Abstract:
Malaria prevention and control programs in Zimbabwe have been hampered by low levels of cooperation by local communities. The study sought to assess the impact of community participation on cooperation in malaria prevention and control programs in Binga, Gokwe and Kariba districts in Zimbabwe. This study is aimed at synthesizing, comparing and contrasting data from these three districts which are, arguably, the most prone to malaria in the country. An intensive and extensive review of related literature was done on the impact of community participation on cooperation in malaria prevention and control. The literature reviewed was focusing on three districts in the country, namely, Binga, Gokwe and Kariba. Typologies of participation were used for the measurement of levels of participation, while analysis was descriptive. Findings revealed that the levels of participation in malaria prevention and control programs in Binga and Gokwe were low, but high in Kariba. The findings from Kariba showed that where the level of community participation was high, cooperation in malaria prevention programs by communities was also high. This study demonstrates the importance of community participation for the success of the malaria prevention and control programs. Although community participation was also very low in Binga and Gokwe malaria prevention and control programs, in Kariba, the program by Save the Children Fund (UK) showed high levels of participation which might have contributed to the high levels of cooperation by community members. Another important issue to emerge from the study is the effectiveness of environmental management methods of vector control, because they are community-based, hence, the success of the Save the Children Fund (UK) program in Binga and Kariba districts. The study revealed that community participation at higher levels on the participation typologies contributes in a significant way to cooperative behavior by community members in malaria prevention and control programs. This is significant, since it improves the effectiveness of malaria control programs. Recommendations made include increased community participation in malaria prevention and control programs to enhance cooperation and educational programs on causes, prevention and treatment of malaria. AbstractCooperation between authorities is a central part of present-day crime prevention in Sweden. At the same time, the idea of cooperation has an extensive heritage within Swedish welfare policy. The purpose of this article is to trace the trajectory of crime prevention and in particular the idea of cooperation as a crime policy solution. Dating back to the post-war decades, cooperation between authorities in an effort to tackle youth crime has also been in line with David Garland’s concept of penal welfarism. While Garland mainly focuses on penal institutions and penal law rather than prevention, cooperation in Sweden shares several characteristics with penal welfarism such as the optimistic belief in expert rule and individualized treatment. The professional expertise that colonized the field of criminal justice was an equally prominent feature of how schools would prevent crime. Against this background I also discuss whether or not the concept of the preventive turn is applicable to the trajectory of crime prevention in Sweden. My conclusion is that the development of crime prevention is best understood as a continuous process dating back to the post-war era’s focus on youth crime, as opposed to a break.

Preventable childhood injuries and deaths are a major public health problem in the United States. In 2000, the most recent year for which mortality data are available, over 10,000 children from birth to age 18 died from unintentional injuries in the United States and nearly 3,000 from the same age group died from homicide or suicide. According to the Childhood Injury Fact Sheet produced by the Centers for Disease Control and Prevention (CDC), “unintentional injuries are the leading cause of death for children one to 21 years of age.”Preventing child fatalities requires further understanding of the causes and circumstances surrounding child deaths. One mechanism for doing this is multidisciplinary child fatality review teams. These teams exist at the state and local level and perform the functions of identifying, reviewing, and recommending preventive measures to reduce the number of preventable child deaths and life-threatening injuries.

The subject of this research is the international relations associated with the development of cooperation in the area of corruption prevention, and the national legal policy of the countries s in this sphere established since the 1970s to the present day. The article determines the trends in development of international cooperation in the area of corruption prevention, reconstructs the dynamics of international legal policy with consideration of the produced subsequent real effect, as well as analyzes the origination of corresponding international initiatives as the crucial factor in their advancement. The article provides periodization of the process of establishment and development of international cooperation in area of corruption prevention: the first stage (1970 – early 1980s) is characterized by the negotiation process oriented towards creation of international normative legal regulation, but appeared to be inefficient in the situation of international tension and collision of interests; the second stage (late 1980s – 2005) is characterized by the transformation of ideology of the international anti-corruption cooperation,  which implies conventional-institutional approach towards international cooperation; the third stage (2005 – present) is marked by the transition towards institutional-procedural mechanism of cooperation. The conclusion is made that the promising victors of international cooperation of the Russian Federation consists in implementation of extraterritorial legal instruments for preventing corruption and adoption of the institutional-procedural approach with essential formal compliance with the international anti-corruption standards.

How to promote product sales and improve platform performance through appropriate advertising communication strategies is not only an actual problem for the P2P platforms that are committed to long-term and stable operations but also an academic problem in marketing.Design/methodology/approachThis study collected a total of 1960 pieces of panel data of the P2P platforms and constructed a panel data analysis model after filtering.FindingsThe empirical analysis reveals the following: the prevention-focus advertising has a greater impact on platform trading volume, compared with the promotion-focus advertising, and the impact is positively significant; the platform which has a third-party cooperation should use promotion-focus advertising, while prevention-focus advertising is a better choice for the platform without a third-party cooperation. Furthermore, the effects of prevention-focus advertising and promotion-focus advertising on the platforms using individual projects and platforms using organization projects differ.Originality/valueThe results of this study have some reference to the selection of advertising communication strategies for the high-risk financial products.

Abstract The central objective of early prevention in Germany is an improved cooperation between professional groups of the health services and child and youth welfare in interprofessional networks. This objective derives from the realisation that proper care for families with infants can only be achieved if the various groups act in close integration. The ‘Federal Initiative early prevention’ explicitly calls for freelance midwives to be integrated in this context. However, only a few scientific findings on midwives’ cooperation in networks of early prevention have been published to date. This integrative review aims to identify the central themes of interprofessional cooperation of midwives in out-of-hospital obstetrical care from national and international research literature. A systematic search of five research databases for publications between 2005 and 2015 was performed, complemented by a manual search. 25 studies were identified describing various contexts where midwives in out-of-hospital obstetrical care cooperate with other professional groups. Four key themes were analysed: contexts of cooperation, benefits of cooperation, facilitating and restrictive factors of cooperation, and competencies of cooperation. The studies show that there is only limited research coverage of the midwives’ perspective regarding interprofessional cooperation. The existing studies examine the cooperation of midwives primarily with health care professionals, and secondarily with professionals in the social services. In order to expand knowledge on the cooperation of freelance midwives in the networks of early prevention, future research should focus on the perspective of midwives regarding cooperation with other professional groups, both in the health care sector and in the field of social services.

The parties must therefore remain open towards one another, be ready to engage in dialogue and share knowledge and experience in the area of the prevention of domestic violence.

ABSTRACT Oil spill prevention and response embody both technical and communication issues. On the technical side, Alyeska Pipeline Service Company/SERVS has worked diligently to provide a major spill prevention program for the transportation of Alaska North Slope crude through the Trans-Alaska Pipeline System (TAPS) from Prudhoe Bay to Hinchinbrook Entrance. Significant reductions to potential risks have been achieved by designing and commissioning new marine equipment for the tanker escorting service and implementing well-coordinated procedures. In addition, the response side continues to be enhanced through focused training by using improved equipment and technologies. Prince William Sound Regional Citizens' Advisory Council's (RCAC) mission includes communications and oversight. The RCAC and Alyeska attempt to work cooperatively at all levels—from concept, to technical analyses, to policy decision making, and through implementation and verification. In that context, stakeholder communication is a continuous challenge for both organizations. This paper discusses the challenges of communicating using a collaborative problem-solving approach.

The research purpose was to describe the preventive efforts of parents in preventing juveniledelinquency. The research design was descriptive and the data was collected with a questionnaire. Thepopulation was 251 parents. The sample was 38 respondents taken by using quota sampling technique.The data collection was conducted in March-April 2015. The survey results revealed that the preventiveefforts of the parents in preventing juvenile delinquency by 84.2% (32 people) in a good category,13.2% (5 people) in a sufficient category and 2.6% (1 person) in a bad category. Preventive efforts inbad category were in a small percentage, but it would have a negative impact if not being handled.Based on the results of the research, it is expected that school provides socialization to the parentsabout the prevention of juvenile delinquency and make a good cooperation in preventing juveniledelinquency.Keywords: Preventive efforts

Background: Dengue is one of the most important vector-borne diseases in Malaysia. Government efforts alone are not sufficient in preventing the disease if people continue to allow the widespread mosquito breeding in their housing compound. Individual or community behavior is an important factor in the prevention of dengue. However, there is no standard instrument to measure the associated factors of dengue preventive behavior. This study commenced to validate and assess the reliability of a newly developed instrument for the constructs measuring factors associated with dengue preventive behavior.Methods: A total of 327 respondents involved in this pilot study, which is a preliminary study to a larger scale study. Exploratory factor analysis (EFA) was employed to explore underlying constructs of the latent variables.Results: From the EFA, 10 factors (knowledge regarding dengue, behavior toward dengue prevention, fear and awareness toward dengue, motivation to adopt preventive behavior, medical practices for dengue fever, cooperation in dengue prevention, perceived susceptibility of dengue, perceived severity of dengue, perceived benefit from practicing dengue preventive behavior, and perceived barrier toward dengue preventive behavior) emerged contributing 63.1 percent of the total variance with the reliability of 0.791.Conclusions: The questionnaire is valid and reliable to measure the associated factors of preventive behavior toward dengue.

Intersectoral cooperation is regarded as a promising strategy in setting-oriented prevention and health promotion for interdepartmental, joint efforts towards improved health equity. This paper deals with models of intersectoral cooperation in municipal health promotion. It frames the methodology and the central results of a literature and database search (on behalf of the Federal Centre for Health Education, BZgA) and presents the partial results regarding the models of intersectoral cooperation. Of 48 publications analyzed for the review, nine publications each present different models of intersectoral cooperation. The models describe typical processes in the context of the joint work as detailed step sequences and formulate general recommendations as success factors of intersectoral cooperation. With reference to the findings of the review, it can be concluded that models for intersectoral cooperation have not yet been systematized and consequently have not been researched for transferability into specific fields of practice.

ABSTRACT The Argentine Coast Guard is a security force acting as police coast guard and providing within its broad scope other outstanding services related to navigation safety and environmental protection. It is an institution with a deep historical background, which finds its roots in the colonial office of Captain of the Port, established by Spain January 8, 1756. This office was regulated by the Spanish Colonial Code until March 8, 1793, when King Charles V enacted the General Ordinances which outlined the main principles that rule the institution today. Those regulations have covered water pollution since 1937, but only in 1977 did the institution start work on the principles laid down by the International Maritime Organization, through the efforts of the Marine Environmental Protection Committee. The first principle is prevention. The second is that anyone who causes pollution is required to pay. In 1979, by Maritime Ordinance 4/79, vessels were allowed a 10-year period (1981–1991) to adjust to these new rules. These developments took place in accordance with MARPOL 73/78, an agreement endorsed by Argentina in 1993. This information was disseminated in Latin America through free courses and technical advisory services.

The article illuminates the dynamics of bilateral cross-border cooperation between two vastly different legal-administrative partners. The analysis utilizes empirical findings of a case study on bilateral Finnish–Russian crime prevention cooperation. Currently, both the differences in national legislations and the fast-changing administrative environment make this cooperation challenging. The case study showed that bilateral cooperation, which is the dominant form of cooperation between EU member states and Russia, is currently affected by disjointed and even competing multilateral and bilateral structures, differences in criminal law and procedure, gaps between international treaties and national legislation, local and regional variations of practices, weak institutional trust and abrupt policy changes. The results indicate that the effectiveness of cross-border networks cannot be assessed strictly in terms of quantitative outcomes. Further long-term development of the cooperation requires both realistic understanding of legal-administrative constraints and strong commitment at the national and supranational political levels. Points for practitioners Future long-term development of cross-border crime prevention cooperation between EU member countries and the Russian Federation requires more flexible crime prevention instruments and institutionalization of joint investigation teams. The optimal model in joint criminal investigations with Russian authorities could be one where the evidence of the protocol of the preliminary investigation could be acquired through direct regional connections between authorities. In practice, this requires a much stronger practical trust between different levels of authorities in the EU member countries and the Russian Federation, reconciliation of differences in national legislations and long-term political commitment at the highest level.

Abstract:
The paper first discusses the characteristics of the current forms of violence at sporting events, especially football games, as well as the factors that lead to the manifestation of violence. Then, the author explains the possibilities of improving social measures in preventing violence at sporting events, in addition to existing measures of situational prevention. In the field of social prevention it is especially emphasized the importance of cooperation between fans and sports clubs and the role of other entities whose activities are important or can be important in the field of social prevention. Traditionally, police and private security sector services have an important role in preventing violence at sports events. However, origin of violence lies mostly outside sports and sporting events are often places for manifestation of violence, which requires measures of social prevention of an equal, if not greater, extent. It can be realistically expected that social prevention measures achieve long-term effects in reducing violence at sporting events. Also, exclusive or dominant situational prevention measures can have short-term impact on reducing this kind of violence.

The objective of the article is to study the international experience of involving citizens in the prevention and fight against crime. The research methodology includes the following legal, general, and special methods: logical method, hermeneutic method, monographic method, comparative legal method, sociological methods, abstract-logical method. The views of Ukrainian and foreign academics on the problem of involving citizens in cooperation with the police to prevent and combat crime are examined. It analyses the experience of individual countries around the world on the peculiarities of involving citizens in crime prevention. It examinesin detail the practice of cooperation of citizens with the police of countries such as the United States, Great Britain, Germany, and a few others. To achieve this objective, the relevant government and regional programmes of these states were studied and the necessary data analyzed. It is concluded that they haveidentified circumstances that prevent the participation of the population in cooperation with the police in Ukraine. As a result, they suggest appropriate ways to solve these problems.

Criminal Policy is a rational organization of the control of crime by society, which can be carried out operationally through a penal or non-penal policy. Reality shows that there is a flaw in penal policy in preventing crime act of corruption in Indonesia. Various efforts have been done to eradicate corruption, starting from law enforcement, political will, legislative policy, establishment of special institutions/commissions, improvement and reformation on bureaucracy, law socialization in various circles, and establishment of international cooperation. Yet, all of those efforts have not yielded maximum results. In Indonesia, corruption is still raging. Therefore, the corruption prevention policy should rely on not only penal policy, but also non-penal policy (systemic policy). The corruption prevention policy using systemic approach is a strategic policy as it is more preventive in dealing with corruption. The main goal of systemic policy is to handle and reduce the causative factors of criminal act of corruption.

How does demographic inclusion in domestic security institutions affect security provision in divided societies? Police officers rely on information from citizens to identify problems and allocate resources efficiently. Where conflict along identity lines erodes trust between citizens and the state, the police face difficulty obtaining information, hindering their ability to provide public safety. I argue that inclusiveness in the police rank-and-file addresses this problem by fostering cooperation from previously excluded segments of society. I test this argument in Israel and its conflict between the Jewish majority and non-Jewish minority. First, a survey of 804 Israeli citizens shows that non-Jews who perceive the police as more inclusive are more willing to provide the police with information. I then use original panel data on police officer demographics at every police station in Israel over a six year period to show that increases in police inclusiveness are associated with decreases in crime.

The article addresses the cooperation between the United Nations and regional organizations, in particular the African Union in the sphere of security and settlement of conflicts. Over the last decade the role of the AU and sub regional organizations has dramatically increased. Through its agencies of ensuring peace and security the African Union is making significant contribution to strengthening stability and promotion of democracy and human rights in Africa. In the beginning of the article authors make a review of the level of security on the African continent and stress the sharpest conflict zones. According to researches one of the most turbulent regions on continent in terms of security is the North-East Africa. Continuing quarter-century war in Somalia, conflict relations between Somalia and Ethiopia, the border crises between Ethiopia and Eritrea, which in the late 20th century turned into the war between the two countries, finally, the number of armed clashes in Sudan attracted the special attention to the region of the entire world community. Authors pay the main attention to the cooperation between the United Nations and the African Union in the sphere of settling regional conflicts and holding peacekeeping operations. In the article the main mechanisms and methods that are used by the United Nations and the African Union to hold peacekeeping operations are analyzed in details. The situation in Somalia and efforts of the United Nations and the African Union that are making towards stabilization in this country are also studied. Authors reveal the basic elements and make a review of the mixed multicomponent peacekeeping operation of the United Nations and the African Union in Sudan. In the conclusion authors stress the measures that could strengthen the strategic cooperation between the United Nations and the African union. According to the authors the most important task is to solve problems of financing joint peacekeeping operations quickly and effectively.

Applying regulatory focus theory to the context of social dilemma situations, the present research demonstrates that individual differences in vigilant, prevention–focused self–regulation predict the tendency to invest private resources to punish uncooperative interaction partners (costly punishment), a behaviour that typically has strong positive effects on the collective level of cooperation. Analyses further support the distinctiveness of the vigilance system proposed in regulatory focus theory (prevention focus) in comparison with general defensive inhibitory tendencies (measured with Carver and White's Behavioral Inhibition System scale). Results document that individual differences in prevention–focused self–regulation but not differences in general defensive inhibitory tendencies are positively related to costly punishment. In sum, the findings indicate that vigilant, prevention–focused self–regulation plays a crucial role in the context of sanctions that enforce cooperation. Copyright © 2013 John Wiley & Sons, Ltd.

The characteristic of youth extremism in the context of destructive way of solving social problems from the standpoint of extremist ideology is given. The main state directions of prevention of youth extremism are systematized and characterized: preventive measures against terrorism, anti-extremist information and education, integration educational courses on intercultural literacy, events organization for the development of social and cultural activity of the individual and the formation of active citizenship. The main vectors of youth extremism prevention, in which a special role is given to social partnership – the system of interaction of state structures and civil society, consolidating efforts in this problem solution. At the same time the effective forms of social and cultural activities aimed at solving the problem: monitoring, patriotic educational activities, organization of creative ethno-oriented evenings, international cultural and creative festivals are described. It is proved that social partnership has sufficient potential to make the process of extremism prevention most effective on the basis of complex interaction of state and public structures involved in the implementation of anti-extremist policy, taking into account religious interests, as well as differentiation of the targeted focus of preventive measures. The basic principles of social partnership are highlighted, without which it is impossible to build effective cooperation: integration and complementarity, confessional parity, targeted orientation. The analysis of social practices realized on the social partnership basis, aimed at intercultural dialogue, international cooperation, patriotism development and civic activity of youth is presented.

Parents should take care of their child's health, physical, spiritual, and moral development. However, society is increasingly facing sexual violence against minors. Insufficient response to sexual violence against minors is due to the latency of this type of crime, lack of awareness of proper prevention entities with the peculiarities of sexual violence against children, improper functioning of the mechanism of interaction, and international cooperation. Given the above, it is urgent to pay attention to the study of international cooperation in the investigation of sexual crimes against minors. The work aims to conduct a study of international cooperation in the investigation of sexual crimes against children. The subject of the research is public relations that arise, change, and end in the process of international cooperation in the investigation of sexual crimes against minors. The methodology of the study are such methods as historical-legal and comparative-legal; formal-logical; empirical; cognitive; method of analogy; and program-target. The study analyzes the specifics of cooperation between different foreign countries in the investigation of sexual crimes against children and identifies issues of such cooperation. The necessity of cooperation is dictated by steadily increasing number of threats, which creates the need for continuous cooperation of numerous entities which, by law, possess the ability to support each other in counteracting these threats remaining in the scope of cognizance of cooperating entities and elimination of the consequences of these threats. On the basis of the agreements, the SFS cooperates with various entities involved in rescue operations, including the Police. Cooperation of the SFS and the Police exists in the area of joint rescue operations, public order enforcement, evacuation, training and exercises, as well as in the scope of prevention. Given the data on cooperation so far, it should be stated that most frequently the cooperation between the SFS and the Police occurs in relation to handling road accidents. In the Polish legal system, permanently perfected, there are various standards regulating the sphere of state security, ensuring which on an appropriate level is one of numerous conditions for the secure existence of the state. Improvement of said system is dictated by the common belief that the security was not, is not, and, undoubtedly, will never be a fixed term, but one that must be constantly strived for. The predominant role in this process is played by public administration, including the State Fire Service. Preparation of the State Fire Service to fully and effectively fulfil the connected with it duties is possible primarily due to the proper organization of cooperation.
