Abstract The social rules of a universal market economy, created by globalization, are based on the standards adopted by the ILO since 1919. Among them a special role belongs to fundamental principles and rights at work, comprised in an ILO Declaration in 1998. They provide for freedom of association, collective bargaining and the elimination of child and forced labour and discrimination. There is a growing debate on how other standards should be linked to fundamental rights and not seen as less important instruments. Technical cooperation has demonstrated that, in any case, implementing fundamental rights leads to strengthening of law and practice on wages, social security and occupational safety and health. All international labour standards (Conventions, Recommendations and Protocols) are derived from the labour principles of the ILO Constitution, and they are closely connected with one another. While the role of the state remains crucial—especially in times of crisis—much of the implementation of labour standards should be achieved through collective bargaining and other negotiations, while voluntary agreements between the social partners are generally legally binding.

AbstractThe application of microbial based biopesticides has become a sustainable alternative to the use of chemicals to prevent yield losses due to plant pathogens. However, microbial based biopesticides are often unsuccessfully formulated and do not meet the demanding regulatory standards required by the agencies, which hinders their commercialization. Hence, an outline on the approaches to attain more effective formulations might be useful for the development of future more effective products.With this aim, this chapter reports the current state of biocontrol strategies and describes the principles of microbial biocontrol formulations. Emphasis is placed on techniques and tools available for the development and characterisation of microbial products. To provide glimpses on the possible formulations, the different existing additives, carriers, inoculation techniques and formulation types are exhaustively reviewed. Finally, requirements and principles for efficacy evaluation of plant protection products in the European Union are included (see Chaps. 10.1007/978-3-030-53238-3_11, 10.1007/978-3-030-53238-3_18 and 10.1007/978-3-030-53238-3_19).

Chapter 5 studies in depth the risk-based approach to data protection, including its rationale and its scope. It shows that it is only a partial implementation of meta regulation. Contrary to meta regulation, it refrains from delegating the regulatory function of standard setting to the regulatees. Instead of addressing all of the issues associated with the “diagnosis-prescription”diagnosis-prescription| flaw associated with command and” control (ie the selection of standards that will lead to satisfactory regulatory outcomes, and the adequate implementation/compliance with the latter), it only focuses on the better implementation of the data protection provisions. In any case, it is also predicated upon the responsibilisation, and hence, the risk transformation of data controllers’ activities. Such responsibilisation is to be found in the modern principle of accountability. Beyond the GDPR, many contemporary statutes have adopted a similar risk-based approach (even though not explicitly named as such). These include Canada’s PIPEDAPIPEDA|, Council of Europe Convention 108+Convention 108+|, etc. These various statutes are discussed and contrasted. Key to the discussion are issues such as the safeguards and type of regulatory collaboration these statutes provide for (eg data protection impact assessment), or how the risk management obligations fare in comparison to the ISO 31000 risk management StandardISO:31000 risk management Standard 2009|, which can be considered the canon in this matter. Finally, this chapter also examines a number of policy proposals that featured a different type of risk-based approach. Namely, one that espouses meta regulation’s delegation of the standard setting function to the regulatees.
