As the Internet banking service has become popular, many users have been able to exchange goods online. Even though this offers advantage, there are cases of incidents in the Internet banking service arising from security threats. In order to counteract this problem, various security techniques have been applied over the whole area of the Internet banking service. In this paper, we analyze the results of security techniques applied in the user terminal area. In detail, we classify the existing security technologies into network domain, financial institution domain, and user terminal domain, to ensure the security of the Internet banking service. This paper focuses on security techniques in the user terminal domain. Specifically, we classify the security technologies in the user terminal domain into secure keyboard program, PKI applications, E2E encryption, antihacking program, personal firewall, removable media security, and antireverse engineering technique and describe detailed and key techniques of each security technology. For easy understanding and security analysis of security technologies, we describe each security technology in detail and explain each technology by way of example. We consider that this paper will provide criteria for evaluating the security of Internet banking services.

Abstract:
As the demand for high-performance computing (HPC) resources has increased in the field of computational science, an inevitable consideration is service availability in large cluster systems such as supercomputers. In particular, the factor that most affects availability in supercomputing services is the job scheduler utilized for allocating resources. Consequent to submitting user data through the job scheduler for data analysis, 25.6% of jobs failed because of program errors, scheduler errors, or I/O errors. Based on this analysis, we propose a K-hook method for scheduling to increase the success rate of job submissions and improve the availability of supercomputing services. By applying this method, the job-submission success rate was improved by 15% without negatively affecting users’ waiting time. We also achieved a mean time between interrupts (MTBI) of 24.3 days and maintained average system availability at 97%. As this research was verified on the Nurion supercomputer in a real service environment, the value of the research is expected to be found in significant service improvements.

Scientific research and program evaluation have not played a major role in shaping the development of treatment services and systems in most countries. This has led to disparities in the development, management and monitoring of national treatment systems. In the evaluation of treatment for substance use disorders, the evaluation practitioner will usually be working at one of five levels: single case, treatment activity, treatment service, treatment agency or treatment system. One of the major barriers to undertaking internal program evaluation is the belief that it is a complicated research process best left to those with specific research training. Program managers and staff can plan and initiate an evaluation process for their program if they have access to research expertise when needed for certain parts of the process. There are seven main components of an evaluation process that can be planned and implemented: need assessment; evaluation planning, process evaluation, cost analysis, client satisfaction evaluation, outcome evaluation and economic evaluation. However, evaluation is more than the techniques and technology required to implement these types of activities. It also involves the routine questioning of current practice even if the feedback may be less positive than anticipated. A healthy culture for evaluation is one in which feedback loops are woven into the fabric of the treatment service or system. There are many barriers to evaluation in substance abuse services but these barriers can be overcome with careful planning and commitment to the delivery of evidence-based services.

Abstract:
Background Although much has been documented about the performance of the health extension program, there is a lack of information on how efficiently the program is running. Furthermore, the rising cost of health services and the absence of competition among publicly owned health facilities demands strong follow up of efficiency. Therefore, this study aimed to assess the technical efficiency of the health posts and determinants in Southwestern Ethiopia. Methods and materials We used data for one Ethiopian fiscal year (from July 2016 to June 2017) to estimate the technical efficiency of health posts. A total of 66 health posts were included in the analysis. We employed a two-stage data envelopment analysis to estimate technical efficiency. At the first stage, technical efficiency scores were calculated using data envelopment analysis program version 2.1. Predictors of technical efficiency were then identified at the second stage using Tobit regression, with STATA version 14. Results The findings revealed that 21.2% were technically efficient with a mean technical efficiency score of 0.6 (± 0.3), indicating that health posts could increase their service volume by 36% with no change made to the inputs they received. On the other hand, health posts had an average scale efficiency score of 0.8 (± 0.2) implying that the facilities have the potential to increase service volume by 16% with the existing resources. The regression model has indicated average waiting time for service has negatively affected technical efficiency. Conclusion More than three-quarters of health posts were found inefficient. The technical efficiency score of more than one-third of the health posts is even less than 50%. Community mobilization to enhance the uptake of health services at the health posts coupled with a possible reallocation of resources in less efficient health posts is a possible approach to improve the efficiency of the program.

Background Maternal underweight and anemia are highly prevalent in Bihar, especially among adolescent girls aged 15 to 19 years. Although numerous programs and platforms exist for delivering efficacious interventions for improving maternal nutrition, the coverage and quality of these interventions are low. Objective To examine existing interventions for reducing maternal undernutrition in Bihar and identify barriers to and opportunities for expanding their coverage and quality. Methods The research was conducted in New Delhi and Bihar between May and August 2010. Forty-eight key informant interviews were conducted with policy makers, program managers, and service providers at multiple levels. Secondary data were collected from survey reports and program documents. All data were analyzed thematically. Results Barriers to the delivery and uptake of interventions to improve maternal nutrition include the shortage of essential inputs, low prioritization of maternal undernutrition, sterilization bias within the family planning program, weak management systems, poverty, gender inequality, caste discrimination, and flooding. In order to overcome barriers and improve service delivery, the current government and its partners have introduced structural reforms within the public health system, launched new programs for underserved groups, developed innovative approaches, and experimented with new technologies. Conclusions Since coming to power, the Government of Bihar has achieved impressive increases in the coverage of prioritized health services, such as institutional deliveries and immunization. This success presents it with an excellent opportunity to further reduce maternal and infant mortality by turning its attention to the serious problem of maternal undernutrition and low birthweight.

AbstractThis paper evaluates the delivery of ecosystem services under different regimes of agricultural input subsidy in post-independent Malawi using (1) the protocol of the Millennium Ecosystem Service to characterize the services; and (2) the panarchy framework to describe the relationships among the political regimes, economic growth [gross domestic product (GDP)] and food security. Ecosystem services are the benefits that humans obtain from ecosystems that support, directly or indirectly, human survival and quality of life. Panarchy is a nested set of adaptive cycles that provides a tool to explore the conductivity of ecological and social-cultural systems. The Malawian temporal political landscape has experienced several reorganizations since independence, in which the governments of Malawi have initiated socio-economic growth of the economy through implementation of different farmer input subsidy programs with variable success. The most recent agricultural subsidy program (2005–2009) appears to have shown an improvement in food security for the people of Malawi. However, this may be at the expense of an increased rate of decline in other ecosystem services, especially arable land resources and forestry. If agricultural subsidies continue to be implemented without a holistic understanding of all ecosystem services delivered to the whole country, then the system will be unsustainable. We recommend the ecosystem service approach and the panarchy framework as potentially useful tools for policy makers.

Antimicrobial stewardship program (ASP) is one of the most important strategies for managing infectious disease treatment and preventing antimicrobial resistance. The successful implementation of ASP in the community health system (CHS) has been challenging. We evaluated perceptions of current ASP, potential setbacks of ASP implementation, and future demands on ASP services among physicians and pharmacists in the CHS. The qualitative research was conducted through in-depth individual interviews and focus group discussions with 11 physicians and 11 pharmacists. In addition, a quantitative gap analysis was conducted to assess the different awareness and demands on services of ASP and preferred antimicrobial-related problems (ARP). In overall, perceptions of ASP varied by profession. The identified setbacks were unorganized institutional leadership, the undefined roles of healthcare professionals, a lack of reimbursement, the hierarchical structure of the health system, and the labor-intensive working environment of pharmacy services. Although demands for ASP improvement were similar among professionals, they had different preferences in prioritizing each service item of ASP/ARP development and the profession responsible for each service. Continuous administrative and financial investments, understanding ASP contents, ASP-specific information technology, and interdisciplinary collaboration with good communication among healthcare professions are needed to continue the progression of ASP.

These systems house several applications for internal sales, purchasing, finance, HR and so on. In any such typical organization, IT systems are a heterogeneous mix of hardware, operating systems and applications. Many of these applications run on different operating systems like Windows systems, Linux and Unix systems, etc. Oftentimes there is a need to consolidate data or access data from several such systems. The diversity among systems and applications makes these tasks difficult, time consuming and tedious. Furthermore, there is also a need for synchronization of data across systems and applications to ensure that the data is accurate and up-to-date. The heterogeneous nature of systems and applications lead to high levels of redundancy of data, making data maintenance a huge overhead for organizations. Today's organizations must also adapt to changes in environments both external and internal to them. Such changes could be changing market conditions, reorganization, change in business strategies within a company, addition or changing suppliers, partnerships, mergers and acquisitions and so on. There is also a growing need for integration across enterprise boundaries to facilitate fast and seamless collaboration between partners, customers and suppliers. All such needs entail changes to existing IT systems within an organization in a timely manner. There is thus a growing need for integration of such systems for consolidated decision making, accurate, up-to-date system information, better performance and system monitoring. IT Systems must also be flexible to respond to changes in the environments of their organization. Enterprise Application Integration is a process that aims to bring about such integration. The need for integration goes beyond the boundaries of an enterprise. Further, to successfully compete today, businesses need to be flexible. This means that their IT systems need to be able to keep pace with dynamic business conditions. It is evident that any solution for multiple IT systems to integrate with each other and to provide flexibility, they must be able to communicate and coordinate activities in a standard way. For almost two decades, many companies have tried to use CORBA, DCOM and similar technologies but have had little success. None of these technologies, for many reasons have become global technologies. The arrival of standards like HTTP and HTML helped linking together millions of humans across the internet but proved inadequate to link together computer systems. Moreover, internal and cross enterprise integration and coordination bring with them, security implications as both involve information exchange between organizational entities. As we will see later, the traditional methods of securing applications with firewalls prove inadequate for application security. One insight that has come from failed attempts to consolidate and coordinate IT systems is that such efforts cannot be limited to IT alone. Decision making on how interdepartmental and inter-enterprise data must data must be exchanged must be made by leaders and opinion shapers at each level or division of the organization. It is the goals of internal and external enterprise integration, flexibility of business processes, and enterprise data security that has led more and more organizations to adopt to Service Oriented Architectures (SOA). The adoption, implementation and running of a SOA does not simply involve IT department heads to design and create a new architecture for the enterprise. It involves a holistic understanding of the nature of the entire enterprise, its business and internal processes, the corporate strategy for the enterprise, an understanding of the business processes of the enterprise, its partners, suppliers, subsidiaries, etc. Such an undertaking is beyond the scope of a single department or division of the enterprise. It has recently gained significant momentum in development of Product-Service-Systems (PSS) where operations play a significant role in product and service delivery. We hence study a DevOps software development process for a PSS using a design structure matrix (DSM) representation to find out the structure of information exchange in DevOps processes. We find unique features such as nested iterations at differing rates which are not evident in conventional engineering development projects. We describe the impact of integrating ongoing operations into a development process and identify some of the enablers that lead to adoption of a DevOps process. In this work we explore the business case for small-scale wireless mesh networks as a means to implement demand-driven, bottom-up growth of broadband infrastructure on the outskirts of Nairobi, Kenya. Under the hypothesis that current conditions are not attractive to small scale operators (SSO), we develop a continuous growth model to understand the investment required by a SSO before a small-scale network is able to grow sustainably. The model is then used to test the effects of a variety of policy interventions on the SSO's required investment. Our analysis reveals that the two primary barriers for SSOs are license fees and inability to access market prices for upstream inputs at prices competitive with large commercial operators. Based on these results we propose government support for a SSO cooperative as an efficient method of supporting small-scale wireless networks and their operators.<br>by Keith A. With the rapid development of wireless technologies, traditional mobile devices, such as pagers and cellular phones, have evolved from a purely communications and messaging-oriented medium to one that supports mobile data communication in general and acts as an application platform. As shown in a recent survey conducted by MDA, easy access to the present-day wireless Internet has resulted in mobile devices gaining more and more attention and popularity. The growth of and demand for mobile Web applications is expected to increase rapidly in the near future, as a range of software companies and mobile device manufacturers release increasingly accessible tools for creating mobile Web application and services. From a variety of possible development environments of this kind, the author has selected and examined two leading contenders, the J2ME and the Microsoft .NET mobile Web application development environments. This document reports the product life cycle of pilot mobile web applications, designed and implemented in each host environment in tum. A feature-by-feature investigation and comparison of the J2ME and .NET environments was carried out, covering the range of issues necessary for a complete mobile Web application development life cycle. The resulting analysis addresses features and efficiencies of the application development environment and the target deployment environment, the degree to which the resultant services are compatible on a variety of platforms, and the ease with which applications can be designed to be extensible. The thesis offers an objective evaluation of the J2ME and the .NET mobile development environments, which highlights their strengths and weaknesses, and suggests guidelines for designing, creating, and deploying high quality mobile Web applications. The research uncovers no clear winner across all categories assessed. J2ME currently favours situations in which bandwidth is limited and client side processing power is relatively sufficient, it exerts the processing power of mobile devices over distributed network environments. .NET requires a less constrained network throughput, but performs adequately on clients with more limited processing power, supports a more diverse target platform range, and offers a more efficient, in terms of development time, development environment. After a brief literature review and discussion of the challenges of classifying and defining services and how they are related to products, this thesis provides a series of brief case studies looking at how companies construct a services strategy that complements, strengthens, or replaces their product strategy. Service-centric offerings are categorized into three primary types: product-based (e.g. customization or repair), information-based (e.g. telematics), and value-based (e.g. financing, leasing, or utilities). The thesis focuses on positive examples, but some negative examples are also presented. Summary conclusions on the nature and elements of successful product-services strategy are also presented. Abstract Cyber-Manufacturing System (CMS) is a vision for the factory of the future, where physical manufacturing resources and processes are integrated with computational workflows to provide on-demand, adaptive, and scalable manufacturing services. In CMS, functional manufacturing components in a factory floor are digitized and encapsulated in production services; and are accessible by users throughout the network. CMS utilizes data-centric technologies to program manufacturing activities in factory floors. Leveraging advanced technologies, CMS can provide robust solutions to achieve better manufacturing agility, flexibility, scalability, and sustainability than from traditional factories. While data is the main driver of the manufacturing activities in CMS, the lack of (i) a generic data model of explicit representation of the entities and stakeholders in CMS and (ii) workflow definition and analysis for service-orientated functionalities and manufacturing intelligence of CMS is still hindering the implementation of a fully executable CMS. To address such problems, this paper (i) formalizes a data modeling of CMS using Entity-Relationship (E-R) diagram, (ii) presents the definition and analysis of workflows along with data pipelines and Extract/Transform/Load (ETL) processes that automate the entire lifecycle activities in CMS and (iii) deploys the proposed data model and workflows in a Web-based application, and (iv) tests the functionality of this application with an industrial case and eventually validates the proposed data model and workflows.

Pressure vessels play an integral role in the operation of facilities such as refineries, chemical plants, power plants, both on land and offshore platforms. Consequently, with the increased need for profitable production cycles and pushing pressure systems to their limits, the potential for failures has increased. All of this takes place in an environment where shut-downs and losses of production are expensive. The likelihood for catastrophic failures is also increased, which carries the potential for major costs due to equipment failure, lawsuits, and danger to the public. For these reasons, the Pressure Vessel Certification Program was developed. The cornerstone of this program is technical application of design methods coupled with detailed inspection for assessing the present quality of the vessel. The framework for this effort is built up on careful inspection and readily-accessible documentation that can be used as reference material and integrated within a companies’ risk analysis and safety programs. The long-term element of this program involves regularly-scheduled inspections (e.g. every 3 years) to ensure that the vessel conditions do not change to the point where safe operation is no longer possible. The intent is of the Pressure Vessel Certification Program to ensure that the inspected vessels operate safely for their intended service conditions and intended design lives.

The 5S system consists of 5 series of activities designed to improve workplace organization and standardization. These five activities begin with the letter S: Sort, Set in order, Shine, Standardize and Sustain. The key targets of 5S are to improve workplace morale, safety and efficiency and to reduce cost. In this study, industrial application of measurable 5S in a steel service center is explained. 5S performance index has been defined as a numerical basis for the measurement of 5S success. Numerical results provide objective evaluation. So, by analyzing the result of 5S performance index, improvement areas on 5S can be easily determined. This study indicates that by well-organized 5S program, 5S performance index steadily increases from the start time of 5S activities to 10 weeks after the start time. After 10 weeks, 5S performance index is maintained around desired value 100%.

Enbridge Pipelines Inc. operates the world’s longest and most complex liquids pipeline network. As part of Enbridge’s Integrity Management Program In-Line Inspections have been and will continue to be conducted on more than 15,000 km of pipeline. The Inspection Programs have included using the most technologically advanced geometry tools in the world to detect geometrical discontinuities such as ovality, dents, and buckles. During the past number of years, Enbridge Pipelines Inc. has been involved in developing a method of evaluating the suitability of dents in pipelines for continued service. The majority of the work involved the development of a method of modeling the stresses within a dent using Finite Element Analysis (FEA). The development and validation of this model was completed by Fleet Technology Limited (FTL) through several projects sponsored by Enbridge, which included field trials and comparisons to previously published data. This model combined with proven fracture mechanics theory provides a method of determining a predicted life of a dent based on either the past or future operating conditions of the pipeline. CSA Standard Z662 – Oil and Gas Pipeline Systems provides criteria for the acceptability of dents for continued service. There have been occurrences, however, where dents that meet the CSA acceptability criteria have experienced failure. The dent model is being used to help define shape characteristics in addition to dent depth, the only shape factor considered by CSA, which contribute to dent failure. The dent model has also been utilized to validate the accuracy of current In-Line Inspection techniques. Typically a dent will lose some of its shape as the overburden is lifted from the pipeline and after the indentor is removed. Often there can be a dramatic “re-rounding” that will occur. The work included comparing the re-rounded dent shapes from a Finite Element model simulating the removal of the constraint on the pipe to the measured dent profile from a mold of the dent taken in the field after it has been excavated. This provided a measure of the accuracy of the tool. This paper will provide an overview of Enbridge’s dent management program, a description of the dent selection process for the excavation program, and a detailed review of the ILI validation work.

The Canadian Nuclear Safety Commission (CNSC) has prepared “Guidelines for Risk-Informed In-service Inspection (RI-ISI) for Piping.” This document provided instructions and acceptance criteria for licensees to develop an RI-ISI program integrating both risk insights and traditional analysis as an alternate to the current programs for piping inspection. In response to the CNSC guideline, a CANDU Owners Group (COG) project was initiated to develop a best-fit methodology for nuclear systems within the CANDU design. The traditional EPRI RI-ISI methodology was selected as a starting point for the CANDU best-fit methodology development. Since characterization of risk requires knowledge of both failure potential and the consequence of failure, these values were determined for in-scope piping welds. Once the risk associated with each component was established, the components were ranked accordingly, elements were selected based upon the sampling percentages of EPRI RI-ISI, and a comparison was made between plant risk under the current CSA N285.4 / augmented programs and RI-ISI. Application to a number of nuclear and non-nuclear systems has been completed and has shown where inspection allocation can be improved and where low-value added inspections can be reduced. Work is underway to extend the results of this project to conventional systems and components beyond piping welds.

The main features and general structures of two distant learning modules within geographical information science for vocational training are presented in this paper. “European Level Developments of Flexible Learning Models within Geographical Information Science (GIS) for Vocational Training (E-GIS)” was a pilot project under the Leonardo de Vinci Community action Programme on vocational training, within Geographical Information Science (GIS), to be implemented over a three year period, 2002–05. The project will be continued in 2008–2009 under the abbreviation eGIS+. The main objectives of the project is to establish co-operation between European Universities and GIS user organisations and to develop modularised courses intended for Internet based learning, establish links of communications between the partners in the project in order to disseminate and share “best practices” in different teaching situations and for different types of students. The course modules to be developed, all together, will constitute a one-year programme within GIS. This project mainly targets full time students, private and civil service employees within the European Union, but also similar categories in non-EU countries. The outcomes of the project is high level content, new net-based pedagogic method suited for accessing target groups of great diversity as regards pedagogic traditions, access to computers and bandwidth. Cooperation between the institutions will, certainly, give higher level courses than the individual institutions could possibly themselves. “Training of Lithuanian Geographic Information Infrastructure managers” is a project supported by European Union Structural Funds and National Land Service under the Ministry of Agriculture of Lithuania Republic. The main objective of the proposed geographic information e-training system is to develop and provide the modularised Spatial Information Infrastructure courses intended for on-line based learning. This mainly will target employees of civil service and private business in Lithuania and European Union. Proposed curriculum is a set of modular courses adding up to 1.5-year part-time studies in the field of Geographic Information Science and Geographic Information Infrastructure.

The Passenger Rail Investment and Improvement Act of 2008 (PRIIA) was created to reauthorize the National Railroad Passenger Corporation, better known as Amtrak, and strengthen the US passenger rail network by tasking Amtrak, the U.S. Department of Transportation (US DOT), Federal Railroad Administration (FRA), States, and other stakeholders in improving service, operations, and facilities. PRIIA also tasks States with establishing or designating a State rail transportation authority that will develop Statewide rail plans to set policy involving freight and passenger rail transportation within their boundaries, establish priorities and implementation strategies to enhance rail service in the public interest, and serve as the basis for Federal and State rail investments within the State. In order to comply with PRIIA, State rail plans are required to address a broad spectrum of issues, including an inventory of the existing rail transportation system, rail services and facilities within the State. They must also include an explanation of the State’s passenger rail service objectives, an analysis of rail’s transportation, economic, and environmental impacts in the State, and a long-range investment program for current and future freight and passenger infrastructure in the State. The plans are to be coordinated with other State transportation planning programs and clarify long-term service and investment needs and requirements. This paper and presentation will illustrate the steps required in preparing a State rail plan and the benefits of having a properly developed plan.

In 2018 and 2019 the Southeast Coast Network (SECN), with assistance from park staff, collected long-term shoreline monitoring data at Cape Hatteras National Seashore as part of the National Park Service (NPS) Vital Signs Monitoring Program. Monitoring was conducted following methods developed by the NPS Northeast Coastal and Barrier Network and consisted of mapping the high-tide swash line using a Global Positioning System unit in the spring of each year (Psuty et al. 2010). Shoreline change was calculated using the Digital Shoreline Analysis System (DSAS) developed by the United States Geological Survey (USGS; Himmelstoss et al. 2018). Following the same field methods used for monitoring long-term shoreline change, geospatial data were collected as part of the Hurricane Dorian (or Dorian) Incident Response from September 12–16, 2019. This report summarizes the post-Dorian data and the previous two shoreline data collection efforts (spring 2019 and fall 2018).
