Purpose The purpose of this paper is twofold, first providing researchers with an overview about the uncertainties occurred in procurement including applicable approaches for analyzing different uncertain scenarios, and second proposing directions to inspire future research by identifying research gaps. Design/methodology/approach Papers related to supply chain risk management and procurement risk management (PRM) from 1995–2017 in several major databases are extracted by keywords and then further filtered based on the relevance to the topic, number of citations and publication year. A total of over 156 papers are selected. Definitions and current approaches related to procurement risks management are reviewed. Findings Five main risks in procurement process are identified. Apart from summarizing current strategies, suggestions are provided to facilitate strategy selection to handle procurement risks. Seven major future challenges and implications related PRM and different uncertainties are also indicated in this paper. Research limitations/implications Procurement decisions making under uncertainty has attracted considerable attention from researchers and practitioners. Despite the increasing awareness for risk management for supply chain, no detail and holistic review paper studied on procurement uncertainty. Managing procurement risk not only need to mitigate the risk of price and lead time, but also need to have sophisticated analysis techniques in supply and demand uncertainty. Originality/value The contribution of this review paper is to discuss the implications of the research findings and provides insight about future research. A novel research framework is introduced as reference guide for researchers to apply innovative approach of operations research to resolve the procurements uncertainty problems.

Abstract:
The article seeks describing the benefits and challenges faced by auditors in assessing the effectiveness of public procurement procedures in terms of applying the methodology for calculating efficiency, economy and effectiveness, taking into account the risks of procurement in e-auctions. Quantitative risk parameters are calculated using data of probabilistic indicators of procurement risk assessment according to the ratio of the number of relevant procedures (sub-threshold and above-threshold) to the total number of procurement procedures. Statistical valuation methods are used for the cost risk assessments and calculation of the aggregate risk indicator of public procurement. The calculations are performed using the data of the open e-procurement system ProZorro for all announced procurements in 2018-2019. We analyzed the methods, indicators and the extent to which the study of the public procurement effectiveness via bibliographic and case studies is performed. As a result, the majority of methods cover four components of assessing the public procurement efficiency - targeted efficiency, cost-effectiveness, organizational efficiency, efficiency of budget expenditures for public procurement. This does not provide an assessment of the automated systems’ impact on the procurement procedures results and on possible savings due to the use of certain procurement procedures. To comprehensively assess the procurement efficiency in e-bidding, the authors propose considering four key risks: the risk of cancellation of the procurement procedure, the risk that the procurement procedure will not take place, the risk of appealing the procurement, the risk of disqualification. As a result of risks calculations under the sub-threshold and above-threshold procurement, individual values of risks and their aggregate indicator are determined. This will adjust the scope of audit procedures to verify individual procurements and identify weaknesses in the procurement management system. We believe that the methodology of auditing the procurement effectiveness, taking into account the quantitative and qualitative parameters of procurement risks, will be a useful audit tool to determine the effectiveness of the use of public funds under individual procurements and identify areas of cost-effectiveness for the state budget funds.

Public procurement is investigated in terms of results and maximum efficiency of allocation of financial resources of the national public budget. In the context of economic development, optimization of the management of public financial resources is based on improving the legislation on public procurement and the financing mechanism. Based on this, public procurement is a complex, multi-level, interdependent system, the functioning at the all public levels. The aim of the research is to conduct a comprehensive study of the main problems and features of public procurement financing in order to optimize public finance management at the national level and to develop recommendations for improving the public procurement system in the Republic of Moldova. The methodology is based on the structural research method. The article is based on a study of the public procurement system in the Republic of Moldova, analyzing its constituent elements. The analytical method was used to study the concept of public procurement. The study established the relationship between the ethical behavior of officials, the effectiveness of control and the implementation of information systems to optimize the system of financing public procurement in the Republic of Moldova. Proposals are presented to improve the efficiency of the public financing mechanism in the context of electronic public procurement procedures within the automated information system “State Register of Public Procurements” MTender.

Purpose – Procurement records are critical for the effective execution of the procurement process and have been applied as tools to measure compliance and performance of Public Procuring and Disposing Entities (PDEs) by the regulating authority in Uganda – the Public Procurement and Disposal of Assets Authority (PPDA). However, the state of records in various Ugandan PDEs depicts poor records management. This situation has adversely affected the effective creation, usage and storage of public procurement records. This compromises the value and importance of records within the procurement process, with most documents being unavailable and unreliable. The purpose of this study is to investigate the relationship between procurement records compliance, effective risk management and records management performance in Ugandan PDEs. Design/methodology/approach – The study adopted a quantitative research design and used a cross-sectional survey. The researchers developed a questionnaire on the study constructs of procurement records compliance, effective risk management and records management performance using measurement scales derived from previous empirical studies which were modified to suit the current study. Findings – The results indicate quantitative evidence of significant positive relationships between procurement records compliance, effective risk management and records management performance. Findings also reveal that procurement records compliance and effective risk management are significant predictors of record management performance. The results also suggest that effective risk management has a stronger influence on records management performance than that on procurement records compliance. Research limitations/implications – The study context is sub-Saharan Africa, and the findings are, therefore, limited to that context; they reflect existing knowledge in other contexts. The use of a standard questionnaire limited the ability to collect views about information outside the questions asked. The study was only cross-sectional, and the study variables could not be analyzed over a long time. Common methods bias remains a potential threat; future studies should use different source data. Practical implications – Custodians of procurement records, that is, procurement officers, records officers and accounting officers for Ugandan PDEs need to pay special attention to prevailing records laws and policies to minimize risks associated with the poor management of records, as well as improve performance in the management of records creation, storage, retrieval, access and the preservation of vital records. Originality/value – The study contributes to an important area which has not been given attention in the context of sub-Saharan Africa, especially Uganda where there is a difficulty of linking the value of records management to business processes due to a lack of quantitative evidence.

Purpose The purpose of this study was to examine the influence procurement records management had on the performance of the procurement function under the National Agricultural Advisory Services (NAADS). Design/methodology/approach The study used both qualitative and quantitative approaches to research. Procurement records management was the independent variable, while procurement performance was the dependent variable. The study also adopted a simple correlation and case study design. An accessible population of 101 respondents was identified, with 93 forming a sample. An 88% response rate was realized. Findings Results indicated that procurement records management had a significant effect on procurement performance. Whereby, there was a positive and statistically significant relationship between records creation and procurement performance; there was a positive relationship between records maintenance, preservation and procurement performance; and, finally, records access and use also had a positive significant influence on procurement performance. Research limitations/implications This research focused on the central region of Uganda, and yet, Uganda has got so many other regions which operate the NAADS programs. This means that research was conducted within a defined scope. Therefore, based on this, the researcher could not generalize the research findings. Practical implications Findings imply that ethical practices should be emphasized and custodians of procurement records be held accountable for their actions, as this will help in the support of proper record-keeping and avoid documents not being on file, misplaced or misfiled, which negatively affects procurement performance. Enabling a more efficient information management system results into effective procurement performance that leads to significant cost reduction in both the private and the government sector, especially when digital records are involved. Social implications As majority of the NAADS staff were found to possess inadequate knowledge in records maintenance and preservation, the government through the NAADS training committees should organize timely workshops to sensitize staff on how best records maintenance and preservation is core to its operations. Originality/value This study contributes to an important area which has not been given attention in the Ugandan context, where there is difficulty of relating the value of effective records maintenance to business management because of the lack of quantifiable evidence. Therefore, the study highlights the influence of records creation, maintenance and use on procurement performance. The review of literature finds that better records management results into better performance of the procurement units in procurement entities.

Abstract In the current context and along with the emergence and implementation of the Government Emergency Ordinance no. 114/2011 regarding the award of certain public contracts in the fields of defense and security, ordinance imposing the mandatory application of art. 288 of the Treaty on the Functioning of the European Union concerning the transposition of the Union’s directives, both purchases of products, works and services and the purchase of military products are regulated. In order to implement this ordinance, the MoD is “asked” to rethink the whole system of defense procurement. In my opinion, the current Integrated Defense Procurement Management System (IDAMS) consists of Technical-Operational Requirements System, Planning, Programming, Budgeting and Evaluation System, and Integrated Procurement Management System even if it has introduced a series of instructions, policies, principles and procedures based on defense procurements and respond only partially to the current reality specifically referring to the purchase of arms and ammunition from their own production and less to their procurement from external suppliers. For this reason, we believe that IDAMS must be known and understood, which is exactly what the article below intends to de, and ultimately, this system should be changed, the by amending general and specific legislation.

Nowadays, the quality of virtual service is diminishing, in which different aspects of E-business industry is signifying, especially in the business to business (B2B). E-procurement is part of the e-business, therefore, quality factors of E-procurement originates from e-business. Much research has focused on the critical success factors of E-procurement, however, when it comes to implementation, many E-procurements fail, which can be very costly. This article attempts to increase the success rate of E-procurement, and ensures that the success of E-procurement is more sustainable. This research estimates the structural equation model by collecting data from 208 managers to employ quantitative analysis to investigate the relationship between E-procurement quality factors. The result of this research shows that the quality of the organization culture has partial mediator relationship to the success of E-procurement. Meanwhile, the quality of IT infrastructure does not have a mediator relationship with the success of E-procurement. Lastly, quality of knowledge management has a full mediator relationship with the success of E-procurement and it does not affect the dynamic capability of organization directly.

Optimizing the logistics systems of an organization is a rather difficult task, since the logistics and management processes are closely interrelated. The success of an organization depends more on the effectiveness of the interaction of its units with each other than on the activities of each unit separately. Therefore, it is necessary to integrate and bring into a single center management decisions on the selection of suppliers, the organization of the procurement process, the formation of stocks, the organization of the warehouse operations and transportation. This is precisely what the goal is set for when conducting a management audit of an organization’s procurement system. The aim of the study is to form a methodology for management audit of a logistics system as a basis for managing the effectiveness of the organization’s procurement process. In the course of the research, the essence and necessity of a management audit of the procurement process were revealed. The audit methodology was formed, the positive initiatives of the organization were reflected during the management audit of the procurement process. It was established that the management audit of procurement continues to develop and strengthen, since it contributes to the formation of coordinating, supervisory and control measures of the procurement process, building a model of financial and personnel support for procurement in accordance with industry standards, optimizing the supplier management system and forming criteria for determining competition, organizing the process of documenting the procurement process, the formation of rules and delegation of authority in accordance with the evolving business model and strategic goals of the organization.

Aggressive donor management protocols have evolved to maximize the number of procured organs. Our study assessed donor management time and the number and types of organs procured with the hypothesis that shorter management time yields increased organ procurement and transplant rates. We prospectively analyzed 100 donors managed by a regional organ procurement organization (OPO) during 2007 to 2008. Data included patient demographics, number and types of organs procured and transplanted, patient management time by the OPO, and achievement of donor pre-procurement goals. One hundred consecutive organ donors were managed with a mean age 41 ± 18 years and mean management time 23 ± 9 hours; 376 organs were procured and 327 successfully transplanted. Donors managed greater than 20 hours yielded significantly more heart (5 vs 26, P < 0.01) and lung (6 vs 40, P < 0.01) procurements, more organs procured per donor (3.2 ± 1.4 vs 4.2 ± 1.6, P < 0.01), and more organs transplanted per donor (2.6 ± 1.5 vs 3.7 ± 1.8, P < 0.01) than those managed 20 hours or less. No difference in the attainment of donor management goals was observed between these populations. Contrary to our initial hypothesis, donor management times greater than 20 hours yielded increased organ procurement and transplant rates, particularly for hearts and lungs, despite no differences in the achievement of donor preprocurement management goals.

It is a special-purpose sample, which is composed of individuals having the most experience and knowledge in public procurement affairs, public procurement officers employed in state administration bodies, local selfgovernment units, and business entities operating in the fields of water management, energy, transport and postal services.The aim of the research is to assess the situation regarding application of the Law from the respondents’ point of view, for the period of 12 x 2 months of the years 2017 and 2018.The research was done in a way that I have compiled a questionnaire and submitted it directly to selected representatives of the contracting authorities. The questionnaire contained questions related to the following: the method of organization of public procurement tasks within the contracting authority; the process of public procurement planning; the existence or non-existence of violation of anti-corruption rules and the rules for preventing conflict of interest within the contracting authority; the difficulties related to application of specific public procurement procedures and framework agreements; establishment of optional conditions for assessment of bidders’ capability; the method of conducting low value procurements and urgent procurements; the method of monitoring implementation of public procurement contracts; the training for public procurement tasks; the method of monitoring and observing the decisions of the State Commission for Control of Public Procurement Procedures; the inspection control.After having completed the questionnaire, the contracting authorities submitted their answers electronically, which I processed and analysed.

The purpose of this case is also to understand how the choice of contract type in public procurement impacts medicine inventory levels and availability. It finally highlights the appropriate configuration of framework procurement contract for procurement of discrete goods in the context of public sector procurement. Case overview/synopsis Primary and Secondary Healthcare Department (P&SHD), Government of the Punjab provides free public health-care services in the Punjab province. Public health-care services of P&SHD are organised in a tiered manner with almost 3,000 primary and secondary medical facilities dispersed throughout the Punjab province. P&SHD maintains inventories of approximately 300 medicines to support medical service provision. Complexity academic level This case can be taught in procurement and inventory management module of MBA level operations management course. It can also be used in executive course on public sector procurement management. The case aims to highlight the interrelation between inventory planning and procurement management process. Abstract:
Despite the several benefits gained as a result of e-procurement, the actual potential of it in the public sector in Ghana has not been realized. Studies has further suggested that little is known of e-procurement in most organizations. This demonstrates that the area is under-researched and hence, there is a gap that needs to be filled in literature on the aspect of e-procurement and its impacts in the public sector in Ghana. Therefore the study was to assess the impact of e-procurement in the Ghanaian public sector. The research design was descriptive. Both primary and secondary data was used. Purposive sample method was used to select 15 public sector organisations in Ghana for the study. Multiple linear regression was used to analyze the data. Findings revealed that, e-procurement leads to an effective E-tender evaluation (ETE), improves transparency in supply selection, improve procurement record management and effective supply relationships can be made easy. Based on the finding the study recommended that, Developing countries governments must invest heavily in e-procurement infrastructure to enable its usage in all sectors. And also procurement officers must also be trained well to enable its usage. And lastly e- procurement should be mandatory in all public sector procurements in the country.

Procurement in the corporate world is increasingly complex, multi-faceted and interdisciplinary. This paper explores existing knowledge specifications relating to procurement management competencies and proposes a new procurement management competency framework (PMCF) and a competency-based postgraduate programme for postgraduate students in Ghana. A three-tier iterative and inductive methodology was used to develop the proposed framework and a literature survey and focus group discussions were used to explore the competency requirements for procurement management practice. The reliability, consistency and applicability of the framework were each tested using a modified single-phase Delphi survey. Five logical knowledge constructs were identified as providing the foundations for a modern public procurement system: financial; social; corporate governance; technology and globalization; and research and teamwork. The PMCF combines strategical, managerial and technical competencies and incorporates economic and social dimensions of procurement functions. It is hoped that the research findings will be of use to academics and those in industry involved with the education and training of future generations of procurement professionals.

The experience of some countries in encouraging small and medium-sized enterprises in electronic public procurement is considered progressive and positive. We consider it necessary to adopt the experience of the USA, Israel, China countries and accelerate the adoption of laws in Ukraine to support national producers.

This paper explores the business issues affecting the level of implementation of e-procurement in small and medium size enterprises (SMEs). It uses empirical research from 750 organisations to suggest that issues of leadership and waste management are of greater importance to SMEs than development of e-procurement capability to secure competitive advantage. A major barrier is that of people. Those who have developed e-procurement capability have done so strategically, but have yet to enjoy significant cost and time savings. The research also identifies the management implications of effective e-procurement. Finally, the author suggests steps which might be necessary in seeking to achieve further progress in e-procurement implementation. This paper has implications for theory development and for practitioners.

This is the qualitative research which uses semi-structured interview. Thirteen academicians and thirty five management practitioners were interviewed to gain in-depth information about the procurement existing in the case faculty. Purposive sampling method and simple random sampling method were used to select the research subjects. O'Connor & Gibson (2003)’s step-by-step qualitative analysis method was employed to analyze the data. The study resulted the regular procurement system and urgent procurement system in the faculty.

Purpose – The purpose of this paper is to provide evidence of connections between sustainability policy goals included in public procurement tenders and offers and their achievement through contract award. Design/methodology/approach – Two hypotheses based on extant literature and the inducement–contribution theory were tested by means of a survey of 281 procurement files from 2007 to 2009 relating to eight product categories and four European Union (EU) member states. Data were analyzed using structural equation modeling. Findings – Findings indicate that public procurement was more effective in influencing socially responsible goals than environmental goals. In terms of supplier readiness, vendors achieved greater progress in delivering green than socially responsible operations. Research limitations/implications – The collection and analysis of data are based on procurement files, which is a new but also a complex procedure. In comparison to survey data, the data from procurement file analysis are less biased. Practical implications – Public procurement practitioners and sustainability policymakers should consider the use of public procurement as a lever to attain environmental and socially responsible goals. Social implications – Evidence has been provided to demonstrate the strategic use of public procurement impacts on environmental and socially responsible goals, thereby benefiting society. Originality/value – This study contributes in three main ways: first, by adding to existing, limited research on the use of public procurement as a lever of policy goals attainment; second, by examining environmental and socially responsible policy in one study; and third, through providing evidence across EU member states.

Purpose The present study aims to assess the resource procurement preferences among the leading academic libraries of the institutes of higher learning across India. The study analyses the amount and percentage of budget spent by the institutions under study during the period 2012-2013, 2013-2014 and 2014-2015 on the procurement of print and electronic resources in their libraries. The study also discusses about concerns with regard to the subscription of e-resources and the reasons for weaning interest among the Indian academicians towards the print resources. Design/methodology/approach By and large, the scope of the study is limited to institutes of higher learning across India, but reflects a great deal of relevance to the global higher education practices. The study has been undertaken on the 20 leading institutes each from Universities, Institutes of Management and Institutes of Technology in India, based on the ranking list released by the Ministry of Human Resource Development, Government of India, on 4 April 2016. Findings The electronic documents are the dominant forms of present day library procurements in India, with the print struggling to retain its readership. The Institutes of Engineering and Technology and Management have almost similar procurement preferences, spending almost three-fourth of their library budgets on the procurement of e-documents. On average, the University libraries in India have spent 43.54 per cent of their budget on the procurement of print resources and 56.46 per cent of their budget on the procurement of electronic resources during the period of study. Similarly, on average, each Institute of Engineering and Technology has spent 24.04 per cent of their library budget on the procurement of print documents and 75.96 per cent towards the procurement of electronic resources, whereas 27.51 per cent of the library budget by the Institutes of Management in India is being spent on the procurement of print resources and 72.49 per cent towards the procurement of electronic resources. Originality/value The study is original and is first of its kind, undertaken on three different category of institutions, based on the national ranking of the country.

PurposeGovernment e-Procurement systems are generating tender-level process event data which are not being analyzed much. The purpose of this paper is to present a data visualization tool to benchmark the government tendering process. This tool collects, collates and presents e-Procurement process data in a meaningful way that enables comparisons and benchmarking leading to insights for process improvements and identification of the best practices. This tool is accessible on the website of South Asia’s first public procurement observatory (www.procurementobservatoryup.com) founded by the authors.Design/methodology/approachThe authors started with an initial set of key performance indicators (KPIs) based on extant literature and existing practices. The authors got them verified by various relevant stakeholders through a series of formal and informal discussions. Some of them were dropped due to observed variations or their inability to offer insights to arrive at the final set of KPIs. In this paper, the authors use actual process-level data. Government of India’s National Informatics Center has implemented e-Procurement portals in various states and public enterprises (PEs) in India which provide tender-wise detailed e-tendering process data. The authors designed a web crawler that collects these data in a tabular format, which allows an easy analysis and comparison to measure and compare government tendering process performance for the last five years for the two large PEs. The authors also engaged in discussions with the procurement executives of the two PSEs to derive meaningful managerial insights from the results obtained.FindingsUsing the public procurement data visualization tool, the authors compare the procurement process of two of the largest Indian PEs, Coal India Limited and Indian Oil Corporation on the developed KPIs and draw insights. The results show significant difference in their procurement process performance due to different practices followed by them. Through interaction with the procurement managers of these two organizations, the authors identify few good procurement practices that can be applied to improve public procurement process.Research limitations/implicationsThis paper uses actual process-level data which can be used not just to identify improvement opportunities but also to gauge the impact of any process-level change. It presents a data visualization tool to generate insights from data generated by a procurement/tendering system. Such visualization and benchmarking can uncover better procurement practices and provide an impetus toward data-driven policy formulation. Apart from the two PEs as reported in this paper, this tool has also been applied on the public procurement data of eight Indian states.Practical implicationsThe KPIs presented in this paper are aligned with the various dimensions of public procurement’s objectives. The visualization tool presented in this paper is based on the Open Contract Data Standard and has a universal application.Social implicationsThe use of technology and open data sharing as the enablers of benchmarking and process improvements help in establishing a dynamic competitive environment leading to financial savings, better services to citizens and proper use of taxpayers’ money.Originality/valueThis paper presents an original work carried out under the aegis of South Asia’s first procurement observatory at IIM Lucknow. The benchmarking tool presented in this paper uses open contract data standard and can be applied in most of the public procurement processes. This paper takes the discussions on e-Procurement to the next level, where the concern is no longer restricted to only adoption and assimilation issues, but also on how to make use of the data that these e-Procurement systems generate.
