The article reveals a scientifically based socio-pedagogical model of the phenomenon of abilitation competence of parents, identifies the conditions for the effectiveness of its formation, presents modern approaches to interaction with a family raising an atypical child, and offers original software and methodological developments for the formation of their abilitation competence. Meets the requirements of the federal state educational standards of higher education of the latest generation. For students studying in the direction of training "Special (defectological) education" at the bachelor's and master's level, as well as specialists (defectologists, psychologists, social educators) of educational, social and interdepartmental institutions that implement programs of comprehensive psychological and pedagogical assistance to children with psychophysical development disorders of infancy and early age.

Abstract:
Five programmes which offer additional services to enhance the child health programmes for families at risk of poorer maternal and child health and development outcomes are being evaluated. Flying Start is a community-based programme targeted on families with children under 4 years of age living in deprived neighbourhoods in Wales. A Better Start is a place-based programme implemented by local partnerships in English wards with high levels of economic deprivation, providing services and support for all families living in the target wards from pregnancy until a child’s fourth birthday. The Family Nurse Partnership is a structured programme of home visits for first-time young mothers. The Maternal Early Childhood Sustained Home-visiting programme is a structured programme of sustained home visiting delivered by health visitors in pregnancy and the first 2 years. The Trial of Healthy Relationship Initiatives for the Very Early-years is comparing two parenting programmes for women with additional mental health or social support needs in pregnancy with outcomes up to 18 months. Early published results are reviewed and links given to the websites to signpost the reader to up-to-date information on the effectiveness of each programme.

Abstract:
Food insecurity—lack of access to enough food for an active and healthy life—is a major public health issue, affecting the health and well-being of one in seven people in the United States. Food insecurity is related to economic, social, and political conditions, and is beyond the control of a single household. Structural inequalities and discrimination against people of color, LGBTQ people, immigrants, people with disabilities, and women drives disparities in food insecurity. Major policy interventions include raising wages, improving the Supplemental Nutrition Assistance Program, various programs of the Child Nutrition Reauthorization, and the Elder Nutrition Program, but these programs are not sufficient to address food insecurity fully. A human rights approach, which recognizes the right to food and promotes increasing civic participation among people from all sectors, offers new possibilities in addressing food insecurity in the United States.

Abstract:
This chapter explores what happened to child care coalition when the federal government provided new child care funds. Child care did not have the same meaning for federal officials and for the early childhood educators and mothers. The federal government's goal was to provide compensatory education to poor children through programs such as Head Start and to reduce welfare rolls with the Public Welfare amendments to the Social Security Act. Unfortunately, these programs symbolically and practically linked child care to “welfare mothers” and their children. Advocates, who by this time has confidence in their influence, effectiveness, and place in the democratic process, encountered a federal government that considered child care an appropriate service only for the poorest Americans.

This article examines poverty policies and programs in four areas: cash transfer programs, public provision of childcare, publically provided medical care, and public/social housing. Public provision for families in poverty includes programs that provide childcare, income supports, medical assistance, public housing, and employment assistance to family units. There are also policies that operate at a more general level to provide workforce and economic development and child welfare and early childhood education and support. Across nations, these policies vary along a number of dimensions. This article first considers each of the four poverty programs in detail before discussing the ramifications of differing national approaches to poverty in the context of the turn toward neoliberalism and the worldwide recession that began in 2007.

There is a considerable international variation in preventative child health programmes suggesting variability in the available evidence. More socially disadvantaged families may be more likely to have children with developmental difficulties but are less likely to make use of such services. Family perceptions of child development and difficulties are likely to be culturally sensitive and professionals need to pay attention to this. Many developmental problems are on continua which border typical development but also overlap and interact with one another. There is evidence for the effectiveness of some interventions but these are rarely tied into population-level health surveillance programmes.

Abstract:
The parenting a child receives has profound long-term impacts on that child’s life. The rates of child maltreatment globally are high. Evidence-based parenting programs have been demonstrated to have positive impacts on improving parenting style, whilst reducing childhood social, emotional, and behavioral problems. However, uptake in parenting interventions remains low, and governments have been reluctant to provide evidence-based parenting on a wide scale. This chapter aims, first, to show how the adoption of a public health approach to parenting can be considered wide-scale compassionate action, one that will reduce rates of child maltreatment (suffering), which is also cost-effective. Second, I argue that the next generation of evidence-based parenting programs need to be grounded in evolved, caring motivational systems and affiliative emotion processing, which requires an understanding of the evolved processes involved in parent–offspring caring and brain functioning. This new approach to parenting, “compassion-focused parenting,” will be described.

This chapter examines the protests that erupted in California when the federal government threatened to close the Lanham Act centers and the broad-based coalition that pushed for a permanent program in California. That year, 1946, marked a moment of possibility for advocates of state-supported child care for working mothers. Many in the progressive coalition insisted that wartime child care should be the basis for a universal nursery school program on the state level. While these citizens saw child care as social service the government should provide, political leaders had a different view. In the eyes of most politicians, the centers represented a temporary service only for the state's neediest residents.
