We document how manipulation of a targeting system for social welfare programs evolves over time. First, there was strategic behavior of some local politicians in the timing of the household interviews around local elections. Then, there was corrupt behavior with the sudden emergence of a sharp discontinuity in the score density, exactly at the eligibility threshold, which coincided with the release of the score algorithm to local officials. The discontinuity at the threshold is larger where mayoral elections are more competitive. While cultural forces are surely relevant for corruption, our r

Abstract:
Along with subsidized childcare, parental benefits are an important policy tool to help parents balance paid work and childcare. In Canada, only employed parents who meet certain eligibility criteria can receive benefits. This means that, whereas the birth or the adoption of a child creates new expenses for all families, only some families in Canada are eligible for benefits. Abstract:
We exploit an expansion in social protection to middle-income households to provide evidence on how middle-income households cope with economic shocks and how to build their resilience. In contrast, program eligibility increases non-food consumption and reduces debt for routine expenses. Bank account ownership increases

Abstract:
Conditional Cash Transfer (CCT) programs have become the anti-poverty program of choice in many developing countries. Numerous evaluations, often based on rigorous experimental designs, leave little doubt that such programs can increase enrollment and grades attained--in the short term. But evidence is notably lacking on whether these short-term gains translate into longer-term educational benefits needed to fully justify these programs. This paper uses the randomized phase-in of the RPS CCT program in Nicaragua to estimate the long-term effects on educational attainment and learning for boys,
