Abstract:
With negative coverage largely by the media on state procurement, this article aims at exploring challenges and issues that militate against public procurement in Zimbabwe. The exploration is done through content analysis of statutes and procurement practices that currently obtain in the country. The study shows that despite the presence of some regulations public officials manipulate tender procedures for personal gains. There is need for improved political will to enforce the law on errant behavior. The value for money that the procurement system should promote is lost. There is no mechanism for feedback to inform management and policy makers. The article provides recommendations for the government in pursuit of public procurement best practices.

Abstract:
Disregard of triple bottom line (TBL) of sustainability is one of the major drawbacks of current construction procurement practices. Sustainable procurement is an emergent concept that can improve procurement practices and enhance the sustainability performance of the construction industry as a whole. Presently, sustainable procurement is still not fully utilized in the Canadian construction industry. A comprehensive literature review showed that the construction industry is still not fully aware about the benefits of using sustainable procurement or ways of implementing the same. This study evaluates challenges encountered in implementing sustainable procurement in the Canadian construction industry. In addition, this study investigates perceptions of construction professionals on the benefits of using sustainable procurement for construction projects. A country wide questionnaire survey and semi-structured interviews were conducted to collect required data. A statistical analysis was performed to rank the challenges and benefits of sustainable procurement. Findings from semi-structured interviews were used to validate the results observed in the statistical analysis. This study revealed that lack of funding is the main challenge for implementing sustainable procurement, while reducing harmful emissions and waste generation was identified as the main benefit. It was concluded that the leadership and commitment of the project owners is the key to fully establish sustainable procurement in the Canadian construction industry.

Abstract:
This study focuses on the evaluation of the green procurement practices among 7 mining hospitals in Ghana via qualitative analysis techniques. Thus, in this study, based on a 5-year case study, the practices of procurement officers in 7 hospitals belonging to mining companies in Ghana are explored. Within this period, interviews were conducted with key persons with recognizable responsibilities within the supply chain and procurement setup of the facilities. Details of their procurement practices, procedures, and policies were analyzed. A qualitative approach to organizational learning and practice is used to appreciate the existence of these differences observed and also to give a meaning to new perspectives on the challenges in establishing green procurement in the 7 mining companies’ hospitals. The results of the analysis demonstrated that adjustments in the buyers’ practices are not as much dependent on whether they understand, for instance, policies, tools, and procedures, but rather a matter of whether the buyers actually put their knowledge into practice.

Abstract:
Public procurement legislative reforms have proved to be a veritable economic development mechanism. This reform seeks to streamline, legalize and institutionalize public procurement practices in order to achieve the objectives of transparency, accountability, probity and anti-corruption. Using the Polytechnic Ibadan as a case-study, the paper X-ray some of the basic features and expectations of public procurement law regime. It observes that procurement law regime seeks to achieve the purpose of good governance through institutionalization of standard procurement practices. The data collection tool used was structured closed and open –ended questionnaires for the respondents who had been involved in the procurement process including survey of related literature on public procurement. In the course of testing the hypotheses, regression analysis was used to test the impact of public procurement in the execution of capital projects. The result of the findings reveals that Public Procurement Law had not made any significant impact on the execution of capital projects in the Polytechnic, Ibadan. The paper posits that if Nigeria nation must achieve the objectives of openness, transparency, probity, accountability and reduced corruption in line with global best governance institutional reform agenda, efforts should be intensified to deepen public procurement practices across all the government institutions.

State governments have begun to introduce various eprocurement tools to improve inefficient and ineffective procurement management; however, few empirical studies have documented the diffusion of e-procurement. This study uses data collected from state procurement agencies to examine which e-procurement tools state governments are using as well as to explore what factors affect the adoption of these tools. This study confirms that simple innovations are more rapidly diffused than those that are technically or legally complex. State governments that are more likely to adopt e-procurement tools tend to be larger, managerially innovative, and to have a strong centralized procurement office. Overall, e-procurement is promising technology, but managerial and technical challenges still remain.

Construction is one of the sectors that contributes to a significant impact on the natural environment. There are many initiatives introduced to ensure that problems related to environmental degradation can be minimized. The introduction of green procurement is one of the strategies that helps in tackling issues related to the environment in the execution of construction projects in the Malaysian construction industry. However, knowledge of green procurement among construction stakeholders in Malaysia is still indicated as very low. Thus, the aim of this paper is to identify the driving factors in encouraging the inclusion of green practices in construction procurement. The findings of this paper provide the success factors identified from the literature review and focus group discussion. The outcome provides insights for construction practitioners to ensure green procurement in the delivery of construction projects.

Abstract:
Public infrastructures play a significant role in poverty reduction, human development and spatial interaction of the population. The practices of stakeholders in the procurement system in Bamenda are a controversy in the contemporary socio-political discourse. Through these practices, public infrastructures are provided to and for the population. This paper seeks to uncover the myriad of challenges involved in the procurement practices in Bamenda. The study made use of both qualitative and quantitative data, obtained using secondary and primary sources from documentary exploration and extensive field work. Secondary sources included books, annual reports and archives of Divisional and Regional Delegations, Inspectorates of Education, Regional Institute of Statistics and Public Contracts Regulatory Agency, North West amongst others. Primary data was obtained over three months of extensive field investigations through questionnaires interviews and focus group discussions. A GPS was utilized to obtain geographic coordinates of publicly procured infrastructures, particularly health, educational and road infrastructures. Results reveal that there is complexity in the way procurement is undertaken for socio-economic benefits to the population. Procurement principles are ineffectively applied, leading to inefficient execution of contracts. Late payment of contract funds amongst others is a cause of inefficient execution and lateness in the delivery of procurement output in the domains of health, roads and educational infrastructures. The study recommends project owners to release contract funds earlier than usual and contractors who enhance poor execution of projects and uncivil road users who facilitate road degradation or cause damages to projects be severely sanctioned. The Law No. 73/7 of 7 December 1973 on the preferential claim of the treasury to safeguard public funds by Municipal and Regional Councils should be effectively implemented.

The article, titled A Critical look at the prerequisites of user-centred ICT procurements in the public sector, examines the challenges of digitalisation. It focuses on the requirements of user-centredness in the acquisition of information and communication technology (ICT) in the public sector. Previous research has examined the development of information systems and digital services through theoretical models of acceptance and success. These models are conceptually linked with the models of user-centred design (UCD). However, user-centric viewpoints do not always thrive in organisations. In this article, we present qualitative research that explores the social practices of public sector ICT procurement. We analyse the discourse in a set of public tendering notices critically and observe shortcomings in tools, competencies and attitudes that guide the procurement process. We conclude the article with suggestions towards a more user-centric approach.

Abstract:
This article seeks to find out challenges facing the procurement laws in Africa. The article examines the meaning and purpose of public procurement, drawing parallels between its essential elements, and stages with the need and requirement to enhance transparency and accountability to attain its objectives. It also seeks to provide analysis of traditional procurement reform objectives and identifies the importance of transparency and accountability as well as value for money in procurement to their achievement of joint goals. The article then examines broadly the access to information provisions of the procurement laws in a number of African countries namely -South Africa, Zimbabwe, Uganda and Tanzania and concludes that these laws contribute to improving access to information across Africa, particularly where an access to information law is absent, but are not robust enough to sufficiently provide comprehensive access to information. It examines the level of constraint posed by administrative charges for access to information. Also the article concludes based on the Tanzanian experience that limited access to information, laws already exist may be more as a result of; limited capacities in both the citizens sector and public sector to capture and maintain information in a retrievable format; deliberate delays by public officers to frustrate applications for access; poor information management practices and half hearted efforts within the citizens sector to apply existing law, than any application of administrative fee or other limiting provisions of the law, WITTING, W.A (2002).

Abstract:
Over the recent years the UK construction industry has seen an increasing level of interest in the use of design and build (D&B) as a construction procurement method. This appears to be mainly driven by an attempt by the industry to increase the level of integration in what is generally viewed as a fragmented industry. The main advantages associated with this procurement method that have been cited in reviewed literature have been numerous. Key advantages appear to be the following: single point responsibility for the whole project delivery encompassing design and construction, early contractor involvement resulting in potential cost savings and earlier completion, easy constructability and minimisation of design and construction risk to clients. Despite its perceived increase in adoption over the last decade as supported by the relatively recent Contracts in use survey in 2010 by the RICS, the construction industry is still experiencing problems associated with D&B procurement. This highlights the need to explore further how this procurement method is being used in practice. The exploration adopted in this research involves identification and evaluation of challenges encountered by key participants (clients, contractors and designers). In addition such an exploration is buttressed by the identification and evaluation of practice based enablers that key participants have used/proposed to use in order to manage better the challenges they have encountered with this procurement method. The nature of the problem investigated in this research is characteristically exploratory, fluid and flexible, data driven and context-sensitive. As a result a combination of in-depth review of related literature, semi-structured interviews and a questionnaire survey were used as main research techniques. The questionnaire survey was targeted at a wider and a different audience to the one used in semi-structured interviews. This approach was adopted in order to gain a holistic insight into this multi-faceted problem. The research shows that adopting D&B procurement method does not necessarily result in integration of design and construction processes. Significant time and effort will need to be spent in creating and facilitating integrative processes and systems to ensure that the gap between the theory and practice of D&B procurement is covered. D&B is not a one size fit all procurement method and each project characteristics and requirements needs to be methodically reviewed and understood to ensure that this fits with the unique features of D&B procurement method. The research implications mainly relate to the D&B procurement practice. Given the practice based enablers that it generates this has direct implications on how practitioners go about applying the processes and methods that facilitate integration of design and construction in a D&B procurement method set up. This, therefore, goes a long way to bridge the gap between the theory and practice of D&B procurement method. This potentially leads to unlocking this integrative procurement method’s benefits that were not previously realised. The output of this research is a framework for facilitating better integration of design and construction processes. Additionally the framework can also be used as a tool kit for effective use and for acting as an enabler for the flow and realization of potential benefits associated with D&B procurement method. It is expected that this framework will help in providing the much needed guidance to users (in particular infrequent/inexperienced users) of the D&B procurement method.

Abstract:
Do technical solutions override or fast track institutional reforms? This study interrogates the extent to which Zambia’s newly introduced Electronic Government Procurement (e-GP) is addressing the procurement challenges [for essential drugs and medical supplies] in the Ministry of Health (MoH). A brain child of the Zambia Public Procurement Authority (ZPPA), the e-GP is but one of the components of the wider procurement reform agenda. The e-GP was introduced with the intention of enhancing efficiency, effectiveness and Value for Money (VfM) in public procurement. Since 2016, ZPPA has been piloting the approach in selected Procurement Entities (PEs), a combination of sector ministries and state parastatals. Based on review of project documentation, publicly available data, and interviews from key stakeholders; the study explores and interrogates the contextual and institutional challenges characterising the e-GP design and pilot implementation phases, and the extent to which these realities impact the achievement of the intended outcomes. A fair amount of information from interviewees was provided under conditions of confidentiality, thus individuals are not often identified. It is perhaps too early to ascertain the extent to which the e-GP is realising the intended objectives. This is partly explained by the project’s slow start, occasioned by delayed procurement which had knock - on effects on the overall project’s pace. An interrogation of the history and political economy of Zambia suggests however that it is the opaque challenges bordering on the political economy which is the single most binding constraint to reforms; defining the process, the pace and outcomes. The design of the e-GP was generic and non-participatory. There is no evidence to suggest that the process had provided opportunity for PE’s to define and customize the problems that mattered for them to be addressed by the e-GP. Instead, the e-GP seems to have been sold to PEs as a best practice solution. Because of the deep incentive fabric at both organizational and individual levels, the project seems to have some traction. Effort of various actors does not appear to be supportive of each, often latently contradicting each other. Project progress is held constant by the relative ability of the ZPPA to push some strands of work within some pilot PEs. This relative ability of the ZPPA shields the low levels of acceptance and questionable authority within PEs and among actors. Progress on the e-GP appears like a façade of success; suggestive of isomorphic mimicry.

In 2009's fragile real estate market, many developers are looking for safe investments for their invested capital. Developers are looking to the federal government, specifically the General Services Administration, for growth and safety. The General Services Administration (GSA) is the contracting body of the U.S. federal government. It is the nation's largest public real estate organization. It leases space from private developers in over 7,100 facilities across the United States comprising office buildings, border patrol stations, courthouses, warehouses, clinics, post offices and many other uses. The GSA pays over $4.6 billion in rent to landlords annually on nearly 181 million square feet of space. GSA is authorized by law to acquire, manage, utilize, and dispose of real property for most federal agencies. The thesis is primarily based on interviews conducted with industry professionals: developers, financiers, brokers, and GSA contracting officials. It looks at the opportunities and challenges of working with the General Services Administration on new lease construction build-to-suits. It focuses on four areas; 1) the lease procurement process; 2) opportunities for new procurements in 2009's market; 3) developer financed new lease construction build-to-suit projects; and 4) opportunities and challenges of financing projects in 2009's credit crunch.

Focus on achieving the Millennium Development Goals (MDGs) has intensified technical and financial support for up-scaling of interventions to improve the quality of life of over 900 million slum dwellers who lack access to adequate clean water, improved sanitation facilities, and security of tenure. One of the means for achieving the MDG Targets is to ‘up-scale', or institutionalize effective approaches, techniques, concepts, and programmes that result in bringing more quality benefits to more urban residents more quickly and more permanently. The challenge of up-scaling is in achieving sustainable results in a large number of communities rather than in planning and implementing large projects (World Bank 2005b). It is therefore essential to determine whether there is evidence to justify support for up-scaling.

Using this approach, agiledevelopment thus aims at addressing mentioned issues of speed and uncertainty whiledeveloping only what customer needs from the beginning of the project. On the other hand,distributed software development is used in many organizations to reach global talent andglobal market. The problems associated with distributed software development such as lack ofenough communication and team coherency, have forced project managers to combine it withagile to mitigate these social problems. This study focuses on distributed agile development,its suitability for a typical project and its challenges and deficiencies. Text analysis andinterviews using qualitative methods are used in this scientific research work. From thetheoretical view point, different text covering agile methodology, distributed development andcombination of them were considered. This study covered two parts: first, an evaluation ofagile and distributed development opportunities and problems to help determine whether ornot distributed development is suitable for a project and second, considering the challengesonce starting to use this method and practices required to regard them. For the empirical part,the focus was put on Volvo IT employees by having seven interviews with members who arecurrently active in distributed agile development. These interviews were used to compare andverify the finding of the theoretical part. The results of the study were categorized into twosections. In the first part, important elements required to verify the suitability of using thismethod are provided. The recommended factors for this evaluation are cost, productivity,customer, team structure, etc. In the second part, the challenges of using distributed agiledevelopment were categorized into four parts: (a) challenges of selected agile method, whichthe focus in this study is Scrum, (b) challenges with time-zone differences, (c) communicationchallenges and (d) finally team building challenges. The required practices to address thesechallenges were also provided.

The 21 firms that are studied operate in one of the following industries: Aerospace, Apparel/ Footwear, Automotive, Computers, Communications Equipment, Consumer Packaged Goods, Pharmaceuticals, Petroleum and Retail. Those firms have been chosen for their overall supply chain excellence and the research builds on empirical data from case studies, literature survey and interviews with industry experts. By assessing the empirical data and the various practices, a framework is proposed to address the different options that the firms can use relative to the organizational structure of the Procurement Department. These options are based on a combination of the importance of the inputs and the supplier/buyer power differential. Lastly, this thesis identifies the factors that affect these options. Ground handling is a key component of the air transport logistics supply chain as it facilitates the mobility of cargo and people from one destination to another. Ground handling facilitates international trade hence its existence is critical to the competitiveness of a nation. Airline businesses usually overshadow ground handling due to the historical dominance of airlines in the aviation industry. The importance and effectiveness of the ground handling function as part of the air transport business is fast becoming a global issue as the industry is slowly emerging. The following tenets of ground handling are fast becoming key issues in the air transport business: passenger handling, cargo handling, handling ramp handling, baggage handling, equipment, safety, security, and human resources. Ground handling players are mainly concerned with productivity, profitability and maximising returns on investment. Dwindling revenue, unsustainable profit margins, low productivity and low customer satisfaction and loyalty are terms no shareholder or business leader wants to hear. This research will give insight into ground handling best practices that are a panacea for the industry. The ground handling business is time sensitive and requires massive investment. Therefore, sustainable best practices are the right ingredient for customer loyalty and business success. The focus on ground handling in South Africa and Zimbabwe will help in assessing the level of development in each country. This will aid in recommending best practices for the industry taking into account different country-specific risks and operational conditions. There are few studies in the field of ground handling and it is an industry not many individuals know about. Many ground-handling executives admit that the industry absorbed them by accident and not by design. They only realise the importance of the industry when they are in it. This research is a practical study meant to bring out solutions to the industry.

Real property has been called the corporation's last undermanaged resource. However, during the past decade, companies have begun to concentrate more on what constitutes 25 to 40% of a typical corporation's assets. US corporate real estate assets amount to greater than $3 trillion and real estate expenses are typically second or third highest on the corporate ledger, only behind payroll and sometimes technology. Corporate executives have begun to realize the business value real estate can have. Facilities lacking the proper location, finance, design, or the proper amount of flexibility required to manage internal and external uncertainties can negatively impact the corporation's bottom line. Meanwhile, strategic planning increases in importance in the international setting due to the risks and rewards of executing business strategies increases at the international level. The collapse of communism in Central and Eastern Europe has opened twenty-eight countries to free markets. Corporations are hungry to expand into these markets which offer the opportunity of serving over 400 million customers. Uncertainties are heightened in transitional economies, making international corporate real estate management that much more challenging. This thesis research was a qualitative exploration of the corporate real estate challenges and practices in one particular transitional economy, Ukraine. Corporate real estate in Ukraine was found to be transactional in nature, not strategic. Almost all decisions are made locally. The challenges found in Ukraine center around an immature administrative infrastructure along with corporate efforts to control the costs associated with real estate. Although complex, the challenges found in Ukraine do not preclude participation in the market; rather, they merely impede the process.

Economic and market forces as well as technological progress emerging throughout the last decade signifies the Geographically Distributed Development (GDD) or Global Software Development (GSD) as a software industry norm or necessity that is receiving considerable interest from companies all over the world. This thesis clarifies the terms used in distributed development practice, studies the status, key business drivers and major challenges of GDD or GSD, and then proposes a revised six-force framework to leverage the capabilities of geographically distributed development model. The proposed framework covers both the strategic and tactic aspects of investing and managing a global project team, including Strategic Vision and Management Skills, Organizational Structure and Team Building, Collaborative Technologies, Development Methodology and Software Life-Cycle Management in planning and managing distributed project and leveraging global teams. This thesis uses a case study to validate the challenges and concerns identified and to conclude that many problems in geographically distributed development can be overcome to enable companies to systematically harness the potential of this development model.

Based on present integrated gasification combined cycle (IGCC) development activities and the renewed role of coal as the primary fossil fuel for power generation, there is a high probability that several IGCC projects will materialize in the near future. A challenge facing Owners, engineering, procurement, and construction (EPC) contractors, and original equipment manufacturers (OEMs) is to define performance guarantee criteria and the practical means to determine them. In anticipation of this, the ASME Performance Test Committee developed a Performance Test Code for IGCC plants — PTC 47. Currently, a final draft of PTC 47 is in the approval stage. IGCC performance plant testing is facing many unique challenges. However, by offering guidelines for accurate testing, this code should play an important role in the full commercialization of this technology.

The purpose of this paper is to present the White Paper on levelling the playing field as regards foreign subsidies, from the public procurement perspective. This is the first time that the problem of foreign subsidies within public procurement is approached by European Commission and it is useful to analyse Commission’s findings on that regard. Due to the problems caused by COVID-19 pandemic and the forthcoming Next Generation EU initiative, the Commission is determined to develop and implement suitable legal instruments for dealing with distortions in the Internal Market, caused by foreign subsidies. Legal analysis within the paper is focused on the proposed Module 3 under the White Paper, trying to detect possible practical repercussions of implementing measures as are proposed in the White Paper. In addition, the paper seeks to identify primary function of the measures proposed and tries to examine if that function could result in protectionist effects.

Abstract:
For fusion tokamak reactors the diagnostics and RF heating systems require the use of components with parts made of non-metallic materials. These can form part of the vacuum boundary of the tokamak which is the primary safety boundary and have a function of containing tritium fuel or activated gases and particulate debris. The engineering practices for such components and non-metallic materials are in an early state of preparation and require development to enable systems to be used in a safety and licensing context. Such developments will have to reflect the brittle nature of the materials, and are likely to be based on established arguments developed within the nuclear industry, such as containment and defence in depth. Given these requirements this task is a major challenge. The window systems fall broadly into two categories: • Transmission windows for the input of high-power microwaves to drive and heat the plasma; • Diagnostic windows to monitor the plasma. Currently there are no established fusion design codes that can be used to assure nuclear safety and a consistent engineering approach for either application. This paper reviews the progress made in developing such practices for transmission and diagnostic windows made from ceramic materials. The investigations undertaken and the engineering practices addressed for the tokamak windows generally fall into the following areas: • reviews of potential candidate materials along with a summary of the available property data; • definition of the function of torus window assemblies and an outline of the complexity and variety of design considerations (including historical failures, and statutory requirements); • development of the design methodology for technical ceramics; • definition of the design routes considered and selected (rule, analysis, experiment); • consideration of the material data available (or lack of) for technical ceramics and their failure criteria; • qualification and design of metallic / ceramic joints; • definition of the requirements with regard to quality control, from manufacture to in-service inspection; • development and formation of a draft code procedure. The practices and procedures developed are considered to be an important contribution and significant step forward in the development of a fusion tokamak windows code. Important contributions have been made to the design, procurement and installation philosophies for windows, especially the development of design criteria and the application of pressure proof-testing. This paper provides a review of key requirements and issues, with recommendations to allow development of the code for acceptance by nuclear regulators for tokamaks such as the International Tokamak Experimental Reactor (ITER) and future fusion reactor power plants.

Chapter of Repair, Replacement Activities (RRA) in Fitness-For-Service (FFS) Code of the Japanese Society of Mechanical Engineers (JSME) includes rules of article RB-3000 for temporary repair techniques in the use of covering leakage during operation of a Nuclear Power Plant (NPP). Temporary repair techniques are RB-3010 Plating, RB-3020 Adhesion and RB-3030 Infill. In this paper, rules of these temporary repair techniques are summarized as well as the meaning of ‘temporary’, intention and benefit of them. On the other hand, these rules of temporary repair techniques were provided by Thermal and Nuclear Power Engineering Society (TENPES) at first in 1986, about thirty years ago. “Plant Operation and Maintenance Standards (POMS) Plan” developed by Japan Power Engineering and Inspection Corporation (JAPEIC) in 1996 incorporated those rules of temporary repair techniques, then JSME FFS Code has taken over them from POMS. Because the design rules of these temporary repair techniques have had much margin since origin, it may result in excessive design, or time-consuming procurement of parts. Especially, since these temporary repair techniques are often applied to the leakage around valve gland and flange, simpler and more practical modified rules could provide more benefit for effective repair activities. In this paper, an orientation of possible revision is described on temporary repair techniques rules in JSME FFS Code.

In-Line inspection has increasingly been used across the oil and gas industry over the past 30 years as a key part of pipeline integrity programmes. Whilst the industry has started to develop standards through the ILI Association and the Pipeline Operators Forum the way in which the industry selects tools and contractors has not developed to the same extent. A significant amount of time is spent managing the procurement process rather than focusing on the selection of the right tools and ensuring they perform to expectations. The challenge is further exacerbated when operations are dispersed globally and involve many different operating relationships. BP has been a user of ILI technology since its introduction in the late 1970s and it has consistently grown in importance to BP in managing the integrity of an aging pipeline asset base. In 2006/2007 BP’s Exploration and Production Technology Group (EPTG) in conjunction with the Procurement and Supply Chain Management group (PSCM) carried out a review of its procurement arrangements across the globe for pipeline ILI to ascertain best practice and capture key lessons. It also gathered experience from other strategic long term supply chain initiatives around the BP Group to help inform and develop the ILI strategy. Early discussions held with ILI Suppliers confirmed that, whilst regional frameworks have been in place in some countries, extending this to a global operation would be breaking new ground in engaging ILI services and would be of benefit to both ends of the supply chain. The process not only needed to follow rigorous supply chain procedures that would meet EU Procurement Directives and BP Group requirements, it also had to meet the specific requirements of many Countries around the world. It was recognised that flexibility would be required to accommodate the introduction of new tools, developing technology and accommodate new areas of operation. BP also wanted to stimulate continuous improvement in ILI tool performance and application of innovative improved technology. More significantly a key objective of the Global Contract was to drive inspection quality and consistency, whilst maintaining a competitive but equitable pricing strategy. Successful implementation was not just about delivering a contract scope of work; it required the development of relationships and a common understanding so that when problems arise they can be resolved quickly and efficiently. This required a significant amount of work engaging both the ILI Contractors and Operating Units across the world in the process. Work on developing the Global ILI Contract was successfully concluded with contract awards in late 2007. The paper explores some of the challenges, lessons learnt and benefits of developing a Global Contract for ILI.

In a sector that is seeing unprecedented levels of activity, the opportunity to assess skill sets to take an integrated approach to subsea system design can be challenging. Contracting strategies that compartmentalise engineering scopes at any stage of the project lifecycle also require a high level of interface and project management. An informed methodology ensures a holistic approach to subsea design and interfaces is undertaken. Many challenges to subsea design are influenced by other disciplines such as reservoir, production technology, process, flow assurance and facilities engineering. Traditionally these considerations are outside of subsea engineering scopes and are controlled at the next level in the supply chain, or within other designers or contractors. This paper considers not only the regional challenges to pipeline and riser design in the Australian region, but also how the inclusion of an integrated approach encompassing multi-disciplined teams allows a more informed outcome. Using these highly skilled teams, this approach can: • Reduce interface management requirements; • Reduce design cycles; • Create optimised solutions within a shorter timescale. This has the potential to reduce overall CAPEX and OPEX costs by identifying value and reducing uncertainties in key areas. This adds significant value in the current climate of extended procurement lead times and resource constraints. Examples of current projects demonstrating how this approach can be applied in concept selection through to detailed design are described. Practical examples of how the possible design outcomes have been assessed using this approach are detailed. Considerations of how key factors such as subsurface, field layout, architecture, materials selection, operability, construction and HSE influence pipeline and riser design are also discussed.

Despite the implementation and the published advances in HSE approaches and tools, HSE performance continues to be at least one incident above target which is Goal Zero. This paper is focused on identifying if the Best Value Approach (BVA) can be modified into a HSE leadership model to help HSE leaders, frontline barrier leaders with delivering GOAL ZERO. This paper specifically focuses on identifying the unique practice of the BVA that has generated a significant amount of documented high-performance results in the procurement of services and project management. This paper will translate this proven performance to HSE leadership. The paper will match this theory with a current HSE leadership practice of Assist and Assure in Shell. The aim, match theory to practice and then to theory and then produce a concept that will help HSE leaders optimise the implementation of the Assist and Assure Process.

<p>The design and construction of structures throughout history has too often been realized through the labor of enslaved people, both in the direct construction of these structures and in the procurement and fabrication of building materials. This is as true today as it was at the time of the pyramids.</p><p>Despite the challenges, the design and construction industries have a moral and ethical obligation to eradicate modern human trafficking practices. If done right, this shift will also lead to commercial advances.</p><p>Led by the Grace Farms Foundation, a Connecticut-based non-profit organization, a working group composed of design professionals, builders, owners, and academics has set out to eliminate the use of modern slaves within the built environment through awareness, agency, and tangible tools. Although inspired by the success of the green building movement, this initiative does not use the past as a template. Rather, we are committed to work with the most advanced tracking and aggregation technology to give owners, builders, and designers the tools they need to allow for clear and concise integration of real-time data into design and construction documents.</p><p>This paper summarizes the history of the issue, the moral, ethical, and commercial call to action, and the tangible solutions – both existing and emergent – in the fight against modern-day slavery in the design and construction industries.</p><p>Our intent is to present this material via a panel discussion. The panel will include an owner, an international owner’s representative, a builder, a big data specialist, an architect, an engineer, and a writer/academic who will act as moderator.</p>

Innovation policy strives to support the creation and dissemination of innovation. For this purpose, it mainly uses tools that stimulate innovation supply, but in recent years, it has also increasingly implemented demand-oriented tools such as public procurement, support for private demand and regulation. The innovation policy defined in this way pursues not only economic goals but also the fulfillment of various societal challenges. Therefore, it is often associated with the promotion of environmental innovations that lead to green growth and climate change mitigation. In this context, electromobility is significantly promoted in European countries. The aim of the paper is to demonstrate the possibilities of linking cohesion policy and demand-side innovation policy, and to analyse the practical implementation of such a policy in the Czech regions. The analysis incorporates 519 projects supported through the Low Carbon Technologies programme within the OP EIC 2014-2020. More than 50% of projects were implemented in the three most populated regions, namely the South Moravian, Central Bohemian and Moravia-Silesian regions. These regions also accounted for more than half of the EU subsidy. The most frequent beneficiaries by legal form were micro and small enterprises. A significant group also consists of self-employed persons, which represented 21.8 % of beneficiaries.

Access to books is key to learning to read and sustaining a love of reading. Yet many low- and middle-income countries struggle to provide their students with reading materials of sufficient quality and quantity. Since 2008, RTI International has provided technical assistance in early reading assessment and instruction to ministries of education in dozens of low- and middle-income countries. The central objective of many of these programs has been to improve learning outcomes—in particular, reading—for students in the early grades of primary school. Under these programs, RTI has partnered with ministry staff to produce and distribute evidence-based instructional materials at a regional or national scale, in quantities that increase the likelihood that children will have ample opportunities to practice reading skills, and at a cost that can be sustained in the long term by the education system. In this paper, we seek to capture the practices RTI has developed and refined over the last decade, particularly in response to the challenges inherent in contexts with high linguistic diversity and low operational capacity for producing and distributing instructional materials. These practices constitute our approach to developing and producing instructional materials for early grade literacy. We also touch upon effective planning for printing and distribution procurement, but we do not consider the printing and distribution processes in depth in this paper. We expect this volume will be useful for donors, policymakers, and practitioners interested in improving access to cost-effective, high-quality teaching and learning materials for the early grades.
