Abstract:
The Nigerian public sector score-card over the years is equated to inefficiency and poor performance. This is owing to the understanding that public sector personnel are ill-equipped with necessary skills to turn around the fortune of the nation. This study therefore examined training and manpower productivity in Nigeria public sector: concerns and pathway for effectiveness. To achieve this, the study reviews literature on the concepts of training, manpower productivity, emergence and role of government in training and manpower productivity in Nigeria, and challenges of training in Nigeria public sector. This study utilized human capital and scientific management theory in order to build solid arguments for the discourse. It was therefore concluded that productivity in Nigeria public sector is contingent on proper manpower training and development. Hence, the study recommends the need to ensure that training is handled by competent human resources experts and practitioners for efficient results. Also, training and productivity-oriented organizations in Nigeria must be strengthened for effectiveness.

Abstract:
Purpose – The effect of global integration of businesses and interchange of ideas and technology through internet has many facets. Increase in economic recessions and decrease in research funding has forced both private and public sector research organizations to introduce measures of self-sustainability. Enhancing research and development (R&D) productivity of researchers can be one of those measures. The purpose of this paper is to attempt toward identifying and analyzing those factors of productivity that may be related to the manpower in R&D. Design/methodology/approach – Based upon the theoretical background and the nature of data available, this empirical study has been carried out as a case study for a public sector research laboratory. The extent of involvement in research projects have been analyzed with respect to the R&D outputs generated by the researchers, which if found to be positively related, may be focussed upon, for increasing productivity of manpower in R&D. Several other determinants of R&D productivity were identified from the literature review and were analyzed in association with the “involvement.” “Robust Regression” technique was used for the statistical analysis. Findings – It was found that the R&D productivity of researchers has a positive correlation with their extent of involvement in the R&D projects. Practical implications – The result may help in creation of the policies for enhancing organizational self-sustainability. Originality/value – Several prior studies have been conducted with different determinants of R&D productivity but hardly any studies were found considering “extent of manpower involvement in research projects.” This study can be useful for public sector research organizations to relate the findings with their endeavors of enhancing R&D productivity.

This research is intended to analyze the impact of extrinsic and intrinsic motivation on the productivity of the manpower of permanent educational, specially of the Kopertis Wilayah VII Universities in Kotamadya Surabaya. Thefree variables of this research are extrinsic and intrinsic motivation, consisting of: (1). Income and incentive (X1); (2). Working condition (Xi); (3). Policy and administrati-on of the institution (X3); (4). Personal relationship (X4); (5). Supervision Quality (X5); (6). Achievement (Xf); (7). Accreditation 1 recognition (X7); (8). The work itself (XB); (9). Responsibilities (X9) and (J 0). Potential of individual improvement (X10}. Whereas non-free variables are productivity of the manpower of permanent educational (Y).This research use Analysis of the Multiple Regression Linear, and the test result of the first hypothesis used simultaneously test (F-test) to permanent educational rank Ill a, b, c and d, while the test of the second hypothesis implementing partial test (t-test). The test results of the first and the second would be used as a base for the institution's decision making to reach the organizational success. The respondents are male and female dosen Dpk. in the Teaching Staff of Nature science and Social science with total number of 80 lectures from 7 universities. The test result of the analysis of simultaneously first hypothesis (F-test) which assume that .free variable motivation of extrinsic and intrinsic impact on non-free variable of productivity of manpower of permanent educational. Can be stated as followed: F'o = 1,620 less than Ft = 1,90 with probabilities = l 1,9 more than level of significant (los.) 5%. From this result, the truth can 't be proved, so extrinsic and intrinsic motivation of permanent educational do not affect manpower productivity. With the result of R2 (R square)= 19, 01% it can mean variable motivation us model can affect the manpower productivity of permanent educational staff, only 19, 01% more and less 81% affected by variables cut of the model. The result of the I-test of the second hypothesis assumes that variable of the job itself (XB) is dominant , but the result of the analysis of income and incentive (X1) is dominant; evidently the test result oft observation = - 2,636 less than t table - - 1,986 and probability = 1, 04% less than its level of significant (los.) = 5%; with test result of partial coefficient determination (r2) = 9, 15% is the biggest to give contribution to the predictions of manpower permanent educational Kopertis Wilayah Vil in Surabaya , with regression coefficient (b1) with negative sign running at -2,623.Considering the test result of the first and second hypothesis whose is not consistent with the (expectation) assumption, so the institution where permanent educational work can take s teps by evaluating what obstacles to the improvement, then deciding the goal to success for permanent educational and the institution.

Abstract:
Thesis (PhD)--Stellenbosch University, 2005.
ENGLISH ABSTRACT: The end of apartheid, April 1994 brought the dawn of a new era and the integration of the seven armed forces into the South Afiican National Defence Force. For the first time in the history of South Afiica, former enemies are not only colleagues, but work together to guard the sovereignty of the state and defend the country against foreign invasion. The eradication of discriminatory policies and practices established an environment conducive to the implementation of affirmative action and equal employment opportunities. It also instituted special training and development programmes to accommodate historically disadvantaged employees. The effectiveness of these programmes will determine the extent to which disadvantaged employees will contribute to increased productivity and the effectiveness of the South Afiican National Defence Force. Organisational transformation needs to be externally and internally visible. On 27 April 1994, the South Afiican National Defence Force started a process of change and some of the changes soon affected were m: • language policy, including the use of English as the official medium of communication; • appointing a Secretary of Defence as the accounting officer; • organisational culture, structure and design; and • uniform and rank insignia. This research (1994 to 2001), however, found that the South Afiican National Defence Force is still grappling with the challenge of being productive amist the impediments created by the integration of seven former enemy forces. In addition, the former South Afiican Defence Force entered into the amalgamation as two groups, one with a long history of military experience, the other allowed into the former force much later, still subject to various discriminatory constraints. The dissertation focuses on human resource variables to find solutions. Productivity is defined as the input of resources (material, capital, technological and human) and the output of greater qualitative and quantitative consumable goods and services. It improves the factors of production and benefits all stakeholders (government, entrepreneurs, management and employees). Increased productivity is achieved by a motivated workforce, whose competencies, abilities, skills and advanced technology are used to increase performance. However also, management needs to capitalise on employees' competencies, skills and abilities to optimally utilise them and appoint the most competent employees to the most appropriate positions. Management also needs to accept responsibility for achieving increased productivity and reaching organisational goals and objectives since they manage, command and control organisational resources. The South African National Defence Force can achieve increased productivity by the optimal utilisation of its resources. It now has sophisticated armament, equipment and technology. The South African National Defence Force however also needs competent and professional employees to maximise the use of existing armament, equipment and technology. The diverse workforce should be trained, developed, motivated and optimally utilised to increase their performance and enhance productivity. Professional leaders and managers are needed to manage the resources of the South African National Defence Force during the transformation period and the twenty-first century. Effective leadership results in effective human resource management, which is needed to manage, motivate, train and develop the diverse workforce to be effective, creative and productive, and to achieve increased performance and productivity. This will enable the South African National Defence Force to accomplish increased productivity and to exceed the military professionalism of the former South African Defence Force.

The increased productivity of labor is an important factor for businesses in general face a scenario of competitiveness. In Construction there is a great opportunity for improving the productivity of labor and among the services that deserve attention in this issue, we highlight the implementation of Building Systems Hydraulic and Fuel Gas Piping (SPHSGC). However, few studies addressing the productivity of these systems have been conducted, mainly due to the difficulty of data collection, this difficulty compounded by the fact that its implementation be very fragmented, divided into several tasks and subtasks with different efforts, and happen simultaneously at different floors. In this context, justifies the development of a comptational tool that integrates the design of building systems, with the differential use graphical interface, procedures for data collection to assess the productivity of labor in the execution of these building systems, goal this work. To achieve it, initially proceeded to the understanding of the concept of productivity and indicators for its measurement as well as the procedures for collecting data in order to measure them, understanding the parts compose the SPHSGC and the process of implementation, evaluation and choice of programming language for the development of the software and ultimately their development, with testing to verify its applicability and reliability. As contributions stand out initially using the graphical interface of the projects of building systems to o stain quantitative data regarding the performance of these services, linking this information to the man-hours defendants, in their various tasks and subtasks involved in their implementation . Besides this factor facilitator, the program offers the user, which can be the manager of services or even responsible for implementation, indicators of productivity of labor and the current stage of its implementation over the floors of the building. Finally, it is noteworthy that the current use of this tool will provide managers with a database on the productivity of labor that can be used for prediction of these values for future works, feasibility study, correct sizing of work teams, lifting costs among other benefits.

Abstract:
The Portuguese natural stones sector has a long technical and commercial tradition. During the last decades our companies faced a period of excellent turnovers, with a strong participation in the international market, competing with the most powerful countries in the sector, namely Italy and Spain. They have been using a strategy based on lower prices for the same level of offer either in terms of stone or final works. During 90’s a severe threat darkened our horizon and was intensified by the global market trends especially because the BRIC group came into it using very strong arguments. In the first stage its technical capacity was limited but in a short term they became a very serious threat after reaching a high level of qualification. The Portuguese companies are perfectly aware that they can’t go into the market using low prices and mass production anymore. A different approach must be found in order to overcome the sandwich they are being squeezed in between the most advanced countries and this last group. It seems the only possible option is to define a new strategy based on the use of the “best practices” to improve the quality and the value of their solutions. In order to give a valid input to solve this problem and trying to avoid aspects such as strategy, marketing and trading, dully analysed by some other authors, we decided to study the possibility of increasing our competitiveness. This increase must result from the productivity growth based on better working methods and quality management.

When the National Health Insurance system is implemented, it had greatly affected the health care industry and increased the competition of the health care industry. Accordingly, in the sharply competitive environment, the targets of every hospitals were how to maintain cost control well and improve the efficiency that help hospitals maintain competitive advantages. In order to objectively assess the hospital staff productivity, using Data Envelopment Analysis (DEA) to assess hospitals’ operational efficiency. Considering difference between the services of different departments, this study separately develop suitable inputs and outputs indicators for the fourteen departments and classified into seven models, the datum were from 2007~2008 then choosing maximum outputs BCC model, in this way can valid measurement the technical and scale efficiency. The results found that human-related indicators such as physician, medical personnel are required to reduce 0% ~ 14.19%, and the drug supplier had to reduce form10% to 40% that was maximum rate of input indicators. The output indicators such as outpatient, inpatient, and health insurance income required to improve about 8.71% ~ 51.22%. Hence, the hospital managers can adjust the cost of medical services based on this study , in this way they can successfully reduce costs, and improve hospital profitability.

Abstract:
Supply chain loss can occur during transit and storage, leading to unnecessary inefficiencies. The literature details much of the traditional losses, albeit descriptively and for developed economies. Through several case studies conducted on the Indian manufacturers and retailers, this case study discusses the losses specific to supply chains operating in developing economies that are difficult to control and prevent even with contemporary enabling technologies such as RFID. This chapter also suggests some possible measures to counter such losses, so as to increase the efficiency and enhance the resilience of the supply chain. An understanding of these losses and their possible mitigation through improved flows, reduced inventory, and reduced manpower, can equip firms for better supply chain risk and productivity management.

Abstract:
An exponential growth in elderly population reflects a proportional increase in recourses that are unaffordable and unsustainable to the economy. This rapid demand for health services and long-term care not only leads to non-financial implication like shortage of manpower and long waiting time, but this also creates a large burden on health and related services in the public sector. Involving the private sector to provide better and more efficient facilities and services and to encourage innovation will enhance productivity, speed up project and service delivery, and increase opportunities for investment in health. This chapter examines existing problems within health care systems in aging populations such as Hong Kong, explores the advantages and challenges of Public Private Partnership (PPP), identifies successful factors in establishing PPPs models, reviews the PPP projects in Hong Kong and elsewhere and recommends methods in promoting PPP in health and long-term care as sustainable solutions.

Abstract:
This paper’s aim is to analyse practices adapted by different enterprises regarding personnel motivation and human resources approaches to increase their productivity and profitability while examining the methodology of human resources recruitment and selection used by different kinds of enterprises, which cannot exist without human manpower. The objective of this paper is to analyse methods and tools used by several enterprises in motivation and in human resources recruitment and selection. Regarding motivation, the basic aim of the process adapted was to define whether each enterprise was closer to the participating or to directive management model. Especially in the recruiting and selecting process IT could add important value since adapted IT processes could lead to quicker and more successful transparent results. IT professionals could organise these processes for every enterprise in order to become standard, formulated, and even more accredited procedures which would lead to successful recruiting and selecting results.

Full text
Abstract:
Resources planning and operations are essential concerns and specialty areas within industrial engineering and project management. Crew configuration plays a significant role in resource planning and operations. Crew configuration inefficiency is one of the most common reasons for the low productivity of manpower. Resources planning contains some inherent uncertainties and risks because it is an estimate of unknown values. Many factors affect resource planning. Some of these factors are fuzzy variables such as expert’s judgment, and some of them are random variables such as direct cost of equipment. The objective of this chapter is to present a method that combines fuzzy logic and Monte Carlo simulation (MCS) for the selection of the best crew configuration to perform a certain task. The model presented in this chapter is a joint propagation method based on both the probability theory of MCS and the possibility theory of fuzzy arithmetic. The research outcomes indicate that the presented model can reduce the duration and cost of a certain task, which will help reduce the cost and duration of the project.

Abstract:
The main objective of this chapter is to present a novel hybrid GA-GSA algorithm to permit the reliability analyst to increase the performance of the system by utilizing the uncertain data. Since the analysis based on the collected data mostly contains a lot of uncertainties, the corresponding results obtained do not tell the exact nature of the system. Therefore, to handle this issue, the proposed algorithm maximizes the Reliability, Availability, and Maintainability (RAM) parameters simultaneously for increasing the performance and productivity of the system. The conflicts between the objectives are resolved with the help of intuitionistic fuzzy set theory. The optimal design parameters corresponding to each component of the system are evaluated by solving a nonlinear optimization problem and compared their results with other methods. The stability of these optimal parameters is justified by means of pooled t-test statistics. Based on these optimal design parameters, an investigation has been done for finding the most critical component of the system for saving money, manpower, and time, as well as increasing the performance of the system. Finally, to illustrate the methodology, a numerical example is studied.

Abstract:
Abstract In socialistic countries, customer satisfaction and the market conditions were not of high priority: Some selected parts of the market products were of satisfactory costs and quality to customers. Quality and costs of a product decide on its success in the world-wide market. The wishes and expectations of the customer for a high-quality and low-priced product continue to grow, however, with the desire for faster availability of this product. The customer determines also the delivery time and other competitive factors as the durability of the product. At present the trend goes towards shorter product life cycles, which in turn requires reduced time spent on the product development. With these complex market requirements and growing diversity of the products the engineer faces new challenges in his development tasks. It can be paraphrased as follows: In reduced lifecycles a quality-assured and advantageous product has to be developed despite increasing complexity of the design and demands for reduction of material used, manpower and monetary spending. For the solution of this complex problem the following suggestions are tested and implemented: • Structured design process for the development process, • Simultaneous work where ever possible during the development stages, • Employment of modern resources for the product development, • Use of information technology and • Implementation of rapid prototyping for models and in secondary manufacturing processes. An important research field at the Department of Mechanical Engineering Design at the Otto-von-Guericke-University Magdeburg is research and further development of productive procedures and tools for the realization of a computer integrated product development process. This process includes the effective application of technologies to produce the prototypes for presentation, producibility analysis and production. Of particular interest is the closed process chain (loop) from Solid Modeling via Rapid Prototyping and 3D-Digitizing where the entry point of this process chain depends on the needs of the application or particular interest of the innovating company. Information for faster and more competitive preparation, verification and Re-Engineering of existing and established products, which have to be adjusted to the world-market needs, will be made available. The results of this applied research offer opportunities to display new developed products for the lagging industries in the former East Germany, and furthermore arranging for necessary venture capital to produce the product, to gain information about possible suppliers and manufacturing opportunities in order to minimize the investors’ risks of an enterprise.

Full text
Abstract:
The Mississippi Valley Division (MVD) has maintained the Mississippi River banks for over 80 years. The Mat Sinking Unit (MSU), built in 1946, was considered state-of-the-art at the time. This system is still in operation today and has placed over 1,000 miles of Articulated Concrete Mats along the Mississippi River from Head of Passes, LA, to Cairo, IL. A new MSU has been designed and is expected to be fully mission capable and operational by the 2023 season, which is expected to increase the productivity from 2,000 squares/day up to 8,000 squares/day with double shifts and optimal conditions. This MSU supply study identifies and optimizes the supply chain logistics for increased production rates from the mat fields to the MSU. The production rates investigated for this effort are 2,000 squares/day, 4,000 squares/day, and 6,000 squares/day. RiskyProject® software, which utilizes a Monte Carlo method to determine a range of durations, manpower, and supplies based on logical sequencing is used for this study. The study identifies several potential supply and demand issues with the increased daily production rates. Distance to casting fields, number of barges, and square availability are the major issues to supply increased placement rates identified by this study.
