Abstract:
More than 4700 nominal family-group names (including names for fossils and ichnotaxa) are nomenclaturally available in the order Coleoptera. Since each family-group name is based on the concept of its type genus, we argue that the stability of names used for the classification of beetles depends on accurate nomenclatural data for each type genus. Following a review of taxonomic literature, with a focus on works that potentially contain type species designations, we provide a synthesis of nomenclatural data associated with the type genus of each nomenclaturally available family-group name in Coleoptera. For each type genus the author(s), year of publication, and page number are given as well as its current status (i.e., whether treated as valid or not) and current classification. Information about the type species of each type genus and the type species fixation (i.e., fixed originally or subsequently, and if subsequently, by whom) is also given. The original spelling of the family-group name that is based on each type genus is included, with its author(s), year, and stem. We append a list of nomenclaturally available family-group names presented in a classification scheme. Because of the importance of the Principle of Priority in zoological nomenclature, we provide information on the date of publication of the references cited in this work, when known. Several nomenclatural issues emerged during the course of this work. We therefore appeal to the community of coleopterists to submit applications to the International Commission on Zoological Nomenclature (henceforth “Commission”) in order to permanently resolve some of the problems outlined here. Abstract:
On the basis of the archival materials, first identified by the authors, and the published historical sources that have not yet come to the attention of historians of science, this article reconstructs the biography of Johann Christian Weltzien (1767–1829), doctor of medicine and surgery. In 1785, Weltzien became a court physician. In 1799, in the retinue of Grand Duke Konstantin Pavlovich, he participated in Italian and Swiss military campaigns. After that, Weltzien was assigned to the Сourt of Grand Duke Konstantin Pavlovich of Russia and stayed at his court until 1810. He started his charitable activities in the Medico-Philanthropic Committee. From May 1810 to the middle of 1825, Weltzien was a physician at the Imperial Page Corps. It turned out that around the same time, in 1804–1825, he was a member of the Medical Council. Furthermore, as there were two medical councils under two ministries at the time, in 1811–1822, he was a member of both. Since 1825, Weltzien lived on his estate in Somel, now Vaiatu Manor in Estonia, and died in St. Petersburg. Weltzien’s work as a provincial physician prompted him to write a book on medical police, which was published in 1785. It has been established that this remained his only book on the topic. The article shows that Weltzien became one of the first ideologists of state care for public health in the Russian Empire. Weltzien’s ideas, expressed over 200 years ago, regarding the state having mechanisms to impact public health and the importance of not excluding it from solving health problems have not lost their significance even today.

During the period of the successive keeperships of John Shute Duncan (1823–1829) and his brother Philip Bury Duncan (1829–1854), the collections of the Ashmolean Museum at Oxford were comprehensively redisplayed as a physical exposition of the doctrines of natural theology, specifically as propounded by William Paley. The displays assembled by the Duncans, overwhelmingly dominated by natural history specimens, were swept away with the opening of the University's new Natural Science Museum and with them went almost all recollection of an extraordinary chapter in museum history. From largely unpublished records in the Ashmolean, the Duncans' achievement is here reconstructed. The primary evidence is provided by contemporary reports prepared for the Visitors of the Museum and by surviving texts from the Duncans' museum labels. Additional perspectives are provided by an extensive body of correspondence from the collectors, explorers and others who contributed specimens to the new displays: their texts illuminate aspects of contemporary preoccupations with classification, broader research priorities, and problems associated with collecting, preserving and transporting specimens, as well as shedding light on individual exhibits which they contributed to the Museum. These correspondents include a number of significant figures in the nineteenth century history of natural history, including Andrew Bloxam, N. A. Vigors and William Burchell.

Numa perspetiva ampla, nos propomos investigar o significado de Eça de Queirós no âmbito da relação literária luso-brasileira e, desse ponto de vista, queremos ressaltar o seu papel, às vezes esquecido, como jornalista preocupado com a modernização cultural, considerando especialmente a sua atuação à frente da Revista de Portugal (1889-1892). Assumimos como premissa, referida ao conceito de modernização, que a Revista de Portugal foi criada não só como um espaço de receção de ideias novas que na época circulavam nos grandes centros culturais da Europa, dentre as quais se destacava Paris, mas também como veículo de divulgação dessas ideias, uma vez que tanto em Portugal como no Brasil a elite intelectual, constituída essencialmente por letrados que frequentavam e admiravam a vida civilizada europeia, estava convencida de que o desenvolvimento mental e emocional em seus países, naquele momento, dependia da receção, em Português, de ideias concebidas em língua estrangeira, e não apenas de causas imanentes à cultura nacional; ABSTRACT: In a wide perspective, we propose to investigate the meaning of Eça de Queirós within the Luso-Brazilian literary relationship, and from this point of view we intend to emphasize his role, sometimes forgotten, as a journalist concerned with cultural modernization, especially considering his performance ahead of the magazine Revista de Portugal (1889-1892). Abstract:
The vegetarian teachings of the Salvation Army, Quakers, the Seventh Day Adventists and other Christian groups have been largely neglected by academics. This study takes a prosopographical approach to the development of modern Christian vegetarianism across a number of Christian vegetarian sects, and some more mainstream traditions, over a period of two centuries. The method allows for important points of similarity and difference to be noted among these groups’ founders and members. This research contributes particularly to radical Christian groups’ place in the vegetarian movement’s modern history. This study demonstrates how and why Christian vegetarianism developed in the nineteenth century and to what extent it influenced the secular vegetarian movement and wider society. It contextualizes nineteenth-century Christian vegetarianism in the wider movement of temperance, and considers why vegetarianism never made inroads into mainstream churches in the way that the temperance movement did. Finally, the study considers the pattern of Christian vegetarianism’s development in four distinct periods (1809-1847, 1848-1889, 1890-1959 and 1960-2009) as well as the many principles and behaviours these sectarian groups shared such as a desire for a return to Eden or the Golden Age, dualism, purity and biblical vegetarianism.

Abstract:
This doctoral thesis uses female entrepreneurship as a case study to highlight the flaws and limitations of using gender as a lens to view the social and economic opportunities available to women in nineteenth-century England. Through analysing trade directory data, and reconstructing the lives of a hundred businesswomen using sources including census returns,newspapers, photographs, probate records and advertisements, this thesis demonstrates that female entrepreneurs did not conform to a historiography that would see them solely employed in ‘feminine’ trade types or in ‘feminine’ ways of trading. Rather, women remained an integral part of the urban economy across England throughout the nineteenth-century with a consistent percentage of female owned firms engaged in making products. Analysis of the hundred case studies reveals that women were able to become business owners through a variety of means and they remained the senior partner in family firms until they chose to retire or died. This thesis also shows how women could use their position as business owners to acquire the luxury possessions and display the investment and asset distribution behaviours that men used to secure their middle class status, thus demonstrating that economically independent women could achieve and maintain middle-class status.

The argument of this thesis is that Heideggerian individuation does not constitute another form of solipsism and is not incongruent with Heidegger???s account of Mitsein (beingwith). By demonstrating how individuation is bound up with Mitsein I will also argue that this concept of individuation contains an ethics, conceived here as responsibility for one???s Being/existence that nevertheless implicates others. By tracing the trajectory of Heidegger???s thinking from Being and Time to the later text, Time and Being, I want to suggest that the meditation on Being and its relation to Dasein as an individual contains an ethical moment. Ethics, not conceived of as a series of proscriptions, in terms of the Kantian Categorical Imperative for example. Nor ethics conceived in terms of an obligation to and responsibility for another, as in Levinasian ethics, but an ethics in terms of responsibility for existence, and more specifically, for one???s own existence. The ethical moment in Heidegger, I argue, is not one as ambitious as changing the world or assuming infinite and numerous obligations on behalf of others. It is, rather, a question of changing oneself. It is a question of assuming responsibility in response to the call of Being. I will show how, given that Dasein is always Mitsein, others are situated in such an ethics. Central to the thesis is an examination of the relation between indivduation and Mitsein. While Heidegger is always careful to distinguish his form of individuation from other accounts of individuation or solipsism, such as those of Rene Descartes, Immanuel Kant or Edmund Husserl???s, Heidegger???s conception of solipsism and its relation to his account of Mitsein remains somewhat obscure. As a consequence, there are several problems that this concept raises, all of which have been the subject of much debate. At the centre of this debate is the apparent tension between the concept of individuation and the notion that ontologically, Dasein is also a Mitsein. This tension has led to a number of interpretations, which either argue that the concept of individuation is inconsistent with the notion of Mitsein, or that it constitutes yet another instance of Cartesian subjectivity and that as a consequence, it is inherently unethical. This thesis contributes to this debate by submitting that the concept of individuation, while primary or central to Heidegger???s ontology, is not in tension with his account of Mitsein. I use Jean-Luc Nancy???s paradoxical logic of the singular to argue for this claim. I suggest that it is precisely this concept of individuation that can inform an ethics and theory of political action on account of the emphasis on individual responsibility. The second part of my argument, also made with the aid of Nancy, is that this can inform an ethics and a theory of political action, not at level of making moral judgements, or yielding standards of right and wrong, but at the level of individual and by implication, collective responsibility for one???s own existence. Given that there is no real separation between the ontic and ontological levels in Heidegger???s work, a taking responsibility at the level of one???s own Being will invariably play itself out ontically in factical life in terms of moral responsibility and judgement. I explore the concrete political implications of this through an examination of Heidegger???s account of freedom. I argue that Heidegger???s removal of freedom from the ontology of self-presence and his alternative conception of it provides us with a way of thinking freedom not in terms of a specific set of rights, but as a mode of being-in-theworld and as the basis for collective political action. I use the work of Hannah Arendt to develop a theory of political action, freedom and judgment from this revisionary conception of freedom.

Under the guidance of Dr. Ivan Blank, I study the obstacle problem with an elliptic operator in divergence form. First, I give all of the nontrivial details needed to prove a mean value theorem, which was stated by Caffarelli in the Fermi lectures in 1998. In fact, in 1963, Littman, Stampacchia, and Weinberger proved a mean value theorem for elliptic operators in divergence form with bounded measurable coefficients. The formula stated by Caffarelli is much simpler, but he did not include the proof. Second, I study the obstacle problem with an elliptic operator in divergence form. I develop all of the basic theory of existence, uniqueness, optimal regularity, and nondegeneracy of the solutions. These results allow us to begin the study of the regularity of the free boundary in the case where the coefficients are in the space of vanishing mean oscillation (VMO).

Abstract:
This article is a comparative study between not only two manuscripts of constitutions of Japan, but also analytic research revealing all the cultural, ideological, and political aspects that led the Japanese authorities to adopt each of them. The Meiji Constitution was proclaimed in 1889 during the imperialistic phase of Japanese history where the country was named Empire of Greater Japan (大日本帝国), where Tokyo was a dominant world power. While the recent Constitution of Japan (日本国憲法) was issued in 1947 under the supervision of the Supreme Commander for the Allied Powers (SCAP), which is eventually, a foreign occupation authority. Through the detailed analysis, premising, and reasoning this study will reveal the historical events that resulted those constitutions and will open the debate to discuss the future prospects of the Japanese armament attempts, which is confined and restricted by Article 9 (日本国憲法第9条).

Abstract:
This paper is related to the study of a nuclear propulsion reactor prototype for the French Navy. This prototype is built on ground and is to be dimensioned toward seismic loading. The dynamic analysis takes the coupled fluid structure analysis into account. The basic fluid models used by design engineers are inviscid incompressible or compressible. The fluid can be described in a bidimensional by slice or a three-dimensional approach. A numerical study is carried out on a generic problem for the linear FSI dynamic problem. The results of this study are presented and discussed. As a conclusion, the three-dimensional inviscid incompressible fluid appears to be the best compromise between the description of physical phenomena and the cost of modeling. The geometry of the reactor is such that large displacements of the structure in the fluid can occur. Therefore, the linearity hypothesis might not be longer valid. The case of large amplitude imposed oscillating motion of a cylinder in a confined fluid is numerically studied. A CFD code is used to investigate the fluid behavior solving the NAVIER-STOKES equations. The forces induced on the cylinder by the fluid are computed and compared to the linear solution. The limit of the linear model can then be exhibited.

API Specification 5L, Supplemental Requirement SR5, 37th Edition, requires that Charpy V-notch (CVN) impact properties of pipe from which full size (0.394 x 0.394 inch) transverse specimens cannot be obtained, because of wall-thickness/pipe-diameter limitations, be measured with unflattened 2/3 size (0.263 x 0.394 inch) or l/2-size (0.195 x 0.394) transverse specimens. Since the use of subsize specimens is known to introduce significant problems in measuring transition temperature interest has been expressed in the possibility of measuring CVN impact properties with flattened specimens to maximize specimen thickness, i.e., use full wall thickness, when subsize specimens are necessary. The present study was undertaken to examine the merit of this approach. This work was done under the NG-18 workgroup, report 182.

La economía peruana creció sostenida y establemente desde los años cincuenta hasta mediados de los años setenta; a partir de entonces tuvo un decaimiento que duró hasta fines de los años ochenta, época en la cual el PBI por persona decayó a niveles del año sesenta. Una de las principales causas del crecimiento y crisis fue la inversión, cuya evolución explica lo que sucedió con el producto. A partir de 1991 se ha observado una recuperación del crecimiento, sostenido nuevamente por el aumento de la inversión (Gonzales 1996). El problema es que el ahorro interno fue relativamente suficiente para financiar la inversión sólo hasta inicios de los años sesenta; posteriormente -y hasta hoy- el Perú ha necesitado de mayor ahorro externo para crecer. En consecuencia, tiene una insuficiencia crónica de ahorro interno en relación a la inversión, pese a tener una tasa de ahorro promedio de 18.9, moderada para los estándares latinoamericanos.

Abstract:
Eminent Domain is the power of the government or quasi-government entities to take private or public property interests through condemnation. Eminent Domain has been a significant issue since 1879 when, in the case of Boom Company v. Patterson, the Supreme Court first acknowledged that the power of eminent domain may be delegated by state legislatures to agencies and non-governmental entities. Thus, the era of legal takings began. Though an important legal dispute then, more recently eminent domain has blossomed into an enduring contentious social and political problem throughout the United States. The Fifth Amendment to the United States Constitution states, “nor shall private property be taken for public use, without just compensation.” Thus, in the wake of the now infamous decision in Kelo v. City of New London, where the Court upheld the taking of private property for purely economic benefit as a “public use,” the requirement of “just compensation” stands as the primary defender of constitutionally protected liberty under the federal constitution. In response to Kelo, many state legislatures passed a variety of eminent domain reforms specifically tailoring what qualifies as a public use and how just compensation should be calculated. Texas landowners recognize that the state’s population is growing at a rapid pace. There is an increasing need for more land and resources such as energy and transportation. But, private property rights are equally important, especially in Texas, and must be protected as well. Eminent domain and the condemnation process is not a willing buyer and willing seller transition; it is a legally forced sale. Therefore, it is necessary to consider further improvements to the laws that govern the use of eminent domain so Texas landowners can have more assurance that this process is fair and respectful of their private property rights when they are forced to relinquish their land. This report compiles statutes and information from the other forty-nine states to illustrate how they address key eminent domain issues. Further, this report endeavors to provide a neutral third voice in Texas to strike a more appropriate balance between individual’s property rights and the need for increased economic development. This report breaks down eminent domain into seven major topics that, in addition to Texas, seemed to be similar in many of the other states. These categories are: (1) Awarding of Attorneys’ Fee; (2) Compensation and Valuation; (3) Procedure Prior to Suit; (4) Condemnation Procedure; (5) What Cannot be Condemned; (6) Public Use & Authority to Condemn; and (7) Abandonment. In analyzing these seven categories, this report does not seek to advance a particular interest but only to provide information on how Texas law differs from other states. This report lays out trends seen across other states that are either similar or dissimilar to Texas, and additionally, discusses interesting and unique laws employed by other states that may be of interest to Texas policy makers. Our research found three dominant categories which tend to be major issues across the country: (1) the awarding of attorneys’ fees; (2) the valuation and measurement of just compensation; and (3) procedure prior to suit.
