This thesis begins a study of principal series categories in geometric representation theory using the Beilinson-Drinfeld theory of chiral algebras. We study Whittaker objects in the unramified principal series category. This provides an alternative approach to the Arkhipov-Bezrukavnikov theory of Iwahori-Whittaker sheaves that exploits the geometry of the Feigin-Frenkel semi-infinite flag manifold.

Let G be a connected reductive group with a split maximal torus defined over a nonarchimedean local field. I evaluate a matrix coefficient of the unramified principal series of G known as the "Bessel function" at torus elements of dominant coweight. I show that the Bessel function shares many properties with the Macdonald spherical function of G, in particular the properties described in Casselman's 1980 evaluation of that function. The analogy I demonstrate between the Bessel and Macdonald spherical functions extends to an analogy between the spherical Whittaker function, evaluated by Casselman and Shalika in 1980, and a previously unstudied matrix coefficient.

Abstract:
With the growth experienced in the Building Industry, it is increasingly important to have a contract document that can be used on projects that is reasonably acceptable to all parties concerned. The objective of the research was to determine the effectiveness of the Joint Building Contracts Committee Series 2000 Principal Building Agreement (JBCC 2000 PBA)(Edition 4.1, March 2005) currently used in the Building Industry. The literature reviewed and results of quantitative research amongst contractors formed the basis of this study. The study revealed that the JBCC 2000 PBA is the most favourable contract document used by contractors in the Building Industry. With the inclusion of a range of construction guarantee alternatives in the contract document in lieu of the retention clause, more than half of the respondents have indicated that they are in favour of a retention clause to be included in the contract document as an alternative security option. The study also showed that there are still areas of concern with regards to the difficulty in interpreting and implementing numerous clauses of the document and that amendments were made to the document without legal advice, resulting in disputes. The research further also revealed that developing building contractors experience difficulties in general where the JBCC 2000 PBA is used as contract document on projects. There also seems to be no balance of risk between the employer and contractor in most cases where this contract document is used. The research concluded with proposals on revisions to some clauses to ensure a better contract document that will be acceptable to all contractors in the Building Industry and ultimately to be an internationally acceptable document.

This thesis is based on research on financial time series analysis using pattern recognition methods. The first part of this research focuses on univariate time series analysis using different pattern recognition methods. First, probabilities of basic patterns are used to represent the features of a section of time series. This feature can remove noise from the time series by statistical probability. It is experimentally proven that this feature is successful for pattern repeated time series. Second, a multiscale Gaussian gravity as a pattern relationship measurement which can describe the direction of the pattern relationship is introduced to pattern clustering. By searching for the Gaussian-gravity-guided nearest neighbour of each pattern, this clustering method can easily determine the boundaries of the clusters. Third, a method that unsupervised pattern classification can be transformed into multiscale supervised pattern classification by multiscale supervisory time series or multiscale filtered time series is presented. The second part of this research focuses on multivariate time series analysis using pattern recognition. A systematic method is proposed to find the independent variables of a group of share prices by time series clustering, principal component analysis, independent component analysis, and object recognition. The number of dependent variables is reduced and the multivariate time series analysis is simplified by time series clustering and principal component analysis. Independent component analysis aims to find the ideal independent variables of the group of shares. Object recognition is expected to recognize those independent variables which are similar to the independent components. This method provides a new clue to understanding the stock market and to modelling a large time series database.

Abstract:
Post-Earnings-Announcement Drift (PEAD) is commonly accepted in the fields of accounting and finance as evidence for stock market inefficiency. Less accepted are the numerous explanations for this anomaly. This project aims to investigate the cause for PEAD by harnessing the power of machine learning algorithms such as Principle Component Analysis (PCA) and a rule-based learning technique, applied to large stock market data sets. Based on the notion that the market is consumer driven, repeated occurrences of irrational behavior exhibited by traders in response to news events such as earnings reports are uncovered. The project produces findings in support of the PEAD anomaly using non-accounting nor financial methods. In particular, this project finds evidence for delayed price response exhibited in trader behavior, a common manifestation of the PEAD phenomenon.

Elementary students continue to read below proficiency levels. Principals play a key role in the reading programs at their school. The purpose of this study was to identify perceptions of selected elementary principals and teachers regarding the principal's role in the development, implementation, and continuation of an effective series reading program. Through this study, factors contributing to the success or failure of the principal's role in a series reading program were suggested. A qualitative research design was used with semi-structured interviews to determine the perceptions of principals and teachers regarding the role of the principal in the development, implementation, and continuation of a series reading program. Principals and teachers were interviewed from elementary schools in Alabama and Nevada. The findings from the research provide principals and division leaders a compendium of strategies and themes to be used to implement and continue a successful series reading program. The findings suggest that principals empower and motivate teachers and staff to implement new and continue existing reading programs by modeling it themselves, that principals allocate funding for series reading books to add to the collection of books at the school, and that a principal's literacy background and personal experiences influence the effectiveness of a series reading program. Principals and teachers that indicated reading books in a series was beneficial to struggling readers and students new to learning English (L2), and that the series reading program promoted adult-student relationships supportive of increased reading volume. Implications for school leaders and principals are shared as well as suggestions for future research.

The purpose of this paper is to introduce a method for identifying years of anomalous radial growth, which are called atypical years and are characterized by particularly narrow rings for certain trees or sites, and wide for the others. With this aim, we use principal components analysis (PCA) of tree -ring series, where years are the variables and trees or sites are the individuals, even though in classical dendrochronological applications of PCA, the trees or sites are considered as variables and the years as cases. The relevant method is explained and results are given for five cedar forests (Cedrus atlantica (Endl.) Carrière) in Morocco.

Findings from the first two years of a 3-year evaluation of the PROMISE Model pilot are presented in this policy brief that seeks to understand the extent to which school principals know, understand, and act upon research-based principles for English Language Learners (ELL) and their intersection with the California Professional Standards for Educational Leadership related to promoting ELL success. Surveys and focus groups were used to gather data from school principals at fifteen schools throughout Southern California including early childhood, elementary, middle, and high schools. School principals identified several areas where PROMISE serves as a beacon of hope in promoting and validating critical conversations around a collective vision for success for all learners including ELL, bilingual/biliterate, and monolingual students. Educational and policy recommendations are provided for the following areas: 1) recruitment and selection of personnel and professional development; 2) accountability, communication and support; and 3) university-based educational leadership programs. This policy brief concludes with a call for school principals to facilitate the development, implementation, and stewardship of a vision for learning that highlights success for English Learners and shared by the school and district community.

El presente documento de discusión “Planificación y Priorización en el Desarrollo de Infraestructura, y el rol de la Asociaciones Público-Privadas” recoge las principales conclusiones y recomendaciones derivadas de los debates de ese grupo temático, y pretende contribuir a la consolidación de un ambiente de intercambio de conocimiento en infraestructura y APP en la región, ofreciendo mejores prácticas en busca de una coordinación eficiente de los ciclos de inversión, presupuestario y de financiamiento en América Latina y Caribe.

Los Documentos de Discusión - PPP Américas 2021 componen una serie de textos desarrollados en preparación de la X Edición del PPP Américas, el principal foro de Asociaciones Público-Privadas (APP) de América Latina y el Caribe (ALC), organizado cada dos años por el Banco Interamericano de Desarrollo (BID). Con motivo de la edición del PPP Américas 2021, se reunieron ocho grupos temáticos de expertos, profesionales, consultores y académicos involucrados directamente en la planificación, identificación, estructuración y gestión de proyectos de infraestructura mediante Asociaciones Público-Privadas (APP) en los países de la región. Los grupos, bajo la coordinación de especialistas del BID, revisaron los principales temas de interés y actualidad en el ámbito de las APP en infraestructura económica y social, con el objeto de intercambiar experiencias, debatir casos de éxito y lecciones aprendidas. El presente documento constituye la primera de cuatro publicaciones de la serie Camino hacia la inclusión educativa: 4 pasos para la construcción de sistemas de protección de trayectorias. El objetivo de esta serie es constituirse en una guía para ministerios y secretarías de Educación de la región interesadas en el diseño y la implementación de sistemas de protección de trayectorias. La serie consolida el conocimiento existente sobre la protección de las trayectorias educativas de los estudiantes, en un contexto en el que el desafío de la exclusión en América Latina y el Caribe (ALC) es cada vez más extenso. Esta primera publicación tiene por objetivo introducir los sistemas de protección de trayectorias, con una exposición que abarca desde su conceptualización y sus objetivos hasta sus dos principales componentes: detección e intervención. Además, presenta un breve panorama de la exclusión educativa en ALC, junto con una revisión de la literatura sobre los principales factores que inciden en la desvinculación de los estudiantes. Por último, detalla lecciones aprendidas y recomendaciones para poner en marcha sistemas de protección de trayectorias educativas.

Brasil experimentó y aún experimenta un rápido proceso de envejecimiento poblacional, de modo más o menos acentuado, como en otros países en desarrollo en América Latina y el Caribe. La transición demográfica y epidemiológica, sumada a las mejores condiciones de vida de la población en las últimas décadas, ha garantizado un aumento en la expectativa de vida de los brasileños sin precedentes (IBGE 2015). Al mismo tiempo, el país ha experimentado un cambio social relacionado con las personas mayores. Si bien el número de adulto mayores económica y físicamente activos ha aumentado, también lo ha hecho el número de adultos mayores con dependencia funcional. El patrón usual del cuidado provisto por las familias se ha transformado a lo largo de los años, aumentando la carga principalmente de las mujeres, quienes cumplen jornada de trabajo formal e informal, dejando a esta población adulta mayor dependiente y a sus familias más necesitadas de apoyo y cuidados. Esta Nota Técnica es publicada conjuntamente por el Banco Interamericano de Desarrollo (BID) y por el Programa de la Unión Europea EUROsociAL, como parte de una serie de estudios sobre envejecimiento y atención a personas en situación de dependencia, disponibles en la página web "Panorama de Envejecimiento y Atención a la Dependencia" del BID. Su principal objetivo es describir las condiciones de salud de la población adulta mayor con dependencia en Brasil, además de caracterizar a esta población en relación a su perfil socioeconómico y demográfico. También se describen las principales políticas públicas y ofertas de servicios para las personas mayores con dependencia, incluyendo el sector público, privado y sin fines de lucro. Debido al modelo organizativo federalista, donde municipios y estados tienen autonomía para adherirse a programas y políticas del gobierno federal, las acciones no son homogéneas en todo el territorio. Buscando presentar un análisis con credibilidad de la realidad brasileña, se optó por presentar, además, de un estudio de caso del estado de São Paulo y de tres de sus municipios (São Paulo, Caraguatatuba y Taguaí), con portes poblacionales diferentes.

Contiene directrices y recomendaciones para fortalecer la operación de este programa en cinco aspectos principales: 1) los criterios para la determinación del nivel de la pensión universal no contributiva; 2) el diseño de esquemas de integración de la pensión universal no contributiva con el pilar contributivo del régimen general; 3) el análisis de alternativas de articulación de la pensión universal con los beneficios previsionales otorgados por otros regímenes contributivos; 4) la evaluación de las fuentes de financiamiento de la pensión, y 5) los mecanismos de actualización del monto de la pensión para preservar su valor real en el tiempo.

Este documento describe, según información disponible, las condiciones de salud y dependencia de la población adulta mayor en Ecuador y las principales características sociodemográficas y económicas de este grupo. Analiza también la oferta de servicios de atención a la dependencia, la normatividad en materia de envejecimiento y discapacidad, así como el papel del gobierno y del sector privado en la provisión de servicios. El análisis realizado permitió identificar que el marco normativo contiene los derechos de seguridad y cuidado de las personas mayores. Sin embargo, se necesita todavía fortalecer la institucionalidad para permitir que esto se cumpla a cabalidad. Es por lo anterior que emergen una serie de recomendaciones que buscan apoyar el proceso de generación de un sistema de cuidados que tenga una mirada integral de las necesidades de las personas mayores y que considere las necesidades de las personas cuidadoras.

Abstract:
Este documento hace parte de una serie de iniciativas impulsadas por el Banco Interamericano de Desarrollo (BID) para aportar herramientas e instrumentos que le sirvan al sector logístico de República Dominicana (RD) a la definición de estrategias de resiliencia ante las consecuencias económicas que sufrió el sector por cuenta de la emergencia de salud que se vive a nivel mundial por el COVID-19. La propagación de la pandemia, obligó a las autoridades a tomar una serie de medidas que provocaron en República Dominicana una caída drástica del turismo por la falta de vuelos comerciales, así como una disminución en la demanda de productos no esenciales y esenciales que antes eran demandados en gran proporción por este sector. A lo anterior se sumaron situaciones específicas que impactaron el normal comportamiento de las cadenas de suministro, como: la interrupción de las exportaciones que empleaban los vuelos comerciales; los retrasos en las gestiones aduaneras; el aprovisionamiento masivo por la población de elementos de protección personal para evitar el contagio; el desabastecimiento inicial y la subida del precio del material sanitario de protección individual; el cambio de hábitos de comportamiento para evitar el contacto físico, directo o indirecto, con otras personas; el incremento del comercio online, tanto nacional como internacional; la suspensión de empleos por la falta de actividad en muchos sectores, especialmente en los no esenciales; y en general la caída de la actividad económica. Ante esta situación, en este documento se presenta una diagramación de las principales cadenas de suministro de productos esenciales, en estado de normalidad, identificando actores, tiempos y costos; de tal forma que sirvan al estado dominicano como insumo para la definición de estrategias de seguridad nacional, ante situaciones como las vividas con la pandemia.

Las previsiones de retroceso económico y social en América Latina y el Caribe son alarmantes. La COVID-19 golpea con fuerza la región marcada que tendrá que afrontar una contracción del 9,4%, una de las más severas en todo el planeta. La desigualdad, la informalidad y la insuficiente dotación sanitaria lastran las posibilidades de hacer frente a la pandemia. Pero son los más vulnerables quienes asumen el costo, hasta 52 millones de personas que podrían caer en la pobreza y 40 millones podrían perder sus empleos, un retroceso de 15 años para la región. Pero la COVID-19 no afecta a todos por igual, una élite se mantiene inmune al contagio de la crisis económica. Desde el principio de los confinamientos, hay 8 nuevos milmillonarios en América Latina y el Caribe, personas con un patrimonio superior a los mil millones de dólares. Las personas más ricas han aumentado su fortuna en US$ 48 200 millones desde marzo 2020, lo que equivale a un tercio del total de los paquetes de estímulo de todos los países de la región. Para hacer frente a esta crisis tan profunda, Oxfam propone una serie de reformas que recaigan sobre quienes más tienen y menos han sufrido la pandemia. Entre otros un impuesto sobre el patrimonio neto de las personas más ricas con el que se podría recaudar al menos US$ 14 260 millones, 50 veces más de lo que ahora se estaría recaudando sobre esta élite de grandes fortunas. In the context of the COVID-19 pandemic, forecasts for economic and social decline in Latin America and the Caribbean are alarming. The region will face a 9.4% contraction in its economy, among the most severe in the world. Coping with the pandemic is hindered by inequality, weak and insufficient social protection and limited public health capabilities. Up to 52 million people could fall into poverty and 40 million could lose their jobs – a 15-year setback for the region. Yet, an elite remains ‘immune’ to the contagion of the economic crisis. Since the beginning of the pandemic, there have been 8 new billionaires in LAC: 1 every 2 weeks since the lockdowns began. The richest people have increased their fortune by $48.2bn since March 2020, equivalent to a third of the total stimulus packages of all countries in the region. In this paper, Oxfam proposes a series of reforms targeting those who have being less affected by the pandemic. They include a net wealth tax that could potentially generate $14.3bn, 50 times more than billionaires in the region pay now in theory, under current tax systems.
