Abstract:
The Belgian political system before 1961 depended for its stability primarily upon the three traditional parties which dominated it and transcended the cleavage between the Dutch and French speaking communities. In times of tension, such as the Schools Crisis of 1958, inter-party co-operation (or consociational democracy) was used as a means of crisis-management. The system was, therefore, one of competitive party politics in normal times and consociational techniques used to resolve exceptionally acute issues. This research examines the changes over time in British Newspaper reports covering the Jamaican rebellions of 1760, 1832 and 1865. Though all three rebellions have been studied, this work compares the three events as moments of crisis challenging the British public discourse on slavery, race and subjecthood as it related to the changing Atlantic Empire. One characteristic of agenda-setting research in that so far it has been exclusively Western and in particular American. It is argued that structural factors such as funding, distribution, advertisements and ownership enabled the alternative press to operate outside the South African apartheid hegemony. The study explains how the intellectuals used the alternative press in their attempts to mobilise and organise colonised Namibians for social change.
