Abstract:
Principles for formation of educational programs in the “Technosphere safety” direction in a technical high educational institution are considered in this paper. A strategy of the course, providing continuity with other disciplines of the natural-science cycle, allowing form students’ future professional image on lectures, practical and laboratory sessions has been defined. It has been demonstrated that the safe behavior culture formation supposes the willingness and ability to use the acquired body of knowledge, skills and abilities related to safe behavior in any sphere of activity. The experience related to interactive classes use in the educational process of Peter the Great Saint-Petersburg Polytechnic University’s “Health and Safety Training Course” chair has been marked. It has been demonstrated that interactive methods, without replacing the lectures, contribute to better assimilation of theoretical material and effectively form students’ opinions, relations, and behavior habits. When using the interactive forms, the teacher distributes roles for lesson participants, gives overview tasks, regulates the brainstorming process, and participates in discussions of assigned problems.

Abstract:
Purpose This paper aims to investigate the impact of external stakeholders-related corporate social responsibility (CSR) activities (local community and suppliers) on customer value co-creation behavior. This study also aims to examine the mediating role of relationship marketing orientation (RMO) on the relationship of CSR activities and customer value co-creation behavior. Design/methodology/approach The main problem of dichotomy between customers and the management was existing in banking sector so that’s why through purposive sampling, banking customers were selected for data collection through a self-administered questionnaire. Structural equation modeling was used to test the proposed hypotheses. Findings The present study found that both local community-related and supplier-related CSR activities have a positive impact on customer value co-creation behavior. Relationship marketing orientation mediates between the link of CSR activities and customer value co-creation behavior. The strength of RMO in CSR supplier and customer value co-creation behavior is found to be more dominant. Research limitations/implications This study is restricted to one country under-investigation; therefore, it can be replicated with a larger and more geographically diverse sample. Practical implications This study offers insights to the banking sector that local community-related CSR activities contribute to the value co-creation behavior and minimize the social problems of Pakistan. Originality/value The findings of this study highlight that top management of banks can enhance the customer’s participation in services by using valuable CSR activities. The results imply the importance of interactions between the recipient of services and service providers. Stakeholder theory has previously been applied to examine stakeholders’ value maximization; this study uses stakeholder theory to examine shareholders’ value co-creation.

Abstract:
Artificial intelligence, neural networks, speech and behavior recognition systems, drones, autonomous robotic systems - all of these and many other technologies are widely used by the military to create a new type of lethal weapon programmed to independently decide to use military force. According to experts, production of such weapons will be a revolution in military affairs, the same kind of revolution that the creation of nuclear weapons made back in the days. Adoption of fully autonomous combat systems raises a number of ethical and legal issues, the major of which is a destruction of a supposed enemy’s manpower by a robot without a human command. This article focuses on the legal aspects of creating autonomous combat systems, their legal status and the prospects of creating an international document prohibiting lethal robotic technologies. As the result of the study, the authors came to a conclusion that there is no direct legal restriction on the use of fully autonomous combat systems, however, the use of such weapons contradicts the doctrinal norms of international law. The authors also believe that a comprehensive ban on the development, use and distribution of robotic technologies is hardly possible in the foreseeable future. The most possible scenario for solving the problem at an international level is only a ban on the use of this type of military equipment directly during an operational activity of an armed conflict. At the same time, the authors consider it necessary to outline the acceptable areas of application of robotic technologies: medical and logistical support of military operations, military construction, the use of mine clearing robots and similar humanistically justified measures.

Abstract:
Challenging behavior in individuals with mental retardation (MR) is relatively frequent, and represents a significant obstacle to adaptive skills. The frequency of specific forms and manifestations of challenging behavior can depend on a variety of personal and environmental factors. There are several prominent theoretical models regarding the etiology of challenging behavior and psychopathology in persons with MR: behavioral, developmental, socio-cultural and biological. The biological model emphasizes the physiological, biochemical and genetic factors as the potential source of challenging behavior. The progress in the field of genetics and neuroscience has opened the opportunity to study and discover the neurobiological basis of phenotypic characteristics. Genetic syndromes associated with MR can be followed by a specific set of problems and disorders which constitutes their behavioral phenotype. The aim of this paper was to present challenging behaviors that manifest in the most frequently studied syndromes: Down syndrome, Fragile X syndrome, Williams syndrome, Prader-Willi syndrome and Angelman syndrome. The concept of behavioral phenotype implies a higher probability of manifesting specific developmental characteristics and specific behaviors in individuals with a certain genetic syndrome. Although the specific set of (possible) problems and disorders is distinctive for the described genetic syndromes, the connection between genetics and behavior should be viewed through probabilistic dimension. The probabilistic concept takes into consideration the possibility of intra-syndrome variability in the occurrence, intensity and time onset of behavioral characteristics, at which the higher variability the lower is the specificity of the genetic syndrome. Identifying the specific pattern of behavior can be most important for the process of early diagnosis and prognosis. In addition, having knowledge about behavioral phenotype can be a landmark in the creation of targeted treatment strategies for individuals with a specific genetic syndrome.

Abstract:
Introduction Cerebral visual impairment (CVI) typically affects children's overall functioning in visually cluttered environments. This study aims to consider whether the removal of classroom clutter ameliorates visual problems and the associated behavioral difficulties for these children. Methods Two classrooms at a special school were de-cluttered. Changes included: covering glass panels with thick black paper; hanging sheets over open shelving; creating areas of blank wall in front of the student to focus attention on work; removing unnecessary equipment and furniture; and taking down information on windows and walls, and that hanging from ceilings. Teachers, paraeducators, and students worked in these classrooms for two weeks, following typical daily routines. Observations by teachers and paraeducators of students’ behavior and learning experiences before and after de-cluttering were sought through interviews. Findings The perspectives of the teachers and paraeducators were that de-cluttering had a positive effect on the students’ learning experiences and behavior and also on their own functioning. They also considered the fact that creation of learning spaces lined with black paper resulted in greater attention and focus, but that students continued to be distracted by the noise and movement of others. Discussion The potential link between cluttered classrooms and students’ functioning and behavior indicates that visual clutter may amplify the visual difficulties associated with CVI and distract the students from learning activities, and is in line with current literature. Changes to classroom layouts that include specific areas for different learning activities, including “black hubs,” may therefore benefit students with CVI. Implications for practitioners This pilot study suggests that the elimination of classroom clutter and the creation of black hub learning spaces enhances functioning and merits further investigation. A study that compares specific behaviors and performances, before and after implementation of de-cluttering strategies, might also determine whether the positive effects described by the teachers can be further corroborated.

The problems of creation of an automated system for obtaining, processing and storing experimental information on the physical and mechanical properties of structural materials, building materials and various soil media used to provide information support for automated computing systems for analysis of strength and design of structures are discussed. The developed database is focused on studying the effects of the behavior of structural materials under highly parametric influences of force, temperature and other physical fields, as well as on equipping and experimental substantiation of mathematical models describing these effects. In the proposed variant, the database is implemented as a client-server application executed on the Microsoft.Net Framework using a powerful database management system MS SQL Server. The content of the created bank is made up of sections of primary information, material properties and material models. In order to automate the processing of data at all stages of information conversion, a special “Desktop” subsystem is included in the bank, which allows aggregating data obtained from several different experiments, correcting the selected data, processing and converting it. Processing and transformation of data in the subsystem “Desktop” can be carried out either in manual mode or on the basis of special algorithms using appropriate mathematical methods.

Abstract:
AbstractEnvironmental problems were not among the core issues for the United Nations at its creation in 1945. In the 1970s, however, they created a crescendo of public concern as the threats posed by toxic chemicals, large-scale destruction of natural ecosystems, and the loss of species became visible and were obviously linked to human activity. Pollution, it was clear, did not stop at national borders and solutions required common effort. As part of the special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay explores how, as the only institution equipped to identify global problems and generate collective action toward their resolution, the UN became the platform for creating multilateral environmental agreements, convening global conferences, and mobilizing national and international effort through a progressively larger number of institutions at the national and international level to guide decisions and influence behavior. We have moved the environmental needle in terms of information, institutions, and awareness. Yet, many environmental problems persist, some are getting worse, and new challenges and, indeed, crises are emerging.

Abstract:
It is recognised that for efficiency and equity reasons that governments need to implement active labour market programs (LMP). Such programs can help to improve the matching of labour supply and demand, reduce wage inflation pressures generated where labour markets are subject to supply shortages and bottlenecks, assist disadvantaged labour market participants obtain employment, help reduce poverty and income inequalities generated by the persistence of long-term unemployment, and they can raise overall productivity levels and living standards. What is at issue is not the need for LMP, but the type and mix of LMP required in Australia. The government has embarked upon a substantially supply side orientated LMP aimed at improving the employment prospects of the unemployed. On the demand side this has been augmented by a private sector wage subsidy program (JOBSTART). Such a mix of LMP is inappropriate for addressing the labour market problems associated with a recession. The government should, as a matter of urgency, consider the immediate introduction of a public sector job creation scheme (PSJCS). The advantages of such a program include its potential to directly address the problem of long-term unemployment (LTU), assist disadvantaged communities and provide an effective work experience support for the plethora of supply side LMP. Such a program could be effectively delivered by utilising the existing administrative structures of the CES and local government.

Abstract:
The technical literature actively discusses ideas for creating digital twins to solve a wide range of problems that arise for enterprises of various kinds. Advances in the areas of information technology and the development of the necessary software really make it possible to obtain important new results through the creation of digital twins. This paper proposes the concept of building a network of digital twins, used to solve a number of actual problems in complex telecommunication systems. Two applications are considered examples of such tasks. The first application is the organization of information feedback for enterprises involved in the life cycle of a telecommunication network: “elaboration of modernization principles, development of equipment, design, construction, and operation.” The second application is monitoring traffic, including its atypical behavior, in order to avoid the recurrence of erroneous actions in case of emergency situations. Another important feature of the digital twin network is that it will become an effective tool for conducting interdisciplinary research.

Dysfunctional health behavior is a contemporary challenge, exemplified by the increasingly significant portion of health problems stemming from people’s own behavior and decision making. The challenge not only includes the direct consequences of unhealthy behavioral patterns but also their origins and the creation of policies that effectively decrease their frequency. A framework rooted in behavioral economics identifies the processes and mechanisms underlying poor health. Two behavioral economic processes, economic demand and delay discounting, are discussed in detail. Through continued development, this behavioral economic framework can guide improved outcomes in treatment and policies related to dysfunctional health behavior. Approaches are evolving to alter demand and discounting. Current and prospective policies aimed at decreasing unhealthy behavior may profit from such research.

It specifically explores the corporate policies aimed at encouraging collaboration, so as to prevent opportunistic behaviors within the innovation hub, where service exchange is central for innovation creation. Design/methodology/approach The authors apply the agency theory framework to the hub as a service ecosystem in order to understand how it would be possible to address agency problems between the firm (principal) and the other actors of the hub (agents), involved in peer-to-peer interactions. The research explores the case study of a high-tech leading company, which is a pioneer in the use of the hub for supporting its innovation process. Data are collected through semi-structured interviews to some key informants of the Hub Program regarding structure and organization; participation; incentives and monitoring. Findings In service ecosystems, corporate policies are based on commitment, psycho-social incentives and social control may encourage collaboration among the actors, thus contributing to align their own interests to the hub’s innovation common goals. Research limitations/implications Given the exploratory nature of the research, the paper is based on a single case study. Thus, it is not possible to either generalize the results or evaluate any statistical correlation. Practical implications The paper provides a wider awareness about the benefits and risks related to service ecosystems for innovation, and advise both managers and practitioners about appropriate corporate policies to better address the agency problems. Originality/value This study enhances the literature on service ecosystems, highlighting the importance of corporate policies in preventing opportunistic behavior of actors in order to ensure the value co-creation process. It also extends the agency theory application to informal and not-hierarchical contexts. Besides, it suggests practitioners a way to reconcile the different interests of the firm and the other hub’s participants.

This article presents the first in a series of studies on the corruption of various types, assessed through an online experiment known as mind genomics. The data allows for the creation of simple models from regression, showing the part-worth contribution of every element to perceived corruption, and to perceived positive, neutral or negative emotion. The authors use ordinary least squares regression models and advanced data mining techniques to analyze the data and classify the users accordingly. They present the results from four countries (Albania, Hungary, India, and the USA), looking at the linkages between corruption by country, and by other factors such as social class. Based on the collected data a model is generated for each group (country, type of person), showing how the person in the group is likely to call a description ‘corrupt,' and how each particular element from the set of 20 elements related to education adds or subtracts to that basic proclivity to call a situation or behavior corrupt.

Abstract:
Objective: We sought to develop a brief, easy to use behavior checklist to address common limitations in the use of ADHD rating scales in busy clinical settings. Method: Items for the CHAOS ( Conduct- Hyperactive- Attention Problem- Oppositional Symptom) scale were developed based on the ratings of Diagnostic and Statistical Manual of Mental Disorders (4th ed.; DSM-IV) criteria provided by experienced clinicians. The scale was administered to mothers of 205 clinically referred children for the purpose of subscale creation based on principal components analysis (PCA). Reliability and validity were analyzed using a separate sample of 139 children referred for psychological testing. Results: PCA resulted in four subscales (Attention Problems, Hyperactivity-Impulsivity, Oppositional Behavior, and Conduct Problems), which demonstrated moderate to high test–retest and interrater reliability. Subscale scores correlated significantly with subscales from a DSM-referenced behavior checklist, along with tests of executive functioning. Conclusion: These data suggest that the CHAOS scale is a brief, psychometrically sound tool for evaluation and monitoring of ADHD symptoms.

Abstract:
The development of solution algorithms for power system problems is based on hypothetical test systems and test cases. These systems are very scarce, and the degree of variability is relatively low. The constant development of the economic analysis in electrical power systems denotes the need to obtain standardized systems and cases. In this study, the creation of standardized test cases based on a hybrid model using Lévy alpha stable distributions and generalized additive models is proposed. The objective of the work is to present a methodological proposal for the creation of test environments for optimization models based on general information about the operation of particular power systems. The simulation of random values based on Lévy alpha stable distributions lets capturing the series impulsivity and demand peaks, and the use of generalized additive models permits capturing non-linearity in the behavior of the demand for electrical energy. The hybrid model will tolerate simulating as many instances as necessary, with a coherent behavior attached to the reality of the operation of the analyzed electrical systems.

Focusing on player agents in professional ice hockey, this paper utilizes the theoretical construct of agency theory as a means of evaluating attempts by several stakeholder groups to find solutions to opportunistic agent behavior. As proposed by agency theorists, this would include the creation and implementation of monitoring mechanisms by industry stakeholders in order to regulate agent activities. Stakeholder groups involved include state and federal governments, the agents themselves, the National Collegiate Athletic Association (NCAA), and Players' Associations, which, at various times, all have adopted forms of certification programs in attempts to monitor player agents. Documentation on these programs and interviews with industry stakeholders are employed to develop criteria by which such programs can be assessed in terms of their ability to reduce traditional agency problems. In doing so, it is argued that the agency model can be used to provide additional insight into problems associated with these programs and to improve program effectiveness in monitoring hockey agent behavior.

Currently, one of the most important applied industries is commercial fishing. With the development of the fishery complex of the Russian Federation, the challenge arises of processing large data (this is the forecast of fishing, the exploitation of fishing gears, the behavior of hydrobionts, etc.). This article discusses the first steps to create a mathematical base and rules of multiphysical modeling to the trawl complex to develop methods for controlling the trawl complex using predictive modeling on a trawl complex. To solve this problem, we synthesized physical modeling of the control processes of the trawl complex using predictive modeling. Predict the operation of the trawl complex, namely the trawl in a difficult situation (storm conditions, side currents, emergency), or establish a schedule for the control systems, anticipate the behavior of hydrobionts in the area of the trawl's action - it is possible to use predictive modeling to solve these and many other problems. This article presents the scale of similarity of physical quantities - the mathematical base for performing dynamic similarity of a complex technical system - a deep-sea trawl and a fishing vessel (trawl vessel).

Abstract:
Success in healthcare services can be achieved with the creation of an organizational culture, which can provide and sustain healthcare personnel, who have a high organizational commitment, and who internalize organizational citizenship behavior. Personnel, who have high organizational commitment, adopt the aims and values of the organization, of which they are a member. They put a lot of effort into the organization and have a greater desire to remain part of it. Organizational commitment can be defined as identifying oneself with the organization and its aims, and having the desire to remain part of it. Organizational citizenship behavior is the behavior of the personnel with regard to cooperation, sharing and their willingness to cooperate, in order to provide and maintain personnel and group and organizational composure. Organizational commitment and organizational citizenship concepts are closely related and precessor to each other. According to research, it is noted that emotional commitment has a strong positive relation with organizational citizenship behavior. Individuals with a high emotional commitment have better skills in coping with problems at their institutions; they internalize the problems of their institutions as personal matters and volunteer to create a solution. Contrary to this attachment, personnel, who do not feel an emotional commitment to their institutions, but maintain continuity secondary to different reasons, avoid facing problems and do not feel responsible for creating solutions. The vital importance of the service provided by healthcare personnel requires a high emotional commitment, as voluntary and loyalty emotions are at the forefront of emotional commitment. Lately, the cases of violence against healthcare personnel have greatly increased, and patient-physician relations are at a worse state than ever before. The need for personnel, who have an emotional commitment, who internalize the behavior of organizational citizenship and who contribute to their institutions, is higher than ever. Though, the healthcare personnel cannot expose this act secondary to the the deteriorating working conditions conditions and occurring adverse events. These conditions bring adverse results in the delivery of healthcare services. This research aims to draw attention to this problem, which is gradually worsening each day. Keywords: Organizational Commitment, Organizational Citizenship, Extra Role Behavior, Healthcare Personnel

Abstract:
Introduction. The paper deals with the philosophical problems of functioning of the most complex phenomena in the universe: creation of the universe, emergence of life and appearance of consciousness. The scientific timeliness of the research is determined by that unceasing interest to the origin of the universe and life in it. The most difficult problem is the origin of intelligence in the universe which is confirmed through the ongoing research in the SETI program. The scientific novelty of research is that the authors link three fundamental problems relates to the origins of complexity in the universe in a single intellectual cluster.Methodology and sources. The analysis is based on the issues in modern cosmology, astrobiology and anthropology treated in the context of complex systems and their radical sensitivity to the uncontrolled initial conditions. In particular, one implies the so called “fine-tuning” of the cosmological parameters necessary for the origin of life on the planet Earth. The hypothetical deviation of the numerical values of such parameters by, let say some per cents, would exclude the development of the biological systems. However the sphere of the necessary conditions for these parameters does not guarantee the fulfillment of the sufficient conditions for creation complexity and a possibility of life. Such conditions are not determined by the physical and biological context and make inevitable an appeal for their interpretation to philosophical ideas. The methodological foundation of this research is based in finding the boundaries of efficiency of the necessary conditions for emergence of complexity and attempts to provide in some cases an interpretation of the possible sufficient conditions. Results and discussion. It is shown that it is impossible to account on scientific grounds for the original conditions which launched creation of the universe, emergence of life and appearance of consciousness. Scientifically, one can formulate the necessary conditions for existence of life in the universe and hence the embodied consciousness, however it is beyond the reach of science to account for the sufficient conditions. One simple model of origin of life illustrating the dependence of its phenomenon on the uncontrolled sufficient conditions is proposed on the grounds of analogy with Bernard’s instability in complex systems. If one identifies such phenomena as existence of the universe, biological and intelligent life with the behavior in super-complex material systems, there still remains a fundamental problem in unpredictability and contingency of those “initial” conditions which predetermined the factual outcomes in evolution of these complex systems. In other words science faces a fundamental limitedness in describing the sufficient conditions (sufficient reason) for those forms of complexity in nature with which this article deals.Conclusion. A scientific description of the most complex phenomena such as the universe as a whole, biological and intelligent life demonstrate its limited scope as regards the sufficient conditions for their happening. In this sense an exhaustive understanding of these phenomena becomes fundamentally impossible, showing that science functions in the conditions of the positive uncertainty.

Abstract:
Ecological degradation is an escalating global threat. Despite these environmental concerns, efforts to raise environmental behavior appear unsuccessful as degradation of the environment continues. Thus, the environmental protection problems are highlighted and the environmental issues are emerged. Given to the above reasons, an appropriate information technology tool, such as the growing popular social network system (e.g., virtual community, VC), can facilitate public education and engagement on applications of the existed problems effectively. Particularly, exploring the related involvement behavior of VC member engagement becomes an interesting and meaningful topic. Nevertheless, the member engagement process comprises interrelated sub-process reflecting members interactive experience within virtual communities, and value co-creation model among community participants. To address the top-focused ecotourism virtual communities, this study presents an application of using hybrid expert-based DEMATEL models based on multi-criteria decision making (MCDM) tools to deeply investigate the complex multidimensional and dynamic nature of member engagement. Research findings can help providing insightful management implications and suggestions on the viral marketing of ecotourism protection concerns to both practitioners and academicians.

Abstract:
Creation of system of early prophylaxis of children disability and support of the families bringing up disabled children and children with limited opportunities are among the main priorities of the Russian Federation state social policy. There are a number of problems requiring immediate solutions. Dynamics of children’s disability in our country is characterized by process stagnation. The age and gender structure of children’s disability practically doesn’t change. The analysis of its nosological structure shows that alienations and disorders of behavior, illness of a nervous system and congenital anomalies of development steadily occupy more than 60% among the illnesses which caused disability of children of all age groups. There was a decrease in the prevalence of total disability in most classes of diseases, such as injuries, diseases of the genitourinary system, respiratory system, musculoskeletal system, digestive system and growth of disability caused by neoplasms and diseases of the endocrine system. The underestimation of children’s disability bound to various reasons is supposed: social motivation of a family, complexity of legal veneering, strict requirements of service of medico-social examination, insufficient medical experts awareness on criteria of disability. Among disability formations risk factors the most discussed are the achievements of perinatology leading to improvement of nursing of prematurely born and small newborns, and wide uses of auxiliary genesial technologies. An important part of all preventive measures aimed at reducing the genetic load of population is prenatal and preimplantation diagnosis. It seems appropriate to extend the screening to congenital and hereditary metabolic diseases in neonatal period, including the most common nosological forms of infrequent illnesses. In solving problems of childhood disability prevention a priority should be given to development of services of family planning; improving antenatal and perinatal care; preventive work with healthy but having deviations in development children; development of medical genetic services; implementation of programs of different types of pathology screening.

To simplify phenomenology modeling used for charge density wave (CDW) transport, we apply a wavefunctional formulation of tunneling Hamiltonians to a physical transport problem characterized by a perturbed washboard potential. To do so, we consider tunneling between states that are wavefunctionals of a scalar quantum field ϕ. I-E curves that match Zener curves — used to fit data experimentally with wavefunctionals congruent with the false vacuum hypothesis. This has a very strong convergence with the slope of graphs of electron-positron pair production representations. The newly derived results include a threshold electric field explicitly as a starting point without an arbitrary cut off value for the start of the graphed results, thereby improving on both the Zener plots and Lin's generalization of Schwingers 1950 electron-positron nucleation values results for low dimensional systems. The similarities in plot behavior of the current values after the threshold electric field values argue in favor of the Bardeen pinning gap paradigm proposed for quasi-one-dimensional metallic transport problems.

Abstract:
Strong local institutions are important for the successful governance of common-pool resources (CPRs), but why do such institutions emerge in the first place and why do they sometimes not emerge at all? We argue that voluntary local leaders play an important role in the initiation of self-governance institutions because such leaders can directly affect local users’ perceived costs and benefits associated with self-rule. Drawing on recent work on leadership in organizational behavior, we propose that voluntary leaders can facilitate a cooperative process of local rule creation by exhibiting unselfish behavior and leading by example. We posit that such forms of leadership are particularly important when resource users are weakly motivated to act collectively, such as when confronted with “creeping” environmental problems. We test these ideas by using observations from a laboratory-in-the-field experiment with 128 users of forest commons in Bolivia and Uganda. We find that participants’ agreement to create new rules was significantly stronger in group rounds where voluntary, unselfish leaders were present. We show that unselfish leadership actions make the biggest difference for rule creation under high levels of uncertainty, such as when the resource is in subtle decline and intragroup communication sparse.

Based on the understanding of self-consciousness as a central adolescence new formation, we formulated a set of tasks of adolescence. It is shown that for the successful solution of age problems by teenagers on the Internet, specialized environments should be designed. Internet as a medium of teenagers’ socialization is characterized by a high degree of variety and uncontrollability. Behavior of adolescents on the Internet depends on the social and cultural context in which they live. The emergence of the Internet makes new demands on media competence of the teenager and his environment. Adolescents face online with a variety of risks. An essential resource for successful adolescent development is the presence of a person whom he trusts, with whom he can consult in difficult situations. Abstract:
AbstractRationalist accounts of international cooperation maintain that states create international institutions to solve problems of distrust. They rest on a particular notion of trust, a strategic variety in which states trust based on information about others' interests. I seek to overturn this conventional wisdom. Drawing on social psychology, I point to the importance of generalized trust, an ideological belief about the trustworthiness of others in general. Generalized trust precedes institution-building and serves as a form of anarchical social capital, facilitating diffuse reciprocity and allowing state leaders to commit to multilateralism even in cases that rationalists deem inhospitable to cooperation and without the institutional protections that rationalists expect. In case studies of U.S. policy on the creation of the League of Nations and the United Nations, I demonstrate that generalized trust is necessary for explaining the origins of American multilateralism and the design of these organizations.

Abstract:
Among the external physical factors that require attention during the process of projecting maglev transport, the key factor is the protection of staff and passengers from electromagnetic fields and mechanical accelerations that can cause extreme states in biochemical and physiological systems of living organisms. Objective: creation of tools, methods and recommendation systems, allowing to objectify the assessment of collective and individual security of the human beings being under the influence of maglev transport; assess the maximum allowable parameters. Methods: The most efficient way to achieve this goal is to use the methodology of polysystemic predictive diagnostics that allows to dynamically track in the degree of balance in regulative system of homeostasis which is a determining factor of individual adaptogenesis. In accordance with the laws of biomechanics, biomagnetism and stress theory, the impact of these adverse factors is causing resistive and adaptive restoration physiological responses at the same time, which subsequently, with the continuation of action and increase of dose and load, modify and lead to extreme and critical (pathological) states in human organism. From the literature on Biomagnetism, it follows that even weak magnetic fields can provide highly efficient action, and after organism being exposed to inductive magnetic fields of various intensity one-sided physiological shifts were observed. Organism's reactions to acceleration show similar behavior. The practical significance of the work lies in the fact that the study will specify hygiene requirements in absolute values and duration of adverse factors on the railways. Exceeding the exposure dose exposure on these indicators can cause irreversible negative condition of the body. However, due to the emergence of a fundamentally new transport technology, existing concepts require refinement and updating.

Abstract:
OBJECTIVE: The objectives of this study are to present the creation and operation of a support network to help physicians in Brazil, describe the socio-demographic profile, and investigate the prevalence of mental disorders and chemical dependence among physicians seeking treatment. METHOD: Semi-structured interviews using ICD-10 criteria were conducted to obtain data regarding alcohol/drug dependence, and psychiatric comorbidity. Socio-demographic and occupational characteristics were obtained. RESULTS: 247 patients made contact and 192 attended the first evaluation visit. Of those, 158 were male, and most (55%) were married. The mean age was 42.4 ± 11.1 years. The reasons for seeking treatment were: comorbidity between mental disorders and chemical dependence (67.7%); chemical dependence (20.8%); mental disorders (7.8%); and burnout (4.2%). The mean interval between the detection of the problem and seeking treatment was 7.5 years. Factors associated with the severity of the problem included unemployment (21.6%), difficulties of practicing professional activities (63.5%), problems with the Regional Council of Medicine (13%), psychiatric hospital admission (31.2%), and self-medication (71.8%). In our sample, 9.3% of the physicians had changed their area of specialization. CONCLUSIONS: A high prevalence of psychiatric disorders was found in this sample as well as psychosocial and professional problems. Treatment networks focusing on the physicians' mental health could catalyze cultural changes in treatment-seeking behavior, thereby improving early detection and treatment.

Abstract:
Entrepreneurship as a style and way of thinking and working has century’s long history in the human society. Thanks to creative and open-minded people in the past and today, the human societies ensured rapid growth and improved the living standards. Innovative ideas triggered higher level of economic development in the world through new technologies, which has led to improving the quality of life. Unfortunately, not all countries in the world enjoy the same social progress, due to many problems in the areas of economic and political domain, access to natural and human resources, demographic issues, low level of education, etc. The history of economics has shown that in the countries with open market economy, the entrepreneurial spirit is developed on the higher level. The entrepreneurial culture provides many opportunities for implementation of more innovative business ideas, new technical solutions, advanced technologies, new working methods and continued life-long education aimed to improve the life of the society. Creative people and their ideas are crucial for the development and cultivation of the entrepreneurial spirit and culture in every country, which is closely connected to the education level gained through the formal and informal education systems, which depend of the country’s economic development. A good education system plays an important role in creating good economic policies in each country, has influence on the economic development, business performance and the progress of the whole human society. Innovation is a unique path to prosperity and well-being. Therefore, the economic scientists recognize entrepreneurship as a dynamic factor of production, in addition to labor, capital and land. The European Union (EU) recognizes and promotes many strategies and polices that focus on teaching entrepreneurship from early ages, starting within primary and secondary education, and continuing at the university levels. Developing new education curriculum in formal and informal education systems is a priority in the government’s policies of the developed countries. The curriculum might include compulsory courses in entrepreneurship, continuous learning, and tailored courses with specific task to teach people how to be creative and innovative, regardless of their cultural differences and traditions. Universities should play an important role in educating young people how to do business to work and succeed in the global market economy. The universities in many developed countries such as the USA, Japan, and Germany, have opened business centers, supported technological incubators and parks, and established specialized agencies that provide help and support to entrepreneurs. All these activities contribute to the development of the entrepreneurial society, where creative people can easily find their place for business and life. Thus, education is one of the key factors of economic development. The knowledge-based economy is a modern economy that makes the goal of many countries of today’s world. The less developed states should strive towards the modern trends in the education processes as well as business and entrepreneurial behavior, which is the critical factor in the development of economic and social welfare. They should make more efforts to support the business environment through progressive and modern education systems that would facilitate the development of entrepreneurial spirit and culture. Additionally, they should follow the new trends in the global economy that lead to social cohesion and better economic prosperity.

Abstract:
This article examines the growing usefulness of computer-aided engineering (CAE) programs for the design of electronics packaging. CAE combined with expert interpretation, can help manufacturers quickly satisfy demand for increasingly small yet reliable products. Currently, three classes of software specifically support electronics packaging design: integrated computer-aided design (CAD) CAE software, general-purpose CAE software, and specialty CAE software solutions. The integrated CAE software emphasizes automatic creation and updating of finite-element-analysis (FEA) models based on CAD geometry. The effectiveness of this associativity between CAD and FEA depends on the product behavior to be evaluated and the quality of implementation. CAE simulation can calculate the maximum acceptable loads on pins, as well as the vibration characteristics of components. Solids-based CAD helps detect interference problems across components, as in these exploded views of a disc drive and a headset. While several general-purpose CAE suppliers permit engineers to build customized environments for automating model creation, specialty suppliers such as Pacific Numerix deliver the specific automated capabilities and connector libraries.

Abstract:
Ecological degradation is an escalating global threat. Increasingly, people are expressing awareness and priority for concerns about environmental problems surrounding them. Environmental protection issues are highlighted. An appropriate information technology tool, the growing popular social network system (virtual community, VC), facilitates public education and engagement with applications for existent problems effectively. Particularly, the exploration of related involvement behavior of VC member engagement is an interesting topic. Nevertheless, member engagement processes comprise interrelated sub-processes that reflect an interactive experience within VCs as well as the value co-creation model. To address the top-focused ecotourism VCs, this study presents an application of a hybrid expert-based ISM model and DEMATEL model based on multi-criteria decision making tools to investigate the complex multidimensional and dynamic nature of member engagement. Our research findings provide insightful managerial implications and suggest that the viral marketing of ecotourism protection is concerned with practitioners and academicians alike.

Abstract:
The critical part of preparation for conducting a mass survey is the proper wording of questions that allows revealing and assessing the preferences, experience and motives of respondents’ behavior. Despite the importance of adequate sampling of respondents and use of effective processing techniques of the acquired information, the result of research would be inaccurate without properly worded and comprehensible questions. The choice of words and putting them together is crucial for understanding of the question and its interpretation by a respondent; even small differences in wording may significantly affect the results. This article is an attempt of carrying out a sociological-linguistic analysis of the problems associated with wording of questions for mass surveys on the relevant political topics. The analysis of survey questions used in public opinion polling determined a number of important factors that influence the veracity and accuracy of research results. The detected problems are multifaceted and reflect different aspects of working survey questions. The analysis of structural aspect demonstrated the significance of proper choice of the type of question, either open-ended or close-ended. The suitability of one or another type is first and foremost defined by the content of question, objectives and tasks of research, and characteristics of respondents. Examination of the spoken form of questions (linguistic aspect) emphasized the importance of selection of linguistic units for comprehensible wording. The paramount role is played by lexical and syntactic linguistic units. The results of semantic analysis of the wording of survey questions is also important. The key problems within the framework of this aspect are associated with imposition of certain answers using imbalanced or suggestive questions, as well as various negative effects that appear as a result of particular placement of questions in a survey or creation a necessary context. All of the aforementioned problems significantly affect the quality of the conducted surveys.

Abstract:
The methodical system are created by us to represent the technology of teaching the algorithms of production of speech based on study of nominative and communicative units of language in unity of their form, values and functions. The effective speech development and lexical development of younger schoolchildren were found. The novelty of the developed methodical system is confirmed not only the practical results of teaching experiment, that in itself is a weighty argument, is confirms and conducted by us theoretical analysis of results of teaching for the purpose accordance of the methodical system to the concept of pedagogical innovation. The system of linguistics concepts were laid on the base of learning content on the competency-oriented classes – a system of theoretical knowledge about language, its forms, types and properties. Introduction of practical, cognitive and speaking tasks to the content – is the another feature of competence-oriented speaking lesson. These exercises consist cognitive questions which reveal the subject of a lesson. Solving of the practical problems according to the speaking situation promotes cognitive needs of pupils, creates their positive motivation for verbal skills, provides a conscious learning. The lack of rules in the traditional sense, system replacement of questions and tasks, algorithms and tokens allows child to do the independent conclusions and generalizations. The majority of searching and creative exercises help to enhance mental and speaking activity of pupils. Nowadays, the most actual problem of children’s language research is to identify the individual strategies about the speech behavior and «the entrance in the language.» It means that the main object of the research – is not the general laws which have been already set by linguistics and psycholinguistics, but the variability of their manifestations in children of different sexes, pupils(developing) who are enrolled in different systems and in children with different cognitive and psychological characteristics.

Abstract:
AbstractRecalling some of the progress that has been made in understanding the mechanical properties of materials over the past 50 years or so reveals the importance of remembering and applying old lessons when addressing new opportunities in materials research. Often, the classical lessons of the past are especially useful as a guide for thinking about new problems. Such an approach to new problems is intimately connected to the creation of simple models that capture the essential features of the phenomena involved. Experience shows that, although such efforts might not pay off immediately, they come to be useful many years later when new problems are confronted. The merit of applying old lessons to new problems is described herein by using examples from the author's career in characterizing and understanding the mechanical properties of materials. It is hoped that these lessons are sufficiently general to be applied to other areas of materials research. Problems ranging from the high-temperature creep resistance of titanium aluminides, to the residual stresses in deposited thin films, to diffusive relaxation processes in thin films, to the size dependence of the strength of crystalline materials at the nanometer scale, all provide examples of how applying lessons of the past can help to understand new problems. An effort is also made to identify new, emerging problems in materials research where the application of the lessons of the past, together with new capabilities of the future, can come together to produce a fresh understanding of material behavior.
