Abstract:
In a conversation, it definitely requires a principle of cooperation, so that the speech partner can understand what the speaker is saying. However, often between speakers or their interlocutors violate conversations which can result in a violation of the principle of cooperation. So that this research was made with the aim of knowing the implementation and violation of the cooperative principle contained in the Stand-Up Comedy Season 2 conversation. note in the process of data collection stage. As a result, the researcher found several utterances that implemented or violated the cooperative principle in a conversation on the Stand-Up Comedy Season 2. The results were in the form of three conversations which were maxims of quality (one utterance did not violate the maxim of quality and two utterances violated the maxim of quality). Two conversations of maxim of quantity (one utterance violates and one utterance does not violate maxim of quantity). Three conversations are maxims of relevance (two utterances do not violate and one utterance violates maxims of relevance). Abstract:
This study aims to examine various interpretations of the principle of cooperation. The principle of cooperation (CP) was first proposed by H.P. Grice in a series of lectures given in 1967. Grice's most influential contribution to linguistics was his theory of implicature. He illustrated that communication follows what he calls the Cooperative Principle (CP) and argues that the fundamental assumption we make when we speak is that we try to work together to build meaningful conversations (1975). The principle of Grice's Cooperation has become controversial in pragmatics. The main source of controversy related to CP is that the term "cooperation" is open to different interpretations. This article uses descriptive qualitative methods. As for the results of the study of this article, the principle of cooperation has always tended to focus too much on the term 'cooperation', rather than looking at and examining the principle titles for motivation given by Grice to the mechanisms that he has identified.

Abstract:
This paper describes the application of the theory of the principle of cooperation in a prayer competition event held by one of the famous television stations in Egypt, namely Iqra 'Al-Fadhaiyyah. The data from this research are theutterances delivered by all speech participants (jury, presenters, participants) who are in the event. Using thetheory coined by Paul Grice Herbeur, namely the theory of the principle of cooperation which includes four maxims (rules): maxim of quantity, maxim of quality, maxim of relevance and maxim of manner. Next, it discusses the factors that cause violations of the cooperative principle using the SPEAKING theory which was coined by Dell Hymes. The data obtained in this study were 59 pairs of utterances which included compliance with the principle of cooperation, violations of the principle of cooperation and the factors causing violations of the principle of cooperation.

Abstract:
This study aimed to describe the performance of communication effectiveness in terms of the use of the principle of cooperation in verbal communication by legislative officials and city level party leaders in West Sumatra. This type of research is qualitative research with descriptive methods. The data of this study are utterances used by legislative officials and city level party leaders in West Sumatra. Data is collected in the following way, (1) downloading video recordings in the form of speeches or interviews from legislative officials and city-level party leaders in West Sumatra from Youtube social media, (2) transcribing video recordings of city-level legislative and party leaders in West Sumatra, (3) observing and analyzing all utterances which are included in language performance and communication politeness, (4) giving code to data which is included in language performance and communication politeness. After all the data is collected, the data is then analyzed by the following steps, (1) identifying data in the form of videos containing interviews and speeches, (2) data then entered into the performance format using the principle of cooperation, (3) data grouped and inserted into part of the principle of cooperation, (4) matching data and giving opinions on data on the principle of cooperation, (5) concluding data included in the principle of cooperation. Based on the results of the research and discussion, it can be concluded that Indonesian Language Performance in Terms of Use of the Principles of Cooperation in Oral Communication by Legislative Officials and Party Leaders The City level in West Sumatra is dominated by the conformity of the cooperative principle of 73%.Keywords: communication, politeness, legislative officials, Youtube

Abstract Despite its theoretical significance, Paul Grice’s CP, as the heart of classic and neo-Gricean pragmatics, has been a bone of contention for the last four decades for both Western and Eastern scholarship. This study addresses the contribution of four Chinese pragmaticians to the anti-CP principles: Guanlian Qian, Meizhen Liao, and Yameng Liu and Chunshen Zhu, focusing on the latter two. We briefly discuss Liao’s Goal Principle (GP) and Liu and Zhu’s Non-Cooperative Principle (NCP), which challenge Grice’s CP head-on. It points out that Liao’s GP is loaded with neo-Gricean pragmatic value as an alternative interpretation of CP but is not deemed “more applicable” as they claim, and that the NCP of Liu and Zhu, based on their CP query, sheds some light on neo-Gricean pragmatics and rhetoric, and yet calls for suspicion of their NCP as an “antistrophos/counterpart rhetoric-principle.” We maintain that cooperation in CP suggests pragma-philosophical cooperativeness or cooperationality between rational humans and that it applies to pragmatics and rhetoric alike, as well as to forensic, daily, and rhetorical utterances. It seems that so-called “non-cooperation in cooperation” or “cooperation in non-cooperation” is only logico-semantic non-cooperation, deeply rooted in the soil of pragma-philosophical cooperativeness or cooperationality.

The main issues elaborated in this legal research are the legal principles of tender during a pre-contractual stage and the principles of contract law on Cooperation Contract known as Production Sharing Contract (PSC) based on Laws Number 22 Of 2001 Concerning Oil and Gas. The type of this research is normative study and the approach of this research are conceptual approach, statute approach, and case approach. There are two results in this research. Firstly, in the process of tender during a pre-contractual stage of Cooperation Contract, the principles of responsive competition, transparency and the principle of accountability must be applied. The principle of responsive competition is the most important to be implemented since the tender process produces a competition to get a working area. In addition, the tender process of Cooperation Contract is also related to the principles of transparency and accountability that plays to protectthe interests ofthe state and to get a competent contractor.Secondly, in formation and performance of the Cooperation Contract, the principle of proportionality sharing should be emphasized, especially when formulating the proportion of production sharing. Cooperation Contract is also related to the principle of transparency that plays an important role on state revenues from the upstream oil and gas business activities, because a transparent process will result in optimal outcomes. Finally, in Cooperation Contract, the principles of responsive competition, transparency, accountability, and the principle of proportionality sharing should be clearly stated in the rules and legal norms.

Abstract:
The principal purpose of the article at hand is to elucidate the conditions on which Member States’ public authorities – in particular, local authorities – are allowed, without observing the principles and rules that emanate from the EU’s procurement directives, to enter into cooperation agreements for the performance of public tasks. Based on the principle of administrative autonomy of Member States, the relevant conditions were initially elaborated by the European Court of Justice in the Stadtreinigung Hamburg ruling and the ensuing case law. By and large, these conditions are reflected in the 2014 procurement directives. The article concludes that the new directives, in several regards, expand the possibilities of using cooperation agreements. The main principle that restricts recourse to such agreements is the prohibition against abusing the resulting joint ventures to engage in business activities. Several questions are as yet in dispute and may come to require settlement by way of preliminary rulings from the European Court of Justice.

Abstract The aim of the paper is to establish a relation between the cooperative principle formulated by H.P. Grice in pragmatics and the principle of sincere cooperation laid down in the founding Treaties on the European Union and interpretated by the Court of Justice of the European Union, intimately linked to the ethical imperative of cooperation, in a cultural framework shared by the Member States. The key concepts are ratio and value and the case-law analysed is provided by the recent cases of the Romanian magistrates. The principle of cooperation reasserted also as the Cooperation and Verification Mechanism is the main obligation and it implies compliance with agreements and action to obtain certain effects.

The paper presents that the scope of this desideratum, to obtain an adequate decision, undergoes a process in which the parties are symmetrical in the proceedings, effectively influencing the decisions taken by the magistrate, who will only be isolated from the parties at the time of the ruling and not at the construction of the proceedings. It starts from a publicist ideal, from a democratic model of process forged through extensive dialogue between the parties and the magistrate, and the resulting dialecticism promotes a genuine contradictory, changing the design of the aphorisms mihi factum dabo tibi ius and iura novit curia, because everyone should contribute to the social peace, with no surprises. The collaboration between the parties brings duties for all parties with no exception, but the most important role belongs to the magistrate, which entails clarification duties, prevention, dialogue and aid. The parties serve diverse interests and contribute little, especially since there is a gap between them, which is exactly the reason of the litigation, including the right against self-incrimination principle. However, they cooperate with the duty of good faith. The study also faces another problem, which is the question of whether or not cooperation is a principle, not as predominant orientation, but as normative species. Finally, for the formation of a cooperative and democratic process, everyone should conduct the process as a working community<br>A presente dissertação tem como propósito desvelar o significado de um processo estruturado cooperativamente, o que, em tese, implica decisão de mérito em tempo razoável, que seja justa e efetiva. O trabalho expõe que o alcance desse desiderato, para a obtenção de uma decisão adequada, passa por um processo em que as partes são simétricas na condução do processo e influenciam efetivamente nas decisões tomadas pelo magistrado, para que este seja isolado somente no momento em que proferir a decisão, e não na sua construção. Parte de um ideal publicista, de um modelo processual democrático forjado através do amplo diálogo entre as partes e o juiz, e essa dialeticidade promove um contraditório genuíno, mudando a concepção dos aforismos mihi factum dabo tibi ius e iura novit curia, pois todos devem contribuir para que seja atingida a pacificação social, sem surpresas. A colaboração entre os sujeitos correspondem deveres para todos, sem exceção, mas o juiz exerce o papel mais importante, haja vista que possui deveres de esclarecimento, prevenção, diálogo e auxílio. As partes atendem a interesses diversos e pouco contribuem, sobretudo porque há um hiato entre elas, que é exatamente a razão da litigiosidade, inclusive não podem se autoincriminar. No entanto, elas cooperam com o dever de boa-fé. O trabalho também enfrenta outra problemática, que é definir se cooperação é ou não um princípio, não como orientação preponderante, mas como espécie normativa. The study was developed with the methodical orientation of the deductive approach and the technical of the literature search. This study aims, in a first moment, reinforce the need of reorganization measures of the process regarding the organization and preparation of the lawsuit to the fnal phase and setting up the necessary rules, so that the process can reach its highest and best efficiency. Secondly, realize a new meaning of this well-known subject, with the provocations brought up hereby, which can be very useful to modernize the Brazilian Civil Process System. For this purpose, and before getting in the current reality, which is the result of the effectiveness of of Civil Procedure Code of 2015, we need to draw some considerations about the foreign influences on the issue and prepare a brief summary of the development of the reorganization measures in Brazilian’s law. It’s important to demonstrate, as well, objectively, the deficiencies in the previous model - the Civil Procedure Code of 1973 - and the reasons of its failure. In a brief conclusion, we can say that the absolute lack of awareness of the parties and the judges in the use of the old technical proposed in the previous procedural law was a major cause of loss of efficiency in the reorganization measures phase, which was completed with the "reorganization measure instruction". The innovations introduced by the Civil Procedure Code of 2015 promote the existence of a civil process in cooperation with several legal possibilities for the realization of a democratic and effective restructuring process, for the benefit of all parties involved in the process. The reorganization measures phase of the process and its decision serves as a judgment guide of the lawsuit, whose the content should be worked by the judge and the parties. In a law democratic state, it is right and appropriate to guarantee the “full right of adversarial exercise”; in particular, the judge must necessarily provide the parties (jointly or separately) the grounds of his judgment, based on the fact and the law. The Reorganization, in the context of procedural motion, is the main phase and enables the State, represented by the judge,to exercise the judicial activity in a technical manner, appropriate, effective and equitable<br>O saneamento do processo é o foco desta tese. Apesar de ser um tema clássico e de ter assimilado várias influências e reconfigurações ao longo do tempo, a fase de saneamento é muito importante na consecução da principal finalidade do processo civil: a outorga rápida e eficiente da prestação jurisdicional. O estudo, que se desenvolve com a orientação metodológica da abordagem dedutiva e da técnica de pesquisa bibliográfica, pretende, em um primeiro plano, reforçar a necessidade de o saneamento do processo ser realizado com vistas a organizar e preparar a demanda para a sua fase final, definindo-se todas as regras necessárias para que o processo venha a alcançar o seu maior e melhor rendimento; em segundo, realizar uma nova leitura sobre uma temática considerada bem conhecida por todos, de modo a fazer com que as provocações aqui trazidas possam ser muito úteis à modernização do sistema processual civil brasileiro. Para esse propósito, e antes de adentrar a realidade atual fruto da vigência do Código de Processo Civil de 2015, será necessário traçar algumas considerações a respeito das influências estrangeiras sobre o tema e elaborar um breve resumo a respeito do desenvolvimento da fase de saneamento no direito brasileiro, importante para demonstrar de forma objetiva as deficiências existentes no modelo anterior – do Código de Processo Civil de 1973 – e as razões do seu fracasso. Em breve conclusão, pode-se afirmar que a absoluta falta de consciência das partes e dos juízes na utilização da técnica proposta pelo antigo ordenamento processual foram um grande motivo de perda de eficiência da fase de saneamento, a qual era concluída com o “despacho saneador”. As inovações trazidas pelo CPC de 2015 estimulam a existência de um processo civil desenvolvido em regime de colaboração, com várias oportunidades legais para a realização de uma atividade saneadora democrática e efetiva, em benefício de todos os sujeitos do processo. A fase de saneamento do processo e a decisão saneadora que dele advém servem a todos como um verdadeiro roteiro de julgamento da demanda, cujo conteúdo deve ser construído em conjunto – o juiz e as partes. Em um Estado Democrático de Direito é justo e adequado que seja garantido o pleno exercício do contraditório e, principalmente, facultada às partes a indicação (conjunta ou não) das questões de fato e de direito que, na sua visão, devem obrigatoriamente ser objeto de apreciação do juiz em sua sentença. Els principis cooperatius són, unes directrius generals que han de presidir, la vida de les cooperatives i tota legislació sobre aquest model de societats. No són principis immutables, sinó línies de conducta societàries que han de tenir-se presents. Alguna de les nostres lleis els han recollit explícitament (1974 en el seu article 2.1), o amb remissió a ells com en la *LGC (1987, article 1.3), o com la *LCC (2002 article 1º). Tots els principis són importants però aquest treball s'encamina, al de la "Lliure adhesió i baixa voluntària", conegut com a "porta oberta". La tesi s'inicia amb un Capítol Primer on s'estudien els principis cooperatius per continuar en un Segundo amb l'estudi del principi esmentat, la seva formulació per la A.C.I. i el seu acolliment per la legislació espanyola. El Capítol Tercer aborda el principi i la seva influència en l'estructura financera, seguint el treball amb el Capítol Quart que constitueix el centre de l'esforç investigador en la legislació catalana vigent, així com els efectes econòmics de la baixa del soci en la *LCC, *LECoop supletòria, en l'especial per a cooperatives de crèdit i en el dret cooperatiu autonòmic espanyol.<br>Los principios cooperativos son, unas directrices generales que han de presidir, la vida de las cooperativas y toda legislación sobre este modelo de sociedades. The interest in this investigation is justit1ed by the need to find the basis of and to give answers to difficulties on the integration, implementation and compliance of environment protection rules by the States. On the other hand, the prevention and the promotion of compliance are identified as primary purposes herein. Thus, the assistance mechanisms provided in the Treaties form part of a strategy destined to promote a new culture of environmental protection necessary for damage prevention and compliance with the environmental protection rules. The valorative basis of such international practice, which is pragmatically verified by means of cooperation, s the principle of solidarity, a fundamental value of the International Law and, in particular, the Environmental International Law. The principle of solidarity, in this study, figures as a landmark and a pillar to the operation and control of compliance with the States' obligations in two dimensions: international solidarity among States in order to defend the common interests of humankind; and intergenerational solidarity in order to ensure the environment preservation for present and future generations. O presente trabalho tem por escopo o estudo dos deveres de lealdade e cooperação intersubjetiva no direito processual civil brasileiro. Para tanto, parte-se do estudo do Processo Civil Constitucional, investigando temas como neoconstitucionalismo, neoprocessualismo e a teoria do diálogo das fontes como critério de aplicação do direito. Com esta análise, serão verificadas as opiniões de muitos teóricos acerca do conceito e do papel desempenhado pelos princípios, sobrelevando a importância do estudo dos princípios constitucionais aplicáveis ao processo, além de buscar uma breve distinção entre princípios e cláusulas gerais. Também se faz uma ponderação sobre o estudo da ideologia no processo, analisando as críticas e as respostas àqueles que entendem o dever de cooperação como traço autoritário do processo civil, além de trazer as advertências quanto ao uso excessivo dos institutos, e analisar os mecanismos de controle de aplicação. O trabalho ainda versa sobre a evolução conceitual do princípio do contraditório, e a sua correlação com o dever de cooperação, assim como sugere como premissas de aplicação adequada a boa-fé objetiva e a teoria do abuso do direito. O texto também analisa a natureza jurídica da cooperação processual, se ônus ou dever, para em seguida investigar a aplicação em relação aos sujeitos processuais, notadamente, as partes, seus procuradores e o juiz. Na última parte do seu desenvolvimento, a pesquisa passa a verificar a correlação entre os deveres de cooperação, lealdade e boa-fé processual perante o abuso do direito de ação, o abuso do direito de defesa, o dever de veracidade, a litigância de má-fé, o procedimento e a possibilidade de flexibilização, em matéria probatória (verificando, inclusive, quanto à flexibilização das regras de ônus da prova), as questões cognoscíveis de ofício (em especial, o conhecimento oficioso da prescrição), nos recursos e na fase de cumprimento de sentença e no processo execução. Por derradeiro, buscam-se algumas outras aplicações exemplificativas em searas específicas do processo civil brasileiro.<br>The scope of the present work is to study the loyalty and intersubjective cooperation in the brazilian civil procedural law. Therefore, it starts from the Constitucional Civil Process conception, investigating matters as neoconstitutionalism, neoprocessualism and the theory of dialogue of sources as law application criterion. With this analysis, will be checked the views of many theorists about the concept and role of principles, stressing the importance of the study of constitutional principles applicable to the process, in addition to seeking a brief distinction between principles and general clauses. It also considers the study of the procedural ideology, by analyzing the criticsms and the response to those who understand the duty of cooperation as an authoritarian trace of civil procedural law, besides to warn about the \"overuse\" of institutions and to analyze control mechanisms application. The work also deals with the conceptual evolution of the adversarial principle, and its correlation with the duty of cooperation, as well as suggests objective good faith and the abuse of rights theories as premises of its correct application. The text also examines the legal nature of cooperation procedure, if it is a burden or a duty, to then investigate the application in relation to procedural subjects, notably the parties, their attorneys and the judge. In the last part of the research´s development, it shall verify the correlation between the duties of cooperation, loyalty, and procedural good faith in face to the abuse of the right to sue, abuse of the right of defense, the duty of truthfulness, litigation in bad faith, the proceedings and its flexibilization, proof matters (checking, also, the relaxation of the rules regarding the burden of proof), the issues that can be decided by the judge without requirement (especially, the prescription), appealing and phase of sentence enforcement and execution process. For the last, the survey seeks up some other exemplificative applications in specific areas of Brazilian civil procedural law.

Este trabalho visa a realizar uma análise sistemática das diversas normas do Código de Processo Civil que tratam do abuso de situações jurídicas processuais. O tratamento desse tema é dividido em quatro partes. Em primeiro lugar, analisa-se a teoria geral do abuso do processo, que abrange a evolução histórica do abuso processual, a adoção da teoria do abuso do direito oriunda do Direito privado, os fundamentos da prevenção e da repressão dos comportamentos abusivos, os elementos essenciais que caracterizam o abuso do processo (objeto, sujeitos e requisitos do ato processual abusivo) e a discussão acerca da ilicitude do ato processual abusivo. Em seguida, considerando os elementos caracterizadores do abuso do processo, são identificadas e estudadas as hipóteses de abuso de situações jurídicas processuais previstas no Código de Processo Civil brasileiro. A terceira seção deste trabalho é dedicada às consequências jurídicas do abuso do processo e a algumas questões referentes à aplicação de sanções. Finalmente, na quarta parte, procede-se ao exame dos mecanismos destinados a prevenir o abuso de situações jurídicas processuais.<br>This work aims to do a systematic analysis of the different norms of the Brazilian Civil Procedure Code that deals with the abuse of procedural rights. The treatment of this subject is divided into four sections. In the first place, it analyses the general theory of abuse of process, which includes the historical evolution of abuse of process, the adoption of the theory of abuse of rights from civil law, the foundations of prevention and repression of abusive behaviors, the essential elements that characterize the abuse of process (its object, its subjects and the requisites of the abusive procedural act) and the discussion about the unlawfulness of the abusive procedural act. Subsequently, considering the distinguishing elements of abuse of process, it identifies and studies the fattispecies of abuse of procedural rights contained in the Brazilian Civil Procedure Code. The third section of this work is dedicated to the legal consequences of abuse of process and to some questions related to the application of sanctions. Finally, in the fourth section, it examines the legal devices aimed at preventing abuse of procedural rights.

Internet technology provides a convenient and low-cost platform for the cooperation among two or more manufacturers. Industrial alliance is a networked cooperative enterprise group linked by the similar product and technology relying on such an Internet platform coupled with supporting cooperation system. However, with increasing bulkiness and complexity of the cooperation system, it is a significant issue in industrial alliance to simplify the cooperation style among these manufacturers. The hierarchical industrial alliance is always classified into alliance level, enterprises level and departments level. Based on the self-similarity principle of fractal, the paper analyzes the similarity concerning both function structure and workflow of the industrial alliance. To describe these self-similar organizations at different levels while developing information system, fractal-agent theory is raised here. Moreover, based on the fractal-agent theory, a new cooperation style of industrial alliance is put forward, by which a cooperation pool of fractal-agents and the multi-level nested dynamic sub-alliance can be established to simplify their cooperation activities. It’s practically proved that the technology can efficiently enable the industrial alliance to fulfill rapid reconfiguration.

This study aimed to identify the perceptions of the special education teacher and families of children with disabilities about cooperative partnership in the primary stage, specifically in the age group from 6 to 11 years, in order to contribute to providing a vision that can be relied upon in facing the challenges and obstacles that prevent cooperative partnership between families of children, people with disabilities and a special education teacher. The study followed the quantitative and qualitative approach to its relevance to the nature of the study. The study sample consisted of a teacher specializing in the field of special education and eight families from the families of students with disabilities in one of the integration elementary schools for girls affiliated to the Ministry of Education and Higher Education in Qatar. In collecting the data, the researcher used the cooperation and interview scale prepared by Batoul Khalifa 2017. The results of the study found that there are statistically significant differences between the order of the principles of cooperative partnership of the special education teacher and the families of students with disabilities in relation to the principle of family rights and social media. As the overall principles of cooperative partnership of the special education teacher achieved the final percentages, while the results of the principle of family rights and social media among the families of students with disabilities ranged between 33% and 36%. The study also found the relationship of the perceptions of families of students with disabilities about communicating with the educational level of the family, as university and secondary education occupied 44%, compared to only 12% for the average educational level, and the principle of communication among the families of students with disabilities reached 80%.

This article has as a starting point the definition of the concept of ecological principles. Then, after classification of the principles of ecology (domestic principles and international principles), we present and critically analyze and compare the main principles in the field of ecology. Among the ecological principles on the domestic chain, we present and analyze 11 principles, namely: pollution must be combated at the source; the interests of environmental protection must be taken into account in all design or execution decisions; any exploitation or use of natural resources must be avoided if it is accompanied by damage; it is necessary to raise the level of scientific and technological knowledge, inter alia by supporting scientific research; the costs of preventing and combating pollution to be borne by the polluter; the activity of one state not to harm the environment of another state; during the elaboration of the community policy in the field of environmental protection to take into account the interests of the developing states; community environmental protection policy must be developed in the long term and protection must be comprehensive and international, which is achieved, inter alia, through cooperation within international bodies; the cause of environmental protection is everyone's responsibility and for this reason education is irreplaceable; depending on the source of pollution, the most appropriate level of action must be established taking into account the nature of the pollution, the necessary measures, the characteristics of the protected territory. This principle is defined as a "subsidiary principle"; it is necessary to harmonize and coordinate national policy in the field of environmental protection in accordance with the long-term commonly accepted directives. This study is aimed to identify the stages of cooperation between families of people with disabilities and education specialists and the importance of social media in supporting this cooperation and parental participation in the school and civil society institutions, in addition to knowing the dimensions of this participation and its effectiveness in special education programs and educational institutions, including teachers and specialists. Also, others who work in the field of special education. The study followed the quantitative and qualitative approach. The researcher used the two measures of cooperation, acceptance and parental rejection of Khalifa (2007). The researcher used the quantitative and qualitative method to answer the study questions. The study sample consisted of ten parents who have a child with a dependency. The results of the analysis of the parental participation questionnaire showed that the principle of family rights ranked first with a rate of 94.8%, and the highest percentage of responses from the sample members to this variable was 100%, while the lowest percentage of responses was 80%. The defense of the rights of the child comes in second place with a rate of 94.4%, while the principle of commitment is ranked third by a rate of 91%, and the principle of equality came in the fourth rank with a slight difference of 90.5%, and the principle of communication comes in the fifth order with a rate of 90%. Social communication, it ranked sixth by 90%, the principle of respect comes in seventh with a rate of 85%, then the principle of professional competence came in eighth place with a rate of 82%, and finally trust comes in ninth and last place with a rate of 81.5%. Whereas the specialist’s answers to the interview questions indicated the importance of using social media in the process of parental participation in education, which was in agreement with the responses of the families of the disabled, while the specialist’s responses agreed with the families ’responses on the importance of the principle of positive communication with the families of the disabled, and building positive relationships with them. Which will lead to building the principle of mutual trust, as the responses of the specialist indicated that it fully applies the values of parental partnership at a rate of 100% for each value, which did not agree with the responses of the families of students with disabilities.

Abstract:
The UKRI Digital Aid workshop on 9 September 2019 brought together expert practitioners and researchers to focus on the use of digital technologies in humanitarian aid. Participants brought wide experience of digital applications to monitor conflict, refugees, food security, and to reunite families, enable communication and increase donor value for money. The event identified key areas where the rapid pace of technological change is outstripping our current understanding of emerging risks, digital inequalities and ethical dilemmas associated with the use of digital technologies in humanitarian response. The International Committee of the Red Cross (ICRC) in their contribution to the UN Secretary-General’s High-Level Panel on Digital Cooperation warned that it is of critical importance to ‘keep humanitarian purpose, and the people humanitarian organizations are there to protect and assist, firmly at the centre of any developments in order to ensure the humanitarian response do no harm in their application’ (ICRC 2019). Yet workshop discussions showed how humanitarian practitioners are struggling to operationalise the “do no harm” principle in the context of a rapidly changing technological landscape. Workshop participants felt that research has a vital role to play in protecting the interests of vulnerable communities in the digital age.

Abstract:
This review looks at the extent to which LGBT rights are provided for under law in a range of Small Island Developing States (SIDS), and the record on implementation/enforcement, as well as approaches to promote LGBT rights and inclusion. SIDS covered are those in the Caribbean, Pacific, and Atlantic-Indian Ocean-South China Sea (AIS) regions. The review draws on a mixture of grey literature (largely from international development agencies/NGOs), academic literature, and media reports. While the information on the legal situation of LGBT people in SIDS was readily available, there was far less evidence on approaches/programmes to promote LGBT rights/inclusion in these countries. However, the review did find a number of reports with recommendations for international development cooperation generally on LGBT issues. Denial of LGBT rights and discrimination against LGBT people is found to varying extents in all parts of the world. It is important that LGBT people have protection in law, in particular the right to have same-sex sexual relations; protection from discrimination on the grounds of sexual orientation; and the right to gender identity/expression. Such rights are also provided for under international human rights conventions such as the Universal Declaration of Human Rights, while the Sustainable Development Goals are based on the principle of ‘leave no one behind'.

Abstract:
At the start of the last decade, United Cities and Local Governments’ (UCLG) policy paper on Decentralised Cooperation and Local Government laid out a clear rationale for decentralised cooperation and set out recommendations to the prevalent tackle weaknesses of international development cooperation and to strengthen development effectiveness. In many ways, the paper was a forerunner in calling for stronger sustained support for South-South development cooperation particularly among countries that have undergone similar socio-economic challenges so that learnings can be shared across partners. It laid emphasis on professional structures and programme-based approaches, with clear monitoring and evaluation tools and indicators on impact and called for a sharing of objectives across local and regional governments, and their associations, committed to continuing improvement, learning and exchange. These recommendations have helped strengthen international decentralised cooperation over the past decade, and their core principles continue to be highly relevant today. In 2021, the Institute of Development Studies, UK, with support of the UCLG Capacity and Institution Building Working Group (CIB), has engaged a wide range of member governments, associations, and networks, alongside a range of external commentators and experts, to assess UCLG principles, priorities, and actions in the context of contemporary global challenges and the resulting landscape of decentralised development cooperation. Following a series of survey-based, individual, case study, and workshop interactions, the study presents key points and recommendations.

20 years ago a concept of “Green Chemistry” was formulated by Paul Anastas and John Warner, aiming at an ambitious agenda to “green” chemical products and processes. Today the concept, laid down in a set of 12 principles, has found support in various arenas. This diffusion was supported by enhancements of the legislative framework; not only in the European Union. Nevertheless industry actors – whilst generally supporting the idea – still see “cost and perception remain barriers to green chemistry uptake”. Thus, the questions arise how additional incentives as well as measures to address the barriers and impediments can be provided. An analysis addressing these questions has to take into account the institutional context for the relevant actors involved in the issue. And it has to reflect the problem perception of the different stakeholders. The supply chain into which the chemicals are distributed are of pivotal importance since they create the demand pull for chemicals designed in accordance with the “Green Chemistry Principles”. Consequently, the scope of this study includes all stages in a chemical’s life-cycle, including the process of designing and producing the final products to which chemical substances contribute. For each stage the most relevant legislative acts, together establishing the regulatory framework of the “chemicals policy” in the EU are analysed. In a nutshell the main elements of the study can be summarized as follows: Green Chemistry (GC) is the utilisation of a set of principles that reduces or eliminates the use or generation of hazardous substances in the design, manufacture and application of chemical products. Besides, reaction efficiency, including energy efficiency, and the use of renewable resources are other motives of Green Chemistry. Putting the GC concept in a broader market context, however, it can only prevail if in the perception of the relevant actors it is linked to tangible business cases. Therefore, the study analyses the product context in which chemistry is to be applied, as well as the substance’s entire life-cycle – in other words, the six stages in product innovation processes): 1. Substance design, 2. Production process, 3. Interaction in the supply chain, 4. Product design, 5. Use phase and 6. After use phase of the product (towards a “circular economy”). The report presents an overview to what extent the existing framework, i.e. legislation and the wider institutional context along the six stages, is setting incentives for actors to adequately address problematic substances and their potential impacts, including the learning processes intended to invoke creativity of various actors to solve challenges posed by these substances. In this respect, measured against the GC and Learning Process assessment criteria, the study identified shortcomings (“delta”) at each stage of product innovation. Some criteria are covered by the regulatory framework and to a relevant extent implemented by the actors. With respect to those criteria, there is thus no priority need for further action. Other criteria are only to a certain degree covered by the regulatory framework, due to various and often interlinked reasons. For those criteria, entry points for options to strengthen or further nuance coverage of the respective principle already exist. Most relevant are the deltas with regard to those instruments that influence the design phase; both for the chemical substance as such and for the end-product containing the substance. Due to the multi-tier supply chains, provisions fostering information, communication and cooperation of the various actors are crucial to underpin the learning processes towards the GCP. The policy options aim to tackle these shortcomings in the context of the respective stage in order to support those actors who are willing to change their attitude and their business decisions towards GC. The findings are in general coherence with the strategies to foster GC identified by the Green Chemistry &amp; Commerce Council.

NIST Special Publication 800-207 defines zero trust as a set of cybersecurity principles used when planning and implementing an enterprise architecture. These principles apply to endpoints, services, and data flows. Input and cooperation from various stakeholders in an enterprise is needed for a zero trust architecture to succeed in improving the enterprise security posture. Some of these stakeholders may not be familiar with risk analysis and management. This document provides an overview of the NIST Risk Management Framework (NIST RMF) and how the NIST RMF can be applied when developing and implementing a zero trust architecture.

Abstract:
The subject of the study is the cooperation of S. Efremov with Western Ukrainian periodicals as a page in the history of Ukrainian journalism which covers the relationship of journalists and scientists of Eastern and Western Ukraine at the turn of the XIX-XX centuries. Research methods (biographical, historical, comparative, axiological, statistical, discursive) develop the comprehensive disclosure of the article. As a result of scientific research, the origins of Ukrainocentrism in the personality of S. Efremov were clarified; his person as a public figure, journalist, publisher, literary critic is multifaceted; taking into account the specifics of the memoir genre and with the involvement of the historical context, the turning points in the destiny of the author of memoirs are interpreted, revealing cooperation with Western Ukrainian magazines and newspapers. The publications ‘Zoria’, ‘Narod’, ‘Pravda’, ‘Bukovyna’, ‘Dzvinok’, are secretly got into sub-Russian Ukraine, became for S. Efremov a spiritual basis in understanding the specifics of the national (Ukrainian) mass media, ideas of education in culture of Ukraine at the end of XIX century, its territorial integrity, and state independence. Memoirs of S. Efremov on cooperation with the iconic Galician journals ‘Notes of the Scientific Society after the name Shevchenko’ and ‘Literary-Scientific Bulletin’, testify to an important stage in the formation of the author’s worldview, the expansion of the genre boundaries of his journalism, active development as a literary critic. S. Yefremov collaborated most fruitfully and for a long time with the Literary-Scientific Bulletin, and he was impressed by the democratic position of this publication. The author’s comments reveal a long-running controversy over the publication of a review of the new edition of Kobzar and thematically related discussions around his other literary criticism, in which the talent of the demanding critic was forged. S. Efremov steadfastly defended the main principles of literary criticism: objectivity and freedom of author’s thought. The names of the allies of the Ukrainian idea L. Skochkovskyi, O. Lototskyi, O. Konyskyi, P. Zhytskyi, M. Hrushevskyi in S. Efremov’s memoirs unfold in multifaceted portrait descriptions and function as historical and cultural facts that document the pages of the author’s biography, record his activities in space and time. The results of the study give grounds to characterize S. Efremov as the first professional Ukrainian-speaking journalist.

La metodología que se ha ido construyendo a partir de esta y otras experiencias paralelas en la CAPV, Noruega y Argentina, se ha denominado Investigación Acción para el Desarrollo Territorial (IADT) y ha sido desarrollada por un equipo de investigación de Orkestra-Instituto Vasco de Competitividad. El cuaderno es un compendio porque combina contenidos nuevos con reelaboraciones de contenidos publicados con anterioridad, sobre todo en libros y artículos académicos. La principal característica de la propuesta metodológica planteada, la IADT, es que proviene de la praxis entre investigadores y policy makers. Ello significa que los conceptos planteados han sido testados en la práctica y reformulados para mejorar su capacidad de ayudar a resolver los retos de la gobernanza cooperativa en el desarrollo territorial.

Abstract:
There is growing consensus that political factors are a key determinant of development impact. The practice of Thinking and Working Politically (TWP) is built around three interconnected principles: (i) strong political analysis, insight, and understanding; (ii) detailed appreciation of, and response to, the local context; and (iii) flexibility and adaptability in program design and implementation. The literature notes that while TWP emphasises the centrality of politics and power, technical knowledge is still important and can reinforce the political agenda, for example by increasing the confidence of smaller states or by strengthening collective understanding. Furthermore, improving the quality of domestic cooperation can be a step towards regional cooperation, and flexible engagement with the diverse range of actors that populate transboundary settings has been shown to be an effective strategy. The literature also highlights lessons learned including Transboundary cooperation can be built from the bottom up and for development partners, pre-existing bilateral partnerships may facilitate their engagement at a transboundary level, particularly on sensitive issues. Given the relatively isolated experience of TWP in transboundary settings, the evidence base for this report is also limited. The two areas where most examples were found concern regional integration and transboundary water management.

The Women’s Handicrafts Production Cooperative is a success story that has transformed the lives of its members, who had been finding it hard to obtain employment. They are now focused on creating their own enterprise. Started in 2018, today the cooperative’s membership has expanded tenfold and created employment opportunities by using the principles of social solidarity economy and collective business models. The Youth Participation and Employment (YPE) project in Egypt, developed in partnership with the Better Life Association for Community Development (BLACD), provided technical training to the cooperative in handicrafts production, as well as life skills training, to empower the workers to continue despite all the societal pressure for them to give up. Assistance from BLACD came in when it was needed. Particularly during the COVID-19 crisis, with the tourism market shut down, BLACD has provided crucial technical advice and support, supporting the cooperative to brainstorm and identify several parallel income-generating activities. This case study contains some testimonies from members of the cooperative on how their collective strength was harnessed to create employment and income.
