Cataloged from PDF version of thesis.<br>Includes bibliographical references (pages 94-100).<br>Strong research and development planning is critical to ensuring the necessary technologies have been matured for future acquisition programs. For the DoD Space Enterprise, research and development occur across a myriad of government laboratories, Federally Funded Research & Development Centers, other government agencies, academia, and industry. This work is governed through many different processes, but improvements could be made to the communication, collaboration, cooperation, and coordination through a well aligned governance structure. The use of Model-Based Systems Engineering, Technology Roadmapping, and Design Structure Matrices can transition the DoD to an approach that documents the capability needs, priorities, timelines, and system interdependencies in a way that facilitates knowledge sharing and cooperative, coordinated system planning. This process would begin by developing a solution-neutral functional architecture and decomposing the technology needs against the planned future acquisition timelines in a technology roadmap that integrates all space mission areas. A streamlined process with distinct functions, each chaired by a single enterprise authority, executed by a space community chief architect, and with participation by the relevant stakeholders, can lead to a portfolio management process that aligns technology development with enterprise priorities. The integrated roadmap can be used to communicate transparently with all R&D entities so that investment decisions can be aligned with the future acquisition needs. This approach will take best advantage of the incredible research that is occurring throughout the country for space systems, and ensure that the right technology is being shepherded for on-orbit demonstration at the right time.<br>by Kathryn R. Assessments provide crucial information about strengths, areas for improvement and potential investment strategies for achieving performance benefits. As performance is being recognized as a complex and multifaceted construct, assessment tools seek to incorporate and reflect a holistic measurement of performance across multiple dimensions such as stakeholder value, leadership, culture and quality. The Lean Enterprise Self-Assessment Tool (LESAT) is one such enterprise assessment tool that closely ties into a clearly defined enterprise transformation framework and roadmap. Ideal use of assessment involves regular reassessment of 54 practices and continual feedback, but due to the resource and time commitment required to perform assessment, this iterative process is deprioritized. In order to facilitate and promote regular reassessment, we demonstrate a methodology for creating an abridged assessment tool. By creating a predictive model based on the unidemnsionality of LESAT, a small selection of highly indicative practices is used to predict the remaining practices. Based on these predictions, respondents assess follow-up practices selected to target high-priority areas for improvement. Using this approach, we are able to create an abridged LESAT that assesses six of the original 54 practices for the predictive model and an additional twelve dynamically selected practices to target high-priority areas. Based on training data and novel testing data (271 respondents from 24 companies), we validate the accuracy of the predictive model and show that high-priority areas are correctly identified over 90% of the time. The abridged LESAT shows promise as a way to reassess, with significantly lower time and resource commitment normally required. We review the practical applications of the abridged LESAT and present a revised recommended process for assessment and for evaluation of results. The revised process seeks to articulate how the new assessment tool can be practically applied in the context of an ongoing enterprise transformation.<br>by L. Continually meeting the needs of the customer through effective project execution allows a company to become a preferred supplier favored in source selection for follow-on contracts and new development projects necessary for business growth. This research effort examines one aerospace company, which has multiple, diverse development projects on-going at any one time across several business units. The motivation for this thesis is to explore the product/system development capacity of the enterprise by analyzing the historical program performance of major projects, understanding the level of problem projects or fire fighting within the project pipeline, and the perceived causes of poor project performance. In addition, system dynamics models are developed to analyze the dynamics associated with project planning and resource planning strategies for both multi-project and single project scenarios. This analysis provides insight into the potential for project pipeline "tipping" and the effects of various project management and resource planning strategies in an aerospace product/system development context. Thesis (S.M.)--Massachusetts Institute of Technology, System Design & Management Program, 2000.<br>Includes bibliographical references (p. 100-101).<br>This thesis shows that lean principles that have been successfully applied in manufacturing can also be successfully applied across an entire enterprise. Established lean principles and lessons learned in lean manufacturing environments are applied across an automotive fuel system enterprise. This enterprise includes all major activities used in developing and delivering fuel systems to customers from the initiation of the systems concept to final production manufacturing. The value of the enterprise's product (fuel systems) is specified in terms of enterprise customers. The value stream of the fuel system enterprise is identified and analyzed using process mapping, input/output information flow diagrams, and other techniques. Major issues in terms of waiting time, rework time, and excessive need for validation are identified using these techniques. Countermeasures against these issues are offered to facilitate a transition to a leaner state. The goal is to develop a systemic understanding of the fuel system enterprise such that lean principles and tools can be applied to its processes to improve efficiency, throughput, and value for customers. Recommendations for further study are also listed in an effort to pursue perfection by continuously improving the lean enterprise. A prestação de serviços Públicos é a razão de ser e condição de legitimidade de qualquer organização administrativa. Apesar da escassez de processos de qualidade e gerenciamento, cultura de atendimento, memória organizacional, na Administração Pública existe uma enorme riqueza de conhecimento tácito em verdadeiros portais humanos. Há um número de especialistas muito bem formados e com décadas de experiência, sendo um dos grandes desafios conseguir explicitar e compartilhar todo esse conhecimento. Neste sentido o presente trabalho tem como objetivo: Propor um método de trabalho que, utilizando como referencial os modelos da Enterprise Knowledge Development (EKD), desenvolva-os através das atividades da Gestão do Conhecimento, utilizando informações do setor de Alimentação Escolar do município de São Carlos, SP. Even though public administration lacks of quality and management process, serving culture, organizational memory, there exist an enormous wealth of tacit knowledge. There are in the public sector a great number of specialists with awesome degrees and with decades of experience, so there is a great challenge to explicit and share the knowledge. In this way the present work has an objective: propose a work methodology, utilizing the referential model of Enterprise Knowledge Development, that develops them through the activities of Knowledge Management utilizing information from the school lunch of the publics schools in São Carlos. The most important benefits intended with this working methodology are the enrichment of the professionals from this area, who with knowledge in hands and shared knowledge, are able to spread this knowledge and apply it in a way that will improve the control and productivity in the schools of the public sector.

Thesis (MBA (Business Management))--Stellenbosch University, 2008.<br>ENGLISH ABSTRACT: Corporate Social Responsibility (CSR) is an illustrious initiative that most companies take advantage of in order to position themselves for competitive advantage in the business world. Other companies view it as an opportunity to contribute towards the development of the society who they find themselves doing business with. Globally, CSR is viewed in different context and South Africa has its own unique way of approach. South Africa's historical problems are still prevalent. These include poverty, unemployment, housing and services backlog and economic inequality. The government is facing a challenge of alleviating most of these by channelling resources to social development. However, the magnitude of these challenges cannot be confronted by the government alone, somehow private sector must assist. Undoubtedly several companies within the private sector benefited from the legacy of the past. Thus, in a South African context, philanthropic gesture from the sector is not an option, but a responsibility. Government is obviously aware of social mandate and its promise, and of the economy's persistent sluggishness to employment creation. Of course, the economy is growing at acceptable rate, but its growth is not in synch with job creation. Through research and learning from developed countries, the government has set its sights on nurturing small, medium and micro enterprises (SMMEs) as the preferred method of fighting joblessness. Broadly, this strategy has shown positive results globally and multinationals have collaborated with governments to promote enterprise development. The idea gives a broader hindsight that entrepreneurial culture is the way to go to build a foundation of a robust sustainable enterprise development. A number of companies that value CSR have heeded to this call - corporate social investment to sustainable enterprise development - and one of them is South African Breweries Limited. SAB has various enterprise development programmes that contribute significantly towards socio-economic development. This report highlights the significance and relevance of the two entrepreneurial programmes from SAB, known as the KickStart and Mahlasedi. A main focus will be on the two programmes and how they are implemented, their rationale and how much has been invested so far to ensure their sustainability and success. The KickStart and Mahlasedi programmes have been in operation since 1995 and 2002 respectively. SAB Limited has invested more than R36 million for the KickStart and has helped make 3 200 people to become entrepreneurs. Mahlasedi taverner training programme has assisted licensed taverners to run businesses efficiently with reports of owners saving up to 30.53% in monthly liquor sales and being able to grow their investments to 40.54%. An in-depth research into the programmes reveals that the two programmes have made significant strides towards sustainable development, despite challenges of a few candidates receiving funds in the KickStart programme and provincial licensing hiccups on the part of Mahlasedi. This could be an example to other companies that are keen and have not yet gone the route, to transform on CSI strategies. A key success factor in the implementation phase of these programmes was mentoring of beneficiaries. Huge capital investment can be made into socially responsible initiatives, but without mentoring, sustainable development of benefiting enterprises may not materialise.<br>AFRIKAANSE OPSOMMING: Korporatiewe sosiale verantwoordelikheid (KSV) is 'n inisiatief van die korporatiewe sektor wat al hoe meer uitkring vanwee ondernemings se oogmerk om hulle mededingendheid te verbreed. Ander beskou dit as 'n geleentheid om dienste aan die wyer gemeenskap te gee. Wereldwyd word KSV uiteenlopend vertolk en het ook Suid-Afrika sy besondere benadering. Suid-Afrika se onderliggende probleme, soos armoede, werkloosheid, behuisingsagterstande en ongelykheid, duur nog steeds voort en gee vir die regering groot uitdagings wat betref hulpbronkanalisering vir sosiale ontwikkeling. Dit is derhalwe nodig dat die privaatsektor ook tot die oplossings bydra. Waar baie ondernemings in die verlede van die bedeling voordele behaal het, is filantropiese aksies nou 'n vanselfsprekende verantwoordelikheid. Ten einde die gebrek aan werksgeleenthede aan te spreek, le die regering heelwat klem op die kleinsakesektor en sy vermoe om skeppend te wees. Dit het wereldwyd sukses en die korporatiewe sektor is bereid om die staat se pogings te ondersteun. Hierdie siening lei tot 'n beklemtoning van ondernemerskap en hoe dit aangehelp kan word. Verskeie korporasies het hierdie rigting ingeslaan, met Suid-Afrikaanse Brouery as een van hulle. SAB se KSV-projekte sluit verskeie van die projekte in. Two of the program's primary objectives are to increase fuel efficiency and to reduce development time. Several structural engineering challenges and unanticipated delays have put these objectives at risk. This thesis examines the hypothesis that the program's product development enterprise is misaligned with the product architecture and that this generates undesired dynamic behaviors in the product development system, especially oscillation in loads on the airframe and in component designs. This work explores the specific causes of observed dynamic behavior in the design process during which suppliers and the OEM fail to come to agreement on important design parameters that affect weight, structural loads, and the resulting internal stresses in the structure. Philosophiae Doctor - PhD<br>Unemployment rates in Ghana are high, and the problem persists in developing countries, making it a significant economic problem for these economies. Unemployment generates severe economic and social issues such as poverty, social exclusion and rural-urban migration; it also poses a threat to national stability. In Ghana, unemployment is more prevalent among urban dwellers than those in rural areas, particularly among the youth. Since independence, successive governments in Ghana have implemented several skills development programmes to reduce youth unemployment. Skills development is regarded as playing a crucial role in Ghana’s youth employability by providing unemployed youth with technical and entrepreneurial skills to become self-employed to improve their livelihoods and socio-economic conditions. However, the impact of these programmes on youth unemployment in the short-run has been weak as a result of its partial and fragmented nature. This study examines the effects of skills development programmes on youth employability using the Local Enterprise and Skills Development Programme (LESDEP) given that skills development is crucial in building human capital, financial capital and social networks. The Ghanaian government, as a means of stemming the tide of unemployment, introduced the Local Enterprise and Skills Development Programme to provide skills that would make the youth employable. <p> Researchers have explored immigrant identity in various contexts, but few studies have examined identity in low-income immigrant women entrepreneurs. To address this research gap, I conducted in-depth interviews with eight low-income Latino immigrants who were starting their own businesses and receiving support through a local microenterprise development program (MDP). The study explored how participants&rsquo; microenterprise efforts affected their identities and their investments in learning English. </p><p> The research found that entrepreneurship promoted positive identity construction by providing opportunities for participants to develop personal and cultural pride, strengthened parental roles, and interdependence with the community. These benefits helped participants decrease family stress and increase optimism for the future, regardless of the microenterprises&rsquo; financial success. Participants reported that their families were healthier and their children were doing better in school, suggesting a broad impact beyond the business owner. This finding indicates that MDPs and other social service programs should have explicit goals related to increasing participants&rsquo; symbolic resources. In the language-learning realm, this study introduced the construct <i> "relationship with English,"</i> extending Norton&rsquo;s (2000) notion of investment in language learning. The <i>relationship</i> construct encompasses the situated nature of immigrants&rsquo; English use, investment in learning, and feelings about using English. The businesses helped most participants improve their relationship with English by providing motivation and informal learning opportunities. The non-English speaking participants improved their relationship with English by finding ways to <i>use</i> English even without working on their ability to speak. This finding suggests that social service agencies, ESL programs, and employers should broaden their view of immigrants&rsquo; capabilities to use English and to invest creatively in their own learning. Another significant finding was that participants demonstrated signs of internalized racism, which can make it hard for immigrants to see their own strengths. New research could help MDPs and other social service providers address internalized racism and decrease its negative impact on identity construction. Looking ahead, long-term studies of MDP participants could help optimize program design, extend learnings to other types of programs, and help providers, policymakers, and funders allocate resources for maximum effect.</p>

Masters in Public Administration - MPA<br>The buzzword in recent development policy-making is PM&E. The notion is that; participatory approaches have the appropriate remedy to curb the problem of exclusion. That notwithstanding, the approach has become rhetoric in certain quarters rather than practical as admitted by some scholars who hold the principle in high esteem. Inferences from the concept of empowerment as put forward by Narayan (2005), might be the premise for rethinking the debate surrounding the inclusion of beneficiaries in participatory monitoring and evaluation because of its undulation positive effect on project outcomes. Over the past two decades, Ghana has initiated and implemented a good number of national policies and strategies that are youth-centered. The majority of these youth programmes are usually delineated in most public policies on thematic areas such as employment, education, health, among many others. A total of 120 respondents (project beneficiaries) were randomly selected for questionnaire administration, and 1 in-depth interviewed was conducted for this study. Using a Participation Perception Index (PPI), developed to assess the youth perception of the extent to which they were involved in the PM&E, the following were ascertained. It was evident that the youth were only made to actively participate in the data collection (as respondents) process. Evidently, the primary objective of the implementing agency was to secure the youth (beneficiaries) job rather than involving them in the project PM&E. The qualitative analysis also highlighted other critical factors affecting both the implementing agency and the youth (skills or know-how, cost, lack of beneficiaries' interest, non-existence of beneficiaries' associations) to ensure active participation. The study concluded that the end goal of the youth intervention programme is tied into the ideas of project sustainability which can be achieved when the various stakeholders are all on board in the PM&E.

Darbo objektas – VĮ Vilniaus miškų urėdijos administruojami miškai Darbo tikslas – įvertinti rekreacinei infrastruktūrai įtaką darančius aplinkos veiksnius ir parengti darnią jos plėtros priemonių programą. Darbo metodai – žinybinių ir savivaldos institucijų dokumentų ir ataskaitų analizė; šalies strateginių planų plėtojant rekreacinę infrastruktūrą miškuose duomenų analizė; anketinės poilsiautojų apklausos rezultatų analizė; SSGG analizė. Darbo rezultatai. Remiantis anketinių apklausų, žinybinių ir savivaldos institucijų dokumentais bei šalies strateginių planų duomenimis atliktas rekreacinių miško išteklių vertinimas VĮ Vilniaus miškų urėdijos administruojamoje teritorijoje. Nustatyta, kad Vilniaus miškų urėdijos valdomi miškai yra patrauklūs rekreacijai bei turizmui. Rekreacinės infrastruktūros būklę poilsiautojai vertina vidutiniškai (3,5 balo). The aim of study – to assessment environmental factors influencing recreational infrastructure and work out a sustainable program of its development measures. Methods of study – departmental and municipal documents and reports analysis; data analysis of national strategic plans for the development of recreational facilities in forests, visitors‘ questionnaire survey data, SWOT analysis. Results of study. Based on questionnaire surveys, documents of departmental and municipal institutions as well as on strategic plans of the country, an evaluation of recreational forest resources in the territory administered by Vilnius Forest Enterprise was carried out. It was found that forests administered by Vilnius Forest Enterprise are attractive for recreation and tourism. The condition of recreational facilities by vacationers is evaluated averagely (3.5 points). The respondents in the forests miss forest equipment, i.e. fireplaces, wooden furniture, cognitive trails, bike trails, observation sites, playgrounds and public toilets. The solutions of special plans for the development of recreation and tourism facilities and routes layout are not adjusted with Vilnius State Forest Enterprise. Increasingly, integration efforts have moved beyond the boundaries of the core or focal enterprise serving as the prime contractor or system integrator to span the entire value chain, to form virtual extended enterprises. These structures allow the members of the virtual extended enterprise to focus on their core competencies in order to collaboratively deliver a world-class product at a competitive price. While integration offers many benefits to enterprises, a high degree of integration is not always desirable or advantageous in a limited duration virtual extended enterprise composed of autonomous companies. Virtual extended enterprises must find a balance between decoupled collaboration and highly coupled integration, balancing the need to closely coordinate their efforts with the need protect the autonomy of their members. The objective of this research is to explore the extent to which a focal enterprise, such as a prime contractor or system integrator, should consider integration across its virtual extended enterprise, identify major barriers to integration, and define key enablers of integration overcoming these barriers.<br>(cont.) With the widespread use of the Internet and its associated technologies, enterprises have to evolve in the way they are conducting business. 'e-business applications' refer to a new class of distributed applications that involves the Internet as a communication platform. Each e-business application supports the full automation of business processes that can span across multiple enterprises. For a given application domain that involves e-business application development, a number of design decisions that best fullfil stakeholders requirements have to be made. One important issue is the reuse of functionality which exists within legacy systems that can belong to one or more enterprises within the same domain. Most existing design approaches are inadequate in supporting the exploration of all design combinations. Moreover, there is little work on how to identify the best design decisions systematically for a given application domain. In this thesis we present a pattern-based approach that addresses the architectural design of e-business applications. We identify a number of architectural patterns whose instantiation on a given design problem correspond to different architectural design alternatives. We also identify models that enable the estimation of quality attributes for such alternatives. Then we investigate and utilise methods to select the best pattern for a given design problem. We also describe the process of generating the alternative architectures, estimating their qualities, and then ranking them with respect to any quality attribute or a combination of quality attributes. We validate this approach on a real life case study in the area of capital markets. The case study concerns realistic e-business applications that rely on existing legacy applications. The validation exercise has produced predictions which have been compared with actual design decisions that have been made. The thesis also proposes a framework for the systematic identification of architectural patterns. An additional set of architectural patterns and their impact on the case study are discussed. The main contribution of this thesis is in the identification of patterns and quality attributes models for the architectural design of e-business applications that aid in the systematic selection of the most appropriate architectural pattern for a given problem context.

However, currently the distribution of economic benefits being enjoyed by construction companies is highly skewed, with a very small number of large firms being awarded a big stake of public-sector tender awards. It is against this background that government departments and institutions, including the Coega Development Corporation, have developed and implemented SMME-development programmes. They recognise the development of emerging contractors as an engine to alleviate unemployment and poverty in our country, especially among the youth. It can also be seen as a tool to spread the wealth of the construction industry more widely. These efforts resulted in a sharp influx of emerging contractors on the entry-level grades of the Construction Industry Development Board’s database. The study analyses the current situation of SMMEs in the construction industry and the challenges hindering their growth and development. Although the study focuses on the Coega Development Corporation’s SMME-Development Programme as implemented by the CDC’s Small Business Unit, the lessons from the sample survey and programme analysis are meant to have broader relevance. This relates in particular to the need to encourage and help dynamic and well-managed SMMEs to advance faster on the road towards highergrade contracts. It also stresses the need to get closer co-operation between the different players in efforts to support small-construction entrepreneurs.

In this research we introduce the conceptual framework of Enterprise of Enterprises (EoE) as an extension and special case of a System of Systems, to facilitate the design of strategic alternatives in an enterprise ecosystem characterized by loosely coupled enterprises. The constituent enterprises in an EoE exhibit managerial and operational independence and have diverse value functions that are often viewed by the enterprises as zero-sum games. We argue that this may not always be the case; for example, in the CA EoE both airline and airframe manufacturers constituents would benefit from a steadier influx of aircraft that counters the current situation that is characterized by relatively stable demand growth rate for air travel while airline profitability and aircraft ordering fluctuate intensely. A strategic alternative geared towards this EoE-wide desired state is "symbiotic". In order to identify such strategies, we use the EoE framework to analyze the CA-related industries and to specify their local value functions and the salient interfaces among them based on an extensive review of the literature on commercial aviation. We develop working hypotheses about the driving mechanisms of the cycle in the CA EoE informed by the literature on economywide and supply chain cyclicality. To test these hypotheses, we extend a system dynamics model of commercial aviation. After testing several individual strategic alternatives, we find that capacity management is key to cycle moderation. We then compare two diverse, non-collusive ways for capacity management: faster aircraft deliveries and semi-fixed production schedules generated by long-term forecasts.<br>(cont.) While both are promising, only the latter alternative is shown to be Pareto optimal. We also examine the potential synergistic effects from combining more than one strategic alternatives for which we also discuss implementation implications. It was found that record keeping and saving habits are strong determinants of business profits and revenues, particularly when used together – an indication of potential synergies between these two variables.

No contexto organizacional no qual a pesquisa se insere, considera-se que a prática da avaliação pode gerar aprendizado organizacional, na medida em que permite a detecção de erros e sinaliza alternativas concretas de ação que gerem aumento da eficiência e da eficácia em suas operações. A motivação da pesquisa surgiu da necessidade da empresa em foco dispor de uma sistemática de avaliação para programas de normalização empresarial, capaz de mensurar a eficiência do referido Programa, em especial quanto ao grau de atendimento da Unidade de Terminais Aquaviários às normas e aos regulamentos técnicos do contexto socioprodutivo no qual a empresa atua. Quanto à metodologia adotada, a investigação da conexão entre avaliação de programas e normalização empresarial seguiu uma orientação preponderantemente dedutiva. Foi proposto um modelo teórico, e, a partir desse arcabouço conceitual, utilizou-se o caso do Programa como evidência empírica. Para tal, adotou-se o método de estudo de caso, tendo sido consideradas práticas de avaliação reportadas na literatura especializada. Destaca-se como resultado, uma sistemática inovadora para a avaliação de programas de normalização empresarial que integra as abordagens conceituais de avaliação de programas e de aprendizagem organizacional. Como conclusão, a pesquisa mostra que a sistemática de avaliação proposta mostrou-se adequada para os fins a que se destina, constituindo um importante instrumento de gestão e de aprendizagem que poderá ser disseminado em outros contextos organizacionais de normalização empresarial.<br>The objective of this dissertation is two-fold: (i) propose a program evaluation model for enterprise standardization programs based upon two conceptual and interlinked approaches: program evaluation and organizational learning; (ii) to validate the proposed model through a case study on Transpetro s Marine Terminals Standardization Program. In this context, evaluation practice may generate organizational learning to help Transpetro correct standardization program deviations and increase its efficiency and effectiveness towards operational excellence. As a matter of fact, standardization programs are necessary in marine terminals operations where standards are the minimum acceptable requirements to fulfill the goals for the operator, and the maximum requirements provided to the work for the contractor. Additionally, marine terminals should attend sector s regulations, occupational safety guidelines, and environmental management standards. The motivation of this research arose from Transpetro s need to have a program evaluation model capable of measuring efficiency of its Marine Terminals Standardization Program. The methodology encompasses: (i) literature survey on program evaluation and organizational learning; (ii) design of a standardization program evaluation model based on a conceptual framework which links both theoretical approaches; (iii) development of a case study on Transpetro s Marine Terminals Standardization Program; and (iv) formulation of conclusions and suggestions for future research and replication in other organizational contexts. The main results can be summarized as follows: (i) an innovative evaluation model to assess enterprise standardization programs; and (ii) a set of indicators for measuring efficiency and effectiveness of Transpetro s Marine Terminals Standardization Program. As a conclusion, it can be said that the proposed program evaluation model fulfilled expectations and assumptions formulated at the very beginning of this research. According to the opinion of Transpetro s managers and teams involved, the model is a useful management and learning tool for enterprise standardization initiatives and has a large potential for replication in other organizational contexts from the empirical evidences achieved.

The Secretary of Defense and the President of the United States asked the same question: "How do we fix DOD acquisition?" The Acquisition system has been studied nearly continuously for more than forty years. Applying traditional system engineering methods have not improved performance, but developed a highly-complex bureaucracy that is viewed as inflexible, unscalable, unreliable, and (recently) unsustainable. With this seemingly intractable challenge, this work uses the synergy of integrating approaches based on engineering, management, and social sciences to develop a new framework to help understand the policy resistance of many previous unsuccessful initiatives. Evidence exists that almost all developmental programs on record are over cost and schedule, costing the Department and ultimately the U.S. taxpayer billions of dollars more than anticipated. Numerous studies over many decades have addressed various aspects of the problems plaguing these efforts with many recommendations. Unfortunately, most of these recommendations have been ignored or poorly implemented with limited success. This work embodies an exploratory systems approach to characterize the system of acquiring large, complex, socio-technological systems for the Department of Defense. Through a series of qualitative studies and in-depth interviews with individuals working in the Joint Capabilities Integration Development System (JCIDS), the Planning, Programming, Budgeting, and Execution (PPBE) process, and the Acquisition system, a model of the larger "enterprise of acquisition" or Acquisition System was developed. The model has a scope ranging from the very early beginnings of any program through the conclusion of developmental activities. The methodology used consisted of stringing together the individual pieces of the system defined by probabilistic distributions of time and corresponding probabilistic decision points into a model ideal for discrete-event simulation. An extensive program of verification and validation of the model was carried out to increase confidence in the model and its simulation outcomes.<br>(cont.) Experimental system interventions, designed to mimic potential policy interventions and/or system changes, were introduced into the model and the corresponding outcomes analyzed. This thesis is framed in the context of the increasing salience of knowledge for all enterprises, everywhere, today. The uncertainties of the marketplace, global e-business opportunities born of the Internet revolution, and the paradigmatic shifts in thought on organizational design have amplified the demand for the right knowledge of the right kind at the right time. The multi-dimensional nature of knowledge and the complexities of enterprise activities are compounded by the fact that enterprises today are increasingly globalized and seeking to globally expand its activities. The capabilities to acquire quality-controlled knowledge within the necessary time-horizons, and the capabilities to leverage and diffuse acquired knowledge throughout the organization have become critical. However, the mechanisms by which to perform and enable these functions are not strategically integrated across the organization, and on a global basis. This thesis focuses on the knowledge network as a mechanism and as a process by which to coordinate innovation and learning for enterprises and enterprise-value-networks on a global basis. While knowledge networks have been formed in both non-profit and for-profit sectors, this thesis will be concerned solely with knowledge networks for businesses. Knowledge networks can be analyzed into technology and human elements, but often there is no coordinating strategy that synthesizes both elements into integrative solutions that can capture the value of knowledge for the enterprise. The hypothesis . guiding this thesis is that existing models of knowledge networking are not sufficiently holistic. and proposes an integrated knowledge networking strategy that leverages both technology infrastructure and human competencies in meeting organizational knowledge requirements. The emergent nature of strategically initiated knowledge networks in business can adapt knowledge networking solutions that have been developed in the non-profit sector. This thesis (a) develops a technology strategy that adapts the GSSD framework for enterprises that operate on a global scale, (b) illustrates its conceptual feasibility by proposing several designs for GSSD-E, or GSSD for the enterprise, and (c) applies the designs to a test case. To this end, three propositions are explored: (i) metrics and measurement systems drive transformation, (ii) employee engagement is a proxy to gauge transformation progress; and (iii) metric considerations enable enterprise transformation when systematically executed as part of a transformation roadmap. To explore this problem, the aerospace measurement community was consulted to help grasp a better understanding of the context in which transformation is currently defined and measured. Once the problem space was defined, the environment of doing research with the enterprise as the unit of analysis was described with the intent of exploring the role of metrics and transformation. In particular, the performance measurement literature helped identify tools and methods used to select metrics to enable decision making at the enterprise level. After this review, two case studies were performed, considering: (1) the implementation of a bottom-up measurement system to drive transformation and (2) the effect of a top-down corporate measurement system on the enterprise. The first case study revealed insights regarding the benefits and challenges of implementing measurement systems and highlighted the use of employee engagement as a proxy to measure enterprise transformation. In the second case study, contemporary measurement issues were discussed and mapped to an Eight Views of the Enterprise analysis to identify critical enterprise interactions.<br>(cont.) In particular, the company's Space and Airborne Systems (SAS) business unit was largely formed through acquisitions of E-Systems and Texas Instruments and a merger with Hughes Aircraft Company. To assimilate the legacy organizations, Raytheon and SAS have undertaken great efforts to work as "One Company." One such example has been to strive for an enterprise sales and operations planning process. Five years ago, Raytheon Space and Airborne Systems (SAS) Operations leaders recognized the need to be more proactive in comprehending forecasted business and subsequent impacts to SAS' manufacturing network. As a result, Program Requirements and Operations Planning (PROP) was born to enable improved supply chain planning for factory labor and capital resources. Over time, the complexity of SAS' business has proven to be a challenge for PROP to achieve its intended objectives.- This thesis considers PROP as an enterprise rather than a process and proposes re-designing it using a holistic enterprise architecting framework including a thorough examination of the current state of PROP with respect to seven architectural views (strategy, policy/external factors, process, organization, knowledge, IT, and products/services). The experience of the author in African development projects is used to pose questions about modernist approaches to development. The alternative approaches to work and human development by Fritz Schumacher, Abraham Maslow and Carl Rogers are melded with the political insight of Robert Putnam, to suggest that the answer to the above question can be positive. Their theories are distilled into an approach called Local Enterprise Facilitation, which is based on four principles: 1. Only work with individuals or communities that invite you. 2. Do not motivate individuals to do anything they do not wish to do. 3. Trust that they are naturally drawn towards self-improvement. 4. Have faith in community and the higher social needs that bond it together. The author's experience of twenty years in applying and developing this approach is traced from its origins in rural Western Australia, through other parts of Australia and New Zealand to its extensive application in North America. The experience has created a methodology for successful Local Enterprise Facilitation based around a community Board that can provide the necessary support for networks for new enterprises. In particular the methodology uses a 'Trinity of Management' approach whereby the separate skills of production/enterprise, financial accounting and marketing are facilitated as no individual can do more than one of these skills successfully. The Local Enterprise Facilitation philosophy has many implications and some of these are suggested in terms of planning, education, bureaucracy, and conservation. Whilst an evaluation of the businesses created can only be done in the long term, Local Enterprise Facilitation has opened up some hope for communities seeking to create good work.

Thesis (S.M.M.O.T.)--Massachusetts Institute of Technology, Sloan School of Management, Management of Technology Program, 2007.<br>Includes bibliographical references (leaves 99-105).<br>Web-based enterprise software - sometimes referred to as "Software as a Service" (SaaS) or "on demand software" - is a major wave of innovation that introduces a new technical and economic model to enterprise software. The defining characteristics of web-based enterprise software are: a fully web-based user interface, hosted application deployment, a SaaS-based business model, and the use of a service-oriented architecture for integration. This study analyzes a sample of 108 companies currently offering SaaS-based products. In total, 35 different application types and 20 different combinations of revenue models were counted. Apparently, the market is still in an experimental phase, and truly dominant designs haven't emerged yet. Gross margins for SaaS-oriented companies are lower than for traditional software product companies, but still attractive at around 85%. The entrepreneurial activity in the sector is significant. More than 50% of the companies in the sample were founded in or after 2002, and almost 30% in the last two years. Venture capital continues to be an important source of capital with 36% of the companies having received VC investment, but an equally large percentage of companies are boot-strapped, i.e. have no formal source of outside capital.<br>(cont.) The data about customer adoption of web-based enterprise software is not very clear. Most studies suggest that SaaS accounted for about 5% of the CRM market in 2006, with other application types below that level. In total, SaaS probably doesn't even account for 1% of the global software market. However, customer willingness to adopt SaaS is apparently rising very quickly, and specialized SaaS companies are experiencing rapid growth. From the data available, it can't be decided unambiguously if web-based enterprise software is a truly disruptive model or merely an incremental innovation. <p>Today more and more companies acquire enterprise-scale solutions for their organization. Enterprise-scale solutions connect departments and business functions in the organization in order to facilitate the coordination, communication, and work flow between them. However, when systems get more interconnected and complex, they are also more prone to faults. If business critical parts of the system are affected, this can be devastating for a company. When designing large enterprise scale systems, one uses a wide range of specialized models with different view points and applications. This fragmentation and specialization of the representation of the system decreases the clarity of the total enterprise model and implies that it is difficult to analyze the enterprise as a whole. To overcome this problem, specialized software tools that can integrate the sub models in a total model can be developed. This thesis will develop a tool assisted extended process to the development process Rational Unified Process that helps analyzing the design of enterprise solutions by integrating the behavioral and structural models of the system into a unified representation. The tools take basis in digitized models represented in UML, the industry standard language for modeling software systems. We will focus on the two quality attributes availability and criticality.</p>

The objective of this treatise study was to determine the leading causes which limit the development of SMME contractors, to ascertain the accessibility of SMME incubators available to support SMME development and to identify the cause of poor management performance by SMME contractors based in the Nelson Mandela Bay Metropolitan Municipality. A qualitative method was adopted for this study. The primary data was collected using a structured interview guide which incorporated the sub problems and the research questions. The salient findings of this study are: SMME contractors are unaware of the available business information and government support programmes designed to assist them; SMME contractors do not receive capital from banks when they don‟t have collateral; Desperation to secure projects among SMME contractors is the leading cause for under-pricing; SMME contractors are still paid later than the 30 day period for completed work; SMME owners who had started their construction companies lacked training and do not have the relevant experience and knowledge required to manage a construction company. In summary the study concluded that SMME who have access to capital have high growth prospects than those that have not. Accessibility to information and awareness of available opportunities remains significant for the growth of SMMEs. Construction related knowledge and training for SMME owners contributes vastly to the success of SMME companies. The study recommended that; Government needs to promote the accessibility of SMME incubators and ensure institutions designed to assist SMMEs with finance are accessible; The effectiveness of current development programs for small enterprises and skills development programs should be reviewed; MMBM should setup a mentoring program to help train SMME contractors theoretically and practically; NMBM local government should promote women to own SMMEs in order to close the gap of inequality in the built environment; Banks must work with government institutions to ensure that they are able to fund SMMEs.

Clouds provide a wide range of computing capability available as a service where users are separated from the underlying technology by a set of APIs. These computing capabilities are made available by abstracting at different levels; at the hardware level, development platform or the applications level. Cloud computing is particularly helpful to application developers and IT operations because it allows them to focus on the service/application provided rather than worrying about scaling, failure, maintenance or reliability of these computing resources. By consolidating and sharing computing resources among multiple tenants thus improving utilization, cloud computing brings cost savings to end users. The higher the abstraction level, greater are the benefits resulting from better resource utilization and thus more cost savings, both for providers and end users. As computing resources become cheaper, network connectivity and bandwidth improve both in terms of availability and pricing and human resources becomes expensive, cloud computing is increasingly seen as viable replacement of enterprise owned local IT infrastructure.<br>(cont.) With the adoption of cloud computing comes a major shift in the underlying architecture of how we develop, deploy, deliver and run applications compared to existing behavior where we run applications on local computing resources and thus increasing pressure on enterprise software vendors to adopt these new business model for software development and new alternate software delivery models that are supported by and derive the benefits of cloud computing. While legacy enterprise software can simply be installed and run on instances on the cloud using cloud based infrastructure services, maximum benefits are realized by end users when these applications itself are provided as a service in the form of a platform or software. To do so, in most cases, legacy enterprise software would have to go through an architecture overhaul to be able to deliver existing functionalities as a platform or software as a service. Enterprise software vendors would also have to change their current business models where large license revenues, high maintenance cost of antiquated versions and heavily invested customers are the standard and move to pay-per-use cloud computing model. This thesis aims to study the implications of 'Cloud Computing' trends on the development, distribution, business models and the business of enterprise software vendors. This thesis tries to chart and predict the progress of trends in computing towards 'cloud computing', connect those trends to enterprise software usage changes and determine the impact on enterprise software vendors.<br>(cont.)
