The article presents an overview of some modern problems that people face in the northern regions. The emphasis is on problems in the solution of which a significant role should be given to architecture and urban planning. The principles of forming the architectural environment of northern settlements are developed by the authors, interpreted for the specific natural and climatic conditions of the northern regions and proposed as tools for solving the identified problems. Finding the true nondominated points is typically hard for Multi-objective Combinatorial Optimization (MOCO) problems. Furthermore, it is not practical to generate all of them since the number of nondominated points may grow exponentially as the problem size increases. We combine this exact algorithm with a heuristic algorithm that approximates the possible locations of the nondominated points. Abstract:
The long-term soil temperature monitoring in the area of more than 550 km in length within the region of Transbaikalia has been carried out. Sites for the monitoring were represented by the forest-steppe vegetation of different ecotopological and ecogeographical patterns. It was revealed that the dynamics of temperature regimens are highly synchronized reflecting the macroclimatic unity of the region. The sufficiently higher heat supply on the southerly exposed slopes comparing to northerly exposed ones was demonstrated. The distinctness between soil temperature regimens in different sites was

This policy brief aims to shed some light on the mission's approach, specifically within innovation policy, and how it is interpreted and implemented at different territorial levels. First, the academic debate around the territorial dimensions of MOIPs is presented, followed by a brief discussion of how MOIPs have been adopted so far at the supra-national, national and sub-national levels. More specifically, a snapshot of the innovation policy landscape and the degree of penetration of mission and transformative approaches in Denmark, Finland and Sweden is presented. Education remains crucial for socioeconomic development and is linked to improved quality of life. In Nigeria, basic education has remained poor and is characterised by unhealthy attributes, including low quality infrastructure and a lack of effective management of primary and secondary schools. Access to education is a massive issue—according to the United Nations, there are currently about 10.5 million out of school children in Nigeria, and 1 in every 5 of the world’s out-of-school-children lives in Nigeria despite the fact that primary education in Nigeria is free. As global focus shifts to northern latitudes for their enhanced access to newly viable resources, US Army operational readiness in these extreme environments is increasingly important. Rapid and accurate intelligence on the conditions influencing operations in these regions is essential to mission success and warfighter safety. Arctic and boreal environments are highly heterogeneous, including changing extents of frozen versus thawing ground, snow, and ice that affect ground trafficability and visibility, terrain physics, and physicochemical properties of water and soil.
