Social assistance programmes for displaced people are likely to be more effective if they take the circumstances and preferences of displaced people into account, yet very few do. Most research tends to focus on those who deliver assistance rather than those who receive it. This Policy Briefing provides options for filling the gaps in consultations with displaced people. It draws on research with displaced people in camp and urban locations in the Democratic Republic of the Congo (DRC), Lebanon and Pakistan to identify key design principles that need to be considered. It also demonstrates the

Abstract:
Busara is dedicated to advancing and applying behavioral science in the Global South. We recognize the power imbalances in research and aim to improve their approach to be more ethical. To achieve this, we propose to organize and formalize our research agenda on ethics, focusing on the voices of research participants and their societies. We plan to conduct empirical studies to understand the preferences and experiences of participants, co-create and disseminate changes to research processes, and prioritize racial, gender, and social justice in our ethical practices. Our ultimate goal is to pro

Abstract:
Anti-crime policy preferences can be swayed by the framing of crime rate information. Both framing information as an upward trend in crime or a downward trend in crime increased demands for punitive policies as opposed to social policies, when compared to a control group that received no information. Individuals with no previous information about crime rates were more affected by the treatments than those who were familiar with crime rates in the country.

Keefer, Philip, and Razvan Vlaicu. Research Insights: Are Public Sector Performance Constraints Mitigated by Workplace Trust? Inter-American Development Bank, 2023. http://dx.doi.org/10.18235/0004793.

Abstract:
Self-collected data on public sector employees from eighteen Latin American countries reveal that employees trust in each other affects individual constraints, organizational constraints, and mission motivation. High-trust employees are i) more willing to collaborate and share information and are more supportive of innovation; ii) are less concerned with low staff quality or lack of discretion to innovate, and more concerned with staff shortages; and iii) have stronger mission motivation. A survey experiment on social distancing policies suggests that trust enhances mission motivation: employe

Abstract:
Social media has become an increasingly important tool for gauging public sentiment, offering real-time insights that can guide policy decisions. This study focuses on analyzing sentiments expressed on the Philippine Institute for Development Studies (PIDS) Facebook page, providing a window into public opinion on various development issues and governmental policies. By conducting opinion mining and sentiment analysis on comments from the top three viral Facebook posts of PIDS, which discuss education, the middle class, and social protection policies, the study reveals a range of public perspec

Abstract:
This paper surveys selected themes in the political economy of policymaking in Latin America, with an emphasis on recent research focusing on actual decision and implementation processes, and on the political institutions and state and social actors involved in those processes. In particular, the paper addresses how political rules work for or against intertemporal cooperation among political actors. The document shows that the extent to which polities obtain the key policy features that seem to determine development depends on the workings of political institutions, which define how the polic

The introduction of ride-hailing in cities of Latin America and the Caribbean (LAC) remains a relatively new topic in regional research and a contentious issue in local policy and practice. Evidence regarding users and how do they differ from non-users is scarce, and there is little documented evidence about how user preferences and perceptions may influence the uptake of ride-hailing. This paper uses primary data from a survey collected from users and non-users of ride-hailing in Bogotá during 2019 to develop a Latent Class Analysis Model (LCA) to identify clusters of users and non-users of r

Abstract:
We adapted a violence-prevention, parenting program (the Irie Homes Toolbox, or IHT) for integration into Jamaican preschool services. The adapted IHT was evaluated in a mixed-method feasibility trial in Kingston, Jamaica. Twenty-four preschools were randomly assigned to intervention (n12) or wait-list control (n12). Ten caregivers per school were recruited (n240, n120/group). The program consisted of eleven 1-hour parenting sessions delivered by a preschool teacher with groups of ten caregivers of children aged 2-6 years. In the impact evaluation, the primary outcome was caregivers' use of vi
