This reading aims to analyze the constitutional principle of Social State of Law under the theoretical framework of Pisarello. The Colombian Constitution established this form of state as an instrument to guarantee the right to equality in a society characterized by its deep inequalities both in income and enjoyment of human rights. The Social State enacted a constitutional mandate to all legal, administrative, and judicial authorities: social rights such as health, education, housing, and labor are human rights and as such they must be not only protected but guaranteed through policy, law, an

Public administration is a kind of social management that ensures the organization of social relations and processes, giving the social system the proper coordination of actions, the necessary orderliness, sustainability and stability. Abstract:
This report lays out principles to help California policymakers identify an optimal rate structure for a road-user charge (RUC). The rate structure is different from the rate itself. The rate is the price a driver pays, while the structure is the set of principles that govern how that price is set. We drew on existing research on rate setting in transportation, public utilities, and behavioral economics to develop a set of conceptual principles that can be used to evaluate rate structures, and then applied these principles to a set of mileage fee rate structure options. Naturally though, the challenges do not end there. There is a whole infrastructure for storing information, processing and

Following a review of Vital Signs – indicators of ecosystem health – in the coastal parks of the Northeast Coastal and Barrier Network (NCBN), knowledge of shoreline change was ranked as the top variable for monitoring. Shoreline change is a basic element in the management of any coastal system because it contributes to the understanding of the functioning of the natural resources and to the administration of the cultural resources within the parks. Collection of information on the vectors of change relies on the establishment of a rigorous system of protocols to monitor elements of the coasta
