Full textEsta tesis de derecho público se propone estudiar la libertad de la prensa escrita en el orden jurídico argelino. Se trat de buscar el sentido, el valor y el alcance de la libertad de la prensa entendida como norma jurídica peculiar, el orden jurídico argelino. La efectividad de esta libertad en un país en transición democrática hacia el Estado de derecho debe servir de prisma a la evaluación del estado de progreso del proceso democrático en Argelia. Llevada a cabo desde el ángulo del derecho constitucional argelino y del derecho internacional y no desde la perspectiva del derecho de los media, se trata más bien de examinar la manera con la cual la libertad de la prensa está consagrada y garantizada que de analizar el derecho de los media en Argelia aunque estos dos ejes quedan profundamente vinvulados. El establecimiento de una descripción crítica y profundizada de la libertad de la prensa era necesario. Requiere un análisis jurídico con un estadio de los textos relativos a la prensa y a los periodistas para comprender los límites del derecho de la información y del derecho a la información en la prensa argelina, con una perspectiva histórica y comparativa. En definitivo, la consagración formal de la libertad de la prensa en Argelia no corresponde a una garantía efectiva
This public law thesis deals with the freedom of written press in the Algerian legal system. This research aims at finding the meaning, the legal value and the legal effects given to the freedom of press as a normative principle for the Algerian legal order. The degree of legal guarantee under which freedom of press is placed is a tool revealing the reality of democracy in Algeria. This thesis mostly resorts to Algerian constitutional law and international law, but not to media law. The objective was indeed to evaluate what was the rank given to the freedom of press in Algerian legal hierarchy and ti determine how it was enforced, which did not require an in depth analysis of media law even if some incursions were sometimes necessary. This work results to a solid state of art concerning freedom of press, which was cruelly missing. In order to reach that goal, an extended analysis of the legal dispositions concerning press and journalists was conducted so as to draw the limits of the limits of the right of information and the right to information in the Algerian press, with a historical and comparative perspective. Considering all this elements, we reached the conclusion that if the freedom of press is indeed be given the highest legal rank possible in the Algerian legal system, this enforcement of the principle is suffering from a lack of political will and legal means, which prevents it to obtain a real effectiveness in practice

Full textThe problematic issue of the representations in language and the Algerian identity contradictions in the discourse framework, are approached through an analysis of meaning production in the media’s information discourses during the 90’s. The identity concept is first approached in the light of theoretical reflections evolved within the epistemological field of the Humanities so as to better grasp the articulation between identity, language and representation. An attempt is then made at characterizing components and contradictions of the Algerian identity within a multicultural setting. In the analysis section, the starting hypothesis is that the tensions exercising themselves between the various cultural interlocutor tendencies which stand out in society, are going to show themselves in discourse production for yielding programmes of contrary directions in which each tries to impose itself through disqualifying the other ones. The analysis thus inscribes itself within a dialectic and dynamic procedure which considers that in all acts of language, the internal and external levels hinge on each other, according to complex processes, so as to yield meaning. The processes of discourse analysis are appealed to in order to verify these starting hypotheses by determining the mechanism according to which the speaker makes his own the social representations for producing identity; this is done by starting from a corpus of material selected and subjected to an analysis that puts to use linguistic theoretical tools such as enunciation, argumentation, dialogism, etc. , tools that help to better understand how words contribute to social identity construction

Full textFor our study we have built up a corpus of articles from the Algerian press -written in french- between the years 1965 and 1985. The articles appeared in two papers: the daily el-moudjahid and in the weekly algerie-actualite. We have then studied the amalgamated chronicles by applying the specific methodology of the semiolinguistics science, which science holds a place among the new trends of research in the realm of linguistics. Our approach is two fold. It comprises : 1st. The analysis of the different chronicles united in one corpus and of the same theme of interest (maghrebi literature, western literature, oriental literature, african literature, and latino-american literature). 2nd. The recording of the characteristics (constant and changing) of such a type of information. Our thesis tries in a tentative fashion to answer the following questions: 1- how does a journalist-critic read a novel? 2- what does really happen when the journalist deals with a maghrebi, western, african, oriental, or a latino-american novel? 3- do the relations between the critic, the literary work, and the target remain the same and unchanged?

Full textThis Phd research aims at making visible the various social and technical representations of the online press sector in Algeria. It thoroughly examines how new information and communication technologies are integrated with Algerian press companies, their components and their intended aims. Made up of three parts, this research tackles theoretical and practical issues to meet our research needs. Our study led us to analyse technologies integration process, using participant observation, comprehensive interviews conducted with representative samples, and the online analysis of information websites. To strengthen our survey tools, we also had recourse to questionnaires. We have followed an adapted research plan that fits the structuring and the development the online press. We have tried through the study to make clear the link between the techniques and usages. We have had to travel from Nice to Algiers and back several times, and paid visits to a number of Algerian papers in order to be able to better identify our research approach. We have also taken advantage from visit to get closer to people working in the media sector

Full textThis research thesis is a focus on the german illustration of Algeria by the west and east press from nineteen-sixty-two to nineteen-seventy eight. The research is based on the analysis of seven newspapers published in germany during that period : "Die Welt", "Die frankfurter allgemeine Zeitung", "Die frankfurter Rundschau", "Der Spiegel", "Die Zeit" (FRG), "Neues Deutschland" and "Horizont" (DRG). The purpose of the study is to evaluate the way how the political, economic, social and cultural evolution of algeria was perceived and commented in west and east german newspapers. The first part gives explanations about the choice of the matter. It presents also the methodology used for researching and analyzing the events which characterized this algerian period of development. A general presentation of the german press and that particular of west and east parts. The principal stages of the evolution of the relations between algeria and the east and west parts are analyzed. The global informations about algeria established by german newspapers is evaluated on a quantitative bases. The second part of this study is based on a content analysis. Full textThe purpose of the thesis is to study Readers' letters column in Algerian Arabic newspapers between 1989 and 1995, i. E. During the aborted attempt of "democratic transition". About three thousand letters have been screened using the method of "content analysis" within a chronological framework. First, the evolution of the Algerian press until 1995 is exposed as a necessary background to the understanding of such Readers'letters columns. Then, it is shown that during the crucial 1989-1995 period, the functions & uses of Readers' letters have evolved from a mainly ideological role to a societal use, reflecting sharp changes in the political context. The main themes of the letters are scrutinized and classified. The analysis gives evidence to the functions of appeasement, of social support and of mediation between citizens and public authorities played by those columns. It shows that such Readers' letters columns were able to stay alive as places of relatives freedom of expression in times of aborted democratization and great turmoil

This research proposes a full study of + l'echo d'alger ;. Firstly, we have given its own history (foundation, its bosses, journalists, administration. . . ). Secondly, we've dealt traitement of the events which ponctuated france presence colonization in algeria since 1912 to 1961. Through time, we've notisted that this newspaper has known a great improvement in many aspects. In beggenning, it was created to be at the service of intrests of a small group, it became some years later the organ of the left colonial radicalism but after the nationalist's manifestation of constantine in may 1945, l'echo d'alger changed its political line to become the defender of the principal of algeria french land by all the means. In oder to achieve this study, the author has consulted all the 17 699 editions of l'echo d'alger's collection and interviewed some of its old journalists. Full textUsing the concepts and analysis methods of speech, taking inconsideration the textometry to specify tbhistorical context, political and mediatheque. This thesis suggests to indicate throughout 783 french speakin algerian press articals, how the painful collective memory, caused by the colonisation and war, come up to mention the current relationship between France and Algeria. In four independant local newspapers emerging from the freedom of speech initated in the 90s, El watan, Le Quotidien d'Oran. Liberté and l'Expression, the study of this period is a « discursive moment » contained by two presidential elections, one in France (N. Sarkozy in 2007), the other in Algeria (A. Bouteflika reelected in 2009). Varying the different angles of analysis (content analysis, enunsiative analysis, argument-based analysis, textometry), bring out a general overview for the different elements and micro--corpus considered. In a perspective of dominante enonciativ and discursive, the related titles to the french nuclear testing in the 60s are investigated and the designation of events (« the war of Algeria », « 8th of May 1945 ») and the protagonists . A contextual analysis of the comparative and argumentative content about the different treatment of the four newspapers of some propose events. The exploration of the textometry will complete the analysis

It aims to expand the historical approach to French colonization in Algeria. In effect the study of anarchism is essential for understanding fully the nature of socialism and socialisms in the colonial context. The first part concerns the history of anarchism, as composed by different local groups between 1887 and 1962 (their composition, their activism, their organization, their membership, and the state repression they suffered). The second part concerns all anarchist newspapers published in Algeria between 1890 and 1926 (analysis of the militant press and themes about anarchist fundamentals and the colonial question). The last part seeks to present a balance sheet of anarchist politics in Algeria (reception among Europeans and Algerians and the result of its political presence in the territory). Full textThe linguistic innovation of French is widely practiced in journalistic discourse in Algeria. On the basis of the typology of new word formations proposed by Jean-François Sablayrolles, we conduct a comparative analysis between the neologisms of the journalistic chronicles « Tranche de vie » (Le Quotidien d’Oran) and « Pousse avec eux » (Le Soir d’Algérie). The got results make it possible to confirm that the neological process touches units of various categories, without exception, but more particularly names. The author of « Pousse avec eux » produces nominal neologisms, formed mainly by derivation and composition, in connection with political subjects. The author of the chronicle « Tranche de vie » produces neologisms by various processes, in particular by hybridization between French and Arabic language, and in connection with social realities: he creates by "compocation" the series samedhan, dimandhan, lundhan, mardhan, mercredhan, jeudhan, vendredhan to designate the days of the week during the period of Ramadhan. The chronicler takes advantage of the situation of contact of language to operate a linguistic and cultural hybridization. The study show, in addition, that the production or the (Re) use of the neologisms does not depend inevitably on the need for the journalists to indicate new realities. Certain neologism refers to already existing objects. They can be with other factors namely: the position of the speaker, handling of the language and pressures contributing to the non-observance of the code. In our corpus, the linguistic neology seems to function as a linguistic tool whose use is intentional: it aims at various argumentative ends that can be summarized in the will of the journalists to persuade the readership, by establishing connivance by the familiarity and humor. The genre of the chronicle, which makes it possible to free itself temporarily from the normative barriers, is thus a privileged place of the neological creation

Full textOur work focuses on neological creations in the written press in Algeria. We targeted our study on neologisms taken from two Algerian newspapers published in French (Liberté and El-Watan). The data collection of our corpus was spread over several years, in order to have better understanding of phenomenon. A classification of the gathered neologisms based on analytical grids inspired by the works of J. Tournier is followed by a discussion for each exemplified type of neologism. Our research is a contribution to the study of the vitality of the French language in a specific francophone area. The analysis of the collected neologisms will focus on semantic and morpho-syntactic aspects, and try to understand the extralinguistic mechanisms of the neological lexical creations in the journalistic discourse

Full textThe reconstitution of Algeria's image as it appeared in works that were printed before 1830 is elaborated from a bibliography which is established by going through printed, manuscripts and processing data that appeared at different periods. These sources contain texts of the antiquity, texts that were written during the medieval period and texts that were produced during the modern period. The whole works that were gathered were printed before the fall on Algiers in 1830. These belong to different genres such as poetry, drama, novel, romance, biography, pamphlet, essay and travel account, history and geography ; they were written in Latin, Greek, French, Arabic, English, Spanish, Italian, German, Dutch, Portugues, Swedish, Danish and Hebrew. The gathering of these works permitted the reconstitution of Algeria's image during the antiquity, the medieval period and the modern period before 1830. This reconstitution concerns the geographical field and the political, ethnic, economical, cultural and historical spheres

Full textThe first part in three chapters presents a typology of travellers in Algeria (particularly officials, soldiers, scholars and writer-journalists), studies from east to west and from north to south, the preferred geographical circuit that they followed, and describes some of the dominant characteristics of narratology in their stories (temporality, series of articles, illustrations). The second part shows how theses travel narrations and accounts witness in their own manner the gradual formation of colonial Algeria. We discover how they rewrite in their own manner the contradictory accounts of territorial expansion of France: history of colonial cultivators established on the lands of expropriated natives; history of landscape and the Algerian ways of living transformed by the introduction of western techniques and civilization, its contributions, paradoxes and failures; at last, history of search for Roman empire remnants and the praises of Latinism, whose, the French colonizers, nurtured by the ancient bookish tradition, intend to be called the heir and the imitators. The last part inquires on the ethnological aspects of these viaticum stories. The writer puts an emphasis on the complexity and the ambivalence of the travel narration that, applying certain criteria of definition and ethnical hierarchies to the apprehension of the other, that are unknown to him, create oriental myths that have no relation with the society being observed

Full textIn early 19th Century, the French press was not particularly familiar with the Moroccan empire, despite old economic and diplomatic relations between France and Morocco. It is only after the colonization of Algeria that the French newspapers became interested in the old empire. France newly shared borders with Morocco created many tensions and speculations. The press started then to report concerns about the impact Morocco might have on the security of the new French colony. Journalists, men state and scholars turned their eyes toward this new turbulent neighbour. The old empire fascinated as much as it troubled and concerned them. The object of this thesis is to give us an insight into the Moroccan and French relations during the 19th century until 1912 through the particular perspective of the French press. It focuses on tensions and dynamics between the two countries and how they shaped the current international relations at both the Mediterranean and European levels

Full text"Partisans" enabled to understand the years 60/70 better, its political upheavals, its international stakes, its actors. Through the world of the press and publishing, this very commited review participated in the history of the intellectual movement and offered a unique testimony on the current events of this period. It covered a period marked by agitated current events: the end of the Algeria war, the independance of the Third World, Cuba, the relationships between the USSR and China, black revolts in the USA, the Vietnam war, the Israeli-Arabic conflict, the international events from 1968 up to Pierre Overney's death in 1972. Founded by François Maspero, Gérard Chaliand and George Mattei, three actors of the Algeria war, the review informed and published documents to favour debates. It questioned about the alterations in socialism by publishing fundamental texts. These texts accompanied the appearance of small political groups (Trotskism, Maosim, leftism) and the birth of social movements, the prelude to the cultural and social revolution of 1968: the boom in feminism, a questioning' of institutional pedagogy, a reflex ion on theatre and politics, the birth of anti psychiatry, the discovery of a different sexuality, etc. As a broadcasting medium for experiences and values, this publication was a crossroads where generations of actors and writers cross, a laboratory where the ideals which lived through this decade rev8aled. Signatures were often prestigious: Maxime Rodinson, Georges Perec, Regis Debray, Ernest Mandel, René Dumont, etc. As a witness of the change in the ideals of the left wing, it questioned the connections between the left, the extreme left, the communist party and the revolution. "Partisans" was financially independent, did not belong to any publishing conglomerate and did not live on advertising revenues. Even though the review, the Maspero publishing company and "La Joie de Lire" bookshop formed a whole, the uncountable seizures, censorship and thefts dangerously hindered the economic health of the Maspero company. The publication of Partisans came to an end in 1973. This thesis offers an original light on a review underestimated today. It proposes a statement of these years 60/70 by striving to read the review once again according to the present, and in particular according to the return of Algerian memories

Full textThis work suggests to study the mobilization of popular speech during the media coverage of Egypt-Algeria match by the French-written generalist press and the Algerian specialized press. Our first observations on the treatment of the football event, lead us to suppose that the discourse of the newspapers of general information is not different from the dailies of sport. Thus, the research suggests grasping the strategies which frame the use of popular speech. It consists of analyzing the emergence of a communicational-info practice that can be part of a market penetration strategy seeking for an enlarged readership.The analysis of media acting skills, in press global crisis context foresees to show how they make use of popular speech, as a significant capitation pattern and a selling argument. To apprehend this issue, it seems necessary to situate this work in an approach that does not neglect the study of editorial identities of each press title.Therefore, we suggest to deconstruct the publications of four "reference" newspapers by defending a methodology based on theoretical aspects. Full textThe repatriation of the North Africa’s French (Algeria, Morocco and Tunisia), following the decolonization between 1955 and 1962 put the French State in front of enormous problems, in particular housing, employment and integration. The department of Alpes-Maritimes has received and accommodated tens of thousands. However, this tourist department did not have the capacity to accommodate, place and give work to this great number of people. All the newspapers of the Alpes-Maritimes presented this phenomenon of repatriation with a certain reserve and much of zones of shades. Arrived in the Alpes-Maritimes since 1956, the presence of the repatriates of North Africa will be announced by the press only in 1961. The presence and the suffering of a great number of repatriates have been unknown

Full textBased on a corpus of 994 titles published, spread and read during the franco-algerian decolonization war - which was a writing war, as had been the Dreyfus affair - this thesis tries to fulfill a gap inherited from the historiography, wich until now has only studied some militant texts, and doing this, has described in a synthetic way the major role of the more mediatic actors of publishing field (Le Seuil, Minuit, Maspero). With the methods of an history of books, reading and publishing which tries to be all-embracing, we put into question the various forms (bondings, leaflets, pamphlets) and the different actors (from the administration, army, militant or professionnal sphere) having produced printing literature during the war. Contributing to the history of political, but also literary, scholar or academic publishing, this work is organized in three parts, reporting the reconfigurations operated within the publishing fields and reflecting the rythm of the production: 15% of the titles published in 1954-1956, 35% in 1957-1959 and 47% in 1960-1962. From the first intellectual mobilization of autumn 1955 and edition of l'Algérie hors la loi by the Jeanson couple to the torture denunciation campaign of summer 1957, in wich the citizens comities played a major role, a first radicalization is observed. The relative success met by the anticolonialists invalidating the official purpose of "order maintaining operations" urges the publishing houses wich dominate the field to deal with immediate history. As the cultural and political Third World is emerging, the rythm of production increases. A new radicalization arises. The regime crisis of may-june 1958 gives an occasion to deal with the war, not obliging to practice a political openness towards Algerian nationalism. A nationalist edition tries to reverse the anticolonialists campaign, while a literary edition reactivate orientalism.
