Abstract:
The status of the winner in the Cold War, the overcoming of the socio-economic crisis in the country, the terrorist attacks of September 11, 2001 led to the active foreign policy of George W. Bush in various regions of the world. The article considers the main features of the policy of George W. Bush in regard to post-Soviet integration, their connection with the approaches of George H. W. Bush and W. Clinton. Washington's position went through the stages of complete but cautious acceptance under George H. W. Bush, approval only of economic integration under W. Clinton, non-acceptance under George W. Bush, which was associated with the assessment of initiatives as political (Russia's intention to dominate the region). With the Russian Federation George W. Bush used the approach of George H. W. Bush and W. Clinton: it is necessary to make Russia the «engine» of democracy in the region, but not only through reforms, but also through Western structures, primarily NATO. If democratic change was the criterion for the United States assistance and friendly relations with the newly independent states in the 1990s, then under George W. Bush such an indicator was the intention of a country to fight terrorism. This context was developed from the idea of W. Clinton «only surrounded by democracies will democracy survive in the United States». After the September 11 attacks the attention of the United States to the Central Asian republics of the former USSR increased. George W. Bush continued to develop the integration project that originated under W. Clinton – the Organization for Democracy and Economic Development (GUAM). In that way, the main difference between the foreign policy of George W. Bush from the George H. W. Bush and W. Clinton became its activity and interventionist character. There is a conceptually new discourse regard to the post-Soviet space and integration processes in the region, but the strategy was based on concepts that originated under the 41st and 42nd US presidents. After the September 11, 2001 attacks Washington's attention in the post-Soviet region focused on the Central Asian countries and Russian-American relations, and the fight against terrorism became a tool and justification for a selective approach in relations with other states. The United States continued to support the idea of democratic messianism, despite the paramount importance of military operations in Afghanistan and the Middle East, continued to monitor reforms in the former Soviet republics and the regional situation, sharply criticizing integration projects that would strengthen Russia's position. In the early 2000s even economic integration began to be seen as political projects that do not meet the interests of the United States. George W. Bush supported the ideas of George H. W. Bush and W. Clinton according to which the newly independent states must be integrated into the Western community through such structures as NATO and the WTO, and the American integration project – GUAM was preserved. First of all, Russia should have been included in the Western structures, after which, due to its geopolitical influence in the region, the rest of the countries should have followed.

AbstractThis article explores the unique role of the ICJ as the principal judicial organ of the United Nations in the development of the law of the sea as part of the global system of peace and security, during the Presidency of Judge Stephen M. Schwebel (United States) in the busiest triennium in the Court's history (1997-2000). The new style of governance brought by President Schwebel to the Court is appraised against the background of an "intrinsic" authority and paramount functions performed by the ICJ as the world's most senior international court and the only truly universal judicial body of general jurisdiction, as well as that of the continuously inter-active influence of the Court and the International Law Commission. The article surveys the law-of-the-sea-related cases of the Court in the context of an ongoing follow-up to the Overall Review and Appraisal of the UNCED Agenda 21 in the critical areas of environmental protection, international fisheries and navigation, equitable maritime delimitation and territorial questions, and international institutions. The inaugural practice of ITLOS and the awards of the two Arbitral Tribunals, of which President Schwebel was a member, are taken into due account. The article concludes that the Court will undoubtedly continue to further explore its unique role, as importantly reinforced in the triennium 1997-2000, in the years to come.

When Commodore David Porter resigned from the US Navy to accept the post of commander-in-chief of Mexico’s nascent naval forces, he began a tradition of US involvement with Latin American armed forces that has endured to the present day. Porter’s decision was supported by President John Quincy Adams, who hoped that it would both strengthen the US influence in Mexico and act as a curb on possible Mexican efforts to seize Cuba, a prize which the president coveted himself (for details, see Long, 1970). These objectives signaled another enduring heritage: efforts by the United States to use ties with Latin American military institutions to promote agendas that were frequently unrelated to, or even at variance with, national interests in Latin America. This would be especially true whenever the United States perceived itself as competing with other nations for influence in the region. In 1826, the rival was Great Britain; in this century, it was first Germany and then the Soviet Union, but, in all cases, the bottom line was the same: a determination to make Washington’s influence paramount.

Abstract:
This article examines the dialectical relationship between continuity and change in the foreign policy of the United States, a hegemonic power. The article begins by exploring the agent–structure problem and the factors that affect changes in foreign policy and the legitimacy of hegemony. It compares the hegemonic leadership styles of three former United States Presidents: George W. Bush, Barack Obama, and Donald Trump. The article aims to contrast the foreign policy approaches of the three presidents and present two main arguments. In order to gain a comprehensive understanding of foreign policy, it is imperative to analyse dynamic components such as contextual factors and leadership. This includes the leaders’ worldviews and their ability to adapt to unanticipated crises. The gradual decline of the United States’ hegemony in the international order can be attributed to structural transformations within the international order and the erosion of its social capital and its role as hegemon. Yet, the leadership styles adopted by American presidents have a significant impact on the erosion of the nation’s hegemonic leadership.

Abstract:
This study explored the preparation methods, qualifications and criteria that both university and athletic directors deemed necessary when searching for athletic directors. Participants completed a survey via Qualtrics online software. Two different populations were sampled for this study: 651 university presidents and 651 athletic directors whose schools compete in either Division I or II in the NCAA, resulting in 96 and 150 usable responses respectively. Participants in both groups were primarily white males with mean ages of 62 for presidents and 52 for the athletic directors. The study provided demographic information, educational history, professional experience, and prior careers of athletic directors. The rankings of the athletic were compared to the rankings of the presidents and identified consistencies of opinions. The respondent groups were in agreement on the qualities and ranking of many dimensions of leadership in this role. The top seven, for both groups, in order, were ethics, budgeting and finances skills, fundraising, communications, sport leadership, strategic management and policy, and athletic administration. This information could be used as a guide for people who want to strategically maneuver up the ranks in athletics administration. Presidents might use the information as they prepare to hire candidates for the athletic director position.

Abstract Beginning in 1901, William Randolph Hearst was fast approaching a crossroads in his life. Although the owner and editor-in-chief of four powerful newspapers in the United States, with a daily circulation approaching the two-million mark, he was, to a certain extent, at loose ends within the Hearst publishing empire. For the first time in fourteen years, since first rehabilitating the San Francisco Examiner in 1887, he had no specific duties, no all-encompassing routine. He had removed himself as the hands-on leader of the Morning Journal with the appointment of Arthur Brisbane to that position late in 1899. He had then applied his astounding energies and organizational talents to the election of a Democratic president in 1900, but to no avail. And he gradually realized, as the campaign continued to its inexorable conclusion, that no one, other than himself, would-or could-shoulder the domestic and foreign policies that he had advocated over the past two years and that were paramount, he believed, to the betterment of the United States and the American people.

Comparing heads of states theoretically is a rather difficult task.1 The comparative method is useful only if the institutions set together are comparable. In general, several institutional solutions exist for the status and competences of heads of states; nevertheless, there is a significant difference between the queen (or king) of the United Kingdom, the president of the United States and the German federal president, even though they all function as head of states. This chapter focuses on the presidents of Central Eastern Europe. Firstly, it examines the role of presidents of the region; secondly, it analyses the ways of elections; thirdly, it addresses the competences of the presidents; and finally, it deals with the termination of office. This chapter does not deal with the crucial question of the extent to which the president is involved in daily politics or how they affect governance; this issue, which concerns the form of government, is the topic of a separate chapter. However, the form of government is inseparable from the president, and this chapter necessarily reflects on the president’s role in state power.

The 21st century represents a century in which the world has flourished through technological progress, transforming many businesses in line with digitalization, social networks, and the tendencies brought by the internet generations. In sociological terms, many problems have remained the same despite progress. In this sense, women continue to fight for one of the fundamental human rights - gender equality and non - discrimination against male - female in the social, business and political environment. However, there are many positive examples of women leaders today, presidents of governments and large companies, successful women entrepreneurs, and they dominate in certain branches of the economy. Although care, pharmacy, education, and the like have so far been considered "typically female" professions, the business of intermediation in the sale and lease of real estate is attracting more and more attention of female gender. Whether women dominate such a significant branch of the economy, and why, the author will try to answer by looking at the results and statistics of one of the most developed real estate markets in the world - the real estate market in the United States. Whether women are naturally gifted in the field of mediation in buying or selling real estate or have managed to dominate the market with their professionalism and motivation, are questions that occupy the scientific public, but it is gratifying to see examples of so many successful women in the real estate with amazing careers and results. It can be concluded that it would be commendable if this trend spread over to other branches of the economy, as well as to other countries in the world.

This paper shows that the Electoral College system used to elect presidents of the United States (US) distorts US federal policies in favor of key industries in swing states. Using detailed data on US trade policies, the paper finds that the level of trade protection granted to an industry during a presidential term depends on its importance in expected swing states in elections at the end of that term. Swing-state politics only matters during first terms, when the incumbent president can be reelected. As a result, swing-state politics generates winners and losers: it fosters growth in protected industries, but hampers growth in downstream industries.

The presidential politics literature depicts presidents either as all-powerful actors or figureheads and seeks to explain outcomes accordingly. The president and the executive branch are nonetheless usually treated as black boxes, particularly in developing countries, even though the presidency has evolved into an extremely complex branch of government. While these developments have been studied in the United States, far less is known in other countries, particularly in Latin America, where presidential systems have been considered the source of all goods and evils. To help close the knowledge gap and explore differences in policymaking characteristics not only between Latin America and the US but also across Latin American countries, this paper summarizes the vast literature on the organization and resources of the Executive Branch in the Americas and sets a research agenda for the study of Latin American presidencies.

Abstract:
The concept of impeachment has its origins in the history of political and legal thought as a constitutional mechanism to remove public officials for serious violations of the law or abuse of power. Originating from England, it has influenced the constitutions of the United States and the countries of Latin America. In addition to concrete grounds for impeachment, constitutions also allow for impeachment based on abstract grounds, designed for cases where no specific offence can be proven, but the abuse of power is so obvious that the people must be guaranteed the right to recall their elected leader. In Latin America, military coups have been replaced by so-called “soft coups”, which abuse various legal instruments. The abstract nature of the grounds for impeachment contributes to the potential misuse of this mechanism as a tool of lawfare, as many cases demonstrate. During the past decade, Peru has experienced a series of impeachments, with three presidents facing removal from office due to political conflicts between the legislative and executive branches. Abstract:
The concept of impeachment has its origins in the history of political and legal thought as a constitutional mechanism to remove public officials for serious violations of the law or abuse of power. Originating from England, it has influenced the constitutions of the United States and the countries of Latin America. In addition to concrete grounds for impeachment, constitutions also allow for impeachment based on abstract grounds, designed for cases where no specific offence can be proven, but the abuse of power is so obvious that the people must be guaranteed the right to recall their elected leader. In Latin America, military coups have been replaced by so-called “soft coups”, which abuse various legal instruments. The abstract nature of the grounds for impeachment contributes to the potential misuse of this mechanism as a tool of lawfare, as many cases demonstrate. During the past decade, Peru has experienced a series of impeachments, with three presidents facing removal from office due to political conflicts between the legislative and executive branches.
