Abstract:
The article examines the nature and world experience of public-private partnership (PPP). The advantages of PPP for the state and for private business, types of contacts and the most popular spheres of application of public-private partnership are considered. The essence of concession is considered as one of the most widespread types of public-private partnership, as well as features of concession contracts. Prospects of application of concession relations in Russia are analyzed. The article analyzes the conditions of occurrence and the main stages of development of partnerships between the state and the private sector. The features of functioning of public-private partnership (PPP) in developed and developing countries are investigated. The world experience of PPP projects implementation is summarized and practical recommendations on the establishment and development of the public-private partnership institute in Russia are presented.

Abstract:
The term ‘partnership’ is increasingly used by governments, industry, community organisations and schools in supporting their daily businesses. Similar to the terms ‘ICT’ and ‘learning’, ‘partnerships’ are now ubiquitous in policy discourse. Yet, the term remains ill-defined and ambiguous. This study reviews and reflects on a government led industry-school partnership initiative in the state of Queensland, Australia, to understand how the term is used in this initiative. Given the frequent use of Public Private Partnership (PPP) language, PPP was used as a framework to review this initiative. The methodology of this qualitative case study involved consultations with stakeholders and an analysis of Gateway schools documents, policy documents, and literature. The review suggests that despite the use of terminology akin to PPP projects in Gateway school and policy documents, the implicit suggestion that this initiative is a public-private partnership is untenable. The majority of principles shaping a PPP have not been considered to a significant extent in the Gateway project. Although the review recognises the legitimate and sincere purpose of the Gateway schools initiative, the adoption of a PPP framework during the design, monitoring, or evaluation stages could have strengthened the initiative in terms of outcomes, benefits, and sustainability.

Public Private Partnership (PPP) is not a new method of development in a country. In Malaysia, concept of PPP had been used almost four decades after Malaysian Incorporated Policy had been introduced by the government. The objectives of this present study is to scrutinize defining the concept of PPP, the evolution of implementation PPP, and also characteristic and criteria of PPP based on Public Private Partnership Guidelines. This paper also examines the potential benefits of PPP implementation in Malaysia based on the previous study. Last but not least, issues and recommendation for future study has been suggested to enhance PPP implementation project.

Abstract:
Purpose The purpose of this paper is to survey various meanings attached to a public–private partnership (PPP) and related aspects in Western literature and to identify commonalities and differences between them. Additionally, the article intends to critically assess conflicting and overlapping views on contractual and institutional PPPs, their forms and models and to draw insights for transitional economies. Design/methodology/approach The article contrasts and compares views on PPP meanings, forms and models within Western PPP literature and also draws comparisons with understanding of partnership aspects in the Russian language sources. The paper examines theories underpinning PPPs, builds connections to PPP advantages and drawbacks and provides critical assessment of net benefits that PPPs may bring along to the society. Findings The article concludes that future PPP research in transitional countries such as Kazakhstan and Russia, particularly in the area of organisational and power arrangements in partnerships, may delineate new concepts such as government as a guarantor of a PPP project, social significance of a PPP project and risk management in a country’s contextual environment. Originality/value Research in the field of PPPs in transitional countries such as Russia and Kazakhstan is in its infancy. The paper intends to contribute to the body of knowledge about PPPs by providing detailed account and categorisation of their principal meanings, forms, models and underpinning theories and by drawing insights for future research in transitional countries.

Abstract:
Purpose This paper aims to empirically investigate the differences and similarities on the implementation constraints in public–private partnership (PPP) in developing and developed economies/countries, represented by Ghana and Hong Kong, respectively. Design/methodology/approach A questionnaire survey was conducted with relevant experienced PPP practitioners in Ghana and Hong Kong. One hundred and three completed questionnaires were received for analysis. Kendall’s coefficient of concordance analysis, mean score ranking, Mann–Whitney U test and quartile grouping were used for data analysis. Findings The results show six implementation constraints with significant differences. Constraints related to the general investment climate of PPP projects (i.e. ecological conditions of PPP) are ranked higher in Ghana than in Hong Kong, whereas constraints related to the organisation and negotiations of PPP projects are higher in Hong Kong than in Ghana. Further, two constraints, lengthy delay in finalising negotiations and lengthy delay due to political debate, are very critical in both jurisdictions, whereas “negative public perceptions on PPP transactions” and “high use of unsolicited proposals” are of less challenge in the implementation of PPP in both jurisdictions. Originality/value The findings of this study contribute to knowledge on the international best practices of PPP. In addition, international private bidders would be informed of the mitigation measures to adopt when engaging in PPP arrangements in any part of the world, whether in a developing or developed economy country.

The article considers public-private partnerships (PPP) as a variant of interaction between the state and private entrepreneurship. Special emphasis is placed on the problem of property rights redistribution that is aroused inevitably within a framework of the PPP projects. Some particular PPP forms are considered as the alternatives to full-scale privatization. Another aspect of the analysis concerns the redistribution of sovereign power functions of the state in some PPP models. The author assumes the principal difference between the public and civil functions of the state in the course of the economic turnover. The article deals with various models and concrete mechanisms of the PPP as well as with instruments for promotion of the partnerships projects.

Abstract:
The current state of development of public-private partnership is studied and the prospects of PPP development in the implementation of smart-specialization in Ukraine are substantiated. It is determined that the implementation of agreements on the basis of public-private partnership is in its infancy. Despite the improvement of the legislation on partnership between the state and business, the number of PPP projects has not increased. Information on public-private partnerships on the websites of regional state administrations is analyzed. It is revealed that PPP is gradually being integrated into the practice of strategizing socio-economic development of regions on the basis of smart-specialization. The regional development strategies for the use of public-private partnerships are analyzed and recommendations are given regarding the prospects for the development of PPP in the implementation of smart-specialization in Ukraine. It is proposed to develop an Action Plan ” Roadmap” for the development of public-private partnership in each region. It was revealed that the result of the development of the Roadmap should be to determine the areas of practical implementation of Ukraine’s regional policy in the field of public-private partnership.

Public Private Partnership (PPP) is an alternative solution for the government in order to provide public goods and services that the government cannot fulfill itself due to budget constraints. However, not all PPP implementations are successful. In this article, the determinants of the success of PPP implementation are examined. The analysis was carried out based on articles discussing the keys success factors of implementing PPP. These articles are taken from articles published in reputable journals. The results of the analysis show that organizational factors, interactional factors, structural factors and external factors are the key factors for the success of the implementation of PPP.

Abstract:
The purpose of this thesis is to disseminate research work done towards a higher degree and report on the findings of the research that was conducted relative to South African Public Private Partnership (PPP) projects. The research investigated perceptions of PPP actors on the performance of operational PPP projects. The aim of the research was to fulfil the requirements for the award of the degree of philosophiae doctor in construction management; contribute to the PPP body of knowledge; contribute further understanding of the performance of PPP projects in South Africa; and develop a systemic model for a sustainable PPP system within the country and beyond. All the aforementioned have been achieved, despite the research limitations as indicated in Chapter 1. A case study approach was adopted to examine various performance aspects of operational South African PPP projects. The research was a multi-case study design. Each individual case study consisted of a ‘whole’ study, in which facts were gathered from the selected PPP projects and conclusions drawn on those facts. A web-based questionnaire was used to capture the experiences and perceptions of various actors involved directly, or indirectly in selected PPP projects. The sample stratum consisted of all operational PPP projects registered in accordance with Treasury Regulations as of December 2005 and other projects that reached financial closure before the Public Finance Management Act of 1999 became effective. PPPs involve highly complex procurement processes, are relatively new in South Africa and to date have attracted limited investigation to refine our understanding of the operational performance of PPP projects. This is notable, as significant financial and other resources are involved, and the perception exists that service delivery in most parts of the country is poor. Key empirical evidence from the research indicates that South Africa has developed a robust policy and regulatory framework for PPPs; has an inadequate level of PPP awareness and training; and lacks the project management capacity to facilitate deal flow. It is suggested that further research be conducted on a yearly basis, preferably every six months, so that trends can be established concerning various aspects of other operational PPPs. Further, it is recommended that the PPP Unit commission sector-specific studies that will conduct further research, to compare research across PPP and non-PPP contracts. The choice to conduct a multi-case study required extensive resources and time beyond the means available to the researcher. Further, the sensitive nature of PPP projects made it difficult to obtain required data at the first attempt. However, the researcher made several follow up calls and reminders before eventually obtaining the required data from the respondents. A systemic PPP model has been developed for PPP implementation and management. This model was tested for appropriateness by conducting a further survey on PPP participants attending an international conference on 'Financing of Infrastructure Development in Africa through Public Private Partnerships’ staged in August 2007, in the St. George Hotel, Johannesburg, South Africa. The findings from this research make an invaluable and original contribution to the PPP body of knowledge, provide insight for further research in this important field, refine the understanding of operational PPP projects, and provide direction for policy and decision makers in the public and private sectors, within South Africa and beyond.

This master thesis focuses on the Trans-European Transport Network and especially on the possibilities of financing the TEN-T with private-sector participation. The thesis is devided in three chapters. In the first part of the thesis, the author discusses the importance of transport in the economy of the European Union and summarises the development, principles and objectives of the Common Transport Policy. The concept of the Trans-European Network is also introduced in this chapter. The key documents related to the TEN-T are briefly summarized and the gains and lasting setbacks of the TEN-T are discussed in this part of the thesis. The second chapter provides an overview of the costs of the TEN-T and the existing possibilities of their financing. The last chapter introduces the Public Private Partnerhip as a possible efficient means of the TEN-T financing.

Public Private Partnerships (PPPs) are increasingly being utilised internationally as new avenues for providing goods and services to the public with over 1,100 projects worth US$ 450 billion built around the globe between 1985 and 2008 (Siemiatycki, 2010). However, managing PPPs, particularly in the implementation phase, is both theoretically and practically complex with success largely determined by how well partnerships are managed (Grossman, 2010). Yet, PPP scholars (e.g. Bach & Whitehill, 2008; Jones & Noble, 2008) have noted that little is known about managing PPP arrangements and have called for further research to understand the ‘black box’ of PPPs (Weihe, 2008). The current research is significant in elucidating this ‘black box’ and in analysing management challenges that partnerships experience in the implementation phase. Inter-organisational relationships (IORs) and inter-organisational culture (IOC) have been identified as closely related to the PPP research and are utilised within this research to provide important insights into understanding the management of PPPs in the implementation phase. This research examines PPPs in the Jordanian context; one of the newer but most common users of PPPs in the Middle Eastern region, where PPPs are of economic strategic importance and entail significant investment risk (El-Khatib, 2008). Specifically, the current research explores ‘How effectively managed is the implementation of PPP infrastructure projects in Jordan?’ This question is explored through perceptions of PPP managers within two Jordanian case study organisations. The intention is to critically analyse how PPPs should be managed in order to contribute to the development of what might be regarded as universal theory of PPPs that can be tested, applied and generalised to other contexts. To achieve the objectives of this research, an exploratory, ontologically-oriented, qualitative research design was utilised. Data were collected from 21 in-depth, semi-structured interviews with selected informants at the senior managerial level representing different partnering organisations. Abstract:
The aim of this final thesis is to analyse and compare the PPP practices of EU member states and to evaluate the current situation of their PPP markets as well as the issues faced at present. The study consists of four chapters. The first chapter deals with the theoretical and legal concept of public-private partnerships: the definition of PPPs, their characteristics, advantages and disadvantages of PPPs and the factors influencing the success of PPP projects. The section thereafter analyses the position and role of the EU, EIB and EBRD in promoting and supporting the implementation of PPP projects. The section is followed by an assessment of the PPP market development trend, high lightening the basic quantitative differences between the EU member states. Chapter four forms the core of this thesis in which, based on specified criteria (legal and institutional PPP conditions, average value of a project, corruption, transparency and the nature of the public sector) the PPP praxis of Great Britain, Italy, Greece, Sweden, Poland and Slovakia are analysed and compared. The states are characterized by national PPP markets of diverse quality as well as significant differences in the national conditions for implementing PPP projects.

Abstract:
The diploma thesis deals with the concept of Public private partnerships in the Czech Republic. Specifically it focuses on healthcare and social services. At first we introduce the partnership between the public and private sector in general. We inform about its forms, risks, advantages and disadvantages. We concentrate on legislative and institutional environment in the Czech Republic. The fundamental contribution of the thesis can be seen in monitoring of individual realized and unrealized projects. There we make effort to find common factors of their realization. The main aim is to answer the question whether PPP projects are appropriate tool for solving the situation in the health sector. The results show that the state PPP projects are not appropriate instrument to address investment in the current conditions. On the contrary better management is seen at municipalities especially in social services. PPP projects can not be seen as means of solving long-term problems in the health sector in the Czech Republic. In conclusion we give recommendation regarding application of the concept of PPP in the healthcare or the social services in this country.

The WHO World Health Organization encourages PPP and believes that it is inevitable in healthcare because it represents significant opportunities. The relevance of the research topic is due to the growing interest in public-private partnership (PPP) in the business cycles of the Republic of Kazakhstan, the largest countries of the world and state institutions. Today it becomes obvious that without an interesting partnership of state and municipal authorities with representatives of private business, it is impossible to achieve the highest stable rates of development of the country. The article reveals the content of public-private partnership, examines the features of its formation and development in the Republic of Kazakhstan. The conditions for effective public-private partnership have been identified. The article indicates that the ongoing programs to stimulate entrepreneurship through PPP have a positive effect, but a number of problems remain. Based on the results of the PPP assessment in Kazakhstan, directions for improving this type of cooperation have been identified.

During the last three decades, Public Private Partnerships (PPPs) have emerged as a new contractual arrangement to provide infrastructure investment and services. Examining the evolution of PPPs contracts in emerging countries, this paper analyses the role played by political institutions and partisanship showing that: (i) PPPs are more used when governmental and legislative transaction costs increase; and (ii) political partisanship does not explain the use and consolidation of PPPs as a contractual arrangement. The paper also confirms the relevance of macroeconomic and institutional quality variability variables found in previous literature and sheds new light regarding the political economy of PPPs, especially on how political governance structures shape incentives for using PPPs as a contractual mechanism.

Public-private partnerships (PPPs) have been used to address the need for the implementation of huge investment programs and to bridge the infrastructure gap that exists in Latin American and Caribbean (LAC) countries. As is explained throughout this paper, under certain circumstances, PPPs represent an important tool to help governments implement their investment programs, thereby benefiting not only from private investment (which often includes foreign investment) but also from the various advantages that are typically associated with the PPP model. However, the need to secure financing for investment needs, especially in a situation of scarce public resources and fiscal constraints, should not be the only reason for choosing the PPP model. The objective of this paper is to highlight that the PPP model can be a valuable tool for undertaking public projects in an efficient and innovative manner and that it can provide more efficient and innovative public services in certain circumstances as well. In addition, when correctly used, it can generate public savings and create the fiscal space that LAC countries need to carry out their investments.

This paper discusses the main issues concerning sovereign fiscal and financial risks from public–private partnerships (PPPs) with a focus on contingent liabilities (CLs). It is based on the presentations and discussions that took place during the XI Annual Meeting of the Group of Latin American and the Caribbean Debt Management Specialists (LAC Debt Group), held in Barbados in August 2015. The main issues discussed include PPP risks assessment, institutional framework for PPP risk management, and accounting and reporting of CLs generated by PPPs. Six country cases (Chile, Colombia, Costa Rica, Honduras, Suriname, and Turkey) are presented to illustrate experiences with different degrees of development regarding the management of risks and CLs related to PPPs. The document concludes that PPP risk management should encompass the whole lifecycle of a PPP project, risks need to be identified and CLs must be estimated and monitored, and the institutional capacity of governments to evaluate and manage PPP risks plays a central role in the successful development of PPP contracts. Although institutional capacities in this regard have improved in recent years, estimations of CLs involved in PPPs are not regularly performed, and there is still room for improvement on the assessment, measurement, registration, budgeting, and reporting of risks and CLs related to PPPs.

Developing countries are increasingly using auctions for the procurement of utility-scale renewable electricity, due to the potential for attracting private investment. However, auction design and implementation can face serious obstacles due to complex context-specific factors. In 2017, Ethiopia launched its Public–Private Partnership (PPP) policy and procurement framework to promote infrastructure development, including electricity generation. Since 2018, it has organised renewable energy auctions to procure new capacity from independent power producers (IPPs). However, the new framework faces numerous challenges. Using a literature review and primary data from more than 70 interviews and from stakeholder consultations, this study explores the political economy challenges and opportunities facing IPP project preparation, decision-making, coordination and implementation, and risks to investors. To date, Ethiopia has held two rounds of tenders to procure 1,000 megawatts (MW) of electricity from eight projects; the first tender for two solar photovoltaic (PV) projects led to the signing of Power Purchase Agreements (PPAs) and was hailed as one of the cheapest tariff rates in sub-Saharan Africa, at US$2.526 cents/kilowatt hour (kWh) over 25 years. However, none of the projects have yet become operational. This study also finds fault lines impeding the implementation of IPP projects, including the risk of foreign currency availability and convertibility of Ethiopian birr to expatriate profits. It proposes measures to overcome these obstacles and mitigate risks, to put Ethiopia on course to achieve universal access to electricity by 2030.

The Discussion Papers PPP Americas 2021 are a series of documents written to prepare for PPP Americas tenth edition. The event is the most important forum on Public-Private Partnerships (PPP) of Latin America and the Caribbean (LAC), organized every two years by the Inter-American Development Bank (IDB). This papers contribuition is two-fold: it attempts to estimate and size an ideal sustainable investable pipeline accross the region generated by several policies promoting public-private-partnerships (PPP) in the transport and energy sectors. Then it identifies and details different investment strategies and financial instruments available to institutional investors to invest in the region while mitigating the risks they perceived and hinder the mobilization of their resources. Such strategies discussed in the paper include: joint ventures with local counterparties, direct and active investments in the national markets, and/or access to markets via partnerships with development financial institutions.
