AbstractRegarding the effectiveness of privatization, two schools of thought are distinguished: a school in favor of privatization in general and a school that judges the success of privatization to be dependent on the institutional context. The Kosovo case is a critical case as Kosovo was a post-conflict country with a deplorable institutional setting at the time it initiated the privatization processes. Abstract Metro Manila's water privatization is one of the world's largest and longest-running privatization programs for a water utility. While traditional efficiency metrics show significantly improved service levels under this schema, local anti-privatization activists maintain that the program does not benefit the urban poor. Assessments from an equity lens offer a fresh perspective, using information from a consumer survey of 53,733 residential households, privatization reports, and field interviews. Among the three indicators used as indicators of efficiency: cost per unit, earnings before interest and taxes per employee, and total asset turnover, the one that showed a clear improvement was the total asset turnover. The privatization of public enterprises constitutes a key element in such a strategy.1 Yet hitherto, the extent of privatization—the number of enterprises involved as well as the scale of divestiture—has been extremely limited, especial

One of the central goals of the Medicare and Medicaid programs at their creation was to bring elderly and impoverished Americans into the mainstream of American medical care. In 1965, of course, this meant fee-for-service medicine. At the outset, therefore, Medicare and Medicaid were strictly fee-for-service programs. However, recent deregulation of the power industry in the UK and forthcoming deregulation in the USA may have an effect on operational and reliability issues, as changing operational demands are placed upon power generators through economic forces.

Over the last 20 years, Mexico redefined the role of the state in its economy through an ambitious program to liberalize trade, promote efficiency and reduce the size and scope of the state-owned sector. In Mexico, privatization led to a significant improvement in firm performance, as profitability increased 24 percentage points and converged to levels similar to those of private firms. From this increase, at most 5 percent can be attributed to higher prices and 31 percent to transfers from workers, with the remaining 64 percent representing productivity gains. There is evidence that privatiza

Critics of privatization argue that poor labor force restructuring is a key concern and that governments should establish better retrenchment programs. Using new data from a random sample of 400 companies in the world, we test competing theories about the wisdom of retrenchment programs and their effect on prices paid by buyers and re-hiring policies by private owners after privatization. Our results show that adverse selection plagues retrenchment programs carried out by governments before privatization. Controlling for endogeneity, several labor retrenchment policies yield a negative impact

This document discusses and proposes a new framework to improve the quality of programs supporting such reforms in Latin America. Firstly, it responds to the risk that the reforms in the region might be reversed, which might originate in the lack of public support for privatization and the succession of crises and events in the recent past (problems of supply in Chile and Brazil; price peaks in the spot market in El Salvador; the commercial unsustainability of the pool in Colombia; the ENRON/Andersen scandal, and the Argentine crisis among others), that have provided the enemies of reform with

This paper discusses Brazil's structural reforms since the 1990s and areas where work remains to be done. Reforms of the 1990s included the containment of inflation, the adoption of a comprehensive Fiscal Responsibility Law, a successful debt restructuring program for subnational governments, the reduction of trade barriers, a wave of privatizations, and the expansion of health and education programs. Reforms of the 2000s included strengthening welfare programs, rapidly increasing the minimum wage, and reforming the financial sector to increase access to credit among lower income groups. Polit

The future of structural reforms in Latin America is under discussion. The purpose of this document is to synthesize the facts and opinions that underlie this debate. The first section shows that although the reform process has not ground to a halt, it has been incomplete and uneven, both across countries and different areas of reform. The greatest progress has been made in reforming the trade and financial sectors. In terms of tax reform and privatization, the record has been mixed across countries. The most modest progress has been made in the area of labor code reform. The second section an

This paper discusses poverty and unemployment in Argentina, beginning with the turbulent years since 1980. Argentina suffered a 25 percent reduction in per capita income, two bouts of hyperinflation and a sharp rise in poverty during the 1980s. In 1990, the Menem government began a profound restructuring of Argentine economy. A centerpiece of the new program was a plan designed to control inflation once and for all. Other elements of the program were a control of the government deficit, privatization, reduction in tariff barriers, and a reform of social spending. What was the effect of all the

This document is an update of an earlier study (Lora, 1997), which argued that the lack of direct measurements of structural policies had stood in the way of adequately evaluating the effects of the reforms on economic growth and other variables. The aim is to describe and measure the advance of the structural reforms, using for that purpose a structural policies index that summarizes the status of progress in policies in the trade, financial, tax, privatization, and labor areas. The first part of this document is devoted to describing the most important advances in the various areas of struct

This paper develops and applies a new approach to the estimation of the impact of economy-wide reforms on wage differentials, using a new high-quality data set on wage differentials by schooling level for 18 Latin American countries for the period 1980-1998. The results indicate that reform overall has had a short-run disequalizing effect of expanding wage differentials, although this effect tends to fade over time. This disequalizing effect is due to the strong impact of domestic financial market reform, capital account liberalization and tax reform. On the other hand, privatization contribut
