the Czech Republic, how is the principle of Public Private Partnership perceived and used in organizations of municipalities in the Czech Republic (Water sector) including barriers which hinder its use. It has been proven that for achieving higher quality and more effective results in the Public Sector, it is not only suitable but even systematically necessary to use modern tools of organization and management. These tools are nowadays commonly applied in the Public Sector. At the same time it has also been proven that Public Private Partnership can significantly support management in the Public Sector through its own implementation of modern tools. Further widening the use of modern tools of management and cooperation between the Public and the Private Sector is sustained through the spreading of knowledge. This is based on sharing ?good praxis?, transparent legislation and appropriate (procedural) methodology for implementation.

It sets the basic assumptions and standards for risk identification and administration in PPP projects and furthermore discusses their impact on Value for money and Availability payment. The thesis sets the basic rules for incorporating the inflation and risks into the PPP alternative and sets the rules for economic evaluation of PPP against PSC alterantive (Public Sector Comparator). For the illustration a hypothetical project of construction of primary and secondary schools has been worked out. Thesis is focused on the analysis of the application Public Private Partnership within the financing of public infrastructures projects. Public infrastructure financing has traditionally lain in the domain of public sector. A tightening of many countries' budgets recently has led to an exploration of alternative resources for financing transport infrastructure as e.g. PPP. The aim of the thesis is to compare or evaluate which form of financing (PPP or using only public finance esp. issue of public bonds) is more effective. The thesis is separate into 2 important parts, theoretical and practical. The theoretical part of the thesis provides the general description of PPP projects, international experiences and about the legal and institutional framework within the EU and Czech Republic. Practical part of the thesis is focused on the main advantages and disadvantages of PPP projects. Here is also part devoted to the financial models using for the comparison which form of financing (PPP or traditional public procurement) is more efficient. Conclusion of the thesis summarizes the gained findings and also assesses which form of financing is more efficient.

Second part is mostly focused on the description of the transport infrastructure in Czech and its possible expansion determined by the usage of PPP projects. The dissertation thesis provides a comparison of approaches to the audit - compliance audit, performance audit and financial audit, on example of PPP project. The fact that the border between both parties of PPP project can not be generally defined provides space for the comparison of audit in the public and private sector. The topicality of the theme is given the fiscal problems not only in European countries, where most countries are looking for a way of extending the budget constraint to private sector engagement in the form of PPP projects. Therefore, PPP projects in the world are increasingly popular form of financing. Each includes every new minister of finance includes PPP projects as a possible source of budget. PPP projects, however, represent a huge, long-term investment, that large amounts of money are invested over long time periods. Large fiscal risk would occur in the corrupt environment, with a real threat of government failure, where the supplier has better information through a quasi-monopoly position and large fiscal risks. This risk persists many years and is associated with the provision of large state guarantees in an uncertain economic and societal benefit, taking place to constrain the budget for future generations. PPP project can be agreed only if resources are used efficiently in accordance with societal consensus and the pace of economic growth and public revenue consistently exceeds the real interest rate on public debt. Therefore, PPP projects in the world are increasingly popular form of financing.The fact that this form of financing should be transparent among other things, regularly audited.

Main subject of this work characterisation of PPP projects and barriers that inhibit application of PPP projects in Czech Republic. First there are characterised main concepts as public sector and his mission in providing public goods and services. Attention is also paid to characterization of PPP projects and to the differences between providing public goods and services through PPP scheme or by traditional way. Afterwards there is described the whole process of preparation and implementation of a PPP project including the key moments, that can't be ignored. If ignored, it could cause incorrigible faults in the implementation phase. This work also includes analysis of interviews made with a view to find out, how are Czech citizens informed about PPP projects. The produces of this work serve as basis for setting strategy and policy, which should be observed. Otherwise there is a risk that the project won't be finished successfully with positive public evaluation.

A comparative view of current PPP situation and development in Czech Republic and Great Britain was an important contribution while handling the selected topic. An analysis of EU task of implementing PPP projects in member states and financing these projects from EU funds is no less important. In the analytical part, emphasis is put on the origins and history of PPP, legal regulations of PPP and the institutional framework in particular countries. Number of instances of practice are mentioned too. As regards Czech Republic, one part of the thesis is devoted to the barriers to development.

As flexibilidades observadas em contratos de Parcerias Público-Privadas (PPPs) para projetos de infraestrutura rodoviária podem também ser compreendidas como opções contratuais. O modelo desenvolvido no presente estudo teve como principal foco o estabelecimento do nível ótimo de garantia governamental a ser ofertada à iniciativa privada em uma concessão de rodovia por PPP, utilizando a teoria de opções reais de forma integrada à métrica de performance Ômega, a qual obteve melhor resposta entre demais métricas VaR e CVaR propostas. Ainda de forma original, o modelo contemplou o apreçamento de garantias de receita mínima, como parte integrante do apreçamento de opções do tipo collar europeia (calls e puts) com caps, integrado ao apreçamento da opção americana de expansão (call) do projeto. O valor presente (VP) do projeto, considerando a opção de expandir a capacidade, foi calculado em 2,73 bilhões de Reais, que comparado ao valor esperado de 2,65 bilhões de Reais sem flexibilidade, representa um aumento de 73 milhões de Reais ao valor do projeto no caso base. O valor presente do projeto com a flexibilidade de expansão (call americana) e com garantia de receita mínima (put europeia) com cap 10 por cento do Capex permite atingir o valor de 3,33 para a medida Ômega, que é muito superior ao valor anterior de 0,996 obtido somente com a modelagem de opções tipo collar.
The flexibilities observed in Public-Private Partnership (PPP) contracts for road infrastructure projects can also be taken as contractual options. The model developed in the present study had as main focus the establishments of the optimal level of government guarantee to be provided to private initiative in a PPP highway concession, using real option theory integrated with Omega measure, in which had a better response among other proposed VaR and CVaR metrics. Also in an original way, the model contribute to set a minimum revenue guarantees, as part of the european collar option (call and put), integrated to an expansion american call option. The project s present value (PV), considering an option for capacity expansion, was calculated at BRL 2.73 billion, which compared to the expected value of BRL 2.65 billion without flexibility, represents an increase of BRL 73 million to the value of the project in the base case scenario. The present value of the project with the flexibility of expansion (call) and with a minimum revenue guarantee with cap 10 percent of Capex, allows to reach the value of 3.33 for the Omega measure, which is much higher than the previous value of 0.996, obtained only with the european collar option.

This thesis report is aiming to make a literature review on the risk management of PPP projects. At first, 22 risks are identified from different literatures, and next the suggested risk allocations from various literatures are given and get compared with each other. In addition, one more important part in the risk management, i.e. risk mitigation strategy, is collected from some literatures.  The risk management of PPP projects will not focus only on Chinese area, but mostly on the management of commonly occurred risks in PPP projects worldwide. Also, the PPP projects will only focus on the infrastructure projects. The scientific research method in this report is mainly qualitative data collection. In the discussion chapter, knowledge risk management is introduced to be added to the risk management of PPP projects. The SECI model and PPP knowledge base are two rational ways of handling risks. They can not only improve the communications and understandings among the stakeholders, but can also tackle many risks and the knowledge gaps. Finally, conclusions will be drawn from the results and the discussions; recommendations for future research will be given.
Denna examensarbete syftar till att göra en litteraturstudie om riskhanteringen av PPP-projekt (offentlig-privat samverkan). Först identifieras 22 risker från olika litteraturer, och därefter ges de föreslagna riskallokeringarna från olika litteraturer och jämförs med varandra. Dessutom samlas en viktig del i riskhanteringen, dvs riskreduceringsstrategin, som är samlad från vissa litteraturer. Riskhanteringen av PPP-projekt kommer inte att endast fokusera på kinesiskt område, utan mestadels på förvaltningen av vanliga risker i PPP-projekt världen över. Dessutom kommer PPP-projekten endast att fokusera på infrastrukturprojekten. Den vetenskapliga forskningsmetoden i denna rapport är huvudsakligen kvalitativ datainsamling. I diskussionskapitlet introduceras kunskapsriskhantering som läggs till i riskhanteringen av PPP-projekt. SECI-modellen och PPP-kunskapsbasen är två rationella sätt att hantera risker. De kan förutom att förbättra kommunikationen och förståelserna bland intressenterna, även ta itu med många risker och kunskapsbrister. Slutligen kommer slutsatser att dras av resultaten och diskussionerna. Rekommendationer för framtida forskning kommer att ges.

The purpose of this thesis is to disseminate research work done towards a higher degree and report on the findings of the research that was conducted relative to South African Public Private Partnership (PPP) projects. The research investigated perceptions of PPP actors on the performance of operational PPP projects. The aim of the research was to fulfil the requirements for the award of the degree of philosophiae doctor in construction management; contribute to the PPP body of knowledge; contribute further understanding of the performance of PPP projects in South Africa; and develop a systemic model for a sustainable PPP system within the country and beyond. All the aforementioned have been achieved, despite the research limitations as indicated in Chapter 1. A case study approach was adopted to examine various performance aspects of operational South African PPP projects. The research was a multi-case study design. Each individual case study consisted of a ‘whole’ study, in which facts were gathered from the selected PPP projects and conclusions drawn on those facts. A web-based questionnaire was used to capture the experiences and perceptions of various actors involved directly, or indirectly in selected PPP projects. The sample stratum consisted of all operational PPP projects registered in accordance with Treasury Regulations as of December 2005 and other projects that reached financial closure before the Public Finance Management Act of 1999 became effective. PPPs involve highly complex procurement processes, are relatively new in South Africa and to date have attracted limited investigation to refine our understanding of the operational performance of PPP projects. This is notable, as significant financial and other resources are involved, and the perception exists that service delivery in most parts of the country is poor. Key empirical evidence from the research indicates that South Africa has developed a robust policy and regulatory framework for PPPs; has an inadequate level of PPP awareness and training; and lacks the project management capacity to facilitate deal flow. It is suggested that further research be conducted on a yearly basis, preferably every six months, so that trends can be established concerning various aspects of other operational PPPs. Further, it is recommended that the PPP Unit commission sector-specific studies that will conduct further research, to compare research across PPP and non-PPP contracts. The choice to conduct a multi-case study required extensive resources and time beyond the means available to the researcher. Further, the sensitive nature of PPP projects made it difficult to obtain required data at the first attempt. However, the researcher made several follow up calls and reminders before eventually obtaining the required data from the respondents. A systemic PPP model has been developed for PPP implementation and management. This model was tested for appropriateness by conducting a further survey on PPP participants attending an international conference on 'Financing of Infrastructure Development in Africa through Public Private Partnerships’ staged in August 2007, in the St. George Hotel, Johannesburg, South Africa. The findings from this research make an invaluable and original contribution to the PPP body of knowledge, provide insight for further research in this important field, refine the understanding of operational PPP projects, and provide direction for policy and decision makers in the public and private sectors, within South Africa and beyond.

Project Finance is an alternative financing mechanism to Corporate Finance which allows the companies to finance large infrastructure projects without endangers their own assets and heritage.Through Project Finance is possible to carry out major public works in the context of Public Private Partnership (PPP) Contracts, which the main guarantee of the creditors will be exploitation rights of the company that signs the public infrastructure contract, either by charging a fee to users (in case of self-sustaining PPP) or by charging a pre agreed amount to the State (in case of co-financed PPP).For a successful structuring of a PPP Project Finance, the joint work of a number of actors and legal instruments are required in order to complete the financing necessary circle in conditions of acceptable risk. The required actors are the Special Purpose Vehicle (SPV), the State, the Permitted Creditors, the Builder and Trustee. Among the necessary legal instruments include the PPP Contract, the Financing Contract, the Construction Contract and the Trust Agreement.
El Project Finance es un mecanismo de financiamiento alternativo al Corporate Finance que permite el financiamiento de grandes proyectos de infraestructura, sin necesidad de que las corporaciones pongan en riesgo su patrimonio y activos propios. A través del Project Finance se pueden ejecutar obras públicas de envergadura, en el marco de Contratos de Asociación Público Privada (APP), en donde la principal garantía de los Acreedores consistirá en el derecho que tiene la empresa que suscribe dicho contrato para explotar la infraestructura pública, bien sea a través del cobro de una tarifa a los Usuarios (en el caso de las APP Autosostenibles) o a través del cobro de un monto pre acordado con el Estado (en el caso de las APP Cofinanciadas). Para la estructuración exitosa de un Project Finance en una APP se requiere el trabajo conjunto de una serie de actores y de instrumentos jurídicos que completen el círculo necesario para el financiamiento en condiciones de riesgo aceptables. Los actores necesarios son la Sociedad de Propósito Exclusivo (SPE), el Estado, los Acreedores Permitidos, el Constructor y un Fiduciario. This diploma thesis is a comprehensive and up-to-date review of public private partnership (PPP) infrastructure projects at the municipal level in Germany. Public private partnerships use the know-how and the skills of the private sector for the construction and operation of infrastructure and for the long-term provision of public services. The overall goal of this thesis is to discuss the municipal government's approach to PPP infrastructure projects. The theoretical part of this thesis includes informations and fundamental characteristics of public private partnership project types and the most widely used financial instruments in Germany, as well as the obstacles, challenges and prospects of success for the PPP Programme. The thesis further deals with the legislation and the institutional framework of this cooperation, including the establishment of the Partnerschaften Deutschland und other PPP units in central and local government to promote and manage projects. In particular we focus on the possibility of the involvement of private partners in public private partnerships to clear the backlog of investment and to satisfy local authority investment needs. The empirical part of this work describes the efficient, beneficial and cost-effective delivery of what is currently one of Germany's biggest PPP projects in the field of public- sector building construction: refurbishing, financing and operating the 90 schools in the district of Offenbach in the south of Hesse.

The theoretical part of the thesis aims to clarify the issue of PPPs in the context of regional and local regional development theories, principles and mechanisms of PPP legislative and institutional backing of the PPP, clarify the distinction between PPP and public procurement procedures and current assessment of PPP projects. Over 62 academic articles published between 1992 and 2014 form the knowledge base for the articulation of economic, political, financial, technical, legal and social critical success factors (CSFs) for public private partnership (PPP) projects (Chou, Tserng, Lin, & Yeh, 2012; Hwang, Zhao, & Gay, 2013; Ng, Wong, & Wong, 2012; Xie & Ng, 2013; Zou, Kumaraswamy, Chung, & Wong, 2014). Of the 36 unique CSF factors identified, a third describe institutional factors. This research proposed that for a developing country exhibiting political risk to successfully deliver on their PPP project pipeline so as to ensure the contagion effect on their economy, that the relative importance of factors characterising the institutional environment, be assessed in relation to other CSFs identified by previous academic research. The objective of this research was to determine, through an empirical comparison, if a developing country exhibiting a degree of political risk, would place a similar level of importance on institutional factors when compared to other CSFs for PPP projects identified and rated in literature for other contexts.

A partir da década de 90 houve um aumento da participação do setor privado em projetos de infra-estrutura no Brasil. Esta participação deu-se principalmente por meio de concessões tradicionais regidas pela Lei das Concessões. Contudo, para tornar economicamente viáveis projetos de baixa atratividade para o setor privado devido ao seu alto risco, o governo brasileiro passou a analisar formas de redução destes riscos, como as Parcerias Público- Privadas (PPPs), incluindo a flexibilização do prazo de concessão, garantias de tráfego, de risco cambial ou até mesmo garantias de financiamento. Neste trabalho é utilizado o modelo LPVR (Menor Valor Presente das Receitas) de prazo de concessão variável aliado a uma garantia de tráfego mínimo para a avaliação do caso do projeto da rodovia BR-116/324 através da metodologia das Opções Reais. Os resultados indicam que o uso deste modelo permite uma redução dos riscos tanto para o Governo, pela limitação de ganhos excessivos da concessionária, quanto para o investidor privado, pela flexibilidade do prazo e garantia de tráfego concedida. Concluímos que o modelo LPVR associado a uma garantia de tráfego mínimo de 80% aumenta em média o VPL do projeto em mais de 60%. Embora esta garantia represente um custo adicional para o Governo, ela é compensada pelo aumento da atratividade do investimento para o setor privado.
Since the 90`s, there has been an increasing participation of the private sector in infrastructure projects in Brazil. This participation, however, took place mainly through traditional concessions, governed by the Concessions Law. However, to become economically viable projects that would not have attractiveness to the private sector due to its high risks, Brazilian government started to analyze some ways to reduce these risks such as the Public Private Partnerships (PPPs), including the term flexibility, traffic guarantee, guarantee of foreign currency risk or even assurance of funding. In this project it`s used the LPVR model (Least Present Value of Revenue) with variable period concession, ally to a minimum traffic guarantee and applying the case to the BR-116/324 highway project through the Real Options Methodology. The results show that the use of this model allows a reduction on the risks both for the government, avoiding excessive gains by the concessionaire, and for the private investor, either for the term flexibility or the guarantee of the traffic granted. So, we can conclude that the LPVR model associated with a minimum traffic guarantee of 80%, increases the VPL in an average of 60%, although this guarantee represents a further cost to the government which is compensated by the increasing attractiveness of the investment to the private sector.

The supply of adequate and affordable houses is still a big challenge in many developing countries. Governments have sought to use different housing strategies, such as public private partnerships (PPPs), to solve these urban housing problems, but with limited success. The aim of this study is, firstly, to examine the challenges affecting the delivery of HPPP projects in developing countries and, secondly, to propose a PPP conceptual model to address the identified challenges. A mixed-methods approach was used to collect data from various stakeholders involved with housing public private partnership (HPPP) projects. Purposive sampling was used to select the targeted respondents. The quantitative data were analysed through the Statistical Package for the Social Sciences (SPSS 22.0) whereas the qualitative data were analysed by content analysis. This study identified several challenges hindering the success of HPPP projects with the highest ranked challenge found to be: inadequate PPP skills and knowledge. Results demonstrate that PPP can be adopted as an alternative approach; however; the identified challenges need to be addressed for a successful outcome to be achieved. The key contributions to knowledge include: bridging the literature gap as this study is the first that identifies and ranks the HPPP challenges within the developing country context. Additionally, a conceptual model has been developed by adopting (and modifying as appropriate) success factors from international best practice. It is anticipated that the proposed conceptual model, validated by PPP experts, will provide a valuable road map for the successful delivery of HPPP projects in developing countries.

Private-Public Partnerships (P.P.P.) is a new contractual model institutionalized in 2004 that could be used to remedy to the infrastructure deficit in Brazil. In a context of a principal and agent relation, the public partner goal is to give incentives to the private partner in the contract so that their interests are aligned. This qualitative research presents the findings of an empirical study examining the performance of incentive PPP contracts in Brazil in the highway sector. The goal is to explain how the contracting parties can align their interests in an environment of asymmetric information. Literature identified the factors that can influence PPP design and efficient incentive contracts. The study assesses the contribution of these factors in the building of PPP contracts by focusing on the case of the first and only PPP signed in the highway sector in Brazil which is the MG-050. The first step is to describe the condition of the highway network and the level of compliance of the private partner with the contract PPP MG-050. The second step is to explain the performance of the private partner and conclude if the interests of both partners were aligned in contractual aspects. On the basis of these findings and the analysis of the contract, the study formulates suggestions to improve the draft of PPP contracts from the perspective of the incentive theory of contracts.
A parceria público-privada é um novo modelo contratual institucionalizado em 2004 que pode ser usado para remediar o déficit em infra-estrutura no Brasil. No contexto de uma relação principal-agente, o objetivo do parceiro público é dar incentivos contratuais ao parceiro privado para que os interesses de ambossejam alinhados. Essa pesquisa qualitativa apresenta os resultados de um estudo empírico que examina o desempenho dos contratos de PPPS com incentivos no Brasil no setor das rodovias. O objetivo é explicar como os contratados podem alinhar seus interesses num ambiente de informação assimétrica. Literatura identificou os fatores que podem influenciar o desenho das PPPs e dos contratos com incentivos eficientes. Esse estudo avalia a contribuição desses fatores no desenho dos contratos de PPPs focando no caso do primeiro e único contrato PPP assinado no setor de rodovias no Brasil, o PPP MG- 050. O primeiro passo é descrever a condição da rede de rodovias no Brasil e o nível de cumprimento do parceiro privado com o contrato PPP MG-050. O segundo passo é explicar o desempenho do parceiro privado e concluir se os interesses dos dois parceiros foram alinhados em aspectos contratuais.Com base nesses resultados e na análise do contrato, o estudo formula sugestões para melhorar o desenho dos contratos de PPPs apoiando-se na teoria dos incentivos em contratos.

This paper is dealing with Public Private Partnership (PPP) as the alternative to the classical public procurement. It describes and compares advantages and disadvantages of this approach and explore legislative and institutional setting in chosen countries of EU to comparison. The main focus of the work concerns the comparison of the development of this concept and its current state of use in those countries. The emphasis was on finding a correlation between the number and volume of PPP projects and the state of national economies in the years 2006-2015, especially in the immediate period of the recent financial crisis, when could be expected increased attractiveness of the concept for political representation. On the specific case is explored its economic efficiency and legitimacy.

The aim of this research is the Political Pedagogical Project – PPP in the public schools of the Southern Zone of Manaus. The study presents public policies on democratic management of public education, conceptions and configurations of PPP, it analyzes policies and actions of municipal power and the construction and implementation of the political - pedagogical project of two public elementary schools in the city school system in according to government policies established for the national and local education process and the focus democratic management. The research prioritizes the categories of analysis of the dialectical method and uses qualitative approach to document analysis and interviews. The documentary sources include plans, programs, reports, regulations, laws of teaching, pedagogical guidance, script preparation of PPP. The interviews cover the following subjects: managers (principals), teachers, professors, parents and / or guardians, administrative support services and / or teaching, representatives of the school council and the local community. The survey shows that the plans and programs implemented by SEMED, to some extent, insert guidelines for democratic management in basic education in particular the preparation of PPP. The interviews show that the actions of SEMED regarding the construction of the political - pedagogical project are reflected in fast formations and limited advice to managers and educators. The segments of the school and local community recognize the importance of PPP and collective actions as a guiding instrument in school processes, and agree with the need to reformulate this mechanism, however, still bring a conception of the completed document. Participation in the preparation of the PPP school and local community School the process was more expressive than School B, bringing together much of the segments. The two schools had difficulties greater participation from parents and / or guardians by conflicting work hours of meetings with school and teachers by working conditions in most days with other schools. The survey results suggest a reflection of the guidelines formulated by the municipal power to Manaus from the political - pedagogical project towards strengthening this instrument in processes of democratic governance with the participation of the school and local community and thus contribute to improving the quality of public education.
A investigação tem por temática o Projeto Político-Pedagógico - PPP nas escolas públicas da zona sul de Manaus. Apresenta as políticas públicas a respeito da gestão democrática do ensino público, as concepções e as configurações do PPP. Analisa as diretrizes e as ações do poder municipal e o processo de construção e implantação do projeto político-pedagógico de duas escolas públicas de ensino fundamental do sistema municipal de ensino, em articulação com as políticas públicas instituídas para a educação nacional e local, tendo por foco a gestão democrática. Privilegia as categorias de análise do método dialético e utiliza-se da abordagem qualitativa para a análise documental e entrevistas semiestruturas. As fontes documentais incluem planos, programas, relatórios, regimentos, legislação do ensino, orientações pedagógicas, roteiro de elaboração do PPP. As entrevistas contemplam os seguintes sujeitos: gestores, pedagogos, professores, pais e/ou responsáveis, serviço de apoio administrativo e/ou pedagógico, representantes do conselho escolar e da comunidade local. A pesquisa comprova que os planos e os programas, implantados pela SEMED, em certa medida, insere diretrizes para a gestão democrática na educação básica em especial a elaboração do PPP. As entrevistas demonstram que as ações da SEMED em relação à construção do projeto político-pedagógico estão refletidas em rápidas formações e assessoramento limitadas aos gestores e pedagogos. Os segmentos da comunidade escolar e local reconhecem a importância do PPP em processos coletivos e como instrumento norteador nas ações da escola, além de concordarem com a necessidade de reformulação desse mecanismo, contudo, ainda trazem uma concepção de documento concluído. A participação no processo de elaboração do PPP da comunidade escolar e local da Escola A foi mais expressiva que na Escola B, reunindo grande parte dos segmentos. As duas Escolas apresentaram dificuldades de maior participação em relação aos pais e/ou responsáveis pelo conflito de horário do trabalho com o das reuniões da escola e dos professores pela condição de trabalho na maioria com jornadas em outras escolas. Os resultados da pesquisa sugerem uma reflexão das diretrizes formuladas pelo poder municipal de Manaus em relação ao projeto político-pedagógico, na direção de fortalecer este instrumento em processos de gestão democrática com a participação da comunidade escolar e local e, assim, contribuir com a melhoria da qualidade do ensino público.

The South African urban renewal and development environments are facing a number of challenges. South Africa, like many countries around the world, is experiencing challenges delivering to its citizens, facilities, infrastructure and services, at a rate fast enough to satisfy the public demand. Public Private Partnerships (PPPs) are a possible solution to curbing the disparity between these levels of supply and demand. The field of urban renewal and development is no different in this regard. In fact, urban renewal projects act as an effective measure when gauging the success rate of PPPs within a country. This is due mainly to the sheer size of these projects, which by their very nature, demand a certain involvement from numerous parties. While PPPs may act as an effective aid for government to increase procurement and service delivery, these initiatives are not without their problems, in fact these partnerships are often plagued with much uncertainty. This research aims to provide insight into factors affecting PPPs, both negatively as well as positively, and specific to the area of urban renewal and development. The first stage of the research involved semi-structured interviews that were conducted with industry experts. This allowed for the next stage of research which involved surveying employees in the relevant industry through a structured questionnaire. Based on the findings of this research, as well as knowledge garnered from a review of available literature surrounding this topic, a model was created to provide users with a clear consolidated view of factors affecting PPPs in general and specific to the urban renewal and development sectors.
