Résumé Au prisme du VIH. Enquêter auprès des enfants des rues au Cambodge L’article se donne deux objectifs. Il s’inscrit d’abord dans une réflexion globale sur la façon dont les événements sociaux « prennent corps », s’inscrivent dans les corps. À travers l’exemple des enfants des rues cambodgiens, il tente ainsi de reconstituer la chaîne des événements individuels, entraînés par des destins collectifs, qui amènent certains enfants (et pas d’autres) à se trouver particulièrement exposés à l’infection au vih. Deuxièmement, l’article est une occasion de réfléchir sur les enjeux de l’enquête, élaborée dans le cadre d’une recherche-action dont la population et la problématique ont été définies en négociation avec des acteurs de l’aide humanitaire et du développement. Il aborde ainsi en filigrane les tensions entre protection globale de l’enfance et pratique locale de la recherche anthropologique. L’analyse est développée sur la base d’une enquête, menée auprès de cent quatre enfants des rues de Phnom Penh, interviewés en 1999. Le texte décrit les carrières des enfants, très différenciées selon le genre. Il s’intéresse en particulier à leur vie amoureuse et sexuelle, notamment la prostitution, dont la totalité des filles interviewées ont fait leur revenu principal et certains garçons leur revenu d’appoint.

Objet mineur des sciences sociales, la germanité en Europe est demeurée jusqu’à une période récente dans l’ombre de l’alliance et de la filiation. La relation de germanité est pourtant la relation de parenté a priori la plus longue à l’échelle d’une vie. Elle est également immuable et participe de la définition de la personne. Corollaire de cet apparent désintérêt : l’étude de la germanité occidentale n’est pas constituée en champ à proprement parler ; aucune unité théorico-méthodologique ne coalise les recherches existantes sur les frères et sœurs. Cette thèse poursuit donc deux objectifs indissociables : contribuer à la définition d’une anthropologie de la germanité en procédant à une analyse ethnographique de la germanité dans la France contemporaine au prisme des troubles du spectre autistique. Deux étapes préalables ont conditionné la mise en œuvre du premier objectif : (1) comprendre comment les sciences sociales – particulièrement l’anthropologie, le droit et la sociologie – se sont saisies des frères et sœurs pour (2) créer les conditions méthodologiques d’une approche anthropologique du rapport de germanité. Les deux premières parties de cette thèse traitent prioritairement de ces étapes. Le second objectif, consistant à saisir la germanité en pratique, s’est déployé à partir de l’hypothèse selon laquelle la présence au sein d’un groupe de germains d’un individu présentant des troubles autistiques offrait un prisme à travers lequel regarder les normes et pratiques contemporaines de la germanité. La troisième partie expose et met donc en regard un ensemble de cas construits au terme d’une enquête empirique mêlant pratiques d’entretien et d’observation. Contrairement à la filiation et à l’alliance, le rapport de germanité est peu déterminé par le droit. Il n’existe pas d’obligation mutuelle légale entre germains. Il est toutefois indéniable que des formes d’obligation morale s’expriment et se manifestent entre germains notamment lorsque l’un d’eux est en situation de vulnérabilité ou de dépendance. Cette thèse s’attache donc à décrire les ressors complexes de l’obligation morale à l’échelle des rapports de germanité. Elle rend compte des contradictions sur lesquelles se fonde le rapport de germanité dans la parenté française contemporaine et documente la façon dont ces contradictions trouvent à s’exprimer aux plans pratique et affectif dans l’exercice ordinaire de la germanité en présence d’un germain dépendantSiblingship in Europe is a minor part of social studies. Until recently, the subject was overshadowed by alliance and filiation. However, siblingship theoretically represents the lengthiest relation of kin throughout one’s life. It is also immutable and plays a part in the definition of the individual. As a corollary to this apparent indifference, the study of Western siblingship does not constitute a field per se. No unity of theory and methodology exists to bring together the existing research on brothers and sisters. This dissertation, therefore, has two inseparable objectives: to contribute to the definition of an anthropology of siblingship, with an ethnographic analysis of siblingship in contemporary France seen through the prism of autistic spectrum disorders. Two preliminary stages have influenced the implementation of the first objective: (1) understanding how social studies –especially anthropology, law and sociology– have engaged with the topic of brothers and sisters to (2) creating the methodological conditions of an anthropological approach of siblingship. The first two parts of this dissertation deal foremost with these stages. The second objective –understanding siblingship in practice– developed from this hypothesis: the presence of an individual displaying autistic disorders among a group of siblings offered a prism through which the norms and practices of contemporary siblingship could be observed. The third part presents and compares a body of case studies developed during an empirical survey involving interviews and observations. Unlike filiation and alliance, the law does not clearly outline siblingship. There are no legal mutual requirements between siblings. However, forms of moral obligations are undeniably expressed and manifested between siblings, particularly in situations of vulnerability or dependence. This dissertation undertakes a description of the intricate workings of moral obligation within siblingship. It reveals the contradictions upon which siblingship relationships are based in French contemporary kinship and documents how these contradictions are expressed in practice and in emotion in the ordinary exercise of siblingship in the presence of a dependent sibling

Afin de légitimer une approche des systèmes d’information plus documentaire que technologique bien peu en accord avec l’air du temps, le besoin impérieux s’est fait ressentir de faire appel aux fondements théoriques de la fonction renseignement et de son exploitation étroitement dépendante de la maîtrise d’une information devenue surabondante. Ce regard, plus analogique que numérique, s’est intéressé à la construction de sens dans une mémoire partagée, organisée autour d’un besoin collectif de savoir qui la conditionne entièrement. Il s’agit d’assurer la cohésion des actions individuelles en s’appuyant sur la synergie des intentions qui orientent l’action collective et lui donnent ainsi tout son sens. Cette recherche s’est fondée sur une expérience professionnelle ponctuellement réussie, bien que peu suivie par une administration trompée par le mirage d’une technologie omnipotente. Ses résultats sont décrits pour tenter de les pérenniser, dans l’idée d’en élargir la portée et d’en promouvoir l’usage chez d’autres professionnels aux besoins analogues, dans des domaines différents comme, par exemple, celui de la recherche scientifiqueDespite the current trend, the pressing need arose to legitimize a documentary approach to information system rather than a technological one, based on the theoretical foundations of intelligence and its exploitation, which is directly connected to the control of an information that has become overabundant. This vision, rather analogical than numerical, focuses on creating sense within a shared memory that is organized around a collective need of knowledge, which directly impacts this memory. The aim is to ensure the cohesion of individual actions by relying on the synergy of intentions, which orient the collective action and give it its meaning. This research was built on a professional experience successful, although little followed by an administration mistaken by the mirage of an omnipotent technology. Its results are described in an attempt to perpetuate them, with the idea of extending their scope and promoting their use to other professionals with similar needs, in different fields such as, for example, scientific research

La création des métropoles ne relève pas simplement d'une réforme supplémentaire de l'organisation territoriale française. Elle en exprime un changement de paradigme, découlant d'un nouveau contexte lié à la globalisation économique et se traduisant par la mise en concurrence des territoires. Cette création est indissociable d'un processus de plus grande amplitude de recomposition des territoires selon une problématique distincte de celle des lois antérieures dites de décentralisation. Cette recomposition territoriale ne surgit pas ex nihilo. Les prémisses en sont notamment décelables dans le changement de nature de l'intercommunalité, ayant substitué l'intégration à la coopération. Ce processus produit une déconstruction des cadres juridiques du modèle territorial hérité de plus de deux cent ans d'histoire. C'est ainsi, en particulier, que par-delà l'éclatement de l'uniformité, la distinction même entre collectivités territoriales et établissements publics perd son intelligibilité et ses critères constitutifs, ou que le principe de libre administration tend à être privé de sa propre substance. A quelques exceptions près, l’entrée de Bernard Kouchner dans un gouvernement de droite a été saluée par les médias de masse français. Ils y ont vu un signe caractéristique de modernité politique. Cette politique d’« ouverture » a donné lieu de la part des dits médias à de nouveaux investissements biographiques. L’enjeu consistant à percer le « mystère » Kouchner. En fait de mystère, sa trajectoire appelait, à la limite, sa position actuelle. De sa conception d’un humanitaire d’Etat à sa vision de la gauche, moderne, réaliste, pragmatique, Bernard Kouchner a, sa vie durant, travaillé à redessiner les lignes de fracture entre la gauche et la droite. Un combat idéologique qui trouve toute sa place dans les médias de masse, partie prenante du débat.« Assumer la mondialisation », assurer un consensus sur l’hégémonie du capitalisme, renoncer à ses « privilèges » au nom du partage avec les indigents, défendre les chevauchées guerrières du Nord contre le Sud au nom de la lutte contre le « terrorisme » et pour la démocratie et les droits de l’homme, assaisonner le tout d’un discours sur la morale en politique et en économie et de quelques mesures progressistes, essentiellement appliquées au domaine sanitaire, tel est le programme de cette gauche « moderne » incarnée par Bernard Kouchner.Car tout en étant ministre d’un gouvernement de droite, il s’affirme toujours et à jamais homme de gauche, « du côté des opprimés. » L’utilité médiatique, politique, idéologique de Bernard Kouchner est liée à la réalisation de ce programme.Bernard Kouchner a toujours revendiqué et s’est toujours vu reconnaître sa liberté de penser, son indépendance. Il se veut électron libre sur l’échiquier politique, un rescapé des dogmes, symbolisant un réalisme gagné à force de pratique humanitaire. Ce qui lui permet d’agir plus librement « au front », la position la plus risquée. En cela, son statut médiatique d’acteur humanitaire historique lui sert de protection dont ne bénéficient pas d’autres intellectuels de médias. Un statut qui permet, en outre, l’articulation d’un discours politiquement à droite à une activité traditionnellement classée à gauche, l’humanitaire.Quelques fissures sont apparues qui tourment la construction biographique dont fait l’objet Bernard Kouchner. Pourtant, la bienveillance médiatique semble inconditionnelle.Ce travail voudrait examiner la rencontre entre des dispositions personnelles, celles de Bernard Kouchner, et des champs spécifiques, notamment politique et journalistique, eux-mêmes en constante évolution. Nous posons au préalable une série de questions : De quoi Bernard Kouchner est-il l’emblème ? Quels changements structurels dans les différents champs considérés ont amené à l’existence sociale de Bernard Kouchner ? En d’autres termes, quelles ont été les conditions sociales, politiques, idéologiques de possibilité de la figure kouchnérienne ?With certain exceptions, the nomination of Bernard Kouchner in a government of Right has been greeted by the French mass media. They saw in it a caracteristic sign of political modernity. This politic, called “opening” lead from those mass media to new biographical investments. The stake consisting in penetrate the “mystery” Bernard Kouchner. In fact of mystery, his trajectory called, in some ways, his present position. From his view of a State humanitarianism to his vision of the Left, modern, realist, pragmatic, Bernard Kouchner has, all his life long, worked to draw the lines of fracture between the Left and the Right. An ideological fight which finds his place in the mass media, creditor of the debate.“To assume globalization”, to ensure a consensus on the hegemony of capitalism, to waive to one’s privileges in the name of the sharing with the indigents, to defend the war rides from the North against the South in the name of the war against “terrorism” and for democracy and human rights, season the whole with speech on morals in politic and economy and few measures, essentially applied to the sanitary domain, this is the program of this “modern” Left incarnate by Bernard Kouchner.For being a minister in a Right government, he assents himself, always and for ever, as a man of the Left (“with the oppressed”). The political, mediatical, ideological utility of Bernard Kouchner is linked to the realization of this program.Bernard Kouchner has always claimed and has been credited of a freedom of think, his independence. He wishes himself a free electron in the political chessboard, a rescued from the dogmas, symbolizing a realism won by dint of humanitarian practice, which allows him to act freely to the front, the more risky position.In this, his mediatic statute of historical humanitarian actor serves as a protection that others media intellectuals do no benefit. A statute which allows, moreover, the articulation of a speech politically on the Right with an activity traditionally classed at the Left, the humanitarian.Few fissures have appeared that torment the biographic (re-)construction that takes for object Bernard Kouchner. Yet, the mediatic kindness seems unconditional.This work would like to examine the meeting between personal dispositions, those of Bernard Kouchner, and specific fields, notably politic and journalistic, themselves in constant evolution. We ask, previously, some questions: Of what Bernard Kouchner is an emblem? What structural changes, in the different fields considered, have lead to the social existence of Bernard Kouchner? In other words, what have been the social, political, ideological conditions of possibility of the kouchnerian figure?

La thèse interroge la manière dont la notion de sublime influence la définition de l’architecture construite dans les Alpes, depuis la naissance du tourisme jusqu’à aujourd’hui.La première partie traite de la façon dont au début du XVIIIe siècle, les Alpes sont devenues le topos d'une nouvelle perception de la nature qui se cristallise dans la notion de sublime. Entre effroi et fascination, ce terme engage une expérience de la limite. C’est à la recherche de cette sensation que les voyageurs se rendaient dans les Alpes. Peu de temps après des montagnes artificielles ont été construites dans les villes, d'abord en tant que symbole de la liberté pendant la Révolution française, ensuite comme panoramas illusionnistes, jusqu'aux parcs d'attractions du XIXe siècle.Les parties qui suivent analysent de quelle façon le sublime donne corps à différents types d’architectures. Tandis que les grand-hôtels alpins mettaient en scène la vue sur le panorama des montagnes pour contempler le spectacle de la nature sauvage, les architectures cristallines sont l’expression de visions utopiques. Au cours du XIXe siècle, l'intérêt pour la nature sauvage se transfère sur des éléments singuliers de la nature, particulièrement sur le soleil qui devient en tant que thérapie un véritable mythe. Ceci se manifeste dans les divers « mouvements de réforme de vie », tout comme dans les affiches publicitaires des sanatoriums. Les Alpes étaient considérées comme un « paysage thérapeutique », et comme un territoire idéal pour l'éducation. Différentes institutions religieuses et politiques y ont construit des colonies d'enfants, provocant entre eux une véritable lutte d'appropriation idéologique.Mais les Alpes étaient aussi le territoire idéal pour jouir de l'ivresse du mouvement et du vertige depuis que l’accès en était rendu possible par un réseau de plus en plus dense de téléphériques et de refuges, où l'architecture met en scène l'expérience de la limite du sublime. Avec l’émergence du tourisme de masse, ce n'était plus la nature qui était considérée comme sublime, mais la technique qui permettait de la dominer.L’analyse de l’architecture alpine à travers le prisme du sublime amène en conclusion à un état des lieux du tourisme alpin aujourd’hui où est mise en évidence la radicalité des prises de position. À travers ces présentations, les différentes figures du sublime ouvrent ainsi à une réflexion sur les constructions futures dans la continuité d’une pensée visionnaire, où s’articule le rapport entre l’homme et la natureThe thesis questions in which way the sublime has influenced the architecture built in the Alps, from the beginning of tourism until today.The first part shows how the Alps became in the beginning of the 18th century the topos of a new perception of nature, which crystallized in the notion of the sublime. Situated between terror and enthusiasm, this term implies an experience of the limit. Longing for this sensation, the travelers went to the Alps. A little later, mountains were constructed artificially in the cities, first as a symbol for liberty during the French Revolution, then in form of illusionist panorama-paintings, up to factice Swiss sceneries in amusement-parks in the end of the 19th century. This induced a flood of tourists, transforming the Alps into a “Dreamland”, for different kind of dreams.The main part analyses in which way the sublime became the guiding principle for various architectures: While the alpine grand-hotel framed the scenery by panoramic windows in order to contemplate the wilderness outside, crystalline architectures are conceived out of utopic visions, looking for a harmonious world. In the end of the 19th century the focus on the “wild nature” was transferred on to singular elements of nature, especially the sun, which (being considered as a remedy) became a real myth. This becomes evident in the “Live Reform”-groups, as well as in the advertisements for sanatoriums. The Alps were considered as a “therapeutic landscape”, as well as an ideal territory for education. Numerous children-colonies have been built by different religious and political institutions, leading to a fight about the appropriation of the children; the ideological differences became visible in the architectural typologies. But the Alps were also considered as an ideal territory to experiment the sensation of giddiness and speed. This became possible by the increasing net of cable-cars and sport-hotels, where cantilevers emphasized the experience of the limit (inherent to the sublime). With the upcoming mass tourism it was not anymore the wild nature which was considered as sublime, but the technic, which dominates nature.The analysis of the alpine architecture through the prism of the sublime leads to an observation of the actual alpine tourism, emphasizing the radicalism of the various phenomena throughout history. The different figures of the sublime open towards a reflection about the future constructions, in the continuity of a visionary relationship between man and nature
Die Dissertation hinterfragt auf welche Weise das Erhabene die Architektur in den Alpen beeinflusst hat, vom Beginn des Tourismus an bis heute. Im ersten Abschnitt wird aufgezeigt, wie die Alpen zu Beginn des 18. Jahrhunderts zum Topos einer neuartigen Naturbetrachtung wurden, die sich im Begriff des Sublimen (Erhabenen) kristallisierte. Zwischen Schrecken und Faszination angesiedelt, liegt diesem Gefühlszustand eine Grenzerfahrung zugrunde. Auf der Suche nach diesem Gemütszustand, suchten Reisende sehnsuchtsvoll die Welt der Berge auf; diese wurde alsbald in künstlicher Form in den Städten rekonstruiert, vom Freiheitssymbol der Französischen Revolution angefangen, über illusionistische Panoramabilder, bis hin zum Vergnügungspark im 19.Jh. Die daraufhin einsetzende Reiseflut verwandelte die Alpen in ein Land, in dem ganz unterschiedliche Träume projiziert wurden. In den folgenden Kapiteln wird untersucht, inwiefern das Sublime bei den unterschiedlichen Architekturen als Leitmotiv erscheint: Während beim alpinen Grandhotel die Aussicht auf das Panorama inszeniert wurde, um das Spektakel der „wilden Natur“ zu betrachten, standen bei den Kristallarchitekturen utopische-visionäre Gedanken im Vordergrund. Der Fokus auf die wilde Natur verlagerte sich gegen Ende des 19. Jahrhunderts auf einzelne Naturelemente, insbesondere auf die Sonne, die als Heilmittel zum Mythos erhoben wurde. Dies kommt sowohl in den Lebensreformgruppen zum Ausdruck, als auch auf den Werbeplakaten für Sanatorien. Die Alpen fungierten als „therapeutische Landschaft“ und wurden auch als idealer Ort der Erziehung angesehen. Verschiedene religiöse und politische Institution errichteten Kinderkolonien, wobei sich ein wahrer ideologischer „Kampf um das Kind“ entspann, der architektonisch gesehen zu sehr unterschiedlichen Resultaten führte. Die Alpen waren aber auch ein ideales Territorium, um den Rausch der Bewegung auszuleben. Dies wurde durch ein immer dichter werdendes Netz von Seilbahnen, Sporthotels und Hütten ermöglicht, wobei die Grenzerfahrung des Sublimen architektonisch bewusst inszeniert wurde. Mit dem aufkommenden Massentourismus wurde nicht mehr die wilde Natur, sondern die Technik als erhaben angesehen, die es ermöglichte, die Berge zu dominieren. Die Analyse der alpinen Architektur durch das Prisma des Sublimen führt uns zum Schluss zu einer Betrachtung des heutigen alpinen Tourismus im Spiegel des Wandels des Erhabenen-Begriffs, wobei die Radikalität der verschiedenen Phänomene hervorgehoben wird. Die unterschiedlichen Figuren des Erhabenen öffnen somit ein Nachdenken über das zukünftige Bauen in den Alpen, in der Kontinuität einer bestimmen Beziehung zwischen dem Menschen und der Natur

L'étude stratigraphique et structurale d'un transect complet de la marge active Hikurangi (Côté Est de l'île Nord de Nouvelle-Zélande), basée sur des données marines et terrestres, permet d'identifier trois domaines morphostructuraux depuis la fosse jusqu'au bassin avant-arc : le prisme d'accrétion sensu-stricto, la plate-forme du Wairarapa, et la plus haute ride du prisme Hikurangi qui émerge au niveau de la Chaîne côtière. Les différences entre ces domaines sont liées à la fois à leurs différences d'âge et à leur position relative au sein du prisme de subduction au cours du temps. Ces domaines morphostructuraux sont séparés par des zones de chevauchements majeurs qui ont contrôlé la croissance de rides structurales bordant des bassins de pente matures mio-pliocènes. L'analyse détaillée des bassins perchés confinés montre que trois principaux systèmes gravitaires, caractérisés par des granulométries très fines, peuvent se développer à des stades différents de l'évolution du bassin, Il s'agit de larges glissements sous-marins (dépôts d'olistostromes), de cônes sous-marins de type riches en sable fin et de rampes sous-marines à faible gradient de pente (dépôts de drappages turbiditiques), L'étude du remplissage sédimentaire des bassins confinés souligne également l'importante contribution des processus de pente, Ceci s'explique par la croissance syn-sédimentaire des rides structurales adjacentes. En effet, les pulsations tectoniques aux bordures des bassins sont à l'origine du basculement des surfaces de dépôt, de rapides variations de faciès et d'importants changements paleoenvironnementaux qui traduisent des créations ou des modifications de penteLa sédimentation au sein des bassins perchés matures est dominée par les processus de remplissage qui conduisent au développement de méga-séquences de comblement similaires à celles identifiées dans les bassins d'avant-pays. Notre étude montre également que l'évolution du prisme de subduction Hikurangi est discontinue et a été contrôlée par des épisodes tectoniques successifs identifiés le long de la transversale d'Akitio : 1) Une phase de mise en place de nappes au Miocène basal (c. 25 - 18 Ma), 2) Un épisode de raccourcissement E-W au Miocène inférieur à moyen (c. 17. 5 - 15 Ma). Cet épisode est à l'origine du développement de hauts structuraux et du confinement des bassins perchés, 3) Un épisode de subsidence majeure associé à des déformations en extension (c. 15 - 6. 5 Ma) et probablement contrôlée par des processus d'érosion tectonique, et 4) Une période Miocène terminal à Quaternaire (c. 6. 5 - 0 Ma)dominée par des épisodes de raccourcissement rapide (c. 1Ma) de direction E-W à NW-SE. Nous avons démontré que la complexité stratigraphique et structurale du prisme de subduction Hikurangi ne résulte pas seulement de cette histoire tectonique polyphasée, mais aussi de variations transversales dans le style et l'amplitude de la déformation au cours du même épisode tectonique. Nous montrons notamment que de l'accrétion frontale peut se développer près du front de subduction alors que la partie supérieure du prisme subit de l'extension et une phase de subsidence au cours d'une période dominé par de l'érosion tectonique

L’évolution d’un prisme d’accrétion peut être déséquilibrée par l’érosion et/ou par la sédimentation. Pour comprendre ce déséquilibre, il faut explorer s’il est nécessaire d’invoquer la rugosité de la plaque plongeante pour induire l’émersion du prisme, mais également comment une forte sédimentation influe sur le comportement de la chaîne d’avant-pays. Le prisme NO Bornéo est entré en subduction continentale vers -16Ma, forçant son émersion et son érosion. Le fleuve Baram, sur lequel est centrée l’étude, a engendré un système gravitaire qui s’est développé sur la chaîne d’avant-pays. A partir d’une étude de la géologie et de données industrielles nous avons acquis plusieurs résultats expliquant l’évolution de cette zone. Tout d’abord, le développement de la province deltaïque est lié à celui de la chaîne d’avant-pays. Dès l’apparition du système gravitaire, l’interaction entre celui-ci et la convergence lithosphérique induit la formation de failles normales contre-régionales, résultat de l’effondrement de plis sous le poids des sédiments déposés. L’importante sédimentation induit une distribution de la déformation : la déformation gravitaire, sur l’avant du prisme ; la convergence lithosphérique, en arrière du prisme. D’autre part, la mise en place du système deltaïque est liée à la subduction d’une aspérité de la plaque plongeante. Le prisme répond à ce déséquilibre par un excès de soulèvement qui intensifie localement l’érosion alimentant le fleuve Baram. Je montre que le déclenchement du système gravitaire se localise à l’apex de plis de la chaîne d’avant-pays et que les mouvements gravitaires peuvent expliquer le mouvement enregistré par le GPS sur la côte NO Bornéo.

Elle est consacrée dans une première partie à un travail d’élaboration conceptuelle qui vise à proposer une compréhension globale de la relation d’autorité éducative, modélisée sous la forme d’un système dynamique et complexe. L’analyse du fonctionnement de ce système relationnel, et l’exploration méthodique de l’ensemble des éléments qui le composent et de leurs liens, portent in fine à envisager l’autorité comme une propriété de la relation entre enseignants et élèves. La seconde partie de la thèse est consacrée à la validation théorique et empirique de l’hypothèse selon laquelle un système relationnel d’autorité éducative gagne à s’accompagner d’un système relationnel de confiance : dans un rapport de causalité circulaire, relation d’autorité éducative et relation de confiance tendent à se renforcer mutuellement. Cette analyse est ensuite prolongée dans la troisième partie de l’étude par une exploration des conditions favorables à l’instauration de la confiance chez les élèves, et de l’influence positive de celle-ci sur la relation d’autorité éducative. L’ensemble de ce travail accorde donc une place importante à question de la subjectivité des élèves, tant dans la relation d'autorité éducative que dans la relation de confiance. Étudier la fiscalité locale au prisme de l’égalité, c’est observer deux notions juridiques reliées ensemble dans un système complexe qui révèle tout à la fois l’antinomie et la conciliation qui les unissent. L’intérêt du sujet surgit au constat des critiques subies par un système d’impositions considéré comme vecteur d’injustices majeures, et de la radicalité des solutions qui conduit à un certain déclin de la fiscalité locale. Dès lors, il convient de corréler les deux notions pour déterminer le rapport qu’elles entretiennent. La problématique s’inscrit là dans un vaste champ de réflexion qui entoure plus largement la mise en œuvre d’une décentralisation dont l’organisation entraîne mécaniquement des ruptures de l’égalité, de surcroît lorsqu’une autonomie financière est consentie aux organes décentralisés. En ce sens, la recherche nécessite, au-delà d’une vision historique permettant de relativiser les inégalités actuelles, de procéder à une conceptualisation de la notion de fiscalité locale. Celle-ci permet de comprendre l’antinomie qui oppose les deux notions, mais également d’imposer une conciliation qui s’opère entre elles. En effet, la fiscalité locale doit poursuivre l’objectif d’égalité. Le législateur met en œuvre cette conciliation par la conception technique de l’impôt ainsi qu’à travers le cadre territorial dans lequel l’impôt local se développe. The interest of the subject stems from the criticism of a taxation system considered as a vector of major inequalities, and the radical solutions that lead to a decline in local taxation. As such, it is necessary to link the two concepts to determine their relation. This problem is part of broader study that more generally addresses the implementation of government decentralization, whose organization inevitably leads to inequalities, especially when decentralized authorities are given financial autonomy. This is why this research not only looks back on our past in order to take some perspective on the current inequalities, but also aims at conceptualizing the notion of local taxation. This allows us to understand why those two notions are polarised, as well as striking the right balance between them. The objective of local taxation should be equality. Lawmakers find this balance though the conception of taxation itself, and through the local framework where the local tax is developed. This balance must be found if we want local taxation to fully meet equality

The effect of a wake-mounted splitter plate on the flow around a surface-mounted finite-height square prism was investigated experimentally in a low-speed wind tunnel. Four square prisms of aspect ratios AR = 9, 7, 5 and 3 were tested at a Reynolds number of Re = 7.4×104. The relative thickness of the boundary layer on the ground plane was δ/D = 1.5 (where D is the side length of the prism). The splitter plates were mounted vertically from the ground plane on the wake centreline, with a negligible gap between the leading edge of the plate and rear of the prism. The splitter plate heights were always the same as the heights of prisms, while the splitter plate lengths were varied from L/D = 1 to 7. Measurements of the mean drag force were obtained with a force balance, and measurements of the vortex shedding frequency were obtained with a single-sensor hot-wire probe. Compared to previously published results for an “infinite” square prism, a splitter plate is less effective at drag reduction, but more effective at vortex shedding suppression, when used with a finite-height square prism. Significant reduction in drag was realized only for short prisms (of AR ≤ 5) when long splitter plates (of L/D ≥ 5) were used. In contrast, a splitter plate of length L/D = 3 was sufficient to suppress vortex shedding for all aspect ratios tested. Compared to previous results for finite-height circular cylinders, finite-height square prisms typically need longer splitter plates for vortex shedding suppression.

Load tests were conducted on pretensioned concrete prisms cast with 13 different 5.32-mm-diameter prestressing wire types that are used in the manufacture of pretensioned concrete railroad ties worldwide. The tests were specifically designed to evaluate the bond performance of wires with different indentation type under the cyclic loading. The prestressing wires were denoted “WA” through “WM” and indentation types included smooth, spiral, chevron, diamond, 2-dot and 4-dot. Four wires were embedded into each concrete prism, which had a 3.5″ (88.9 mm) × 3.5″ (88.9 mm) square cross section. The wires were initially pulled to 7000 pounds (31.14 KN) and gradually de-tensioned when the concrete compressive strength reached 4500 psi (31.03 MPa). A consistent concrete mixture with type III cement, water-cement ratio of 0.32 and a 6-in. slump was used for all prisms. For each type of wire one 69 in-long (175.26 cm) prism was tested in 4-point-bending under the cyclic load and one under static load at 20-in (50.8 cm) embedment length. For cyclic load tests, the prisms were supported by two rollers spanning 45″ (114.3 cm) and load was applied on a spreading beam set on the top of the test prism. The prism setup and loading configuration were symmetric and load was applied to the prism from spreading beam to two bearings spaced 15″ (38.1 cm) apart. During each test, a concentrated load with the rate of 250 lb/min (1112 N/min) was applied until two cracks were observed at the maximum moment region on the test prisms (region between two bearings). Once cracks were observed, the load was held constant for 3 minutes at the cracking load. After holding load constant for three minutes, load started to cycle between 400 lb (1779 N) to 4000 lb (17790 N) with the frequency of 3 Hz. The test was designed to go through 200,000 cycles and interlock limits were assigned to the program to stop the test in case of prism failure under the cyclic loading. For prisms able to finish 200,000 cycles of load, the procedure was to unload to zero and start loading the prism with the rate of 250 lb/min (1112 N/min) until prism failed. Values of load, mid-span deflection, and wires end-slip were continuously monitored and recorded during each test. Load-vs-deflection graphs were then plotted and compared for prisms with each wire type, and the maximum sustained moment was also calculated for each test. Also, a set of statically load tests were conducted on the identical pretensioned prisms to compare the results of statically and cyclically load tests. The cyclic load tests revealed that there is a significant difference in the bond performance of different wire types under the cyclic loading and they behave differently under cycles of loadings and unloadings.

This paper is a continuation of a previous study conducted at Kansas State University [8]. This paper demonstrates the influence of the thickness of concrete cover, compressive strength of concrete and the type of wire indentation on bond performance between steel and concrete in pre-stressed concrete ties using a consistent concrete mixture. A key objective of this research is to find the best parameters for pre-stressed concrete ties to prevent them from splitting/cracking in the field. This is very important for pre-stressed manufacturers, and especially for the railroad crosstie industry, so as to avoid failures in the field. The goal is to develop a qualification test with the capability to identify the compatible combinations of wire type and concrete mix before the ties are manufactured. A study took place at Kansas State University to understand and quantify the influence of variables such as the thickness of concrete cover, type of indents, and the compressive release strength on the bond behavior between steel and concrete. For the experimental testing three prisms with different cross sections were cast at the same time in series. Four pre-stressing wires were symmetrically embedded into each concrete prism and the spacing between wires was 2.0 inches. All prisms had the same length of 59.5in with square cross section. With the thickness of concrete cover of 3/4″ the first prism had a 3.5×3.5in square cross section, the second prism had a 5/8″ thickness of concrete cover and 3.25×3.25in square cross section and the third prism had a 1/2″ thickness of concrete cover and a 3.0×3.0in square cross section. All pre-stressing wires which were used in these tests had a 5.32mm diameter and were of different wire types. The indent pattern variations of the wire types included spiral, classical chevron shape, and the extreme case of smooth wire with no indentations. The wires were initially tensioned to 7000 pounds (31.14 KN) and then gradually de-tensioned after reaching the desired compressive strength. The different compressive (release strength) strength levels tested included 4500 psi (31.03 MPa) and 6000 psi (41.37 MPa). For this study, a consistent concrete mixture with 0.32 water-cement ratio was used for all prisms, except for prisms casted with WE wire. For these prisms a water-cement ratio of 0.38 was used. Prisms had almost identical geometrical and mechanical properties as pre-stressed concrete ties which are manufactured in the railroad industry. Each prism provided a sample of eight different independent splitting tests of concrete cover (four wire cover tests on each end) for a given release strength. All cracks which appeared after de-tensioning were observed and measured to identify the cracking field, and all sides of the prisms on the live and dead end were marked for identification. For all prisms, longitudinal strain profiles on the live end and dead end were measured along with the values of transfer lengths. The strain profiles were taken using an automated Laser-Speckle Imaging (LSI) system. All results, representing quantitative and qualitative assessment of cracking behavior, are given in this paper as a function of thickness of concrete cover and release strength of concrete. For each sample prism, crack length and crack width were measured, and crack area was calculated as a simple function of crack length and crack width. In the case where spalling occurred, the crack width used was arbitrary set at 0.2in. These tests reveal the influence of thickness of concrete cover, the indented wire type and the release strength of concrete on the bond between steel and concrete. This work represents a successful first step in the development of a qualification test to ensure adequate splitting resistance in pre-tensioned concrete railroad ties.

Measurements of 6-DOF aerodynamic loads on bluff bodies using the continuous rotation method are summarized. New results are presented on two rectangular prisms and on three practical shapes — an Engine Canister model, a Ribbon Bridge model, and a model of a standardized aerodynamic container to carry automobiles. Efforts are described, to relate the aerodynamic loads on the practical shapes, to weighted combinations of aerodynamic loads on interpolated canonical shapes. The Engine Canister aerodynamic loads are obtained to good approximation from those on an interpolated cylinder of aspect ratio 1.9. Likewise, the Ribbon Bridge aerodynamic loads are approximated from loads on rectangular prisms and circular cylinders. An attempt is made to predict the load variation on a rectangular prism, from those measured on a prism 1/3 as long using topological arguments; this attempt shows the large interaction effects on such a shape.

This paper constitutes a follow-up on a presentation at NAWTEC 10 (2001) [1]. It contains novel insights regarding the operation of the Seghers Boiler Prism and its effectiveness as a primary measure against high temperature boiler corrosion in WtE plants. Starting from the currently available fundamental understanding on high temperature corrosion and the main features of the Boiler Prism, the operation as a primary measure is explained. Since the previous presentation, three additional Boiler Prisms were successfully commissioned as a retrofit at a large WtE facility (3 × 705tons/day at 4,700BTU/lb; 110tons/hour steam at 1,450psi, 750°F) in the Netherlands. Together with the previously installed prisms, this brings the combined operational experience from all trains to more than 15 years. The main data and experience of the retrofit project in the Netherlands are discussed and results regarding the performance of the prism are presented in detail. The latter are based both on existing process monitors as well as dedicated measurement campaigns and include: • temperature and oxygen distribution in the 1st radiation pass, • feedback on corrosion rates, • influence on the combustion quality, and • impact on the effectiveness of the mechanical cleaning equipment. The results confirm the effectiveness of the prism as a primary measure against high temperature boiler corrosion and highlight the additional operational benefits.

The use of liquids for the manipulation of light has many advantages over their conventional solid counterparts. With the emergence of microfluidic technologies to control fluid interfaces, various devices capable of replacing conventional optical components have been developed. Because liquids are intrinsically smooth and can change shape or form, they have been utilized for highly versatile components to manipulate light with high degrees of control using optofluidic technologies. Liquid lenses and beam steering devices are among the typical optofluidic devices that have gained much interest over recent years. In this work, we present high-performance tunable liquid prisms capable of wide beam steering of incoming light. By using the electrowetting phenomena, we are able to modulate the fluid-fluid interface at which beam steering occurs. Optical analyses were conducted to study the effect of liquid selection in the effectiveness of our prisms. Furthermore, the double-stacked prism configuration is proposed to achieve wide beam steering and its performance is compared with that of a single prism for different liquid selections. Finally, our analytical studies have been experimentally demonstrated. We successfully fabricated the tunable liquid prism filled with water and 1-bromonaphthalene (1-BN). Due to large refractive index difference between two liquids (nwater = 1.33 and n1−BN = 1.65 at λ = 532 nm), high-performance beam steering was enabled. With an apex angle of 25°, we were able to experimentally demonstrate a beam steering of β ≤ 8.82° with the single prism configuration. It was significantly improved up to β ≤ 17.04° for the double-stacked prism.

Various types of hydroelectric power generators have been developed, and small-scale hydroelectric power generation is expected to provide an independent, dispersed power supply for harnessing hydro-energy of small-sized rivers and agricultural waterways. In order to investigate the effects of the geometric shape of a bluff body’s cross section on the flow-induced transverse-galloping vibration, we performed free-vibration tests of a cantilevered prism with three kinds of cross sections, i.e., rectangular, D-section, and triangular prisms. The effects of the side ratio D/H (where D: depth of a bluff body in the flow direction, H: height of a bluff body normal to the flow direction) and the turbulence intensity of the free stream on the flow-induced vibration were also investigated. It was found that the vibrations of the thin rectangular, D-section, and triangular prisms occur at lower reduced velocity than that of the thick prisms. We also carried out a power-generation experiment using iron-gallium alloy that is a kind of magnetostrictive material to investigate a possibility of harvesting energy from the transverse-galloping vibration in a water flow. The energy harvester using magnetostrictive material and a rectangular prism with D/H = 0.2 generated a maximum electric power of 0.35 W at a reduced velocity of Vr = 4.4.
