Full textThe authors of this thesis got the idea to this projekt from a lecture and from Drucker´s quote “Culture eats strategy for breakfast”. The purpose was to investigate what behaviours that drives results in a process oriented culture, and to develop a model for measuring these behaviours. The goal was to measure the behaviours in the organisation and to help them obtain a culture that exceed the culture of their competitors, and reaching process orientation using a quantitative survey in a pilot study. Even though we got answers from all participants in the survey, the population was too small to generate statistically significant results. The study is based on the theory of four clusters; “fumblers”, “talkers”, “organisers”, and “mappers” by Eriksson and Hellström (2013) and the results are displayed in diagrams and an IPA-matrix. The conclusion is that the organisation leans towards function orientation, but they are striving towards becoming process orientated. The total picture the authors got is they belong to the cluster “talkers” with a slight margin. They are heading in the direction of becoming process orientated by focusing on their communication though. The model was designed using research about what behaviours have a positive or a negative effect on the processorientated culture of the organisation. The weakness of the model is that it only takes the cornerstone “working with processes” into account and does not measure the other perspectives of quality culture.

Full textThis essay describes the debate about the principle ofprovenance and its multiple forms, and the transformationsof these forms, due to the coming of electronic informations. The thesis intended to explain the definitions of the principlein a modern information management and there explore howthey operate proactively to assure provenance. The qualitative investigation was carried out at tenmunicipality final archives, where each municipalityarchivist was being interviewed. The study expounds in whatway the digitisation has simplified the methods to conductassured provenance, where automated metadata shows therelationships of the information to function and process. Theessay also debates the difficulties that appear when digitalinformation are being organized in different ways thananalogue information, and how this fact requires a newinterpretation of the principle of provenance. The researcher concludes that the investigated archives, ensure respect des fonds when it concerns the content of thearchives, but not when it comes to the whole content of theinformation management. The result of the study also showsthat the respect of original order as a reflection of theorganization, has to be understood throughout all content ofthe management and its logical order, rather than the visiblecontent that the archives embrace. Furthermore the thesisobserves the importance of proactivity, regarding theclarification of the relationships between the information andthe processes that produce and use them. This could beachieved with early application of metadata and developmentof systems that keep metadata trough all processes. Theconclusion of the essay is that this is not pursued in theextension that is required.

Full textWithin several Swedish government agencies, the process-based approach has become a method for increasing efficiency within the organizations. The Swedish Migration Agency, an agency that received a record number of refugee applicants during the great refugee crisis in the mid-2010s, has recently begun to implement a new process-based approach in the asylum field called "Asyl 360". This case study examines how the employees at one of the units that implemented Asylum 360 feels that the new process-based working method has affected them. It also intends to investigate what process maturity level the investigated asylum review unit is at, with the help of a self-developed, context-adapted process maturity model. The methodological focus of the study is a qualitative case study where the collected data has been collected through interviews with employees of the researched organization. The result and analysis of the study shows what level of process maturity the studied organization is currently on. It also evaluates the functionality of the self-developed, context-adapted process maturity model

Full textAbstract A challenge for many municipalities in today's digital society is to create effective and societal useful e-services for citizens. These e-services are to facilitate communication between the municipality and citizens but also to contribute to more open government in the municipalities. To accomplish this, the municipalities first need to develop and secure the internal administrations. To achieve this development of e-services, a process-oriented approach can be used. Process orientation means that you set up efficient processes internally to optimize and develop their own activities. This is done through process modeling, identifying all the activities available in the business and put them in a relationship that ultimately will generate a higher value and better service for citizens. To develop the business and to think in processes is not new, but to automate this thinking can be a challenge for many municipalities, a challenge that will result in qualified e-services. The essay is based on a qualitative study that aims to identify significant implications that a municipality can get when using process-oriented e-service development. Through a case study we have interviewed several employees of a municipality to produce these implications. The approaches that have been studied are how the internal operations are affected as a whole and how its employees are affected. In addition to the empirical base (in the form of case studies, interviews and document studies) we have linked a theoretical framework and thus have been able to come to a conclusion. The municipality that has been studied conducts its process orientation by working with a specific methodology, which means that process modelers and representatives from various administrations meet in workshop-based sessions. Their task is to jointly develop the business and the citizens' demands and needs which will then result in stringent and digitized processes. With this methodology many implications has been identified. The main benefits that can arise when you put the business operations and employees in focus is partly that in the longer term you can have a more flexible and stronger organization, activities that both enhance working practices and increase participation among employees. In the end, the employees themselves develop their activities and thus can more easily influence their own work situation and constantly strive for improvement. This in turn can lead to a more customer-oriented business where the implications of working with process orientation lead to a good base for future development of e-services. However, it is important to note that involvement is a critical success factor. Too long and too many workshops can lead to negativity, which in turn may reduce this commitment. This may lead to that you can get bad processes that do not provide increased benefits to citizens or to the internal operations. I you get a good mobilization and organizational preparation for the development of e-services we provide as suggestions that it is important to think about documentation and evaluation of the project. This in turn could be of great assistance to other municipalities who wish to pursue internal process orientation. Shared knowledge equals increased knowledge and thus becomes an important factor in the approach to sustainable and dynamic processes that generate societal and useful e-services.
