The current study tries to examine the Russian – Gulf relations, which witnessed the stages of convergence and divergence. The main factor governing these relations between the two sides is the regional and international conditions and interactions. There are a set of variables which have affected the Russian foreign policy making towards the Gulf region. The study aims to measure the impact of these variables on Russian-Gulf relations and to explore the future of these relations in light of these variables. To discuss this phenomenon and achieve the required results, systems analysis approach is adopted. The study concluded that the success of the Russian-Gulf rapprochement must be built on common direct interests with multiple directions and must not be built on the urgent international and regional circumstances. Thus, the relations between the two parties must transform from the relations of attitude and circumstance to the level of fixed strategic cooperative relations.

The present article presents the notions of circumstance in the moral philosophy of Thomas Aquinas. In the first place the theoretical framework is outlined, emphasising the concepts of will, object and end. Secondly, the ontology of the circumstances is analysez, showing that they qualify as accidents of voluntary actions as opposed to their substance. Thirdly, the explanatory power of this theory will be looked at. Thus, the conclusions are twofold: (1) the ontology of the theory of circumstances seems to be flawed, and (2) despite this shortcoming, it still has a considerable explanatory force to account for the complexity of voluntary actiosn in particular contexts.

The ability to use stored information in a highly flexible manner is a defining feature of the declarative memory system. However, the neuronal mechanisms underlying this flexibility are poorly understood. To address this question, we recorded single-unit activity from the hippocampus of 2 nonhuman primates performing a newly devised task requiring the monkeys to retrieve long-term item-location association memory and then use it flexibly in different circumstances. We found that hippocampal neurons signaled both mnemonic information representing the retrieved location and perceptual information representing the external circumstance. The 2 signals were combined at a single-neuron level to construct goal-directed information by 3 sequentially occurring neuronal operations (e.g., convergence, transference, and targeting) in the hippocampus. Thus, flexible use of knowledge may be supported by the hippocampal constructive process linking memory and perception, which may fit the mnemonic information into the current situation to present manageable information for a subsequent action.

ABSTRACTThis study investigates the development of prepositions used in the expression of circumstances as adverbial adjuncts in the speech of three Spanish-speaking middle-class children. The study begins with the first appearance of one of these prepositions and the children are followed until age 4. In spite of the differences among the children concerning other aspects of their language development, what predominates in the present case is similarity. Both the forms and the meanings expressed turned up in much the same sequence in the speech of the three children. Yet when both form and meaning were seen together the results showed great variability; that is, each child began expressing a given circumstance by means of a different preposition. On the other hand, the circumstance most commonly expressed by means of new prepositions was place. The amount of polysemy increased with age, usually starting with a single meaning for each preposition. Expressions were found which seemed to represent intermediate stages between an early general category (co-occurrence) and the more specific semantic categories of space, instrument and company.

Clozapine is a second-generation antipsychotic typically reserved for refractory psychotic disorders due to its high-risk side effect profile to include agranulocytosis, with its attendant need for regular blood draws. While reports of extrapyramidal symptoms (EPS), including acute dystonic reactions, are exceedingly rare, we present the case of a 44-year-old male with a long-standing history of treatment-resistant schizoaffective disorder and no history of EPS who experienced an acute buccal dystonic reaction in the setting of clozapine initiation and discontinuation of depot and oral risperidone. This case report presents one of the few documented episodes of acute dystonic reactions occurring in the setting of clozapine administration. Based upon the patient’s history and the dosing time line of the medications, we propose that an interaction between the clozapine and residual risperidone was responsible for the development of the acute buccal dystonia.

This paper explores the distribution of the affixal material and lexical meaning within the semantic categories ‘circumstance’ and ‘degree’. The analysis is confined to the predicates belonging to the four major lexical categories, namely verbs, nouns, adjectives, and adverbs, that have been formed either prefixally or suffixally. Special attention has been paid to affixal polysemy, which applies when a given form can be bound to more than one semantic rule. In this regard, it must be noted that both categories present a significant degree of affixal overlapping that is confirmed in the polysemous character of a group of affixes, which include for-, fore-, forð-, mid-, ofer-, on-, sin-, ūp- and ūt-. The analysis has also revealed that ‘circumstance’ is mainly characterized by affixes conveying location, whereas ‘degree’ is mainly defined in terms of affixes expressing intensity. On the whole, the study casts lights on the degree of compatibility among affixes and functions and on the patterns of recategorization that arise as a result of affixal processes.

The involvement of inflammation is described in all stages of atherosclerosis as well as in dyslipidemias, particularly in lipoproteins (especially oxidized LDL), coronary syndromes, hypertension, diabetes, infections, obesity, and also in the use of sexual replacement hormones. From the first steps of leukocyte recruitment in the nascent atheromatic lesion to the development of atheroma plaque, culminating in its rupture and thrombosis in the acute coronary event, we found a constant release of inflammatory mediators, soluble in plasma, from macrophages, T lymphocytes, endothelial cells and smooth muscle vessels of the vessels, hepatocytes, and adipocytes. The greatest evidence relating inflammation to the future development of cardiovascular events has been verified in large-scale population studies. High concentrations of inflammatory markers such as TNF-α, IL-6, ICAM-1, P-selectin, E-selectin, C Reactive Protein, fibrinogen, and amyloid serum A, in apparently healthy individuals, have shown predictive value for future vascular events. Considering the multifactorial etiology of coronary artery disease and its inflammatory nature, it was possible to find an association between the presence of risk factors and the increase in the concentration of biomarkers of inflammation. TNF-α is a multifunctional cytokine derived from smooth endothelial and muscle cells, as well as macrophages present in the coronary atheroma. It is involved in a number of cardiovascular processes, being increased in congestive heart failure.

The Omicron variant of SARS‐CoV‐2 has unique changes in the structural amino acid. Thus, Omicron subvariants are different from other coronavirus variants in terms of viral spread, disease severity, vaccine neutralization capacity, and immunity evade. Moreover, Omicron subvariant BF.7 is an offspring of BA.4 and BA.5. Similar S glycoprotein sequences are present among BF.7, BA.4, and BA.5. There is a change in the R346T gene in the receptor binding site of Omicron BF.7 than other Omicron subvariants. A number of new Omicron subvariants, including BQ.1, BQ.1.1, BA.4.6, BF.7, and BA.2.75.2, have appeared as a result of the SARS-CoV-2 virus' ongoing development. All of the novel subvariants that we identified had increased neutralisation resistance, but the BQ.1 and BQ.1.1 subvariants—driven mostly by their respective F486S mutations—and the BA.2.75.2 subvariant—driven primarily by their respective R346T and K444T mutations—were particularly affected. Interestingly, the D1199N mutation decreased the fusogenicity and S processing of the BA.2.75.2 subvariant, whereas the F486S mutation increased both. As a result, there was little overall change. This BF.7 subvariant has created a limitation in current monoclonal antibody therapy. Omicron has mutated since it emerged, and the subvariants are improving in terms of transmission as well as antibody evasion. Therefore, the healthcare authorities should pay attention to the BF.7 subvariant of Omicron.

The article analyzes the historical experience and the basic stages of development of the North American Arctic states in the twentieth century. With the new data, and based on the historical method, the article reveals changing relationships of these states to the Arctic in their successive temporary development during the second half of XX – beginning of XXI centuries. The article features the evolution of the position of the authorities in Ottawa and Washington to the region in the context of developing and conducting them in the national interests and security policy.The conclusion is that the policy of the US government and Canada to coordinate their actions in the region under the pretext of defending national interests and to counter external threats, has some historical positive outcome, along with some well-known commitments. Security Policy in these countries limits the competence of the state threats to their territorial integrity, which does not give the government the authority to undue interference in areas that are governed by market forces and civil society. In the light of the impending changes caused by the election of D. Trump, this circumstance should be exploited for excluding the very possibility of military conflict from the political process the Arctic countries.

Probability estimation of small sample data is a key tool to ensure the probability that sample data fall within the confidence interval at a certain confidence level and probability distribution, which shows its advantages in practical engineering applications. Then, regarding a group decision-making (GDM) problem in the situation of indeterminacy and inconsistency, several experts/decision makers will assign several true, false, and indeterminate fuzzy values to the evaluation values of each alternative over different attributes, and then form a single-valued neutrosophic multivalued set (SvNMVS) as their assessed information. To ensure some confidence level of the evaluation values in the circumstance of SvNMVSs and GDM reliability, this paper aims to propose a conversion technique from SvNMVS to a neutrosophic confidence cubic set (NCCS) and a GDM model using the exponential similarity measure of NCCSs in the circumstance of SvNMVSs. First, we give the definition of NCCS, which is transformed from SvNMVS in terms of average values and confidence intervals of true, false, and indeterminate fuzzy sequences subject to the conditions of the normal distribution and confidence levels. Second, we present the exponential similarity measure of NCCSs and the weighted exponential similarity measure of NCCSs and their characteristics. Third, a GDM model is developed by using the weighted exponential similarity measure of NCCSs in the circumstance of SvNMVSs. Fourth, the developed GDM model is applied to a choice case of landslide treatment schemes in the circumstance of SvNMVSs to reveal its usability and suitability in actual GDM problems. Compared with the existing GDM models, the developed GDM model indicates its superiorities in decision flexibility and credibility/reliability subject to 90%, 95%, and 99% confidence levels.

Abstract Compared to urban Veterans, rural Veterans are more likely to be older (55-74), not employed, have less education, more service-related disabilities and unmet healthcare needs. Interviews with a national sample of community-based outpatient clinic providers described highly-rural Veterans who are “off the grid.” These Veterans, by choice and/or circumstance, do not have access to reliable internet, associated devices or knowledge/skills. Providers described the difficulties of connecting with these Veterans even by phone. The healthcare shift to virtual telehealth modalities in response to COVID-19 highlights the digital divide as a social determinant of health. For “off-the-grid” Veterans, past experiences and present-day circumstances converge to perpetuate and exacerbate inequalities in accessing healthcare. Their situation underscores that telehealth is not a panacea for increasing access to care and confronts us with the moral imperative to reach those with whom it may be most difficult to connect to span social, geographic and digital divides.

Based on the analysis of normative legal acts, the article examines the application of administrative coercion measures in the conduct of control, quasi-control and supervision in the field of public administration. The conclusion is substantiated that administrative coercion is an obligatory element of supervisory activity, a criterion that allows to distinguish this activity from the control one. In the exercise of control, coercion is disciplinary in nature. However, in the conditions of legislative identification of control and supervision, coercive measures penetrate into the implementation of control, which turns it into quasi-control.

One of the main advantages of transfer to the referees court of the arisen dispute is its faster consideration. Nevertheless, now the number of appeals to the referees courts are not enough. The low authority of institute of the referees courts and low awareness of citizens on advantages of referees trial is the main reason of this circumstance. Transformation of the referees court into full-fledged institute of protection of the rights and legitimate interests of representatives of a business community is a priority task for society and the state.

As a result of the Human Papillomavirus (HPV) vaccination program, the prevalence of precancerous dysplasia and invasive cervical cancer has substantially decreased. In this brief report, we present a case of a young patient who was diagnosed with in situ adenocarcinoma of the cervix. This 30-year-old female had completed the HPV vaccination after she became sexually active and has been undergoing annual gynecological assessments, including clinical examination and Pap test, all of which had been negative. This year, her Pap test revealed a low grade squamous intraepithelial lesion (LGSIL) and additionally a colposcopy was performed. Given the extent of the lesion and since the colposcopy was inadequate, the patient underwent a type 3 large loop excision of the transformation zone and a curettage of the endocervix under local anesthesia. The pathological diagnosis from cervical biopsy revealed an in situ adenocarcinoma of the endocervix with negative limits. The HPV subtypes 16 and 83 were detected with PCR. After proper consultation she decided to preserve her fertility and to undergo a regular follow-up, postponing hysterectomy after the completion of her family planning. In conclusion, this case report highlights the need for diagnostic surveillance regarding HPV-related cervical cancer even after vaccination.

Abstract The subject of the paper is a contemporary interpretation of J.S. Mill’s elimination method using selected concepts of Zdzisław Pawlak’s decision logic. The aim of the interpretation is to reformulate the original rules (canons) of Mill’s induction so that they correspond more precisely to his concept of cause as a complex sufficient condition. In the first part of the paper, we turn to Mill’s writings and justify the thesis that in his understanding the cause is an aggregation of circumstances, and not a single circumstance; next, we point out that Mill’s original canons (for example the canon of agreement and the canon of difference) do not allow causes-aggregations to be singled out from empirical data. In the second part of this paper, we present such aspects of Z. Pawlak’s decision logic that serve as the basis for the formalisation of the method of eliminative induction. We describe exhaustively the schema of induction that involves a gradual - divided into three stages - simplification of a set of implications corresponding to the observed dependencies [system of potential causes, effect]. The simplification is deductive because it maintains consistency within the set of implications. We show that such schema is ideal for isolating complex causes (aggregations of circumstances), ultimately described using complex conditional formulas of decision logic.

After solely linguistic meanings have been accessed or computed, pragmatic meanings are said to manifest themselves following this approach. The purpose of the present study is to dramatically broaden the applicability of exploratory pragmatic research by calling for a much greater emphasis on the complete pragmatics of language use. People's capacity to develop and interpret language in context and real-time is hindered when pragmatic considerations are always present. The field of experimental pragmatics has to pay more attention to the particulars of practical experience. The aim of this case report is to present an aesthetic restoration of the anterior dentition using the feldspathic ceramic veneers. The current study narrows down the analysis to a clinical case where lithium disilicate restorations had an inadequate esthetic result that involved uneven color and the clearly visible discoloration of the substrate. To solve such problems and at the same time maintain esthetics, feldspathic veneers were placed on the teeth. The outcome of the study revealed that the utilisation of feldspathic veneers offers a viable and cosmetically satisfactory solution to the issue of colour differences and surface porosity. A veneer is only successful if it is prepared properly, bonded well, and is made out of feldspathic ceramics which are inherently esthetic. This case thus provides an excellent case against some of the arguments that feldspathic veneers are very poor under heavily reduced circumstance by showcasing how these ceramics can perform well even under these circumstances. The research presented in the work increases the interest in using feldspathic ceramics in restorative dentistry and specific cases, in particular.

Consistent with certain previous studies, the estimates in this study find that the higher the cigarette excise tax, the lower the aggregate volume of cigarettes consumed. However, this outcome does not address the practical problem of the substitution of high nicotine cigarettes for low nicotine cigarettes in light of a significant cigarette tax hike. Fundamentally, the article is divided into three sections in order to establish suitable and correct procedures to meet the circumstances of emergency decision-making. Firstly, we present a non-linear diophantine fuzzy set (non-LDFS), which is the generalisation of Pythagorean fuzzy set, q-rung orthopair fuzzy set, and linear diophantine fuzzy set, and explain their critical features. In addition, algebraic norms for non-LDFSs are constructed based on particular operational rules. In the second section, we use non-LDF averaging and geometric operator to aggregate expert judgements. The last section of this study consists of ranking in which MABAC (multi-attributive border approximation area comparison) method is used to handle the Covid-19 emergency circumstance using non-LDF information. Moreover, based on the presented methods, the numerical case-study of Covid-19 condition is presented as an application for emergency decision-making. The results shows the efficiency of our proposed techniques and give precise emergency strategies to resolve the worldwide ambiguity of Covid-19.</p></abstract>

The application of new information and communication technologies (ICTs) is a daily element in our current reality. However, these technologies are producing impacts of great importance in society and companies. It is widely agreed that we are facing a process of digital transformation that moves the productive sectors and social groups towards what we might call a global technological order. But how this situation affects one of the levers of that same digital transformation, the entrepreneurial ecosystem? And how has all this been impacted by globalization? Spain, at present, seems to be in a privileged position in terms of the main dimensions of digital competitiveness, at least within the EU, and, mainly, concerning digital public services. However, entrepreneurship reality in our country does not quite take off despite the high rate of youth unemployment we suffer. We still do not have a high-standard entrepreneurial activity that mainly tends towards innovation and disruptive changes. We neither manage to arouse interest in the massive creation of high-tech startups that could create a complementary framework to medium and large companies. There were many steps towards a deep digital transformation in our country. Nevertheless, it remains to be seen if this circumstance transcends the mere quantitative indicators and manages to reach the situation of entrepreneurial ecosystem. This article aims to discover the relationships between digital transformation, the world of entrepreneurship and the creation of companies related to Spain, nowadays, in order to establish the possible effects that both perspectives would accumulate reciprocally and also to clear up if we are facing singularities that would identify the processes being produced, such as "startuprization", enabling companies to grow with the subsequent global economic development. ✓The authors report on a patient harboring an unruptured cortical arteriovenous malformation (AVM), who had presented with obstructive hydrocephalus due to compression of the cerebral aqueduct by a large venous varix. Although patients with ruptured AVMs are known to either present with or later suffer from obstructive hydrocephalus, those with unruptured AVMs who present in this manner are quite rare. Moreover, hydrocephalus caused by a venous varix draining an AVM, to our knowledge, has never been previously reported in the literature. This report serves to illustrate two primary points, namely, that tortuous venous varices draining AVMs can result in obstructive hydrocephalus and that this unusual circumstance can be fostered in the setting of venous outflow obstruction.
