ABSTRACT Environment Canada's Emergencies Engineering Division is spearheading a program in conjunction with the Canadian General Standards Board that would see the development of a certification and listing program in addition to a national standard for the testing of sorbent materials. Funding for this program is provided by Environment Canada (EC), Canadian Coast Guard (CCG), Marine Spill Response Corporation (MSRC), U.S. Coast Guard (USCG), and U.S. Minerals Management Service (MMS). The test methods are based upon those defined by the American Society for Testing and Materials and previous test methods developed by Environment Canada for our series of reports entitled Selection Criteria and Laboratory Evaluation of Oil Spill Sorbents. This series, which was started in 1975, encompasses a number of commercially available oil spill sorbents tested with different petroleum products and hydrocarbon solvents. The testing program will categorize the sorbents according to their operating characteristics. The main categories are oil spills on water, oil spills on land, and industrial use. The characteristics we will be evaluating with the new test protocols include initial and maximum sorption capacities, water pickup, buoyancy, reuse potential, retention profile, disintegration (material integrity), and ease of application and retrieval. In the near future we plan to incorporate changes to the test that would involve increasing our list of test liquids to encompass spills in an industrial setting, in addition to testing sorbent booms and addressing the disposal problem.

Category: Other; Ankle Introduction/Purpose: The internet is one of the first resources for prospective fellowship applicants, and a previous study evaluated the presence of information present on foot and ankle websites. This study aims to evaluate the accessibility provided via the American Orthopaedic Foot & Ankle Society (AOFAS) websites and individual websites. Methods: The AOFAS website was used to identify the list of foot and ankle fellowship programs. The database information was used to review links to fellowship program websites and corroborate it with accessibility through a Google search. Information from fellowship program websites and the AOFAS was used to analyze the presence of previously described recruitment and educational content, and this analysis was compared to previously reported metrics. Results: Forty-eight orthopaedic foot and ankle fellowship programs were identified. The AOFAS database featured direct links to 19 (40%) fellowship websites with the Google search providing direct links to 35 (73%) websites. From the available program websites, the most common recruitment content was salary/benefits, faculty listing, program contact information (48, 100%), and program description (47, 98%). The most common educational content was presence of research component (44, 92%) and description of rotations/curriculum (43, 90%). Foot and ankle fellowship information markedly improved in domains of salary/benefits, program description, faculty listing meetings/courses, rotations/curriculum, and had less information in the domains of office/clinic information and operative experience. Conclusion: There continues to be substantial variability between foot and ankle fellowship websites and the AOFAS website regarding program content and descriptions. Some information is more readily available, but other domains have less information now than in previously reported research.

References to “most promising practices” in educational programs for students with severe disabilities reflect a mix of social values as well as empirically validated instructional strategies. A literature search and polling of nationally recognized experts in severe disabilities was conducted to generate a listing of 123 items representing Program Quality Indicators. This initial listing was then rated by six groups (a total N = 254) representing various interests and constituencies: (a) behavior therapy experts, (b) experts in severe disabilities, (c) experts in deaf-blind, (d) mental retardation researchers, (e) state directors of special education, and (f) parents involved in advocacy efforts. Mean ratings for each item support the relative values of each of the indicators, and the results of factor analysis of the item ratings revealed five dimensions, which were valued differentially by the six respondent groups. Results are discussed in terms of future efforts to translate most promising practices into typical practices for students with severe disabilities in public school settings.

Purpose The purpose of this paper is to investigate the effect of cross-listing on the size and structure of director compensation at individual director level. While much of the prior literature has focused on executive compensation, more recent literature has started to examine director compensation. Additionally, there has been extensive literature examining the impact of cross-listing on the corporate governance and equity valuation of listed firms. The literature, however, has largely ignored the effect of cross-listing on director compensation schemes. This study attempts to combine these two literature streams and examine the effect of cross-listing on director compensation. Design/methodology/approach This study uses American Depository Receipts (ADRs) and matched non-ADRs from the same country and industry to test the relationship between cross-listing and director compensation. Regressions with country, year and industry fixed-effects are employed. The relationship is further examined using only ADR firms during pre-listing and post-listing periods. Findings This study finds that directors of ADR firms receive higher total compensation and greater percentage equity-based compensation relative to directors of non-ADR firms. This study also finds that such differences in director compensation are dependent on the cross-listing program a firm is registered to. Directors of ADR firms also receive higher total compensation and greater percentage equity-based compensation during post-listing periods relative to their own compensation during pre-listing periods. Originality/value This study extends the literature on director compensation in a global setting, and is the first to examine an unanswered question regarding the effect of cross-listing on director compensation. This study provides important information that cross-listing affects the size and structure of director compensation between ADR and non-ADR firms, as well as between pre-listing and post-listing periods for ADR firms themselves.

<p>Informasi tentang data produksi diperoleh dari pengumpulan data luas panen dan produktivitas. Pengumpulan data produktivitas padi dengan pendekatan rumah tangga yang dilakukan sering dianggap kurang representatif. Pusdatin mengembangkan dan melakukan uji coba metodologi area frame untuk pengukuran produktivitas padi yang bertujuan untuk menghitung rata-rata hasil produktivitas padi dan membandingkan dengan hasil pengukuran produktivitas padi melalui survei ubinan reguler. Metode yang digunakan adalah penarikan contoh acak sistematik.</p><p>Faktor yang mempengaruhi program peningkatan produktivitas padi, yaitu sampel untuk ubinan jatuh pada dataran rendah/tinggi dan adanya program SL-PTT/tidak ada program SL-PTT. Survei dilakukan di Kabupaten Cianjur dan diperoleh hasil 90 petak jatuh pada dataran tinggi dan 310 petak pada dataran rendah. 56 petak mengikuti program SLPTT dn 344 petak tidak mengikuti program SLPTT dengan jumlah sampel 400 petak. Hasil uji perbandingan ratarata berat ubinan metode Area Frame dan Listing Frame berdasarkan kecamatan menunjukkan hasil nilai p-value di 12 kecamatan atau sebanyak 75% tolak Ho, yang berarti terdapat perbedaan signifikan antara ubinan metode area frame dan listing frame . Sedangkan berdasarkan pada wilayah kabupaten menunjukkan nilai p-value 0,493 (terima Ho), yang berarti tidak terdapat perbedaan yang signifikan antara ubinan metode area frame dan ubinan listing frame . Hal ini menunjukkan bahwa keragaman hasil ubinan padi di dalam kecamatan lebih tinggi dari pada pada keragaman hasil ubinan seluruh wilayah kabupaten.</p><p>Metode area frame memiliki keuntungan lebih, yaitu lokasi ubinan yang jelas karena dipetakkan dengan cermat sehingga tidak akan bergeser di luar mesh yang terpilih.</p>

This article describes a microcomputer program, written in BASIC, to carry out the computations for the Indirect standardisation method. In the past two decades, evidence-based status has been a coveted credential for many nonprofit organizations hoping to legitimize their programs or interventions. Several formal registries exist to provide a collection of health and prevention programs evaluated by experts and deemed “evidence-based.” While registries offer positive benefits like allowing for a centralized listing of approved programs, there have been concerns about issues pertaining to the process of obtaining the evidence-based credential. Namely, some of the criticisms include the use of inappropriate study designs, the lack of consistent evaluation of evidence provided in support of programs, as well as program creators being involved in the evaluation that ultimately shows positive program effects. Using focus groups of prevention specialists, this study explores the quest for evidence-based status. The results show themes of vindication, acting as a resource, and perceptions of relevant others informing the deeper meaning of motivation for pursuit of evidence-based status. Additionally, emergent themes of program iteration and evolution inform program preparation. The article shows that while placement on an evidence-based registry is a highly sought-after achievement, many program creators fail to understand the evaluation process for admittance as well as the potential criticisms of the lists.

Machines have the power and potential to make expressive music on their own. This thesis aims to computationally model the process of creating music using experience from listening to examples. Our unbiased signal-based solution models the life cycle of listening, composing, and performing, turning the machine into an active musician, instead of simply an instrument. We accomplish this through an analysis-synthesis technique by combined perceptual and structural modeling of the musical surface, which leads to a minimal data representation. We introduce a music cognition framework that results from the interaction of psychoacoustically grounded causal listening, a time-lag embedded feature representation, and perceptual similarity clustering. Our bottom-up analysis intends to be generic and uniform by recursively revealing metrical hierarchies and structures of pitch, rhythm, and timbre. Training is suggested for top-down un-biased supervision, and is demonstrated with the prediction of downbeat. This musical intelligence enables a range of original manipulations including song alignment, music restoration, cross-synthesis or song morphing, and ultimately the synthesis of original pieces.

Abstract:
The purpose of this research project was to examine theories of learning, theories of teaching, and theories of listening comprehension with a view to developing and testing a computer-enhanced listening comprehension system for English as a Foreign Language within the Thai university system. In addition to carrying out an in-depth literature review, factors contributing to difficulties in the listening process were also carefully examined in order to build a sound foundation for dealing with listening comprehension. A brief history and analysis of Computer Assisted Language Learning were presented together with a review of some computer programs with the aim of determining their characteristics. An Individualized CELL Listening Comprehension Program was then developed on the basis of four theoretical frameworks: the Constructivist approach, the need to use authentic spoken passages, reduction of cognitive load and response to learner differences. The system was then used by twenty students of Suranaree University of Technology (SUT), Thailand for a period of fifteen weeks. Students were volunteers from different proficiency levels. SUT midterm and final examinations were employed, in part, to observe the effect of the program on proficiency levels. The SUT examinations, which were usually in a multiple-choice format, tested students on minor details through short, simple conversations. These tests might not fit entirely within best practice for listening but they seem to be a common way of measuring listening development in several educational contexts. Pretests and posttests examining global ideas and specific details in written and multiple-choice formats were then developed so as to provide a more accurate gauge of improvement in listening skills. Log files were kept in order to scrutinize in detail students� interactions with the system. Questionnaire and interview techniques were applied to seek out students� attitudes towards the program. The results revealed that the participants performed better than their peers in the same proficiency levels in SUT midterm and final examinations although the difference was not at a statistically significant level. However, posttest scores were better than those of pretest at a statistically significant level in most aspects except in case of the global ideas. The log files revealed that all students tended to focus on the word level by attempting to understand and decode every word in the transcriptions. This fixation is likely to explain the low global ideas scores. Analysis was complicated by the fact that some students were not able to use the program frequently enough, usually because of unexpectedly heavy schedules. However, the data extracted through questionnaires and interviews showed that most students demonstrated a positive attitude towards the various features of the program and felt that use of the program had improved their listening skills. In addition to findings relating to the development of listening comprehension, the study revealed that the majority of students felt that they did not think listening comprehension and, more generally the study of English, was sufficiently important to spend time on. This interesting but shocking discovery needs to be attended to immediately as it may have a strong effect on how Thai students prioritize their learning of English, and how this may impact on the levels of proficiency which they might subsequently attain.

As the diffusion of the Internet reaches the early majority phase, customers, both retail consumers and businesses, are utilizing the Internet in ever increasing numbers for the information search and decision making portions of the sales process. Consumers are online actively searching, researching, selecting, and purchasing products. The most direct output of this process is the end product selection, but many opportunities present themselves for the improvement of market research and corporate product development through the utilization and analysis of the online purchase process. This opportunity is especially applicable to a purchase process in which the customer is not just searching for products by selecting hard constraints around product attributes, but is instead engaged in an online dialogue with a trusted virtual advisor. During this dialogue, the customer reveals their product needs and preferences and the trusted advisor recommends products based upon a maximization of customer utility. If a "perfect" product is available for each customer, then the maximum utility value across all available products will be constantly rising during the online dialogue and all customer needs will be met. Given the reality of product development limitations, ever-changing customer needs, and the introduction of new products and features, consumers are routinely left with unmet needs. This thesis focuses on the development and implementation of a virtual engineer who, after the customer has explicitly given permission, listens to the dialogue between the customer and the trusted virtual advisor. When an unmet customer need is identified through a drop in the maximum calculated utility, the virtual engineer joins the online dialogue. Through the automated generation of contextual questions around the unmet need, the engineer gathers detailed information about the exact nature of the customer's need and translates that need into useful engineering terms. After a large number of customer needs have been collected, the Listening In! process estimates the market share opportunity currently available through the introduction of products that meet the identified needs. The Listening In! process represents a new opportunity in the utilization of the Internet for the improvement of both market research and the traditional product development process.

Program note was introduced into the European concert hall in the mid 19th century when instrumental music began to predominate the public concert repertoire. It inculcates the public audience through a specific mode of listening to music. The program notes, largely written in line with the contemporaneous hermeneutical approach, emphasize the importance of the composer’s life and compositional intention, and in turn, stage the work as an expression of the composer’s spirit. This thesis contemplates the way in which program notes encourage a kind of understanding that brings forth the biographical quality of non-programmatic instrumental music, and hence, lead to the construction of certain musical meanings. In cases of symphonies whose contexts connote a great deal of heroic and humanistic struggles in association with the composer’s life, their program notes tend to elicit the personal utterances of the composer. These utterances, when empathized with by a large group of audience, are no longer only perceived as the composers’ personal expressions of heroism and humanistic struggle but also identified as expressions of the community. With the close reading of program notes of Shostakovich’s Symphonies Nos. 5 and 10 written for a selection of American orchestras before and after the publication of Testimony, this thesis shows how program notes contribute to the shift in the meaning of Shostakovich’s music in reliance upon the related historical context. It furthermore aims to discuss the aesthetic dilemma of extra musical association in the listening of “absolute music” and the intricacy of treating history and biography as important agents for understanding music.

Photovoltaic power systems of all types are being installed in the United States. Grid-connected installations have seen a tremendous jump in their numbers and sizes of installations but there is no complete photovoltaic product (component or system) or installer certification program in effect today in the United States. Standards for utility interconnect, listing for safety, and qualification of hardware are written and listing and qualification programs are available, but practitioner and hardware certifications are not yet in place. This paper addresses the timeliness, framework, and progress of hardware and practitioner certification efforts currently under way in the United States.

Abstract:
Support structure deflection distorts bearing rings, redistributes loads over bearing balls, and affects bearing life. In this study, solid finite elements modeled a shaft, bearing inner ring, outer ring, and pillow block. A nonlinear spring element represented each of the bearing balls. The force-versus-deflection curve of the spring element modeled the variable stiffness of the ball/raceway Hertzian contact. The curve also incorporated the diametrical clearance of the bearing to determine if each ball contacted the raceways. Further modification of the curve compensated for the compliance of the nodes of solid elements that modeled raceways. This construct avoided computationally expensive surface-to-surface contact calculations. Program output included deflection of the pillow block and a listing of spring element forces, which characterized the ball loads. The maximum ball load decreased for a bearing installed in a pillow block, and life increased. Material or geometric changes that reduced pillow block stiffness further improved life.

Abstract:
The Antikythera mechanism is one of the most extraordinary examples of the degree of sophistication reached by the Hellenistic culture in the field of mechanism design. This calendar mechanism not only witness the degree of astronomic knowledge of the greeks, but also their capability to conceive and build marvelous mechanical devices. The mechanism is the first documented example of differential gear arrangement in western culture. The paper gives first a description of the kinematic structure of the mechanism in terms by means of a graph, then a full kinematic analysis of this complex gear train is performed. The results of our kinematic analysis, only partially coincident with those obtained by De Solla Price, match very closely the discoveries made by the Greek astronomer Hipparcus about the duration of the lunar months. There is also a conjecture on the kinematic structure and gear dimensions of some of the missing parts. In the Appendix is reported the listing of the Maple program developed for the kinematic analysis.

Tandem thrust roller bearings carry high axial loads in rotary equipment such as mud pumps or extruders. Deflection of the bearing plates redistributes loads over rollers, and affects bearing life. In this study, solid finite elements modeled a shaft, housing and two stages of bearing plates. A line of spring elements represented each row of rollers. The stiffness of the line of spring elements modeled the stiffness of each roller/raceway non-Hertzian line contact. Modification of the spring element stiffness compensated for the compliance of the nodes of solid elements that modeled the bearing plates. This construct avoided computationally expensive surface-to-surface contact calculations. Further computational savings accrued from modeling the bearing and shaft assembly as axisymmetric. Program output included deflection of the bearing plates and a listing of spring element forces, which characterized the distribution of load over the length of the rollers. Bearings with optimized geometry had decreased maximum contact stress, more uniform distribution of contact stress over the length of each roller, and longer estimated rolling contact fatigue life.

Abstract:
At the time of the start of the GT PRIME upgrade project, the eight General Electric MS7001 gas turbines in combined cycle service at the Wharton Station of Houston lighting and Power each had 85,000 hours of operation with 2000 starts. The units were ready for their second major overhaul. A number of hot gas path components required replacement at that time. Rather than replacing components one by one, the user devised a Program for Reliability, Improved Maintenance, and Efficiency (GT PRIME). We will discuss turbine condition, design changes, reduced emissions, and increased output in the paper. Actual user experience on maintenance and operating costs resulted in some special requirements to be satisfied in addition to the expected parts replacement. General Electric had developed many improved parts for newer units, all of which could be easily applied to older machines. The use of these newer production MS7001EA parts increase component life, parts availability, inspection intervals, system reliability and performance. These will be described in the paper. These 1972 vintage turbines achieved a 50PPM NOx level by injecting water at a high rate of flow which resulted in the need for more frequent combustion inspection intervals. The development of a dry low NOx system for the unit allowed the combustion inspection interval to double while reducing NOx to 25PPM. The improvement in component efficiencies in the gas path resulted in increased output and improved the heat rate. These changes had a significant impact on customer operating costs which resulted in a very attractive payback period. We will discuss expected versus actual output, heat rate and emissions results for all eight units. The upgrade of the first unit started in 1992 and the last unit was completed in 1996. A detailed listing of uprate program schedule by unit is listed in Figure #1.

Abstract:
The ability to extend calibration intervals for nuclear plant instrumentation has multiple benefits for improving productivity and reducing operating costs at nuclear plants. Benefits include fewer calibrations inside containment during an outage and associated reduced critical path time and ALARA exposure, reduced risk of calibration error or instrument damage during removal and replacement, and reduced operations and maintenance cost for instrument removal, calibration and replacement. A good instrument calibration program ensures instruments are checked frequently enough to provide a high level of confidence that they are performing within acceptable limits, but no more frequently. Over-testing of plant instruments and equipment should be avoided for two reasons: valuable resources are expended on maintenance that might not measurably improve plant safety, reliability, or efficiency; and the potential exists for adjustment errors or equipment damage each time an instrument is removed from service for testing. Over-testing increases the risk of errors or damage being introduced without a justifiable improvement in reliability. This paper discusses the regulatory framework for extending calibration intervals of safety related instruments for U.S. based nuclear power plants. Necessary changes to licensing, plant processes and procedures, training, and configuration management are summarized. An example application of pattern recognition modeling is provided to highlight the analytical support for the processes provided by active monitoring to confirm on-going instrument heath. The paper concludes with a listing of recommended steps to implement a practical program for extending calibration intervals of safety related instruments within the U.S. nuclear regulatory environment.

Abstract:
The exciting contributions to science and education made by radio astronomy over the last three decades would not have been possible without the development of radio telescopes of increasing sensitivity and power. The Pisgah Astronomical Research Institute (PARI) is located near Brevard, North Carolina. It was built in 1962 and was a facility for tracking the spacecraft of the NASA Mercury and Gemini missions. In the late 1970's it was used by the National Security Agency for monitoring Soviet satellite activity and was decommissioned in 1992. It was later purchased by PARI and is now used for astronomical education and research as a not for profit organization. During the spring of 2005, Mr. Don Cline, President of PARI and William Craft, began discussing ways in which engineering students could both learn about radio astronomy and contribute to the development to the educational and research programs at PARI. Since North Carolina Agricultural and Technical (A&T) State University is one of the closest engineering colleges, they concluded that student design projects that focused on the enhancement of radio astronomy equipment would both help PARI and provide a challenging capstone design experience to engineering students. The A&T capstone program covers two semesters and six semester credits, and among an initial listing of potential design experiences, we selected four that would enhance the operation of the two 26-meter PARI radio-telescopes. These two twenty-six meter radio-telescopes are known as 26E (East) and 26W (West). Both radio telescopes have roughly the same size and construction. The photo schematic (Figure 1) is representative of each. Note the major (lower) axis is 13 meters from the ground, and the minor (upper) axis is 20 meters from the ground. Both are at right angles to each other and parallel to the ground plane when the dish is in the upright position. The top of the instrument cage is 37 meters high.
