Статья посвящена рассмотрению некоторых существующих на сегодняшний день проблем в сфере реализации уголовного наказания в виде принудительных работ. Анализируется практика применения данного наказания, выявляются сложности правового регулирования его реализации, предлагаются соответствующие пути их преодоления. В частности, рассматриваются вопросы назначения судами принудительных работ и направления осужденных к месту отбывания наказания, очерчивается круг лиц, в отношении которых не целесообразно назначение наказания в виде принудительных работ, проводится анализ схожих по своему содержанию порядка и условий отбывания наказания в виде принудительных работ и лишения свободы с отбыванием наказания в колониях-поселениях. Особое внимание уделено проблемам трудоустройства осужденных к принудительным работам как во время отбывания наказания, так и после освобождения, а также вопросам их медицинского обслуживания The article is devoted to the consideration of some of the current problems in the implementation of criminal punishment in the form of forced labor. The practice of applying this punishment is analyzed, the difficulties of legal regulation of its implementation are revealed and appropriate ways to overcome them are proposed. In particular the issues of the appointment of forced labor by the courts and the direction of convicts to the place of serving the sentence are considered, the circle of persons in relation to whom it is not advisable to impose a sentence in the form of forced labor is considered, the analysis is carried out of the similar in content order and conditions for serving a sentence in the form of forced labor and deprivation freedom with serving punishment in colonies-settlements. Particular attention is paid to the problems of employment of those convicted to forced labor both during serving their sentences and after their release as well as to the issues of their medical care.

Abstract:
Modern accounting concepts play a key role in adapting the financial processes of enterprises to the requirements of the digital economy and globalization. The article discusses the main concepts, such as cost management, integrated accounting and fair value accounting, as well as the problems arising from their implementation in practical accounting. The study covers technical, legal and organizational problems of implementing these concepts, as well as the impact of digitalization and automation of processes on improving accounting efficiency. L'objectiu principal d'aquesta tesi es centra en els problemes de demanada. Un problema de conflicte d'interessos que surgeix en el moment en que un recurs s'ha de distribuir entre un cert nombre d'agents i no n'hi ha suficient per satisfer totes les seves demandes. El nostre objectiu principal és buscar solucions adequades i alternatives a aquest tipus de problemes. Partint d'aquesta base, estudiem dos problemes reals que representen aquest tipus de conflictes, el problema de pressupost públic de la sanitat a Catalunya i els fons estructurals de cohesió de la Unió Europea (UE). En el primer cas proposem una alternativa per distribuir el pressupost de salut de manera que es mantingui l'estabilitat de la comunitat. En el segon cas suggerim una forma de repartir el pressupost mitjançant les regles de repartiment i la imposició de garanties a cada una de les regions amb la finalitat de reduir la desigualtat i promoure de manera mes adequada la convergència. Un altre dels nostres objectius és contribuir a aquesta teoria proporcionant, per una part (i) noves caracteritzacions per les dues regles més utilitzades en aquesta literatura, com són la regla igualitària en guanys (CEA, per les seves sigles en anglès) i la proposta d'Ibn Ezra, i per altre part (ii) proposant un nou model de problema de conflicte d'interessos, anomenat problema de reclamacions sequencials. A més redefinim la regles proporcional, la regla igualitaria en guanys (CEA), la regla igualitaria en pèrdues (CEL, per les seves sigles en anglès) i la regla del Talmud, amb la finalitat d'aconseguir caracteritzar-les a traves de l'ús dels exiomes estudiats en aquest camp.<br>El principal objetivo de esta tesis se centra en el enfoque teórico de los problemas de reclamaciones. Un problema de conflicto de intereses surge cuando hay un recurso insuficiente, que debe distribuirse entre un número agentes. Nuestro objetivo principal es buscar soluciones convenientes y alternativas a este tipo de problemas. Partiendo de este punto, estudiamos dos problemas reales que representan este tipo de conflicto, el problema de presupuesto público en sanidad en Cataluña y los fondos estructurales y de cohesión de la Unión Europea (UE). En el primer caso proponemos una alternativa para distribuir el presupuesto en salud con el fin de mantener la estabilidad de la comunidad. En el segundo caso sugerimos una manera alternativa de repartir el presupuesto a través de reglas de reparto y de la imposición de garantías a cada una de las regiones, con el fin de reducir la desigualdad y promover la convergencia de una manera más adecuada. Además, otro propósito es poder contribuir esta teoría proporcionando (i) nuevas caracterizaciones para dos reglas comúnmente usadas en esta literatura, las cuales son regla de igual ganancias (CEA, por sus siglas en inglés), y la propuesta por Ibn Ezra (the Ibn Ezra proposal). (ii) Proponiendo un nuevo modelo de problema de conflicto de intereses, llamado problemas de reclamos secuenciales, además redefinimos las reglas, proporcional, de igual ganancias (CEA, por sus siglas en inglés), de igual perdidas (CEL, por sus siglas en inglés), y Talmud, con el fin de lograr caracterizarlas a través del uso de axiomas estudiados en este campo.<br>The main objective of this thesis is on claims problems. We look for suitable and alternative solutions to this kind of problems. From this point of view, we study two real problems that represent these conflicts, the first one is the problem of the public health budget in Catalonia and the second one is the structural and cohesion funds of the European Union (EU). In the first case, we propose an alternative way to distribute the health budget to maintain the stability of the community. In this case we look for a suitable solution using rules and some stability criteria’s. In the second case we suggest an alternative way to distribute the budget through claims rules and the imposition of guarantees to each one of the regions, with the aim to reduce inequality and promote convergence in a more appropriate way. Additionally, another purpose is to be able to contribute to this theory by providing (i) new characterizations for two commonly used rules in this literature, which are the constrained equal awards rule (CEA), and the Ibn Ezra proposal, and (ii) propose a new model of claims problem, called sequential claims problems, in this sense we redefine the proportional, the constrained equal awards, the constrained equal losses and the Talmud rules, and characterize them through the use of axioms studied in this field.

Abstract:
This study aims to investigate to what extent the views of the managers of the enterprises to be privatized are a barrier to smooth implementation of privatization as opposed to other problems. Accordingly, the research tackles two main issues: Identification and analysis of the major problems encountered in the implementation of the Egyptian privatization programme and at which level these problems exist while proposing different approaches to tackle them; and views of public sector top and middle-level managers regarding the main issues of privatization. The study relies upon a literature survey, interviews with stakeholders, a survey of managers' attitudes and several illustrative case studies. A model of "good practice" for the smooth and effective implementation of privatization has been designed. Practice in Egypt has then been studied and compared with the "good practice" model. Lack of strictness and firmness in implementing the announced privatization programme has been found to be a characteristic of Egyptian practice. This is partly attributable to the inadequacy of the programme and partly to the different obstacles to implementation. The main obstacles are doubtful desirability of privatization on the part of the managers at different implementation levels, resistance of stakeholders, in adequately of the legal framework governing privatization, redundant labour, lack of an efficient monitoring system allowing for accountability, inefficient marketing of privatization, ineffective communication, insufficient information at different levels and problems related to valuation and selling procedures. A large part of the thesis is concerned with SOE (State Owned Enterprise) managers' attitudes on and understanding of the privatization (appraised through surveys). Although most managers have stated their acceptance of privatization, many of their responses show that they do not accept selling SOEs. They understand privatization to include enterprise reform and restructuring, changing procedures and giving more authority to company executives, but not necessarily as selling SOEs. The majority of managers still see many issues that have to be addressed for smooth implementation of privatization e.g. insufficiency of information, incompleteness of legal framework, restructuring and labour problems. The main contribution to knowledge of this thesis is the study of problems of implementing privatization in developing countries especially managers' resistance to privatization as a major change, partly because of the threat it poses and partly because of the lack of understanding of privatization and implications of operating private businesses. A programme of persuading managers and offsetting the unfavourable effects is recommended as an outcome of the study. Five different phrases and words for the national Index to theses are: Egypt, privatization, implementation of privatization, problems of implementing privatization and managers' attitudes towards privatization.

Abstract:
The use of medical information systems is now prevailing in the whole healthcare environment where the focus is on reducing clinical errors and supporting healthcare professionals in their routine tasks. Hospitals adopt medical information systems to facilitate their healthcare staff in providing efficient services to patients. Studies show that most of the time these systems cannot deliver according to their functional capacities due to certain implementation problems. In this research, we have indicated different implementation problems, their root causes and suggested proper approaches for solving these issues. In the textual analysis, we examined different technical, psychological and social problems that may arise during the implementation process. These theoretical findings have been validated through questionnaires and interviews with doctors, nurses, technicians and people involved in the development of medical information systems. The companies that are providing implementation services are also consulted to validate the theoretical facts. The results show that implementation problems are social and psychological rather than technical, so these problems should be solved with interpersonal, psychological and social skills. The focus of the implementation process should be on the social, psychological and technical effects to avoid any conflict. Reasonable user involvement in the decision making process, motivation and proper training reduces many implementation issues automatically. It is concluded from empirical results that development and implementation teams should have reasonable medical domain knowledge to diminish future implementation and maintenance hazards. The theoretical and empirical results show that data security issues are psychological as well as technical and should be dealt with by high priority.

Spectral moment interpolation find application in a wide array of use cases: robust control, system identification, model reduction to name the most notable ones. This thesis aims to expand the theory of such methods in three different directions. The first main contribution concerns the practical applicability. From this point of view various solving algorithm and their properties are considered. This study lead to identify a globally convergent method with excellent numerical properties. The second main contribution is the introduction of an extended interpolation problem that allows to model ARMA spectra without any explicit information of zero’s positions. To this end it was necessary for practical reasons to consider an approximated interpolation insted. Finally, the third main contribution is the application to some problems such as graphical model identification and ARMA spectral approximation.<br>QC 20110906

The failure is due to a combination of hierarchy, lack of interest and absents of routines for sending marketAlerts. In order for IPEX to make the best use of marketAlerts we believe that they have to go back and start from the executing phase and implement the service once again.</p>

This study aimed at investigating the challenges preschool teachers face in the curriculum implementation and whether these challenges differ in relation to teachers&rsquo<br>level of education, department they graduated from, the type of the school they are working in, teaching experience and level of in-service training. In addition, in this study, it was also aimed to find out the underlying reasons of most frequently stated issues of implementation from the teachers&rsquo<br>perspectives. In the present study, both quantitative and qualitative data were collected. The quantitative data were gathered through a questionnaire from 223 preschool teachers teaching in public and private kindergartens in Ankara. The qualitative data were gathered through interviews with a group of participants selected from the 223 teachers. One-way repeated measure of ANOVA and multivariate analysis of variance (MANOVA) were employed to analyze the quantitative data. For the qualitative data content analysis was conducted. The results indicated that the most frequently reported issues by the participants were the problems related to evaluation and physical facilities followed by the ones related to planning science and math activities, organizing field trips, providing parent involvement and inclusion. Results showed that the problems related to physical facilities experienced by preschool teachers working in public kindergartens were significantly differed compared to teachers working in private preschools.

Abstract:
The article is devoted to the study of problematic aspects of the implementation of the mediation procedure in Russia. The author noted that mediation on the path of its development in the country encountered a number of obstacles of a moral, ethical, psychological, economic and legislative nature, the solution and settlement of which requires certain efforts both from the side of society and public organizations, and from the state. Using the method of analytical review of theoretical and practical developments of domestic researchers and legislative documents, the article identifies the following problems of mediation: low legal culture of the population; lack of confidence in this service; lack of awareness of society as a whole, and of citizens in particular, about mediation, its advantages as an alternative to the trial method; the position of the parties that do not want to compromise; the difficulty of choosing a mediator - as a highly professional person; mainly the social foundations for the development of mediation and insufficient state support. These problems are interrelated, therefore, their solution requires an integrated approach.

Abstract:
The aim of the project was to provide a computer software to help students to become better in solving math word problems. The approach is to use the software to guide the students to solve word problems in a systematic and structural way while providing enough scaffolds and helps when required. Also, when students cannot solve it correctly, it will pose a simpler yet similar problem for students to attempt. The process of posing simpler problems would allow the students to continue looking at and thinking of solving the problem instead of giving up. Although there was a long delay in hiring the software developer, the project team managed to complete the design and development of the software. The software together with the accompanied specially designed word problems were piloted with 2 groups of students from 2 schools in Nov 2017. The feedbacks were generally positive on the use of the software. In Jan 2018, 2 groups of students from 2 schools participated in the implementations with 9 homework assignments given over Term 1 and Term 2. Pre and Post tests as well as pre and post perception questionnaires were administrated. Due to the small sample (n = 24) which followed through 1 whole implementation cycle and the short duration of using the software, data collected did not show any clear or significant changes in terms of students’ attitudes, aptitudes and performances toward solving math word problems after using the software. In summary, the software was developed as planned but with only 1 cycle of implementation involving a small group of participants being carried out. The original plan to execute at least two cycles of implementations did not go as planned because of insufficient time due to delay in hiring the software developer and the consequent late completion of the software. Data collected did not show significant impact of use of the software in helping students to solve math word problems better. Some contributing factors which influenced this outcome may be the lack of supporting mechanisms to sustain students’ engagement, perception of students seeing these homework assignments as extra work and being lazy, and the strong prevailing belief by the students that they could not do word problems well by themselves.

External coatings are used routinely to protect transmission pipelines from conditions that promote corrosion. However, over time coatings may disbond, allowing corrosion to occur. To detect metal loss due to corrosion defects, transmission pipeline operators often use magnetic flux leakage (MFL) in-line inspection tools. These tools do not detect the cause of an actual problem, i.e., failure of a coating and the presence of a corrosive environment; rather, they detect only the result, i.e., a defect that may permanently alter the pressure capacity of the pipeline. Metal loss is the most common defect that occurs at a disbond; however, it is not the only defect that can occur. Stress corrosion cracking (SCC) almost always occurs at disbonds. Information about disbonded and missing coatings, soil models, cathodic protection assessment, and related data could be used to assess a pipeline for the potential of cracking. Direct inspection of the coating could indicate potential problems that could lead to pipeline degradation that affects serviceability. SCC can be detected using in-line inspection technology, but such tools have a limited availability and limited success in natural gas pipelines, and the cost of inspection is high compared to MFL inspection. A novel method for the in-line evaluation of a protective coating on a pipeline was shown to be feasible. The method involves the merging of two technologies, magnetic flux leakage (MFL) and electromagnetic acoustic transducers (EMATs). The results of the testing performed at the Pipeline Simulation Facility showed three technical accomplishments. First, EMATs could be designed to work with the magnetic fields produced by an MFL tool, although fields 2 to 3 times greater are usually optimal for EMAT sensors. Second, the EMAT transmitter and receiver could be mounted on an MFL inspection tool without interfering with the corrosion detection sensors. Finally, the EMAT sensors as implemented on the MFL pig could detect missing coating and disbonds on wrapped tar coating. While technical issues remain that would broaden the applicability, the immediate implementation of this technology for specific coating problems is possible.
