The importance of program evaluation for decision making, accountability, and sustainability is examined in this article. Pros and cons of traditional pretest-posttest and posttest-then-retrospective-pretest methodologies are discussed. A case study of Utah’s 4-H mentoring program using a posttest-then-retrospective-pretest design is presented. Furthermore, it is argued that the posttest-then-retrospective-pretest design is a valid, efficient, and cost-effective way to assess program outcomes and impacts.

Eight models that can be used to analyze data from a pretest-posttest design are discussed. Artificial data are used to demonstrate that comparisons among some of the models generate results identical to those obtained by using repeated measures ANOVA. Such results are shown to be potentially misleading. Repeated measures ANOVA is not recommended with pretest-posttest data.

Internal validity is important in assessing teaching demonstrations both for one's knowledge and for quality assessment demanded by outside sources. We describe a method to improve the internal validity of assessments of teaching demonstrations: a 1-group pretest–posttest design with alternative forms.
