Abstract While the EHEA has achieved its goal to reduce structural barriers for student and staff mobility, the situation is different when it comes to the realization of the agreed upon promotion of basic values and principles. For example, in a number of EHEA countries the adherence of academic freedom has deteriorated since 2010. In addition, various studies have suggested a decreasing level of political commitment to Europeanisation of higher education in a growing number of countries. Achieving progress in the coming period in this key part of the EHEA’s objectives is difficult also as a result of the problems the overall process of European integration faces. For example, Brexit, the rise of anti-EU political parties and movements, and growing disagreements among EU member states on the key ideas and principles underlying European integration are posing serious challenges for Europe’s way forward in higher education collaboration. In this chapter, we will discuss a number of the challenges facing, directly or indirectly, the EHEA. We will start with a discussion of the importance of the rise of science diplomacy for the EHEA, being a consequence of the growing connection between foreign affairs and the higher education & science policy areas. Next, we will analyse the growing intra-European political tensions, with a number of EHEA countries not adhering to basic European values and principles concerning liberal democracy and open societies. Further, we will examine relevant trends in EU-funded higher education collaboration within the EHEA, with special attention for the European University Initiative. Finally, the discussions and analyses presented in the chapter lead to proposing two complementary EHEA trajectories for the coming period, the first implying a move away from the geographical focus on Europe, the second including only those countries that adhere to promoting academic freedom, institutional autonomy and other basic values and principles. Both trajectories take as a starting-point that the EHEA is in need of fundamental reforms.

This paper draws upon the capability approach and critical pedagogy to analyse the value of using Problem-posing Education, a participatory action research method, in a digital inclusion initiative in Brazil. First it the capability approach and explains why using critical pedagogy is a valuable way to deal with issues of power, collective conscientisation and adaptive preference. Freire's pedagogy is then presented and conscientisation is explained as a process of raising critical awareness and praxis. The case study, presents empirical work conducted in Campinas, together with a NGO named CDI, which offers free internet access and basic ICT skills using a Freire's inspired methodology. Findings are then explained and discussed using the theoretical framework. This paper concludes that there is great value in using Freire's critical pedagogy for digital inclusion, but that further research is necessary to identify less resource intense solutions that can provide students with both conscientisation and skills.

The motivational value of the context is clearly demonstrated by students in classroom situations posing the title question. This excellent real-life question triggered the design of a special instructional sequence culminating in the addressed problem and aiming to combine different approaches to probability. Considering students’ usual struggle with the field, this attempt may prove valuable. As in the history of Stochastics, investigating the rationality behind the system of odds requires parallel handling of chances and expected value, and can lead to a deeper understanding of complex mathematical models. Recently, Series of Problems have been in the center of attention of the Complex Mathematics Education Research Project in general, as an important characteristic of the Hungarian Guided Discovery approach. Our design roots in this highly problem based tradition and adopts some of Tamás Varga’s ideas in instruction. In our paper, the details and structure of the designed teaching material will be displayed utilizing the tools of this research. Following centuries of tradition, sports betting is flourishing nowadays, particularly benefitting from the opportunities of online forums. Providing entertainment for many, it has great motivational value for students, who often pose the particular question in the title. This question is spot-on: gambling is a highly regulated, nevertheless always lucrative market. From an educational point of view, sports betting gives us a more complex perspective on probability than combinatorial games. History and teaching practice both suggest that the concept of probability bears serious cognitive load, and students often burdened with biases that makes the heart of the concept elude them. Furthermore, instruction sometimes lacks the adequate means to harmonize even the correctly introduced aspects of probability, leaving the students with either fragmented or contradicting ideas. In our paper we will make an attempt to connect the classical (laplacian), statistical (frequentistical) and subjectivistic (bayesian) approaches of probability through a gradually constructed task sequence organized around sports betting. We hypothesize that the investigation of the rationality of odds can foster a more integrated understanding of the concepts probability and expected value. Of late, there has been an escalation in the use of social technologies in the legal fraternity. The Lithuanian government has started putting in place interventions that promote the utilization of social technologies into legal administrative processes. This came after the realization that Lithuanian citizens have the right to full and truthful information about administrative law and administrative processes. Having taken its name from the fragmentary and divisive nature of the 20th century Balkans, the geopolitical term “balkanization” has come to refer to any region or society with internal turmoil or divisions. At the same time, it is being used to express the divergence over time of languages. In both cases, “balkanization” is an indisputable reality nowadays and reflects current relationships among nations. In this sense, although the unification process of the EU is believed to be a given today, problems such as the downgrading of less widespread languages such as Balkan languages and dialects still remain unsolved, mostly due to the predominance of English, French or German in the scientific, political, economical and commercial world. Indicatively, there are nine officially acknowledged languages today in the Balkans, whose even existence is ignored by the majority of EU citizens. Some have no apparent relation to the other. Whatever the case is, the Balkans have to and will survive this “Babel,” together with all European Union states. Maintaining a country’s language is a multilateral case and duty of nations nowadays; it also concerns a place’s culture and its specific characteristics and lifestyle, which differentiate it from other nations. It has to do with ethnic identity and understanding of one’s existence over time.

Seeking to illustrate the usefulness of Eliasian approaches for debates on health care professional regulation, this chapter examines how long-term social processes have transformed the character of health care professional-patient interactions in the United Kingdom in recent decades, rendering them more informal and less asymmetric. The chapter goes on to consider three key implications and challenges of such transformations for regulatory design and practice, first exploring how performances of compassion and care have become more central to understandings of ‘quality’ health care practice. Secondly, these less asymmetric and structured interactions are also less stable, posing problems for quality assurance and regulation. Finally, informalisation processes are bound up with moves away from a more blanket profession-based trust towards a more critical, interaction-won trust. The chapter concludes by considering the implications of new trust dynamics for regulating quality care amid the processes of informalisation, and how heightened demands for reflexivity may open new possibilities for cultivating (professional) virtue through a dialogue between social research and health care practice.

Serious games are technology with unrealized potential as an innovation for reasoning about complex systems. The technology is enticing to technologically-savvy individuals, but the acceptance of serious games into mainstream processes requires addressing several systemic issues spanning social, economic, behavioral, and technological aspects. First, deployment of gaming technology for critical processes needs to embrace statistical and scientific methods appropriate for valid, accurate, and verifiable simulation of such processes. Second, identifying the correct instance and application breadth for a serious game within an organization needs to be articulated and supported with research. Third, funding for serious-games initiatives will need to be won as the funding will displace monies previously allocated and championed for other projects. Last, the endeavor faces the problem of negative connotations about its appropriateness as a viable technology for mainstream processes rather than for entertainment and diversion. The chapter examines the chasm serious games must traverse by examining the issues and posing approaches to minimize their effect on the adoption of the technology. The histories of other technologies that faced similar hurdles are compared to the current state of serious games, offering a perspective on the hurdle’s resolution. In the future, the hurdles can be minimized as curricula are developed with the solutions to the issues incorporated in the content.
