In the present research, a method using Grey Numbers as tools is developed for assessing a system's mean performance, which is useful when utilizing qualitative grades and not numerical scores for this purpose. Although this new method is proved to be equivalent with an analogous method using Triangular Fuzzy Numbers as tools developed in an earlier work, it reduces the required computational burden, since it requires the calculation of two components only (instead of three in the case of the Triangular Fuzzy Numbers) for obtaining the mean value of the Grey Numbers involved. Examples are also presented on student and athlete assessment illustrating the new method and showing that the system's quality performance, calculated by the traditional GPA index, may lead to different assessment conclusions.

Formal methods for measuring the impact of interoperability on digital public services is emerging as an important research challenge in electronic government. The eGOVSIM model that is described in this chapter aims to provide administrations with a tool to calculate the gains from digitising and making interoperable services for citizens and businesses. The chapter presents existing methods for calculating the cost of services for the administration and the service consumers, such as the Standard Cost Model (SCM) and the Activity Based Costing (ABC). Then it goes on presenting a toolset for analytical cost calculations based on the various process steps and the information needs of each governmental service. The eGOVSIM toolset supports the definition of several service provision scenarios, such as front/back office system interoperability, cross-system or cross-organisational interoperability allowing the calculation of time, effort and cost elements, and relevant gains from the application of each scenario. Application results for two cases / scenarios are also presented, so that the reader can see the applicability and overall value of the approach. Lessons learned and future research directions for service cost estimation are also described.

Chapter 2 offers a new approach to understanding the conditions under which women are included in the political sphere. It presents a conceptual framework of the competing individual and partisan motivations that male rational opportunists face when making candidate selection decisions, referred to as the “inclusion calculation.” This is a calculation of the likely costs and benefits of women’s increased presence in the party under various institutional, political, and social conditions. In addition, it argues that under conditions of declining party or government legitimacy, citizens are not only updating their beliefs on women’s roles but are also temporarily changing their understanding of the ideal leader. This brings new value to the stereotypes traditionally associated with women which, as is explained, temporarily increases the value of women’s inclusion in the eyes of the elite.

Under this subject a novel method was recently developed that addresses the task of performing the calculation of binomial and multinomial coefficients, by means of the setting of an arrangement of sequences of summations. Chapter 3 focuses on one variable in the inclusion calculation: the incongruity benefit. It begins with an analysis of feminine stereotypes and illustrates the common assumptions that women in politics are more honest and committed to democracy than men. It then presents the results of an original survey of citizens in the United States and Canada, which suggests that most citizens continue to value men over women as leaders, yet see women as potentially bringing valuable traits to leadership. The chapter then expands on my central argument underlying the mechanism of the incongruity benefit, explaining that, because of women’s assumed personality traits, having them associated with the party or government can be valuable to men. Thus, male elites can strategically increase the presence of women legislators to give citizens the impression of a new embrace of honesty or even democracy, even though those elites may have no sincere interest in increasing women’s power.

In the design of flexible pipelines for offshore field developments, the determination of the pipe resistance while subjected to external pressure and bending is very important in deepwater and is now required by the ISO and API standards. One of the critical failure modes being associated with this type of loads is the hydrostatic collapse. The collapse value of flexible pipe is calculated with a model validated with over 200 tests performed on all possible pipe constructions. This model has an analytical basis, and has been established in the past, leading to a fast and straightforward use.
