Boden, Daniel Paul. "Public-Private Partnerships in the Presidential Library System." Diss., Virginia Tech, 2014. http://hdl.handle.net/10919/54588.

Full text
Abstract:
Public-private partnerships have become an important aspect of public administration theory and practice both in the United States and internationally. The National Archives and Records Administration, in partnership with private support foundations, administers 13 individual presidential libraries that make up the Presidential Library System. These privately constructed, publicly supported archives not only preserve official presidential records, but through their museum displays, also offer visitors a glimpse into the life and times of specific presidents. Although many consider these partnerships vital for the continued success of the Presidential Library System, relatively little is known about them. This qualitative case study explores the nature and extent of the public-private partnerships in the Presidential Library System, focusing on libraries established following the Presidential Records Act of 1978. Key themes related to the nature of these simultaneously mandated and voluntary relationships are their informal governance, decentralized administration, and increased reliance on private resources. This research has implications for both theory and practice of public-private partnerships in general as well as those supporting sites of collective memory such as archives, museums, monuments, and memorials.

Rutledge, Kathleen Anne. "Private in Public - Public in Private: A Library on H Street NE Washington, DC." Thesis, Virginia Tech, 2010. http://hdl.handle.net/10919/30921.

Full text
Abstract:
The thesis investigates private versus public space and the natural tendency for an individual to seek out its own place within a group. More specifically, the project studies whether private and public could not only occupy the same geographic space independently, but also activate one another. A library was chosen as the program for its opportunity to serve as a â third placeâ in the community. A â third placeâ is a neutral ground that is neither a home nor workplace. The benefit of such a place is to stimulate conversation and interaction, to provide a way to either hide or be seen, and to encourage social cohesion as people meet that may not have through normal daily life. The site is on the corner of 12th and H Streets NE in Washington, DC. Its location in a rebounding streetscape demands that the library give the surrounding context a large role in its design. Public space is a priority, and the building is porous to extend the exterior into the interior and vice versa. The libraryâ s ever-changing role in a city inspires flexibility in the design and a life beyond normal library hours.

Liang, Weihao. "Spaces that encourage Communication: Design for a Public Library." Thesis, Virginia Tech, 2016. http://hdl.handle.net/10919/71652.

Full text
Abstract:
Public libraries have changed tremendously. Libraries used to be places with an organized collection of documents that people would visit and read quietly. However, with the development of digital technology, people are now able to conveniently access the same information from home or elsewhere. Instead of a storehouse of knowledge, a library is now a community center. Preschoolers attend story time with their parents and adults come with friends for entertainment and events. Nowadays, libraries have become a gathering place for social, leisure, self-education and learning activities. In this thesis, I am exploring how to design spaces which can encourage communication between people. According to Jan Gehl's book, Cities for People, watching, listening and experiencing others is the beginning of social communication. After studying precedents, I summarized basic space prototypes which promote communication and then applied them to the design of a large urban public library on a site in Arlington, Virginia. By translating the different prototypes into the design, the resulting building provides spaces with different scales, levels of privacy and qualities to fulfill a wide range of individual needs.

Coleman, Anita Sundaram. "Public Performances and Private Acts." Association for Library and Information Science Education, 1996. http://hdl.handle.net/10150/105049.

Abstract:
Distance learning using telecommunications technologies holds new and challenging promises for library and information science (LIS) education. Pedagogical, technological, cultural/sociopolitical issues and their impact upon the constituents involved--faculty, accrediting bodies, students, employers and educational administration--need to be systematically studied. Findings of a research project that examined one of the human agencies involved in distance learning, full-time faculty at library schools who have taught LIS courses for graduate credit to distance learners using a telecommunications technology, are reported. The primary research questions were exploratory ones that sought answers about the impact of the distance-learning educational model upon faculty. The methodology used was a mix of written survey, telephone, and direct interview techniques. Faculty perceived that their role changed in the distance-learning model from what it was in the traditional classroom-based model. "Teaching is no longer a private act; it is a public performance." Other findings are that more time is required for class preparation; patterns of interaction and communication between students and faculty are different; technical and managerial skills are needed; sociopolitical issues (such as copyright) need to be addressed; and specific knowledge about learning behaviors within this model is needed. Teaching, in this model, is a complex performance that may conflict with the prevailing organizational culture of both the institution and the academic profession. However, the "critical mass" of a library school teaching faculty (conspicuous for its small size) requires several changes if distance learning is to be pursued successfully, and these are discussed briefly. Salient, early historical points about the Board of Education for Librarianship (BEL, American Library Association), American Association of Library Schools (AALS), forerunner to the Association for Library and Information Science Education (ALISE), and the Gaylord Brothers (New York) financed American Correspondence School of Librarianship (ACSL) are included.

Besson, Alain. "Classification in private library catalogues of the English Renaissance, 1500-1640." Thesis, University College London (University of London), 1988. http://discovery.ucl.ac.uk/1349431/.

Full text
Abstract:
Library inventories are widely acknowledged for their importance in intellectual history, but there are few detailed studies of library classification in this context. The discussion centres on the inventories of 36 English private libraries from 1521 to 1640, with a view to understanding what could have prompted a compiler to adopt one system of arrangement instead of another. Nine of the inventories are transcribed from unpublished manuscripts, including lists of the books of William Paget, 4th Baron Paget (1617), William Somner (1639), and a previously unidentified catalogue of the books of the physician William Rant (1595). The classification of books was a matter of some concern at the time: the problems raised by library classification were beginning to attract the attention of writers on the subject, and a compiler's approach was not always as haphazard as it may seem at first. On the whole, however, the classification of books was more spontaneous than deliberate, and it is for this reason that it was often finely attuned to the professional concerns and personal interests of owners, as well as to the cultural climate of the time (religious controversies, interest in languages other than Latin). The medieval trivium was losing its momentum in the classifications of the period, and mathematics, for centuries associated with the quadrivium in classifications, was viewed in a new light under the influence of Neo-Platonism. New trends in library classification appeared side by side with age-long practices, thereby underscoring the deeply transitional nature of the period.

Restoum, Maysoun F. "Improving library performance in Syrian private academic libraries based on end-users' expectations and requirements : case study : the library of Arab International University." Thesis, University of Huddersfield, 2016. http://eprints.hud.ac.uk/id/eprint/31104/.

Full text
Abstract:
In spite of improving the library performance (LP) of academic libraries (ALs) is based on a set of standards and criteria, improving the SPALs is relied on the vision of the ALs’ decision-makers; and subjected by a number of barriers that hinder improvement. This research aims to improve the LP of the Arab International University (AIU) in Syria. The focus is made to achieve improvement based on the end-users’ expectations and requirements (EUERs). Thus, identifying the EUERs is aimed in this research also. Data was collected by adopting a mixed methods approach, embraced to a single case study (LAIU). Primary quantitative data was collected by distributing two questionnaires to the end-users (undergraduates & academics). A printed-format questionnaire was designed for the undergraduates, while the academics’ questionnaire was designed using Smart-survey. The aim of these questionnaires was to understand the end-users’ perspectives, expectations, and their requirements of the LAIU. 11 semi-structured interviews were conducted with 8 librarians and 3 administrators to identify the situation of the LAIU, and understand the library staffs’ perspectives about the EUERs and end-users’ ISB. SOWT analysis was used to address the strengths, weakness, and threats facing the library, and their suggestions to improve the LP. Furthermore, the analysis of the secondary statistics collected from the LAIU and related websites took place in this study to support the primary data collected. A total of 228 undergraduates, and 30 academics have participated in this study. The data collected from the questionnaires were analysed using PASW software; version 18.0, while the collected data of the interviews was analysed thematically using NVivo 10.0 software. To maximise the outputs of the research and understand the holistic situation of the LAIU, the tools of the SSM were implemented. This assists in identifying the problematic areas of the situation. A number of challenges and barriers have been discovered relating to four categories: EUERs, end-users’ information-seeking behaviour, end-users’ satisfaction, and the LP. The analysis showed that although the EUERs are academic in the first place, there are differences regarding their demographic variables. It presented that end-users are not strongly satisfied with their LP. Furthermore, the findings reflected the need to improve the LP. They addressed the end-users’ behavior during their journey in seeking information. Based on the use of the rich picture, these barriers have been classified into internal and external barriers. The focus was limited to investigate internal barriers. Additionally, the implementation of the SSM’s tools helps in developing the root definitions and related conceptual models that led to improving the situation of the LAIU. This study contributes to establish an appropriate and vital strategy to improve the LP based on a set of recommendation driven from the implementation of the SSM’s tools. It contributes to generate the S-diamond model addressing the requirements of improvement. It develops a model of the end-users’ ISB in the SPALs. Furthermore, this study reflects a theoretical significance by providing unique findings discovering the relationships between the themes under the investigation (EUERs, LP, end-users’ ISB, and EUS).

Baston, Karen Grudzien. "Library of Charles Areskine (1680-1763) : Scottish lawyers and book collecting, 1700-1760." Thesis, University of Edinburgh, 2012. http://hdl.handle.net/1842/6417.

Full text
Abstract:
The thesis uses the study of an individual’s book collection to examine wider themes in eighteenth century Scottish legal, social, political, and intellectual history. Charles Areskine’s library was made up of the books he needed as an advocate and judge, the texts he wanted to use to better understand the law and its history, and the books he used to enhance his ability to participate in the intellectual milieu of early eighteenth century Britain. Charles Areskine of Alva, Lord Tinwald (1680-1763) was an important Scottish lawyer and judge. Following a legal education in the Netherlands, he became an advocate and was called to the Bar in 1711. Areskine’s legal career was very successful and he attained high positions in the Scottish legal establishment becoming Lord Advocate (1737-1742) and Lord Justice Clerk (1748-1763). He was appointed to the bench as Lord Tinwald in1744. He served in parliament and developed his country estates at Tinwald in Dumfriesshire and at Alva in Clackmannanshire. Areskine is an interesting figure in the early Scottish Enlightenment not least because he began his career not in legal but in academic circles. He was a regent at the University of Edinburgh when he was barely out of his teens and from 1707 to 1734 he was the first Professor of the Law of Nature and Nations at Edinburgh. Areskine was also a traveller, a client of the earl of Ilay, a friend to philosophers, a patron of the arts, and a book collector. A manuscript which lists of the contents of Areskine’s library survives in the National Library of Scotland as NLS MS 3283. ‘Catalogŭs Librorŭm D. Dni. Caroli Areskine de Barjarg, Regiarŭm Causarum Procŭratoris. 1731’ lists 1290 titles divided into books on legal topics, which are not given any specific headings, and ‘Libri Miscellanei’. Although it is clearly dated as 1731, the manuscript was continuously added to and acted as a library catalogue throughout Areskine’s life. The list provides important evidence about Areskine’s participation in the legal, intellectual, and cultural concerns of the early Scottish Enlightenment. Areskine’s law books provide evidence for his scholarly interest in the history of law while showing the types of books lawyers turned to in order to fashion their arguments in the courts. His ‘miscellaneous’ books demonstrate his engagement with the wider cultural concerns of the first half of the eighteenth century. The books that eighteenth century Scottish lawyers owned provide evidence for their interests and influence. Areskine was not unique: his book collecting was part of a wider tradition among Scottish lawyers. Areskine’s legally educated patron, Archibald Campbell, had one of the largest private libraries in Britain and his colleagues on the Bench, Lord Arniston and Lord Hailes, created collections which they stored in specially built rooms in their houses. Because so many of them survive in the Alva Collections of the Advocates Library and the National Library of Scotland, it has been possible to examine Areskine’s books for clues about who owned them before he did and what happened to them after his death. Several inscriptions and bookplates survive in the Alva books which give evidence for a lively book market which was centred on the Scottish legal community. Advocates bought and sold many of their books at auctions. This study shows that books on topics of interest to Scottish lawyers changed hands and stayed in use for decades.

Carroll, Margaret Aby. "Using Financial Rankings to Identify Characteristics of Libraries Serving Highly Profitable Private Law Firms." Thesis, University of North Texas, 2010. https://digital.library.unt.edu/ark:/67531/metadc31527/.

Full text
Abstract:
This purpose of this study was to develop evidence of a relationship between law libraries and private law firm profitability for law library administrators to use when making strategic decisions that influence the value of their libraries. The highest ranked administrator at each private law firm listed on the 2008 Am Law 200 was invited to complete an online benchmarking survey. The adjusted sample population totaled 179 firms. Fifty-one valid surveys were completed for a 28.5% response rate. Descriptive and statistical analyses were conducted using 26 independent variables (law library characteristics) and a single dependent variable, Revenue per Equity Partner, developed from data published for the Am Law 200. The most significant contributions of this study are: development of important law library financial and return on investment benchmarks; a listing of characteristics that have been empirically shown to impact law firm productivity; identification of optimum reporting structure for the law library administrator. Six characteristics positively impact Revenue per Equity Partner: to whom the library Administrator reports, number of library staff per library, number of Library staff per library, range in hourly bill rate for library staff time, practice areas most often supported. Two monetary measures were also established. The cost benefit of an Am Law library to its firm is $1.00 : $1.68. Each Am Law Library staff member is worth $295,000 in Revenue per Equity Partner to a firm. Law library practitioners can use the results to support evidenced-based strategic decision making in the administration of any private law firm library. Faculty and students in law librarianship programs will have a greater understanding of how to manage law libraries and collections to provide maximum value to their law firms. Benefits to library and information science research include validation of the research design and benchmarking as a theoretical framework for conducting research into ways libraries can deliver value and return on investment to their sponsors. This research design can be generalized and replicated in future studies. It demonstrates how rank can be used to operationalize relative measures of value for research purposes. Findings from future studies in both for-profit and non-profit settings using appropriate measures of rank may form the basis for development of a theory concerning the relationship between a library and their sponsor's success.

Snook, Daniel Edwin. "Exploring the Book Through Layers of Public Space." Thesis, Virginia Tech, 2012. http://hdl.handle.net/10919/33461.

Full text
Abstract:
In todayâ s society, awash with digital media, the physical book should still be treated as a valuable object. It is a symbol of knowledge and, in the same way that the stones of historic buildings tell the story of their times, the physical book carries the truths of the past to each new generation, not only by the words it contains, but in how it is bound and set and worn. The library rises around the book, offering shelves that may be explored, allowing people to discover as they browse. The neighborhood library serves as an anchor for the community; without physical books, the library is gutted of its essential purpose, becoming merely a community gathering place. Members of the community must be given space to move through the books as they progress from the public realm of the street into the semipublic space of a library reading room, and perhaps beyond to their private places of study. Each stage of their journey should be a clearly defined â placeâ with its own purpose and potential. At the same time, the spatial boundaries in this progression must be integrated in order to invite people to move from one to another, to discover the books and the knowledge contained within. My thesis project has explored and developed these theoretical ideas into a library and housing project for Washington, DCâ s West End neighborhood.

Studies the history of a private library owned by many generations of the family of the Count of Pinhal, an eminent politician and businessman who lived in the second half of the XIX century and who had an important role in the foundation and development of the city of S. Carlos in the countryside of S. Paulo State. The objectives include analysis of the cultural aspects which determined the beginning of the collection and its preservation; identifying the reading practices of the Botelho which may represent the readers of the rural aristocracy in the Brazilian period of the move from monarchy to republic, and verifying the congruences between the collection and the cultural patterns of that time. Founded on historical theories of reading, the research carries out a physical and thematic analysis and characterization of the items of the library. Interviews with members of the family furnished additional data. Results revealed that the collection which form the library today presents two sections based on two historical moments. One of the time in which the Count and his immediate descendents still lived, whose vestiges are visible, although part of it has been lost through the years. The other was obtained by means of the reconstruction of the first library, based on ideas, on information, and on the present beliefs about what a collection of the threshold of the twentieth century must have been like. From the analysis of the themes covered by the collection, it was verified that the Botelho, following the elitist tendencies of the time, valued the european culture, mainly the french culture. As to the themes related to Brazil, the most frequent were “traveling”, “history” and “exoticism”. The collection also reveals reading preference shifts through time, as for example, from the predominance of human sciences to hard sciences. There are also some special first edition books with notes from authors.

Abstract:
The aim of this research was to explore the ICT skills of LIS students in Kuwaiti HE that are potentially defined by the job market. These skills are deemed essential for the employment of LIS graduates in different job market sectors. As a result, the ICT skills of current LIS students, the needs of employers, and the LIS curriculum in Kuwait were all investigated. In addition the factors that had an impact on students ICT skills were also investigated. To fulfil the research aim and objectives, mixed research methods were employed. The research subjects were employers, LIS students, and teaching staff. Their views were sought through qualitative and quantitative methods that included: 54 semistructured interviews; 225 self-administered questionnaires; these were supplemented by three focus groups; and content analysis of relevant web sites, reports, and LIS syllabus to provide further documentation and analysis. The main findings of the research were: (1) overall the students had knowledge and basic ICT skills, but they lacked advanced searching and internet navigation skills. 85% of the students did not have enough ICT skills; their ICT skills level was selfrated as intermediate or beginner ; (2) the research investigated negative factors such as: unsuitable teaching and learning environment, negative attitudes, social influences, and lack of resources; (3) the students most preferred teaching and training method was group training ; (4) the employers identified further ICT skills and non-ICT skills that LIS graduates should possess for employability; (5) gaps were found in the curriculum and in teaching and training the ICT courses such as: course content was inconsistent; did not reflect the needs of the job market and were outdated; an imbalance between theory and practical training, courses had different outline and little use of the English language hindered the students ICT skills improvement and ICT use. In addition, work placement needed careful consideration. Recommendations based on the research findings and conclusions were made to the DLIS in Kuwait and stakeholders. Abstract:
Throughout Victoria's reign, Lord Lindsay and his son Ludovic, respectively twenty-fifth and twenty-sixth earls of Crawford, created one of the largest private libraries ever assembled in Britain. The Bibliotheca Lindesiana included some six thousand manuscripts, which Ludovic sold to Enriqueta Rylands in 1901 for £155,000. The principal problematic that I address in this thesis is: Why did the earls of Crawford invest vast amounts of financial and cultural capital in this endeavour? In other words, what factors - both structural and specific - led to the formation of the library, what purposes did it serve, and what roles did its manuscript components in particular perform? Other questions include: How - and how successfully - did Lindsay and Ludovic maintain physical and intellectual control over the rapidly growing library? How did they position themselves within networks of connoisseurship and collecting in Victorian Britain? How was the formation of the Oriental manuscript collections connected with Lindsay's interest in racial classification and with wider racial discourses? And how did the library reflect and reinforce Lindsay's identity as a gentleman-scholar? Previous studies of this and other manuscript collections have adhered to an antiquarian, bio-bibliographical model, focusing on the detailed matter and mechanisms of collecting, rather than exploring the socio-cultural and epistemological contexts of their development. This thesis, by contrast, constitutes the first extended application of cultural theory to a manuscript collection, or indeed to any private library, in the nineteenth century. I combine close archival work with Bourdieu's concepts of field, capital and habitus to reveal the complex structuration and signification of the library, and to investigate the imbrication between the earls' personal agency and wider forces operating upon the library. My examination of the Bibliotheca Lindesiana has uncovered several key issues and themes hitherto unexplored in this or any other major private library of the nineteenth century. First, I argue that the reasons for the library's development reside principally in various forms of classification, which preoccupied Lindsay and reflected wider societal trends and taxonomies: the classification of libraries and the ramification of knowledge; Lindsay's deployment of the library to corroborate his and his family's social and cultural distinction (i.e. social classification); and an interest in racial classification, which reflected Orientalist discourses associated with imperialism. Secondly, while the dispersal of aristocratic collections in the late nineteenth and early twentieth centuries is a familiar trope, this study is the first to contextualize the decline of a private library within the struggle between the aristocracy and the bourgeoisie. Finally, this is the first examination of the impact of professionalization upon private as opposed to public libraries, revealing the tensions between amateur traditions and growing professionalism and specialization in the nineteenth century. I thus 'read' through the library some of the wider socio-economic and cultural issues operating in Victorian Britain and its empire.

Abstract:
The aim of this thesis is to accomplish an understanding on how librarians experience their professional role at private companies. The study is based on qualitative interviews with persons who have a degree in Library and Information science, but does not work as an ordinary librarian. To answer why the respondents work at private companies, this thesis dwells on how the education in library and information science prepares their students to face an alternative career; why the respondents wants to work at private firms instead of a library; if the salary is a key factor in order to choose a career; if the respondents think the companies appreciate their qualifications, and finally, if the respondents think they intrude on other professions' territory? Working at a private company, with a degree in library- and information science, is not, according to the respondents, easy. Although appreciated by their knowledge in the field of information, the interviewees think that the title librarian is hard to cope with. Nevertheless, the salary is bigger and the tasks are more demanding than at a library. This paper discusses, and shows, how librarians can take another path in their search for a career. Librarians do not have to work at libraries. Their field stretches further because of new technology and digital information. Private companies are an option. The librarian also gets a new title, such as information specialist or information architect.

Abstract:
In the early 1860´s, the author and opinion former Fredrika Bremer made a large donation of books to Högre lärarinneseminariet, which is the first governmental institute for higher education of women in Sweden. The aim of this thesis is to describe the collection of donated books as well as to extract information regarding Bremer's international network of contacts, her views on women's education and her relation to Högre lärarinneseminariet. Furthermore, the aim is to highlight the unique relationship between Fredrika Bremer's private collection of the books and the library of Högre lärarinneseminariet from a gender perspective. A handwritten list of the 321 titles constitutin the donation has been preserved in the seminar archive and three quarters of the books have been re-discovered in a bookcase at Årsta castle. The donation is characterized by its double origin as stamps and personal dedications remain as permanent traces in the books. The archive list of the donation defines the scope of the current thesis. A sub-population of the books was selected for a more thorough investigation which was performed according to a bibliographical form. By considering each individual book as an artefact and the donation as its context, information was derived both from the individual book as well as from the book in relation to the collection as a whole. The investigation shows that the collection reflects Fredrika Bremer's areas of interest, her travels and her contacts with other writers throughout the world. The donation of the books, as well as the Iduna statue which she also donated, confirms that she saw her vision of a college being realized in Högre lärarinneseminariet. She was also aware of her own efforts for women's education and emancipation, and her significance as a role model for future students at the school. There is a high cultural history value in the preservation of Fredrika Bremer's book collection and it is desirable to make the collection more accessible for research.

Abstract:
Introduction. Libraries have traditionally protected the privacy of their users. It is an ambition that is becoming increasingly difficult, with the introduction of new information technologies in libraries. This thesis consists of an examination of an incipient interest in digital security among Swedish libraries and librarians. It also consists of an examination to what degree Swedish municipality libraries are using social plugins, an information practice with potential privacy concerns, on their websites. Method. Key actors were interviewed to shed light on why issues on privacy and digital security have moved into the foreground. 59 municipality libraries were randomly selected, and their websites surveyed. Analysis. Contextual integrity (CI), a privacy concept developed by Helen Nissenbaum, was used as a theoreti-cal framework. According to the concept, privacy is linked to information norms in a specific context. The con-cept has both a descriptive and a prescriptive aspect. In this thesis I used CI to evaluate libraries’ information practice of using social plugins on their websites. Results. The study showed that one out of three municipality libraries in Sweden are using social plugins on their website. The interest in digital security among Swedish libraries is linked to privacy concerns for groups of people with the need of high digital protection. The interest was sparked by Edward Snowden revelations of mass surveillance and the refugee crisis in 2015. Conclusion. Contextual integrity was used to evaluate libraries’ practice of using social plugins on their web-sites. The evaluation showed that the practice encroaches on information norms normally taken for granted in the library. The use of social plugins should be cancelled. Libraries have a responsibility to secure the privacy of their users, and CI is a useful concept to evaluate different information practices. This is a two years master’s thesis in library and information science.

Abstract:
State University of New Jersey, USA.
This dissertation examines the role of culture, mobile privacy, apps, and user behavior and attitude. The core research question is: Are there differences in the mobile privacy behaviors and attitudes of American and German library and information science students? This dissertation uses ethnography as its research methodology since culture is at the heart of ethnography. Furthermore, ethnographers try to make sense of behavior, customs, and attitudes of the culture they observe and research. This ethnographer aims to portray a thick narrative and transforms participants' mobile privacy attitude and behavior into a rich account. The research design is comprised of semi-structured interviews, coupled with experiments and participant observations about mobile technology use. Fieldwork 1 was conducted in two different sites: Humboldt-Universität zu Berlin, Germany, and Rutgers, the State University of New Jersey, USA. Fieldwork 2 was conducted via an online video conferencing platform. Contrary to what this researcher predicted, the findings have revealed that there are nearly no cultural differences in mobile privacy behavior and attitude. Similar attitudes, such as mobile privacy complacency, mobile privacy learned-helplessness, and mobile privacy pragmatism, seem to impact German and American students equally. The findings provide support for further research recommendations, and in conclusion, this researcher highlights three contributions this study makes to the scholarly literature.

This study was developed in a private hospital, in Rio de Janeiro, in order to demonstrate the value of a digital medical library, as a scientific support tool for health care practices adopted by physicians, that resulted in technical glosses and loss of revenue for the institution. Through integrative review methodology, clinical literature related to technical glosses, occurred in the period from january to september 2014, were collected and analyzed from the perspective of the conceptual model presented by Cochrane (LEFEBVRE et al., 2011), which identifies the level of scientific evidence and establishes the degree of recommendation for clinical practice. During the content analysis, considering the techniques proposed by Bardin (1977), the scientific evidences, that gives value to the health care practices, were identified, as proposed by the conceptual model. In addition, the cost of the glosses were included in the analysis of the results, reinforcing the trend of the study to validate the conceptual model that recommends evidence-based medical practice to generate more effective results and better cost / benefit in health. Based on the findings, the theoretical and practical implications are discussed, as well as suggestions for future studies on the subject.

Abstract:

Abstract:
As a young man the politician and diplomat Johann Christian von Boineburg started to collect books. At the end of his life this collection with its 10,000 titles was one of the largest private collections of the seventeenth century. Today the content and the structure of the Boineburgica are known by a catalogue which was developed by the young Gottfried Wilhelm Leibniz. By the donation of Boineburgs son Philipp Wilhelm the library was received until today. The dissertation sketches a picture of the book collector and reader Boineburg based on the volumes, the catalogue of the library as well as Boineburgs correspondance that remained till today. The use of the volumes with the handwritten notes of Boineburg makes it possible to reconstruct the increase of the collection and to analyse how Boinebur was reading his books. It is shown to what extent Boineburgs interests, his political activity and his activities as a patron cause the content of his collection. His rootage tin the late humanism becomes evident. The characteristics of the library of the polymath Boineburg are described.

This is a juried paper (12 pages) presented at Session 5.2 titled "The Digital Environment: Online Libraries, Users and Systems" on Thursday, January 13, at the ALISE 2005 Conference, Boston, Massachusetts (Session Moderator: Charley Seavey). The main purpose of this study was to examine participating readers' text markings when they interacted with electronic documents during an active reading process. The readings took place in a private setting, where the readers read e-document for self-use, and in a document sharing setting where each document was shared among a group of students. Based on the results from descriptive and statistical tests, a user-marking taxonomy was derived, which led to the development of a framework for marking ontology. The proposed ontology can then be utilized by web searching agents to enhance the information retrieval capabilities of users working with digital library resources in a semantic web environment.

The main purpose of this study is to explore the develop ment history, operation performance, and program promotion in the private children’s libraries. In addition to under standing the challenges and solutions of program promotion, this study discusses the opinions and expectations of volunteers and parents concerning the activities, as well as the effects and comments of program promotion. This study adopted in-depth interviews with six interviewees respective ly from the Little Big Picture Book Library. Formal interviews, observation, and informal interviews, as well as literature review, data collection and encoding were conducted. The results are as follows: 1. Little Big Picture Book Library is based on the principle of parent-child reading, and collects a variety of picture books. Its operation includes (1) parent-child reading group; (2) story-telling programs in communities. 2. It is a non-profit organization which has shown excellence performances in terms of organization type, founding spirit and objectives, features, funding, community resources, hardware, and services. 3. The operation of the autonomous organization can make the activities more diverse. Among all, the parent-child reading group and the exhibition of themed authors are highly affirmed, while accompanying the children in reading is the key meaning behind joining the activity. 4. The challenges to promoting related activities include promotion schemes, lack of budget and assistance, and the conflict of ideology. They might be improved by clearly identifying the idea, upgrading the facilities, expanding the staff, and broadening the promotion. 5. The interviewees generally appreciate the children’s reading activities and regard reading with music-playing as a way of delivering story during parent-child reading. The public sector and the private sector could cooperate to promote reading. 6. Little Big Picture Book Library promotes happy reading which makes reading a part of children’s life via parents’participation. This research provides related suggestions for volunteers, parents, the government, and future studies, and serves as a reference to promote children’s reading in domestic libraries.

In 1992, Wendy Cooling from British “Book Trust” Foundation started a program called Bookstart. Basically the program was a parent-child activity, which encourages parents to start reading along with their child; it also advocates that children should start to access the reading environment at the early stage of life. In 2003, Taiwan made its first step promote the Bookstart program, which is driven by Taichung Library. This research is using the history background of Taichung Shalu Library, and its partnership with related participants, in order to explore public-private partnerships and give policy recommendation. The participants of this research project included: Taichung City Cultural Affairs Bureau, library, Hsin Yi Foundation, and the parent-child book club participants. The results of this research project are mainly based on heavily literature reviews, and also through some in-depth interview analysis. At the end of this research project, I come up with the conclusion that: the participants in this research project all share a common purpose, which is stating the parent-child activity being described above as early as possible. However, without a clear policy action and also good partnerships, it is quite difficult to implement this program. This research project has discovered two factors that will have a major impact to the public-private partnerships. The first problem will occur within the public organization sector , such as: lack of human resources and also financial funding; lack of horizontal linkages; lack of innovation and integration of marketing strategy; the unclear responsibilities between Taichung City Cultural Affairs Bureau and the local library; the difficulty of the personal information protection Act. Secondly, distrust between different participants. At the end of this research project, I will make policy recommendations based on practical and theoretical aspects. Practice aspects will included: internal integration within public sectors, how Hsin Yi Foundation regarding corporate social responsibility as their own responsibility. In theoretical aspects parts, I propose the partnership between the following two models, which is ternary and participants’ mode. At the end of this research, I discover that the participants’ model is the most suitable model to implement Bookstart program.

Abstract:
The transformation of a manual paper-based moderation process into an electronic moderation (eModeration) process poses unique challenges. These challenges concern academic processes, people and the user experience of interactive systems. eModeration can improve the user experience of assessment processes while lowering the risk of delaying the process or losing scripts. Despite the benefits associated with optimising assessment procedures, particularly examination procedures, the use of eModeration in South Africa is limited. There are several possible reasons for a lack of eModeration adoption ranging from infrastructure and technical issues through to organisational and human factors. The focus of this study is on the human factors involved in eModeration. Since no User Experience Evaluation Framework for eModeration existed at the time of this research, an in-depth study was conducted based on the experiences of eModeration users in the context of private higher education institutions. The study focused on identifying the most important user experience constructs for the evaluation of an eModerate system within the context of private higher education institutions in South Africa towards proposing a framework. The study was based in the fields of Information Systems and Human-Computer Interaction with eModeration being the application domain. The research used a Design Science Research methodology, which involved the development and testing of a User Experience Evaluation Framework for eModeration. The data generation methods included interviews with deans, eModerators and management, as well as a survey that included responses from both moderators and deans. The research was conducted at Midrand Graduate Institute and evaluated at Monash University. The study makes a validated contribution towards identifying the most important user experience constructs. The identified constructs were utilised in the design and development of the User Experience Evaluation Framework for eModeration, which can be used along with the evaluation criteria tool to evaluate eModerate systems.

Abstract:
The struggle to liberate the continent of Africa from colonialism during the second half of the twentieth century represented an important epoch and as such this history needs to be documented accurately in whatever form for the benefit of posterity. Liberation struggle archives are of differing types and status, which reflects the diverse nature of the struggle itself. R ecords on the liberat ion struggles in Africa were created from within and outside Africa to document this historic ep och from the 1950s to the 1990s. These records have to be made available to the public for research, scholarship and general interest as they are a treasured na tional asset. In view of the above, it is the mandate of archivists to provide a means f or future generations to access historical sources . The purpose of this study was to ascertain whether liberat ion struggle archives are being offered the continuum of c are throughout their lifecycle in order to make such access possible . Considering that few records were created during the struggle for emancipation notwithstanding their neglect, it is therefore incumbent upon archivists to pres erve the legacy of the libe ration struggle that is contained in those few records that were created. The study used both qualitative and quantitative data collection and analysis methods. The study used methodological triangulation techniques in order to capture the phenomenon under study in detail. The study’s’ population were the twenty three archival institutions within east and southern Africa, both public and private that is, which generated a response rate of 39%. Due to the fact that the study population was geographically di spersed, the study employed self - administered questionnaires for data gathering . U nstructured interviews and observations were also used in a limited manner . The researcher administ ered an interview schedule to h e a ds of archival institutions within the eas t and s outhern African region. To complement the iii interviewing, an observation schedule was also used to record phenomena at selected archival institutions. T he data collected using qualitative techniques was content analyzed whilst SPSS was used for quanti tative data. The study unearthed some interesting developments. Liberation struggle archives had been identified and the requisite documentation put in place. T h is was evidenced by the restitution of archives which was an ongoing process albeit a problemat ic one. This process gives the overall picture that the liberation struggle was a global event as records are scattered in different parts of the world. The records so created are of varied nature as the media used to capture the record exists in a variety of forms with photographs predominant. The study also discovered that the arrangement of records was being done by qualified personnel, both archivists and manuscript librarians. In their efforts to promote access, most archival institutions employed a co mbination of finding aids with inventories and summary lists mostly used . Furthermore, t he existence of mechanisms, policies and procedures facilitates archival management practices. The present research established that all archival institutions had missi on statements and that th ese explicitly spelt out the mandate of the organizations . F or some institutions, these existed in written format. Formal p olices were generally in existence but were calibrated at various levels depending on an institution’s colle ction priorities. In this instance, the policy pertaining to digitization of liberation struggle archives was held in high regard and this explains why the majority of archival institutions preferred electronic media for duplicate copies . This preference p oints to the increasingly pervasive influence of digital technology. Archival institutions were liberal in their publication requirements though users had to acknowledge the institution as the source. The major challenge in the management of liberation str uggle records was the processing of backlog s . In addition, the study sought to establish whether archival institutions were providing resources in order to promote a n environment conducive to iv prolong ing the useable life of liberation struggle archives. The infrastructure in terms of knowledgeable and skilled personnel was in existence as the need for an academic background from which archival skills could be developed was given priority. The expertise in preservation management was mostly invested i n disast er planning and recovery, holdings maintenance and preservation planning . The research also established that the majority of archival institutions had a visitors ’ register in place al though its administration lacked consistency. The majority of archival in stitutions had air conditioning though maintenance records were non - existent. It was also noted that fumigation was prevalent and that restorative work was being done by the majority of institutions with the traditional technique s being the most popular. Equally important was the need to establish the preservation needs of the surveyed archival institutions. The study reve ale d that digitization was the most wid ely used preservation strategy and the majority of archival institutions had purpose - built storag e. Fire was considered the biggest threat to archival collections and the disaster plan mostly covered records, the physical building and the evacuation of people. Fire detection systems were in place and archival institutions were making use of their resp ective local fire departments to raise fire precautionary awareness and readiness. Security measures were generally in place though the use of Close Circuit Television ( CCTV ) , cameras and alarm systems was not pronounced. Furthermore, the study identified that information communication technologies had a transformative influence on the management of liberation struggle archives. The majority of the institutions were digitizing their collections though there was no written policy for managing these digital records. It was also established that most archival institutions were not migrating their records. Technological obsolescence and lack of resources were considered by most institutions as constituting the major threats to the survival of digital records an d this could be the reason why donor assistance v was sought as evidenced by the state of the art equipment on digitization infrastructure observed in some institutions visited . Equally significant was the revelation that inherent semantic ambiguities existe d in the legislative apparatus of the majority of archival institutions which partly explains why there was much passivity when it came to managing private records. The study further established that the management of private records was not satisfactory a nd areas noted for concern pertained to the arrangement, storage and custody, finding aids and access relating to these records . Finally, the study put forward a number of recommendations that had to be considered in an attempt to help archival institutio ns professionally manage liberation struggle archives , and two are cited here simply because they encapsulat e others . Firstly, the legislative apparatus had to be modernized in order for liberation struggle archives to be taken care of at national and not organizational level as is presently the case. The implication is that the laws that govern the national archives of countries within ESARBICA are wholly inadequate when it comes to the management of the private record. Lastly, the records continuum model formed the theoretical foundation of the study not only because of its holist ic approach, pragmatism and the fact that it is technologically driven but because it dovetailed with the records keeping issues which the study investigated .

Abstract At 1999, the Library and Information Technology Association (LITA) advanced the Personalized Information Service (PIS) is the important trend for the future development of library website; which means that the users can filter and search information basis of their request, and let the library system can offer the research subjects or information which appeal to the users forwardly, and move up the using efficiency of the library. However the PIS will cause the privacy problem for the personal information of readers. Because the operation of PIS has to analyze the reader’s personal information such as name, borrowing records etc. After the interview of Chiao Tung University library and Da Yeh University library, the research here has arranged the functions of Personalized Information Service (PIS, which is called My Library in Da Yeh Uni.) of the National Chiao Tung University Library and Da Yeh University Library and in accordance with the R.O.C Computer Process Personal Data Protection Act as well as the original law – The OECD(Organization for Economic Cooperation Development) Guidelines on the Protection of Privacy and Transborder Flow of Personal Data (Collection Limitation Principle, Data Quality Principle, Purpose Specification Principle, Use Limitation Principle, Security Safeguards Principle, Openness Principle, Individual Participation Principle, Accountability Principle). Thus we divide the PIS of university library into six subjects to discuss privacy problems which as blow:1.The obtain of reader’s personal data 2.The use and process of reader’s personal data 3.The accuracy and update of reader’s personal data 4.The security safeguards of reader’s personal data 5.The use and establishment of user profile 6.The privacy policy. The results indicate that the PIS of university library did invade reader’s privacy. Therefore the management of library should enhance the protection of reader’s privacy through the constitution of privacy policy, the reader’s written agreement for acquired data, setting up effective way to solve the controversy of privacy, and reducing data processing by hand, to balance the information with gatherer (library) and giver (reader); and to be the reference for university library when offering personalized information service.
